Foreword A 75th anniversary is called the diamond anniversary. It’s considered the pinnacle of anniversary celebrations. Therefore, it is fitting that we highlight the success of the U.P. Alumni Engineers, their hard work, dedication, and charity. This book contains a chronicle of important events and personalities that have transpired through this 75-year journey. It is also an opportunity to reflect on the lessons of the past, while addressing challenges of the present and future. To endure this length of time, more than a half century, is worthy of praise and to be rejoiced in. To our alumni members, old and new, thank you for your support. CONCEPCION UP President On behalf of the University of the Philippines, my warmest congratulations to UP Alumni Engineers Association, Inc., on your 75th Founding Anniversary! For the past 75 years, the UPAE has been one of UP’s most dynamic alumni groups and a long-standing partner of the UP College of Engineering and the University. I thank and congratulate the officials, trustees, and members of the UPAE, headed by President Patrick Anthony D. Pascual, for your continued commitment to the UPAE’s as the primary organization that unifies UP’s Engineering alumni, provides linkages between the UP COE industry, and our external communities; and serves as a venue for cooperation and camaraderie. I congratulate our 2022 Diamond, Golden, Ruby, Silver, and Bronze Jubilarians. And, of course, I congratulate and thank this year’s crop of Outstanding Alumni Engineers, who were honored for their professional achievements and outstanding services to their communities and the nation. Since its founding in 1947, the UPAE’s history has been one of generous and dynamic support for the UPCOE. UPAE’s support has taken the form of donations of books, equipment, and the rehabilitation of the Engineering library that had been destroyed in the war; the improvement of the UPCOE’s buildings and facilities, including some of what has become the campus’ mostfamous landmarks; and organizing conferences and social events that promote both friendship and further education in engineering. I also commend the many fundraisers and projects of the UPAE for the benefit of UPCOE students, faculty, and staff, all of which enable them to hone their potential to the utmost, broaden their horizons here and abroad, and fully focus on harnessing their knowledge and skills in researching to address the country’s most pressing and pervasive problems. With the nation moving full-steam into an uncertain future shaped by the interconnection of human life and technology, I find your theme of “Engineering Unlocked - Geared Towards the Future” most fitting. The University itself is gearing toward the future. We have created new degree programs, such as a Master of Engineering and a Ph.D. in Artificial Intelligence and Data Science. We continue to utilize and explore digital technology, software, and VR in teaching courses in engineering and other fields. And we continue to pursue closer partnerships with industry, one example being establishing a technology innovation campus in Cavite. UP’sengineers are also exploring the heavens and expanding the country’s space program by launching the first Philippine university-built satellites into orbit and training our Filipino space engineers. The UP College of Engineering is at the heart of many of these forwardlooking initiatives, and the UPAE’s support will be critical to their success. As my term ends and a new President takes the helm of the University, I am confident that you, the UPAE, will remain as committed to enabling our UP engineers and our College of Engineering to soar and explore. INGENIUM 2022 9 With pride and enthusiasm, I congratulate the UP Alumni Engineers (UPAE) in the celebration of its 75th Founding Anniversary with the theme, “Engineering Unlocked-Geared Towards the Future.” With this appropriate theme, the UPAE recognizes this opportune moment in our history as we enter the post-pandemic situation. Engineers play important roles during this period, not only as problem-solvers, but also as innovators, creators, and catalysts for change. The catastrophic COVID-19 pandemic opened important issues which engineers also confront— that the pandemic is only one of the consequences of habitat loss, environmental degradation, and climate change. The post-pandemic situation poses the challenge to refrain from going back to “business as usual” and to do things differently. This is the chance to rebuild our society while eliminating social vulnerabilities and environmental weaknesses. Engineers can make a difference by gearing toward a future that works toward sustainability, balance, and fairness. Indeed, the skills and capabilities of the UP engineering graduates can be harnessed to undertake the tremendous tasks in uplifting communities. Pascual, UPAE Executive Director Prof. Eric Augustus J. Tingatinga, friends, and colleagues in UPAE. We are pleased to share with our alumni the latest developments in our beloved College. In September, Prof. Ferdinand G. Manegdeg’s three-year term ended and a new administration was installed with myself as the Dean. The new Executive Staff consists of Prof. Roel M. Ocampo as Associate Dean for Research, Prof. Menandro S. Berana as Associate Dean for Administration, Assoc. Prof. Djoan Kate T. Tungpalan as Associate Dean for Student Affairs, Prof. Leslie Joy L. Diaz as Associate Dean for Academic Programs, Prof. Eric Augustus J. Tingatinga as Associate Dean for Alumni and Institutional Linkages, Prof. Rowaldo G. del Mundo as Associate Dean for Public Engagement, Prof. Louis M. Danao as Director of the National Graduate School of Engineering and Prof. Jhoanna I. Pedrasa as College Secretary. We also take pride in having two new Professor Emeriti among our College faculty: Professor Benito M. Pacheco of the Institute of Civil Engineering and Professor Alberto V. Amorsolo, Jr. of the Department of Mining, Metallurgical, and Materials Engineering. Their prestigious ranks have been confirmed in the BOR meeting in November, but will officially take effect upon their retirement in the next couple of years. We have added MS and PhD programs in Artificial Intelligence to the suite of academic programs that the College offers. The program in MS Bioinformatics has also been recently approved by the BOR and will be offered starting next academic year. Programs in Masters in Engineering in the different fields are also being developed to cater to professionals and the needs of the industry. New programs such as MS in Mining Engineering, MS in Construction Engineering and Management, and PhD in Industrial Engineering are likewise being developed. As the National University, we aim for relevance and responsiveness to the needs of our profession. We have a significant role to play in streamlining engineering solutions to the people and in advancing the engineering profession. As the College enters into a new administration, we are also bound to face new challenges. We are busy preparing for the upcoming semester when we transition back to a full faceto-face set up with our classes and services, while taking advantage of the availability of digital technologies. We are eager to physically welcome back our students, many of whom have not set foot on the campus. Our Vision for COE is to become the National Institutes of Engineering: an effective, progressive, inclusive, and collaborative (EPIC) network of engineering education institutions that serves society and shapes the nation. We are currently drawing a roadmap that would systematically lead us towards this vision. A strong organizational leadership built on trust and a common goal to serve the nation becomes our starting point. The College of Engineering sincerely expresses its deep gratitude to UPAE for its continuous support to the initiatives of the College, especially those which pertain to generating resources and building strong ties with industry. With the size of our student population in the various fields of engineering coupled with our desire to make meaningful impact, we require a vast amount of resources. INGENIUM 2022 INGENIUM 2022 11 University of the Philippines Alumni Engineers (UPAE) It is a great honor to welcome our alumni on the occasion of our 75th Founding Anniversary. This homecoming marks the comeback of our face-to-face celebration after two years of not being able to see one another. With this year’s theme “ENGINEERING UNLOCKED - GEARED TOWARDS THE FUTURE”. The UPAE has initiated activities that bring our alumni together through Fellowships and Golf tournament. Together with that, the organization refurbished and reconfigured with the help of InvestEd the “Study Now Pay Later” program resulting in 65 new grantees. The UPAE also launched the “Alumni Achiever” campaign to highlight young alumni who have shown great potential and have made achievements and contributions in their chosen fields but are not yet given recognition. This year’s homecoming highlight will be the conferment of Engineering Professional Degree Awards, National and Global Achievement Awards and the Most Distinguished Alumnus who have excelled in their individual endeavors. UPAE is very proud of you! Recognition will also be given to our alumni from batches 2007 (Bronze), 1997 (Silver), 1982 (Ruby), 1972 (Gold), and 1962 (Diamond) who are now celebrating their jubilee. 12 INGENIUM 2022 INGENIUM 2022 University of the Philippines Alumni Engineers (UPAE) My warmest greetings to all engineering alumni on the occasion of the “75th Founding Anniversary” of the UP Alumni Engineers and in behalf of the UPAE Board of Trustees I welcome all of you to this year’s Homecoming. Finally after two years, we are now holding a face-toface homecoming. Indeed, we have been unlocked and unmasked with this year theme: “Engineering Unlocked - Geared Towards the Future”. Our achievement in the past and our commitment to our visions of the future shall encourage and compel us to design and build better infrastructures and create new enterprises in a new normal setting. The past two years were not easy, the pandemic caused so much disruption and changes in our lives, but, it also gave us valuable lessons and reason to move forward. As an engineer, I believe that we were able to adapt fast in our own way thru innovation, finding new ways of doing things to evade the effect of Covid 19 in our work places, laboratories or factories. So its time to gear up! The future looks bright again. Let’s once again enjoy each other’s company as we celebrate our 75th year anniversary. God bless! MANFRED M. The Sundial is one of the earliest devices used by man to tell time. It consists of the gnomon which is parallel to the earth’s axis, and a semi-circular plate whose plane is perpendicular to the axis. The shadow of the gnomon on the graduated place indicates the time and day. In the early days of the University, a floral sundial stood by the corner of Taft Avenue and Padre Faura streets. When the old Villamor Hall (now the Supreme Court Building) was constructed, a new and much larger one was built in the middle of the Ermita Campus. It was bedecked with flowering vines, and the surroundings were abloom with flowering shrubs, a very romantic ambience. However, during the Commonwealth era, it had to be torn to provide more space for military training which was emphasized at the time. In the Diliman campus, the U.P. Alumni Engineers in 1958 built the UP Sundial on the front lawn of Melchor Hall, to the west side by the corner of Osmaṅa and Roces Avenues. Made of steel, the gnomon had the form of sliderule. The structure was wrung from its foundations by the disastrous typhoon Yoling 1968. The present sundial was the project of the U.P. Alumni Engineers in 1972. It is an all-concrete structure, situated along Apacible Street between the U.P. Alumni Engineers Building and the Engineering East Wing. With the National Center Building at the east side, the U.P. Sundial will be in the middle of the Engineering Complex in Diliman. The Sundial and the U.P. Alumni Engineers Building nearby are the tangible manifestations of engineering alumni regard THE UP SUNDIAL and loyalty to the Alma Mater. INGENIUM 2022 13

Reminiscing (The Board 1947-2022)


75th Years of UP Alumni Engineers The U.P. Alumni Engineers Association was organized in 1947 as a primary organization that unifies the alumni of the UP College of Engineering (UP CoE). One of its first projects was to rehabilitate the engineering library. In 1949, the UPAE was able to donate a sizeable number of books solicited from alumni and friends, as the prewar library was totally destroyed. Donated piano to the college glee club for the Engineering Sing. The steel Sundial project commenced in 1958 on the west side of the building façade but unfortunately was destroyed by super typhoon Yoling in 1970. On June 12, 1960, a motorcade from the old engineering building in Ermita made its way to Diliman. Construction also started on the Alumni Center located on the deck terrace above the wing connecting the main building with the hydraulics laboratory and was presented to the University during the 1962 homecoming. The next year was spent raising funds and construction of the UP Alumni Engineers building. The edifice was completed in 1966 and was turned over to the University in 1967; the first university building to be built by an alumni group and in 1971, after came the project to reconstruct the original Sundial damaged by Typhoon Yoling was launched, the structure now stands at the front of NCTS. The Life Membership drive was started in 1972 and came up with a bronze plaque listing down the first five hundred members. In the same period, starts the Operation Comfort to rehabilitate and repair the comfort rooms of Melchor Hall. Other projects completed in the 70’s include furnishing of the student lounge, a summer employment project, and the senior seminar/lecture room. The UPAE undertook the installation of a water reservoir on top of the building to supply water to the various comfort rooms as well. In celebration of the Engineering Diamond Jubilee in 1985, the UPAE took a leading role in the preparation of the various activities including publication of the coffee table book, 75 Years of Service to Philippine Engineering. In the same year, Project Alaala was launched, whereby engineering alumni and friends can donate even money or materials such as books and laboratory equipment to the College. Assisted by UPAE, the Engineering Manufacturing Linkage Program was launched. In 2006, the renovation of the new UPAE office at the ground floor of the National Engineering Center was undertaken. In the same year, its 1st annual raffle draw was able to hit the 10 million peso target for use in modernizing teaching facilities of the College. Part of the funds were spent on the latest multimedia equipment. The year 2008 marked the inauguration of the New Engineering Library and the Computer Science Building. The latter was named the UP Alumni Engineers Centennial Hall in recognition of the UPAE’s generous support to the College. In 2009, UPAE had its first exhibit, “Ibang KlasEngg Networking’’, which promoted the UPAE sponsors’ offerings and career opportunities available for alumni. Commemorating the College of Engineering 100th year in 2010, UP CoE and UPAE lined up several activities for the year: fun-run, Ekot Jeep and motorcade, Retro Engg Week, Faculty vs. Alumni Exhibition Basketball, UPAE Golf Cup, these events culminated in the awarding of the 100 Outstanding Alumni Engineers. In 2011, UPAE turned over funds for the Professorial Chair project of the College. This same year UPAE started establishing partnerships with alumni groups to expand its ability to mobilize resources and expertise. In 2015, UPAE started its fundraising project for the Study Now Pay Later Program, this program aims to support engineering students in their daily allowance. This fund-raising project was able to raise 15M for the benefit of the students from brackets C, D, E, E1 and for students that are in their 4th and 5th year in engineering. The UPAE Facebook page was also established in 2017 to reach out to a broader and younger alumnus. Alumni information can also be found at the UPAE website (http://upae. org). UPAE also organized a biannual fellowship night of socials, food, drinks and fun to expand the alumni community network. These activities are held at multiple, diverse locations to give all alumni the opportunity to attend. 2019 marked UPAE’s second year of support to UP CoE’s internship program. UPAE has successfully deployed students in various engineering fields in different companies. UPAE, in coordination with the Linkage committee of the UP CoE, worked to involve more partner companies to the industry immersion program. 16 INGENIUM 2022


75th Years of UP Alumni Engineers In 2019, UPAE extended the Study Now Pay Later program to students from the UP Los Baños College of Engineering and AgroIndustrial Technology (UPLBCEAT). By the end of 2020, a total of thirty (30) students from UPDCoE and one (1) student from UPLB-CEAT have graduated. This year, one more Grantee graduated at the end of AY 2020-2021 and nine students from UPD-CoE and UPLB-CEAT are benefiting from the grant. During this time, UPAE also hosted and co-hosted golf tournaments; the Argo Cup with Tau Alpha Fraternity, the Mike Villanueva Cup with Beta Epsilon and Ikot Cup with Epsilon Chi and conducted its very own UPAE Cup. These events fostered camaraderie and networking among UP CoE, Alumni and other members of another organization and the UP Barkada. Because of the lockdowns in 2020, the University continued classes through remote learning. As such, the Engineering students, academe and staff needed assistance and support to make education and work from home possible. The UPAE launched the PC fund Drive in response to the call of support from the College and the University; through the efforts of its Trustees and members, UPAE was able to facilitate the donation of 48 laptop computers and 10 desktop computers to the UPD-CoE from early 2019 to 2021. In order to supplement the need for laptops other than donation, UPAE rolled out the Buy (Laptop) Now, Pay Later Program (BNPL) Program in 2020 to provide a P30,000 loan to students. In the second semester of AY 2020-2021, the cash assistance was increased to forty thousand pesos (P40,000.00) to meet the specification standards of the College and the students. The COVID 19 pandemic caused the government to ban all events and gatherings to help prevent the further spread of the Coronavirus. Because of this, the UP Alumni Engineers held its first virtual alumni homecoming on December 5, 2020 in order to continue the tradition of reuniting with friends and fellow alumni and reminiscing about days in the college and UP. With the theme “Engineering Reimagined”, and series of talks, the alumni were able to discuss how engineering across different disciplines were affected by the global pandemic and to identify ways to move forward. UPAE had put up a fundraiser project called “Mask UP Project ‘’ which aims to provide masks to employees of UP Diliman in 2021. Working as one UPAE members were able to donate 16,000 face masks, as well as 2,230 KN95 masks and 1,500 surgical masks to the UP Infirmary. Though the pandemic stopped all these face-to-face events, in a limited capacity, the tournament was eventually back on track in 2022 when the UPAE held its comeback Golf tournament at the Valley Golf & Country Club, Antipolo with over 40 attendees. Fellowships are once again conducted to update the alumni of the projects and upcoming activities of the UPAE. The pandemic has caused much hardship. Therefore, the Study Now Pay Later program repayment scheme was revitalized in 2022 to make it more convenient and flexible for the grantees. This revamp resulted in a large spike to the number of applicants and takers of the loan program. To date, the SNPL has already extended its benefits to 119 students. 2022 is another milestone for the UPAE to celebrate; this year marks the 75th Founding Anniversary of the U.P. Alumni Engineers. With the theme: “Engineering Unlocked - Geared Towards the Future ‘’, UPAE, will finally be able to celebrate in a 100% capacity at face-to-face homecoming at the Wack Wack Pavilion Hall. Everyone is excited to attend and see their former classmates, batchmates and professors. Thus, over the years, The U.P. Alumni Engineers have remained true to the aims that the original founders had for the organization. It has responded ably to the needs of the College in order for it to retain its stature as a premier institution providing engineering education in the Philippines, has brought together alumni through its various activities, recognized alumni who have been of service to private and public sector, all along never ceasing to provide a venue by which alumni can be of service to the College, to its students, and to the country in general. Indeed, other than the professional response, alumni engineers have shown the compassion side that is giving back to those in need and helping the institutions, particularly the College of Engineering, ease the burden. 38 INGENIUM 2022 DEPARTMENT OF CHEMICAL ENGINEERING A. DChE@70 In 2022, the Department of Chemical Engineering celebrated its 70th Founding Anniversary with the theme, DChE@70: Surmounting Barriers, Catalyzing Progress. Since its establishment in 1954, the Department has produced more than 3600 graduates excelling in their respective fields. The celebrations kicked-off in February with Retrospect and Prospects, the first installment of this year’s DChE Distinguished Alumni Seminar Series. The webinar looked back at the beginnings and milestones of UPD DChE, assessed the current status of the department, and explored new ideas to streamline the future of ChE education in the country. Among the esteemed panel of speakers who shared their insights were Dr. Jose Munoz, (ChE’80), Dr. Filemon Uriarte, Jr. (ChE‘65), Atty. Jose Maria Ochave (ChE‘86), Dr. Rowena Torres-Ordonez (ChE‘78), and Dr. Julie Anne del Rosario (ChE’10), the incumbent UPD DChE Chairperson. The students also participated in the celebrations as the UP Chemical Engineering Society (KEM) launched DChE merchandise while UP Academic League of Chemical Engineering Students (ALCHEMES) organized AesChEtics 2022: A Digital Poster Making Contest. The Department, in coordination with the UP Diliman Human Resources Development Office (HRDO), also offered a free online Financial Wellness Seminar on UP Employee Benefits and Managing Finances Effectively for administrative staff, research staff, and interested participants. The Department also inaugurated its Health and Wellness Room in the DChE Student Space last August. This place will serve as a safe venue for our students to recharge physically and mentally. Moreover, the Department also launched Catalyzing Honor and Excellence: ChE@70 Campaign to propel the department forward. This ambitious campaign aims to raise funds to provide state-of-the-art facilities to our stakeholders, advance our academic programs, boost our research capabilities, augment student assistance, recruit and retain faculty experts, and train and develop our staff. UP DChE alumni Denis Carpio (ChE ‘65) started the campaign with his generous P2.0M donation for computers in the department’s instructional laboratories. B. Teaching As of the first semester of Academic Year 2022-2023, the Department has around 450 undergraduate students and takes in around 120 first-year students each year. At the graduate level, there are 61 MS and 13 PhD/DEng ChE students. In 2022 October PRC Licensure Exam, the Department emerged as the top performing school with 96.36% passing rate and six out of ten alumni in the top 10 board passers. The Department’s undergraduate and graduate courses are taught by high caliber full-time and part-time faculty members, most of whom had their training abroad. Seventy-one percent (71%) of the faculty have a doctorate degree, one of the highest in the College of Engineering. Aside from teaching Chemical Engineering courses, the DChE faculties are also heavily involved in the Energy Engineering, Environmental Engineering, and Artificial Intelligence Program of the College by teaching graduate courses and advising graduate students under the said program.


INGENIUM 2022 39 C. Research The Department of Chemical Engineering is an active contributor to the University’s mandate to be a leading research university. Most of its faculty members are recipients of the International Publication Award (IPA) from the University. The Department operates fourteen (14) research laboratories, which are headed by faculty members who are experts in different fields of chemical engineering and its allies. The Department also hosts the Chemical Engineering Analytical Laboratory (CEAL), which offers analytical services to the University and industry. This year, the Department is implementing several research projects, including the Department of Science and Technology (DOST) - Collaborative Research and Development to Leverage Philippine Economy (CRADLE) Program funded project “Drive Air ni Juan” led by Dr. Bryan G. Alamani. The project aims to build a powerful yet portable air purifier for automotive air filtration systems, which works as a particulate filter, harmful gas remover, and antimicrobial filter. Moreover, three projects under the Niche Centers in the Regions (NICER) for Research and Development started early this year. Two of these are under the NICER Center for Advanced Batteries: “Project NextGen” headed by Dr. Joey O. Ocon, and “Project REBCell” headed by Dr. Julie Anne D. del Rosario. These projects aim to maximize the use of locally abundant materials in developing alternative, safer and efficient battery chemistries beyond lithium-ion and improving the performance of nickeliron batteries, respectively. The third project, “AirSAVER: Air Purification using Sustainable Aluminosilicates for Valenzuela Environmental Remediation”, headed by Dr. Ramuel John I. Tamargo is under the newly established Center for Environmental Technologies and Compliance and intends to develop an industrial air pollution control technology for the adsorption and abatement of volatile organic compounds (VOCs) using locally sourced minerals. This technology intends to assist the plastic manufacturing and recycling industries in Valenzuela in complying with air emission standards. Dr. Jhud Mikhail Aberilla, on the other hand, is heading SABA: Sustainability Assessment of Banana Wastes Upcycling and Utilization across the Food Value Chain under the Sustainable Production and Consumption Laboratory. Another project of Dr. Ocon is the CHEDPCARI-funded CIPHER: Clean and Vertically-Integrated Pure/Applied Hydrogen Energy Research for Next Generation Power Systems. Several other projects funded through UP, DOST, and foreign-funding are also on-going in the department. For the past five years, the Department has published more than 300 publications in peer-reviewed and reputable indexed journals and has presented in several local and international conferences. Every semester, an Undergraduate and a Graduate Colloquia are organized to showcase the research outputs of our students. C. Extension Service In the 2nd semester of AY 2020- 2021, the department launched the pilot run of UP CoaChEng, a virtual mentoring program, to assist students in their transition from the academia to the professional world as world-class chemical engineering graduates. Topics discussed included career exploration, networking, and job/ graduate school preparation. The pilot run finished successfully with twentythree (23) student mentees, eight (8) faculty mentors, and one (1) volunteer alumnus mentor, Dr. Rowena Ordoñez-Torres. The third year of the program will also be launched in AY 2022-2023 with Dr. Jhud Mikhail O. Aberilla and Dr. Marjorie L. Baynosa managing the program with Dr. Ordoñez-Torres. Moreover, the Department also partnered with the Philippine Institute of Chemical Engineers (PIChE) for the E-Portfolio Project which aims to provide a more reliable evidencebased learning or performance abilities of students and professionals through an electronic personal record of learning outcomes. At the end of each year, the Department awards the student with the best e-portfolio. D. On-going Programs and Activities The Department is currently reviewing its graduate curriculum to better cater to the needs of the academe and the industry. Moreover, the Continuous Quality Improvement System Manual is being revisited as part of the Department’s commitment to quality assurance. 40 INGENIUM 2022 The UP Institute of Civil Engineering (ICE) is the oldest and currently one of the largest academic units of the University of the Philippines Diliman College of Engineering. The Institute offers the following degrees: B.S. Civil Engineering, M.S. Civil Engineering and Ph.D. Civil Engineering with four fields of study (Geotechnical Engineering, Structural Engineering, Transportation Engineering and Water Resources Engineering). The Institute is composed of six academic groups: Structural Engineering (SEG), Construction Engineering and Management (CEMG), Geotechnical Engineering (GEG), Transportation Engineering (TEG), Water Resources and Coastal Engineering (WRCEG), and Environmental and Energy Engineering Groups (EEEG). The Institute is currently headed by Prof. Maria Antonia N. Tanchuling. There are 50 full-time faculty members, composed of 13 Professors, 7 Associate Professors, 22 Assistant professors and 8 Instructors. Complementing the full-time faculty roster are several lecturers and 1 Professor Emeritus. Mission: To nurture a culture of integrity, relevance, and excellence in civil engineering, and to synergize with interrelated institutions. Events With the easing of restrictions due to the COVID-19 pandemic, the UP ICE held its face-to-face Recognition Rites for BSCE, MSCE and PhD CE Class of 2022 on July 23, 2021 via Zoom Video Webinar and YouTube Live. This event recognized and celebrated the accomplishments of our students and graduates for the past academic year. 42 INGENIUM 2022 DEPARTMENT OF COMPUTER SCIENCE The Department of Computer Science (DCS) faculty roster is composed of 32 full-time members including Professor Emeritus Evangel Quiwa. With seven (7) full professors, six (6) associate professors, 16 assistant professors, and two instructors; Asst. Prof. Alfonso Labao and Inst. Jozelle Addawe who recently joined the faculty. The teaching faculty line-up is complemented with a teaching associate through the OVPAA’s Teaching Assistantship Program. As of the first Semester of AY 2022 - 2023, the enrolment under the BSCS program of the department is composed of 544 students, about 110 of which are freshmen including shiftees and transferees, this is about a hundred students more than the first semester of AY 2021 – 2022 which is an indication that students already adopt the remote learning setup of the university. On the other hand, 84 students are enrolled under the MS (68) and PhD (16) programs of the department, which exceeded the numbers of the last academic year. DCS is still a home to several student organizations, it help students cope with curricular and extra-curricular life in the Department: the Association for Computing Machinery – UP Diliman Student Chapter (UP ACM), the UP Association of Computer Science Majors (UP CURSOR), and the UP Center for Student Innovations (UP CSI); the UP Parser, the department’s official student publication; and the DCS Servers, a volunteer student program under the leadership of the DCS Representatives in the Engineering Student Council. These students’ organizations form the CS Network Alliance. Quacquarelli Symonds (QS) recently released its world university rankings by subject and the University of the Philippines ranked in 18 subjects, including Computer Science and Information Systems. The University of the Philippines is ranked 412th among the universities, fell by 13 notches from the previous year. Despite this, UP is the only university in the Philippines that is included in the said rankings for Computer Science and Information Systems. Likewise, UP was featured in Times Higher Education’s subject ranking for Computer Science (rank 801+); one of the two Philippine universities in the said subject rankings. In other news, the DOSTPCIEERD funded project entitled “Port Capacity Analysis and Route Optimization for Local Maritime Administration (PAROLA),” led by Assoc. Prof. John Justine Villar was one of the awardees of the Excellence in Project Implementation and Completion (EPIC) award in the 12th Philippine Innovation Expo: “Empowering the Filipino through Innovative Engagement”, at Dusit Thani, Makati City on June 29, 2022. The PAROLA project aims to identify the berthing capacities of local ports and extend the route optimization and analysis to a network-wide scope. The Department of Computer Science has always been a host to a number of funded research projects, and 2022


INGENIUM 2022 43 is no exception. Despite the ongoing pandemic, members of the DCS faculty managed to get three research projects funded by DOST in 2022. The two ongoing projects funded by DOST PCIEERD reaches out to the transportation sector. Asst. Prof. Justine Villar heads “Maritime Energy Demand and Information System (MEDIANS)”, which focuses on aims to develop a system that will collect necessary environmental parameters and quickly estimate the energy consumption and greenhouse gas or GHG emissions of the operating fleet based on transportation activity. The project is in collaboration with MARINA, Philippine Coast Guard and Department of Energy in relation to maritime policies on energy efficiency and environmental sustainability, following the IMO regulation - Ships Energy Efficiency Management and GHG calculation with the Energy Efficiency and Conservation Act (RA 11285). The second project “Progressive Advancement of Transportation networks through the Integration of vehicular Onboard Technologies with online platforms”, or ARANGKADATA. This project headed by Assoc. Prof. Wilson Tan is now in his second year of implementation. ARANGKADATA aims to maximize the value generated by required onboard technologies in modern Public Utility Vehicles, namely GPS receivers, automated fare collection systems, dashboard cameras, closed circuit televisions, and free WiFi, for the benefit of commuters, operators, regulators and alike. The goal will primarily be achieved through the creation of data processing tools and techniques, as well as the creation of platforms for data sharing and interoperability. The third project is led by Prof. Prospero Naval entitled “Development of an Al-assisted Thunderstorm Early Warning System from Analysis of Doppler Radar Data,” which aims to design, implement, and deploy an Artificial Intelligenceassisted Thunderstorm Early Warning System from analysis of Doppler Radar data collected by PAGASA. This system will serve as a tool for the local weather forecasters to use for early detection of thunderstorm warning and facilitate the issuance of thunderstorm warning in a timely fashion. The proposed system will be installed at the radar stations where analysis can commence once data is available without having to wait for the complete transmission of this data to the PAGASA’s Central Office. Looking back at DCS history, the first batch of 35 students was admitted in the second semester of A.Y. 1982-1983 into the Bachelor in Computer Science (B.C.S.) program under the Department of Engineering Sciences. The B.C.S. program eventually became the Bachelor of Science in Computer Science (B.Sc.C.S.) program that the DCS still offers today. Nine years later, in 1991, the Department of Computer Science began its life as a separate Department under the College of Engineering and the year 2022 marks the 40th anniversary of the Department. Given the ongoing pandemic, the DCS is foregoing the traditional “milestone year celebrations” such as homecoming dinners until such a time when such events can be held safely in accordance with the government regulations. However, the DCS still maintains the DCS Alumni newsletter which hopes to connect the alumni with the Department. 44 INGENIUM 2022 The UP Electrical and Electronics Engineering Institute is the largest academic unit not just of the College of Engineering but also of the University of the Philippines Diliman. It offers the following degree programs: B.S. Computer Engineering, B.S. Electrical Engineering, B.S. Electronics Engineering (ECE), M.Eng. in Electrical Engineering, M.S. in Electrical Engineering, D.Eng. in Electrical and Electronics Engineering, and Ph.D. in Electrical and Electronics Engineering. The institute has 13 research laboratories: Computer Networks Laboratory, Digital Signal Processing Laboratory, Innovation Research Center, ADI Microelectronics Lab I and II, Artesyn- Power Electronics Laboratory, Electric Power Research Laboratory, Smart Grid Research Center, Solar Photovoltaics Laboratory, Power Systems Simulation Laboratory, Robotics Automation Laboratory, Ubiquitous Computing Laboratory, Wireless Communications Engineering Laboratory, and the University Laboratory for Small Satellites and Space Engineering Systems (ULyS3ES). The Institute is currently headed by the newly appointed Director Dr. Lew Andrew Tria and supported by the following Deputy Directors: Dr. Maria Theresa De Leon (Academic Programs), Dr. Paul Jason Co (Planning, Development and Finance), Dr. Jaybie de Guzman (Students and Alumni). There are 41 full-time faculty members composed of 18 Professors, 2 Associate Professors, 16 Assistant Professors, and 5 Instructors. With 46 Lecturers and 6 Teaching Associates and Fellows that support the Institute’s teaching load. The institute also has 15 administrative staff. Although the Institute transitioned to a new administration under Dr. Lew Andrew Tria, it remains true to its vision of becoming a national institute and continuously contributes in the field of electrical, electronics, and computer engineering through its undergraduate and graduate offerings, as well as its research and extension work. Continuing its dedication to excellence all while adapting and adjusting with the changing environment. Last year, the Institute aimed to continue providing its stakeholders with various activities and services whilst adapting to the new normal setup. This year, the UP Electrical and Electronics Engineering Institute (EEEI) faces its new challenge as it shifts to the hybrid setup with the resumption of limited face-to-face activities despite the continuous threat brought by the global pandemic. Retrofitting of EEEI facilities for CoA issuance: This semester, the UP Diliman approved the limited face-to-face activities on and off campus as the country adjusts to the global pandemic. With this, the Crisis Management Committee (CMC) issues a certificate of authority (CoA) which would allow departments/institutes/colleges to conduct F2F activities provided that the facilities are compliant with the required health and safety guidelines. To date, the Institute has acquired CoA for its rooms and laboratories ensuring the safety of students, faculty, and staff.


INGENIUM 2022 45 EEI Wellness Room: Through the initiative of the previous College of Engineering administration, this year also saw the inauguration of the EEEI Wellness Room where students, faculty and staff can use as a spot to relax, conduct small meetings/OGC consultations. The wellness room can also be used as an isolation area for anyone who experiences COVID-19 symptoms before they are directed to the UHS. EEEI Virtual Consultations: While most students are still on remote learning, EEEI continues to conduct its virtual consultations with the students on important concerns, most especially for the resumption of face-to-face activities. EEEI Talks: The Institute also continues hosting relevant discussions on a hybrid setup with attendees both on an online platform (e.g. Zoom) and in-person. These talks are open for everyone as it is also streamed via EEEI’s social media channels. EEE Laptop and Desktop Loan Program From June 2021 - Present From June 2021, the EEE Laptop and desktop program is now in its second and third batches, the gadget assistance drive continues to help EEE students in need. To date, there are 45 students who received laptops; 17 gadgets were donated while 28 gadgets were loaned.


46 INGENIUM 2022 DEPARTMENT OF GEODETIC ENGINEERING “85 Years of Geodetic Engineering Excellence” PLAN 2035: In December 2020, the DGE & TCAGP embarked on the development of its longterm strategic plan called “Plan 2035”. This strategic plan has a formulation lifespan of three years, coinciding with the term of the current chairman and director, to make sure that the strategic plan is carefully crafted to set the roadmap of the Department and the Center. We believe that a disciplined focus to the following strategic priorities is the key to elevate the Department and Center to the next level. The collective vision and masterplan for the Department is envisioned to be articulated in the official Plan 2035 document for the guidance of the Department’s future Leadership Committees. Plan 2035 will provide milestones and direct progress towards the establishment of the Department of Geodetic and Geomatics Engineering and the National Center for Geomatics Research and Extension by 2035. ACADEMIC PROGRAMS DEVELOPMENT: Because of the K-12 program of the basic education, the Department revised it BS Geodetic Engineering degree program from a 5-year to a 4-year curriculum. On 24 June 2019, the 4-year BS GE curriculum was approved by the University Council and was first implemented in the following academic year 2019-2020. In response to the shift to remote learning brought about by the COVID-19 pandemic, the BS GE curriculum was then redesigned to address the sudden shift to remote learning brought about by the COVID-19 pandemic. The Department has developed course packs for 48 courses and delivered around 60 course packs to its students. The MS Geomatics Engineering program offers three specializations or tracks namely, Remote Sensing (RS), Geoinformatics (GI) and Applied Geodesy (AG). DGE receives an average of 10 applicants per semestral intake, with the RS track having the most number of applicants followed by GI. The DGE recently embarked on an MS revitalization program to make sure that the courses are futureready. Dr. Rhodora M. Gonzalez led the department on its plan to institute a PhD in Geomatics Engineering (PhD GmE). Among the Initial steps that were undertaken were a series of meetings with the DGE faculty members who are PhD holders. Moreover, an online survey was launched on February 21, 2022 and ended on March 20, 2022. The said survey which had 123 respondents was made to solicit opinions, comments and suggestions from potential takers of the PhD GmE program. The graduate faculty members of DGE will convene again to finalize the initial set of proposal documents drafted by Dr. Gonzalez. The target earliest offering of the PhD program has been set to be during the first semester of AY 2023- 2024. STUDENT WELFARE: The DGE Students’ Info Hub was launched on September 6, 2021. The hub contains all updated information about registration, curriculum, events, calendar, and other resources including ConSURGE, which


INGENIUM 2022 47 supports students financially when they encounter fortuitous events, especially medical conditions. For updates and support, you may visit the hub at https://sites.google. com/up.edu.ph/dgestudenthub. “58 Years of Serving the Nation” A memorandum of agreement was signed on December 18, 1963 by the Governor of the Land Authority and the President of the University of the Philippines which culminated into the establishment of the TCAGP on October 7, 1964. Since then, the Center has been actively engaged in nation building through research projects, training and extension efforts. PROFESSIONAL DEVELOPMENT: The UP TCAGP is an official Continuing Professional Development (CPD) provider authorized by the Professional Regulations Commission (PRC) for the Geodetic Engineering Profession as of 2018. This year, the accreditation as an official CPD provider was renewed and certified by the PRC. The renewal was reviewed by the GE CPD committee of the PRC by looking at past events, training programs, seminars and activities that contributed to further development of the GE profession. It was upon their review that showed that the UP TCAGP is committed to further extend the science and application of the GE profession to other disciplines and to other colleagues in the same profession. PHILGEOS 2021: This year’s symposium was a three-day event held on November 17-19, 2021. PhilGEOS 2021 is unique, not only because it is being held virtually for the first time but also the main reason behind its current format—COVID-19 pandemic. Restrictions on mobility and mass gathering, among others, brought about by the ongoing pandemic have made it inevitable that this year’s symposium be held online. Given the said restrictions, we are overwhelmed and pleased to welcome participants not only from the Philippines but all over the world as they take part in PhilGEOS 2021 by either presenting their papers or as an audience. PhilGEOS 2021 has welcomed 184 registered participants from seven (7) countries. It is indeed an opportunity to showcase outputs of cutting-edge Geomatics research with profound societal impacts especially in the management of a pandemic. We are also honored to continue to partner with the International Society for Photogrammetry and Remote Sensing (ISPRS) by making PhilGEOS 2021 as an official UP TRAINING CENTER FOR APPLIED GEODESY AND PHOTOGRAMMETRY RESEARCH PROJECTS: The following table is the summary of the TCAGP Research and Development Projects from 2021-2022. TCAGP - affiliated faculty members have been consistently submitting technical papers for publication both in peer-reviewed journals and proceedings of international and local conferences. For the year 2019-2022, there are a total of 130 publications from 26 faculty members. ISPRS event and select papers to be published in The International Archives of the Photogrammetry, Remote Sensing and Spatial Information Sciences (see https:// www.int-arch-photogrammremote-sens-spatial-inf-sci.net/ XLVI-4-W6-2021/).


INGENIUM 2022 48 The following are the highlights of the IEOR Department’s accomplishments in the past year classified according to Teaching/ Instruction/Related items, Research, Extension and Related Activities, Alumni Relations and others. Teaching/Instruction/Related Items: • As required by the new curriculum, the department launched the 1st mandatory internship program (online) during the midyear of 2021. Company partners were actively sought by the department with the assistance of the COIL office of the College. The 2nd round of the mandatory internship was just recently concluded this midyear of 2022. The department continuously seeks industry partners for its internship program with the help of CAPES, UPIEAA, and other organizations. • The department also conducted the Freshmen Orientation on IE Program and Department Policies via Zoom. In addition, Virtual Freshmen Career Orientation Talks were likewise regularly undertaken Industrial Engineering and Operations Research Department (Highlights of the Industrial Engineering and Operations Research Department Accomplishments for the Past Academic Year) in collaboration with UPIE Alumni Association (UPIEAA). Along with the partnership with UPIEAA, the department also held the ‘Keeping Track, Finding Direction’ webinar on the 4 tracks of the IE program to get all students from all year levels understand their career options under the following tracks: Information Systems, Human Factors, Production and Service Systems and Operations Research. A career orientation webinar was also held with UPIEAA with the graduating students as the target audience to help them prepare for their future jobs and careers. • The department also secured approval of its proposed PhD program in Industrial Engineering from the College Graduate Faculty Committee on August 26. The next step is to present this to the Cluster Committee of the university. The target is to offer the doctorate program by 1st semester of AY 2023-2024. • In August 2022, the department prepared its classrooms for the blended learning set-up. The Crisis Management Committee approved and granted the department Certificate of Authority to Conduct F2F Class Activities with the permission to accommodate a 100% F2F classes for all its subjects in the upcoming semesters. Research: • The department completed the inventory of the research output of the faculty over the years. This served as an input to the Self-Assessment Report of the department in view of the External Quality Assurance program of the university. The latest IAADS self-assessment report identified research as an area for further improvement. Related to this, the department during its planning session last August 23-24 drafted its Research agenda which identified the research priorities given the different tracks. • Four (4) new Professorial Chair Award grants were also secured – 3 through the efforts of the UPERDFI and 1 through the Golden Pillars Fundraising Project. At least 4 more PCA grants are needed for other faculty that will be eligible for the 48 INGENIUM 2022


award. These PCAs shall help develop further the culture of research in the department. For the Year 2022, the department now awaits the schedule of the presentation as well as the final awarding of the PCAs. Extension and Related Activities: • Through the UP National Engineering Center, the department offered various training and certification programs (Lean Six Sigma, Business Analytics) and undertaken extension projects with both government and private institutions. • In extending a helping hand, the department granted the Diliman Accounting Office, Diliman Cash Office, HRDO and QAO offices permission to use IEME facilities until the end of 2022. These offices needed spacious offices to adhere to COVID-19 protocols in terms of office use. Alumni Relations/Others: • The IE department commemorated its Golden Anniversary celebration last July 31, 2021 with the theme ‘In pursuit of the optimum” through an online event. It also kick-started the Golden Pillars Fundraising Project for the alumni to get connected, get involved and give back. To date, the project has secured donors for 3 laboratories (Cognitive Ergonomics Laboratory, Optimization Laboratory and Integrated Product Design and Development Laboratory) and 1 classroom (IEME Rm.109), internet connectivity within the IEME Building, 1 Professorial Chair Award and cash donations. The refurbished Room 109 was made possible through the generosity of Mr. Arnold Chung (IE’06) family. The room was inaugurated last August 15, 2022 and attended by the Dean of the College of Engineering, the Presidents of the IE Alumni Association, UP Engineering Research and Development Foundation Incorporated, IEOR faculty and the Chung family. The Golden Pillars Project will be formally completed by the end of year 2022. INGENIUM 2022 49


Department of Mechanical Engineering 50 INGENIUM 2022 About the Department: The Department of Mechanical Engineering headed it Chair Dr. Juvy A. Balbarona is currently offering the following degree programs: Bachelor of Science in Mechanical Engineering and Master of Science in Mechanical Engineering. The Department continuously works toward being internationally renowned as a leading institution of Mechanical Engineering education and research and producing competent engineers that serve foremost the needs of the nation. Faculty: The Department’s faculty roster is composed of members with expertise in various mechanical engineering fields. As of October 2022, there are 25 full time and 11 part-time faculty members. Of the full-time faculty members, 5 are full Professors, 3 are Associate Professors, 12 are Assistant Professors, and 5 are Instructors who are currently completing their master’s degree in ME. Of the total of 36 faculty members, 15 are doctoral degree holders, while 14 have a master’s degree. To complement the teaching staff, there are 11 non-teaching personnel who are assigned to the different facilities in the department. Student awards and recognition: For this year, the Vicente “Tek” Hedriana All-Around ME Award for AY 2021-2022 was awarded to Vincent Stanley So. While the Vicente T. Paterno Award for Excellence in Mechanical Engineering was awarded to Vinz Keenan K. Go. Rowill Christian R. Rempillo was awarded the 2022 Gawad Tsanselor sa Natatanging Magaaral in the virtual ceremony held last June 24, 2022 for his academic accomplishment, and for exemplifying “honor and excellence in the service of the people.” Key developments and recent events: Undergraduate Program: Through the efforts of the Undergraduate Program Coordinator, Asst. Prof. Job Immanuel Encarnacion, MSc, the department has institutionalized a regular midsemester survey to gather information about the students’ learning and to serve as a feedback mechanism for faculty on how to improve the implementation of the curriculum. As part of the continuous quality improvement cycle, the department also submitted a project proposal for the Academic Program Improvement Fund. The objective of the proposed project is to review the BSME program, assess, and evaluate its implementation, and plan for the revision as needed. The review of the MSME program and plan for its revision, as well as the preparations for the establishment of the doctoral program in ME are also covered in the said project. Accreditation of the BSME program by PTC-ACBET is also one of the targets of the said proposal. A separate project proposal was also prepared for the development of the BS and MS Naval Architecture and Marine Engineering degree programs in UP Diliman. This is spearheaded by Asst. Prof. Paul Rodgers, MSc, with Asst. Prof. Job Immanuel Encarnacion, MSc, Dr. Louis Angelo Danao, and Dr. Edwin N. Quiros as project team members.
