The Office has conceptualized several innovations to pave an easier and practical method with regards to the implementation of numerous programs of the department. Indeed, the innovations were found to be of good and positive effect. Among the innovations are on: Offline Database System Database can be expressed as an organizing data with the help of computers that allows data to be accessed easily and quickly. DILG-Bohol has developed some of offline databases that are considered to be indispensable in its operation in the office and in the field, such as the Best Practices, LGU Profile, and Legal Opinions and Issuances.
INNOVATIONS Annual Report 2014 Annual Report 2014 | | BOHOL PROVINCE BOHOL PROVINCE 94 These databases play an important role in office management as they simplify the search and utilization of information on the best practices in the Province of Bohol as well as those registered in GO-FAR, facilitate the field officers in the data access activities and manipulation of data on the list of local officials, barangay officials, and basic facts and information of the LGUs, and can easily access available legal opinions and relevant issuances even without the aid of an internet connection. Facebook Account The DILG Bohol Facebook account is kept to expose the official undertakings of the whole DILG-Bohol organi¬zation. Members of the group are welcome to posts the activities of their respective stations and to comment on all posts thereat. The Provincial Director issued Provincial Order No. 07, creating a Pool of Coaches for the BNEO Program Implementation. This was thought of so as to ensure a uniform process as well as proper identification of specialists on facilitation who would assist field officers during the conduct of the BNEO Seminar. The Coaches were called for a briefing last January 24, 2014 for a briefing which was conducted by LGOO VI Ma. Reina Quilas and LGOO V Josie Montes. The Coaches took part during the Roll-Out and Simulation Exercise on BNEO Program Implementation for the Field Officers held last February 3, 2014 at JJs Seafoods Village, Tagbilaran City. INNOVATIONS Annual Report 2014 Annual Report 2014 | | BOHOL PROVINCE BOHOL PROVINCE 95 Taking into consideration the numerous special projects that a field officer had to push for prompt compliance especially the submission of complete program of work of the Salintubig projects, this level came up with a scheme to reward persistent field officers by providing “incentives for first to comply”. Being the first MLGOO to comply, LGOO V Victor Lapiz, Jr. was awarded with a pocket wifi from PD Lucino as incentive to benefit his social need and also to extrinsically motivate others to do the same. This award system is another milestone of innovation employed by the office to give credit to deserving FOs. Customized Templates and Conduct of Simulation Exercise So as to give ease to the field officers, the DILG Provincial Staff customized a simple workshop flow in the formulation of the following plans namely, Barangay Agenda for Governance and Development; Barangay Development Plan; Barangay Capacity Development Agenda; Local Poverty Reduction Action Plan; Gender and Development Plan and the Youth Development Plan. The simplified templates and the workshop processes are standardized so as to be helpful in crafting the deliverable plans. Moreover, DILG-Bohol always made it a point to conduct mock-up exercise of the workshop process before venturing into the actual conduct of the seminar workshop in the local government units. Inventory of DILG Projects to be monitored per Field Officers (FO) The advent of the Bohol Earthquake Assistance (BEA) projects has triggered the idea of coming up with an inventory of all DILG projects such as Performance Challenge Fund (PCF), Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG), Grassroots Participatory Process (GPP)-Water projects, GPP-Local Access Road projects, GPP-other projects, Special Local Road Fund (SLRF), Provincial Road Maintenance Facility (PRMF), and Bohol Earthquake Assistance (BEA) projects that is being implemented by a local government unit and which in turn have to be monitored by the field officer. At a glance, the document can provide information on the workload and extent of monitoring being required by each C/ MLGOO. This initiative paves the way for the organization of the Project Monitoring Team (PMT) under the Provincial Project Development and Management Unit (PDMU) at the DILG Bohol Provincial set-up whose main task is to provide assistance and support to the field officers in project monitoring at the LGU level. INNOVATIONS Annual Report 2014 Annual Report 2014 | | BOHOL PROVINCE BOHOL PROVINCE 96 Incentives to TOBOY/LTIA Entries To pay of the hardwork of the MLGOOs in the submission of TOBOY and LTIA Entries, the DILG Provincial Management have thought of giving rewards to the field officers who have submitted their document entry to the Search for the Outstanding Barangay Officials of the Year and the Lupong Tagapamayapa Incentive Awards. As gratis to the MLGOOs who have one way or another exerted their effort in assisting the nominees, prizes, such as pocket wifi, USB, external drive and even an anti-virus gadget were given to them. Unannounced Supervisory Visit The cluster head with the Administrative Officer/Program Manager conducts surprise Supervisory visit to new field officers. This was conducted in July, 2014. During the visit, office administrative requirements as well as the municipality’s compliance to certain laws and policies were also assessed. Radio Programs/Guesting Lively discussions about the latest and significant programs of the Department are aired over radio station DYTR via the regular slot with the Kapihan program of the Philippine Information Agency-Bohol. LGOO VI Ma. Reina Quilas and LGOO V Josie M. Montes disseminated information and updates regarding the BNEO Implementation with reactions and comments from radio listeners. Maintenance of Administrative Affairs Bulletin Board – Strategically located at the entrance of the DILG-Bohol Provincial Office that displays the map of the Province of Bohol indicating the division per RAT plan and TACT Clusters with pictures of the field officers. Reports Monitoring Board – To guide and remind the field officers as to submission and compliance of reports, the program coordinators post the required reports with corresponding deadlines at the Monitor ing Board located near the table of the Provincial Planning Officer for the latter to ensure that those are in accordance with the DILG 7 OPB. TACT Hosting – Bi-monthly conferences are hosted by the ten (10) TACT Clusters who are in-charged with the opening preliminaries, emceeing and facilitating the conduct of competency games. Creative methods were employed by the clusters in discussing jurisprudence and DILG Opinions making it excitng for field officers to respond to the questions and prizes were accorded to the winners. TACT Report Requirements Matrix – The reports compliance of the RAT plan and TACT Clusters are monitored through the TACT Report Requirements showing the required reports, individual ratings, TACT Rating Average, RAT Plan Cluster Rating Average and the Rank.
