GROUPS The region continues to encourage and recommend formation of groups which must be maintained to ensure Constituencies meet at minimum their recognized status. There is only one unrecognized Constituency in the region, and this is due to one division not having the required number of groups. The region recommends that groups should be used to disseminate information from the party and maintain contact with their membership. Groups should be used as a canvassing tool also to assist scrutineers with verification in their area. 49

54 ARMS AND AFFILIATES PNPYO The main focus of the Region II PNPYO for the political year 22/23 was to contribute to the understanding of how the involvement of youth in politics was relevant and to change their view of the political process. In addition, our role was to examine the views of the youths of the People’s National Party and garner youth participation right across the length and breadth of the three parishes of the region in an effort to give support in youth participation and other elements in the electoral process. This report analyses youth social involvement as a source of support and examines the different challenges that are faced by them. Different strategies were explored to determine how to address some of these challenges, to further support youth involvement and to double the efforts of winning all seven constituencies in the next general election. Region II has endured an eventful political year, however, the officers and members remained steadfast and unshakeable in fulfilling its mandate. We are pleased to report that the region had a full complement of executive members in each constituency who were active and functional. The team, led by Region Chairman Cde. Chelsea Chin, has had the opportunity to advance the efforts of the party within the region, build on its principles and promote hardworking youths within the managerial structure of the region. Many of our planned activities were hindered as we began preparation for the unexpected passing of our Chairman and Councillor of the Islington Division Cde. Cllr. Lincoln Dixon on March 2, 2023. He was an advocate for the PNPYO and will be greatly missed. Region 2 PNPYO is actively recruiting members right across the region. We have been the main support for all Councillors and Councillor candidates as it relates to canvassing and campaigning. We are active across all division and constituency executives. Our first event was on March 12, with a door-to-door canvass and recruitment drive within the South Eastern St. Mary Constituency in the Annotto Bay Division. We were accompanied by the Councillor candidate Knute Barclay where he was able to rally youths and talk with the constituents, and we effectively and efficiently recruited 15 members. In April, members of the St. Mary PNPYO attended a seminar held by the National Family Planning Board, where a Chatbot that is intended to be used for teenagers as an information platform was tested. Subsequently, we now have members of our PNP Youth Organization as ambassadors for the National Family Planning Board. Later in April was the thanksgiving ceremony for Cde. Cllr. Lincoln Dixon, where members of our YO from across the region did various tributes. Thereafter, members from St. Mary and St. Thomas attended a function at the Jewel Grande Resort and Spa in Montego Bay, on 5-7; May under the theme, ‘Political Actors Training.’ Where we learned more about political acts and their intentions. We were also able to interact with other members of the PNPYO from different regions. The St. Mary PNP Youth Organization is now in the process of planning a fundraiser whether a raffle or a barbecue or both combined, further discussion will be done with the executives at a later date about this event. The region participated in standard national holidays and projects such as Read across Jamaica Day, Mother’s Day, Father’s Day, Labour Day. We are actively involved in enumeration and canvassing and various outreach activities in partnership with Councillors and Councillor Candidates. The executive is actively working on reviving the groups within Portland and St. Thomas. While many of our members have embarked on different journeys in their personal lives, they have remained committed to the cause of the People’s National Party’s


55 Youth Organization and continue to play a prominent role in the rise of the organization. The aim is to encourage our members to generate a positive impact by becoming actively involved in politics and the development of our communities. TRIBUTE The Region 2 PNPYO bids farewell to a great Councillor and Region Chairman, Cde. Cllr. Lincoln Dixon who passed away on March 2, 2023. We are deeply saddened by the news of his passing and extend condolences to his family, friends and division. Cde. Cllr. Dixon had a great impact on the St. Mary PNPYO and the region by extension. He contributed immensely towards the advancements of our members by assisting financially and stimulating the capabilities of those he encountered. Cllr. Dixon was instrumental in the execution of many projects that were implemented. He was also involved in the promotion of many of our youths who have proven to be true and valiant comrades. Region 2 PNPYO would like to express our eternal gratitude to Cde. Dixon for his many selfless contributions to the YO and the Region. He is greatly missed, not only by those who knew and worked with him but also many whose lives he had an enormous impact. His legacy lives on. THANKS The region would like to express sincerest gratitude to Cde. Dr. Morais Guy MP for his support and guidance throughout the years. He has been a pillar of strength and never hesitates to share his wisdom and knowledge which was helpful in steering us on the right path. As he moves into the next phase of his life, we want to wish him all the best in his endeavours, and may he be a beacon of light for many others as he was for us. Special shout out to the Region Secretary Cde. Davian McAnuff, Parish Chairmen, Cde. Akaylia Boswell – St. Mary, Cde. Malcolm McCarthy– Portland, Cde. Loyette Lee- St. Thomas who were vital in the smooth operations of the Region. CONGRATULATIONS Best wishes to Cde. Breanna Rodney and Cde. Davian McAnuff who have started their tertiary education. Cde. Tashiba Julius for launching her small business, Lignum Vitae Skincare Cde. Shaniel Campbell who completed her Bachelor of Science (Honors) CONCLUSION Most young people are facing social and economic challenges and they are regularly excluded from policy decisions that affect them now and have implications on their future. The Region is dedicated to exploring the role youth in politics can play in addressing unmet demands of young people right across the country. While not a panacea for youth development, Region II represents a complementary pathway. REGION II PNPYO is enthusiastic about the prepared interventions in an effort to ensure the growth of youth participation in the region to respond to the real needs of the people and to propel them towards their greatest potential. PNP WOMEN’S MOVEMENT “She is clothed with strength and dignity, and she laughs without fear of the future.” Proverbs 21:35 NLT BACKGROUND The Region Two membership of the PNPWM is a plethora of strong, hardworking and dedicated women who fight for Social Justice for Women, Children, PNP and Jamaica. Despite our adversities such as having only one (1) PNP Constituency out of seven (7) and Losing one of our biggest supporters, the late Regional Chairman Cde Cllr Lincoln Dixon, the Cde sisters still remained focused on our main Goal. For the Political Year 2022-2023, our main focus was to reenergize the membership whilst meeting the constitutional


56 requirements of the movement, one of which was to reregister all groups. The Change in leadership made the process a bit hard, however I am proud to say that we are 60% through the process. In the body of this report, there will be details of our gains and struggles that took place in the outgoing political year. UNITS Some of the Unit members in St Mary met on October 30 at the Central St Mary Constituency office and on November 12 the St Thomas units met at the Port Morant Primary School. The Region Currently has twenty (20) Units registered representing three hundred and Twenty-Two (322) members. CONDOLENCES We lost many of our Cde sisters in the last political year such as Brenda Reid, Cde Althea Duckett, Cde Theresa Pink-McTavish, Cde Audrey Senior among others who aren’t named. We lost our Regional Chairman Cde Cllr Lincoln Dixon, who was one of the Movement’s biggest supporters. The movement, to be specific the members of the Martin women in action group from the Islington division ,through a WhatsApp group that was formed, had expressed their love and admiration of his service that he gave to the division and for this, they were very much involved in the preparation and execution of the activities leading up Cllr Dixon’s send off. PNP and Jamaica has lost dedicated and hard workers who had no issue in serving their community and the party. We are wishing the family of the bereaved peace, comfort, courage and let the memories give you all comfort, and their legacy live through you all. CONGRATULATIONS AND THANKS There were a lot of achievements that we have celebrated


57 and are still celebrating as a movement for the past year. We would like to congratulate our Former VP Cde Sis Vivene Douglas-Lee and our Regional Secretary Cde Sis Yvonne Williams for being elected to serve as Vice Chairmen for Region II. Their new appointment has shown that we are truly ‘BREAKING THE BIAS’. Congratulations to all the Female candidates in the Region who have championed their way to be chosen to represent the People in their Divisions and Constituency. Thanks to all the Cde sisters who participated in our annual Church Service which was hosted by our Region. It was well appreciated. Many thanks to our MP Cde Morais Guy, who has always supported the PNPWM. Thanks to all our Councillors and Caretakers who have been our Point of contact in most cases in reaching out to our Cde Sisters in their divisions. A special Thanks to our Teachers in the Region who have been working tirelessly to secure, teach and nurture our children despite their struggles. The reward may be small, but the Region II PNPWM SALUTES YOU ALL. Lastly, we thank the Cde sisters of Region II who are always ready whenever the trumpet is sounded. OUTREACH The Beverly Manley Duncan Scholarships were distributed to students at Port Antonio High School in September 2022, with 22 out of 32 tablets distributed. The remaining tablets were issued at unit meetings in St Mary and St Thomas. The region distributed seven school bags to needy students in August 2022, Thanks to our Late Region Chairman, Cllr Lincoln Dixon, and received 56 more care packages in December. Gift bags of NewBorn Baby supplies were distributed to new mothers at Port Maria Hospital on Mother’s Day. The Cde Sisters of Region II participated in Read Across Jamaica Day 2023 activities at several schools. ADVOCACY On November 25th, International Day for the Elimination of Violence against Women (IDEVAW) was observed, promoting 16 days of activism to prevent and eliminate violence against women and girls worldwide. Region II visited Iona High School to discuss communication and healthy relationships, while the Cde Sisters protested at Port Maria Hospital, highlighting the Ministry of Health’s negligence in enforcing procedures to protect children and adults from bacteria. FUNDRAISING, TRAINING AND PARTY WORK The first fundraiser in St Mary on October 28 was wellreceived, assisting outreach programs in the region. Political training was not conducted, but some Cde sisters participated in a workshop on cervical cancer and STIs. They also dedicated themselves to party work, canvassing, scrutineering, PD captains, and cluster managers. CONCLUSION AND THE WAY FORWARD The PNPWM in the Region has demonstrated excellence through adversities, maintaining visibility and active participation in political and community scope. As the new political year begins, the organization aims to strengthen structures, advocate, engage more females, help communities, and foster healthier relationships among members. NATIONAL WORKERS UNION The NWU participated in no activity in the region during the period under review. VICE CHAIRMAN REPORTS OUTREACH ACTIVITIES The Outreach portfolio was hampered by the lack of participation coming out of some constituencies. Care packages, back to school supplies, laptops, and other items were issued across the region in an effort to assist the most vulnerable. Lack of resources and funding were the main challenges within this portfolio. With an even smaller number


58 of elected representatives at both the Municipal Corporations due to the sudden death of Our Regional Chairman Cde Lincoln Dixon, who assisted in many of the outreach activities and the Houses of Parliament. Whilst we know fundraising is important as a region, we will try our best to ensure different activities will materialise next political year. This will reduce the burden of candidates being left on their own to provide funds. They have however found creative ways to maintain a presence among the electorate and to remain visible. POLITICAL EDUCATION The Political Education portfolio was hampered by the lack of participation coming out of some constituencies. Effort to pull together a team proves difficult due to lack of response, Going forward the region intends to conduct training sessions for group members, councillors, councillor candidates and MP candidates on what is expected of them, constitution and also to continue providing the guidance that they may require. ELECTORAL AND ENUMERATION MATTERS As is customary, all constituencies in the region saw a net increase in the voters list. Canvassing of these additions is on-going but in some constituencies the level of urgency needed is lacking. As a whole, the region saw most constituencies being represented at the EOJ monthly meetings. The meeting of scrutineers in the constituencies continues to be a major concern. Most constituencies have not been having monthly scrutineers’ meetings with some having no meeting at all during the year under review. The absence of a structured enumeration and voter verification programme in many constituencies continues to be a concern. The uncertainty and resulting speculation surrounding the calling of the local government elections has been a major contributing factor to low PNP enumeration across the region with some divisions perpetually believing that the “current” list is the one that will be used in the LGE. Coupled with that is the fact that at the constituency level the aspirants were more focused on activities geared towards increasing their poll numbers.


59 ORGANIZING The Organization of Region 2 has been steady throughout the 22/23 political year with 30/32 local Government Election candidates in place except two divisions where one was under review and a resignation. The region maintained an 85% chairmanship for all divisions and constituencies. Some constituencies and the divisions had strong and effective executives that were active and visible within their respective areas while others were found wanting.


60 East Portland is unrecognised due to insufficient financial groups and one division is without any groups. The constituency was asked to remedy the situation. Region 2 has been energetically conducting regular scheduled meetings with an average of 50-70% attendance of its officers. The region currently has 1 Member of Parliament who regularly attends meetings. Going forward, the region intends to have all divisional candidates in place within a timely manner having received applications for vacant divisions and except for Islington whilst we continue to mourn the passing of our region 2 Chairman Cde Lincoln Dixon we know he would want us to choose someone who will treat his people the way he did with love and appreciation. A Region 2 website was created by former Vice Chairman for Organizing Cde Chelsea Chin as a database to hold and disseminate important information for candidates and provide updates on the regional activities. Lack of resources and funding is still an issue for some candidates. TRIBUTE TO CLLR LINCOLN DIXON, REGION CHAIRMAN Today we celebrate the life of a true servant of the people. If we were to use one word to describe Dico it would be “humility”. It is difficult and so unreal to speak of Dico in the past tense. His was a life of service not only to his immediate family but to his party, his Division and lately to the region. Anyone who knew him (and there were many) could not forget him. This is unusual to say about someone who did not have a flamboyant personality. He didn’t fancy the broad brushing limelight but preferred the personal touch he obtained from one-on-one interactions. Dico naturally built relationships which is an attribute that that in no simple way contributed to his being in a select group of persons to be re-elected as councillor for the Islington Division.


61 Comrade Lincoln Dixon was elected as a vice chairman of Region 2 in 2017 with responsibility for Organizing. In 2021, when our then Regional Chairman Comrade Dr. Guy, did not seek re-election, all eyes turned to comrade Dixon as his successor and he was installed unopposed as our Regional Chair and re-elected in 2022 again un-opposed. He brought his own style to this office. We all remember one of his repeated quotes “Comrade mi have something fi talk to yuh bout but yuh know mi nuh like the phone ting suh when wi can link”. As a result it was not unusual for him to leave St. Mary and drive as far as St. Thomas to meet with just one individual. Throughout his recent personal challenges, He missed only one meeting which was the Regional Executive meeting held the day after his son’s funeral. Such was the dedication of the man to any office that he held. Dico knew everybody and everywhere…or so it seemed. It was not unusual to start a conversation telling him about someone or somewhere and he would listen to you and then proceed to give you additional information. Another attribute that he brought to the table was his ability to sit and listen. He always wanted to hear your side of the story before coming to a decision. He tried to be fair to everyone. Comrade Lincoln Dixon was a gentle giant. Jamaica is poorer for his absence. A grateful Region 2 of the People’s National Party salutes its leader for leadership and overall contribution to our Party. You have run your leg of the relay! Comrade Pink was hardworking and dedicated to the Annotto Bay Division, South East St. Mary Constituency and the PNP spanning for decades. Comrade Pink will surely be missed. Walk good Comrade Pink! Your support did not go unnoticed. CONCLUSION The mission of Region II is to secure all 32 divisions and 7 constituencies for the People’s National Party at the polls, next Local Government and General election and we have been working hard to achieve this goal. We have grown in every way, and it reflects in the feedback that we have been receiving throughout our day to day interactions. This year brought with it some tough times, but we are proud of how far we’ve come together as a team and how much better off we are than last year. We have a passion for creating better communities for our people and we are proud of what we’ve built but even more proud of the People’s National Party that made it possible for the Region to succeed in many ways. Sharon Evans Co-opted Members: Cde Garth Soares Disciplinary Committee Cde Oneil Lynch Data Management Cde Ralston Nunes Audit Cde Krystal Tomlinson Communications Cde Norman Minott Legal Advisor Cde Patricia Morgan Regional VP (WM) Cde Petagaye Ferguson PNP YO Cde Odaine Hamilton Patriots Constituency and Division Overview Constituency: The region is pleased to report that all fifteen (15) constituencies within the region have functioning leadership teams in place. However, there are lingering concerns regarding the two constituencies which continue to be unrecognized (Kingston Western & St. Andrew Northeast). Regional officers have been assigned to both constituencies to ensure that the political work and organizing of the constituency is ongoing with the aim of full recognition in the next political year. The imminent political year will be focused on assembling campaign teams in each constituency and in collaboration with the Party Central, we anticipate the installation of standard bearers for all fifteen seats. The leadership has discussed the need for a mentorship program for new candidates and will be ensuring this comes to fruition. 64 Three Local Government aspirants are now vying for constituency leadership as MP aspirants. We are therefore mindful of the impact this will have on the political organization within the affected constituencies. The region is aware that the Party has initiated a process of ensuring the most suitable candidates are selected to represent the constituencies which are currently in need of standard bearers. Constituency conferences are currently ongoing and have been very encouraging in terms of participation and enthusiasm. The ultimate objective of the region remains election preparedness, ongoing training, and the building of united, cohesive teams from the ground up. Christopher Henry Division: As the Party tries to maintain a state of readiness for the long-awaited local government election, both the National and Regional Local Government campaign teams continue to work with the leadership in each division as best they can. Cde. Julian Robinson (Parish Co-ordinator) and Cde Andrew Swaby (minority Leader) have been actively supporting and working with all divisional teams in the region. The emphasis has shifted to encouraging the teams to maintain their focus, and continued training to guarantee the divisions are wellprepared for the electoral process. Sadly, our standard bearers are suffering from campaign fatigue due to the prolonged period of uncertainty for the elections. The Party secretariat headed by DGS Skeffery conducted training, additionally the Regional chairman brought in teams to assist with financial wellness and wealth creation to maintain optimism. We have had one aspirant resignation due to personal reasons and currently have thirty-nine (39) divisional candidates in place. An application was recently received for the single division outstanding (Barbican). The region thanks Cde. Navaida Green for her hard work and wish her all the best in her future endeavours. There are three divisions requiring extraordinary support (Whitehall, Mavis Bank and Lawrence Tavern), the region is concerned about their organization and state of readiness. The Private and Public sessions of divisional conferences within the region have caused an increase in momentum and political activism. Comrades are actively participating, and this renewed enthusiasm is driving the region’s preparations for the local government election. In conclusion, the region remains committed to addressing the challenges and opportunities presented in the Constituencies and Divisions. As we move forward into the new political year, we are confident in our ability to strengthen our organization, engage with the communities effectively, and work towards a successful local government election.

68 Summary Nominal increase in Groups is 118 Actual increase in Groups is 110 Political Events & Developments: The region participated in the national demonstration against the postponement of the local government election. The crisis in the health sector was also highlighted by way of demonstration. We continued the long-standing tradition of supporting the Party Leader and his team at the opening of Parliament and his budget presentation. The region thanks our “Road warriors” for their unwavering support. Several comrades were recognized at the last Regional Annual Conference for their stellar contribution to the region and the Party. At least one comrade from each constituency was recognized. Cdes Oliver Clue and Ivy Hill received a national award for their contribution to sports, community service and politics. The region invites you to join us in congratulating them on this significant achievement. Training for local government candidates and their campaign and data managers was held on October 22, 2022. The Regions chairman has signalled his intention to set up a regional office specific for the operations of the secretariat. Education grants were disbursed to five recipients’ courtesy of the OT Fairclough Fund. A tribute to Cde Horace (Buzzer) Marston, who has passed, was held at the October REC meeting. The local government caucus headed by the minority leader Cde Andrew Swaby held two townhall meetings. One in the Duhaney Park division discussing community welfare and social issues and another at the Kingston Parish Church where they discussed the state of the markets. Arms and Affiliates The vice chairman in charge of Arms and Affiliates Cde. Hillary Brown continues to encourage the participation of these groups in regional activities. She has met with both the NWU and the Patriots and hosted an intake dinner for the Women’s Movement in November 2022. The Patriots have been assisting in NC St Andrew with canvassing and building leadership capacity. The regional Vice Chairman Cde Odaine Hamilton has volunteered to be the regional assignee to the constituency. The PNP YO engaged the youths in the region during the celebration of youth month. They undertook several activities visiting schools and other outreach activities. They demonstrated to bring awareness to missing women and children, hosted job fairs in collaboration with Cllr Daniels from the Allman Town division. The region thanks Cde Thajay Palmer for his service as Region Chair (YO) who resigned to pursue other opportunities. The region has started discussion to increase the tasks assigned to each affiliate in the next political year. Enumeration Training for Vice Chairmen in charge of enumeration from each constituency was held on October 30th at PNP HQ by the Party Secretariat (DGS Cde Skeffery). The region continues to emphasize the need for continuous enumeration and full participation from each constituency at EOJ meetings. Political Work Plans & Reports: Political work plans for each constituency, in keeping with the Party’s mandate was requested from each constituency. Reports are received regularly from the Women’s Movement, the Parliamentary group and the KSAMC at our monthly RMC meetings. The fifteen NEC members elected from the region were instructed to adopt a constituency and work with this constituency executive to build capacity where necessary and help with organization.


69 Ten (10) RMC and three (3) REC meetings have been held during the political year. Disciplinary Committee and Matters The region is happy to report that no matter was referred to the disciplinary committee for the reporting period. Conclusion: The commitment and dedication of our leadership teams in all fifteen constituencies are commendable. However, we must address the concerns regarding the level of organization and political work within St. Andrew North East and Kingston Western constituencies. Special efforts will be undertaken in the new political year to bolster their effectiveness and engagement. As we move forward, it is important to capitalize on the opportunities identified during the reporting period, especially in expanding our support base and optimizing resource allocation. The region extends its gratitude to all comrades who contributed their time, support, and expertise during this period. REGION SEPTEMBER 2022 – JULY 2023 four4 REPORT TO THE NATIONAL EXECUTIVE COUNCIL As we present our report for the political year 2022/2023 we do so on a solemn note. The St. Catherine Municipality and more so the Portmore Municipality was plunged into grief on Thursday July 20, 2023 when news came of the shooting death of one of our own hard-hitting fire brand Councillor to the hands of merciless cowards. Cde. Ainsley “Tyson” Parkins, was brutally gunned down as he was carrying out his duty as a Local Government Practitioner… he died on the job!!! He has left an indelible mark on the people he served and on his colleagues alike. Tyson was a radical man with un-orthodox approach to many things to include his work…. One would say “methods in his madness”; but he was just the man for the job; he was unafraid and brave. The Region salutes the man who gave yeoman service to our nation through local representation. Rest in power Tyson; we all miss you!!! ----------------------------------------------------------------- We are at the end of yet another political year; Gratitude to our Lord is a must; He has kept Region IV firm grounded and strong. Our Mandate has been and will always be to put the people first, we are therefore grateful to God for the Wisdom, Knowledge and Understanding that he has imparted to us which allows us to make well thought out decisions to progress the People. We eased into the political year 2022/2023 with the hope that we would be facing a Local Government Election; geared and ready to take on the challenges and embrace the opportunities that await us. Although the elections were postponed we continue the work, we were bold and decisive in our task and while there were a few challenges we stood true to our commitment to honour and uphold the Principles, Policies, and Objectives of the Party, the Party we swore allegiance to. Our main focus was to ensure that we prepared ourselves for the Local Government Elections while adhering to all programme of work and activities being undertaken by the Party. We were focused and as such were able to see marked improvements at many levels within the structure throughout the political year. 70


71 MEETINGS The Region was able to hold all required meetings for the year in review. Special thanks must be extended to the Regional Secretary who ensured that Comrades were duly informed of meetings and other scheduled events of the Region and the Party. The region continued with the blended approach by hosting both Zoom and face to face meetings. The Agendas of each of these meetings included as a recurring feature Constituency Reports with mandatory reporting on enumeration and canvassing updates, Local Government Preparedness as well as reports from the Caucuses. The Region is still having challenges with Constituencies who fail to submit reports; there are constituencies with a zero compliance rate in relation to reporting to the RMC.

73 Main Issues Identified and Discussed at REC/RMC Meetings The Region allows for all views to contend in the meetings, hence we often had robust discussions; all with the aim of arriving at conscious people centered decisions that will progress the movement. We shared ideas, best practices and opinions relating to but not limited to the stated subject matters outlined in the table below: Resolutions The Region considered the circulated Resolutions which were referred to us for discussion, comments and approval; these discourses were often times robust yet pointed. The Region tabled a resolution titled “To bring sanctions against elected and/or appointed members’ derelict in attending meetings and carrying out their assigned duties”. While we are aware that there are some levels of provision within the constitution in this regard we note well that there needs to be a greater call for sanctions to be appropriately enforced. We hope this resolution will be accepted by the membership, as we seek to bring about an end to indiscipline and tardiness within the Party. Clifton Land Issue This matter saw an out-cry from the Region, the Party and Jamaica at large as the Government once again showed how uncaring and autocratic they are. Without due diligence and acting illegally they started to demolish the homes of citizens in the Bernard Lodge, Clifton area of St. Catherine and vowed to continue said trend in the hills of Lluidas Vale. This action caused the Party Leader to join the St. Catherine Caucus of Councillors as he led them on a tour of the targeted communities. He along with Cde. Norman Scott assisted the affected individuals with legal representation. The Party Leader called for a full investigation into the matter and a total end to what was tantamount to tyranny on the lives of hardworking Jamaican Citizens. Proposed Parish Status for Portmore The Region remains watchful as it relates to the proposal to make Portmore the fifteenth Parish. After the presentation of the Minority Report by Cde Fitz Jackson, the Government has since prepared a draft amendment to the Counties and Parish Boundaries Act of 1867 which may effect changes to the parish boundaries and the direct election of the Mayor. The Municipality having been consulted on the matter took a guided decision to submit a formal response to the Ministry regarding several proposals being made. The Region and the Party maintain that there must be consultation with the citizens of Portmore prior to any decisions being taken. Crime and Violence The crime monster remains a primary feature across the length and breadth of our nation, affecting our work across the Constituencies. Flare- ups of violence in several communities have led to an air of tension and affected the psyche of our workers as many have been personally touched through loss as well as dislocation, we are however grateful that not even this could daunt the spirit of support of our Comrades in the impacted areas. Contrary to the Government’s report of a reduction in major crimes in the first quarter of the year when compared to last year, the high levels of fear being experienced by lawabiding Jamaicans to the spates of violence around them calls into question these figures. The Region believes that the Government’s failure to implement a proper crime plan and his dependence on States of Emergencies is a gross injustice to the law abiding citizens of this country who deserve to feel safe.


74 Protest Action The Region led two Protest Action; one on Monday, October 31, 2022 which was organized by the Caucus of Councillors in partnership with the Region to call for the resignation of Health and Wellness Minister Dr Christopher Tufton, in the wake of revelations about the deaths of 12 babies at the Victoria Jubilee Hospital (VJH) as a result of an apparent outbreak of the Klebsiella Pneumoniae bacteria. A comprehensive probe was requested by our General Secretary who was on hand to lend voice to the protest; he described the Minister’s acceptance of the deaths of the babies and their families’ trauma, as “callous and unacceptable”. On Monday March 13th the Region joined in the island wide protest calling on the Government to call the Local Government Elections as well as to highlight the deficits of the JLP administration especially in the handling of the wage negotiations for our civil servants. The corruptions of the JLP administration among a number of issues facing our citizens were also highlighted. The leadership of the Region to include Members of Parliament and the citizens were on hand to echo the sentiments of the Region. Local Government Election Preparedness The Region notes with derision yet another postponement of the Local Government Elections by the Government as they sight financial constraints; post pandemic economic recovery, the proposed fifteenth parish as well as a lack of funding for an election at this time. The Region through its Caucuses has expressed the sentiment that it is critical that Local Government be deeply entrenched in the Constitution to prevent manipulation by any Government holding a majority. The Region deems these postponements as mere excuses as the Government is at this time failing to experience an uptick in its political fortunes. Rather it has experienced a loss in whatever gains it had held. The Region painstakingly reminded the Comrades not to see this postponement as a chance to take a break, but to capitalize on the gains the Party has made as well as to use same to get their houses in order. Parish Caucuses The Caucuses of St. Catherine and Clarendon continue to have their regular monthly meetings. These meetings have been inclusive; incorporating all Councillors as well as candidates with a view to having fulsome discussions as well as targeted strategizing to meet the intricacies of the respective divisions. The sessions have been informative as best practices are shared; with our more seasoned campaigners giving advice and sharing experiences with those newer to the process. Caucus Chairmen Cde. Scean Barnswell from Clarendon and Cde. Norman Scott from St. Catherine continues to lead the charge in ensuring that the Party’s Programme of Work is carried out across the respective divisions. The Caucuses acknowledge that due to the overlong campaign period, many of our candidates were becoming battle-weary they however maintained that there is now an even more renewed zest as the uptick has changed. The teams are solid and ready. The candidates have been encouraged to stay the course in anticipation of when the Local Government Elections are called. Electoral & Enumeration Matters (a) Has a Regional Electoral & Enumeration Committee been established? With that in mind Region IV continues to place emphasis on enumeration and canvassing, with all constituencies required to give a mandatory report on same at our monthly meetings.

78 Appraisal Panel The Region is continuously working at ensuring that candidates best suited for the respective divisions are in place. The Region notes that though this process was already settled a few of our confirmed candidates for reasons beyond their control were unable to continue the journey. This was due mainly to ill health or family emergencies. The region has embarked on replacing these comrades with equally efficient leaders. We wish to thank the Appraisal committee at the Local Government level for ably assisting whenever the need arises, even at short notice. The Region was further mandated by the Party to establish an appraisal committee as the Party embarked on the process of identifying candidates at the Constituency level; it is a task we take seriously and so the Leadership met and decided on the panel to undertake this very important task. The Region is pleased with the progress the panel is making and remains ready to complete the next phase. Indications of Party Officers in that capacity visiting the Region in a Structured Party The Region continues to benefit from the outstanding oversight that was being provided by its Chairman, leaders and leadership of the Party. We are appreciative of the work undertaken and will continue to foster the healthy working relationships and excellent camaraderie we share.


79 The Region notes that the party is in discussion on a process to ensure that groups are re-verified. We welcome whichever is the most supported initiative to see to the authenticity of the groups. We believe that the groups should represent the largest participatory arm of the Party through which information and political education are disseminated. We, therefore, urge that the groups be made fully involved in the Party’s programme of work being undertaken and that they are harmed with the relevant material to carry out the work in the respective spaces. Outreach, Political Education & Recruitment The year in review saw the Region focusing on the Local Government Elections as such; most of the outreach activities undertaken by the Region were geared toward Divisional preparations. From the hosting of Candidates Dinner in Clarendon to Joint Divisional Socials in St. Catherine as well as while ensuring that capacity building workshops are held to maximize the efforts of our candidates are held. The Region is grateful to the Parish Caucuses and their team of leaders for spearheading these initiatives. All these activities along with the general training of the workforce where special attention was paid to the scrutineers have been reaping success. The Region continues to assist to assist some Divisions with Christmas and Easter treats thus enabling them to spread some love to the constituents. The Region will continue to organize targeted activities to continue the mission educating and re-educating the Comrades and supporters of the Party. ARMS AND AFFILIATES REPORTS The Women’s Movement Due to the harsh economic climate and the demotivation of members, meetings were not as frequent as we would


80 have wanted. Attempts to hold both face-to-face and virtual meetings for the most part were not successful. Members frequently expressed their lack of interest as a result of what is happening in the party, while others expressed their willingness but their unavailability to attend meetings due to financial constraints A Regional Management Committee as well as Parish Committees for both St. Catherine and Clarendon were established and meetings were held both face-to-face and virtually. As our major source of communication, Whatsapp Groups were set up for the Region and each of the two parishes. Outreach As the economic climate continues to worsen specifically among the poorer class, the need for welfare and outreach has increased significantly throughout the Region. Our members who, for the most part are either unemployed or under-employed, were severely affected. During the political year under review, we continued to reach out to both members and non-members of the organization. This, for the most part, was done through partnerships with Councillors and other supporters of the Movement. Training The Region hosted a Leadership Training Seminar on Saturday, August 13, 2022 at SDC Spanish Town with Comrade Jennifer Edwards, the Women’s Movement immediate past President, serving as Facilitator. The target group was Regional Executive Members and Constituency Representatives. IDEVAW As a part of the fifteen (15) days of activism for International Day against Violence against Women, two Forums were planned for the Region, one in Clarendon and the other in St. Catherine, however, the one in Clarendon was not held. The one for St. Catherine took place on Sunday, December 4, 2022 at Comrade Denise Daley’s Office in Eastern St. Catherine. Presenters were Corporal Fennel of the Jamaica Constabulary Force Domestic Violence Centre and Ms. Barton-Ingram of the Bureau of Gender Affairs Domestic Violence Shelters. The sisters of East Central St. Catherine also participated in training on Mapping of the Constituency on Domestic Violence, Counselling, Identification of Abuse and Personal Development. Six (6) sisters of the Waterford Division also


81 participated in the Waterford Entrepreneurial Empowerment Seminar. Party Work The sisters throughout the Region continued to assist with canvassing and enumeration, some in their own Divisions and Constituencies, while others journeyed to other Divisions and Constituencies to give assistance. The Way Forward The Region will continue its efforts to fulfill the mandate of the PNP Women’s Movement in the Political year 2023- 2024 through advocacy, membership and empowerment. The Region will continue to focus on training our members; consequently, we will be hosting an Entrepreneurial Summit on August 11, 2023 and a Floral and Basket Arrangement Seminar later in the political year. The Region will also be hosting a Retreat early in the political year once the funding is identified. We will also continue our unit-building exercise as well as increasing the number of face-to-face meetings in an effort to stress camaraderie among the sisters. Congratulations & Thanks Region 4 PNP Women’s Movement would like to congratulate all our members who have taken steps to empower themselves in various areas such as education, business and otherwise. Congratulations also, to the children of our members who have been excelling in their respective areas of studies. We ask that you continue to encourage them as education is the only escape from poverty. We wish to express our sincere gratitude to Comrades Scean Barnswell, Fenley Douglas, Alric Campbell, Kurt Waul, Raymond Pryce, Claude Hamilton, Mikael Phillips, Cordesia Rankine, Troy Canegan, Hopeton McCatty, Okeyno Morgan, Eugene Kelly, Immediate Past President Jennifer Edwards, Immediate Former Vice President Maureen Scott, President Patricia Duncan-Sutherland, General Secretary Patricia Elliott, Romario Prendergast, Trayvon Watson, Andel Miller and all the other comrades who have assisted the Mighty Region 4 in one way or another. We also want to express thanks to our families who have made countless sacrifices in order for us to give of ourselves to the Movement, some of whom have even given their own time and resources to assist us in performing our roles. Last but not least, thanks to the Almighty God for giving us the wisdom, the strength and the understanding to continue and for life itself. Condolences We want to express our sincere condolences to all the Comrades who have lost loved ones during the political year in review. Special condolence to the family of Cde Christine Ramsay. Comrades, it is sad to say, but they are too many to be named. May their souls rest in eternal peace and light perpetual continue shining on them. We will continue to keep the families in our prayers. Conclusion The political year 2022-2023 was one full of challenges, though we were not able to do all the things we had set out to do, we were successful in many. The incoming political year 2023-2024 will see two (2) changes to the Regional Leadership. 82 Youth Organization The PNP YO’s aim in Region 4 was to at rebuild the structure while attracting youth to the PNPYO and the party. Our presence has been felt in the Region through the participation in various initiatives which is not limited to: - Community Forums (North West St Catherine) - PNPYO tour of the region (High School Tour) - Visit to several schools to participate in Read Jamaica Day - Engaging of Youth to participate on Labour Day initiatives - Heavy recruitment which saw a group of 30 inspired young people opting to join the PNP YO from the Race Course Division, South West Clarendon. All these activities were done under the watchful eyes of the Regional leadership of the YO, namely Regional Chairman: Kijana Johnson Parish Chair (Clarendon): Monique Brown Parish Chair: (St Catherine): Tiffany McLeggon The YO recommits to strengthening the organization from the Divisional level upwards. National Workers Union The Regional Organization continues to function and give support to the Party’s programme of work. We also continue to provide support for those constituencies that are having issues that is conciliatory related. As a Union we continue to monitor the issues with sugar workers who are affected with eviction notices. The Movement remains committed to giving collective support to the candidates that are Reps from the NWU and other representatives in the form of being campaign managers and field workers to others. The Regional Organization is willing to further extend ourselves to assist with canvassing and training. We look forward to another productive political year. Patriots The Regional Patriots continues to play a supporting role to the Region. The St Catherine Patriots have been quite active throughout the political year. During this time we assisted some divisions within the parish with canvassing, back to school events, Christmas treats and Easter events. The Party Leader and the St. Catherine Patriots were able to donate 2 wheelchairs within the parish to comrades in need. We were present at conferences throughout Region 4 and gave support to families of loved ones who have departed. The St. Catherine Patriots continues to work assiduously to ensure the People’s National Party returns to the winning column. Going forward it is our desire to put more effort into recruiting for the Regional movement of the Patriots to ensure that no one is left behind. FUNDRAISING The Region places on record commendation for our Regional Treasurer who has taken on the task of managing the finances of the Region. While we had no fundraising activity for the period under review the Region was able to end the political year with no debts and a set plan going forward. CONDOLENCES As we extend condolences to our membership and the wider party on the passing of our loved ones we do so remembering that “memories don’t leave like people do” Region IV notes with sadness the passing of a number of our comrades some to ill health and some to other devices. We salute their contributions to the movement and pray for peace and comfort for the bereaved families; we cannot Lord thy purpose see but all is well that’s done by thee. The Region further extends condolences to the National Councillor Caucus of Councillors and Region II on the passing of Cde. Lynval Dixon late Councillor for the Islington Division and Chairman for Region II. He was dubbed a quiet giant who made great strides in his quest; walk good Cde. Lynval “Dicko” Dixon. We reiterate our deepest condolences to the family, friends and colleagues of our own Region IV Councillor Cde. Ainsley Parkins. May their souls rest in peace.


83 We continue to pray the strength of the family members of all our comrades who have lost loved ones over the past political year. CONGRATULATIONS AND COMMENDATIONS The Region extends heartfelt congratulations to all its members on their achievements over the last political year; be it engagements, birth of a child, being named a Justice of the Peace, academic achievements, purchase of a new car or home no matter how big or small, it’s a big deal to us in Region IV. The Region extends commendations to Party Leader Cde. Mark Golding and the team of Officers who have been leading the charge for the Party. Kudos is being extended to our own Mayor and Vice President elect Cde. Norman Scott and the team of Vice Presidents who continue to work with the Party Leader and Team PNP, all in an effort to ensure that the Party returns to its rightful place of prominence. The road to unification is one that we have embarked on together, as a Region we not only salute the efforts of our Leaders and members but appreciate the dream of becoming a formidable force to be reckoned with acknowledging that a united PNP can never be defeated. We take note that the Diaspora 60th Tour continues to bear fruit, we commend the well thought out inclusiveness of our comrades in other spaces. We again commend the Party Leader for the tours to include the Road Tours which saw several stops across the Region. We in Region IV are of the opinion that these gestures along with the hard work and sacrifices of the team led by our Regional leadership team and Councillors in the Region and by extension the Councillors in all Region and the support teams have led to the most recent poll findings. Whilst we celebrate these findings we are equally cautious that we do not become complacent but work even harder to complete the mission; the people of Jamaica are depending on us to accomplish…”Time Come” for us to reclaim the helm of government and set the people free from the shackles of this uncaring Government. In closing, we wish to again thank the members of the Region for their contribution to the Region’s growth. CONCLUSIONS In concluding our report for the political year 2022/2023, we thank God for his guidance and His ever present source of inspiration. The journey was an arduous one but we are comforted that with hard work and dedication significant gains could be made; and gains we attained. We however acknowledge the fact that there is much more to be done to build out the dynamic forces that lies within the Mighty Region IV, and therefore redouble our efforts to ensure that we continue to stay ahead. We take note of the resilient fighting spirit that lies within the hearts of the comrades of this Region, their passion and zest to see a more united and stronger PNP poised to take Government; poised to defend the people of this our country. As we press forward we will continue on the mandate laid out by the Party, one that reminds us daily that we ought to put the people first, we will ensure that we realize this by remaining committed to the Party’s goals, principles and ideologies. As we close we remind ourselves that we are all one mission with one aim, goal and an iron clad determination to right the wrong that was committed on our people when the JLP took office; It is a task we take seriously one that we are willing to defend unswervingly. We must remain the voice for the voiceless, they are depending on us; they are depending on the Peoples National Party. Comrades, now that we have started to reap the benefits of hard work let us not lose sight of the task at hand let us continue to spread the message of equity and fairness across all six regions one voter at a time. Comrades “Time Come” to rid this country of this inept Government. Let us take to the streets, the school rooms, the market places and everywhere to include the diaspora to ensure that this message resonate within the hearts and minds of our people. Addendum Annual Regional Conference The annual Regional Conference took place on Sunday August 27, 2023 at Glenmuir High School Auditorium. Cde. Denise Daley the only nominee to the post of Chairman presided over the affairs of the Region as the duly nominated and unopposed Chairman of the Region. Region IV adhered to the new rules as outlined by the Party regarding the nomination period for Regional Chairmen and NEC members. Twenty-Five (25) comrades were nominated to fill the seventeen (17) available NEC posts. The Region commends all the comrades who offered themselves to serve at this level of the Party. Written reports from all constituencies in the region are submitted to the Regional Secretary before the scheduled Management Committee meetings, for dissemination to all members of the Management Committee and highlights given by respective members at the meetings. 86 from all the Arms and Affiliates. The Region benefitted from a 1 day training intervention ably led by Comrade DGS Wensworth Skeffery and Comrade Hopeton McCatty. The morning session, led by Comrade McCatty, involved Constituency and Divisional Secretaries and Constituency Vice Chairpersons for Political Organization. This focussed for Organizational imperatives interspersed with practical advice aimed at enhancing the Political organization. The afternoon session, led by Comrade DGS Skeffery, involved the members of the Constituency Electoral Committees. This focussed on Enumeration and Electoral Matters related to the managing of the enumeration process and the importance of the scrutineers to our electoral success. This was well received.

88 Election Preparedness The Region commends and will continue to work with our only MP: Cde Mikael Phillips Member of Parliament- North West Manchester. Comrade Peter Bunting remained the Parish Manager for Manchester while Comrade Mikael Phillips replaced Comrade Kern Spencer as the Parish Manager for St. Elizabeth. Congratulations to our confirmed MP Candidates to date: Cde Zulieka Jess- North East St Elizabeth Cde Donavon Mitchell- Central Manchester Cde Miranda Wellington- South West St Elizabeth A new Regional Selection Panel has been activated in February 2023 and entered upon the reference. Audit of Local Government Candidates, training of Aspirants and Campaign Managers done in St Elizabeth. A training intervention with MP Aspirants across the Region was held in St Elizabeth on May 6, 2023. Comrade Hopeton McCatty was the presenter. The objective was for aspirants to understand the ‘best’ characteristics of a Campaign Manager and the need to properly assess and evaluate the potential campaign managers before choosing one. As reported the information shared was very good and commendation to organiser and presenters.

90 FUNDRAISING During the year under review no fundraising activity was held. Dues were collected from members at RMCs and RECs. COMMISSIONS The following comrades from the Region were named to the respective Party Commissions and ratified by the Regional Management Committee


91 ELECTORAL & ENUMERATION MATTERS The Enumeration plan: Report from constituencies at the monthly RMCs on their enumeration plans and number of persons enumerated. 93 Arms & Affiliates The Women’s Movement for the period under review remained active in the region during the political year and monthly reports are submitted at RMCs. The Patriots: Manchester Patriots dormant, St Elizabeth hosted a Beach clean up. The Youth Organization continues to be a disappointment during the last political year. The Region would like to extend congratulations to the Regional Y.O Chairman Cde Stephen Williams and Manchester Parish Chairman Cde Kelly D Bailey on their acceptance at universities. The Region wishes them all the best. The NWU Representative Cde John Murray attended a few RMCs and REC.

97 PARTICIPATION AT REGIONAL MEETINGS Member of Parliament and Vice President Mikael Phillips, Senator Peter Bunting and other Constituency Chairmen and DGS’s Wensworth Skeffery, Dexroy Martin, and Regional Officers have attended RECs and RMCs within the region. Discussions are held on national issues from time to time. Former Regional Chairman Cde Hopeton McCatty made a presentation related to the preparation of General Election Aspirants: i. Constituency Data Driven Profiles. ii. Early Training of Aspirants and Campaign Team with the main purpose being to assist Aspirants. iii. Creative ideas to induce increase enumeration activity by the Aspirants iv. Structured activities aimed at firming up the PNP. Constituencies, Arms and Affiliates are required to send written reports to the region for all these meetings. These reports are disseminated to all members before meetings. The elected NEC members from the region have attended REC and RMC meetings for the political year The majority of the NEC members from Constituencies, Arms and Affiliates attend meetings.
