77 Critical Success Factors in Project Implementation by Ministry of Interior Critical success factors in Waste Management for Climate Action by Ministry of Interior can be summarized into six factors as follows; 1. Technical Factors : The Department of Local Administration has developed Waste Management Information System (DLA Waste) for monitoring the progress of the compost bin to climate action project. It can collect population data and households that install the compost bin to reduce greenhouse gas emission. The data is collected from the provincial, district, sub-district, to household level respectively. Responsible officers can adjust the compost bin data on a daily basis in line with the population statistics in Thai Quarantine Monitor system. In order to drive the project effectively, MOI has developed Executives Monitoring Dashboard to display statistics of MOI’s flagship projects with up-to-date data. Hence, the system potentially enable MOI’s executives to monitor, evaluate and predict prospective trends in order to design, formulate and implement policies efficiently. 2. Policy Factors : MOI, as the main agency that enforces waste management at the household level, integrates relevant sectors to increase operational efficiency in order to achieve Nationally Determined Contribution on Greenhouse Gas Reduction of the country. Therefore, MOI has enacted Order No. 2170/2565 dated 30 August 2022 by appointing "The Greenhouse Gas Verification Working Committee, Ministry of Interior, Thailand”, in order to determine the policy framework and guidelines for implementing “The Compost Bin to Climate Action of Local Administrative Organization under Waste Management to Climate Action” for validation and verification process and the development of carbon credits merchandising guidelines.

Management Mechanism Factors: In enforcing “The Compost Bin and Waste Management for Climate Action” of Local Administrative Organizations Thailand, requires a connected management mechanism at all levels to monitor and evaluate the project outcomes as follows; 3.1 Ministry-level management mechanism; MOI appoints “Steering Committee on Enforcing “The Compost Bin and Waste Management for Climate Action. The Permanent Secretary for the Ministry of Interior is the Chairman of the committee. The President of Ministry of Interior's Ladies Association is the Chairman of the Advisory Committee. The steering committee is responsible for administration, implementation of “The Compost Bin and Waste Management for Climate Action”. The committee is also responsible for formulating policy and guidelines in preparation of the validation and verification process for provinces, districts and local administrative organizations respectively. 3.2 Provincial Sewage and Solid Waste Management Committeeis chaired by the provincial governor. The committee is responsible for developing action plan of driving “The Compost Bin and Waste Management for Climate Action” at provincial level. The committee is required to translate the action plan into concrete actions to achieve 100% targeted implementation of the compost bins. It is required the committee monitors the implementation of the project and assesses capacity for the validation and verification process at a provincial level on a monthly basis. 3.3 District-level Sewage and Solid Waste Management Committeeis chaired by Chief District Officer. The committee is responsible for developing an action plan in accordance with the provincial-level action plan. It is required that the districtlevel committees set up an operational team to prepare for the investigation and the preparation for the validation and verification process.
79 Critical Success Factors in Project Implementation by Ministry of Interior 3.4 Sewage and Solid Waste Management Committee of Local Administrative Organization is chaired by Chief Executive of the local administrative organization. The committee is responsible for developing action plan in line with provincial-level and district-level action plans. It is required that the committee indicate concrete indicators and targets of the action plan for further implementation. In order to enhance capacity for validation and verification process, Local Administrative Organization is required to record data of the compost bin for climate action in The Waste Management information system (DLA Waste) on a daily and monthly basis. Most importantly, officers of Local Administrative Organization need to keep required documents such as Application Form, Household Survey Data, DLA Waste Registration form for the preparation of validation and verification process. The committee is also responsible for coordinating with district-level operations teams to enhance knowledge and understanding about the compost bin project among population in designated areas. Moreover, the "knock door marketing" strategy is developed to publicize information about the project more proactively. 4. Model factors : MOI has developed a climate change action policy to achieve the National Determined Goal on greenhouse gas reduction in accordance with government policy. On the occasion of the 130th anniversary of MOI, the Permanent Secretary for the Ministry of Interior presented the policy to the governors of all provinces to act as prime minister of the province. Being a role model leader, "the leader, do it first", the implementation of “The compost bin to climate action” and waste segregation at source were kicked off from the governors’ houses, then expanded to all government facilities.

Area-based Factors : In order to implement the project preparations for greenhouse gas validation and verification process, MOI has established guidelines for project implementation at local level by appointing "Operational Team” the subdistrict area “Headed by chief district officer, the operational team is in charge of monitoring project implementation of all Local Administrative Organizations in the district. The team is also responsible for evaluating households using the compost bin in designated areas on a monthly basis. To prepare for the validation and verification process by VVB, Operational team is required to publicize project information to enhance public recognition in the village and sub-district. 6. Integration and Collaboration Factors : To enforce “The compost bin for climate action project” successfully, MOI has worked closely with the Greenhouse Gas Management Organization (Public Organization) and has provided guidance to all provinces to develop collaborative mechanisms in project implementation. MOI emphasizes the importance of 7 key network partners, including government sectors, religious leaders, academics, private businesses, civil society, the public sector (natural leaders) and the media, in implementing the project. MOI also reiterates the role of local environment volunteers in supporting data collection on compost bin at household level.
