38 On June 21, 2023, Ministry of Interior, Thailand held MOI’s Success on Food Waste Management for Climate Action and a Commitment to Sustainable Thailand Event. Mr. Suttipong Juljarern, Permanent Secretary of Ministry of Interior, Mr. Krit Jittjang, President of Kasikorn Bank Thailand and Mrs. Gita Sabharwal, UN Resident Coordinator in Thailand, Mr.Kajohn Srichavanothai, Director General of Department of Local Administration, governors from Samut Songkram, Lamphun, Amnat Charoen and Loei Provinces as well as representatives from Local Administrative Organizations participated in the event. The event aimed to showcases the success of Ministry of Interior in food waste segregation. The implementation of Compost Bin for Climate Action Project on a collaborative approach among governmental agencies, civil society and private sector led to the verification of greenhouse gas emission reduction in order to tackle with climate change. 39 Ministry of Interior has been formulating policies to tackle climate change. The Compost bin for Climate Action Project has been implemented at household level since 2019 to enhance food waste segregation while also tackling global warming threat. Mr. Suttipong Juljarern, MOI Mr. Suttipong Juljarern, Permanent Secretary for Ministry of Interior expressed that “Thailand strongly addressed the problem of climate change during the 26th United Nations Climate Change Conference 26th (COP26) in Glasgow, United Kingdom on November 1, 2021. Thailand gave a remark underscoring the utmost importance that Thailand recognizes the problems of climate change and Thailand is willing to be more aggressive in addressing the climate change challenges in every way and every means possible, by aiming at reaching carbon neutrality by 2050 and Net Zero GHG Emissions in or before 2065. Ministry of Interior enforced Climate change mitigation plans and actions in accordance with Thailand’s policy on climate change mitigation by formulating policies to tackle climate change. The Compost bin for Climate Action Project has been implemented at household level since 2019 to enhance food waste segregation while also lessen global warming threat. DLA developed the National Waste Management of Local Administrative Organization or the Compost Bin for Climate Action Project. The project has been registered to participate in T-VER, by calculating the amount of carbon reduction of greenhouse gases according to Production of compost or soil amendments from organic waste) methodology. On August 5, 2019, the subcommittee of TGO approved the registration of The Compost Bin for Climate Action Project under T-VER with carbon crediting period of 7 years. There is a total of 36,644,309 people, 1,701 schools and 18,925 child development centers affiliated with local administrative organization participated in the project. It is expected that the project can reduce greenhouse gas up to 492,212 tCO2e per year, valid consecutively 7 years until 2026. The project is recognized as the first waste-to-carbon credit project in Thailand. With an integrative approach, MOI has successfully enforced the compost bin for climate action through provincial, district and sub-district mechanisms. It has also developed internal monitoring and evaluation mechanism which led to the verification of greenhouse gas emission reduction of 3,140 Ton CO2 eq in four pilot provinces.

The certified greenhouse gas emission reduction of 3,140 Ton CO2 eq not only enhances greenhouse gas emission reduction at household level, it also develop a strong participatory approach. The revenue generated from carbon credit trading will be returned to Local Administrative Organization and communities to proceed further public work for sustainability. Gita Sabharwal UN Resident Coordinator, Thailand Waste segregation project which catalyzes“SDGs Localization” towards National BCG Model Gita Sabharwal, UN Resident Coordinator in Thailand congratulated on MOI’s success and initiative in which waste segregation project catalyzes SDG localization towards an achievement of National BCG Model stated in National Development Strategy. This first waste-to-carbon credit trading is a remarkable achievement of SDGs localization based on the-whole-society approach. The cooperation among the 14 million households, 76 provincial governors, MOI, United Nations and Kasikorn Bank successfully put a strong foundation of carbon credit market in Thailand. “The most vital factor is to support the model of carbon credit market with transparency and sufficient support from TGO”.

42 Carbon Credit Trading between Local Administrative Organizations and Kasikorn Bank Carbon Credit Trading between Local Administrative Organizations in four pilot provinces and Kasikorn Bank On February 8, 2023, the verification of greenhouse gas (GHG) emission reduction of the project was pre-approved by the subcommittee of TGO. On February 28, 2023, TGO Committee approved Greenhouse Gas Emission Reduction of “Waste Management for Climate Action” Project, Department of Local Administration. The amount of GHG emission reduction from 259 Local Administrative Organizations in 4 pilot provinces accounts for 3,140 tco2eq. Department of Local Administration received an official letter inquiring about purchasing the certified carbon credits. To proceed carbon credits transaction and carbon credits transfer, Department of Local Administration received authorized letters from local administrative organizations in 4 pilot provinces. All 259 local administrative organizations authorized “DLA’s carbon credit management committee” to proceed carbon credits transaction. Herewith, the DLA’s carbon credit management is responsible for (1) Negotiate carbon credit trading price for the benefits of the principal (Local Administrative Organizations) (2) Proceed carbon credit transaction from the certified carbon credits from waste sector based on GHG verification period (2022 onwards) (3) Receive money from carbon credit trading and transfer to all principal local administrative organizations based on the certified carbon credit amount. Transaction fee will be deducted prior to transferring the full amount. Department of Local Administrative Organization publicize details of certified carbon credits via DLA website. DLA received an official letter from Kasikorn Bank Ltd. Indicating its interest in supporting the project by purchasing carbon credits in total of 3,140 Ton Co2 eq at 260 Thai Baht/Ton Co2eq. Details of certified carbon credits of 259 local administrative organizations and revenue is shown in table below.

49 The second tranche of validation and verification process by VVB and the certification of greenhouse gas emission reduction by TGO On the 8th of March 2023, the waste management committee under Department of Local Administration, approved the implementation plan of the second tranche of validation and verification process. The committee approved that Validation and verification body (VVB) undergo the validation and verification process in 22 provinces which had the 100% compost bin installation (as of 21 February 2023). Those 22 target groups comprised of Chonburi, Ratchaburi, Lamphun, Yasothon, Payao, Mukdahan, Samut Songkram, Nakhon Panom, Roi-et, Loei, Mahasarakham, Sakhon Nakhon, Amnat Charoen, Kalasin, Ubonratchathani, Narathiwat, Chaingrai, Uttaradit, Nakhon Si Thammarat, Udon Thani and Phitsanulok Provinces.
50 Criteria of Target Group Sampling for Validation and Verification Process by VVB To implement the second tranche of validation and verification process of National Food Waste Management Program, validation and verification body (VVB) employs Yamane Sampling Method; a statistical principle, in choosing target provinces for site visit. The sampling provinces were categorized into four groups based on Gross Provincial Product per capita as follows. 1) Provinces with 1 – 25% of National GPP contributions 2) Provinces with 26 – 50% of National GPP contributions 3) Provinces with 51 – 75% of National GPP contributions 4) Provinces with 76 – 100% of National GPP contributions From aforementioned criteria, VVB has chosen 11 provinces to conduct site visit as a part of validation and verification process. Chapter 8 Prospective Greenhouse Gas Emission Reduction from the Project
68 Thailand’s 2nd Update Nationally determined contribution (2nd Updated NDC) This Thailand’s 2nd Updated Nationally Determined Contribution(NDC) is a nationwide multi-sectoral policy document for the time frame of 2021-2030. The policy document indicates that Thailand intends to reduce its greenhouse gas emissions by 30 percent from the projected business-as-usual (BAU) level by 2030. The level of contribution could increase up to 40 percent, subject to adequate and enhanced access to technology development and transfer, financial resources and capacity building support. Furthermore, Thailand will continue vigorous efforts in its challenge to meet the long-term goal of carbon neutrality by 2050 and net-zero greenhouse gas emission by 2065. (1) Business-as-usual projection from reference year 2005 in the absence of major climate change policies (BAU2030: approximately 555 MtCO2 e) (2) Highest greenhouse gas emission in 2025 (PeakingYear) is equivalent to 368 MtCO2 eq.Thailand increases its goal to 40 percent from BAU in 2030, which accounts to 222 MtCO2 eq. This amount is comprised of Unconditional NDC of 30 from BAU, and Conditional NDC with sufficient support of 10 percent from BAU. (3) Greenhouse gas reduction implementation plan to achieve NDC in 2030 in total of 222 MtCO2 eq is comprised of - Energy and Transportation Sector 216 MtCO2 eq - Industrial Processing Sector1.1 MtCO2 eq - Waste Management Sector 1.6 MtCO2 eq - Agricultural Sector 2.6 MtCO2 eq

73 MOI and UN Thailand will accelerate our partnership to enforce SDGs localization effectively. Ministry of Interior has strongly enhanced the power of women through enforcing the 17 SDGs Goals towards sustainability in economic, social and environmental aspects. Dr. Wandee Khunchornyakong Juljarern, The president of MOI’s Ladies Association said that it has been a year and a half that Ministry of Interior has strongly enhanced the power of women through enforcing the 17 SDGs Goals towards sustainability in economic, social and environmental aspects. Today, over 14 million households have successfully segregated food waste into the compost bin. In aligning with the "Grow the Veggies in the Home of Love" and "Share the love, share the fruits" projects. More than 14 million household have planted vegetable at their household. This help save cost for 100 baht/household/day. Ministry of Interior has helped the country save their budget over 500,000 million Baht. Furthermore, we have enhanced people’s livelihood by drawing upon the royal initiative of HRH Princess Sirivannavari Nariratana Rajakanya in using natural color in fabric dying process. This generates income over 50,000 million Baht during the pandemic of COVID-19. Gita Sabarwal praised the MOI’s success on waste segregation and stated that the compost bin for climate action is a very important project that help Thailand to achieve the goal of Maintaining ecological biodiversity. The project played a crucial role in tackling Climate Change crisis which will eventually leads Thailand towards low-carbon society. Waste segregation of 14 million households can reduce greenhouse gas emission by 550,000 tons Carbondioxide equivalent per year. 74 During the panel discussion on “Success of Waste Segregation by MOI and Walk forward to Community Recyclable Waste Bank”, the Permanent Secretary for Ministry of Interior, Director General of Department of Local Administration, Prof.Dr. Chanatip Parino, Ph.D., advisor to Permanent Secretary for Ministry of Interior and Khun Sangjun Rawanggij, Chief Administrator of the SAO Kong Thanu, the Ministry of Interior announced the goal for all local government organizations in the country to set up waste bank by the end of fiscal year 2024, which will generate revenues more than 10 billion baht. The concrete success in various projects cannot happen without the leadership of provincial’s governors, district chief, chief of local administrative organizations, village headmen and relevant stakeholders in providing information and making public perception. SAO Kong Thanu explained its success from an implementation of recyclable waste bank for six years. “We started with waste segregation at source. Every household of 1,700 people have segregated food waste every day, collected and segregated waste every day. The Permanent secretary of MOI said that doing this continuously will be discipline and then become the culture and way of life.”

Anutin Charnverakul, Minister of Interior and Pol Gen Patcharawat Wongsuwon, Minister of Natural Resources and Environment, together with Mr.Suttipong Juljarern, Permanent Secretary for Interior, Jatuporn Buruspat, Permanent Secretary of the Ministry of Natural Resources and Environment, UN Thailand representatives, Executive Director of Thailand’s Greenhouse Gas Management Organization, and relevant stakeholders presented at a signing ceremony of Memorandum of Understanding between Ministry of Interior and Ministry of Natural Resources and Environment on Food Waste Management towards Achievement of Greenhouse Gas Emission Reduction. H.E. Anutin Charnverakul, Minister of Interior, expressed that Ministry of Interior, as a focal organization in alleviating people’s suffering, emphasizes on effient waste management aligning with sustainable development goals and bio-circular economy concept. Mr.Suttipong Juljarern, Permanent Secretary of Interior, reiterated that the Ministry of Interior integrated collaboration among relevant stakeholders in segregating food waste from household levels.
