It is my honor and pleasure to share with you the Annual Accomplishment Report of
DTI Region 3 for the year 2019. As you know, the past year was indeed a fruitful and
exciting one for us here in Central Luzon. 2019 was a banner year, with Central Luzon
literally being at the center of action. Region 3 served as host of many noteworthy
events that made the trade and industry situation very vibrant and at the same time
challenging.

At the outset, I would like to thank those who took this exciting and challenging
journey with us, our partners at the Micro Small and Medium Enterprises (MSME)
Development Council, national government agencies, local government officials,
private sector representatives, consumer organizations and the small entrepreneurs
who availed of our services. All of them made the year’s journey easier yet more
productive.

Of course, the noteworthy accomplishments written all over the face of this report
would not be possible without the seamless coordination of our national and provincial
offices, especially the DTI-3 provincial and regional associates whose unseen but
dedicated daily efforts enable the success of entrepreneurs and the protection of the
ordinary consumer in Central Luzon.

At the very first Central Luzon Expo which we organized last year with the Central
Luzon Growth Corridor Foundation Inc. (CLGCFI), I specifically noted that Central
Luzon is fortunate because it is a frontrunner among regions in terms of trade,
tourism and investments. This reality did not just happen. Our region’s position in
these areas happened because we exerted deliberate and meaningful efforts for and
together with our clients and stakeholders. The convergence enabled provincial
governments to come up with world class videos to promote their respective areas to
complement the outstanding provincial showcases presented at the CL Expo.

Our consumer organizations and partner agencies, as well as local government units
(LGUs), helped us in promoting and enforcing product standards. They also worked
hand in hand with us in advocating down to the ground level about consumer welfare.

I would like to congratulate each and every DTI provincial office, every DTI-3
associate, every DTI partner who contributed to these accomplishments in 2019. May
you continue to be blessed with such great talent and commitment to help our fellow
Filipinos with what they have received from us – Serbisyong Higit Pa Sa Inaasahan.

Foreword

Innovative, globally competitive and inclusive businesses – these are three lofty goals which DTI
commit to achieve as part of its quality policy. The agency also intends to foster informed and
empowered consumers. In 2019, DTI-3 worked hard and contributed extensively to this
commitment. The agency contributed to inclusive growth as enunciated by the administration’s
agenda. This is because DTI-3 has always been in the forefront of public service as part of the
“whole of government” approach.

For 2019, DTI placed its best foot forward by enabling its personnel, its stakeholders and its
policies towards creating an environment where these stakeholders, MSMEs, consumers, LGUs
will – in the words of Sec. Mon Lopez – “most likely to succeed”. It also worked with, along or in
support of other stakeholders who shared with DTI the responsibility of improving MSMEs,
leveling them and at the same time enhancing consumer protection.

The agency also coordinated to put these stakeholders together to move. DTI shared
responsibility for inclusive businesses and consumer welfare because it believed that it is in
sharing the commitment to innovation, competitiveness and inclusivity that much can be
achieved for the majority.

Together with its partners, DTI-3 assisted its stakeholders become part of the mainstream, at
par with the advancement in technology and global economy. It assisted entrepreneurs go
beyond by exposing them to new and bigger markets, which meant helping them adjust to new
regulations and new market demands.

Aside from sharing responsibility, the DTI and its partners also shared in facing the challenges of
2019, challenges that made some imprints on how DTI associates made innovations to address

these difficulties. In 2019, some of the challenges that were faced by the trade and industry
sector in Central Luzon were the following:

1.       Delayed passing of budget for 2019
2.      Election ban on government projects (less government spending)
3.       Earthquake in April
4.      El Niño phenomenon and low water supply
5.       Online scams
6.      Hosting of most of the SEA games activities
7.       Slower GDP growth as compared to 2018

While operating despite these challenges, many of which are beyond its control, the DTI-3
worked with key stakeholders to share the responsibility in achieving its missions. The following
were key processes which the DTI-3 took to make these missions achievable:

Showcasing.  Display of excellence and potential is one of the highlights of the achievement of
DTI and its partners in 2019. Together with its stakeholders in the local and national level, DTI-3
brought forward Central Luzon as a trade and industry exemplar. For one, the DTI partnered with
the Central Luzon Growth Corridor Foundation in launching the first Central Luzon Expo – a
showcase of the trade, tourism and investments potential of the region.

Partnering. Continuous healthy partnership with its stakeholders led DTI to make its projects felt
in the countryside. For one, the launching of the Negosyo Serbisyo sa Barangay in 62 barangays
of fourth to sixth class municipalities supported the administration’s agenda of enabling
government services reach the poorest of the poor.

Paying forward. Even at this stage, client MSMEs who have moved up are already paying back by
serving as mentors and coaches of newer batch of entrepreneurs heading to its Kapatid

Mentor Micro Entrepreneurs (KMME) program.

Growing. MSMEs in Central Luzon not only seem to grow in numbers but also in earnings during
trade fairs.

Leveling Up. Products of MSMEs have leveled up because of the consistent intervention of DTI
through product development, One Town One Product Next Generation (OTOP Next Gen) sessions,
Money Market Sessions, Mentoring on Wheels and other capacity building sessions with the kind
assistance of top experts from industries, academe and financial institutions willing to provide
the best advice to entrepreneurs.

Complying. MSMEs in the region were taught on how to properly comply with government
requirements, certifications and accreditations, which have been streamlined as a result of the
passage and implementation of the Ease of Doing Business Act. Such compliance enable MSMEs
to trade to a wider market, especially in the growing Halal market.

Telling. In 2019, success stories were documented and shared because they happened with the
help of the men and women of DTI-3 and the efforts of our MSMEs, our consumer groups, our
management, LGUs, business associations, MSME councils and chambers of commerce.

Strengthening. The DTI strengthened the capacity of its personnel to keep up with its growing
mandates and goals for the year. The agency also ensured that DTI associates were aware of the
expectations  of management and supported each and every DTI personnel with resources and
training to be able to do better.

Unifying. One of the key processes which DTI was able to do in 2019 was to unify its stakeholders
towards positive actions to help the MSMEs, consumers and other stakeholders learn, grow, and
sustain positive actions.

Data show that Barangay Micro Business Enterprises (BMBE)
registrations rose steadily in all seven provinces of Central Luzon
from 2018 to 2019. In total, there was a steady rise in registration
since 2016.

SERBISYO SA BARANGAY

In 2019, the Negosyo Serbisyo sa Barangay (NSB) was
launched in the 62 targeted barangays in Central Luzon. At
least 310 MSMEs were targeted for assistance, and 302
beneficiaries were provided Livelihood Starter Kits.

Hoping to bring inclusive business in the grassroots, the
Department of Trade and Industry launched the Negosyo
Serbisyo Sa Barangay program in Central Luzon in 2019.

The NSB intends to intensify the promotion and
dissemination of the agency’s programs and services to help
start-ups, potential businesses and micro-entrepreneurs at
the barangay level, in line with the President’s agenda of
inclusive growth.

DTI Region 3 targeted to set up in 2019, Negosyo Serbisyo in
62 barangays in the region except Bulacan. These target
barangays belong to 24 cities and municipalities which are
categorized as 4th to 6th class local government units
(LGUs).

Among the Negosyo Center services that the program
promoted and facilitated in Central Luzon barangays are
Business Registration and Business Advisory services for
existing and potential businesses in the countryside.

Aside from these, Consumer Awareness and Responsiveness
Seminar (CARES) sessions were also held as well as Skills
Training, How to Start a Business seminars, Costing and
Pricing seminars and capacity building sessions.

GREENING THE SSFs

A key breakthrough goal of DTI-3 in 2019 is to
accelerate green economic development by
"greening" the Shared Service Facilities in Central
Luzon. 

All of the 214 unique, operational SSFs have
undergone the following initiatives:

1.Green Economic Development sensitization
seminar workshops. The said workshops are part of
the target activities in line with the
implementation of the Promotion of Green
Economic Development (ProGED). The program is
included as one of the breakthrough goals of DTI
Region 3 that aims to enhance the competitiveness
of SSFs through helping them adopt climate-smart
and environmental friendly strategies;

2.Adoption of green practices such as: replacement
of light bulbs with LED lamps, fixing of water pipe
leaks, establishment of waste composting for
fertilizer, collection of rain water for cleaning and
watering of plants, collection and segregation of
waste using different bins for biodegradable and
non-biodegradable materials.

3.Learning visits to MSME green practitioners in
Tarlac, Pampanga and other regions

4.Organization of the Green Team in all provinces of
Central Luzon

5.Preparation of Green Action Plans for MSMEs

In 2019, DTI-3 through the DTI Pampanga
Provincial Office, was able to achieve its
breakthrough goal of establishing an innovation
ecosystem network.

The Philippine Science High School-Central Luzon
Campus (PSHS-CLC) is being assisted by PSHS
Bohol Fabrication Laboratory (Fablab) in its
registration with the International Fablab Network
based in Boston, Massachusettes. Project visits by
Bohol FabLab personnel took place on September
24, 2019 to assist in the registration to the
International Fablab Network. PSHS Fablab
Management is already a member of the Fablab
Network.

Through this network, the DTI was also able to help
in the conduct of Industrial Woodworking
Technology Workshops with the Department of
Science and Technology - Provincial Science and
Technology Center (DOST-PSTC) Pampanga; Don
Honorio Ventura State University (DHVSU) Main
Campus FabLab; PSHS-CLC and the Pampanga
Furniture Industries Foundation (PFIF) for HR
Collaboration in the province of Pampanga on
March 19, 2019.

Shared responsibility is one of the SHARED SERVICE
characteristics of the partnership of DTI FACILITIES(SSF)
with its cooperators. Because of this, it
was able to turn over management of the
facilities to its cooperators. In addition,
DTI was able to upgrade in 2019 its SSF
Facilities for its Fablab projects in
Philippine Science High School and the
Don Honorio Ventura State University.

MSME LEARNING

SESSIONS

More than 150 micro small and medium enterprises
(MSMEs), resource speakers and guests participated in the
MSME Learning Session on the Compliance Requirements
of the Government. The event was held on December 9,
2019 at the Orchid Garden Resort in the City of San
Fernando, Pampanga.

The event was organized by the DTI Regional Office SME
Development Division in response to a request by private
partners from the Regional MSME Development Council to
provide MSMEs with orientation and familiarization
sessions on compliance with government requirements.
The learning session was also held to facilitate the
availment of MSMEs of the assistance and services of the
government.
Topics of discussion included the programs and services of
the Small Business Corporation as discussed by Rebecca
Narciso, Department of Labor and Employment (DOLE)
Labor Standards and Occupational Safety by Maria Rima C.
Hernandez and Environmental Impact Assessment and
Environmental Compliance Certificate by Alta Gracia V. De
Dios of the Environmental Management Bureau. Senior
Trade and Industry Development Specialist (STIDS)
Nanette Linatoc discussed Business Name Registration
while Business Counselor Kimberly Maregmen provided an
orientation on the Barangay Micro Business Enterprises
(BMBE) registration process. Jonathan Balagtas of the
Bureau of Internal Revenue provided the participants with
tax updates and relevant tax regulations especially those
registering as a BMBE. After the presentations, a question
and answer session was also held.

FIRST CENTRAL

LUZON EXPO On October 17-18, 2019, the first Central Luzon Expo
was held at the ASEAN Convention Center at Clark
Freeport Zone. It aimed to promote the trade, tourism,
cuisine and investment of the region to the world.

During the CL Expo, October 17-18, 2019
investment forums,
procurement matching, job
fair, business to business meetings
were also held to promote the region's products,
services, tourism potential, cuisine and human resources.

In cooperation with September 16, 2019
Go Negosyo and the expertise
of leading business experts in City of San Fernando, Pampanga
different fields, DTI-3 held the
Mentor ME on Wheels and Money MENTOR ME ON WHEELS &
Market Encounter to further
capacitate hundreds of MSMEs in MONEY MARKET ENCOUNTER
the region. A total of 433 MSMEs
participated in the event.

GOES TO THE 30TH More than 60 entrepreneurs from Central
SEA GAMES Luzon displayed their quality products at
the site of the 30th Southeast Asian Games
at the New Clark City in Capas, Tarlac from
Dec. 1-11, 2019, Usec. Bles Lantayona led the opening
of the Likha goes to the 30th SEA Games Trade Fair.
The sellers earned a total of Php 554,805 in sales.

CONSUMER ADVOCACY

Consumer advocacy activities of DTI-3
in 2019 included innovative methods
that ensured that consumer-related
information will reach key sectors such
as the youth.

The Consumer Protection Division of
each provincial office of DTI-3
encouraged the participation of youth
groups in the region in the first ever
Nationwide Film Making Competition of
the DTI Consumer Protection and
Advocacy Bureau (DTI-CPAB).

The consumer-oriented films made by
the youth from Central Luzon reaped

PRODUCT STANDARDS

ENFORCEMENT

In 2019, DTI-3 strengthened the enforcement of product standards law through surprise
inspection of hardware stores, warehouses and sellers of mandatory products, especially
steel bars and pipes. For Central Luzon, a total of 33 hardware stores and warehouses were
randomly inspected. Of the 33 establishments, seven (7) are in Aurora, three (3) in Bataan,
six (6) in Bulacan, three (3) in Nueva Ecija, four (4) each in Pampanga and Tarlac and six (6)
establishments in Zambales. The enforcement teams, together with the Fair Trade and
Enforcement Bureau (FTEB), checked the correctness and sufficiency of markings of
construction materials such as steel bars and pipes, which are considered as mandatory
products under the Standards Law or Republic Act 4109. They also randomly weighed the
steel bars to check if they are within the allowable standard weight for each size of steel
bars. The thickness of the bars were also checked through caliper measurement.

STRENGTHENED
CONSUMER ORGANIZATIONS

DTI-3 capacitated its partner consumer and benchmarking sessions in Nueva Ecija and
organizations under the Federation of DTI other parts of Central Luzon. Assessment and
Accredited Consumer Organizations Region 3 planning sessions were also held at the DTI-3
(Fedacor-3) through different national and local offices to ensure that the activities of

A record sales amounting CARP Accomplishment 2019
to Php 3.9 Million was earned by
82 CARP MSMEs who participated in the
3rd CARP Likha ng Central Luzon Trade
Fair held in Marquee Mall, Angeles City
from November 21-24, 2019.

REGIONAL BPLO CONVENTION

The Department of Trade and Industry continues to support the efforts of the government in implementing RA
11032 or the Ease of Doing Business Act and Efficient Government Service Delivery Act of 2018. In 2019, it co-
organized the 3rd Regional Convention of Central Luzon BPLOs (CLAB) on November 13 at Royce Hotel in
Clark Freeport, Pampanga. It was attended by more than 220 participants from Central Luzon LGUs,
provincial governments, local economic & investment promotion officers, national agency partners and
guests.

The event focused on RA 11032 or the Ease of Doing
Business Act of 2018. CLAB invited resource speakers
from the law's implementing agencies such as the
Anti-Red Tape Authority (ARTA) - Atty. Marco
Balleser, representing ARTA Director General
Jeremiah Belgica, Civil Service Commission (CSC) -
Atty. Rosalinda Tanaliga, and Board of Investments
