The all sectors category implemented the most programmes for the year with a total of 115 programmes. It also accounted for the highest expenditure totalling RM15.39 billion representing 86.4% of the total funds of RM17.81 billion. In addition, all sectors category also recorded the largest number of MSMEs beneficiaries at 607,172 which constitutes approximately 75.2% of the entire 807,556 beneficiaries. Access to Financing also recorded the highest expenditure totalling RM15.28 billion and the highest numbers of beneficiaries with 518,890 MSMEs. Of these, a total of 19 programmes were implemented under the Market Access, followed by Access to Financing (17 programmes) and Infrastructure (13 programmes). Access to Financing also recorded the highest expenditure totalling RM188.10 million, while programmes under the Infrastructure focus area benefitted the most MSMEs at 96,538. CHAPTER 1 ENTREPRENEURSHIP AND MSME DEVELOPMENT PROGRAMMES IMPLEMENTED IN 2022 54 ||| Manufacturing & Services Sector A total of 33 manufacturing and services sector programmes were implemented in 2022 and benefitted 15,678 MSMEs with the expenditure of RM1.89 billion. Of these, 14 programmes were implemented under the Access to Financing, while 12 programmes were under Human Capital Development and another 11 programmes under Innovation and Technology Adoption. The highest expenditure was also incurred by Human Capital Development with RM1.32 billion which benefitted a total of 9,367 beneficiaries. From this total, 12 programmes were implemented under the Human Capital Development, while another five (5) programmes were under Market Access as well as Innovation and Technology Adoption each. Access to Financing had the highest expenditure totalling RM43.49 million, while Human Capital Development programmes benefitted the most MSMEs at 2,948. Most of the programmes were under Access to Financing with ten (10) programmes in total. This focus area also recorded the highest expenditures with RM204.94 million and benefitted the most MSMEs at 15,694. 57SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 ENTREPRENEURSHIP AND MSME DEVELOPMENT PROGRAMMES IMPLEMENTED BY TARGET GROUP IN 2022 While various development programmes have been introduced to support all entrepreneurs and MSMEs in general, there are several programmes that were aimed towards specific target groups. These target groups include Bumiputera, women, youth, microenterprises, rural communities, B40, OKU and open to all. Among the eight (8) target groups, the most number of programmes were implemented for Bumiputera entrepreneurs with 153 programmes with an expenditure of RM11.97 billion. Meanwhile, the B40 target group had the highest expenditure amounting to RM12.51 billion through its 119 programmes. CHAPTER 2 60 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) The SMEIPA Report outlines the Government’s plan to improve coordination and collaboration between Ministries and agencies in formulating policies, implementing programmes and monitoring outcomes. ENHANCING MSME DEVELOPMENT THROUGH OUTCOME-BASED MONITORING To better monitor the performance of entrepreneurship and MSME development programmes particularly in relation to their impact, an outcome-based approach has been adopted based on the following: MACRO LEVEL PROGRAMME LEVEL At the macro level, the contribution of MSMEs to the economy is measured, analysed and reported in terms of their aggregate contribution to gross domestic product (GDP), employment and exports. At the programme level, the effectiveness of programmes is assessed by evaluating their impact on businesses using the Impact Analysis Framework for SME Development Programmes (IAFSP). At the firm level, the SME Competitiveness Rating for Enhancement (SCORE), a comprehensive diagnostic tool that identifies MSMEs strengths and weakness is utilised to evaluate MSMEs competitiveness. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 61 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IASFP) The assessment of entrepreneurship and MSME development programmes’ performance is conducted using the Impact Analysis Framework for SME Development Programmes (IAFSP). This framework applies six (6) essential elements as key performance indicators to ensure structured reporting and drive the accomplishment of set goals and targets. The six (6) essential elements are: HIGH GROWTH AND INNOVATIVE FIRMS (HGIF) The HGIF element evaluates MSMEs’ innovation as well as research and development of capabilities and capacities, considering various factors including the number of registered and commercialised intellectual properties (IP) as well as the adoption of potential technologies. INCREASE PRODUCTIVITY AND EFFICIENCY (IPE) The IPE element assesses the extent to which the programmes contributed to productivity improvements, income growth and annual sales. BUSINESS SUSTAINABILITY (BS) The BS element evaluates the ability of MSMEs to withstand competition and achieve market success following initial assistance. It encompasses measuring the percentage of MSMEs that continue to operate after two (2) years of receiving support, as well as tracking the number of international certifications and recognitions obtained. This element focuses on assessing MSMEs’ long-term sustainability and market competitiveness beyond the initial intervention. HGIF IPE BS INCREASE FORMATION AND FORMALISATION OF BUSINESSES (IBF) The IBF element quantifies the number of businesses operating in the informal sector that have formalised their businesses, enabling them to get assistance from the public and private sectors. IBF INCREASE PROFITABILITY (IP) The IP element measures the annual financial performance of MSMEs by monitoring variations in revenue, profit, and export sales, enabling Ministries and agencies to evaluate the efficacy of their programmes and undertake improvements in future implementations, with the objective of enhancing the profitability of MSMEs. IP NEW EMPLOYMENT CREATED (NEC) The NEC element quantifies employment opportunities generated and the number of individuals who attained professional certifications from NEC participating in the various programmes.


CHAPTER 2 62 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) IAFSP EVALUATION The IAFSP scores are determined by three (3) assessment components namely output, outcome and financial commitment. Each component is assigned a weightage in percentage. The output component with a weightage of 30.0% which evaluates the programmes’ achievements including the development of products and services as well as the number of those who attended the programmes. OUTPUT 30.0% The outcome component with a weightage of 40.0% assesses the qualitative or quantitative benefits experienced by MSMEs from attending the programmes. OUTCOME 40.0% The financial commitment component which represents a total of 30.0% weightage, evaluates the effective utilisation of allocated and approved funds in the programmes’ implementation. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 63 The performance of these programmes can be evaluated on four (4) levels, which are determined by the scores obtained as measured against six key performance indicators (KPIs) as follows: Exceed Target On Target Below Target Unsatisfactory 80.0% - 100.0% 70.0% < 80.0% 60.0% < 70.0% < 60.0% Since its introduction in 2010, the IAFSP has proven to be an effective tool for measuring and evaluating entrepreneurship and MSME development programmes. The data obtained not only offered insights into the impact of these programmes but also assisted the implementers in identifying and addressing shortcomings as well as facilitated collaboration between Ministries and agencies to maximise the programmes’ benefits.

These measures played a crucial role in cushioning the effects of the crisis. As a result, the entrepreneurship and MSME development programmes for 2022 showed improved performance as compared to 2021 while still maintaining its progress towards the set targets. These programmes were implemented by the National Youth and Sports Department (JBSN) and were measured under two (2) elements. • The sole programme measured under Increase Productivity and Efficiency (IPE) was Social Entrepreneurship for Rural Youth (SERY) with total scores of 100.0%; and • Under the New Employment Created (NEC) element, myPRENUER@ APBMBG programme scored 100.0%, while Kursus Youth Agrotech achieved 94.4%. The performance was measured against these elements: • Increase Business and Formalisation of Businesses (IBF) which achieved 97.6% • Business Sustainability (BS) at 96.5% • New Employment Created (NEC) attaining 95.6% • Increase Productivity and Efficiency (IPE) with a score of 94.8% • Increase Profitability (IP) recorded a total score of 94.1% The overall performance of KKDW is contributed by its internal departments and agencies as follows: Bahagian Pembangunan Ekonomi Komuniti (BPEK) BPEK achieved 100.0% for the implementation of two (2) programmes as measured against Business Sustainability (BS) and New Employment Created (NEC). • Desamall@KPLB with 100.0% under Business Sustainability (BS); and • Program Desa Lestari (PDL) scored 100.0% under New Employment Created (NEC). SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 91 ||| Perbadanan Usahawan Nasional Berhad (PUNB) PUNB recorded a Exceed Target (ET) performance with a total of 89.4%, indicating a slight increase from 79.5% in 2021 and measured against the following elements: • Increased Formation and Formalisation of Businesses (IBF) – 91.3% • Business Sustainability (BS) – 89.4% • Increase Productivity (IP) – 87.5% The overall achievement was contributed through the implementation of the following two (2) programmes: • Jom Jadi Perantis (JUMPER) Programme achieved 91.3% under Business Sustainability (BS) and Increase Formation and Formalisation of Businesses (IBF); and • Program Pembiayaan Keusahawanan PUNB recorded an achievement score of 87.5% under Business Sustainability (BS) and Increase Profitability (IP). CHAPTER 2 92 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) ||| Ministry of Investment, Trade and Industry (MITI) MITI demonstrated an Exceed Target (ET) performance with an overall score of 88.4% through the implementation of 33 programmes. Element of Increase Productivity and Efficiency (IPE) achieved a total score of 92.3%, followed by Increase Profitability (IP) at 84.3% and Business Sustainability (BS) with 84.1%. The score indicated a slight increase as compared to MITI’s achievement in 2021 with 86.9%. Programme details are as below: Malaysian Investment Development Authority (MIDA) MIDA achieved an overall score of 99.4% through three (3) programmes as measured against Business Sustainability (BS) with 100.0% and Increase Productivity and Efficiency (IPE) scoring was at 99.0%. • Seminar/Exhibition and Engagement of Domestic Stakeholders (SEEDS) and SME Investment Desk (SME Desk) attained 100.0% under Business Sustainability (BS) and Increase Productivity and Efficiency (IPE) elements; and • Industry4WRD Intervention Fund achieved 97.0% and was measured under Increase Productivity and Efficiency (IPE). SIRIM Berhad (SIRIM) SIRIM scored 97.0% as measured against Increase Productivity and Efficiency (IPE) (100.0%) and Business Sustainability (BS) (94.0%). During the year, SIRIM implemented three (3) programmes as follows: • Calibration and Measurement Services Programme scored 100.0% under Business Sustainability (BS) and Increase Productivity and Efficiency (IPE); • Product and Quality Enhancement Programme achieved 100.0% under Increase Productivity and Efficiency (IPE); and • Conformity Assessment Programme attained 88.0% under Business Sustainability (BS). Malaysia Automotive, Robotics and IoT Institute (MARii) MARii achieved overall score of 94.0% for its three (3) programmes as measured against the Increase Productivity and Efficiency (IPE) element. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 93 • Automotive Supplier Excellence Programme (ASEP) and Lean Production System (LPS) Programme achieved 100.0% under Increase Productivity and Efficiency (IPE); and • Entrepreneurship Transformation Programme (ETP) achieved 81.9%. Malaysia External Trade Development Corporation (MATRADE) MATRADE scored 93.2% by implementing seven (7) programmes as measured against Increase Profitability (IP) with 96.3% and Increase Productivity and Efficiency (IPE) at 74.6%. Details of the programmes as below: • Three (3) programmes namely eTrade Programme 2.0, Market Development Grant (MDG) and Women Exporters Development Programme (WEDP) achieved a total score of 100.0% each and were measured under Increase Profitability (IP); • Services Export Fund (SEF) 2022 Programme scored 99.3% as measured under Increase Profitability (IP); • Bumiputera Exporters Development Programme (BEDP) achieved a score of 93.2% under the Increase Profitability (IP); • Youth Exporters Development Programme achieved a score of 85.3% and was measured under Increase Profitability (IP); and • Exporter Training Programme scored 74.6% under Increase Productivity and Efficiency (IPE). Malaysia Productivity Corporation (MPC) MPC scored 87.9% as measured against Increase Productivity and Efficiency (IPE) across five (5) programmes. Details are as follows: • Two (2) programmes namely Enterprise Productive and Industry4WD Outreach Programme achieved 100.0% under Increase Productivity and Efficiency (IPE); • Industry4WD Readiness Assessment and Inisiatif Pusat Produktiviti Peringkat Sektor (NEXUS) for Logistics and Construction achieved 96.9% and 97.4%, respectively; and • e-Shared Prosperity Organisation obtained 45.0% under the same element.


CHAPTER 2 94 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) Halal Development Corporation Berhad (HDC) HDC scored a total of 87.6% through the implementation of five (5) programmes as measured with Increase Productivity and Efficiency (IPE) (100.0%), Business Sustainability (BS) (90.9%) and Increase Profitability (IP) (76.4%). Details of the programmes as shown below: • Both Halal Home Grown Champion – Sourcing Partnership (HSPP) Programme and Malaysia Global Halal Show – Bridging Halal Markets Programme under Business Sustainability (BS) scored 100.0%; and • Program Latihan Industri Halal under Increase Productivity and Efficiency (IPE) also attained 100.0%. In addition, Program Peningkatan Kebolehpasaran Produk Halal Perusahaan Mikro, Kecil dan Sederhana achieved 80.0% under Increase Profitability (IP) and while Program Penjenamaan Digital Produk Halal PMKS obtained a total score of 72.8% under Business Sustainability (BS) and Increase Profitability (IP). CHAPTER 2 96 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) ||| Ministry of Science, Technology and Innovation (MOSTI) MOSTI successfully achieved Exceed Target (ET) performance for the year with a score of 87.3% through the implementation of 18 programmes by its various agencies. These programmes were measured against the following elements: • Increase Productivity and Efficiency (IPE) with 98.6% • Increase Formation and Formalisation of Businesses (IBF) at 92.6% • Increase Productivity (IP) at 89.7% • Business Sustainability (BS) with an achievement score of 86.9% • High Growth and Innovative Firms (HGIF) at 83.9% Details of each programme are as below: Malaysian Technology Development Corporation (MTDC) MTDC scored 100.0% for its sole programme namely Halal Technology Development Fund as measured against Increase Profitability (IP) and Increase Productivity and Efficiency (IPE) elements. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 97 • National Technology & Innovation Sandbox (NTIS) – Capacity Building (Industry Based Accelerator (IBA) Programme) scored 97.1% under Increase Productivity and Efficiency (IPE); • MyStartup Hub Programme (MSH) attained 85.2% under Increase Formation and Formalisation of Businesses (IBF); and • Global Market Fit programme (GMP) achieved 79.3% under Increase Profitability (IP). NanoMalaysia Berhad (NMB) NMB achieved a total score of 85.3% through four (4) programmes as measured against High Growth and Innovative Firms (HGIF). • Program Pengkomersialan Nanoteknologi REVOLUTIoNT under RMKe-12 including the National Graphene Action Plan (Graphenovation) and iNanovation Programme scored 96.3%; • Program Scale Up Nanoteknologi – Nanotech Remote Energy System (NREGs) attained 85.0%; and • Both Program Scale Up Nanoteknologi – Hydrogen EcoNanoMY and NanoMalaysia Energy Storage Technology Initiative scored 80.0% Cradle Fund Sdn Bhd (Cradle) Cradle scored 82.5% as measured against Business Sustainability (BS), contributed by the CIP SPRINT Programme (100.0%), CIP SPARK Programme (87.6%) and Angel Tax Incentive (ATI) Programme (60.0). Malaysia Debt Venture Berhad (MDV) MDV achieved a total score of 79.5% through the implementation of three (3) programmes as measured against High Growth and Innovative Firms (HGIF), as below: • MDV Technology Venture Financing Microfund Guarantee Scheme (MDVTECHVFMG) scored 100.0%; • MDV TACT and MDV Commercialisation Fund achieved 95.0%; and • Liquidity Financing for Technology Startups (LIFTS) attained 43.6%.


CHAPTER 2 98 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) Fund Division, MOSTI The Ministry, through its internal department, Fund Division achieved 73.5% for its sole programme namely the Research & Development Fund (R&D Fund). The fund was measured against High Growth and Innovative Firms (HGIF). Kumpulan Modal Perdana Sdn Bhd (KMP) KMP achieved a total score of 70.0% for its sole programme, Electrical and Electronics and Renewable Energy Fund (E&E and RE Fund) that was measured under High Growth and Innovative Firms (HGIF).
