Minutes of the 30th District Assembly Business Meeting
Church of the Nazarene West Mindanao District
January 14, 2016
Mayflower Glass Garden, Ozamiz City

The District Assembly was called to order by the Presiding Officer,
General Superintendent Dr. David Graves at 8:30 AM. at May Flower Glass Gar-
den, Ozamiz City on January 14, 2016 with District Superintendent Rev. Dan
Balayo. The Field Strategy Coordinator for Philippine-Micronesia Field of the
Church; Rev. Stephen Gualberto, Pastors from Zone 1 and Zone 2 of Mindanao
West District, DAB members, Delegates, and some members of the church were
present.

The Assembly proper was formally opened by an opening Prayer led by
Rev. Bernardo Montesor followed by District Secretary Leah Open who intro-
duced the organization of the Assembly.

The first part of the Assembly was the Report of the District Superinten-
dent. The District Superintendent Rev. Dan Balayo reported his achievements in
the past year and thanking God for His sustaining grace for the past two years. In
the future, he envisioned that our Pastors and local leaders would embrace who
will be the next District Superintendent. In his report, he mentioned that one of
his goals is to strengthen the relationship among Pastors and workers in fulfilling
the call.

The Report of the Nominating Committee was then reported and a Mo-
tion was made to accept it, seconded and was accepted.

District Superintendent Rev. Dan Balayo was re-elected with a unani-
mous 41-0 affirmative votes. Delegates were chosen to vote. There were 41
members voted in the affirmative. Rev. Dan Balayo was re-elected as District
Superintendent for a second successive four-year term as anointed by the General
Superintendent Dr. David Graves. Dr Graves presented and recognized the Dis-
trict Superintendent Rev. Dan Balayo together with his spouse Mrs. Jean Balayo
to the District Assembly. They were appreciated and prayed by Dr. David
Graves and Pastor Bong Gualberto.

After the Voting for affirmation and praying for the DS, the pastor’s
report then followed. The pastors reported and shared their testimonies to the

After the Zone 1 Pastors’ report, the election for the different district
positions followed: the election of the new members of the District Advisory
Boards, Auxiliary Committees and delegates to the General Assembly. The
board of tellers namely, Marinel Lirazan and Jay Caliso reported the results of
the election.

REPORTS OF DISTRICT ADVISORY BOARD AND OTHER COMMITTEES
On motion made, and duly seconded, all reports from the District advisory

board and Auxiliary Committees and recommendations were accepted. Also, Gen-
eral Superintendent Dr. David Graves gave emphasis of SSS, Phil Health, and Pag-
ibig, fringe benefits for the Pastors.

DISTRICT TREASURER’S ANNUAL REPORT
The District Treasurer, Arelm T. Echavez, was not present during the As-

sembly, but she has provided an audiotape and audio-visual as reported and shown
in the Assembly. In her report, she presented the financial documents thoroughly
with detailed explanation.

During the presentation of the financial documents, Rev. Cyrel Lambojon
asked if there was inconsistency in recording the remittances since he sent
1,300.but found out only P300.00 was recorded. As explained previously by the
District Treasurer, the local churches are given one week grace period to send their
district financial obligations, and should observe the deadline of the remittances
which will be on November 30, of each year. Otherwise, it will be credited to the

following year. The sender should specify in sending the money and give infor-
mation about it or indicate to whom the money is intended for, otherwise, it will be
recorded under the District budget. A Pastor from Salay asked why his name was
not in the list. General Superintendent Dr. David Graves, assured all the Pastors to
take into account for this matter to avoid inconsistency in recording. Distrtict Su-
perintendent Rev. Dan Balayo mentioned that there was money deposited in the
bank, but over a given period of time there was no follow-up information about
from what church the money came from.

All Pastors’ reports and testimonies were concerned more in Church
planting, tribal missions, ministry expansions, crusade for witnessing and evange-
lism.

On the reports of the SDMI, NMI, DNYI, NYC; all were given a motion
to accept the reports, was seconded and accepted.
No changes were made in the recommendations of SDMI and NMI. On the other
hand, DNYI changed some items on last year’s recommendations. The Motion
was duly made, seconded and accepted generally.

BIBLE COLLEGE REPORT
Pastor Bong Gualberto, shared updates from VNBC. He mentioned that

VNBC is K-12 ready. The school is now offering Senior High School with respec-
tive Academic tracks. He was also excited to share about the 51st Anniversary of

VNBC. Pastor Bong Gualberto mentioned some VNBC Goals he wanted to accom-
plish namely:
1. VNBC revision of curriculums
2. More trainings and exposures of students in the Field.
3. Focus on character building for the students

EDITING COMMITTEE REPORT
District Secretary Leah Mae Open made changes for District journal. Mo-

tion was made to accept it, was seconded and accepted

The election of Lay delegates to the General Assembly on 2017 was par-
ticipated by three lay members. Leah Mae Open, Ermelinda Mariquit and Ruth Jade
Go were nominated. Only one lay delegate are to be chosen to attend the Assembly.
Ruth Jade God was chosen by the assembly as the lay representative.

At exactly 12:15Noon, a move has been made to have a lunch break and
will reconvene at exactly 1:00PM for the ordination Ceremony of Ptr. Elmer Open.
While the assembly is having their lunch break, different district promotions from
the auxiallries were made. Ptr. Francis Alquizar share updates from the NYI and
the upcoming Nazarene Youth Congress on April 2016 at Baguio City. He an-
nounce the registration fees and representatives from the district were chosen to
attend the event.

ORDINATION CEREMONY
Rev. Elmer Open was being ordained as an Elder of the Church of the

Nazarene. He was accompanied by his wife Mrs.Alice Open and his daughter, Ms.
Leah Mae Open. The General Superintendent Dr. David Graves officiated the Ordi-
nation Ceremony together with District Superintendent Rev. Dan Balayo, and Field
Coordinator of Asia Pacific Rev. Bong Gualberto. The Ordination Ceremnoy was
facilitated by the Elders of the District.

OTHER PROMOTIONS
Bro. Earl Michael Basnillo of Ozamis City Church presented the building

plan of Ozamiz Church. He encouraged everyone to pray for the project which
will be used in the future for local and District activities.
ADJOURNMENT

There were no further questions asked and answered, no further issues
being discussed. The District Assembly Meeting was adjourned at 3:00 p.m. on
January 14, 2016.

District Superintendent’s Report

To our General Superintendent Dr. David and Mrs. Graves, our Regional Director
Dr. Mark Louw, with Linda, and Alex, to our FSC Rev. Stephen Gualberto, and his
wife, Thets, to our Pastors, DAB members, Leaders of our Auxiliary organization
our beloved members of the Church, Delegates to this 30th District Assembly, I
greet you in the Name of our Lord and Savior Jesus Christ.

Today, I bring to you my final report as District Superintendent of the West Min-
danao District after my appointment our last March 2013. It is with great joy that I
will bring to you the story of what Gods has done for the West Mindanao and the
journey that we shared together as a District in fulfilling our call, “to making
Christlike disciples in the nations.”

Allow me to bring to you some of the high lights of our ministry during the past
year:

1. I consider our Ministry to Children and Youth plays a very significant impact to
our District now and in the future.

 We are also blessed with the ministry of our churches offering holistic inter-
vention to Children at risk. We recognize the ministry of Mahayag and Iligan
Student Centers in partnership with Compassion Philippines, and TEACH Ili-
gan through the help of NCM. More or less 500 children are present in our
Churches every week.

 Church Schools. Iligan, Ozamis and CDO, ministers to more or less 200 kids
everyday. What an amazing opportunity to disciple the next generation.

 NYI Camp last March with the Theme; Beyond the Gold has served as fuel for
our youth to be greatly involve in missions for this year.

 Our Youth has served 2 mission driven activities, in Pagadian for the Box of
Hope and in Zamboanga City Transitory site. It’s also our youth that girds
Local Church’s engagement in the community through feeding program, Val-
ues education and other compassionate ministries.

 4/14 Summit in Davao. 15 of our Church Leaders attended.

 Child protection Policy Training for Trainers for Zone 1 and 2. Zone 2 has
done the initial orientation for their Zone.

 Children’s Camp: first time and unforgettable to many of our kids.

I encourage everyone; let us continue to “tell the next generation the praise-
worthy deeds of the Lord, his power and the wonder that he has done.”

2. Pastoral Assignment:

a. January 2015, Iligan formally called Pastor Jarold to serve as their pastor.

b. June 2015, Mahayag Church Called Pastor Cris and Noami Lagumbay.

c. I would like to recognize our Lay people who have also responded the call to
fill in the pulpits and leadership of some of our Churches that don’t have pas-
tors.

Bro. Arex as supply pastor in Tabing Ilog, Pagadian City

Sis. Rhessa Abapo as alternate supply for Midsalip for several Sundays.

Sis. Ruth Jade Go for taking the new challenge of helping Midsaplip.

Bro. Corsino Suco as circuit Pastor for Lipawan, SND and helping Bro.
Aguile in Laktayan.

Bro Chris Jey in Kalubihon.

Pastor Boy Montesor for bringing revival to Polanco Church.

Beth Balongcas in Zamboanga City.

3. Churches Planted:

a. We are happy to report what God is doing at Sultan Naga Dimaporo. We
have now a strong and vital work at SDN with our church planter Bro.
Corsino Suco. Why SND, you may ask? You know SND is in strategic posi-
tion towards Lanao del Sur, Maguindanao, and Cotabato area. Though some
of this towns and provinces are no longer with in our district jurisdiction, I
believe that the open door at SND shall be our entry point towards this part of
Mindanao where most of the UPG are located. We have just built a Commu-
nity Development Center. This center will serve as a sustainable platform in
reaching the community and continue the necessary spiritual interventions in
the area. This center will become a “center for all” where people can come
every day to attend Values Formation Classes and Jesus Film Showings, live-
lihood trainings, and other holistic community events. One goal of this center
is to reach out to the community to develop future Christian leaders that reach
out to our unreached neighbors. The center will then be also used as a place of

worship, discipleship, Bible Study where people can come and experience a
warm Christian fellowship.

b. We praise God for the dedication of the Ceslis family to continue the work in
San Miguel, Manolo Fortich. We have now a Community Center in the area
through the efforts and contribution of the local congregation.

c. This year we have also re started our work in Kalubihon. We praise God for
Iligan City Church for working along side with our TEACH project to re start
our ministry in this area. I commend Ptr Jarold for mentoring our emerging
pastor Chris Jey Lagumbay.

d. Jesus Film Ministry continues to provide resources to help our church plant
initiatives in the District. Indeed JFM, is a blessing to our district. Our Team 1
will focus our work in the Bukidnon area making Malaybalay as a mother
church. We hope to plant 2 Churches in Malaybalay this year.

4. Ministry to UPG.

I would like to acknowledge the intentional ministry of Pagadian City
church to the UPGs in Zamboanga del Sur. A simple expression of
compassion to the victims of ravaging fire the swept almost the entire
Fish Port of Pagdian City last June now turns out to be an opportunity
to build relationship with Sama, Bajao and other tribes. From the trau-
ma recovery session with the children, the box of Hope last Decem-
ber, are tangible expressions of the love of God to this forgotten peo-
ple. Lets continue to uphold Pagadian City in our prayers and support
for their missions to the UPG’s.

5. Trainings and Advocacy

a. To help track our direction in the coming years for our Church planting
initiatives, Ptr. Elmo Dialing, hosted a Church Planting Orientation
with our Jesus Film team members last September.

b. Training on National Emergency Search and Rescue ( S&R) Training
last April and IDRN 1300 last November, attended by Leah and Ptr
Jarold, They are our resource person if ever you need orientation in
your Church.

c. We are blessed to take part in the Emerge Conference in Yogyakarta.
Two of our emerging leaders (Leody and Ptr Francis) were able to

share what God is doing in our District.
d. Anti Human Trafficking in Zamboanga was a breakthrough to bring in

our entire Pastoral force in the forefront of the campaign against traf-
ficking of person.
e. Bible Trekking just recently took place brought a new level excitement
sharing God’s story to others. We praise God for the active ministry
of SDMI through the leadership of Jean Balayo and her council
members.
6. Goals for the coming years. This is what I envision that our Pastors and local
leaders would embrace who ever will be our next DS.
a. Strengthen the relationship among pastors and workers. Building each other’s
competence, character, and confidence “a workman who does not need to be
ashamed and who correctly handles the word of truth.” (2 Tim 4;12)
b. Intentional Ministerial training in every Zone. We hope to establish regular
PhilTEEN 4 times a year in 2 Zones.
c. Explore the possibility of establishing Leadership Team that will help the ad-
ministrative operation of the District. A team members that are so passionate
to bring the ministry and all district functions to the next level at all cost.
d. I also pray that we will continue to initiate conversation with Mindanao East
District for a coordinated effort to reach UPG in the southernmost part of
Southern Philippines, particularly Maguindanao, Cotabato, area.
Conclusion:
Lastly, I want to bring back all the glory to God for his sustaining grace
for the past two years. To my family, my wife Jean, and my kids Ann and Dean,
thanks you for all your help and support.

Let me also thank our District Treasurer, Arelm Echavez, for making a
significant improvement and adjustment in our financial management. Thanks
also to John Watton for his help to set up the system that we are using now.

District NMI President’s Report

It is my great joy and privilege to give my report as your District NMI
President for this assembly year. I thank the Lord for His faithfulness and grace in
sustaining me as I led our District Nazarene Missions International. First let me
recognize the churches that are present in today’s district convention: Malaybalay
City, Agusan, Cagayan de Oro, Iligan City, Carmen, Salay, Ozamis City, Pagadian
City, Mahayag, Midsalip, Kalubihon and Dipolog. Your presence speaks a lot in
strengthening and supporting our NMI district mission initiatives. Throughout this
year, I am learning the dynamics of NMI. As I read, scan and listen I came to real-
ized that NMI has a great part in our mission, evangelism, church planting and
spiritual growth of each local churches. It is the mobilization arm of mission in
the local church in terms of praying, giving, discipling and educating. Let us al-
ways be reminded of NMI’s purpose, why NMI exist in our local churches that is
“To Mobilize the church in Mission through praying, disciling, educating and giv-
ing. NMI is not only for mission offering, special offering or any offering but NMI
is more than that. It comprises as well the praying aspect of the local church. It is
the NMI that heads and facilitates in the praying activity of the local churches as.
It is also the NMI that educates and disciples people about mission.

This assembly year, it is my joy to report to you our increased in giving
to the World Evangelism Fund, involvement in Unreached People’s Group and
local churches initiatives on local mission.

First, let me report some of the district events that involves NMI. A group
of emerging leaders participated in an Unreached People’s Group Camp at Life
Resource Foundation at Iligan City that aims to campaign on hearing the cry of the
destitute. A local NMI initiative through Nazarene Disaster Response Ministry of
Pagadian City who responded to the fire victims in the urban poor communities of
Samal-Badjao. Through such activity, the missional heart of the church for the
UPG was cultivated and planted. Two of our emerging youth leader (Ptr. Francis-
Imel Alquizar and Leody T. Echavez III) in the District participated in an emerge
conference, a missional leaders conference in the region. It is our proud for this
two youth leader spoke in the conference as one of the testimony speakers sharing
their ministries to UPG. The NYI also hosted a mission camp in Zamboanga City.

A one-week camp that led the youth to have a missional heart for UPG. Through
Mindanao Initiative, Box of Hope project was initiated to bring joy and hope to the
UPG and underprivileged children. it may not be initiated by the District NMI but I
just want to emphasized that we are already doing a mission work in UPG and our
mission initiatives is dynamic, working and in progress.

Second, let me report in regards to our giving. I am amazed how the Lord
bless each local churches and how each local churches go an extra mile in raising
mission offering for the expansion of His Kingdom. We had raised almost 50% of
our WEF compared last year. As recorded, in our 5% WEF, we have raised 12,
540.59; in our Thanksgiving which is an over-shoot compared last year is 37,
414.07; easter offering reaches up to 10,550.50 and we have raised 10, 408.7 in our
Alabaster offering. We had remitted almost 60,000 for our WEF and Designated
funds. We also raised some special offering for the compassionate ministries in the
Nepal earthquake and Emerge Leaders Conference. I would like to recognize the
following churches who faithfully supported and involved themselves in our World
Mission giving. These churches go an extra-mile in their giving who had a 20%
increase of their WEF and Designated specials compared last year.

Iligan City- 47% increase in WEF giving and 88% in Designated specials

Mahayag- 28% increase in WEF giving and 40% in Designated specials

Ozamis – 22% increase in WEF giving

Dipolog- 100% increase in WEF

My gratitude as well to local churches who faithfully give their World
Mission Offering: Malaybalay City, Cagayan de Oro, Dipolog, Carmen, Pagadian
City and Gubang.

Lastly, I may not be certain if I would still be the NMI president but it is
my vision that this year would be an equipping year for our local church and mem-
bers to be educated and discipled in missions. As we implement the quadrennial
theme of NMI this year: Looking out (Communicating God’s Love) a time to
equip, mobilize and empower local churches for local mission. My one year service
as NMI President is so wonderful because I learn a lot of things about mission and I

was reminded of my childhood dream to be a missionary. Through this exposure
nad involvement, God will prepare and equip us to a mission field God entrusted
to us. Thank you very much for your support. May we continue to leave in excel-
lence and humbleness in proclaiming the gospel to all tribes, tongues and genera-
tions. NMI members may we be a model of our four-fold mission priority: PRAY-
ING.DISCIPLING.GIVING and EDUCATING.

We thank this year that in all our District activities & trainings/
conferences I have attended, we have not depended on the budget we have in our
district. We raise our own fund & resources in every activity we have. I have
seen people who were excited to do ministries in our district that to the extent of
using their own fund sacrificially…& I have witnessed how the Lord had blessed
those people.

We thank the 3 big ministries at Iligan Church, NSC, TEACH & NCDF
for their monetary & people’s power contributions in every district activity we
have. Iligan Church & our District are so blessed to have these organization exist-
ing.

All these accomplishment will not be made without those people who
work with me. I consider always the affectivity of an organization of working to-
gether as team & not only dominated by one person. Sometimes we have that men-
tality that chairman, will do all the work. But as leader we need also to learn how
to delegate, mentor, disciple, discover potentials & use them in the ministry that
they enjoy. We have utilized and have discovered potentials in each person that I
have worked with this year as your SDMI District chairman. I am hoping that this
year more new leaders will rise up in our District.

District Advisory Board

The District Advisory Board met three (4) times this year. Areas of
worked on this year have been:

1. Approved that Leah Mae Open to be in status quo as District Secretary.
2. Approved that Arelm Echavez to be the new District Treasurer.
3. Approved the district monthly operational budget, projected budget of local

churches in their district mission remittances, educational budget and 5.5%
WEF.
4. Creation of the district financial management criteria.
5. Approved the SDMI, NYI and NMI district calendar of activities.
6. That all local churches will use “Church of the Nazarene” in the beginning plus
the place where it is situated as an official church name.
7. That all pastors must have a SSS, PhilHealth and Pag-ibig. For pastors having
existing SSS, Philhealth and Pag-ibig, it should be updated.
8. Approved the assignment of Rev. Cresenciano Lagumbay as assigned pastor in
Church of the Nazarene Mahayag.
9. Approved the recommended names for the LRF Unreached People’s Group
camp last May 25-29, 2015.
10. Approval of district special offering for the Mission Leaders Conference.
11. Visited and checked the Guinoyoran Church Property.
12. Drafted the District Development Self-Study Strategy.

Ministerial Studies Board

The Ministerial Studies Board recommends:

1. That the year level concerning the course of study of all the district licensed
minsters will be determined only after there will be a careful evaluation of
their academic records.

2. That every licensed and ordained minister is asked to submit all pertinent
papers of their studies to the district office for record purposes.

3. That all license ministers will undergo re-evaluation to find out their year
level of the course of study.

Assembly Committees

Auditing Committee

We, the Auditing Committee recommend that in order to address
the needs of each local church and the district, the following shall be observed:

a. That the District Advisory Board will set a UNIFORM BOOKKEPING SYS-
TEM to be used by every local church.

b. That all income and expenses shall be reflected in the book supported by re-
ceipts and vouchers.

c. That the local church must have a local auditor to audit the treasurer’s record
before the church board monthly meeting.

d. That every local church should have a copy of audited district financial state-
ment during district assembly.

e. Any designated funds received by the district such as Jesus Film Ministry
(JFM), Values Instruction Class (VIC), Nazarene Disaster Response (NDR)
should be reflected in the financial books and accounted accordingly.

f. That all income generating auxiliaries, subsidiaries all assets of the local
church (school, student center, church livelihood programs and other minis-
tries receiving support- i.e mission or fund raised) will submit auditor’s report
for filing.

g. That the District Financial book be audited by a designated auditor one month
before the district assembly and/or fifteen days after the financial book clos-
ing, November 31.

h. That local church will be given 1 week grace period to send their district fi-
nancial obligations.

i. That local church financial book should be audited by a designated auditor
before the annual meeting.

Committee on Christian Action and State of the Church

We, the Committee on Christian Action and State of the Church make
the following recommendations:

a. That every local church be encouraged to get acquainted with the
Church of the Nazarene website as a general source of information.

b. That our people be instructed to refrain from unnecessary work and
recreation on Sundays except when emergency arises.

c. That our people be reminded to be very discerning in matters of
investing on something even when it may have a legal personali-
ty. When it is characterized by gambling and easy money it is a
scam. Our people must refrain from participating in it.

d. That the church pulpit shall not be used as platform by election can-
didates to campaign on, nor the church premises used for any elec-
tion related activities.

e. That we prohibit members or pastors to invite speakers or religious
instructors whose doctrinal position is not in harmony with the
Church of the Nazarene to speak on our church affairs, seminars,
services, conventions and revival meetings.

f. That every church member be encouraged to support and get in-
volved in financial, material, and his/her attendance for every
church evangelism and other regular church activities.

g. That every local church keep a permanent record of members’ roll,
baptism, dedication, certificate and marriage contract on file.

h. That the church put up a sign board bearing the church’s name for
seekers and passersby to locate, and schedule of services.

i. That the District Journal be read to the congregation and each com-
mittee recommendation promoted once a month, posting important
matters on the bulletin board for church members awareness of
what is going to be done.

j. That parents and adults take seriously the “Parental Guidance” la-
bel on certain television programs to protect the children from in-
discriminate viewing. Young audience need to hear clear Biblical
teaching to counteract whatever is cultic, occult, immoral, violent,
etc. presented in the program.

k. That our people be discouraged from participating and or support-
ing programs and activities in school or community which promote
idolatry, occultism, and homosexuality. When our children and
young people from preparatory to college are required to partici-
pate, special arrangement with the teacher or the dean be made for
an alternative activity.

l. That our people exercise discernment, restraint and tact in respond-
ing to strangers soliciting financial help in behalf of individuals or
allegedly Christian groups for their activities. As guide,

a) We make storehouse tithing our priority, and other offerings for
local and district interests.

b)We also support our World Evangelism Fund and other Ap-
proved Specials.

c) Special offerings may be given toward established Christian or-
ganizations such as the Gideons, The Philippine Council
of Evangelical Churches (PCEC), the Philippine Bible Society,
and other faith-mission organizations with which the local
church has established partnership.

m. That our people insist on asking an official receipt for payments
made with private and government agencies as safeguard from
bribery and under-the-table negotiations.

n. That West Mindanao District create a Christian Action Committee
to resource our churches with links, information and materials on
how to respond to current issues of national and international con-
cerns like human trafficking, disaster response, etc.

Day School Committee

We, members of the District Day School Committee make the following
recommendations:

a. that the school be owned and managed by the local church, meaning the church
is the one who operates the school.

b. that in cases where the school operates under a foundation, there should be a
clear memorandum of understanding based on the vision and mission of the
church.

c. that the school must have clear objectives.

d. that there should be a School Board elected during the annual meeting of the
local church. Qualifications of the School Board members should be:

1. a holder of baccalaureate degree or its equivalent, or college level.

2. must be a church member in good standing.

3. must be spiritually mature.

4. the School Board should be composed of at least 5 but not more than 10 from
the roll of membership who will serve for two years. The school board shall
elect a chairman, secretary, treasurer, and 2 auditors during their first meet-
ing.

The board shall also elect a school President who will automatically be a
member of the school board. In case the pastor is elected President, the church
board should give the approval.

e. all schools operating within the district must seek government recognition or
permit to operate

f. the school board members and officers will not receive regular salary or be em-
ployed by the school either part time or full time, except the President. Howev-
er, gifts and honorarium should be given at the end of the school year.

g. the term President or Administrator shall only be used to describe the head of
the school.

h. the school board shall have the final authority regarding employment of teach-
ers and staff including their salaries. The Board must exercise fair treatment and
without bias to their relatives or close friends.

i. the pastor’s and the President’s decision regarding the acceptance of an appli-
cant for employment shall only be recommendatory in nature. Employment
shall be decided by the school board.

j. regarding the financial management of the school the following scheme is
recommended:

1)10% percent will be given to the church as tithe.

2)the 70% will be for the salaries, and

3)the 20% will be for the school maintenance

However, this scheme could be adjusted as deemed necessary.

k. Financial transactions of the school board shall be under strict monitoring of
the school’s designated auditor.

l. That the attendance of the pupils shall be closely monitored by the teachers
and the school president.

m. That school must have a clear child protection policy.

Editing Committee

b. that every local church must have two copies of the Journal. One for the

local church file and one for the pastor.

by the district editing committee.
