PMFME Scheme for Micro Food
Processing Units Launched
As part of Aatma Nirbhar Bharat Abhiyan, Ministry of
Food Processing industries has launched the
centrally sponsored PM Formalisa on of Micro
Food Processing Enterprises (PMFME) Scheme for providing
financial, technical and business support for upgrada on of
two lakh micro food processing enterprises. With an outlay
of Rs. 10,000 Crore over a period of five years from 2020-21
to 2024-25, the scheme aims to enhance the
compe veness of exis ng micro-enterprises in the
unorganized segment of the food processing industry and
promote formaliza on of the sector. There are about 25 lakh
unregistered food processing enterprises in the country. Nearly
66% of these units are located In rural areas. The Scheme adopts One
District One Product (ODOP) approach to reap benefits of scale in terms of
procurement of inputs, availing common services and marke ng of products. So far, ODOPs for 135 unique products in 707 districts in
35 States/UTs has been approved by the Ministry.
The unorganized food processing industry in India faces various challenges including: (a) capital deficiency and low bank credit; (b) lack
of produc vity and innova on due to limited skills and access to modern technology and machinery for produc on and packaging; (c}
lack of branding & marke ng skills and inability to integrate with the supply chains; (d) deficient quality and food safety control system,
including lack of basic awareness on good hygienic and manufacturing prac ces, The PMFME scheme envisages to reduce wastage,
crea on of off farm job opportuni es and aids in achieving the overarching objec ve of doubling the farmers income. The objec ves of
the scheme, inter-alia Include
1. Building the capability of micro enterprises by enabling the increased access to credit by exis ng micro food processing
entrepreneurs, FPOs, Self Help Groups and Co-opera ves;
2. Integra on with organized supply chain by strengthening branding & marke ng;
3. Suppor ng the transi on process of the exis ng two lakh micro food processing enterprises into formal framework; providirg
access to common services like common processing facility laboratories, storage, packaging marke ng and incuba on services;
4. Strengthening of ins tu ons, research and training in the food processing sector, and enhancing the access to professional and
technical support.
This informa on was given by the Minister of State for Food and processing industries, Shri Rameswar tell in a wri en reply in the Lok
Sabha.
India’s Spice Production on a Steady
Rise : Director General, ICAR
India’s spices produc on along with other hor cultural crops is witnessing a steady
Increase, enabling the country to garner $3 billion revenue annually., Trilochan
Mohapatra, Secretary, Department of Agricultural Research and Educa on &
Director General of Indian Council of Agricultural Research (ICAR) has said. The country
is producing about 9 million tonnes of spices annually and he lauded the R&D ac vi es
in the spices sector for driving the growth in produc on, processing, marke ng, value
addi on JIM exports, mohapatra was speaking at the virtual event of the inaugural
session of the four-day Interna onal symposium- Symsac X, hosted by the Indian Society for
spices. Quoting Interna onal research papers„ he said the Covid-19 infec on rate is iolArer it

emphasised the need for popularising bio-for fied spices and other crop varie es for improving produc vity and for addressing
malnutri on. He also highlighted the importance of contract farming to improve farmers' Income.

MSME SAMADHAAN -
Delayed Payments to Micro and Small Enterprises under Micro,
Small and Medium Enterprises Development (MSMED) Act, 2006
1. The Micro, Small and Medium Enterprise Development (MSMED) Act, 2006 contains provisions of Delayed
Payment to Micro and Small Enterprise (MSEs). (Sec on 15- 24). State Governments to establish Micro and
Small Enterprise Facilita on Council (MSEFC) for se lement of disputes on ge ng references/filing on
Delayed payments.
2. The buyer is liable to pay compound interest with the monthly rests to the supplier on the amount at the
three mes of the bank rate no fied by RBI in case he does not make payment to the supplier for his supplies
of goods or services within 45 days of the acceptance of the goods/service rendered.
3. An ini a ve for filing online applica on by the supplier MSE unit against the buyer of goods/services before
the concerned MSE Facilita on Council of his/her State/UT through MSME Samadhaan Portal.
4. These will be viewed by MSEFC Council for their ac ons and also visible to Concerned Central Ministries,
Departments, CPSEs, State Government, etc for pro-ac ve ac ons.

Food Safety Standards (Food Products Standards and Food addi ves) Regula ons 2011 and its subsequent
amendments has brought the regula ons of proprietary food u/s 2.12.1 which is reproduced below for
understanding of the food business operator of this country.
Proprietary Food
2.12.1 : For the purpose of these regula ons-
(1) Proprietary food means an ar cle of food that has not been standardized under these Version-XIII
(01.03.2021) regula ons, but does not include novel foods, foods for special dietary uses, foods for
special medical purposes, func onal foods, nutraceu cals, health supplements and such other food
ar cles which the Central Government may no fy in this behalf.
Provided that any devia on in quality parameters of a standardized food, as specified in the Food Safety
and Standards Regula ons made under the Food Safety and Standards Act, 2006 shall not qualify the
resultant product as a proprietary food.
(2) Proprietary food shall contain only those ingredients other than addi ves which are either standardized
or permi ed for use in the prepara on of food products under the Food Safety Standards and Regula ons
and those food or ingredients men oned in the Indian Food Composi on Tables (IFCT), 2017, Na onal
Ins tute of Nutri on, except the ingredients which may be specified by the Authority from me to me
and those specified under prohibi on of hun ng in the Indian Wildlife Protec on Act, 1972 (53 of 1972):
Provided that a proprietary food may also contain vitamins and minerals in quan es not exceeding one
Recommended Dietary Allowance of the respec ve micronutrients
(3) Proprietary food shall use only such addi ves and at such levels, as specified for the Category or Sub-
category under Appendix A of these Regula ons, to which the food belongs. Such Category or Sub-
category shall be clearly men oned on the label along with the generic name, nature and composi on of
the proprietary food.]
(4) Proprietary food shall comply with the microbiological requirements as specified in Appendix B of these
Regula ons. If no microbiological standards are specified for any foods or food categories in Appendix B
of these regula ons, proprietary foods falling under such food categories shall not contain any
pathogenic microorganism at a level that may render the food product unsafe.
(5) Proprietary food shall also comply with the provisions, as applicable, of all other Regula ons made under
the Food Safety and Standards Act 2006. No health claims shall be made in respect of proprietary foods
either on the product label or otherwise, unless it is substan ated by adequate and scien fic evidence.
(6) The Food Business Operator shall be fully responsible for safety of the proprietary food in respect of
human consump on.]
(In a simple term the food products which does not have the standards prescribed under these Regula ons
shall be called as Proprietary Food but by changing any ingredients of a standardized food cannot be called as
Proprietary food as the resultant product shall qualify the quality parameters of Standardized food under the
appropriate category.)

Budget : Edible Oil Industry Welcomes
Agriculture Development Cess
The edible oil industry welcomed the announcement of agriculture development cess
and the increase in import duty of crude palm oil in the union budget 2021-22,
saying that the measures are expected to protect the interests of
mustard farmers. The announcement of agriculture development cess is a
welcome move and hopefully the revenue from cess on edible oils
would be u lised for augmen ng domes c products of oil seeds,

understanding the effec ve import duty on CPO (crude palm
oil) has gone up to 35.75 percent, while at the same me import
duty on soya and sunflower oil has remained unchanged at 38.5
percent. “We welcome this decision of the government as it
will help in containing import of palm oil and remove the under
advantage it had over soya and sunflower oil. This should help
protect the interest of mustard farmers whose crop is already for
harvest, “he noted.India has imposed and addi onal tax on crude palm oil
imports as the world’s biggest importer of vegetable oil tries to build domes c
agricultural infrastructure by taxing imports, Finance Minister Nirmala Sitharaman said,
“India cut the basic import tax on crude palm oil to 15% from 27.5%, but imposed a 17.5% “cess” – a
separate tax – on the imports” Sitharaman said in her federal budget speech. The cess would provide Resources
for “an Immediate need to improve agriculture infrastructure,” Sitharaman said. The tax increase will narrow the duty gap between
palm oil and other edible oils, which could reduce India’s palm oil imports and poten ally put pressure on Malaysian palm oil prices.
India also imposed 20% cess on crude Soya bean and soy oil imports but cut basic customs duty on both the commodi es to 15% from
35%, effec vely keeping the import tax and changed, Sitharaman said. India’s farm oil imports have been rising since December 2020
a er the country had cut its import taxes on the oil to 27.5% in late November. India Buys palm oil from Indonesia and Malaysia, while
other oils including soil and sunflower oil from Argen na, Brazil, Ukraine and Russia.
Japa to Halve Butter
Import Quota Amid
Sluggish Consumption
Japan will slash the bu er import quota in fiscal 2021 by some 54
pct from the previous year to 6,400 tans, as bu er inventories
have increase amid a consump on slump caused by the corona
virus pandemic, according to the agriculture ministry. As of the end
of 2020, bu er inventories in Japan totaled 35,000 tans, up 49 pct
from a year earlier, the ministry said. The sharp increase reflected
producer’s efforts to process le over raw milk into bu er and other
products that can be stored for a long me. An oversupply of raw milk created as demand of milk for school lunch vanished during
emergency school closures in the country in spring last year, which were aimed at stopping the spread of COVID-19. Bu er inventories
grew also because the pandemic led to a fall in bu er demand for use by confec onary makers and restaurants.
