PEMBUKA KATA OLEH PRESIDEN CAATCSU Assalamualaikum WBT dan Salam Hormat, Ahli-ahli Kesatuan yang saya hormati lagi saya kasihi, pertemuan kali ini menyaksikan kita bersidang di dalam Mesyuarat Agung Dwi Tahunan Kali ke 15. Ini bermakna hampir lebih 30 tahun perjalanan Kesatuan ini telah dipimpin dan diterajui oleh pelbagai latar belakang kepimipinan daripada ahli-ahli Majlis Eksekutif yang membawa matlamat dan tujuan yang sama iaitu memastikan bahawa Kesatuan ini kekal relevan dan progresif di dalam menyantuni pelbagai isu berkait hal karier, kebajikan dan masa depan ahli-ahlinya. Dua tahun yang diamanahkan kepada saya dan barisan ahli-ahli Majlis Eksekutif dari tahun 2021 yang lalu telah sedaya upaya kami penuhi dengan aktiviti dan program-program berimpak tinggi kepada Kesatuan ini. Diantara yang akan memberi impak kepada kita semua adalah penyertaan Kesatuan ini bersama Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (CUEPACS) yang mana antara lain akan membantu Kesatuan ini berdaya saing dan mendapat khidmat nasihat dan bantuan dari segi perundangan, dasar dan penglibatan kita di dalam Jawatankuasa yang telah dan akan dibentuk bersama-sama CUEPACS. Seiring perjalanan CAAM yang akan bergerak menuju kepada Badan Berkanun Diasingkan Saraan (BBDS), ingin saya maklumkan kepada semua bahawa pada ketika itu, Majlis Bersama Jabatan (MBJ) tidak lagi terbentuk dan platfom Kesatuan Sekerja inilah yang akan menjadi medan untuk semua pekerja menyuarakan sebarang permasalahan yang timbul berkait hal perkembangan dan perjalanan kerjaya dan kebajikan kita semua. Besarlah harapan saya kepada semua agar terus menyokong dan bersama-sama di belakang Kesatuan ini demi masa depan kita yang lebih gemilang di dalam organisasi yang amat kita sayangi ini. Tidak hilang bisa si lebah, kalau minyak jadi hirupan, tidak berdiri Kesatuan bermaruah, kalau dukungan tiada taruhan. Bagi pihak ahli-ahli Majlis Eksekutif penggal 2021/23, saya dan semuanya memohon kemaafan andai ada apa jua tindakan yang tanpa sedar menyinggung manamana pihak sepanjang khidmat kami di dalam Kesatuan ini. 3. Motions for discussion and any proposed amendments should be sent to the Secretary not later 30th October 2023. 4. As stated on Constitution, Rule 9, Para 1, The Biennial General Meeting of the Union shall be convened as soon as possible after 31st March and not later than 30th September. The date, the time, and the place for the meeting shall be decided by the Executive Council. Due to unexpected circumstances, the 15th BGM has been postponed to a new date as mentioned above. CALL TO ORDER Master of Ceremony (MC), Sdr. Zaqeef Eraaj Bin Thiagarajan called the meeting to order at 10.30am. 2. APOLOGIES Nil 3. ESTABLISHMENT OF QUORUM In accordance to Rule 9 (No.5) the quorum was duly established with an attendance. 4. APPOINTMENT OF RECORDING SECRETARY The Secretary, Sdr. Ahmad Khiz bin Abu Kassim was duly appointed as the Recording Secretary with no objection from the floor. 5. ADOPTION OF AGENDA Nil 6. OPENING REMARKS BY CHAIRMAN/PRESIDENT The President, Sdr. Mohd Erma Bin Norsani welcomed to all members for attending the CAATCSU 14th BGM via ZOOM APPS. He also thanked to all exco members for their support throughout the year of 2019 until 2021. In the COVID-19 pandemic situation that hit the whole world, the aviation industry was among those severely affected by domestic and international sanctions. From the beginning of the Exco line-up formed now until now, the threat of the COVID-19 virus and related restrictions have posed major challenges and affected the travel and planning of the union. To adapt to the new norms, the union also adapted a digital platform to stay connected through the Zoom Meeting account as well as encourage direct communication through
social sites and applications, namely through the CAATCSU official website, Telegram application, WhatsApp application (union representatives throughout Malaysia), Facebook, and Instagram. The union's financial management has also shifted to online since the latest exco line-up was formed to facilitate any transactions through banks. In the future, CAAM will probably change its status from public sector to private entity. Whatever the decision is, the union calls on all members to stay united. We from the exco line -up for the 2019/2021 session will close the curtain and hand over the reins of leadership to the new line -up that will be formed for the 2021/2023 session. 7. TO CONFIRM THE MINUTES OF THE 13TH BIENNIAL GENERAL MEETING Sdr. Nur Jehan Bin Nordin moved that the minutes of the 13th BGM to be accepted and was seconded by Sdr. Mohamed Ishak Bin Abdul Jabbar. 8. MATTERS ARISING THEREOF Amendment of Rules and Regulation matters still pending due to pandemic COVID19 and the matter arise from JHEKS that need to be discussed among new CAATCSU’s Exco. 9. TREASURER’S REPORT a. TO DISCUSS AND CONFIRM THE FINANCIAL REPORT FOR THE YEAR 2019- 2020. b. TO DISCUSS AND CONFIRM THE FINANCIAL REPORT FOR THE YEAR 2020-2021. The Treasurer tabled the Financial Reports for Year 2019-2020 and 2020-2021. After some clarifications by the Treasurer, Sdr. Mohd. Darnalis Bin Ibrahim moved that the Financial Report Year 2019-2020 be accepted and was seconded by Sdr. Mohd Najib Tukiman and Sdr. Asrul Afendi Bin Anuar moved that the Financial Report Year 2020-2021 be accepted and was seconded by Sdr. Mohd Zurita Bin Ab Maulub. 10. TO DISCUSS THE SECRETARY’S REPORT FOR 2017/2019 The Secretary tabled the Executive Council report for discussion. The list of nomination received and the Secretary moved that the report be accepted. Sdr. Shairul Nizam Khushaini confirmed the report and was seconded by Sdr. Siwa A/L Mathaban.
11. TO APPOINT AN EXTERNAL AUDITOR FOR YEAR 2020-2021 Approved by JHEKS that F.S Chin & Co is the external auditor for year of 2021-2022. 12. TO APPOINT TWO (2) INTERNAL AUDITORS. Voting streams in the constituency have been counted and it appears that Sdr. Mohd Khusairi Bin Mohd and Sdri. Hasmida binti Kasim were duly appointed as Internal Auditors. 13. TO APPOINT THREE (3) SCRUTINEERS Voting streams have been counted and Sdr. Abdul Majid Bin Jamaludin @ Fadzil, Sdr. Mohd Erma Bin Norsani and Sdri. Faezah Binti Mohd Hamdan were duly appointed as Scrutineers. 14. TO APPOINT TWO (2) TRUSTEES Based on the vote count, Sdr. Mohamed Ishak Bin Abdul Jabbar and Sdr. Thirunaukaraser A/L Suppan were duly appointed as Trustees. 15. TO APPOINT FIVE (5) ARBITRATORS According to the voting results, Sdr. Mohd. Rashidi Bin Abdul Rahim, Sdr. Zaqeef Eraaj Bin Thiagarajan, Sdr. Syahril Bin Manan, Sdr. Asrul Afendi Bin Anuar and Sdri. Rejina Masly Bt Muhd. Razali were duly appointed as Arbitrators. 16. TO EMPLOY TWO (2) GENERAL WORKERS Foreseeing an increased in workload of the union for the coming session, 2 general workers shall be employed for the following roles; i) to ensures the rights of the union members in the transformation of CAAM; ii) to facilitate union members complaints related to the migration of KLATCC. Their full job description and salary shall be discussed by the Executive Council in a future meeting. 17. TO APPROVE THE PROPOSED BUDGET FOR 2019- 2021. The Treasurer tabled the proposed budget for the year 2019-2021. After some discussion, Sdr. Mohd. Darnalis proposed that the budget be accepted and was seconded by Sdr. Mohd Zuraidi Bin Saad endorsed by Sdr Shahpandi bin Abd.Manan.
18. The authority be in and is hereby giving to the following below appointed person(s) to operate all of the Union’s accounts linked to the Maybank2U internet banking facility for and on behalf of the Union. 21. ADDRESS BY THE PRESIDENT The President thanked to all former Exco’s for their contributions and introduced the incoming Executive Council members who are new to union work. Union will focus more on making CAAM isolated and liberated to ensure flexibility and dynamism organization. Under the heading towards private entity, the role of CAATCSU must fully utilise and act as check and balance for CAAM Management Committee also committed by giving an assurance to provide space for operational and branch leadership executives to formulate effective action plans for CAAM on moving to tier3. 22. ANY OTHER MATTERS Sdr. Mohd Erma Bin Norsani announced that souvenirs will be provided to all members of CAATCSU such as thermos and facemask. It will distribute via post and by hand.

CALENDAR OF ACTIVITIES 16th Sept 2021 : 14TH CAATCSU BGM via ZOOM Apps (All Excos gathered at ATC Tower, Subang Airport, Selangor) 21th Sept 2021 : Official Meet-up Session with CEO, DCEO and the Team. 14th Oct 2021 : 1 st EXCO Meeting 2021 at Makan Heritage, Kota Damansara, Selangor. 20th Oct 2021 : Online Survey Form distributed regarding new implementation of working schedule FRMS to all KLIA/WMSA ATCO. 21st Oct 2021 : Union presents the result of new FRMS working schedule survey to CEO and discuss about other option of new timing and method of FRMS. 1 st Nov 2021 : Normal Operations Safety Survey (NOSS) discussion with ATM SMS Unit, CAAM HQ at Meeting Room, Tower East KLIA. 26th Nov 2021 : Vice President Nur Jehan Nordin tender his resignation from the post due to family matters. 2 nd Dec 2021 : 2 of Union member from WMSA requests Union assistance regarding an issue of Sec. 304(B) Penal Code (PC) – Incident of 9MTST. 3 rd Dec 2021 : Special Meeting via VC between CAATCSU and MATCA to discuss the issue of the Members with regard Sec.304(B) PC. MATCA and CAATCSU agreed to provide initial financial assistance in term of bailing process for both members. 5 th Dec 2021 : Special Meeting with CEO, Legal Advisor, Directors and MATCA with regard issue of 2 Members of Union involving with Sec. 304(B) PC – Incident of 9MTST at A380 Meeting Room, CAAM HQ. 9 th Dec 2021 : Union’s Treasurer (Mr. Lim Guan Hoe) tender his resignation from the post due to get an offer to pursue his study in Master. . 19th Dec 2021 : Union launches a special fund campaign called ‘Tabung Bantuan Banjir’ to assist an affected members with the worst flood disaster occurred in Selangor and few areas in East Coast of Malaysia.
24th Dec 2021 : Tabung Bantuan Banjir fund campaign stops officially at this day to distribute the agreed amount to affected member and nonmember. Total collection of the fund is RM 6,370.00. The financial aid has been handed over to those 31- person affected. Special Exco Meeting No.2/21 held via VC. 27th Dec 2021 : An official offer letters send to Mr. Mohd Ishak Abd Jabbar (VP Post) and Mr. Md Nur Aizat Ridzuan (Treasurer Post) according to Rule 9, Item 8, Constitution of Union to fill up these 2 vacancies post accordingly. 13th Jan 2022 : Annual Audit Session by JHEKS attended by Secretary and Treasurer (Mr. Haniff and Mr. Aizat) at Tower East, KLIA. 31st Jan 2022 : Secretary - Handing over pending/outstanding documents to JHEKS, Shah Alam, Selangor. 4 th Feb 2022 : Union sent a team for MATCA event – Bowling Tournament held in Mesa Mall, Nilai, Negeri Sembilan. 9 th Feb 2022 : Briefing of Geran Pembangunan Kesatuan Sekerja by Jabatan Hal Ehwal Kesatuan Sekerja (JHEKS). 10th Feb 2022 : Townhall session with CEO at CAAM HQ, Putrajaya. 18th Feb 2022 : Submission of Form L & U to JHEKS, Shah Alam, Selangor. 20th Feb 2022 : Union received complaint from ATC -WBGG ACC regarding SKT that involves 21 ATCs (poor SKT mark during MCO and effect of their annual increment). HR Dept has informed and briefed. 22nd Feb 2022 : HR Dept responds to Union - reevaluation process shall be made to resolves this issue ASAP.
