199 OFFICERS OF THE GROUP - APPROVED BY NEC AS IS 87. Officers declared by the Constituency Committee or the Executive Committee as being unsatisfactory shall be removed by the Group, or by the Constituency Committee or the Executive Committee as the case may be. Proposed Amendment: Appeal Process The Groups and or any Officer/s removed, can appeal to the Regional Management Committee in the first instance and to the Party’s Internal Affairs Commission in the final instance POLITICAL EDUCATION & TRAINING REQUIREMENTS The failure of the appropriate Party structures to implement the programmes will result with the appropriate officers being automatically summoned before the Regional Party Disciplinary Committee for non-performance and report made to the Party Executive within 30 days of its findings. The political education commission shall be responsible for monitoring the implementation of political programmes for group officers and delegates and will make quarterly reports to the respective regions and the Executive Committee. SERVICING OF PARTY GROUPS BY ELECTED REPRESENTATIVESAND PROVISIONAL CANDIDATES - APPROVED BY NEC AS IS 105 All Members of Parliament and provisional candidates must service each Group in the Constituency at least once every two years and failure to do so without an explanation acceptable to the Executive Committee, can render the Member of Parliament or provisional candidate ineligible to contest the next election. Proposed Amendment: Such a report of groups serviced, dates and any other relevant information, must be made in writing to the Annual Constituency Conference Councillors and Provisional Councillor Candidates - APPROVED BY NEC AS IS 106. All Councillors and provisional Councillor candidates must service each Group in the Division at least once every year during their elected term of office. A report to include the attendance register of which must be provided to the respective Constituency Committee on a quarterly basis. Failure to do so without an explanation acceptable to their Regional Management Committee and or Executive Committee, can render the Councillor or provisional Councillor Candidate ineligible to contest the next election. Proposed Amendment: Such a report of groups serviced, dates and any other relevant information, must be made in writing to the Annual Divisional Conference Proposed Amendment: The Party President is exempt from this clause. THE DIVISIONAL ORGANIZATION - APPROVED BY NEC AS IS ANNUAL DIVISIONAL CONFERENCE 112. There shall be an Annual Divisional Conference, which shall be held in the months of April to June annually, or as decided by the National Executive Council or the Executive Committee.
200 Proposed Amendments: The tentative dates for Annual Divisional Conferences are to be submitted by the Constituency Secretary or in default by the Constituency Chairman or a designated constituency officer to the first Regional Executive Council Meeting in a calendar year, usually held on the fourth Sunday in February, with the proviso that the constituency can at that meeting, request permission to submit these dates by the 15th March. Proposed Amendment: Failure to hold the Annual Divisional Conference within schedule or receiving approval for an extension, may result in Officers of the Division being ineligible to vote at their respective Annual Constituency Conference NEW: The Divisional Executive: The Divisional Executive will meet as required and will comprise of the elected representative if he or she is a member of the Party, the Divisional Chairman, the Vice Chairmen, Secretary and a Treasurer. The Divisional Executive may co-opt a maximum of four members APPROVED 126 In the situation that the elected representative is not a member of the People’s National Party, then the Divisional Chairman, until a provisional candidate has been approved, shall assume the role of supporting or monitoring such responsibilities. CONSTUTUENCY ORGANIZATION - APPROVED BY NEC AS IS 187. The Member of Parliament, being a member of the Party, will be the political head of the constituency and principal spokesperson on behalf of the Party in the constituency. (a) Where the elected representative is not a member of the Party, then the Constituency Chairman, until a provisional candidate has been approved shall assume the role of monitoring such responsibilities, as set out below. ANNUAL NATIONAL CONFERENCE - APPROVED BY NEC AS IS 216. The supreme authority of the Party shall be the Annual National Party Conference, which shall usually be held in the month of September at such time and place as the National Executive Council shall decide. 217. The National Annual Conference shall transact the following business: a) elect the President and the four Vice Presidents; b) receive and deal with the annual report of the Party; c) receive and deal with the financial report and the audited financial statement of the Party; 233. The quorum for a meeting of the National Executive Council shall be forty members and any member who shall be absent for three consecutive meetings without an excuse acceptable to the National Executive Council shall automatically lose the right to attend and participate in such meetings.
201 Rationale: When that quorum was set in the 1960s, the NEC was less than 150 members, there being no regional representatives or arms of the Party RECOMMENDED FOR IMPLEMENTATION, REVIEW OR REMOVAL 35.
