We developed this Owner’s Guide to assist you, providing useful information regarding homeowner needs and services.
We have also included some information pertaining to the island community at large.
The information provided herein is for your convenience. It does not imply any endorsement by AIPCA, which is not
responsible for the accuracy of the contents. If you have any additions or corrections, please let us know so we can improve
future editions of the Owner’s Guide.

This guide does not create any legal rights or obligations. As an owner and member of AIPCA your rights and obligations are controlled
by Florida statute, particularly F.S. §720.301 et seq., the Declaration of Covenants and Restrictions, dates August 19, 1974, (known as
the Master Covenants), the Class A, B or C Covenants, as appropriate, any sub-HOA or COA covenants, and the By-Laws of the AIPCA
(all these documents collectively known as the governing documents). Also important are the Rules and Regulations of the AIPCA
promulgated by the Board of the AIPCA and revised every two years. In the case of any conflict between the information provided by
this Owner’s Guide and the governing documents, the governing documents control.

The Amelia Island Plantation Community Association is the homeowners’ association that represents everyone who owns
property on Amelia Island Plantation. It is often referred to as the “Community Association.” For more detail, see the

THE AMELIA ISLAND CLUB
You are invited to join The Amelia Island Club. Membership provides a splendid selection of beach resort amenities,
activities and advantages for you and your guests. The club provides access to the member–owned Long Point golf course
and Clubhouse plus the Ocean Clubhouse (currently under renovation). Members also enjoy playing at Omni’s two golf
courses and can use all the resort facilities, such as the health & fitness center that includes an indoor lap pool, 23 Har-Tru
tennis courts and the Omni Beach Club and poolscape. Three membership plans are offered to meet your preference.
AIPCA members do not have to belong to the Club. Eligibility requires ownership of residential property in Amelia Island
Plantation or other eligible communities.

Omni Hotels & Resorts owns the resort facilities in Amelia Island Plantation including the Hotel and Conference Center, 2
golf courses, tennis courts, the Health and Fitness Center and the Spa and Shops. As a property owner, Omni Amelia Island
Plantation is a member of the AIPCA, and pays its share of assessments based on property ownership; it also pays a
percentage of its revenues to AIPCA as specified in the Master Covenants.

ARCHITECTURAL REVIEW BOARD (ARB)
The design philosophy of Amelia Island Plantation is that constructed elements must be expressed in forms, colors and
textures that blend and complement our natural setting. Appropriate designs are ones that are treated as carefully
planned additions to the natural setting. These designs should also embrace the site and become “one” with it.
The Architectural Review Board was established to ensure that all construction complies with this philosophy.
AIPCA members share a unique development process designed to blend residential and resort uses with the spectacular
natural environment of Amelia Island. For more detail, see the separate “Architectural Review Board” section on pages 16
through 18.

CASTLE GROUP
Castle Group is one of the leaders in condominium and homeowner association management and provides the AIPCA with
“royal service” to all their residents and community members. The home office for Castle Group is in Plantation, Florida,
and the Castle Group has a full management team located at 5542 First Coast Highway, Amelia Island, FL 32034. The Castle
Group has a full management contract with the AIPCA to provide a broad range of resources including financial,
administrative management and operational functions. The top items which community members inquire about are
reserving the community facilities at Walker’s Landing, paying association assessments, community standards, and
purchase of RFIDs for entry to the community. Please feel free to contact the Management Office at 904-491-9850 with

HOMEOWNER AND VILLA ASSOCIATIONS
Each villa and homeowner association has common expenses, e.g. water, lights, pools, landscaping, boardwalks, etc., which
are paid for by assessments levied by that association’s elected board. Just as a city levies taxes for all city functions, each
villa and homeowner association has its own individual declaration of condominium, articles of incorporation, and bylaws,
which govern its operation. They are also subject to the community Covenants since the associations are within the
confines of Amelia Island Plantation.
AMELIA ISLAND RENTAL PROPERTY OWNERS, INC. (AIRPO)
The Amelia Island Rental Property Owners, Inc. (AIRPO) is a group of property owners who make their homes or villas
available for rental through Omni Amelia Island Plantation. That organization has a board, elected by owners in the rental
program, which interfaces with Omni Amelia Island Plantation.

AIP FOUNDATION (AIPF)
The Amelia Island Plantation Foundation was launched as a 501 (3)c
organization in 2014, meaning AIPCA members' donations to the
Foundation are tax-deductible and the Foundation can apply for grant
funding on projects AIPF chooses to support. The focus of projects
could be environmental, educational, recreational or charitable that benefits the residents living on and the public visiting
the Amelia Island Plantation. The Foundation welcomes input from the Community as to specific areas of interest on

SOUTH AMELIA ISLAND SHORE STABILIZATION ASSOCIATION (SAISSA)
The South Amelia Island Shore Stabilization Association Inc. (SAISSA) was formed in 1993, following a catastrophic six-day
storm in 1992 that almost completely destroyed the natural dunes and threatened to undermine several buildings on the
Amelia Island Plantation shoreline. SAISSA’s stated purpose is “to protect, preserve, restore and enhance the beach/dune
system on the South end of Amelia Island.” Since its formation, SAISSA has worked to find solutions to shore erosion
problems, worked with State and Federal officials to permit projects targeted at solving these problems and worked with
property owners and others to find ways to finance the stabilization and maintenance efforts of the beach/dune system. In
1994, the Board of County Commissioners of Nassau County created the South Amelia Island Shore Stabilization Municipal
Service Benefit Unit (SAISS-MSBU) as a mechanism to collect special assessments to fund the capital costs of beach re-
nourishment projects within the SAISS-MSBU. Three separate beach re-nourishment projects have been completed since
1994. The most recent was completed in August 2011 in partnership with the Florida Park Service and Nassau County,

BOARD MEETINGS
The AIPCA Annual Meeting is the first weekend in February of each year. All AIPCA members are invited and encouraged
to attend, meet other members and vote on important community issues.
AIPCA members are also invited and encouraged to attend monthly AIPCA Board of Directors meetings on the third Friday
of every month (except July).

MISSION
Amelia Island Plantation Community Association’s mission is to serve its members by enhancing property values, preserving
and protecting the natural beauty and legacy of our community and offering superior amenities and services.
VISION
Amelia Island Plantation will be an exceptional, coastal residential and resort beach community where owners and visitors
of all ages enjoy contemporary social and recreational experiences in a welcoming environment of unsurpassed natural
island beauty.
The Amelia Island Plantation Community Association (AIPCA) is the homeowners association that represents everyone
who owns property on Amelia Island Plantation. It is often referred to as the “Community Association.” It is represented
by a Board of Directors, nine elected association members and two appointed representatives of the Omni Resort.
The AIPCA is made up of all association members – individuals who own lots, homes, villas, Osprey Village, utility property
owners, a non-profit property owner (the Amelia Plantation Chapel), other commercial owners, the Amelia Island Equity
Club and the Omni Resort.
AIPCA owns more than 109 acres of land containing common properties, restricted common properties (solely for use of
AIPCA members) and amenities including four buildings, four parks, six lagoons and related drainage infrastructure,
approximately three miles of beachfront and barrier sand dunes on the Atlantic Ocean, and miscellaneous other parcels.
It also owns, manages and maintains 20 miles of roads and their street lights, nine entrance gates, two bridges, three
roundabouts, the Security Department buildings and equipment, the storm water management system, nine miles of
leisure trails and approximately 26 acres of green belt. In addition, the AIPCA owns Drummond Point Park, the Willow
Conservancy, Memorial Walk and Garden, Sea Marsh Garden, Aury Island, Walker’s Landing and the Community Center
(now under construction).
Q: What are Amelia Island Plantation Community Association’s major areas of responsibility?
A: The AIPCA is responsible for providing security, maintaining and improving the roads, pathways and common properties
within Amelia Island Plantation (including Walker’s Landing, Drummond Point Park, and the Community Center), and
enforcing the Covenants.
Q: What does the Amelia Island Plantation Community Association NOT do?
A: AIPCA does not own or manage the Amelia Island Equity Club, any of its facilities or any of the facilities owned by the
Omni Amelia Island Plantation Resort. In addition, AIPCA does not manage any of the condominium/villa or homeowner
associations. It does not operate the Architectural Review Board (ARB), although the AIPCA has two voting representatives,
including a licensed architect.

Q: How is the AIPCA Board of Directors chosen?
A: The Board has 11 members. Nine members are elected association members, who serve three-year terms, and two
members are appointed by the Omni Resort, as per the Covenants. Terms of the elected members are staggered so that
three new members are elected each year. Vacancies that occur between elections are filled by a vote of the Board. See
the list of current Board Members at www.aipca.net.
Q: Who is responsible for our beach?
A: As authorized in the Covenants, AIPCA performs beach maintenance, including beach preservation and cleanup on the
beaches immediately adjacent to Amelia Island Plantation and to conduct shoreline erosion abatement measures including
beach re-nourishment. In addition, AIPCA maintains sand fencing and plants sea oats as part of its effort to preserve the
sea dunes.
AIPCA appoints a majority of the board of the South Amelia Island Shore Stabilization Association (SAISSA). SAISSA is
responsible for the management of beach re-nourishment and serves the Municipal Service Benefit Unit (MSBU), which is
the funding tool for beach re-nourishment and stabilization. AIPCA members, as well as the residents of The Residence,
The Retreat, The Sanctuary and the large tract to the south of The Sanctuary (formerly PLM), are members of the MSBU
and participate as members of the SAISSA board.
Q: What is Castle Group?
A: Castle Group is a management services company engaged by AIPCA to carry out the day-to-day management services
for and on behalf of the AIPCA.
Q: What is the AIPCA Security Department?
A: Amelia Island Plantation Community Association’s Security Department is responsible for performing the meet and
greet, patrol, resident/guest assistance and access control functions. Security patrols 1,350 acres and operates nine
entrances to the property. Security coordinates the county emergency response system “911” as well as the non-life
threatening response system at 904-277-5914.
The Association does not control nor enforce laws on the federal, state or county properties that adjoin Amelia Island
Plantation. These properties include the beaches, the salt marsh, the Intracoastal Waterway, Nassau Sound and A1A
roadway.

Architectural Review Board
Amelia Island Plantation property owners share a special development process designed to harmoniously blend
residential/resort uses and amenities with the spectacular natural environment of Amelia Island. The Sea Pines Company
of Hilton Head, South Carolina, purchased property on the south end of Amelia Island in 1969 and initiated a Master
Planning Process for Amelia Island Plantation that focused on designing a community “in harmony with nature”. To support
the implementation of the Master Plan, major development standards were incorporated into a Declaration of Covenants
and Restrictions for the community. The Covenants and Restrictions (Covenants) were recorded against the land.
Additionally, the Covenants and Restrictions vested responsibility for architectural control in the Amelia Island Company
(and its successor in interest Omni Amelia Island LLC) and provided for an architectural control process to review and
approve all new construction, additions and alterations to existing structures, and other changes to the natural
environment. The Amelia Island Plantation Architectural Review Board (ARB), which is operated by Omni, was established
to implement this process.
The ARB strives to encourage homes, villas, commercials/resort facilities and site improvements, including landscaping to
be designed, constructed and/or installed in forms, colors and textures that blend and complement our natural setting.
Over the long and successful history of Amelia Island Plantation, architectural design, construction materials and property
owner needs and preferences have changed and evolved. Additionally, design standards have been changed from
neighborhood to by neighborhood to support different residential products. This evolution is intended to keep the
property vibrant and to protect and enhance property values. The variations from neighborhood to neighborhood help to
create a unique and distinctive property. Historic period architecture or literal historic replications are discouraged.
However, design details or planning concepts from particular styles are encouraged when blended harmoniously into a
contemporary, site-specific concept.
Villas and commercial/ resort facilities are generally designed and built as a whole or in phases. The design and
architectural character is unified and consistent. Generally, the design standards are reflected in the product. Some
Condominium and Home Owner Associations have adopted specific standards to guide modifications and to insure a
uniform character for owner changes and to protect the value of common properties.
Owners should check with their respective Associations to determine if they have adopted any specific rules, regulations
or standards related to exterior or interior changes. While the ARB is only concerned with changes to the exterior
appearance of homes, condominiums, commercial/resort facilities, the condominium association may be concerned with
interior changes since usually the condominium owner only owns the interior space typically referenced as from paint to
paint. In reviewing applications from condominium owners or from owners in HOAs, the Architectural Review gives great
weight to the opinions and recommendation of their respective Associations.
Q: When is the ARB review required?
A: All new exterior construction, renovations, and site improvements for homes, condominiums, and commercial facilities
within Amelia Island Plantation require review and prior approval by the AIP Architectural Review Board. Further, all
activities that affect the natural environment, such as tree removal and major re-landscaping require ARB review and
approval; the addition of significant site features such as decorative ponds, lighting, fountains, patios, terraces, decks
and/or swimming pools require ARB approval; and all driveway paving, whether new or a replacement of an existing
driveway, requires ARB Approval.

Q: Does maintenance work require ARB review?
A: Maintenance work does not require ARB approval. Examples include re-painting, re-staining, re-roofing, and similar
repairs, provided there is no change in the original exterior appearance, color or materials. If the planned maintenance
activities will result in a change to the current appearance, then the Covenants and Restriction require review and approval
by the AIP Architectural Review Board. ARB review is not required for minor landscaping changes but the removal of any
live or dead tree six inches or greater in diameter measured 2 feet above the ground level requires an ARB Tree Removal
Permit (see website at www.aip-arb.com further details).
Q: What are the plan review and permit procedures?
A: The Plan Review Process New structures, additions and modifications to existing structures, docks, patios, terraces,
decks, bulkheads, new landscape concepts or major landscape modifications and similar physical changes require
construction plans for ARB review and approval. Construction plans, together with a completed ARB Application Form and
an Application, Review and Permit Fee (Review Fee), are generally required for the ARB Review Process. The ARB
encourages most applications to be submitted and reviewed in a two-step process. In the first step, a preliminary or
concept plan is submitted for ARB Review. After receiving preliminary approval, detailed construction plans are prepared
and submitted for ARB review and final approval. This two-step process reduces expensive changes and redesigns. It has
evolved from experience with an eye toward assuring quality design and construction with the least inconvenience to the
owner, the architect, the contractor, and the neighbors. Smaller and less complex projects may only require a single review.
The individual circumstances for each project determine how the project is reviewed.
Layout inspection is required. Upon approval of the required plans, the contractor stakes out the proposed improvements
on the site and the location of these improvements are inspected by a representative of the ARB to verify that the planned
improvements are compatible with the natural and surrounding man-made environmental elements.
Amelia Island Plantation Community Association (AIPCA) requires payment of Impact Fees and a Road Bond. New
projects and additions of 1,000 square feet or more pay both. A road bond is required for any project regardless of size
where there is a potential to damage the community roads as determined by the AIPCA Common Property Committee. At
the completion of construction, the road bond is returned if the roadway and shoulders are free of damage and the project
complies with the ARB approvals.
Any changes that affect the outside appearance of the project require ARB approval prior to implementation. Changes
frequently occur during the construction process. If such changes affect the exterior appearance, the change must be
approved by the ARB prior to its implementation.
ARB Color Approval is required. An ARB color approval is required prior to the application of any exterior finishes, including
stain, paint, stucco and roofing. The purpose of this approval is to ensure that all colors and finishes are compatible with
the unique character of each site. Exterior maintenance where the finish (color and/or material) remains the same does
not require an approval; however, all changes to existing exterior finishes require an ARB written approval.
ARB Compliance Inspection is required. At the completion of the project, a Compliance Inspection is scheduled with an
ARB representative. If the project has been completed per ARB guidelines and the approved plans, then the ARB certifies
ARB Compliance. This certification begins the process for return of the road bond.

Tree Removal Permits are required. A written ARB Tree Removal Permit is required to remove any tree greater than six (6)
inches or greater in diameter as measured two (2) feet above ground level.
ARB Application, Review and Permit Fees are required. Payment of an Application, Review and Permit Fee is required for
most projects. Administrative reviews and approvals on behalf of the ARB are not charged a fee. Examples include: Tree
Removal Permits, Color Inspections for existing homes and other minor architectural and landscape improvements.

Moving to Florida
ESTABLISHING RESIDENCY
To establish residency, you may register to vote or obtain a Florida driver’s license (see below). In some
cases, you may need to file a Declaration of Domicile, which is an affidavit available at the Nassau County
Courthouse, 416 Centre Street, Fernandina Beach. Filing one copy with the Circuit Court provides a record of your
home. Simply moving to the state does not guarantee legal residency for some purposes. For more information, call the
Clerk of Circuit Court at 904-548-4600.
AD VALOREM TAXES
These taxes are based on the assessed value of your property multiplied by the millage rate. If you or a dependent
living in your home are permanent residents of Florida, you can obtain a homestead exemption that reduces
the assessed value of your home by up to $50,000. Property taxes are billed at year-end, with a discount if prepaid. All
property is subject to periodic re-evaluation by the Nassau County Property Appraiser. Property with a homestead ex-
emption is limited to a maximum 3% increase in assessed value per year. For more information, see the Florida De-

FLOOD INSURANCE
Federally insured flood insurance is offered by insurers licensed by the Federal Emergency Management Agency (FEMA).
There have been several changes in the law covering the flood insurance program and you should consult your lender
or insurance broker to determine the flood insurance requirements for your property. To determine which flood zone
your property is in, check with your insurance broker or go to www.msc.fema.gov/portal. You will also need to obtain
an Elevation Certificate for your property.
AUTO INSURANCE
Florida requires all vehicles registered in Florida to carry insurance. You must purchase the minimum coverage of $10,000
for personal injury protection (PIP) insurance and $10,000 for property damage liability (PDL) insurance. Florida is a no-
fault insurance state, so if you are injured in an accident, your insurance will pay your medical costs up to your policy’s
limit regardless of who caused the accident. Your PIP insurance will also cover your dependents and passengers in your
car who do not have their own PIP insurance. For further information on the State of Florida’s insurance law, see

OCCUPATIONAL LICENSES
Anyone interested in starting a business in Nassau County first must apply to the Nassau County Building Office, 904-
491-7337. for an occupational license. For a business within the Fernandina Beach city limits, an application must also
be submitted to the Community Development Office at 904-310-3135.

SEAT BELTS
Florida law requires seat belts be worn by all persons in the front seat and all passengers under 18 regardless of
where they are sitting. Children age 3 and younger must be secured in federally approved child-restraint seats, and
children age 4 to 5 must use either a child-restraint seat or a seat belt. For more information on the Florida seat belt

DRIVER’S LICENSE AND VEHICLE REGISTRATION
Florida law requires all permanent residents operating motor vehicles to obtain a Florida driver’s license within 30 days
of moving to Florida. To exchange your current driver’s license for a Florida driver’s license, go to the Nassau County
Tax Collector’s Office on License Road in Yulee. You will have to prove your identity, Social Security number and resi-
dential address and then pass a vision test. For more information on the types of proof you will need and to find out

To register your vehicle in Florida, it is recommended that you first obtain a Florida driver’s license. You can register
your vehicle and obtain Florida license plate tags at the Nassau County Tax Collector’s Office on License Road in Yulee.
You must bring proof of Florida auto insurance, the title to your vehicle(s) and the vehicle(s) to be registered so that
officials can verify the mileage and vehicle identification number. Registration costs vary. For more information, go to

VOTER REGISTRATION
If you are a U.S. citizen, a resident of Florida, and at least 18 years of age, you are eligible to vote Florida. To vote in
primaries, you must declare your party affiliation. You may register at the Nassau County Courthouse, 416 Centre
Street, Fernandina Beach during regular business hours. You can also register to vote when you obtain a Florida driver’s

ELECTION DATES
A General Election is held in November of every even-numbered year. Primary Elections to nominate party candidates
for the General Election are 10 weeks before the General Election. Additionally, a Presidential Preference Primary

WILLS
Florida does not have an estate tax, but you must declare your intention to become a legal resident of Florida to benefit

website login and verification code via email from aipca@castlegroup.com.

ANNUAL ASSESSMENTS
The AIPCA prepares an annual budget each year which is approved at a Board Meeting in the Fall and the annual
assessment is then billed in February of each year. The budget includes all revenue and expenses for the AIPCA which is
divided into the following departments: General and Administrative, Common Properties, Security, Walker’s Landing, the
Property Owner’s Clubhouse, and Renewal and Redevelopment. As part of those departments, the annual assessments
include the following main categories: security, landscaping, Management, maintenance of roads, trails and paths, parks,
roadsides, dunes and lagoons, lighting and common properties owned by the AIPCA. Every property owner shall receive
a statement in early February for payment of the annual assessments. The assessment is due March 1st of each year and
considered late after March 31st of each year. Community Association assessments may be paid by mail at Amelia Island
Plantation Community Association c/o Popular Community Bank, P.O. Box 169010, Miami, Florida 33116-9010 or log into
the website at www.aipca.net and click on “Pay Assessment” under the “Member Services” column. Please note that the
online payment feature requires separate login information.
If you choose to pay your assessments by mail:
Checks should be made payable to AIPCA.
▪ Please be sure to include your statement payment slip with your payment check. Also, please be sure to write
your account number on your check. This will ensure that your account is properly credited. Your account
number can be located on the green return strip on the bottom of your statement.
▪ If you are a Villa or Condo owner, please do not combine your Villa or Condo association and AIP Community
Association fees together on one check. These are separate corporations and must receive separate payments.
▪ To ensure that your payment is credited in a timely fashion, please do not include your association fees in any

MEMBERSHIP CARDS

must be physically present at the point of sale to show your AIPCA Membership Card; your guest, however, may provide

ADDRESS CHANGES
If your mailing address changes, it is your responsibility to notify AIPCA in writing. Remember, notifying the Amelia Island
Equity Club or Amelia Island Rental Property Owners (AIRPO) does not communicate that change to AIPCA. The mailing
lists are not identical, and each is maintained by a totally different entity.
For changes of address: please provide your name, address, phone number, account number, AIP property address or the
legal description of your property via email to aipca@castlegroup.com or via fax at 904-491-9853. You mail also mail this

OWNERSHIP CHANGES
If you sell your property or change the ownership, AIPCA must receive legal documentation of that change, i.e., settlement

OWNER’S VEHICLES
Owner’s vehicles must be registered with Security to ensure easy access in and around the property. Contact Security at

RADIO FREQUENCY IDENTIFICATION (RFID) TAGS FOR VEHICLES
AIPCA uses a gate entry system that utilizes radio frequency identification (RFID) tags on your vehicles to gain automated
gate entry. The cost of the tag is $20 per vehicle. Residents with rental cars or repair loaners may speak directly with the
Director of Security regarding a temporary RFID tag that hangs from the rear-view mirror. Tags are to be purchased at the
AIPCA/Castle Group office and will be installed at the main Security Gate.
See the separate section that describes the gate entry process for all visitors, including commercial/service vehicles entitled
“Gate Entry System.”
PET POLICY
While many of us own dogs and enjoy the spacious common areas of Amelia Island Plantation for walking our pooches,
we all need to be respectful of each other and the larger community. Our Community’s policy on dogs requires:
▪ Keep pets on a leash when not safely confined on the member’s property. Dogs are not permitted to run loose on
AIP, a citation or violation fine may be issued.
▪ Owners will not permit their pets to soil anyone's yard, personal property or common areas. The owner is
responsible for the removal and disposal of pet waste.
▪ Barking dogs, creating disturbances to others, are not permitted. Citation will be issued.
▪ Dogs should not be allowed to soil any of the beaches or dunes areas.

Every property owner must register with Security to facilitate the gate entry process for their guests and any
commercial/service guests.
REGISTRATION PROCESS (ONE-TIME):
For internet users
1. E-mail security@aipca.net at any time…or phone the Director/Assistant Director of Security at 904-277-
5915/277-5917 (Monday-Friday 7:30 AM to 4:00 PM).
2. Register a primary phone number (and up to two other numbers) with Security.
3. Request a temporary PIN to initiate registration.
4. Go to www.aipca.net. Under the “Security” menu, click “Gate Access.” You can also find this information on
the resident’s page after login under “Security” menu.
5. Pull up your private individualized gate entry information:
a. Your User ID is the primary phone number you gave Security in Step Two. Enter the last 7 digits
with no dashes or spaces. For example, if your phone number is 904-123-4567, your User ID is
1234567.
b. Your PIN is the one you received from Security in Step Three
6. Fill out the registration page and create a new four-digit PIN.

FOR COMMERCIAL/SERVICE PERSONNEL:
Security has a program that allows commercial & service vendors to purchase an RFID tag for a yearly fee of
$200. Commercial vendors that have enrolled in this gate device system have provided Security with a current copy of
their driver’s license and the automated gates routinely track their entries.
Any commercial vendors not enrolled in the Commercial Entry system must be pre-authorized by the owner to access
property. Any commercial vendor, repair person, contractor, cleaning service, home decorator, pool service, dog walker,
etc. who is not pre-authorized will not be allowed entry to the community.
What does this mean to you? You can easily authorize entry in three ways:
1. Request your vendor to enroll in the Commercial Entry system. (Preferred)
2. Call them in for each visit (in advance), as you do with personal guests.
3. Put them on your personal guest list for entry. This one-time action will allow them access to your property.
You do not have to call them in for every visit. However, this must be done in writing or on-line. Vendors
can be placed on your guest list by one of three methods:
a. Use the “Gate Access” link at www.aipca.net under the “Security” menu.
b. E-mail the Security Department at security@aipca.net.
c. Drop off a signed list at Security

Landscaping Guidelines
By following these guidelines, your home’s landscape will be in keeping with the Community-Wide Standard.
▪ Landscapes within Amelia Island Plantation should be serviced weekly. No unauthorized dumping of debris,
litter, trash, trimmings, etc. on common areas or vacant lots is allowed. You may call Martex Services at 261-
5364 or Stateline Disposal at 904-261-7186 to arrange for debris pick-up at your expense.
▪ Mowing: All grass shall be mowed weekly during the growing season to include edging and trimming around
all plant beds, walkways, objects and paved areas.
▪ Blowing: All outdoor areas and surfaces shall be blown clean once per week
▪ Fertilization: Fertilizer shall be applied as necessary to maintain the health and vigor of lawns, shrubs and
flowers. If contracted, these services shall be performed by a State of Florida licensed applicator and conform
to State laws. For more information: http://www.doacs.state.fl.us/onestop/aes/fertilizer.html.
▪ Pest Control: The owner shall control pests such as weeds, insects, or pathogens which would have a negative
impact on any landscape element. If these services are contracted, they shall be performed by a State of
Florida licensed applicator and conform to State laws. The Owner shall remove application warning signage as
quickly as allowed by law.
▪ Pruning: Plant materials should be pruned at appropriate times to maintain intended scale, control
encroachment and prevent damage or interference to pedestrians or vehicles. Use proper pruning techniques
to promote flower bud development, encourage good plant health and prevent harsh or squared off edges.
Replace any dead plants at once.
▪ Litter and Debris: All trash, litter or debris shall be removed weekly from the property.
▪ Outdoor Lighting: Timed exterior lights, if used by property owners, shall be set ½ hour before sunset to turn
on, and ½ hour after sunrise to turn off. Any lights shall be maintained in safe, operable and aesthetically
pleasing condition.
▪ Mulch Installation: Mulch should be applied twice per year, once in the spring and once in the fall and
freshened as needed to provide a maintained appearance. Mulch should be natural in color.
▪ Trees: Tree maintenance to maintain health or remove dead, broken or obstructing limbs shall be performed
as needed by a qualified arborist. Removal of any tree over 6’’ in diameter, measured at a point two (2) feet
above ground level requires an ARB permit.
▪ Flower Beds: Any annual flower beds should be maintained and replaced seasonally.
SPRINKLER SYSTEM MAINTENANCE
General: Irrigation systems should conform to the rules and regulations of any local authority having jurisdiction and/or
The St. Johns River Water Management District concerning irrigation. Use of certified irrigation companies to perform
irrigation system maintenance and installation is encouraged.
Repairs: Repairs to the sprinkler system are to be made as soon as damages are discovered.

Amelia Island Plantation is part of the St. Johns River Water Management District. All properties are restricted to watering
only one or two days a week, per the schedule and rules below. Please do your part in helping us be good stewards of our
fresh-water resources by following the new regulations below. For more information, visit the District’s website at

KNOW YOUR DAYS
Mandatory lawn watering restrictions specify the days when you may water. These days depend on whether you have an
odd or even numbered address, and the time of year.

Q: Why is irrigation being limited?
A: Public water supply is the largest category of water use in the District’s 18-county region — about 565.5 million gallons
of water a day. The bulk of this water is for residential water use, and landscape irrigation can account for more than 50
percent of total water use at residential locations. Freshwater is a finite resource in Florida, and increased conservation
will delay the need to implement some expensive alternative water supplies in the future.
Q: Why were weekend days chosen as watering days when that’s when many people do yard work?
A: Not everyone has an automatic in-ground irrigation system, and those who use hoses and sprinklers need some
weekend time for irrigation. If your watering day is Saturday and you want to work in your yard on Saturday morning, try
watering Saturday evening after you complete your yard work. Remember that just because you can water on a certain
day, it doesn’t mean that you should water. Watch for signs of stress before deciding to water.
Q: Why is watering restricted to one day a week in the winter?
A: Based on scientific analysis from the University of Florida IFAS program, healthy Florida lawns require no more than two
days per week of water during the hot, dry season — less during rainy periods — and no more than one day a week during
cooler weather. Additional irrigation is unnecessary and wasteful.

Q: Is water from wells, lakes and rivers exempt from the restrictions?
A: No. Restrictions apply to water withdrawn from ground or surface water, from a private well or pump, or from a public
or private utility.
Q: Can I water newly planted grass and/or plants, and can I water in fertilizers and pesticides?
A: Yes. Exceptions for newly planted landscaping and watering in fertilizers and pesticides are detailed at

Q: Is the use of reclaimed water exempt from the restrictions?
A: The District’s restrictions allow the use of reclaimed water anytime. However, local governments may restrict the use of
reclaimed water for their customers, so it is advisable to check with your local government to learn if a restriction applies.
Q: How are the watering restrictions enforced?
A: Many local governments have passed, or are in the process of passing, watering restrictions ordinances that allow local
enforcement of the St. Johns River Water Management District rule. Where there is not local enforcement, the District has
a compliance program.
Q: Does my city or county have an ordinance implementing the watering restrictions?

adopted ordinances that fully implement the District’s restrictions.
Q: What is the penalty for violating the watering restrictions?
A: The District is committed to educating its residents about the watering restrictions. Violators may be subject to penalties.
Local governments that have adopted an ordinance may have their own enforcement program.
Q: How can I report an irrigation violation?
A: Contact information for local governments that have adopted watering restrictions ordinances is listed on the District’s
website at http://www.sjrwmd.com/wateringrestrictions/localordinances.html. In areas where no local ordinance has
been adopted, violations can be reported to the District’s Irrigation Call Center at (800) 232-0904.
Q: Are there watering restrictions for vegetable gardens?
A: Gardens are considered agricultural crops and irrigation may occur before 10 a.m. or after 4 p.m., but irrigation is not
subject to the day of the week restrictions. Irrigation using a hand-held hose, micro-spray, micro-jet, drip or bubbler
irrigation system is allowed anytime.

Q: What do homeowners do with yard waste?
A: Call Martex and arrange to have it picked up at the homeowner’s cost. It cannot be out on the curb more than 24 hours
in advance of pick up.
Q: Is there a policy on what to do with hazardous waste? (paint cans, batteries, household chemicals)
A: Paint cans may be disposed of with normal waste, if the tops are off and the paint is dry. Also, contact Keep Nassau

A: Your Community Association vendor (Martex) will pick up Christmas trees. Please place your trees by the curb and

FLORIDA REGULATIONS REGARDING SCHOOL REGISTRATION
Florida offers public education from kindergarten through high school. Kindergarten is compulsory, and children entering
kindergarten must be five years old on or before September 1 of that year. To register your child in a Florida public school,
you must be able to show proof of a complete medical examination no more than one-year prior to the registration and
present a birth certificate. You also must show proof of the following immunizations: measles, mumps and rubella; polio;
diphtheria, pertussis and Tetanus; Hepatitis B; and Varicella vaccine.

Community Amenities
The Amelia Island Plantation Community Association maintains the following Community Amenities:
AURY ISLAND
Aury Island is a children's playground and fishing area. It is named after
Louis Aury the Mexican pirate who used Amelia Island as a base of
operation during the early 1800's. It was Aury who caused the United
States to take possession of the island 'in trust' for Spain. This curbed
smuggling and maintained effective control of the island until East
Florida was ceded to the United States on July 10, 1821. Aury Island
was in the original plan for Amelia Island Plantation and remains
popular as a special island getaway within Amelia Island Plantation.
Aury Island can be accessed from Beach Walker Road near Lagoon Villas or near the first tee of the Ocean Links golf course.
It is an approximately one-acre property that offers wonderful views of Aury Island Lagoon and is a great spot for catch &
release fishing and birding. It also includes a pirate playground, walking trails, a fishing dock and low voltage lighting at
night.
THE DUNES
The Amelia Island Plantation Community Association manages the dune system, planting sea oats, installing sand fencing
where necessary and signage to protect the dunes it owns from damage and erosion. The AIPCA provides walkovers for
public access to the beach between the Ocean Club and Ocean Club Villas South, between Spyglass and Beachside, and
between Beach Walker and Captain’s Court.
BEACH ACCESS
Although the AIPCA does not own the beaches contiguous to our property, it is authorized to manage the beaches adjacent
to the Property according to the Covenants. There are three beach access locations on the common properties for all
AIPCA members. They are as follows:
1. North of the Hotel & Conference Center via the walking path to the north of Beachside Villas and to the south
of Spyglass Villas (off Beach Wood Road) … has limited parking space for 5-6 vehicles
2. North of the Hotel & Conference Center via the walking path north of Ocean Club Villas South and south of
the Ocean Club (off Beach Wood Road) … no parking available
3. South of the Hotel & Conference Center via the walking path south of Captain’s Court Villas and north of Beach
Walker Villas (just south of the Captain’s Court tennis court) … no parking available

If you don’t live close to one of these beach access paths, it is recommended that you walk, bicycle, or arrange for drop off
and pick up. Please note that the parking spaces located near paths # 2 and #3 are reserved for owners of the relevant
condominiums and their invited guests; Ocean Club parking spaces are reserved for Club members.
Please reference the above map to locate these three paths and associated parking areas. There is also public beach access
with restroom facilities and parking that is maintained by the State of Florida north of our community off Burney Road at
Burney Park.
BIKE PATHS
The Amelia Island Plantation Community Association owns approximately nine miles of biking and walking paths
throughout the community. Maps of these trails are available at Amelia’s Wheels, Omni’s hotel front desk and at the Main
Security Gate. In addition, at State Road A1A a 14-mile public access trail connects the southern tip of the island to
downtown Fernandina Beach in the north end.
DRUMMOND POINT PARK
This approximately 6-acre park property is located off Sea
Marsh Road, at the western end of a significant peninsula,
jutting into the salt marsh. Our newly renovated park
includes several play areas including a basketball court, a
pavilion with restrooms, grills, Wi-Fi and water fountains,
large open green space, gazebos, a small pond, several nature
trails and wildlife observatory, including a boardwalk and
deck area extending into the marsh.

MEMORIAL WALK & GARDEN
What was once a cluttered utility area on the ocean side has been transformed by the
Community Association into a Memorial Walk and Garden - a quiet space of beauty and
serenity with a small lagoon and fountain. The Garden, which overlooks Ocean Links Golf
Course, was dedicated by residents to friends and family and to those who contributed
to the community during their time here.
The Common Properties Committee of AIPCA is responsible for the care and upkeep of
this area. It is the plan of the Committee to complete the design of the Garden as
donations are received. The Committee and landscape architect will choose specimen
shrubs and trees. All names will be placed on pavers instead of having plaques.
COMMUNITY CENTER
Now under construction, the Amelia Island Plantation community center will serve as the community hub and living room
for all residential property owners of Amelia Island Plantation. Centrally located next to the Oak Marsh Golf Club, residents
will gather at the Community Center for social events, community meetings, card games and special occasions. Keep up

WALKER’S LANDING (WL)
Walker’s Landing is an approximately six-acre property, located off Marsh Creek Road, on a west-facing promontory that
overlooks an expanse of salt marsh and the Amelia River inter-coastal waterway. The site includes 5,489-square feet, high-
ceilinged building that can seat 250 people. The 1,800 square feet meeting space is heated and cooled. The building
contains a catering kitchen, fireplace, large screened-in porch and a
wide wrap-around deck and is used frequently for weddings and other
special events. This common property also includes picnic tables,
outdoor grills, nature trail, boat launching ramp, dock, kayak storage
facility and public restrooms. Maintenance of Walker’s Landing
includes the boat launch facility and the bulkhead along the east side
of the creek. Expenses of this facility are offset by user fees.
The facility is available to owners for functions under the terms of a
User Agreement and payment of a user fee. Reservations can be made

SEA MARSH GARDEN
Sea Marsh Garden is located at the corner of Sea Marsh Road across from Club Villas. The natural lake provides the
backdrop for this beautiful park setting, which was created by the Common Properties Committee.
Frequented by walkers, cyclists and birding enthusiasts the Sea Marsh Garden is a fine example of living with nature. A
small platform allows overview of the lagoon’s inhabitants as well as a quiet place to rest or drop a fishing line.
THE WILLOW CONSERVANCY
The Willow Conservancy is a wildlife sanctuary of approximately two acres,
containing a live oak canopy forest, a nature trail, environmental signposts,
and other features. It provides a home to an assortment of warblers,
woodpeckers, and other birds as well as nocturnal creatures such as
raccoons, armadillos, opossum, and even bobcats. The path is shaded by
live oaks, magnolias, hickory, sabal palms and willow trees.

The world comes to Amelia Island to celebrate indie film, music, and gaming when the Rendezvous Music and Film Festival
kicks off in Historic Downtown Fernandina. Per Chairman Randy Bowman, Rendezvous, a re-branding and expansion of
the Amelia Island Film Festival, “has gone from regional to international. You can see a short film, then hop over to a
discussion, go to a concert and a premiere, all within the historic downtown area…we’ve designed it so people to choose
wisely and not miss a thing.” The Festival is named after the legendary music club on Amelia Island’s American Beach that
once hosted famed musicians such as Louis Armstrong, James Brown, Billie Daniels, and Ray Charles in the 1930’s, 40’s,
and 50’s before falling to Hurricane Dora in 1964.

PETANQUE AMERICA OPEN
Join the largest Petanque Tournament in the USA! Petanque popularity keeps rising in our country. But players are scat-
tered over the 50 states and do not have many opportunities to meet, mingle and play. Last year, 320 players came from
25 states plus 9 countries and had a marvelous time. Lots of new friendships were made. High fives and laughter went on
from morning till night. It certainly helps that the Fernandina Harbor marina is a beautiful setting, with plenty restaurants
& bars in walking distance, and lots of breeze and sunshine. Not unlike La Ciotat on the French Mediterranean coast,
where petanque started in 1907.

BEACH ACCESS
Fletcher Avenue (Florida A1A) is the main beach road, running parallel to the ocean for most of Amelia Island’s length.
Fernandina Beach has 40 beach access points along North and South Fletcher Avenue; about half have parking. Look for
the blue access point signs. The beach also may be reached at Fort Clinch and Amelia Island state parks and at five Nassau
County access points, three with parking.
BEACH DRIVING
Vehicles may access the beach at Amelia Island State, Burney Road, Peters Point and Seaside parks. Permits are required
for out-of-county residents to drive on the beach. Daily and annual passes are available.

DUNES
Amelia Island’s beaches are framed by environmentally sensitive dunes. Do not pick the sea oats or walk in the dunes –
this is Florida state law. No vehicles or horses are allowed on dunes or vegetation. The 60-foot high, 8.5-acre NaNa dune
system at American Beach is protected by the National Park Service as part of the Timucuan Ecological & Historical Pre-
serve.
HANDICAP ACCESS
Handicap accessible beach accesses are located at Burney, Main Beach, North Beach, Peters Point and Seaside parks and
the Mantanza beach access. A beach accessible wheelchair is available from the Fernandina Beach Parks and Recreation
Department by calling (904) 310-3350.
HORSES
Horses are permitted only on county beaches and must always be under the control of a rider. Horses are not allowed on
dunes or vegetation.
Parking for horse trailers is at Peters Point Park. Trailer permits are required and are available from Nassau County Animal
Control, 86078 License Road, Yulee, (904) 491-7440. Trailer permits are free for county residents; there is a charge for
commercial and non-resident trailers.

LIFEGUARDS
Lifeguards are NEVER on duty on the beaches in front of Amelia Island Plantation; however, lifeguards are on duty seven
days a week from Memorial Day to Labor Day and weekends in May. Lifeguard towers are located at Burney, Main Beach,
North End, Peters Point and Seaside parks and the Scott Road Beach Access. Call (904) 277-7331 for more information.
LIGHTNING
Lightning is a hazard that should be viewed seriously. Immediately seek shelter any time you believe lightning threatens.
Integrated Lightning Prediction and Warning Systems are installed at American Beach Historic, Burney, Main Beach and
Peters Point parks and the Scott Road Beach Access.
PARKING
Parking at public beach accesses is free of charge.
PETS
Pets are permitted but must be on a leash. Pet owners are responsible for immediate clean-up.
PROHIBITED
Alcoholic beverages, glass bottles, littering and overnight camping within Fernandina Beach city limits are all prohibited.
RESTROOMS
Public restrooms are located at Burney, Main Beach, Peters Point and Seaside parks.
RIP CURRENTS
Rip currents are powerful, channeled currents of water flowing away from shore. If you are caught in a rip current stay
calm and don’t fight the current. Swim parallel to the shoreline. Float or tread water if you’re unable to escape by swim-
ming. When the current weakens, swim at an angle (away from the current) toward shore. If you cannot reach shore, draw
attention to yourself. Face the shore, call or wave for help and an Ocean Rescue guard will respond.
SAND
Florida’s wide, sandy beaches are made up of quartz crystals produced by the weathering of continental land masses like
the Appalachians. The quartz is washed down America's great rivers into the Atlantic and the Gulf of Mexico where it is
carried onto the beaches by water currents and waves.

SEA TURTLES
Each summer, loggerhead, green and leatherback sea turtles emerge from the surf to lay their ping pong ball-size eggs in
the sand and then quickly return to the sea. Dedicated locals volunteer to patrol the beaches to log the nests and track
hatchings.
Please protect these endangered sea turtles by leaving nests, eggs and hatchlings undisturbed. From May 1 to October
31, lights that shine on the beach and open fires are prohibited from sundown to sunup.
SURFING
Mild surf conditions and varying underwater terrain make this a great place for novices to learn and experts to practice.
Boards can be purchased or rented and lessons are available. Surfers must have surf and boogie boards tethered to one
leg while in the water.
WEDDINGS
Weddings are allowed on the beach and no special permits are required. All beach regulations must be followed. Marriage
licenses are issued by the Nassau County Clerk of Courts. Call (904) 548-4600 for more information.
