DILG BOHOL Annual Report 2012 Page 93 Internal Governance Program Internal Governance Program The Panibagong Paraan sa Pagpalakas ng Panlokal na Pamahalaan (5Ps) is a program of the Department of the Interior and Local Government implemented through the Local Government Academy, awarded to DILG regional and sub-regional offices with proposals that encourage developing creative capacity development projects that aims to harness the capacities of the local government units towards better basic services and governance at the local level; In 2008, DILG-Bohol submitted and was awarded the 5Ps recognizing the LGU Assistance for Self-Sufficiency and Enhanced Social Services (LGU-ASSESS) a project that intends to capacitate the local government units of Batuan, San Isidro and San Miguel in increasing local revenue base by improving revenue collection and increasing CSO-partnerships with the aim of increasing allocation for the delivery of social services. This year, DILG-Bohol inked a Memorandum of Agreement partnering with the Holy Name University-Center for Local Governance and with the Mayors of the municipalities of Batuan, San Isidro and San Miguel who committed work for the success of the project and to complete LGU-ASSESS in 2012. Major activities conducted include the Reorientation Workshop attended by the municipal mayors, vice-mayors, municipal treasurers, municipal planning and development coordinators and MLGOOs; Consolidation Workshops for the formulation of the LGU-ASSESS Workbook which are workshops on the updating of the citizens charters of the LGUs and barangays of Batuan, San Isidro and San Miguel, Bohol; participation in the seminar-workshop on investment incentive codification; and the Production of the LGU-ASSESS Workbook by the HNU-Center for Local Governance. 5Ps (Panibagong Paraan sa Pagpalakas ng Pamahalaang Panlokal) OUTCOME 5: STRENGTHENED INTERNAL GOVERNANCE CAPACITY
DILG BOHOL Page 94 Annual Report 2012 Internal Governance Program The annual search for The Outstanding Barangay Officials of the Year (TOBOY) in the province of Bohol is institutionalized through Executive Order No. 3 issued by Governor Edgar Chatto on February 14, 2012 that created the TOBOY Provincial Screening and Selection Committee. The search is designed to give recognition to barangay officials of Bohol who have shown exemplary performance in the discharge of their functions. Of the total of twenty-nine nominees evaluated by the TOBOY Selection Committee, ten of which were shortlisted for on-site validation or two per category as shown in Table 35. D’One Cluster led by LGOO VI Jose Jeffrey Bernasor was conferred the distinction as The Best Performing Cluster of the province of Bohol for achieving more than 95% of the required programs and reports through team dynamics and inimitable innovations that led to the profound nexus with local officials and other clienteles. The Best Annual Report was awarded to the M&M Cluster under the headship of LGOO VI Ma. Reina A. Quilas. The cluster gave a thorough account of the activities, accomplishments and other endeavors of the team. It was well packaged displaying the aesthetic sense of M&M. This year, BANGON’s involvement on local governance was the conduct of actual inspections and observations of LGUs conferred with the Seal of Good Housekeeping as to the latter’s compliance with the full disclosure policy other practices relative to transparency DILG-CSO Partnership Three CSO representatives from People Power Volunteers for Reform (PPVR)-Bohol Province, namely: Rene Penales, Alvin Acuzar and Aepril Maita Palo participated to the threeday live-in training on “Building on the Full Disclosure Policy: Strengthening Citizen Demand for Local Governance” for Regions VI, VII and VIII on November 6-8, 2012 at St. Mark Hotel, Redemptorist Plaza, Cebu City. DILG BOHOL Page 98 Annual Report 2012 Internal Governance Program As an offshoot of the Change Management and Leadership Training for Cluster Heads, members of the D’One and M and M Clusters attended a two-day Cluster Team Building on April 16-17 and 18-19, 2012, respectively, at JJ’s Seafoods Village, Tagbilaran City. Mr. Joel Lasam, consultant of the Philippines Australia Human Resource and Organizational Development Facility (PAHRODF), with Cluster Heads Jose Jeffrey V. Bernasor and Ma. Reina A. Quilas facilitated participants in the process of getting to know more their mental models, leadership capital, original blessings, highest future self, creating a shared vision, among others that will led to a better understanding of themselves, their potentials and acceptance of others to effectively and efficiently address complex social issues. The re-entry action plan of the clusters identified the formulation of the investment incentive code of Cortes, and the environment code of Guindulman, Bohol, and the updating the revenue codes of Alburquerque and Jagna, Bohol. DILG BOHOL Annual Report 2012 Page 99 Internal Governance Program Internal Governance Program The Induction Training for Local Government Operations Officers II for the 47th Batch began in Region 7 last March, 2012 at the DILG-VII Training Center, Sudlon, Lahug, Cebu City. As provided for in DILG Memorandum Circular 2011- 164, said training is aimed to mold the LGOOs with adequate knowledge and skills, proper working attitude and values to enable them to effectively perform their functions as frontliners of the Department. DILG BOHOL Page 100 Annual Report 2012 Retooling of LGOOs As the agency mandated to strengthen the capabilities of local governments, the DILG Field Officers needs to be equipped on legislative codification so that they can effectively convince their respective local officials to codify their ordinances as well as provide the needed assistance in the codification process. In response to this mandate, DILG-Bohol conducted a two-day live-in Seminar-Workshop on Legislative Codification at the Heritage Crab House Resort and Restaurant, Mansasa Seaside, Tagbilaran City on November 13-14, 2012. Aside from the DILG-Bohol field officers who were the main participants of the activity, selected functionaries from the municipalities of Batuan, Dagohoy, San Isidro, San Miguel, Sevilla were invited in order to have an actual collaborative experience in crafting the first drafts of the code of general ordinances, revenue code, environment code and investment incentive code. Facilitators of the workshops were the members of the DILG-Bohol Codification Team composed of field officers and staff who were trained last year. Speakers include the Provincial Legal Officer, Provincial Environment and Natural Resources Officer, Assistant Provincial Treasurer, Senior Trade Industry and Development Specialist of the DTI, Chief of Staff of the Special Projects Unit of the Office of the Vice-Governor who also provided technical assistance during the workshops. DILG BOHOL Annual Report 2012 Page 101 Retooling of LGOOs In compliance with the Revised DILG-7 Performance Evaluation System (DILG-7 PES), PD Ma. Loisella E. Lucino issued Provincial Order No. 2012-35 reconstituting the Provincial Performance Evaluation Review Committee (PERC). The DILG-7 PES was further explained by DILG VII Administrative Staff Josefina Daisy Cabo and Josette Belda during the orientation to the field officers and staff on August 16, 2012. The DILG-Bohol PERC adopted the policies, procedures and mechanics of rating of DILG-7 PES in assessing the performance and behavioral dimensions of its personnel utilizing the Performance Evaluation Forms (PEFS). Initial application of the enhanced system was the January-June, 2012 PES of all DILG-Bohol personnel with 100% very satisfactory ratings. DILG BOHOL Page 102 Annual Report 2012 Customized Human Resource Development Projects The Integrity Circle Development of the DILG-Bohol personnel was carried-out on July 13, 2012 in reflective and exuberant moods. The activity started right with the celebration of the Holy Mass at the provincial office. The group proceeded to Bahay Kubo Resort, Panglao, Bohol with spiritual inputs given by Rev. Fr. Crisolito Geangan who reminded the participants of their duties and responsibilities in the context of public service and good governance. Fun games and team building activities were conducted to enhance the camaraderie of the participants. On said occasion, DILG-Bohol personnel took the opportunity of giving a surprise despedida party to LGOO VI Lisa I. Jayoma who was slated to leave for the U.S. Virgin Islands on July 22, 2012. The celebration was graced by RD Ananias M. Villacorta who took a direct flight from his engagement in Manila. A blast literally concluded the activity with some fireworks display. In spite of prodings by management, DILG-Bohol personnel declined to avail of such offers. In view of limited finances, this level has not planned and availed of study tours. Scholarships, Study tours Over the counter medicines are available in the medicine cabinet of this office to any employee who desires relief from pain or discomforts. First-aid medicines are regularly purchased by the fiscal personnel on a quarterly basis. Procurement of First-Aid Medicines For this year, pre-retirement assistance is provided to LGOO V Dioscoro Caberte who signified to retire on July, 2013. This level catered to the request of Mr. Caberte for documentary requirements for retirement e.g. updated service record, leave balances and GSIS records. Administrative assistance was also accorded to Mr. Lito O. Dajalos who resigned his post as LGOO V that stemmed from the filing of his certificate of candidacy for vice-mayor of the municipality of Garcia-Hernandez, Bohol last October 5, 2012. DILG BOHOL Page 104 Annual Report 2012 Administrative Systems As a condition precedent to the hiring or promotion of personnel at the regional level, the DILG-Bohol Personnel Selection Board (PPSB) recorded four meetings for 2012 which were on the interview and shortlisting of LGOO II applicants, comparative assessment of LGOO VII candidates and interview, shortlisting and comparative assessment of applicants for the position of Administrative Aide II. Personnel Development Program PD Ma. Loisella E. Lucino and Provincial Planning Officer Jocelyn Bandala attended the mid-year evaluation and planning conference at the DILG VII Training Center, Cebu City on August 14-15, 2012. Workshop on the realignment of second semester targets was the meat of the activity. The outputs were readily cascaded to the staff and field officers during the ensuing conference. DILG BOHOL Annual Report 2012 Page 105 Administrative Systems Planning/Budgeting Enhancement Project Submission of regular financial reports and other administrative requirements is religiously complied with by the fiscal section of this office. Administrative Assistants Leonor Salaguste and Ma. Leizl Redita see to it that monthly financial reports reach the DILG VII Regional Office on or before the set deadline which is every 5th day of the succeeding month. Inventory of equipment is done by property custodian designate Uldarick Ladores on a semi-annual basis in time for the submission of the semestral reports. Serviceable equipment are given attention in the inventory while those which are unserviceable are stored in the bodega. This year, DILG VII regional office representatives conducted an on-site physical inventory of equipment to check on the presence, absence and serviceability of equipment owned by the government. The findings show that a number of stuff are bound for disposal, however, it needs the imprimatur from the regional management before it would be sold through bidding. In order for higher level to plan ahead and equally allocate resources, this level has submitted for consideration its detailed 2013 annual procurement plan last October, 2012. Page 108 DILG BOHOL Annual Report 2012 Innovations DILG-Bohol’s innovations can be capsulized into WELLA and detailed as follows: W… Writeshop on Public-Private-Partnership (PPP) The Provincial Government of Bohol (PGBh) is ready to embark upon the task of crafting its own PPP Ordinance, which will be a landmark ordinance of the province. While multiplicity of sample codes and templates are available, the PGBh is not content to merely copy the contents of existing codes, but intend to develop the best possible PPP Ordinance. For this purpose, the province has initiated the conduct of an Orientation and Writeshop on Public-Private-Partnership on October 4, 2012 at the Le-eng Hall of the Bohol Tropics Resort, Tagbilaran City. Bohol is fortunate to have the expertise of Atty. Alberto C. Agra as the resource person to guide in the process, as his credentials in the area of PPP are unparalleled: he is a Certified PPP Specialist of the Institute for PPP USA, a Faculty Member and PPP Management Diploma Candidate of the Commonwealth Business School, UK and a Professor of Laws of the Ateneo de Manila University. The latter part of the activity was essentially a writeshop, which was setting the motion of the process of preparing the PGBh PPP Ordinance. DILG BOHOL Annual Report 2012 Page 109 Innovations E… Establishment of the DILG-Bohol Project Development Management Unit (PDMU) As a mechanism of support to development projects implemented in the province, PD Ma. Loisella E. Lucino issued Provincial Order No. 2012-164 creating the PDMU of the province. In the set-up, engineer-MLGOOs and those with experience in development works compose the unit. Its first assignment is with the PRMF implementation. This was extensively discussed during the One-Day Orientation Seminar on the PRMF Program facilitated by Mrs. Linda Paredes, PRMF Provincial Coordinator. Extra Miles Performance Challenge Fund Dialogue – DILG-Bohol ensured the compliance of the PCF recipient LGUs by conducting a dialogue last October 8, 2012 at the Heritage Crab House Restaurant, Tagbilaran City. The result: issues were clarified and reports were readily generated. Salintubig Dialogues – The 2011 and 2012 Salintubig recipients were invited to a dialogue on October 16-17, 2012 (two batches) at the Bohol Tropics Resort, Tagbilaran City to check their progress and bottlenecks in project implementation. The result: sharing of strategies to expedite project implementation. Full Disclosure Policy Dialogue – As a mechanism to fast-track reporting and clarify issues, a dialogue between the DILG and the functionaries of the Provincial Government of Bohol was held on October 17, 2012 at the Bohol Tropics Resort Club, Tagbilaran City. The result: better understanding and appreciation of the full disclosure policy. LGPMS Re-Orientation – The field officers were oriented on the Local Governance Performance Management System to update them of the latest developments on September 14, 2012 at the OPD. Innovations
Page 110 DILG BOHOL Annual Report 2012 L… Leadership Summit for the Youth The Provincial Government of Bohol thru the Sangguniang Kabataan Provincial Federation (SKPF) in close collaboration with the Philippine Army and DILG-Bohol conducted Youth Leadership Summit in three batches: First Batch on June 1-3; Second Batch on August 25-27; and Third Batch on November 20, December 1-2, 2012 at the Bohol Cultural Center, Tagbilaran City. The YLS is designed to promote and develop the character, leadership, civic duty and peace-building skills of the Boholano youths. The activity likewise focused on issues and concerns. Two of the provincial staff of this office rendered assistance to this activity as resource persons. Legislative Codification The Seminar-Workshop on Legislative Codification was specially tailored for the DILG-Bohol field officers to walk through the process with the participation of the selected functionaries from the municipalities of Batuan, Dagohoy, San Isidro, San Miguel and Sevilla who were purposely invited. The C/MLGOOs had actual collaborative experience in crafting the codes and accomplished the first drafts of the code of general ordinances, revenue code, environment code and investment incentive code. Local Regional Economic Development (LRED) The Deutsche Gesellschraft for Internationale Zusammenarbeit (GIZ), in partnership with the Department of Trade and Industry (DTI), and in coordination with the Department of the Interior and Local Government, organized another Sharing and Learning Activity for the Local Regional Economic Development (LRED) Technical Working Groups (TWGs) of Bohol on August 29-30, 2012 at the MetroCentre Hotel, Tagbilaran City. The objectives of this activity were to share and learn from among the participants how the LRED LGUs have applied the learnings from the LRED activities and share the results of the activities so that other LGUs can adopt and apply them in their localities as they continue the LRED process. DILG BOHOL Annual Report 2012 Page 111 Innovations A… Account in Facebook The DILG Bohol Facebook account is kept to expose the official undertakings of the whole DILG-Bohol organization. Members of the group are welcome to posts the activities of their respective stations and to comment on all posts thereat. Administrative Affairs Bulletin Board – Strategically located at the entrance of the DILG-Bohol Provincial Office that displays the map of the Province of Bohol indicating the division per RAT plan and TACT Clusters with pictures of the field officers. Reports Monitoring Board – To guide and remind the field officers as to submission and compliance of reports, the program coordinators post the required reports with corresponding deadlines at the Monitoring Board located near the table of the Provincial Planning Officer for the latter to ensure that those are in accordance with the DILG 7 OPB. TACT Hosting – Bi-monthly conferences are hosted by the ten (10) TACT Clusters who are in-charged with the opening preliminaries, emceeing and facilitating the conduct of competency games. Creative methods were employed by the clusters in discussing jurisprudence and DILG Opinions making it exciting for field officers to respond to the questions and prizes were accorded to the winners. TACT Report Requirements Matrix – The reports compliance of the RAT plan and TACT Clusters are monitored through the TACT Report Requirements showing the required reports, individual ratings, TACT Rating Average, RAT Plan Cluster Rating Average and the Rank. Argy-bargy at Kapihan sa PIA Lively discussions about the latest and significant programs of the Department are aired over radio station DYTR via the regular slot with the Kapihan program of the Philippine Information Agency-Bohol.
