3. Keep a record of the attendance of members to meetings.
4. Notify the Executive Committee when vacancies occur in the
group and of expected changes in a group at the end of the club
year.
5. Notify by registered mail any member who has been dropped from
the membership of the chapter. Copies of the letter shall be mailed
to the National Officer and Eastern Regional Director .
6. Notify the Treasurer to order Manuals and copies of the National
Constitution and Bylaws required for new members.
7. Submit to the organization in June the names of those fourteen or
sixteen members who by virtue of alphabetical rotation are to serve
as hostesses for all regular meetings for the next program year.
8. This committee shall serve as the qualifications review committee
for all perspective members being considered under the
“Grandmother Clause.”
9. This committee shall serve in the role of sponsor for all members
who are entering under the “Grandmother Clause” and for all
transfer members.
D. Special Projects Committee
1. This committee may establish such committees as may be
necessary to carry out its functions.
2. It shall be the duty of this committee to plan and carry out special
projects for parents and children.
3. It shall consist of members from each age group.

1. This committee shall consist of a Program Chairperson and a
Chairperson for each group in the organization.
2. The Committee shall plan all family activities.
F. Budget Committee
1. The Chairperson of this committee shall be the Treasurer.
2. The Financial Secretary shall also serve as a member of this
committee as well as additional members.
3. This committee shall prepare the yearly budget.
G. Publicity Committee
1. This committee will prepare and submit write-ups and pictures for
local newspapers.
2. When necessary, radio and television publicity may be secured by
this committee.
3. Committee members will be comprised of one member from each
age group.
H. Service Project Committee
1. This committee will plan activities in which the organization could
contribute time or money.
2. Recommend charitable activities to which our organization could
contribute time or money.
I. Teen Advisory Committee
1. The chair of this committee shall be appointed by the chapter
President.

2. The committee should include the mothers of the teen president
and the junior and senior teen age group coordinators. The
committee should also include at least two additional mothers from
the junior or senior teen age group.
3. The committee will oversee, supervise and coordinate the activities
of the teen age groups.
ARTICLE IX Fathers’ Auxiliary
Chapters have the option of establishing a Fathers’ Auxiliary as a support group
for the chapter. The spouses of members in good standing within the chapter are
eligible to participate in the Fathers’ Auxiliary. Each region may appoint a
regional Father’s Auxiliary committee to assist with regional activities, including
regional teen conference.
ARTICLE X Parliamentary Authority
Where it does not conflict with the By-laws and any special rules of order which
may be adopted, the Parliamentary Authority shall be “Robert Rules of Order -
Newly Revised”
ARTICLE XI Chapter Bylaws
A. Each Chapter shall have Bylaws to govern the conduct of its business,
consistent with the National Constitution and Bylaws provided that:
1. Chapter bylaws shall not conflict with nor be more restrictive that
the National Constitution and Bylaws;
2. All such Bylaws and Amendments thereto shall be submitted to the
National President and the Regional Director for the Chapter’s
region, and shall be subject to the approval of the National
Executive Board.

B. Election of Chapter Officers
1. Election of Chapter Officers shall be held in the Spring, no later
than April 30th of each year. The current roster and a list of the
names and addresses of the new officers shall be sent to the
National Corresponding Secretary not later than June 15th
annually.
ARTICLE XII Code of Ethics
1. All e-mail addresses, mailing addresses and phone numbers are confidential
and shall not be sold, shared, distributed or disseminated to any non-member
of Jack and Jill of America, Incorporated.
2. All Members must sign the Code of Ethics Acknowledgment Form each
Program year. These forms will be distributed and collected by the Program
chair to be filed and submitted by the national guidelines.
ARTICLE XIII Amendment of Bylaws
These Bylaws may be amended at any regular meeting of the organization by a
2/3 vote of the voting members present, provided the proposed amendment has
been submitted in writing at the regular meeting one month previous to the
regular meeting at which it is to be voted upon.

Article I
Refer to Jack and Jill of America, Inc. National Bylaws handbook
the section entitled Constitution. (The Pittsburgh Teen Chapter of
Jack and Jill of America, Inc. incorporates this section by
reference)
Article II
Section 1 Membership Eligibility
A. Membership in this organization shall consist of the teens whose
mothers, legal guardians, or custodial caretakers are active and
financial members of Jack and Jill of America, Inc. and whose
membership is with the Pittsburgh Chapter.
B. A teen must be between the ages of thirteen (13) through the 19th
year and be active and in good standing. Active is defined as
attending meetings and participating in local chapter teen activities
with the Pittsburgh chapter being that where his/her mother/legal
guardian/custodial caretaker holds membership.
C. Each teen is required to attend teen conference at least once during
their tenure in the teen group.
D. The active status of a teen must terminate when he/she reaches age
twenty (20) or when the teen's mother/legal guardian/custodial
caretaker withdraws her membership or is terminated from
membership with chapter the Pittsburgh Chapter of Jack and Jill
of America, Inc..
ARTICLE III Attendance
Section 1 Attendance at Teen Regional Conference
A. Only members of Jack and Jill of America, Inc. are allowed to
attend the Teen Regional Conference.
B. A teen is eligible to attend the annual Teen Regional Conference
under the following conditions.
C. If the child shall have become thirteen (13) years of age by June
30th of the year of the Conference; and
D. If the Teen has not reached his/her twentieth (20) birthday by
midnight, June 30, of that year; and
E. If the Regional Per Capita tax was sent in for the child either as
part of the local chapter's financial report for that year, or as part of
the local chapter's report of new members initiated between the
submission of the financial report and the beginning of the annual
Teen Regional Conference.
ARTICLE IV Voting at regional conferences
Voting at regional conferences shall be on the basis of one (1) vote for
each chapter seated.

ARTICLE V Code of Ethics
Section 1
A. All Teens attending the national, regional and local chapter events
must abide with the Teen Code of Ethics and The Chapter Teen
Code of Ethics.
B. The local chapter’s teen ethics policy shall be reviewed and signed
each program year by each teen.
C. No smoking, no alcohol, no drugs or no weapons of any type will
be allowed at Jack & Jill events.
D. A violation of the provisions in the teen code of ethics may be
cause for termination.
E. The Pittsburgh Chapter teens shall comply with the Regional Code
of Ethics as enacted at each Regional Teen Conference
Article VI Meetings
Section 1.
A. Regular meetings shall be held in June, September,
October, November, December, January, February, March, April
and May. Additional meetings may be called by the Teen President
as needed.
B. Regular meetings shall be hosted by two or more teen mothers in
alphabetical order, continuing through the entire membership,
annually.
C. All officers must attend at least 7 meetings
D. Members must attend at least 5 meetings
E. Officers are only allowed to miss 3 meetings and will be fined
$5.00 for each meeting missed thereafter with funds given to the
Teen Treasurer
Members are only allowed to miss 5 meetings and will be fined
$3.00 for each meeting missed thereafter with funds given to the
Teen Treasurer
F. Excused absences due to illness and extraordinary circumstances
must be submitted in writing to the Teen Vice-President
Article VII Officers and Their Election
Section 1. Officers
A. The officers of the Teen chapter shall be: President, Vice-
President, Recording Secretary, Treasurer, Corresponding
Secretary, Sergeant-At- Arms, including Foundation Chair,
Legislative Chair, Parliamentarian, and any other officers as may
be necessary, as recommended by the Teen Executive Board and
Chapter Executive Board.

B. These officers shall be selected by ballot for a term of one year,
and shall serve until their successors are selected and installed. No
officer shall be eligible for the same office more than two
consecutive terms, nor shall any officer automatically succeed to a
second consecutive terms.
C. Election of Teen chapter officers shall be held not later than
April 30th.
D. Teen Chapter Officers shall be installed no later than May 31st.
Section 2. Eligibility of Officers
Any Teen member who adheres to the attendance mandate in section VI
and attends at least 3 teen activities within the program year may be
considered for any office
Section 3. Nominating Committee
The Nominating committee shall consist of at least three
persons appointed by the Teen membership at the January meeting
A. Nominations for Teen officers shall be made by the Nominating
Committee at the March meeting, provided consent of the
nominees has been obtained.
B. Additional nominations may be made from the floor. Voting
may not be limited to the nominees presented by the nominating
committee.
D. The April meeting will be the election meeting.
Section 4. Assumption of Office
Article VIII A. The new officers shall assume office immediately upon
installation, with the Jack and Jill fiscal year extending from June
1st to May 31st
Duties of Office
Section 1. President
Section 2. The President shall:
A. Preside over all meetings; serve as ex-officio member of all
committees except the Nominating Committee; appoint the
parliamentarian, chaplain, sergeant-at-arms; and appoint other
officers and committees deemed necessary, with the approval of
the Chapter Teen Advisors.
B. Work with the Chapter Mothers' Executive Board and under the
guidance of the Chapter President and the Chapter Teen Advisors.
C. Preside at all meetings
D. Appoint all committees
E. Serve as Chairperson of the Teen Executive Committee

Section 3. The Vice-President shall:
A. Perform the duties of the President, in his/her absence
B. Assume the office of President, should the President resign, until
such time the election of officers transpires
Recording Secretary
The Recording Secretary shall:
A. Keep an accurate record of the proceedings of the meetings;
B. Keep a list of all committees, as well as a copy of the Constitution
and Bylaws of the Pittsburgh Chapter of Jack and Jill, and a copy
of the National Constitution and Bylaws.
C. Be the Recording Officer for the meetings of the Executive
Committee
D. Serve in the absence of the President and the Vice-President
E. Compile information needed for the Teen directory
Section 4. Corresponding Secretary
The Corresponding Secretary shall:
A. Handle all correspondence of the Teen Group to include the
distribution of minutes and agenda to all teens
B. Send out notices of the meetings at the direction of the Teen
President
C. Serve in the absence of the Recording Secretary
D. Compile and distribute teen directory based upon information
submitted by the Recording Secretary
Section 5. Treasurer
The Treasurer shall:
A. Serve as chair of the Teen Budget Committee and work under the
supervision of the Chapter’s Treasurer
B. Record and report the Teen Chapters' Contributions to Jack and Jill
of America Foundation, Inc.
C. Work closely with teen fundraising committee
Section 6. Parliamentarian (Appointed)
The Parliamentarian shall:
A. See that the procedure of the meeting is orderly, and in accordance
with parliamentary authority;
B. Determine questions of disputed procedure under the direction of
the Chapter Parliamentarian.
Section 8. Sergeant-at-Arms (Appointed)
The Sergeant-at-Arms shall:
A. Ensure orderly conduct of meetings.
B. Supervise the door, not allowing any member to leave or enter the
room when business is being conducted and while a vote is in
session.
C. Other duties as assigned

Section 9. Teen Legislative Chair (Appointed)
The Legislative Chair shall:
A. Attend Regional “On The Hill” Summit in Washington, DC as
Chapter representative
B. Work closely with Mothers’ Legislative Chair
Section 10. Teen Foundation Chair (Appointed)
The Foundation Chair shall:
A. Decide upon, and lead the execution of, community service
activities
B. Work closely with Mothers’ Foundation Chair
Section 11. Teen Executive Board
The Teen Executive Board shall consist of the elected officers of
the Chapter who must perform its duties under the direction of The
Chapter Executive Board.
Article IX. Parliamentary Authority
Section 1. Where it does not conflict with the By-laws and any special rules
of order which may be adopted, the Parliamentary Authority shall
be “Robert Rules of Order - Newly Revised”
ARTICLE X Teen Chapter Bylaws
Section 1.
A. The Pittsburgh Teen Chapter shall have Bylaws to govern the
conduct of its business, consistent with the National Constitution
and Bylaws and the Pittsburgh Chapter Bylaws provided that:
(1) No clause of the Bylaws covering any matter that is covered in
the National Constitution and Bylaws shall differ there from;
(2) All such Bylaws and Amendments thereto shall be submitted to
the Mothers’ Chapter President and shall be subject to the approval
of the Mothers’ Chapter Executive Board.
B. These laws may be amended at any regular meeting of the
organization by a 2/3 vote of the voting members present, provided
the proposed amendment has been submitted in writing at the
regular meeting one month previous to the regular meeting at
which it is to be voted upon.

We honored Carole Robertson at our Annual Jack & Jill Day Picnic. We started with a
GROUP CONVERSATION about who Carole was, and watched a VIDEO about the tragic
event that took her and 3 other young girls lives. Afterwards, we talked about how THE
WORLD HAS CHANGED for the better. Then we had all the children decorate a PROMISE
ROCK with their individual COMMITMENT to help make the world a better place. Some
of the rocks were decorated with words like: LOVE, PEACE, KINDNESS, and RESPECT
DIVERSITY! It was a wonderful way to honor our Jack and Jill Hero. The children enjoyed
grade group activities, swimming, basketball, dancing and of course great food and
fellowship! The weather was perfect and a fabulous time was had by all!
