WORKSHOPS/SEMINARS ATTENDED • TREE PLANTING ACTIVITY “PUNO-AN LAKAS KALIKASAN” DILG Bohol actively joins the Tree Planting as one of the activities for the “Lima para sa Kalikasan” a five event Climate Change Adaptation and Resiliency activities conducted in one day in Ubay, Bohol on August 29, 2014. The activity was spearheaded by the Philippine Information Agency (PIA) in coordination with the Association of United Development Information Officers (AUDIO), Bohol Chapter. Aside from AUDIO, other participants were the selected students from secondary schools in Ubay and in neighboring municipalities. Part of the Lima para sa Kalikasan activities include the Lakbay Kaalaman para sa Kalikasan; Modelong Bayan – ang Nagbabagong Panahon Pinaghahandaan; Isang Hapag, Isang Bayan Anihan and Likas Kakayahan, Arugaan para sa Kapaligiran. SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 |  BOHOL PROVINCE 44 SALINTUBIG In CY 2012, there were seven Municipalities in the Province of Bohol, which have benefited the regular Sagana at Ligtas na Tubig (SALINTUBIG) para sa Lahat Program of the Department, under the waterless barangays category. The Local Chief Executives of these municipalities inked MOA with DILG 7 Regional Director Ananias Villacorta. Three of these recipient LGUs have already completed their projects, which are monitored through monthly report submission by the concerned MLGOOs. In June and November, 2014, the Municipalities of Danao and Sevilla have fully completed their SALINTUBIG project while Baclayon and Garcia-Hernandez are still on 62% and 79% completion, respectively. These LGUs are striving to finish before the year ends. In addition, LGUs of Batuan and Bilar were identified to benefit the 2013 regular SALINTUBIG Program with P2M project cost each. The municipality of Batuan had just received the first tranche of check worth P1,250,000.00 last November 20, 2014 at Bohol Tropics Resort together with the eight eight 2014 GPBP waterworks projects recipient municipalities, with SILG Mar Roxas. Meanwhile, Bilar Municipal Mayor, Hon. Norman Palacio together with the Municipal Engineer Jesus C. Omac and LGOO V Nilda P. Unajan attended a three-day Orientation Workshop on Project Proposal Preparation and Feasibility Study on November 12-14, 2014 at Northwinds Hotel, Cebu City. • ORGANIZATION AND STRENGTHENING OF WATSAN COUNCIL Municipal Mayors of SALINTubig recipient LGUs issued Executive Order organizing or reorganizing their WATSAN Councils which stipulates, among others, the council’s roles and functions and holding of regular meetings. Completed Salintubig Project of Sevilla and Danao • HUMAN RIGHTS BASED-LOCAL WATER GOVERNANCE (HRB-LWG) The MLGOOs, MPDCs and representatives of the Civil Society Organizations (CSOs) of Danao and Sevilla attended a three-day Human Rights Based-Local Water Governance Seminar-Workshop on June 4 - 6, 2014 at JJs Seafood Village, Tagbilaran City. These LGUs are expected to organize the Barangay Water and Sanitation Associations (BAWASAs) and to capacitate them in the management and operation of their respective barangay level waterworks systems. On the other hand, the MLGOOs of Talibon and Trinidad monitored and technically assisted the activities of their already organized BAWASAs.

SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 45 • OPERATION AND MAINTENANCE FOR LGU-RUN WATER SUPPLY SYSTEMS The MLGOOs of Balilihan and Calape together with their respective LCEs, MPDCs, MEs and Municipal Treasurers have attended the three-day Training Workshop on Operation and Maintenance of LGU-Managed Facilities on August 26-28, 2014 at Cebu City where there was an on-site visit to Carcar and Barili LGU-Managed Waterworks. The activity was aimed to capacitate the LGU stakeholders in managing their LGU –managed waterworks system. LGU CarcarWaterwork System SUPPORT TO GRASSROOTS PARTICIPATORY BUDGET PROCESS For the Province of Bohol, the 2014 Grassroots Participatory Budgeting Process Projects under the Department include the Waterworks Project, Local Access Roads and Other Projects. Thirty (30) LGUs are with approved Waterworks, three (3) are with approved Local Access Road and one (1) for the Benchmarking under Other Projects. As a jumpstart to the implementation of the program on 2014 GPBP Waterworks Project, a Program Orientation, Water Sector Assessment and Feasibility Study Preparation Workshops were conducted in two batches on March 3-5, 2014 and March 5-7, 2014 at the Bohol Plaza Resort, Tagbilaran City. These were attended by the Municipal Mayors, MPDCs, MEs and MLGOOs of the 30 recipient LGUs including the Provincial Planning & Development Coordinator and Provincial Engineer of the province of Bohol. Despite the gravity of work demand of DILG-Bohol Field Officers due to the urgency of the Bohol Rehabilitation Projects, the active and young MLGOOs were still able to manage and submit complete documents required for the release of checks. To date, first tranche representing 50% of the total project cost were released to 15 recipient municipalities under the 2014 GPBP Project of the Department while the other 10 LGUs are awaiting for the checks to be released not later than the end of November this year. The total project cost of the Grassroots Participatory Process–Waterworks Project of Bohol amounted to Php 185,074,461.00. There were series of on-site water source validations conducted by the PDMU Regional Office, ably assisted by PDMU Bohol and the MLGOOs. SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 46 GRASSROOTS PARTICIPATORY BUDGET PROCESS (GPBP) ON LOCAL ACCESS ROADS As mentioned, three municipalities prioritized Local Access Roads under the 2014 Grassroots Participatory Budgeting Process with a total funding cost of Php 15,020,800.00. These are the municipalities of Dimiao, Maribojoc and Tubigon. With almost the same requirements of documents to be submitted, MLGOOs of these municipalities have closely worked with the functionaries of their respective LGUs. To date, technical requirements are already submitted, such as the Program of Work, Detailed Estimates, Drawing Plans, Unit Cost Analysis and other documents. Since the LGUs of Maribojoc and Tubigon opted to implement their Local Access Roads by administration, the DPWH assessment is required. On-site validation was conducted with DILG Engineers on October 9, 2014. Onsite road assessment and validation in Genonocan –Pinayagan Sur, Tubigon with Engr Giovanni Celis of Regl Office, Program Coordinator Redemcion G. Cag-ong, MLGOO Jogepons Ruloma and ME of Tubigon For the Benchmarking Project, Bilar Municipal Mayor Norman Palacio received the check amounting to Php 700,000.00 last November 20, 2014 during the visit of SILG Mar Roxas to the province of Bohol. SUPPORT TO GRASSROOTS PARTICIPATORY PROCESS (GPP OTHER PROJECTS) In pursuit of attaining the Philippine Development Plan’s goal of inclusive growth, poverty reduction, and promoting good governance at the local level, the Grassroots Participatory Process (GPP), formerly known as Grassroots Participatory Budgeting Process (GPBP) and Bottom Up Budgeting (BuB) is implemented to ensure the inclusion of the funding requirements for local development needs as they are identified at the local level in the budgeting proposals of participating agencies. CY 2014 is a herculean year for the Department since activities for GPP 2014, 2015 and 2016 are simultaneously undertaken. Despite the hectic schedule, DILG-Bohol through the efforts of its dynamic workforce was able to fully accomplish the major deliverables within the scheduled timelines as presented in the table below.

SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 48 Tagbilaran City is among the second batch of cities chosen as a recipient of the Local Government Academy (LGA) Program on the Millennium Development Goal–Family Based Actions for Children in the Slums (MDG-FACES). Said project provided the basic services sector of the City a new perspective in giving interventions to the needy families. Today, service providers can now directly interact with the households members while extending assistance. The City Core Team of MDG-FACES has identified the baseline data and targets of the children beneficiaries. Moreover, it has developed the Family Quick Action Guide and Quick Response Mechanism for household beneficiaries. MILLENNIUM DEVELOPMENT GOALS –FAMILY BASED ACTIONS FOR CHILDREN IN THE SLUMS (MDG-FACES) The Millennium Development Goal (MDG) Tracking Systems in LGU is a monitoring system that allows LGUs to track their contribution to the attainment of the MDGs. For CY 2014, the LGUs are required to accomplish the Enhanced MDG Monitoring and Evaluation (M&E) Tracking Forms using the 2013 data. The Provincial Government of Bohol, City of Tagbilaran and 47 Municipalities were able to submit the tracking forms with the assistance and coordination of the Field Officers. MILLENNIUM DEVELOPMENT GOAL (MDG) TRACKING SYSTEMS IN LGUs The Local Council for the Protection of Children (LCPC) is an institutional mechanism that advocates child’s right, initiates interventions and monitors child programsin the locality. SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 49 Bohol conducts annual assessment of LCPC Functionality in all LGUs using the revised guidelines pursuant to DILG MC No. 2008-126, looking at the three areas of Organization; Policies, Plans and Budget; and Accomplishment where level of functionality is categorized as Basic, Progressive, Mature and Ideal. The consolidated LCPC Functionality Report for CY 2013 was submitted to the Regional Office on March 8, 2014. This year, the Department supports the country’s commitment to the United Nations Convention on the Rights of the Child (UNCRC) in pursuit of a Child-Friendly Philippines, thus took the lead in the implementation of the Child-Friendly Local Governance Audit (CFLGA) whose results shall be used in the conferment of the Seal of Child-Friendly Local Governance (SCFLG). Following the implementing guidelines stipulated in DILG MC No. 2014-80, DILG-Bohol has organized and mobilized Audit Teams at all level composed of representatives from DILG, DSWD, and DepEd. This mandatory audit was administered in Bohol in the month of May, 2014 and submitted to the Regional Office on June 4, 2014. The members of Provincial Audit Team require the inclusion of annexes and relevant documents to support the facts provided in the submitted Data Capture Forms (DCFs) of LGUs and thus, ensure credibility of information. Pursuant to the mandates of Republic Act No. 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006, and Department Memorandum Circular No. 2012-62, DILG-Bohol monitors the status of LGU compliance to several provisions of the aforementioned Act, particularly on 1% IRA Allocation for LCPC, appointment of Licensed LSWDO, and establishment of Youth Homes through regular submission of quarterly reports made by C/MLGOOs. • COMPREHENSIVE PROGRAM FOR CHILD PROTECTION Figure 3. SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 50 Aside from regular monitoring, technical assistance and knowledge sharing were also extended by DILG through workshop facilitation and speaking engagements. The DILG plays a major role in the country’s efforts for Gender and Development (GAD). Specifically, the DILG is tasked to build up the capacities of LGUs and to monitor the LGUs’ programs, projects and activities for gender equality and women empowerment. With the enactment of Republic Act 9710, otherwise known as the Magna Carta of Women and the issuance of DILG, DBM, NEDA & PCW Joint Memorandum Circular 2013-01, the DILG’s tasks are enhanced. Aside from capacitating LGUs for GAD, the Department is now tasked to review GAD Plans and Budget, among others. Since JMC 2013-01 was released only this year, the DILG provided technical assistance and capability building activities for the LGUs’ implementation and localization of the Magna Carta of Women. However prior to the conduct of training and seminar-workshops to the LGUs, field officers were first capacitated during the Roll Out conducted on May 23, 2014. Among the institutional mechanisms and other mandates on GAD, it was the provision of technical assistance for the formulation of GAD Plan and Budget (GPB) for cities, municipalities and barangays, including the GPB review, which took much time. DILG Provincial Office reviewed the GPB of Tagbilaran City and the 47 municipalities while the field officers reviewed the GPBs of the 1,109 barangays. However, prior to the review, LGUs were provided with orientation-workshops for the GPB formulation and were given inputs on the parameters of the DILG review. Figure 3 shows the status of compliance of the provincial, city and 47 municipalities to the institutional mechanisms and other mandates on GAD stipulated in JMC 2013-01. These are the GAD Focal Point System (GFPS) constitution, GAD Plan and Budget (GPB) Formulation, GAD Accomplishment Report (AR) Formulation, GAD Code Enactment and GAD Database establishment. Thus, all the 1,109 barangays of the Province of Bohol were able to constitute their GFPS, formulate their 2015 GAD Plan and Budget and 2013 GAD Annual Report, as well as establish their GAD Database. The latter would be updated and enhanced with the implementation of the Community-Based Monitoring System (CBMS). On the other hand, DILG Bohol through its GAD Focal Person responded to request for capability building on Gender and Development and Magna Carta of Women by the Mindanao State University (MSU) Administrative Staff of General Santos City on April 30, 2014. The same request by the Development Bank of the Philippines (DBP) Tagbilaran Branch on April 2, 2014 was also accommodated and granted. • PROVINCIAL/CITY/MUNICIPAL ANTI TRAFFICKING AND VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (P/C/MCAT-VAWC) Joint Memorandum Circular No. 2010-1 of DILG, DSWD & DOJ dated October 18, 2010 mandated the Creation of Local Committees on Anti Trafficking and Violence Against Women and their Children (LCAT-VAWC) in order to establish and strengthen local structure that will collaboratively address the problem of trafficking and violence against women and children. In compliance to the said directive, the provincial, city and the 47 municipal governments organized their P/C/MCAT-VAWCs in 2010 and reconstituted it in 2013 with the change of leadership. Since then, the LGUs with the technical assistance of DILG conducted different activities to make their LCAT-VAWCs active and functional. The activities included among others the conduct of meetings, orientations and information education activities; giving of recommendations to the Sanggunian for the enactment of ordinances; monitor trafficking and VAWC related offenses; and formulation of measures to prevent VAWC and trafficking. Year 2014 was highlighted with the PCAT-VAWC Planning Workshop on November20, 2014 wherein the committee’s 2015 Plan of Action was crafted. In that same forum, the committee’s accomplishments and milestones were also identified as well as the different issues and concerns related to VAWC and trafficking. The activity was facilitated by the DILG. Another notable activity in 2014 was the conduct of the Capacity Building for Multi-Sectoral Service Providers on Preventing and Responding to Trafficking in Times of Emergencies conducted on March 24-28, 2014. It was participated in by the PCAT-VAWC and MCAT-VAWC members of the municipalities of Anda, Bien Unido, Getafe, Jagna, Pres. CP Garcia, Talibon, Tubigon and Ubay. The activity was conducted by the Bohol Provincial Government in partnership with the International Organization for Migration (IOM), United Nations Population Fund (UNFPA), and United Nations Children’s Fund (UNICEF). SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 52 The DILG was also the convenor in the Orientation-Workshop on Harmonizing Referral Pathways for Gender Based Violence (GBV) Prevention and Protectionattended by the MCAT-VAWC members of Loon and Catigbian, Sagbayan and San Isidro and Antequera and Calape on March 13-14, April 1-2 and April 22-23, 2014, respectively. The activity was sponsored by the Holy Spirit Sisters Center for WINGS-JPIC and the United Nations Population Fund (UNFPA). The DILG was also involved in the Launching of the Fight Against Gender-Based Violence (GBV) and Strengthening of the MCAT-VAWCs in the municipalities of San Isidro, Maribojoc, Loon and Sagbayan as it has provided inputs on Gender-Based Violence and MCAT-VAWC to the participating MCAT-VAWC members, barangay officials, and women’s organization presidents. The one-day activity was conducted on August 22, September 9, 10 and 12, respectively, sponsored by the Provincial Government of Bohol in coordination with the United Nations Population Fund (UNFPA). • ESTABLISHMENT OF VAWC DESK The establishment in every barangay of the Violence Against Women and Children (VAWC) Desk was mandated under the Magna Carta of Women (Republic Act 9710) and the Anti-Violence Against Women and Children (AVAWC) (Republic Act 9262). All the 1,109 barangays of the province of Bohol were able to establish their VAWC Desk through Executive Orders or Sangguniang Barangay Resolution. This was possible through the technical assistance of DILG. In 2014, all the 1,109 barangays of the province have functional VAWC Desks. Functionality was gauged through the setting up of the VAW Desk, appointment of VAWC Desk Officers and the services conducted to respond to VAWC cases as well as activities to prevent VAWC. On the other hand, DILG through the field officers periodically monitor cases of VAWC in the barangays. Monitoring was conducted if the reported VAWC cases were acted upon and of the total number of cases, how many were issued with the Barangay Protection Order (BPO). Figure 5. SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 53 DILG Bohol has successfully conducted the Orientation on Comprehensive Local Integration Program (CLIP)during the Provincial Peace and Order Council (PPOC) Meeting on September 23, 2014 at the Governor’s Mansion, Tagbilaran City. Being the Secretariat on CLIP, Ms. Carmelita Tecson, OIC OPSWDO was the one who presented the details of the Program based on JMC No. 2014-01 dated May 15, 2014. She also presented the updates of CLIP implementation in Bohol especially the threeresettlement centersfor former rebels. With DILG’s close coordination, Bohol Province had already created the CLIP Committee by virtue of Executive Order No. 10 dated January 15, 2014 issued by Governor Edgar M. Chatto. COMPREHENSIVE LOCAL INTEGRATION PROGRAM (CLIP) To ensure conflict-free and safe communities, DILG continues to monitor and provide technical assistance to LGUs on the organization and functionality of POCs at all levels. It also provided secretariat support services at the provincial, city and municipal POCs through the assigned C/MLGOOs. The Provincial Peace and Order Council, headed by Governor Chattowas able to conduct a total of 12 council meetings for the whole year with 16 resolutions passed. All the city and municipal POCs are functional as manifested in the number of meetings conducted; budget allocated; and programs implemented for CY 2014. Technical assistance was also extended by DILG in the updating of their Integrated Area/Community Public Safety Plan (IA/CPSP) through inputs and facilitations during trainings and workshops. The Municipality of Panglao recently conducted its First Panglao Peace and Order Summit on November 17, 2014 with DILG 7 Regional Director Ananias M. Villacorta as Guest of Honor. The activity was attended by the local officials, functionaries, PNP, Maritime Police, resort owners and community leaders. Moreover, Barangay POCs are also functional with updated Peace and Order and Public Safety Plans. STRENGTHENING OF PEACE AND ORDER COUNCILS (POCs)

SOCIALLY PROTECTIVE AND SAFE LGUs Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 54 DILG Bohol provided technical assistance during the Assessment of the Provincial Peace Situationer on February 4-5, 2014 at Reynas Haven and Garden, Tagbilaran City. The assessment outputs were used in the formulation of Peace and Order and Public Safety Plan (POPSP), which crafted to ensure proper identification of most suitable interventions. Moreover, all FOs likewise extended technical assistance during the formulation of their respective Integrated Area Community Public Safety Plans (IACPSP). STRENGTHENING THE PROVINCIAL MANAGEMENT COORDINATING COMMITTEE (PMCC) • ASSESSMENT OF THE PROVINCIAL PEACE SITUATIONER AND POPSP FORMULATION Lucino facilitated the Assessment of the Provincial Peace Situationer The Provincial Management Coordinating Committee (MCC) ensures to hold its regular meeting prior to PPOC meetings to initially discuss peace and order matters with the members of the DILG Family. This strategy enhances camaraderie evidenced in the number of activities it has conducted including the creation of the DILG Family Provincial Speakers Bureau tasked to conduct information drive during barangay assemblies in selected municipalities. NATIONAL CRIME PREVENTION Presidential Proclamation No. 461 dated August 31, 1994 declares every first week of September as the National Crime Prevention Week. As the lead agency in developing plans and programs for peace and order and public security, DILG advocates the observance of the celebration with the theme “Krimen ay Labanan, Karapatan ay Igalang Tungo sa Mapayapang Pamayanan”. Bohol’s celebration of the National Crime Prevention is purposely extended throughout the month of September in order to increase awareness, commitment, participation, and partnerships in the promotion of proactive approaches in reducing criminalities. One of the activities in this month-long celebration was the conduct of the Provincial Management Coordinating Committee Sportsfest, with the participation of the Armed Forces of the Philippines (AFP) and of the Governor’s Office to foster camaraderie and strengthen the ties among partner agencies. This activity has reinforced the team spirit and unity of each participating agency. Players did their best as each to achieve unifying efforts and accomplish each game with success. PERSONS WITH DISABILITIES All Persons with Disabilities are part of the Philippine Society, thus the government supports the improvement of their well-being through policies ensuring vocational rehabilitations and self-development to make them competent and find their place in the society. The DILG wants to achieve PWD-responsive LGUs through establishment of Persons with Disability Affairs Office (PDAO) as mandated in the Magna Carta for Disabled Person. Furthermore, this Office advocates for the allocation of LGU funds from local revenues for the implementation of PDAO activities and for the PDAO funding to be included in the LGUs Annual Plans and Budget.These advocacies invite LGUs to put premium on the welfare and protection of the rights of the PWDs and mainstreamdisability issues within their locality. This year, LGUs have designated PDAO officers and have identified a portion/space of the MSWD Offices as provisionary PDAOs. In response to the moral duty of breaking barriers for people with disability, DILG has rendered technical assistance on the following activities reflected in Table 17. Table 18. The national celebration of the Nutrition Month could be said successful as it was fully coordinated and participated by the various stakeholders in the community.Nutrition activities were conducted andculminated at the provincial, city, and municipal levels through the efforts of the PNC/CNC/MNCs with the assistance of the BNCs. Activities such as poster making contest, well-baby contest, slogan contest, cooking contest add meaning to the observance. Other LGUs conducted Search for Outstanding Barangay Nutrition Committees involved by concerned MLGOOs as member of the MNC. On the other hand, Tagbilaran City and the rest of the 47 municipalities submitted on time their respective 2014 Philippine Plan of Action for Nutrition in the first and second semesters. The same is forwarded to the regional on the given timeline. NUTRITION PROGRAM As mandate of the Department to oversee the effective implementation of the Anti-Rabies Law, all Local Anti-Rabies Council are organized and made functional. LGUs have formulated their Anti-Rabies Control Program and established their Multi-Sectoral Committees (MRPECs and BRPECs) to undertake the campaign component. Some LGUs have established and maintained their respective Dog Pound Facility for stray dogs. Activities implemented include the following: updating dog survey and registration, impounding and elimination of stray dogs, anti-rabies vaccination, free spaying/neutering services in the municipality of Dauis and Panglao, and continuous advocacy on responsible pet ownership. Given this, all LGUs ensure the functionality of its Local Aids Council through meetings, activities and programsfor the prevention of the said disease. Majority of the LGUs incorporate Programs, Projects and Activities for AIDS prevention and control in the Health Program headed by the City/Municipal Health Officer. 100% of the LGUs submitted the quarterly status report on the Functionality of Local AIDS Council. FUNCTIONALITY OF LOCAL AIDS COUNCIL (LAC) Table 20. Further, it has been recorded that there is no professional squatter and squatting syndicate in the province.

CUSTOMIZED ACTIVITIES CONDUCTED Annual Report 2014 |  BOHOL PROVINCE 58 PEACE AND ORDER COUNCILS • HEAT-IT CARAVAN The HEAT IT Caravan is one of the flagship programs of Governor Edgar M. Chatto aimed to provide frontline services and bring them closer to the people in partnership with National Government Agencies (NGAs) and Civil Society Organizations giving free dental and medical check-up, advocacy, seminars, consultation and agri-business exhibits. The DILG has its own booth set up during HEAT IT Caravans where office and field personnel from neighboring municipalities provide legal opinion and advice. By using the TACT Team strategy, MLGOOs showed support to the host LGU. For 2014, the province was able to conduct HEAT IT Caravans in four municipalities, namely Anda, Catigbian, Carmen and Dauis. During the caravan in Carmen and Dauis, GPP Provincial Focal Jocelyn Bandala spearheaded the conduct of CSO orientation. The activity was successful proving strong linkage between public-private and interagency-LGU partnership. The Regional Peace and Order Council (RPOC) and the Provincial Peace and Order Council (PPOC) Meeting was successfully conducted jointly for the first time on March 12, 2014 at the Bohol Tropics Resort, Tagbilaran City. It was presided by Hon. Edgar M. Chatto, Governor of Bohol and also the RPOC and PPOC Chairman. With him were RPOC Head Secretariat, RD Ananias M. Villacorta and PPOC Head Secretariat, PD Ma. Loisella E. Lucino. While the RPOC focused on the presentation of PNP, AFP and PDEA updates, the PPOC centered its focus on the results of the assessment of the Provincial Peace Situationer Report made by the PNP and AFP. During the meeting, there was also awarding of PNP and AFP personnel assigned in Bohol who exhibit exemplary performance in their fields of specialization. Meanwhile, Joint Regional Peace and Order Council (RPOC) and Regional Development Council were also conducted on June 26, 2014 at Bohol Tropics Resort, Tagbilaran City. A ProTeam is composed of Community Organizers (CO) from the PGBh, Bayanihan Team (BT) from the 2SFBn, Manoeuver Team (MT) from the RPSMB and Pulis Nyo Po sa Barangay. As part of the Technical Working Group, Monitoring and Evaluation and Communication’s Committee, DILG’s participation in the program is focused on the planning stage and M&E during coordination meetings. • PROVINCIAL DAY OF PEACE: LAUNCHING OF NONKILLING BOHOLANO SOCIETY DILG actively joined the celebration of the Provincial Day of Peace and the Launching of NonKilling Boholano Society on February 11, 2014 at Carlos P. Garcia (CPG) Park, Tagbilaran City. The activity highlighted the declaration of Bohol as insurgency free province by the Armed Forces of the Philippines and the Philippine National Police Regional Office. The activities conducted during the day were march and motorcade from Plaza Rizal to CPG Park, unveiling of the Peace Monument, signing of Commitment to Peace with various stakeholders planting of trees and ecumenical prayer. Amongst the peace advocates and guests who inspired Boholanos to continually work together for peace were Commissioner on Human Rights Loretta Ann P. Rosales, Office of the Presidential Adviser on the Peace Process (OPAPP) Usec. Cleofe Sandoval, NBI Director Atty. Virgilio Mendez, AFP Chief of Staff Gen. Emmanuel Bautista, CENTCOM Commander Maj. Gen. John Bonafos, and Local Peace Forum Chair and Diocese of Tagbilaran City Bishop Leonardo Medroso.

CUSTOMIZED ACTIVITIES CONDUCTED Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 60 • BARKADA KONTRA DROGA Student leaders from the different public and private schools in Bohol enthusiastically signed the Covenant on the WarAgainst Illegal Drugs with National Youth Commissioner Jose Sixto “Dingdong” Dantes during the Launching Program on “Barkada Kontra Droga” on September 30, 2014 at Bohol Island State University (BISU), Tagbilaran City. Aside from Dantes, Governor Edgar Chatto, City Mayor Baba Yap, representatives from the national line agencies and other local officials also signed the covenant. The covenant signing was done to increase the level of awareness of the youth on the ill effects of drugs and on how they could help their fellow student or friend. The program highlights the significant role of the youth in the society and in nation building. It was a joint effort with the Provincial Government of Bohol, City Government of Tagbilaran and the Department of Education Commissioner Dingdong Dantex inspired young Boholanos to stay fit and stay away from drugs • PNP INVESTIGATORS AND PROSECUTORS SEMINAR As an offshoot of the Assessment of the Provincial Peace Situationer in Bohol, the Provincial Peace and Order Council, DILG-Bohol and the Integrated Bar of the Philippines-Bohol Chapter initiated a Criminal Investigation and Prosecution Seminar for Police Investigators and Prosecutors of Bohol held last April 10; 24; 28, 2014 at Reynas Haven and Gardens, Tagbilaran City. The seminar was made possible after considering the strong clamors of police investigators and prosecutors who have bold roles in criminal investigation in their respective stations. Towards this purposive objective of advancing their knowledge and skills, the participants were re-oriented on the Criminal Justice System, Filing of Criminal Complaint/Affidavit Taking/Legal Forms, Commonly-Violated Special Laws, Laws on Evidence, Commonly-Violated Provisions of the Revised Penal Code, Values Formation, Trial Skills and Techniques, and the Salient Features of Republic Act 9165. YOUTH DEVELOPMENT • YOUTH DEVELOPMENT PLANNING Due to the passage of Republic Act No. 10632, “An Act to Postpone the Sangguniang Kabataan Elections on October 28, 2013, Amending for the Purpose of RA No. 9340 and for Other Purposes”, the Task Force on Youth Development was conceptualized. The Task Force is mandated to formulate a Youth Development Plan and ens-

C/MLGOOs of DILG-Bohol facilitated the conduct of Youth Development Planning Workshops in their respective localities, which are actively participated by the members of the Task Force. As a result, Bohol has achieved a perfect compliance in the submission of the first semester accomplishment report on the Utilization of SK Funds. Record shows that SK Funds are properly utilized by the 1,109 Task Force on Youth Development. • CREATION OF NUTRITION CLUSTER UNDER MDRRMC With the DILG’s unending advocacy, all LCEs in the Province have issued Executive Order (EO) organizing their respective Nutrition Clusters whose members were trained on Nutrition in Emergency last June, 2014 sponsored by the Save the Children Foundation in partnership with the Provincial Government through the Provincial Agriculture Office and the Provincial Nutrition Action Office. Aside from the organization of the Nutrition Cluster as one of the components of the P/MDRRMC, all the 48 LGUs have likewise designated a Nutrition Action Officer (NAO) who has the pivotal role in activating the Nutrition Cluster during emergencies and disasters or orchestrating all the efforts of the members of the cluster including international partners and other stakeholders to ensure that nutrition assessment and interventions are in place. This will augment funding to high-impact capital investment projects in the Annual Investment Program (AIP) and funded out of the 20% Local Development Fund consistent with national goals and priorities. Bohol has 26 LGUs which were conferred with the SGH silver in 2014. As an award, LGUs were given the PCF worth P1 Million Pesos. The checks were handed over by SILG Mar Roxas to the mayors of recipient LGUs during the Provincial Liga ng mga Barangay Congress June 6, 2014 at the Bohol Cultural Center, Tagbilaran City. MLGOOs of concerned LGUs facilitated in the preparation of needed documents to ensure submission of MOA and Program of Work (POW). These two documents are prerequisite in the issuance of checks. The Municipalities of Balilihan and Clarin have already completed their PCF Projects through procurement of DRRM rescue vehicle. The same for Antequera, Maribojoc and Sagbayan. Table 21. Municipal FDP Board of Tubigon, Bohol FDP Board of Barangay Aliguay, Maribojoc, Bohol SEAL OF GOOD LCOAL GOVERNANCE (SGLG) True to its commitment of elevating the practice of good governance, the DILG scaled up the Seal of Good Housekeeping into the Seal of Good Local Governance (SGLG) that looks into three core areas and three essential areas. The core areas are Good Financial Housekeeping, Disaster Preparedness and Social Protection. And the essential areas are Business Friendliness and Competitiveness, Peace and Order and Environmental Management. To be conferred with the SGLG, LGUs need to pass the three core areas and one essential area. For Bohol, the SGLG Assessment in Tagbilaran City and the 47 municipalities was conducted from May 5 to June 16, 2014. There were two Regional Assessment Teams (RATs) created. The first RAT was headed by Cluster Head Redemcion Cag-ong with LGOO VI Regina Gina Bastes and a CSO Representative as members. It assessed the 24 LGUs of the Matino and Mahusay (M&M) Cluster. The second RAT was headed by Cluster Head Ma. Reina Quilas with LGOO V Jocelyn Bandala and a CSO representative as members. It assessed the 24 LGUs of the Dynamic One Nurturing and Empowering (D’One) Cluster. For the Provincial Government, the SGLG Assessment was conducted on June 23 to 24, 2014. The SGLG Focal Person discussed the salient points of the SGLG as well as appealed for support from the CSO reps to foster good governance. To date, the result of the SGLG Assessment is not yet released by DILG Central Office. SGLG RAT headed by Asst Regl Director Elias Fernandez as they conducted an interview with Gov. Edgar M. Chatto Discussion of the SGLG during the CSO General Assembly It is along the context of volunteerism that good governance could greatly be enhanced at the local levels if untapped resource could be harnessed and mainstreamed into community endeavors in the different service areas of local governance. The Volunteer and Citizenship Program of the DILG is a program for harnessing available human resources. Under this Program, LGUs are mandated to establish a Volunteer and Citizenship Desk (VCD) and designate a Volunteer and Citizenship Desk Officer (VCDO) through an Executive Order pursuant to DILG MC 2013-27. To ensure proper implementation of the Program, an Orientation on Vigilance to Volunteerism (V2V) was conducted for C/MLGOOs on June 26, 2014 and to VCP Officers on June 27, 2014 at the Café Dolorez, Bohol Tropics Resort, Tagbilaran City with Atty. Tabitha Tinagan as resource person. With the inventory of Volunteer and Citizenship Help Desk submitted by the C/MLGOOs, all LGUs have designated VCP Officers. It aims to pool resources and synchronize efforts in the advocacy of good governance and the pursuit of projects and services for community development. This partnership between barangays and parishes had been done to encourage active community participation among residents to be watchdogs for good governance. Relative thereto, DILG-Bohol urged the public, through the Synchronized Barangay Assembly, to check on the projects and services of the city and municipalities, and also, to monitor compliance with anti-corruption measures in the implementation of projects and delivery of basic services. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 69 CSO CONSULTATIVE MEETING ON GPBP WITH SILG MAR ROXAS AND SECRETARY BUTCH ABAD DILG-Bohol initiated a Civil Society Organization (CSO) Consultative Meeting on Grassroots Participatory Budget Process with SILG Mar Roxas on June 6, 2014 at JJ’s Seafood Village, Tagbilaran City. The meeting was attended by 40 representatives from the NGOs, informal settlers, farmers, fisher folks, women, youth, Akbayan, and PPVR, together with GPBP Community Mobilizers (CMs) of Bohol Province. Prior to the consultative meeting were presentation of inputs on Vigilance to Volunteerism by DILG, Bayani Challenge by SEEM Office of the Provincial Government, and workshop on GPBP facilitated by CMs. The outputs of GPBP workshop were presented to SILG Roxas wherein he individually addressed the challenges and negative experiences identified by the CSOs including their recommendations to make the GPBP implementation more successful and the engagement more meaningful. CSO representatives expressed their thanks and appreciation for the chances given to participate and be heard in the GPBP process. LOCAL GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (LGPMS) The LGPMS is a web-based performance management system being developed by DILG for LGUs to identify development gaps and to guide them in determining appropriate executive and legislative actions to address such gaps. LGUs have already institutionalized the LGPMS, through the efforts of DILG Officers. In 2014, the LGPMS no longer employed Data Capture Forms (DCFs) containing indicators to gauge LGU performance. In lieu of it, are the SGLG criteria reflected in the certification page. This is due to the fact that the LGPMS is already made as an operational platform for the Seal of Good Local Governance (SGLG).

ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 70 Being an operational platform for SGLG, the LGPMS is made as a central collection and storage of data and an information platform for performance in thematic areas, financial profile and LGU profile. Prior to the entry in the LGPMS website of the LGU’s compliance to the SGLG criteria, the LGU Profile and Disaster Preparedness checklist were encoded or entered first. All the 48 LGUs through the LGPMS data encoders successfully encoded the LGU Profile and the Disaster Preparedness Checklist in the LGPMS website. This could be attributed to the C/MLGOOs. But the compliance to the SGLG criteria were encoded and uploaded by the LGPMS Provincial Focal Person. Once the SGLG results will be released, the LGUs can already access the Thematic Performance Dashboard in the LGPMS website. This can also be used for performance trending and benchmarking as well as information use for planning and research purposes. On the other hand, the LGU Scorecard on Health which is a subsystem of the LGPMs was implemented in the months of February and March, 2013. Implementation started with the convening of the Department of Health - Provincial Health Team Leader (DOH-PHTL) & and the Provincial Health Office (PHO) personnel. It was followed with the accomplishment of the LGU Scorecard by the Provincial/City/Municipal Health Officers then, the Data Review of the DOH & PHO. It ended with the encoding of data in the LGPMS website by the LGPMS Provincial Focal Person. The successful implementation of the LGU Scorecard on Health was possible through the coordination of the DILG provincial and municipal offices, the Department of Health (DOH) and the Provincial Health Office (PHO). BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGPMS) DILG-Bohol, through the field officers, provided the different barangays with technical assistance on the administration of BGPMS as well as the formulation of the SBGR through various orientations and on-site coaching. All Punong Barangays of the Province were enjoined to present the results of the SBGR during the synchronized barangay assemblies being one of the primary sources of data to be used in the formulation of various planning documents such as the Barangay Development Plan and Annual Investment Plan. For the period covered, all 1,109 barangays of the Province of Bohol were able to formulate and submit the SBGRs together with the BGPMS DCFs.

Members of the Lupong Tagapamayapa Provincial Awards Committee conducted table assessment of the entries to come up with the top two finalists each for the first to third and fourth to sixth class municipality categories. On-site validation ensued that focused on the actual interview of the lupon chairpersons and members plus the inspection of lupon records. The Lupong Tagapamayapa of Barangay Talenceras, Talibon emerged as the provincial winner for the first to third class municipality category while the Lupong Tagapamayapa of Barangay Oy, Loboc was adjudged for the fourth to sixth class category. These two winners were Bohol’s official entries to the regional search. The awarding of the provincial top two winners per category was held during the Provincial Peace and Order Council Meeting on September 23, 2014 at the Conference Hall, Governor’s Mansion, Tagbilaran City. The winners received plaque, cash prize and Php 50,000.00 worth of project. As regional finalists, the lupons of Talenceras and Oy were subjected to another on-site validation and interview by the members of the Lupong Tagapamayapa Regional Awards Committee on April 21, 2014. In view of their competence and dedication to work, the lupons of Barangay Talenceras was announced as the Regional LTIA Winner for the first to third class municipality category. They will be Region 7’s entry to the national search. LUPONG TAGAPAMAYAPA INCENTIVES AND AWARDS (LTIA) COMPLIANCE TO THE KATARUNGANG PAMBARANGAY (KP) LAW Section 121 of Republic Act 7160, otherwise known as the Local Government Code of 1991, mandates city and municipal mayors to oversee the efficient and effective implementation and administration of the Katarungang Pambarangay (KP). Section 422 of the same code likewise provides that such as may be necessary for the effective implementation of the KP shall be provided for in the annual budget of the LGU. DILG-Bohol provided the necessary assistance to Lupong Tagapamayapa relative to the proper administration of the KP Law and making sure that all the 1,109 barangays have organized their respective Lupon. BARANGAY NEWLY ELECTED OFFICIALS (BNEO) PROGRAM Table 26. ACTIONS TAKEN BY THE LUPONG TAGAPAMAYAPA FOR CY 2014 Barangay Newly Elected Officials (BNEO) Program tackles the whole gamut of barangay governance. The program aims to capacitate the newly-elected barangay officials to enable them to perform their mandated tasks and responsibilities and build a continuum of capacity development framework for actions anchored on the basic tenets of good governance such as transparency, accountability and integrity and participatory governance. • The BNEO Program is a term based program for Barangay Officials. The program is composed of four components that provides guidance in ensuring smooth transition, conduct of orientation course, planning, citizenship building, performance management, specialized courses, and awards and incentives. Field Officers of DILG-Bohol took turns in wearing their hats as trainer, coach, mentor and facilitator during the implementation of the BNEO Program. On Component 1, leadership turnover was facilitated by the outgoing barangay officials with the help of the concerned C/MLGOOs. This aims to facilitate a smooth transition of powers and authorities from outgoing to the incoming Barangay Officials. Transition documents were provided by the outgoing local officials to the incoming local officials. All Punong Barangays were directed to conduct an inventory of all properties, finances and documents of their barangay and to effect the smooth turn-over of the same to the incoming officials headed by the newly elected Punong Barangay. C/MLGOOs in turn monitored the turn-over through requiring the barangay to submit the inventory form. Moreover, this component also enabled the newly elected officials to understand the basics of barangay governance and administration. Barangay officials were oriented on their duties, powers and functions as mandated by law through the conduct of BNEO Seminar wherein the barangay officials looked at the state of barangay governance which served as basis in the identification and implementation of programs in the barangay leading to the development of their Barangay Agenda for Governance and Development (Barangay AGAD). It was conducted from February to April of 2014 in 1109 barangays participated by the Punong Barangays, Barangay Kagawads, Barangay Secretaries and Barangay Treasurers.

ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 73 Component 2, on the other hand, delved on integrating the Barangay AGAD in the Barangay Development Plan incorporating the program of actions of the newly elected barangay officials that were prioritized for budgeting. Development of the barangay capacity development (CapDev) agenda ensued that identified the capacity building gaps needed to implement the BDP and Barangay AGAD. All of the 1109 barangays of Bohol duly assisted by the Field Officers of DILG-Bohol satisfactorily delivered the three outputs of the BNEO Program, namely the Barangay Agenda for Governance and Development, Barangay Development Plan and the Barangay Capacity Development Agenda. To date, there are still eight Barangay CapDev and 59 Barangay Development Plan that has still to be submitted by the concerned barangay officials. See figure below. DEMAND DRIVEN ACTIVITIES Component 3 or the Competency Enhancement is on a demand driven basis through conduct of specialized courses that would enhance the competencies of the barangay officials and functionaries in different areas. C/MLGOOs assisted the conduct of face to face training in the barangays while they also submit quarterly monitoring report of the same to the Provincial Level. Lastly, the Component 4 of the BNEO Program involved the promotion of national and regional awards programs implemented in recognition of outstanding barangays that have implemented innovative and replicable programs. The TOBOY and LTIA can be an example of this program. Component III of the B/NEO Program caters to Specialized Courses aimed to build on the specific competency needs identified by the LGUs as defined in their Capacity Development Agenda. It also pertains to demand driven trainings conducted in the Local Government Units with the assistance of the DILG Field Officers. For CY 2014, a total of 310 demand-driven trainings were conduct¬ed by all the LGUs of Bohol. These demand driven activities per¬tains to Administrative Governance, Social Governance, Economic Governance, Environmental Governance and Valuing Fundamen¬tals of Governance. These trainings were managed, facilitated, extended with technical

COMMUNITY-BASED MONITORING SYSTEM (CBMS) Subsequent to the CBMS Training of Trainers (TOT) for Regional and Provincial Focal Persons on March 17–21 and May 26–30, 2014, the long overdue implementation of CBMS in Bohol has finally been realized. Technical assistance is extended to LGUs through regional and provincial CBMS specialist. Monitoring on the status of CBMS implementation is made through the C/MLGOOs to ensure smooth execution in the LGUs. Region 7’s Regional and Provincial CBMS Focal Persons during the TOT Training on CBMS Modules 1-2 on March 17-21, 2014 at Atrium Hotel, Manila DATABASE OF LIST OF OFFICIALS DILG-Bohol created and maintained a database of local officials for easy access of data and information that are considered indispensable in office and field operation. This database of local officials is necessary as it simplifies the search and utilization of information.

For the year under review, DILG-Bohol has assisted a total of 42 families, nine of which were heirs deceased Punong Barangays, 30 of Sangguniang Barangay Members and three Barangay Secretaries. CUSTOMIZED ACTIVITIES CONDUCTED Annual Report 2014 |  BOHOL PROVINCE 77 VIGILANCE TO VOLUNTEERISM (V2V) In line with the Department’s mandate to upscale the implementation of Volunteers Act of 2007 at the local level through the implementation of the Volunteer and Citizenship Program under the Vigilance to Volunteerism, the Provincial Government of Bohol has coordinated with the Presidential Communications Operations Office and Gawad Kalinga in executing the Bayani Challenge 2014 from April 12 to June 12 with the theme “Walang Iwanan”. This summer volunteer program seeks to gather volunteers from various sectors to go and assist areas affected by recent calamities by choosing volunteerism activities for a total of five days. In order to ensure full and smooth implementation of the program, a Launching Ceremony and Bayani Challenge Walk was conducted last April 9, 2014 from Tagbilaran Sea Port to CPG Sport Complex, Tagbilaran City participated by different institutions as a kick-off activity to signal the start of the different volunteerism activities in the province. In an executive order signed by Gov. Edgar M. Chatto, all LGUs are tasked to come up with volunteerism activities in five days that shall encourage and mobilize local volunteers per town to participate in building of homes, repairing schools, assisting health missions, tree planting, coastal clean-up, conducting fun and learning activities for children and many more. A number of LGOOs in Bohol have registered and volunteered in their respective area of assignment. Bohol’s spirit of bayanihan continues to shine through as it surpassed the nationwide campaign for 1million volunteers having able to register more than 1.3 million volunteers from April to June. • BOHOL BAYANI CHALLENGE 2014: MANAGING AND ORGANIZING VOLUNTEERS FOR REHABILITATION AND RECOVERY DILG-Bohol supports Bayani Challenge 2014 LGOO II-OIC Nina Christine Ipong participated in volunteerism activities of San Miguel, Bohol • DILG-BOHOL VOLUNTEERS DILG-Bohol has contributed to the success of the province-wide conduct of the Bayani Challenge. Aside from the efforts and technical assistance rendered by the C/MLGOOs in selecting a Bayani Challenge Municipal Coordinators, who are also the recently-designated VCP Officers following the implementation of the V2V Program in the LGU, this Office likewise conducted two volunteerism activities in the months of May and June to help revive the challenges on environmental protection and education. The first activity conducted by DILG was the Mangrove Planting in barangay Poblacion, Dauis, Bohol where there was a total of 1,000 propagules planted. The second activity was brigada eskwela help-a-school prog-

Through the effort of PD Lucino, the Office was able to donate three blackboards,5 gallons of wall paint, and around 15 stick brooms. LGOO volunteers during the mangrove planting activity on May 13, 2014 in Dauis, Bohol DILG-Bohol participated the 2014 Brigada Eskwela in Cortes Central Elementary School • WEmboree TO LAUNCH IN BOHOL Local Government Academy (LGA) Executive Director Marivel Sacendoncillo, RD Ananias M. Villacorta and PD Ma. Loisella E. Lucino interfaced with Bohol Governor Edgar M. Chatto on the launch of the WEmboree, a disaster resilience youth camp which will be piloted by LGA in Bohol in December. The WEmboree focuses on youth sector involvement in disaster management, underscoring the time honored value of bayanihan among the youth, and identifying areas of convergence and synergy among stakeholders. The youth camp which will foster the WE mindset to address the challenges of vulnerability to disaster as well as climate change will engage participants in activities that will enrich their professional and recreational experience. CBMS • PROVINCE-WIDE COMMUNITY-BASED MONITORING SYSTEM The League of Local Planning and Development Coordinators of the Philippines, Inc. (LLPDCI-Bohol Chapter) with the logistical and financial support of the Provincial Government of Bohol and in collaboration of the DILG, conducted a four-day Training for Trainers in Module 1 for all the 48 LGUs in three batches with the technical expertise of the Regional Focal LGOOV Amie Marie Z. Generale and Provincial Focal LGOO V Mylove Cardinoza.

CUSTOMIZED ACTIVITIES CONDUCTED The participants to this TOT were the Municipal CBMS-TWG composed of the LCE, SB on Appropriation/Environment, Liga ng mga Barangay President, MHO, MAO, MSWDO, MPDC, MLGOO and IT personnel. All members of the TWG were advised to attend the day-1 activity. On the succeeding days, only the MLGOOs, MPDCs and ITs were instructed to stay. Trained trainers also conducted trainings to Field Coordinators, Field Editors and Field Enumerators in their respective LGUs prior to the start of the enumeration process. Hereunder are some important activities of the Liga ng mga Barangay and Vice-Mayor’s League of the Philippines that DILG-Bohol assisted. Table 31. LEAGUE ACTIVITIES SUPPORTED BY DILG-BOHOL INTER-AGENCY COORDINATION The goal of Interagency Coordination is to improve the effectiveness of coordination and partnership between and among National Government Agencies and Local Government Units by establishing open and ongoing communication to implement relevant programs, projects and activities with shared responsibilities using minimal resources. The DILG has partnered with DTI in the implementation of programs relevant to Local Economic Development, specifically on Streamlining Business Permits and Licensing System and in crafting investment promotion initiatives geared towards the purposive direction of improving local economy. In the implementation and advocacy of the Abot-Alam Program, the Office links its efforts to other partner agencies such as the Department of Education-Bohol School Division, the National Youth Commission and the Provincial Government. Success stories on child protection, gender sensitivity, anti-trafficking, promotion of persons and children with disabilities, among others, is just a fleeting vision had not for the close working relationships between the DILG, DSWD, Federation of PWD, HSS-Center for WINGS, World Vision, Save the Children, and other Civil Society Organization whose advocacies and mission center on social protection and development. Other partner agencies include DENR on environmental protection and solid waste reduction, DPWH on roads and GPP, DOH on health, DOLE on employment and kasambahay, TESDA on skills trainings and workforce development, PNP/BFP/BJMP/AFP on matters pertaining to peace and order and public safety, and a lot more. STRENGTHENED INTERNAL ORGANIZATIONAL CAPACITY Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 82 Lastly, one of DILG-Bohol’s involvements with the Purok Power Movement (PPM) of the Provincial Government is the conduct of fact-finding as regards issues that affect the members of the PPM and its operations. Considering that the office has clout over local officials and is known for its impartiality, DILG-Bohol heads the fact-finding team that investigated the propaganda against the PPM coordinator. It has presided the conduct of team interviews and meetings with barangay officials, some officers of the 2nd Special Battalion of the Philippine Army and the Farmers Development Center, traveled far-flung barangays of the municipalities of Trinidad and Carmen, and prepared and submitted an extensive fact-finding report presented to Governor Edgar Chatto and to the Provincial Peace and Order Council. TEN OUTSTANDING BARANGAY OFFICIALS OF THE YEAR (TOBOY) The Office of the Provincial Director received a total of 24 entries for Ten Outstanding Barangay Officials of the Year (TOBY) on October 3, 2014 consisting of 6 aspirant punong barangays, 4 sangguniang barangay members, 10 barangay secretaries, and 4 barangay treasurers. The Provincial TOBOY Screening and Selection Committee conducted table assessment and shortlisting of nominees from October 6 to 8, followed by on-site validation of three finalists per category on October 14, 16 to 17; and 20 to 22. The determination of provincial winners was made on October 23 to 24 and submission to the Regional Office done on October 31. Table 32. PROVINCIAL TOBOY WINNERS As regional finalists, the outstanding barangay officials of Bohol province were subjected to another onsite validation and interview by the members of the Regional TOBOY Screening and Selection on November 13- 14, 2014. STRENGTHENED INTERNAL ORGANIZATIONAL CAPACITY Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 83 INSTITUTIONALIZATION OF HRM-RELATED ACTIVITIES/PROJECTS • STRATEGIC PERFORMANCE MANAGEMENT SYSTEM The Orientation-Workshop on Strategic Performance Management System (SPMS) was held at JJ’s Seafood Village, Tagbilaran City on October 2-3, 2014. Provincial Director Ma. Loisella E. Lucino welcomed the DILG Field Officers and Provincial Staff. She gave a background on the two-day activity. Provincial Planning Officer Jocelyn Bandala discussed the overview of SPMS. She emphasized its basic elements, objectives and coverage. D’One Cluster Head Redemcion Cag-ong explained the four stages of the SPMS which are Performance Planning and Commitment, Performance Monitoring and Coaching, Performance Review and Evaluation and Performance Rewarding and Development Planning. Program Manager Regina Gina G. Bastes clearly explained the three (3) dimensions of the Performance Rating Scale which include Quality, Efficiency and Timeliness with the numerical and adjectival rating scale. She also presented the different forms which are to be accomplished: the Officer Performance Commitment Review, Division Performance Commitment Review, and Individual Performance Commitment Review with the officers who are responsible in its preparation and submission. M & M Cluster Head Ma. Reina Quilas facilitated the SPMS Workshop. She said that basis in accomplishing the forms is the Annual Operations Plan and Budget (AOPB) of the department. For the group to be properly guided, she made a presentation on the filled up DPCR as basis of the participants in formulating their IPCR. For the group workshop, she divided the participants into four (4) groups. Each group had its own facilitator, documentor and reporter and worked on the IPCR per outcome area while OPD Staff was grouped separately because they have different targets. The SPMS output of each group was presented to the body and critiquing was done to ensure that all the items were be fully discussed and agreed by the participants. Director Lucino and the rest of the resource speakers also gave inputs. INTEGRITY CIRCLE DILG-Bohol personnel experienced an out of the province Integrity Circle on April 10-11, 2014 at the Crown Regency Hotel, Cebu City. The first day was devoted to contemplation with the lectures of Atty. Jane Aguilar, Graft Investigation and Prosecution Officer II of the Ombudsman Visayas and Justice Gabriel T. Ingles of the Court of Appeals. It was followed by a short program and team-building activity led by the 47th Batch LGOOs. The rest of the evening was a free night, some viewed and enjoyed the 4D show in the hotel, others went to the malls, while the rest just took pleasure of staying in their rooms.

STRENGTHENED INTERNAL ORGANIZATIONAL CAPACITY Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 84 FINANCIAL AND ADMINISTRATIVE MANAGEMENT ENHANCEMENT Early the next day, the group traveled 60 kilometers, approximately one hour, to Simala Shrine in Sibonga, Cebu to specially offer reverence to Mahal nga Birhen sa Simala. The activity was completed with the visit to the new San Pedro Calungsod Church in South Reclamation Project (SRP). The IC was culminated with the trip back home at 4:20 in the afternoon via OceanJet Fast Ferry. • COMMUNICATIONS The incoming and outgoing communications of the office are recorded by the administrative services section of the office. LGOO II Emmylou Fuertes is on top of keeping all the records of the office safe and properly filed in folders in cabinets for easy access by concerned office staff. For the year, this office logged a total of 1, 314 incoming and 812 outgoing communications. • REGULAR INVENTORY The conduct of semestral inventory of equipment supplies, machineries and other properties of the office is under regularly done by DILG-Bohol designated property officer Uldarick Ladores and supply officer Ma. Leizl C. Redita under the supervision of the Chief of the Administrative Services Section Regina Gina G. Bastes as evidenced by its submission of semestral report on inventory. On October, 2014, this office had its first bidding experience on the disposal of unserviceable properties which was sold at PhP 15,000.00. Issuance of corresponding notice of sale and certificate of sale was issued to the qualified bidder.

STRENGTHENED INTERNAL ORGANIZATIONAL CAPACITY Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 85 FIELD OPERATIONS ENHANCEMENT PROJECT • FIELD OFFICERS CONFERENCES Bi-monthly field officers conference are done every 15th and 25th of the month at the DILG-Bohol Provincial Office for the provincial management to present updates and firsthand mandates from the regional and central office. It is also an avenue for field officers to convey their issues and concerns from the ground and for the provincial director and staff to provide sound advice and constant support. The hosting of every conference is assigned to the 10 TACT clusters that are responsible for the opening preliminaries, e.g., opening prayer, singing of the national anthem and the Awit sa Bohol, and the recitation of the Panunumpa ng Kawani sa Gobyerno. They are given the liberty to introduce games that are helpful to field officers to learn more about the job. Birthday celebrants for the month are also acknowledged who, in turn may provide complimentary chow. • CLUSTER TEAM MEETINGS D’One and M and M Clusters of DILG-Bohol usually conduct their cluster team meetings after every field officers conferences at the provincial office. Out-of-town meetings are done once every quarter in order to establish rapport in their respective areas of assignment and as a sort of rest and recreation opportunities of the field officers. These activities develop teamwork and camaraderie among cluster members and to check on problematic field officers or assignments. GENERAL ADMINISTRATIVE AND SUPPORT SERVICES • 49th BATCH LGOO II INDUCTION TRAINING The following six LGOOs II of DILG-Bohol participated the 49th Batch LGOO II Induction Training Phase I held in SEARSOLIN, Xavier University, Cagayan de Oro City on September 15 to November 14, 2014. Modules I to VII were successfully hurdled by the trainees with four of them among the top ten during the center training culmination on November 14, 2014: • LGOO II Dyan L. Ali • LGOO II Norman L. Quilas and DILG-Bohol LGA Coordinator Josie Montes were among the facilitators of Module VI which was about Managing Learning Events. PROGRAMS AND PROJECTS MONITORING SYSTEM (PPMS) PPMS is an online web based application for monitoring and evaluating DILG Projects including, but not limited to Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG), Payapa at Masaganang Pamayanan (PAMANA), Special Local Road Fund(SLRF), Bohol Earthquake Assistance(BEA), Rehabilitation and Reconstruction of Yolanda Affected LGUs - (RAY), Grassroots Participatory Process (GPP), and Provincial Road Management Facility (PRMF). Considering the bulk of projects under BEA, DILG Bohol has the largest number of projects in the entire region whose information needs to be entered and updated in the system. DILG Bohol field officers labored and doubled their time in adding, updating, uploading, editing information and pictures in the PPMS that resulted in the high percentage of uploaded pictures. To date, out of the total 1,128 projects for CY 2014, 944 (84%) images were already uploaded as shown in the graph below: Figure 10: Uploaded Images in PPMS

CUSTOMIZED ACTIVITIES CONDUCTED Annual Report 2014 |  BOHOL PROVINCE 87 LEAGUE ASSISTANCE During the Strategic Planning Workshop of the Vice Mayors’ League of the Philippines-Bohol Chapter, the participants felt the need that the members of the Sanggunian be oriented on Local Legislation since majority of the Sanggunian officials are newly minted, and if not newly minted, it is also a must that those re-elected officials be refreshed on their given mandate. Hence, in coordination with the DILG-Bohol, the Vice Mayors’ League of the Philippines-Bohol Chapter held a Three-Day Live-In Seminar on Local Legislation for Sangguniang Bayan Members of the forty seven local government units of the Province of Bohol. It was conducted in five batches held last February 18-19; February 27-28; March 10-11; March 18-19; and March 24-25, 2014. DILG personnel served as membe rs of the training management for the activity. • LOCAL LEGISLATION SEMINAR


PROGRAM INNOVATIONS Annual Report 2014 |  BOHOL PROVINCE 88 CONTRACT MANAGEMENT GUIDELINES ORIENTATION As mentioned earlier, the fourth year of PRMF implementation has placed the Department in a critical role being the Head of the Procuring Entity with the Provincial Director as representative in all sub-projects. Having 12 sub-projects in Bohol, PD Lucino initiated an effective strategy of designating Assistant Procurement Entity Representatives to act on her behalf in the implementation of these projects in the Province. This innovation leads to the holding of a Contract Management Guidelines Orientation Conference for Provincial PDMU, Provincial Engineering’s Office, and PRMF personnel on August 15, 2014 at the Bohol Divers Resort, Panglao Island with the attendance of RD Ananias M. Villacorta, ARD Elias Fernandez, Atty. Aiiza Fiel Nogra, Ms. Dalisay Alquizar, and representatives from the Central Office. REORGANIZATION OF PROJECT DEVELOPMENT MANAGEMENT UNIT (PDMU) DILG-Bohol Provincial Order No, 2014-41, reorganized the Provincial Development Management Unit (PDMU) expanding its membership and its functions by creating Project Monitoring Teams for specific special projects to gear-up with the monitoring demands of the office. The PDMU is assigned with checking the various infrastructure projects that involves the Department such as the Provincial Roads Management Facility, SALINTubig as a program and under the Grassroots Participatory Process, and more importantly those projects under the Bohol Earthquake Assistance (BEA) funds. The Project Development Management Unit (PDMU) of the Province of Bohol was reconstituted on June 16, 2014, chaired by LGOO VI Redemcion G. Cag-ong with members composed of three provincial staff and five MLGOOs tasked to oversee the implementation of the Performance Challenge Fund (PCF), Provincial Road Management Facility (PRMF), Special Local Road Fund (SLRF), Salintubig and other projects of the Department. With the implementation of the 2014 Grassroots Participatory Budgeting Process (GPBP) in 32 municipalities and the billion-funded Bohol Earthquake Assistance (BEA), the Project Monitoring Teams (PMT) were created to ensure coordinative undertakings and meet deadlines. The GPBP Project Monitoring Team is headed LGOO V Jocelyn B. Bandala with LGOO VI Cag-ong, LGOO VI Ma. Reina A. Quilas and LGOO V Nicanor Bungabong as members. The BEA Project Monitoring Team, on the other hand, is headed by LGOO V Jessie Mary Buctolan with Project Engineers, Financial Analysts and three provincial staff as members.


PROGRAM INNOVATIONS Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 89 BARANGAY ASSEMBLY SPEAKER’S BUREAU The Provincial Management Coordinating Committee (PMCC) headed by PD Ma. Loisella Lucino organized five groups to attend the synchronized barangay assemblies of selected barangays of the province. Each group is composed of personnel from DILG-Bohol, Philippine National Police, Bureau of Fire Protection, Philippine Army and the Provincial Government of Bohol as speakers of the programs of each office delivered directly to the people of the barangay. During the barangay assemblies on March 29 and October 12, 2014, covered by DILG-Bohol Provincial Orders all provincial staff were deployed in the barangays of Loon, Tubigon, Ubay, Talibon, Garcia-Hernandez, Valencia, Calape, Catigbi-an, Trinidad, Clarin, Carmen and Jagna. The MLGOOs of the concerned LGUs supported the groups by acting as location guides and presenters during the assemblies. Figure 11. Expanded PDMU Organizational Structure

PROGRAM INNOVATIONS Annual Report 2014 Annual Report 2014 |    |  BOHOL PROVINCE BOHOL PROVINCE 92 TRANSLATION OF SILG MESSAGE AND UBAS With the directive of delivering the Tagalog message of SILG Mar Roxas to the people of the barangays during the October 12, 2014 synchronized barangay assembly, this level translated SILG’s message to Cebuano to ensure that he is understood at the grassroots level as read by the concerned MLGOOs or Punong Barangays. Included in the national DILG directive was the dissemination of the program on Ugnayan ng Barangay at Simbahan (UBAS). Since the UBAS brochure was in english, this level also translated it into Cebuano to make sure that said program is appreciated by the barangay folks.
