ASA CHAIRMAN’S
WELCOME MESSAGE

Mr Tadaaki Naito It is my great privilege to chair this 30th
Asian Shipowners’ Association (ASA) Annual
Chairman of Asian Shipowners’ Association General Meeting.
(ASA) and President of Japanese
Shipowners’ Association (JSA) As President of the ASA and the Japanese
Chairman of Nippon Yusen Kabushiki Kaisha Shipowners’ Association (JSA), it is my profound
regret that the COVID-19 situation has ultimately
prevented us from hosting a face-to-face
meeting in Tokyo where the first ASF AGM was
held in 1992. I would however like to express my
special gratitude to ASA Secretariat for their
intense efforts in organising this year’s e-AGM
by using the web conference system and fully
digitalised documents.

The world economy is currently on the road
to recovery from the depression caused by
the COVID-19 pandemic, with the raised hopes
of a turnaround, effected by vaccination. The
WTO has recently reported that the growth
rate of international trade would drastically be
improved, and OECD predicted that it may reach
pre-COVID levels in the middle of 2021. However,
the economic outlook for the world is still highly
uncertain, due to numerous factors such as new
variants of the virus and the vaccine supply.

Looking into our industry, the pandemic has also
cast a long shadow on several dimensions of
our industry, provoking the crew change crisis,
the port congestion issues, the lack of available
liner services and so on, many of which are to
be on the agenda of the AGM. We should also
keep our eyes on possible inward-looking and
protectionist policies which politicians tend to
adopt in such a situation.
The 6 days outage of the Suez Canal in March
happened to let people on this planet realise
the indispensability of the smooth flow of the
seaborne trade which we have long maintained
by massive efforts. I am convinced that this
year’s AGM will attract more attention than
in the past because of the circumstances
above, and it is extremely important for all ASA
members to frankly and seriously discuss these
issues and make every effort so as to tackle
the tough challenges towards securing the
sustainable growth of our industry.
It is my sincere wish that this year’s e-AGM
will be an opportunity to promote productive
ideas and solutions that will further deepen our
cooperation in pursuit of our common agenda.

ASA SECRETARY
GENERAL’S MESSAGE

Mr Yuichi Sonoda It gives me a great honour and pleasure to
come back to ASA as Secretary General
Secretary General of Asian Shipowners’ for a second term with effect from 1 May
Association (ASA) 2020. Involving in the work of ASA since
its inception in 1992, (known then as Asian
Shipowners’ Forum: ASF), I have been
contributing my fullest efforts in supporting
and promoting ASA’s vision and missions.

As the COVID-19 sweeps across the globe,
seafarers continue to work tirelessly ensuring
the world supply chain is functioning
without massive disruption. The inability of
the shipping industry to conduct smooth
crew changes remains one of the foremost
challenges. ASA has led the campaign
together with 16 other international
maritime organisations in sending letters of
appreciation to Asian leaders encouraging
crew changes in Asian countries. Besides
Asia, ASA also co-sponsored all the letters
to EU Member States calling for leadership
actions on crew changes during COVID-19
pandemic to save our seafarers.

Worldwide piracy and armed robbery continue
to be worrisome concern with attack rates
matching season trends for the dry season
especially in the Gulf of Guinea. Stronger
stance needs to be taken by the international
community such as the United Nations to help
global shipping manage the situation.
ASA is striving for a regulatory environment
which embraces safe shipping operations,
protection of the environment, maintenance of
open markets and fair competition based on
free trade principles, as well as adherence to
internationally adopted standards
and procedures.
I am confident that ASA, aided by the valuable
contributions of its five Standing Committees
will continue to work cohesively in representing
Asian shipowners with one unified voice in the
global shipping arena.
On this note, I would like to take this opportunity
to wish one and all a successful and fruitful 30th
AGM for ASA.

Mr Xu Lirong On behalf of China Shipowners’ Association, I
would like to express our deepest appreciation
Chairman of China Shipowners’ to Mr. Tadaaki Naito, Chairman of the 30th ASA,
Association (CSA) and his team, as well as ASA Secretariat for their
excellent work in virtually organizing and hosting
the 30th ASA Annual Meeting.

The past year was marked by the sudden
breakout of the COVID-19 pandemic which has
a profound impact worldwide. We experienced
a crisis rarely seen in human history. Facing
the pandemic, workers in the shipping industry
have been continuing to work hard as ever with
great courage, ensuring the world supply chain
is functioning as normal and the global trade is
operating securely. They have made important
contributions to ensuring people’s normal life
and to conquering the COVID-19 pandemic as
soon as possible.

No global problem like COVID-19 pandemic
can be solved by any single country or
organization alone. The way out is to carry
out global cooperation and promote the
construction of a community with a shared
future for mankind. The annual meetings of
ASA and its standing Committees are the
important platforms for promoting mutual
communications and collective cooperation
among Asian shipowners.
The 30th ASA provides an excellent
opportunity for us to gather and discuss
solutions to our common challenges. There is
no doubt that we will face greater challenges in
future, but I firmly believe as long as members
of ASA work hard to strengthen cooperation,
we will navigate through those difficulties and
create new brilliance!
I sincerely wish all the delegates a fruitful and
successful meeting. Thank you!

Mr Le Anh Son 2020 has been a challenging year for every
one of us due to the COVID-19 pandemic. For
Chairman of Federation of ASEAN the industry, we had to grappled with issues
Shipowners’ Associations (FASA) such as financial struggles from lockdowns
and low demand, piracy and, the more urgent
issue, crew change.

However, I must admit, the industry is a
resilient industry. I am heartened to see that
in times of pandemic, we, the ASA Members,
have worked together with each other, and
our governments, to take care of our crew and
to ensure that they are prioritised as essential
workers so that, while borders have closed,
crew change can be facilitated safely. Our
collective strength is what will get us through
this pandemic.

FASA has also noted with deep concerns that
piracy in the region has increased. It’s a stark
reminder that we must not to be complacent.
This will be our second year having the ASA
AGM virtually. I would like to thank the ASA
Chairman, Mr Tadaaki Naito, Chairman of ASA
and the Japanese Shipowners’ Association
(JSA) for their commitment and dedication in
planning the 30th ASA AGM. It is evidenced that
we can still work together through our screens.
However, I do miss the physical connections and
interacting with all my friends like we used to do
at every ASA AGM before the pandemic. Here’s
hoping that we can meet each other soon. In
the meantime, I would like to wish all my friends,
stay safe and stay healthy.

Mr Bjorn Hojgaard On behalf of the Hong Kong Shipowners
Association, I would like to thank the Japanese
Chairman of Hong Kong Shipowners Shipowners’ Association for hosting the
Association (HKSOA) 30th Annual General Meeting of the Asian
Shipowners’ Association (ASA).

There is much to reflect on as we look back
on the past three decades. Asia shipping has
faced many difficulties, including COVID-19,
which is no doubt the most challenging of all.
In the wake of the pandemic, we human beings
have to be more humble, and we ship owners
have to be more united.

Since its inception, the ASA has been
instrumental in pursuing the interests of the
shipping sector. Its AGM, the Chairmen’s
Council and the five Standing Committees have
provided good opportunities for members
to gather and exchange views, in a frank
and friendly atmosphere, on crucial issues of
concern to the industry. Personally, I always
found the discussions inspiring and the many
ideas insightful.

Looking forward, we envisage even more
commercial, technological, environmental, and
operational challenges for global shipping in the
post-pandemic era. This will continue to require
a concerted effort by the shipping sector,
including the Asian shipowning community.
Whatever the challenges we face, one thing for
certain – that shipping, as the primary facilitator
of the global supply chain, is indispensable to
the world.
We very much treasure the friendship, trust
and rapport that we have built through the ASA
platform. Our heartfelt gratitude to all the parties
who have contributed to the success of the ASA
in the past 30 years. Our best wishes to all the
members in this big family!

Mr Tae Soon Chung On behalf of the Korea Shipowners’ Association
(KSA), I would like to express my sincere
Chairman of Korea Shipowners’ gratitude to Mr. Tadaaki Naito, Chairman of
Association (KSA) the Asian Shipowners’ Association (ASA), the
Japanese Shipowners’ Association (JSA) and
the ASA Secretariat for organizing the 30th ASA
Annual General Meeting on 18th of May 2021.

The ASA is already holding its 30th Annual
General Meeting this year. Established in 1992
under the name of the Asian Shipping Forum
(ASF), the ASA has been representing the
position of the Asian shipping industry for the
past 30 years in relation to the various issues
about global shipping industry.

As we are aware, the worldwide spread of
COVID-19 caused the unprecedented pandemic
and has impacted the shipping industry as well
as global society, economy, and culture and
continues to limit our daily life.

Most countries have reinforced containment
measures to prevent the spread of COVID-19
and this has resulted in the great lockdown and
the crew change crisis. There are hundreds
of thousands of seafarers worldwide, who
already have expired their contracts, however,
are unable to go back to their home country
due to the invisible barriers between countries
induced by the great lockdown. This might have
a significant impact on the safe operation of
vessels, as the mental health of seafarers, who
have been working on board for a long time
even after the expiration of their contracts,
could be deteriorated.
Thus, it is hoped that Asian shipping industry
should gather our wisdom and experience
under the name of the ASA with one voice for
the cooperation. I wish the 30th ASA Annual
General Meeting great success through active
participations and fruitful discussions about
shipping policy, environment, safety, seafarers,
insurance issues and others.
Due to COVID-19, we are holding a virtual AGM
for the second time this year following the last
year. I hope that we can overcome the COVID-19
at earliest possible and hold physical AGM in
South Korea next year. Thank you very much.

Mr David Borcoski For the second year in a row we unfortunately
must conduct our business remotely as the
Chairman of Maritime Industry Australia COVID-19 pandemic continues to create havoc
Limited (MIAL) worldwide. We sincerely thank our colleagues
at the Japanese Shipowners’ Association for
dealing with this uncertainty and appreciate
the early decision to proceed remotely.

The industry is still grappling with the many
challenges that COVID-19 has present, not
least of which is the enduring difficulty of
conducting a normal crew change.Seafarers
being designated as key workers has been a
critical move to facilitate crew movements, but
even then as we all know the normal aviation
linkages have been decimated and we have
all found work-arounds to keep our
businesses functioning.

We must all thank our national associations for
the tireless work we know each has put into to
working with their own national governments
to ensure seafarers and shipping are not
forgotten. Clearly there is much more work to
do on this front in many countries, including,
unfortunately, my own.

While challenges have abounded, the industry has remained
buoyant with shipping demand and rates in many sectors
remaining stable or high. Of course, the industry has
experienced increased costs of quarantining seafarers and
expensive travel connections.
The pandemic has overshadowed many other very significant
developments for the industry – ASAs voice has been added
to many, many important causes, both on our own and along
with our colleagues at ICS and ECSA.
I also would like to welcome all our new Associate Members,
we look forward meeting you and working face-to-face when
our in-person events and meetings resume.
Once again, MIAL would like to thank the S-Committees for
continuing their good work. The Chairs and secretaries and
the national associations who support the committees all put
in hours of effort supporting this endeavor and ASA would not
be the important voice it is without them.
Thank you to the Chairman for presiding over the ASA this
past year in difficult circumstances, and to the secretariat for
the great job you have done raising awareness and providing
representation. I very much look forward to once again being
able to shake hands with you all in 2022.

Dr Kuo Chih-Cheng On behalf of the National Association of Chinese
Shipowners (NACS), I would like to take this
Chairman of National Association of Chinese opportunity to express my sincere appreciation
Shipowners (NACS) to Tadaaki Naito, chairman of the 30th Asian
Shipowners’ Association (ASA), to his team in
the Japanese Shipowners’ Association (JSA) and
to ASA Secretariat who worked on preparing
the 30th Annual General Meeting(AGM) for all
the efforts.

The COVID-19 outbreak from 2020 till now, it
had been continually causing a huge impact
on people’s lives, families and countries, NACS
can understand and fully support it’s a difficult
decision to hold the virtual meeting, I would still
be very glad to see each member on line.

Since the COVID-19 swept across the globe,
the global economy activity was disrupted,
and it direct impact the shipping industry. The
all shipping companies were still working hard
continuously, yet the shipping market faced
the challenges such as the crew changes and
repatriation of seafarers during the COVID-19
pandemic, the international trade disputes, and
the International Maritime Organization (IMO)
has continued to advance the development of
international conventions.
The ASA provides an expert platform with the
ASA member associations to take a pragmatic
and positive attitude to promote the interaction
and stable development of the relationship
between the Asian shipping industry. I sincerely
wish that the 30th ASA e-AGM will be a
successful, fruitful meeting for all, and hope
we can see each other in person again for the
AGM in 2022.
