During Friday’s MVMA Annual Business Meeting Dr. Matthew Boyle presented the MVMA veterinary
awards, including the Veterinarian of the Year to Dr. Joni Scheftel. Inside this issue you can read
more about the award recipients on page 8. Business meeting announced new board members with
Dr. Connie Sillerud as President, Dr. Nancy Peterson as President-elect, Dr. Beth Thompson as Vice
President, Dr. Matthew Boyle as Past President, and Dr. Heather Douglas as Treasurer.

The Annual Meeting wrapped-up on Saturday with doctor and comedian, Dr. Brad Nieder
entertaining and motivating us. Attendees were able to visit 38 virtual exhibit booths and earn up to
71.50 CE credits with 20.50 of them RACE approved if attended live.

Attendee feedback is crucial to help the various CE Committees determine future Annual Meeting

MVMA Annual Meeting Awards

The Minnesota Veterinary Medical Association presented the MVMA Awards at the Business Meeting in
February 2021. The awards were given to individuals in the various MVMA award categories. Although this

year’s convention was virtual, Dr. Boyle made house and clinic visits to each award recipient.

Veterinarian of the Year - Dr. Joni Scheftel

Nominees are members who have given so much to the veterinary profession as well as to their
community, a well-rounded member who is outstanding in the profession.

Dr. Scheftel has been an invaluable asset to the state of Minnesota
during the management of the COVID-19 pandemic. She has
worked tirelessly as the state public health veterinarian throughout
the year as we all learn how to move ahead during these times.
Further, she has been just a phone call away and has visited with
countless veterinarians from our state investing inordinate amounts
of time helping them develop plans to run their clinics in the face of
COVID-19. Additionally, she is a tremendous asset to the broader
profession. She has recently been chosen to serve on the Presidential
Advisory Council on Combatting Antibiotic Resistant Bacteria in light
of her work as the chair of the AVMA Committee on Antimicrobials.
Dr. Scheftel enjoys a deep, broad respect for her professionalism and
accessibility to those veterinarians that need her expertise.

Dr. Scheftel currently serves as State Public Health Veterinarian and supervises the Zoonotic Diseases
Unit at the Minnesota Department of Health. She is responsible for zoonotic disease surveillance and
zoonotic disease outbreak investigation. Dr. Scheftel serves as a liaison between the Department of
Health and Minnesota’s animal agriculture agencies for issues involving human health and animal
health. For MDH’s COVID-19 response, Joni is co-lead of the Critical Infrastructure Workplaces team.

Outstanding Industry Representative - Trudy Lickfelt

Outstanding Industry Representative-Individuals who have consistently exhibited outstanding service
to veterinarians and/or the MVMA and have promoted the profession through liaisons with the
MVMA, veterinarians, and the profession in general.

Trudy Lickfelt has been in the animal health industry for 20 years. First as
a practice manager for 16 years and the rest as a large/companion
animal representative with MWI. Trudy always puts the customer first.
She is a leader and facilitator for her practice manager group. She
organizes education and training for her clinics and their farmers.
She is extremely hard working. Trudy has excellent communication
with clinics and other industry representatives. Trudy lives on a farm in
Hutchinson and raises cattle, emus and deer. She even fostered two
zebras one summer for a zoo that was not able to care for them. Trudy
is involved with 4-H and has both of her kids showing cattle too. Her
passion for the animal health industry is amazing.

Outstanding Faculty Award - Dr. Ned Patterson

Outstanding Faculty Award-This award is given to a faculty member of the University of Minnesota
College of Veterinary Medicine and all its related departments; who provide outstanding service to
Minnesota veterinarians; who give of their time and talent to the veterinary profession; a leader who
makes a difference to the profession; a dedicated contributor to organized veterinary medicine.

Dr. Patterson received his BA degree from Williams College and
completed DVM and PhD degrees, as well as an internship and
residency training in Small Animal Internal Medicine, at the UMN. He
is a member of the American College of Veterinary Internal Medicine
(by examination). Dr. Patterson also has held many leadership
positions. Most recently, he has joined the MVMA Board of Directors.
He has previously served as Chair of the CVM Faculty Council, Chair
of the VCS Merit Review Committee, Chair of the CVM Comparative
Medicine Signature Program Steering Committee, Director of the
Small Animal Medicine Residency Program, and Director of Graduate
Studies for the VMED graduate program. He recently was selected by
Vice Provost Rebecca Ropers to participate in the Big Ten Academic
Alliance Academic Leadership Program, which includes only three or four faculty members from the
entire University of Minnesota.

In 2020, he was elected vice chair of UMN Faculty Consultative Committee (FCC) and will serve
as Chair beginning in 2021. Dr. Patterson holds influential roles within the UMN. Dr. Patterson is
an excellent teacher, both in the classroom and in clinical rotations. He teaches throughout the
curriculum, on topics such as genetics, neurology, clinical skills, and serves as a mentor in our Gopher
Orientation and Leadership Experience course. He provides clinical service in Small Animal Internal
Medicine, Genetic Counseling, and Neurology (through his Seizure Clinic). He is well respected by
referring veterinarians and beloved by clients. Dr. Patterson has mentored many small animal internal
medicine residents and has served as the Residency Director since 2007. He has also mentored and
advised graduate and undergraduate students, including summer scholars.

Emerging Leader Award - Dr. Rob Memmen

Emerging Leader Award- This award is given to MVMA members who
have graduated from veterinary school within the past 10 years and
have demonstrated achievement and leadership through veterinary
community involvement.

Dr. Rob Memmen has demonstrated leadership with our Power of Ten
program, serving on the MVMA Board of Directors, a MOVE Task force
member, Bylaws task force member, and incoming co-chair of the
MVMA Operations and Finance Committee.

Dr. Rob completed his undergraduate training at the University of
Wisconsin Madison and graduated from the University of Minnesota College of Veterinary Medicine.
Dr. Rob worked in a small animal practice in South Bend, IN, following graduation and joined the
Gehrman Animal Hospital (GAH) team as an Associate Veterinarian in 2013. Dr. Rob and Dr. Andrea
became co-owners of GAH in 2017. His professional interests include dentistry, surgery, dermatology
and internal medicine. Dr. Rob is passionate about preventive care and wellness care for pets and
helping pets enjoy long, healthy lives. Dr. Rob and his wife live in Minnetonka with their children
Elizabeth and James, dog Annie, and keep their horse Emma in Independence. Dr. Rob enjoys
volunteering with organizations such as Safe Hands Animal Rescue and Big Brothers and Big Sisters.

Distinguished Veterinary Service Award - Dr. Jim Winsor

This award is given to MVMA members or non-member veterinarians or non-veterinarians who have
performed outstanding service to the veterinary profession and have contributed to the well-being of
animals.

Dr. Winsor is completing an extended term as our MVMA treasurer,
a term much longer than he originally signed up for. Although he is
stepping aside for the next generation of leaders in our association,
he will be helping to guide the transition so financial matters of MVMA
will be handled seamlessly. Aside from his recent duties as treasurer,
Dr. Winsor has been a valued voice and leader in other areas of
the MVMA as he served several years as an officer on the Executive
Board culminating as President in 2004-2005. He also serves on several
committees and because of his dedication to the profession received
recognition as MVMA Veterinarian of the Year in 2010.

Dr. Jim Winsor opened Inver Grove Heights Animal Hospital in 1987.
A native of St. Paul, Dr. Winsor previously practiced veterinary medicine at Cutler Animal Hospital in
1985, Foley Blvd. Animal Hospital in 1986 and the Affiliated Veterinary Emergency Service from 1986 to
1988.

An alumnus of Colorado State University, Dr. Winsor received a Bachelor’s Degree in Veterinary
Medicine in 1983. He went on to attend the University of Minnesota College of Veterinary Medicine
and was awarded his Doctorate of Veterinary Medicine in 1985. Dr. Winsor’s professional interests
include reproduction medicine and surgery.

President’s Award - MVMA Staff

The current president can choose an organization or individual he/she feels has contributed
significantly to the veterinary profession, MVMA, and/or for promoting
the human animal bond, animal health & welfare or public health.

The MVMA staff had to pivot the direction of their lobbying,
communication, and the way they hosted continuing education
this past year. The small staff helps represents over 5,000 veterinary
professionals including veterinarians, certified veterinary technicians,
organizations, and students. They were indispensable in the beginning
of the pandemic when they prioritized making veterinary professionals
essential workers. They decided to host the MVMA Annual Meeting
virtually despite facing many challenges, and tried their best to serve
the veterinary community. Without their dedication to the profession,
2020 would have looked completely different. Thank you MVMA staff
members!

COVID-19 Vaccine Distribution Update

Nearly 600,000 Minnesotans have received at least one vaccine dose as of early February.
Approximately 25% of that number have completed their series of vaccines. There have been no
serious adverse effects reported from those receiving the vaccine. The MN Department of Health
encourages all eligible to receive the vaccine to get it. Veterinarians and their staff have been
identified in the Phase 1b group to receive the vaccine. Meanwhile, veterinary practices could
contact their county public health department for more details in receiving the vaccine in their
county. Naturally, if you fall into one of the other categories, such as being over 65, you should get
the vaccine through that opportunity. The governor's office provides regular vaccine updates in
addition to checking the Minnesota Department of Health's website (mn.gov/covid19/vaccine) and
its COVID dashboard.

Getting to the Bottom of the Veterinary Technician Shortage in Minnesota

“Veterinary Technician Workforce Enhancement Act”

The MVMA Veterinary Technician Committee intends to move forward with introducing legislation in Spring
2021 leading to mandatory licensure of Veterinary Technicians. We expect that the soonest legislation could
be passed is during the 2022 Legislative session. The MVMA lobbyist strongly advised that the process start in
2021 which would include networking, education, and planning for implementation of the legislative action.
The Committee believes that mandatory licensing will lead to less career turnover, greater retention, and less
shortages of veterinary technicians.

Legislation would require opening the Veterinary Practice Act. The MVMA Board of Directors and the MVMA’s
Government Affairs Committee support opening the Veterinary Practice Act for Veterinary Technician licensure.
The Veterinary Technician Committee is working with the Board of Veterinary Medicine on this initiative.

formed, and events were planned. Since its inception, the MOVE task force had to pivot (along with

Rural Veterinarian Loan Repayment Program Funding Threatened

Funding for the program that has helped young Minnesota veterinarians working in rural food and
mixed animal practices is under threat. Governor Tim Walz’s initial budget, released in February,

eliminated the $375,000 annually allocated to the Rural Veterinarian Loan Repayment
program, which is administered by the state’s Office of Higher Education.

The program provides up to $15,000 a year for five years to eligible
DVMs who spend more than 50 percent of their time caring for food
animals in Minnesota. It has been in place since 2017 and has helped
about 25 veterinarians repay a portion of their student loans. A USDA analysis
in 2018 found that 42 of Minnesota’s counties have a shortage of food animal
veterinarians.

The College and the MVMA are working with key legislators to preserve the
funding. Contact either organization if you want to add your voice to these

Accreditation Review Underway

Every seven years, colleges of veterinary medicine undergo a thorough accreditation review by the
AVMA’s Council on Education. 2021 is the College’s review year. Due to the COVID pandemic, the
review team’s visit to the College in late April will be a virtual visit. Feedback on the College’s self-
study and a decision are expected later this year.

Clinical Trial Evaluating Treatments for Itchy Dogs

Pyoderma, atopic dermatitis, and seborrhea are relatively
common, troublesome skin conditions in dogs. These disorders
cause a cadre of problems such as itching, hair loss, secondary
bacterial or fungal infections, and behavioral problems due to
psychological stress as a result of chronic discomfort. Recently,
Sheila Torres, DVM, MS, PhD, received funds from Ceva Animal
Health to conduct a clinical study investigating pharmaceutical
shampoo and mousse treatments to alleviate symptoms in dogs
experiencing a flare of their pyoderma, atopic dermatitis, or
seborrhea.

For each skin condition, the study team will enroll three to four
dogs who will receive a therapeutic shampoo and mousse
to treat their ailment. Owners will apply the treatment and
observe the dogs’ symptoms and behaviors and complete three visits to the University’s Veterinary
Medical Center for exams, assessments, and sample collection. The investigators will determine the
effectiveness of the therapeutic shampoo or mousse products to alleviate the skin conditions and
symptoms in the participating dogs.

CBD Use During Pregnancy May Have
Permanent Effects

The use of cannabidiol (CBD), the major non-psychoactive
compound in cannabis, is on the rise across the United
States. Pregnant women in particular may view CBD as more
“natural” than other remedies for concerns such as nausea
and pain, but the consequences of use for the developing
fetus are unknown. The research team included veterinary
post-doc fellow Nicole Wanner. “The effects we observed on
memory and anxiety were in 12-week-old mouse offspring,
a time that approximates human young adulthood, and is
cause for concern,” said Wanner. “DNA methylation marks
in the brain are largely set during fetal development, and the presence of CBD during that process
appears to direct certain permanent changes. We were surprised at the extent that CBD linked gene
pathways were associated with neurological disorders, and expect future work will be needed to
understand how fetal exposure to CBD impacts long-term brain function and mental health.” To learn

Small Animal Hospital Re-named

The College’s small animal hospital—part of the Veterinary
Medical Center—has been re-named the Lewis Small Animal
Hospital. The change recognized former Minnesota state senator
B. Robert Lewis, DVM, who secured funding for the hospital
building in the late 1970s. Lewis practiced in St. Louis Park and
Golden Valley until his death from a heart attack in 1979 at age
47. He was named Veterinarian of the Year by the MVMA in 1975
and is also remembered as Minnesota’s first Black state senator.

Dr. Simon Swift graduated from Cambridge University and started working in mixed
animal practice before moving to exclusive small animal practice. He rapidly developed
a fascination for cardiology and passed the RCVS Certificate in Cardiology in 1990. He
became the advisor for the UK cavalier King Charles spaniel club from 1990 to 2014 when
he moved to the USA advising them on degenerative valve disease. He became a partner
in large animal practice in Manchester accepting referrals in cardiology. He obtained
his European diploma in cardiology after and alternative residency program at Liverpool
University before moving into private referral practice in the UK. By 2013, he wanted to
move back into academia to teach and an opportunity arose at the University of Florida
where he is currently service chief of cardiology, associate editor of JVIM and a medical
director. He is leading the development of an open heart program to perform mitral valve
repair surgery in association with the team at the Jasmine Clinic in Japan lead by Dr Uechi. He enjoys teaching
students and residents and helping clients and referring veterinarians. Three favorite areas: 1) Degenerative
mitral valve disease; 2) Interventional cardiology and 3) Treatment of arrhythmias.

How would you like to save 50% on your taxes when you sell your hospital?

We all know the presidential election has had its fair share of excitement and
uncertainties. I want to alert you about a couple of President Bidenʼs tax policy
proposals that could have a significant effect on your pocketbook, should you sell
your hospital.
President Bidenʼs current proposal is to raise the top ordinary income tax level to
39.6% from its current level of 37%. This slight increase is tolerable for most people.
The bigger issue is that he is also proposing to increase the capital gains tax rate to
39.6% when it is currently 20% for most veterinary hospital sellers. This is nearly
doubling the rate!!! Ouch!!!

Let me show you a realistic example:

Letʼs say that you sell your hospital for $3,150,000. You have $150,000 in tangible
assets (inventory & equipment) and the remaining $3,000,000 you are being paid for
intangible assets (Goodwill & non-compete agreement).

This is nearly $600,000 more that goes to the government in taxes versus into your

Many of you will be in the top ordinary income tax bracket. When you add 2.6% tax
increase for the gain on your tangible assets, you will likely end up paying double the
taxes than you would if you sold now. For a hospital selling with Goodwill of
$5,000,000, this will equate to swing about $1,000,000 going to the government
versus you. If you are thinking of selling in the next few years, you should be
considering these taxes. You may be better off selling now, prior to any tax law
changes.
