CHAPTER 2 100 IMPACT ANALYSIS FRAMEWORK FOR SME DEVELOPMENT PROGRAMMES (IAFSP) ||| Ministry of Plantation and Commodities (KPK) For the year under review, KPK achieved Exceed Target (ET) status by scoring 86.8% for the implementation of seven (7) programmes, noting a slight decline compared to 2021 with 88.5%. Its performance was measured against the following elements: • Increase Productivity and Efficiency (IPE) with 93.6% • Increase Profitability (IP) at 84.5% • Business Sustainability (BS) scored 82.9% The overall achievement and scores of KPK are as below: Malaysian Cocoa Board (MCB) MCB achieved 94.7% through Pembangunan Usahawan Coklat Programme as measured against Business Sustainability (BS) and Increase Productivity and Efficiency (IPE). Malaysian Timber Industry Board (MTIB) In 2022, MTIB achieved an overall score of 94.4% as measured through two (2) programmes. These programmes were measured against Business Sustainability (BS) with 94.5%, Increase Profitability (IP) at 94.5% and Increase Productivity and Efficiency (IPE) recorded a score of 94.3%. National Kenaf and Tobacco Board (LKTN) LKTN scored 71.3% under the Business Sustainability (BS) element for two (2) of its programmes – Program Tanaman Baru Kenaf (Program Promosi Pasaran Tempatan dan Antarabangsa) with 82.3% while Program Kenaf Untuk Rakyat Secara Berkelompok Bagi Pengeluaran Fiber Premium achieved 60.3%.

MYNIC Berhad MYNIC attained an overall score of 65.6% through the implementation of two (2) programmes as measured under Business Sustainability (BS) and Increase Productivity and Efficiency (IPE). Sarawak Economic Development Corporation (SEDC) SEDC achieved 95.6% for its only programme, Small and Medium Scale Industry Financing Scheme (SPIKS) that was assessed under the element of Increase Formation and Formalisation of Businesses (IBF). Paris, Kinabatangan: 64.0% • Development of Business Premises (Fasa 2) in Pelantong, Beluran: 41.7% • Development of Business Premises in Pulau Bum Bum Semporna: 27.0% While, Development of Business Premises namely Kedai Sook Fasa V were measured under the Increase Profitability (IP) and Increase Productivity and Efficiency (IPE) elements recorded 46.9% each. The highest achievement was recorded in 2022 with an impressive score of 88.5%, which was above the pre-pandemic score. However, 2021 showed a slight improvement with total score of 79.8%, aligning with the beginning of economic recovery. Given the strong economic rebound, 2022 recorded a remarkable performance of 88.5%. Unlike the previous years, the bulk of elements showed improvements and achieved the On Target status. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 115 The NEC element which had consistently exceeded its target prior to the pandemic, significantly improved, increasing from 83.2% in 2021 to 92.8% in 2022. The IPE element also recorded an achievement with the Exceed Target (ET) level at 89.5% in 2022, slightly higher than 86.3% in 2021. The IP elements demonstrated the most significant performance achieving a total score of 89.2%, reaching the Exceed Target (ET) level, compared to the On Target (OT) performance in 2021. While the HGIF element had been consistent in meeting its targets throughout the period. In 2022, the HIGF element further improved upon its 2021 performance with 81.7% to 88.8% in 2022. Meanwhile, the BS element showed slight improvements in 2022 with a total score of 88.1%. The IBF element, which dropped to Below Target (BT) level in 2020 with 68.8% due to the pandemic experienced a slight rebound in both 2021 and 2022 with scores of 71.8% and 85.1%, respectively, attributed to the strong economic recovery. Although the pandemic impacted its result in 2020 which dropped to 75.7%, it rebounded to 79.8% in 2021 on the back of economic recovery. While in 2022, it grew to 88.5%, the highest score under this element since 2016.

CHAPTER 3 REJUVENATING MSMEs IN 2023 118 ENTREPRENEURSHIP AND MSME DEVELOPMENT INITIATIVES PLANNED FOR 2023 ||| Overview For 2023, a total of 225 entrepreneurship and MSME development programmes are set to be implemented to benefit 644,731 beneficiaries. These programmes will be funded through an expenditure of RM10.64 billion, consisting of both Government and private fundings. Of these, 97 programmes (43.1%) are dedicated in promoting growth and expansion, with a total allocation of RM6.11 billion and set to benefit some 153,917 MSMEs. Meanwhile, a total of 83 programmes (36.8%) are designed for start-ups, growth and expansion with RM4.04 billion allocation to support 424,765 beneficiaries grow their businesses. The remaining 20.1% or 45 programmes are aimed at helping all types of start-ups to kick start their businesses, through an allocation of RM491.27 million, thereby benefitting 66,049 MSMEs with this initiative. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 119 These 225 programmes will be implemented across 12 Ministries, four (4) sole agencies, 52 agencies and seven (7) State Governments. Among them, the Ministry of Entrepreneur and Cooperatives Development (KUSKOP) leads the way with 72 programmes with an allocation of RM3.94 billion to benefit a targeted number of 510,169 beneficiaries, which also has the highest number of targeted beneficiaries amongst the many implementing counterparts. Followed by the Ministry of Rural and Regional Development (KKDW) with 33 programmes, and the Ministry of Investment, Trade and Industry (MITI) will undertake 32 programmes. As for the State Government, the Sabah State Government will implement seven (7) programmes while Bahagian Perancang Ekonomi Negeri Kedah (BPEN Kedah) takes responsibility for six (6) programmes. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 121 ENTREPRENEURSHIP AND MSME DEVELOPMENT PROGRAMMES BY FOCUS AREA PLANNED FOR 2023 Malaysia remains committed to its entrepreneurship and MSME development agenda, emphasising five (5) key areas namely Access to Financing, Human Capital Development, Innovation and Technology Adoption, Market Access and Infrastructure. As such, the Government has planned a comprehensive range of programmes in these areas to drive growth and support entrepreneurs. Access to Financing has the highest number of programmes planned for the year with 96 programmes, followed by Human Capital Development with 94 programmes while Market Access has 60 programmes in the pipeline. Recognising the pivotal role of Innovation and Technology Adoption, a total of 46 programmes in this area has been planned and the importance of infrastructure development will be addressed through 19 programmes. Through these initiatives, the Government seeks to empower entrepreneurs, fuel economic growth and position Malaysia as a thriving hub for innovation and business opportunities. These initiatives are expected to reach a total of 361,419 beneficiaries. Most programmes fall under the soft loan scheme, consisting of 36 programmes. Soft loan schemes which include micro financing schemes also received the highest financial allocation for the year with RM4.60 billion, followed by guarantee scheme with RM4.10 billion through the implementation of three (3) schemes. The remaining fund are under grant scheme, equity and debt financing, venture capital, subsidy, hybrid and tax incentive. These programmes are categorised into four (4) sub-focus areas and aim to support 197,683 MSMEs. Amongst the sub-focus areas, the highest number of programmes are for entrepreneurship development with 71 programmes with total allocation of RM1.73 billion. A total financial allocation of RM118.15 million will be used to support these programmes, which will benefit approximately 43,273 beneficiaries. Among the many sub-focus areas, domestic promotion takes the lead with 21 programmes, with an allocation of RM39.26 million to be utilised. The sub-focus area of productivity improvement leads with 27 programmes receiving an allocation of RM241.04 million to support this implementation. In addition, there are nine (9) commercialisation programmes that aim to assist 13,589 MSME beneficiaries, with total budget of RM18.70 million. These initiatives are designed to facilitate MSMEs in adopting advanced technologies and producing more sophisticated products, thereby boosting their productivity, growth and overall competitiveness. The bulk of these programmes (14) focuses on the development of business premises. These programmes itself will receive a total funding of RM58.40 million, emphasising the significance placed on infrastructure development in supporting the expansion and sustainability of MSMEs. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 127 ENTREPRENEURSHIP AND MSME DEVELOPMENT PROGRAMMES PLANNED BY ECONOMIC SECTOR AND TARGET GROUP FOR 2023 In terms of programme implementation, the all sectors category has the highest number of programmes, totalling 132. Followed by the manufacturing and services sector with 37 programmes as well as the services sector with 29 programmes. The all sectors category is expected to benefit a total of 391,772 MSME beneficiaries, with a total allocation of RM9.73 billion. While most programmes are open to all, specific programs are implemented to support targeted groups. These include initiatives aimed at assisting Bumiputera, youth, B40 individuals, differently able individuals (OKU), rural folks, microenterprises, orang asli and women. These targeted programmes are designed to address these specific groups’ unique needs and challenges, ensuring a more inclusive and equitable support distribution. Among the various target groups, a total of 102 programmes will be benefitted by Bumiputera. This segment also receives the largest share of financial allocation, amounting to RM9.58 billion, aiming to assist 470,460 MSMEs in need. While approximately 458,780 microenterprises will benefit from the 81 programmes to be implemented specifically for their target group. These 81 programmes will be executed through a total fund allocation of RM8.80 billion.

Malaysia on programmes planned for 2023. Two (2) key areas were flagged for scrutiny and improvement to ensure future programmes address the needs of MSMEs, namely: Digitalisation and eCommerce Programmes Export Programmes 01 02 BOX ARTICLE
CHAPTER 3 REJUVENATING MSMEs IN 2023 130 ||| Digitalisation and eCommerce Programmes The government has implemented a wide range of policies and measures to spur technological and digital transformation in Malaysia. Efforts were intensified and focused on digitalisation, technology adoption and connectivity. The National eCommerce Strategic Roadmap (NeSR) and the Malaysia Productivity Blueprint was introduced to strengthen digitalisation among MSMEs through eCommerce and innovative technology adoption. Furthermore, the Digital Free Trade Zone was also launched to facilitate cross-border eCommerce and widen global market access for MSMEs. Nevertheless, Malaysia Digital Economy Blueprint (MyDIGITAL) stated that the current digital economy landscape showed that: 44% of MSMEs are using cloud computing, but more than 80% of them are using mainly for storing documents, photos and videos 50% of MSMEs are using some form of data analytics, where 70% of them are referring to spreadsheet 35% of MSMEs have deployed Internet of Things (IoT) solutions but mainly for building surveillance and fleet tracking Source: SME Corp. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 131 Furthermore, the World Bank’s 24th Malaysia Economic Monitor: Weathering the Surge report stated that the COVID-19 pandemic has exposed the gaps and exacerbated the vulnerabilities in Malaysia’s private sector, especially the MSMEs that lag behind their global peers on productivity measures and have lower rates of technology adoption. Even before the pandemic, World Bank data shows that Malaysia’s businesses have underperformed in terms of digitalisation relative to most of its ASEAN peers like Thailand, Philippines, Vietnam, and Singapore. Hence, it is crucial in bridging the gap on the current assistance by Government in accelerating digital transformation among the MSMEs. A total of 39 digitalisation programmes were assessed by SME Corp. Malaysia. The analysis showed that most of the programmes offered by Government and agencies focuses on training as well as digital advertising and marketing. According to report on NeSR, more than 153,000 MSMEs have attended various digital trainings in 2022. In addition, a total of 235,756 MSMEs have also leveraged on the e-commerce platform. Nevertheless, the scope of assistance and initiatives offered to MSMEs should also emphasis on the back-end system as it will increase the productivity of businesses up to 60% as compared to onboarding to marketplace, application subscription or social media application which shows an increase in productivity up to 26 % only. SME INTEGRATED PLAN OF ACTION (SMEIPA) 2023 135 ||| Export Programme To venture into the global market, adequate knowledge and skilled resources are critical for MSMEs. The cost of gathering market information and adhering to the requirements would often require significant upfront investments in terms of financial resources. Although at present there are programmes and initiatives offered by Government and the private sector to assist MSMEs to export, such initiatives remain generic in nature and are not customised assistance that MSMEs require to venture into targeted markets. Exports of MSMEs recorded an increase of RM20.2 billion in 2022 to RM144.5 billion (2021: RM124.3 billion). However, the large firms recorded a strong export growth thus signifying their strong linkages within global value chain and wider access to international market. As a result, the contribution of MSMEs to total exports during the year was lowered to 10.5% (2021: 11.4%). A total of 25 export programmes were reported under SMEIPA for 2023. The analysis revealed that most programmes focused mainly on training, assistance to participate in overseas trade fairs and trade missions as well as networking instead of assisting the MSMEs on the export strategy.
