INGENIUM 2022 51 Strategic Planning Workshop (May 2, 2022) Department of Mechanical Engineering held a strategic planning meeting virtually last May 2, 2022 which was participated by faculty members only. A separate meeting will be scheduled with the non-teaching staff at a later schedule. The planning meeting started with a situationer of the department in terms of student and faculty profile, status of the laboratories, research output and projects. The department used the futures triangle as a technique for brainstorming to encourage discussions about possible scenarios produced by the interactions of the three forces: pull of the future, push of the present, and weight of the past. This was followed by a breakout session where different groups were assigned to do a backcasting on the following key areas: • Undergraduate program • Graduate program • Research and development • Service facilities • Industry and External Relations The activity allowed the department to define desired plausible futures and work backwards to identify programs and necessary action steps to connect the future to the present. Recognition rites of DME (August 6, 2022) The first hyflex recognition rites for the graduating batch 2021 of the Department was held last August 6 at the DM Consunji Theater in the Institute of Civil Engineering in UP Diliman. The event was attended by Assoc. Dean for Public Affairs, Dr. Eden Dela Pena, and Engr. Ferdinand Dela Cruz as the invited guest speaker. The event was streamed live via facebook page of the Department for those who could not be physically present at the venue. The Department of Mining, Metallurgical and Materials Engineering, currently headed by Assoc. Prof. Candy C. Mercado, is an educational institution that offers advanced training and instruction, as well as globally relevant research and development in the fields of mining, metallurgical, and materials engineering. It offers three undergraduate programs: BS Mining Engineering (BS EM), BS Metallurgical Engineering (BS MetE), and BS Materials Engineering (BS MatE). Graduate programs offered include MS Metallurgical Engineering (the only graduate program in metallurgy in the Philippines at present), and MS and Ph.D. Materials Science and Engineering which jointly offered with the College of Science. Faculty and Staff UP DMMME has 44 faculty members and 18 administrative staff, as well as Research, Extension, and Professional Staff (REPS). Prof. Mena was conferred with the title of emeritus professor, and Prof. Amorsolo received his advance conferment of the same title. Prof. Diaz was chosen by the Professional Regulation Commission (PRC) as the 2022 Outstanding Professional of the Year in the field of Metallurgical Engineering. Dr. Cervera received the David M. Consunji Award for Engineering Research from the Philippine Association for the Advancement of Science and Technology (PhilAAST). Assoc. Prof. Vasquez received the Outstanding Professor Award, while Ms. Bustillos was an Admin Chair Awardee at the UPD College of Engineering Faculty and Staff Awards 2022. Students UP Diliman is the top-performing school in the September and August 2022 PRC Mining Engineering Licensure Examination, with all 34 takers from UPD passing the exam and nine entering the top 10. UPD also got the highest three places in the October 2022 PRC Metallurgical Engineer Licensure Exam with all seven takers from UPD passing the exam. Accomplishments DMMME’s first F2F lecture class DMMME started offering face-toface (F2F) lecture and laboratory classes in the 1st semester of A.Y. 2022-2023. To ensure proper contact tracing and monitoring, the Laboratory FIC Committee, headed by Asst. Prof. Ejera, modernized the DMMME’s Health Declaration Form with a QR Code and the Laboratory Permit Information System (LaPIS). DMMME Health Declaration System The Inventory Committee, which is led by Inst. Lariba, is also working on modernizing the DMMME inventory system that aims to increase accessibility to the staff, faculty, and students who will be using the database. The Building Committee, headed by Assoc. Prof. Magdaluyo, with the assistance of the Laboratory FIC Committee and REPS, ensured that lecture rooms and laboratories followed the minimum health and safety requirements. Several measures, including but not limited to the identification of room capacities, installation of exhaust fans, and mapping out foot traffic, were implemented. A F2F Guidebook is also released every semester by the Student Affairs and Tambayan Committee, headed by Inst.. Lao, to ensure that students are aware of the department’s COVID-19 guidelines and protocols. SATCom also spearheaded the soft launch of the DMMME’s Student Wellness (Swell) Room. DMMME Swell Room DMMME continues to listen to its students through the Department General Assembly: KaMMMustahan organized by the MMM student representatives with the support of the SATCom. The Plant Practice Program Committee, headed by Asst. Prof. Menor, was able to deploy most of the students for F2F internships in the midyear after two years. The committee was forced to develop alternative activities and implement remote internships because of the pandemic. After offering the 4-year curriculum undergraduate programs, the Academic Affairs Committee, headed by Assoc. Prof. Espiritu, and undergraduate program coordinators, comprised of Inst. Arranz, Asst. Prof. Maniaul, and Asst. Prof. De Leon, submitted curricular revisions to the Committee on Curriculum of UPD. This was done to enhance student outcomes and ensure that programs are tailored to students' needs and abilities The Alumni Relations Committee, headed by Asst. Prof. Luistro, reconvened the Mining, Metallurgical, and Materials Engineers Association (3MEA), DMMME’s alumni association, with the aim of strengthening industry-academe collaborations, internship programs, and sponsorships and endowments. A meeting with the Incorporators and Board of Directors was held last July 30, 2022. 3MEA meeting The Research and Extension Committee, headed by Prof.. Diaz, organized a hybrid research planning session last August 22, 2022, to identify how to overcome barriers to research in the department. Hybrid research planning session DMMME maintains its links with its alumni. Last September 26, 2022, a hybrid Distinguished Alumni Lecture (DAL) was organized with Prof. Emmanuel Pornillos, an expert in tailings technology and graduate of the BS MetE program in 1965. A deed of donation for the Professorial Chair (PC) in Mining Engineering was also signed by Pornillos. Recent project collaborations involve Western Digital Storage Technologies (Philippines) Corporation (WDST) and Dow Chemical Philippines, Inc. DMMME with WDST MRCF also conducted a F2F SEM Training for Mindanao State University-Iligan Institute of Technology (MSU-IIT). SEM training with MSU-IIT DMMME increased its presence in research in metallurgical engineering. Faculty members and REPS attended the ceremonial Memorandum of Agreement (MOA) signing for recently approved projects by the Department of Science and Technology-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD) last October 4, 2022. DOST-PCIEERD ceremonial MOA signing OceanaGold Philippines, Incorporated (OGPI) renewed its efforts to assist in the improvement of DMMME’s metallurgical engineering laboratories. DMMME received PHP 4 million from OGPI in addition to its 2018 donation of PHP 1 million through the UP Engineering R&D Foundation Inc. (UP ERDFI). INGENIUM 2022 53

(UPERDFI) celebrated its 50th founding anniversary on August 3, 2022. The Foundation proudly shares with the UP Alumni Engineers community its legacy programs of supporting the UP College of Engineering in developing topnotch graduates who will be actively involved in nation-building, in ENGINEERING A BETTER PHILIPPINES. 50 Years of Sharing: UPERDFI took the Golden Jubilee as an opportunity to reflect upon its first 50 years of establishment. With the continuous support of UP engineering alumni and friends, UPERDFI has grown from the initial asset base from an endowment fund of PhP 300,000 in 1972 to PhP 331,000,000 in 2021. This has enabled UPERDFI to sustain its support for the UP College of Engineering. The latest facility that is currently being commissioned is a High Performance Computer System that will “Crossing Over to the Next 50 Years” significantly increase research productivity for faculty and student research projects. UPERDFI also administered hundreds of research studies and projects carried out by faculty, and through the component arms of the National Engineering Center, and funded projects from its Technology Development and Strategic Studies Fund. It also mobilized the support in funding the COVID-19 applied research projects in 2020. Crossing Over to the Next 50 Years: As UPERDFI moves forward, its leaders and members convened to define its Strategic Objectives to guide future initiatives. The Foundation aims to: 1. Continue nurturing UPCOE in delivering topnotch engineering resources to society through faculty, student, and infrastructure support; 2. Orchestrate projects with societal impact through commissioned research and R&D grants; and 3. 56 INGENIUM 2022 Beta Epsilon at Ninety One The UP Beta Epsilon Fraternity is the oldest engineering fraternity in Asia, and one of the well-recognized fraternities in the University of the Philippines, being granted with multiple awards for the outstanding services given inside and outside the university. The fraternity has always been active in making various projects and events that are beneficial for the college and the community, as well as fostering the spirit of brotherhood, service, and excellence. As part of its 92nd anniversary, UP Beta Epsilon launched the Betan Assistance to the Staff of Engineering, also known as BASE. The fraternity took it as one of their aims to give back to the staff of the College of Engineering. After months of careful preparation and countless hours of work, the UP Beta Epsilon Fraternity was finally able to deliver over PHP 250,000.00 worth of goods to the staff of engineering on October 13, 2021 who, amidst the pandemic, continues to maintain the College of Engineering. The hours of work put into the project is well worth the support the 265 beneficiaries received in the form of groceries and sanitary products. Another highlight of this year is the 48th Blockbooster. Since 1974, the Beta Epsilon has welcomed freshmen in the university with an annual quiz show called the Blockbooster. Engineering students are the main participants in this event to showcase their intellectual talents and knowledge of anything under the sun. On the 22nd and 23rd of December 2021, the 48th edition of the Annual Blockbooster extended its service to the whole university by allowing the different colleges in UP Diliman to form their own teams with at least one freshman. This restriction has been made for the event to meet its original purpose of serving the freshmen students by giving them a memorable and joyful experience in their first year in the university. Since the event took place in line with the pandemic, the Christmas-themed quiz show was held completely online. Each team has worked their way to win the prize of as much as Php 30,000, including the raffle prizes of GCash money that will help them in their university life. UP Beta Epsilon Fraternity - The Year That Was (2022)
In collaboration with Lanhdao Human Resources Consultancy, the fraternity organized and held the first BE READY (BE Employment – Ready) 2022: A Career Startup, last May 14, 2022. It is a one-day online webinar x workshop event exclusive for the students and young alumni of UP Diliman’s College of Engineering. It featured Founders, Co-Founders, and high-ranking members of various companies such as GrowSari, GoTyme, BCG, and Lanhdao, as speakers and mentors. The event equipped the students with more knowledge and skill sets in helping them to BE READY as they venture out into the corporate world and gave them more ideas on the possible career paths they can take once they graduate. As part of its 93rd anniversary, the fraternity awarded fuel vouchers to the jeepney drivers of PhilCoA, Katipunan, UP IKOT and TOKI last September 5, 2022 in recognition of the importance of jeepney drivers in the life of the UP Community. With the efforts of the resident and alumni brothers, the team was able to give gas vouchers to 56 jeepney drivers across Philcoa, Katipunan, and the UP Campus. At the same time, the fraternity provided its Libreng IKOT jeepney rides. Three UP IKOT jeepneys were commissioned to offer free rides to the UP students. Bluebooks were also distributed among these jeepneys and the Kalayaan & Acacia Residence Halls for the students to freely avail. Kalinga Outreach is an annual outreach activity of the UP Beta Epsilon aimed to help public schools located in remote and unprivileged communities across the country by providing solar energy systems, gadgets, tools, and school supplies necessary to improve their quality of education. Started in August 2019, the residents of the UP Beta Epsilon were able to help six schools in the span of three years - even during the height of the pandemic. Last August 29, 2022, the fraternity visited the remote mountain community of Madilay-dilay, Tanay, Rizal to deliver school and medical supplies for their public elementary school. The recent outreach was also launched as part of the 93rd anniversary. For this month of December, the fraternity has planned events as well for the UP community. Just like the previous iterations, the fraternity will launch the Beta Epsilon Fireworks Display which will serve as the final event of the UP Lantern Parade. To celebrate the season of giving, the fraternity will launch the annual BE A Santa, a gift-giving event for the staff of College of Engineering as a simple reward for all their hard work. Both will be sponsored by the Beta Epsilon Alumni, Inc. (BEAI). Even as its members trudge their paths to further devote themselves in their respective engineering fields, the UP Beta Epsilon Fraternity always looks back to the community and gives back to the best of their abilities. 58 INGENIUM 2022 EPSILON CHI FRATERNITY The UP Epsilon Chi Fraternity celebrated its 58th founding anniversary on October 2, 2022. As a way to return to its roots, as well as looking up to a new normal in an easing pandemic, the Brother Radians met at the UP Epsilon Chi Center in an evening of fun and relaxation. Complete with music, food, drinks, and the fanfare of celebrations, it was a morale booster everyone waited for two years. Looking back to 1964, when 32 engineering students-visionaries founded the UP Engineering Circle (now known as the UP Epsilon Chi Fraternity), this band of brothers grew to be templars of excellence and service not only to the University, but to their country. With alumni serving as constant inspirations to the residents, to the younger Brother Radians living up to The Circle’s Creed, a constant flux of honor and excellence conceived within the halls of the College of Engineering ensures that the Fraternity lives on for years yonder over. Now, on its 58th Year, the Fraternity meets with the uncertainty of a new tomorrow, and a promise of better days to come. The Epsilon Chi Center A symbol of progress, and a legacy to the University, the Epsilon Chi Center was bequeathed and formally turned over by the Epsilon Chi Fraternity to the university on October 2, 2018. This gift is a token of the Fraternity’s gratitude for shaping the lives of its fellows and embodies a hope to inspire UP Alumni and organizations to give back to UP. The EC Center features a basketball court that can also be used for other sports activities and events, such as volleyball, badminton and table tennis. The center also has a gym and several commercial stalls that offer the UP community a holistic environment. The Court of Champions Serving as the home for the UP Men’s Basketball Team, the EC Center was used by the UPMBT Season 84 Championship team. After 36 years without a title, it was no mere coincidence that when the UPMBT got the support it deserves, As We Look on to Brighter Days, the Radian’s Fire Roars Ablaze
INGENIUM 2022 59 it was able to win one of the greatest honors of college athletics. The UP Epsilon Chi Fraternity through the EC Center is honored to have been a part of the MBT’s historic run. And now, it will continue to support the university’s athletics in any way it can, not only the Men’s Basketball Team. The Pep’s Squad Cradle During the renovation of the College of Human Kinetics, the UP Pep Squad practiced in the EC Center from October 3 to November 16, 2022, proving the Fraternity’s commitment to helping our athletes whenever the need arises. The Nebula of Budding Athletes Not only is the EC Center for its collegiate body, but the UP Integrated School has also seen its use and understood its support whenever the UPIS uses the EC Center during the off-hours of the UPMBT. The 16th EC Radian’s Cup Last October 22, 2022, the 16th EC Radian’s Cup was held in Puerto Azul as a fund-raising through golf for the Fraternity’s Scholarship Program. The Tour was conducted in cooperation with UP Barkada (a group of UP fraternities). Indeed, the Radian’s Cup Golf Tour has continued to bolster solidarity among UP fraternities and is one of the vanguards of giving back to the community. 60 INGENIUM 2022 TAU ALPHA FRATERNITY “90 Great Years of Brotherhood” Since its inception 90 years ago, Tau Alpha Fraternity has honed hundreds of individuals with exquisite talents and potential in search of their individual golden fleece. Inside the folds of the Fraternity, every member is encouraged to set their sails towards the direction that their hearts are being called upon, with certainty that they will never be alone in their journey. And through this commitment to supporting each member in whichever path they choose, the Fraternity now serves as a home not just to engineers and architects but also to national leaders, senators, CEOs of corporations, athletes, financial specialists, priests, and more. Now, as the Fraternity marks its 90th anniversary, Alphans are more than ready to set the sails of the great Argo further towards activities and projects that will not only attest to their true fraternalism, academic excellence, professionalism, and service but will clearly mark moments of their journey as a Fraternity. EXTENDING THE TAMBAYANS TO COVER THE DISTANCE So-called tambayans play an integral role in fraternity culture. It is that special and distinct place for Brods to genuinely bond and connect with each other. In the case of Tau Alpha Fraternity, its Tambayan takes on the form of the Engineering Corner. There, among the benches underneath the trees, is where relationships among the members matured and developed through the years. Like the Great Argonauts on board a shared ship, Alphans found an extension of their homes in these shared benches of the University. But with the physical restrictions brought about by the pandemic, the concept of the Tambayan, as the members knew it, evolved and took on a new form. From their on-campus corner, the Alphans migrated to platforms like Viber, Telegram, and Zoom to maintain that intimate connection distinct only to brotherhood. From fraternal to personal matters, common topics that the Brods usually talk about in-
INGENIUM 2022 61 between breaks, last-minute reviews, and fellowships made their way into online calls and group chats. Different online groups were created to tailor content and delivery to their different participants. To highlight a few, there is a separate group chat dedicated to politics, a separate group for investment talks, and even another group where Brods can simply talk about their shared interests in golf. Said online channels also enable the members to stay up to date with the Fraternity’s events, raise funds for different projects, and simply enjoy a shared online space where they can feel safe and belong. Ultimately, the presence of these Virtual Tambayans serves as a testament to the much-touted brotherhood of Tau Alpha as it stands the test of time, distance, and even crisis. The online social spaces also showcase the Alphans efforts to maintain and promote human connections and meaningful interactions necessary to upholding its commitment to the Fraternity, the college, the University, and the country. GIVING BACK TO THE UP COMMUNITY The University has been the ground that Argonauts had stood on since it was founded. More than that, it is a witness to every milestone of the Fraternity. It is because of this that Tau Alpha never forgets to give back to UP Community and its constituents. For the year 2019-2020, the Fraternity made history in undertaking the grandest and most prestigious quest. With a budget amounting to almost a hundred million, the Tau Alpha Legacy Project, aptly named, “The Tau Alpha Infinity Walk” is a once-ina-lifetime opportunity to develop the largest open space in UP Diliman as an open park. Through the Tau Alpha Legacy Project, an elevated boardwalk shall rise and wind from Melchor Hall (College of Engineering Building) towards the Faculty Center beside the Palma Hall (College of Arts & Sciences Building). Designed with the intent to give the UP community a chance to “enter” and not just overlook the greenery, the elevated boardwalk shall straddle the West and East sides of Roces Avenue, passing through towering century-old trees and allowing pedestrians to enjoy the tranquil beauty of nature in their day-to-day walks. In the midway portion of the boardwalk shall rise a View Deck that will offer scenic views of the Main Library Bldg. in the West and the Quezon Hall in the East. Merging the academic excellence distinct to the Great Alphans and UP Engineers with the core values of the fraternity, Tau Alpha’s goal is to ensure that the community shall experience the tranquil beauty of nature up close, catch sight of birds, frogs, and other species, and relieve stress, while at the same time, preserving one of the last green spaces in Metro Manila. The Fraternity consulted and made sure to satisfy the different and necessary demands of biodiversity groups in constructing the highly-anticipated project. Since the boardwalk is elevated, the design allows the nature below to remain largely untouched and protect species from constant disruptions. The project, therefore, serves as a cumulation of the Alphans’ academic excellence in the engineering field and their commitment to staying true to the calls for equity, justice, and sustainability. The result thereof is a project that perfectly blends the seemingly irreconcilable interests of technological advantage with environmental preservation. WELCOMING CHANGES, STAYING TRUE TO OUR VALUES It has been 90 years since the first Argonauts set the sails of the great Argo. Together, they fostered a firm belief in the principle of Life, Liberty, and the Pursuit of Happiness. These virtues and the true bond of every brother have made it possible to continue what the Fraternity had set out from the start and remain true to its legacy despite the changing social landscape. Reminiscent of the heroic Argonauts who willingly went to great lengths in search of the golden fleece, members of Tau Alpha are geared to always go the extra mile to adapt, survive, and excel in their chosen paths without losing the reason of their voyage. Almost a century since the inception of the Fraternity, the Tau Alpha’s enthusiasm has not flamed out. UP Alumni Engineers Year-end Report 2022 By: Patrick Anthony D. Pascual 2022 marks a huge milestone for the UPAE as we celebrate our “75th founding anniversary”. This year, the nation got off to a challenging start as the country went through a very big surge of the omicron variant of COVID in January. But together, we conquered fear and started on the road back to normal by holding our face-to-face induction in February and have resumed our monthly board meetings. Support of the Landscaping & Sculpture Design Contest of the College: In 2021, President Danilo L. Concepcion through Dean Ferdinand G. Manegdeg called on the UP Alumni Engineers to support a university wide program that will provide a pleasant outdoor open space for both the community and the public. Thus, the College of Engineering initiated the “Landscaping and Sculpture Design Contest” for Melchor Hall and the Engineering Complex. Through the hard work and dedication of former President Elmir S. Dela Cruz, the drive was able to raise a total of P380,000.00 cash donations. The Landscaping Design Competition winners were awarded last May 18th and the Sculpture Design Competition last August 30th. UPAE would like to extend its sincerest gratitude to all the alumni donors from Epsilon Chi Fraternity, Tau Alpha Foundation Inc. and UPLB CEAT. Without their open hearts and charitable donations these projects could not have moved forward. Fellowships & Tournaments: As 2022 progressed, COVID restrictions were eased, this opened the possibility for the board to have a fellowship and a golf tournament. The board felt that this was deeply needed as this would allow those that had been isolated for so long to rekindle friendships and renew the fellowship of the alumni. On July 23, 2022, we had our 1st fellowship at the University Hotel where the heads of different alumni organizations attended and launched our newest endeavor, the Alumni Achievers. We had our 2nd fellowship last October 27 at House Manila at Newport World, Pasay City. This activity aimed to gather our alumni from the Southern part of Manila. Our UPAE Golf Tournament was held August 12th 2022 at the Valley Golf and Country Club and was attended by a mix of alumni. Ages ranged from the mid 30’s, to the oldest who was 85 years old! Engr. Rel Gomez emerged as the Overall Champion of the tournament and all those who attended had a great time and enjoyed the fellowship. Alumni Achievers Campaign: As part of the organization’s continued pursuit in recognizing our Alumni, UPAE launched the Alumni Achievers campaign. The goal was simple: highlight young alumni who have shown great potential in any field of endeavor and alumni who have made achievements and contributions in their chosen field but have not been previously recognized or awarded by the UPAE. As of November 19th 2022, these achievers have been featured on the UPAE Facebook page. These alumni play a critical role by giving inspiration to others as to what they can be, that hardships can be overcome, and with determination, anything is possible! The result of this campaign has been phenomenal. Our followers have increased significantly to more than 2,600. Engagements have also trended upwards; some posts now reach 7,000 64 INGENIUM 2022
individuals. Reactions for most posts are now reaching close to 500. This clearly demonstrates that our alumni are extremely pleased to see their peers, friends and alumni being recognized for all the achievements they have earned. Finally, these Alumni Achievers can serve as the possible professional and national awardees in our future homecomings. I would encourage everyone to engage with our users on Facebook, comment, and like our posts to increase their reach even more. Revitalized SNPL & BLNPL Programs: This year, UPAE made even more great strides by partnering with InvestEd, a leading company focused on solving financial inclusion for unbanked youth. With the help and expertise of InvestEd, the Study Now, Pay Later program was revitalized to increase the under subscription in the previous years. For the academic year 2022-2023, the cap of 180,000.00 per student remains. However, the loan amount and loan repayment of fixed 5,000.00 monthly was customized to fit the actual monthly need of the student. The repayment scheme was redesigned and tailor-fit so that the amount to be paid per month depends on the course/industry and floor income. With this provision, many students applied. UPAE processed a total of 70 applications with 63 being approved. To date, we now have 65 grantees. These changes will help those students in need and support the growth of this critical program. As of the writing of this report, the total SNPL fund disbursed amounts to P5.93M and for the BLNPL P1.07M. Collection from the 30 graduates who have repaid their loan is P557,000.00. Continued Support of the College: UPAE has and will always support the programs and activities of the College of Engineering. As an example, UPAE has conferred the 2022 Presidential Award for Outstanding Leadership; this award is given to the graduating student who demonstrated outstanding leadership skills and excellence in academics. The awardee, Ms. Camille Ann Venturina a BS Chemical Engineering graduate received 15,000 cash prize, a UPAE lifetime membership, and a UP statuette memorabilia during the college recognition rites. UPAE also supported the 2022 Geomatics Student Project Colloquium by providing a P12,500 cash prize for the winners of the research presentations. UPAE also contributed P24,000.00 to the landscaping and beautification project of the National Engineering Center. The support of UPAE to the faculty members is through four (4) professorial chairs that are currently funded by the organization: the UPAE Vidal A. Tan Prof. Chair, UPAE Crisostomo A. Ortigas Prof. Chair, UPAE Centennial Prof. Chair and the UPAE Prof. Chair for the faculty of Computer Science. Membership and Officers: As part of our membership drive this year, we have 51 new lifetime members. This raises our total to 3,775. While still a far cry from our 20,000 + alumni, we will continue to work to connect with all current and former students. Most Distinguished Alumnus Mamerto E. Tangonan BSCE 1984 Engr. Mamerto Tangonan is the current deputy governor of the Bangko Sentral ng Pilipinas (BSP), currently heads the Payment and Currency Management Sector (PCMS) of the BSP; tasked to address the interplay between digital money, physical currency, and support the digital transformation of the Philippines’ financial services industry. He leads PCMS in maintaining and strengthening the Philippine Peso, as well as ensuring a well-functioning payments and cash ecosystem that fosters long-term economic growth. He brings with him over 28 years of experience in digital and traditional financial services, telecommunications, technology, financial inclusion and consulting services. Prior to his appointment, Engr. Tangonan led a six-year USAIF-funded program on the E-PESO project aimed at accelerating the shift of the Philippine economy from cash to digital payments. He led a team in providing technical assistance to the BSP in the policy formulation and implementation of the National Retail Payments System (NRPS). Also held various top level roles at ING Life Insurance, Globe Telecom, and PT Smart Telecom. Deputy Governor Mamerto Tangonan earned his Bachelor of Science in Civil Engineering in 1984 from the University of the Philippines, and holds an Executive Master Degree in Business Administration from the Asian Institute of Management. Lifetime Achievement Award Dante M. Abando BSCE 1986 For the last 36 years, Engr. Dante M. Abando has devoted his life to the Engineering profession and to nation-building by uplifting the status of the construction workforce, molding future industry leaders, and modernizing local construction practices. As the previous President of Alveo Land Corporation, Dan steered the company to relaunch its brand and value proposition which solidified Alveo’s leadership position in the market. Today, Alveo thrives on its brand that is trusted, vibrant, upscale, and innovative. Dan is currently the President and CEO of Makati Development Corporation (MDC) and Senior Vice President of Ayala Land, Inc. (ALI). Through his leadership in MDC, the company has become one of the country’s largest and most-respected construction firms. Through MDC, Dan introduced innovations in the Philippine Construction Industry to include Industrialized, Modular and Mechanized Construction, Digital Transformation, and world-class construction methods and technologies. Dan launched the Young Construction Professionals Leadership Summit (YCPLS) for top graduating students in Engineering and Architecture to learn latest practices, trends and technologies in Construction, and established MDC’s TESDA-accredited Technical Training and Assessment Center to help upskill the construction workforce. At the height of the COVID-19 pandemic, MDC secured the health and safety of the organization through stringent safety protocols, set-up of welfare facilities, and a vaccination drive for employees, construction workers and their families. The company also heeded the Government’s call to build various isolation facilities, testing centers, and COVID-19 laboratories. He earned several awards such as the UPAE Professional Degree Award in Civil Engineering in 2014, the Asia Pacific Entrepreneurship Award for Construction in 2016, the Meralco Corporate Commercial Luminary in 2017, and the University of the Philippines Alumni Association (UPAA) Distinguished Alumni Award for Urban Development in 2019. Among his other appointments are Chairman of the Board of MDBI, MDC Equipment Solutions, Inc. (MEQ), MDC ConQrete Inc. (MCI), and MDC BuildPlus, Inc. He is also a Board Director of Alveo Land Inc., Avida Land Inc., Serendra Inc., and Anvaya Golf and Country Club, Inc. Dan was the Chairman and President of the Philippine Constructors Association (PCA) from 2016 to 2017, and member of the Board of Trustees of the University of the Philippines Alumni Engineers (UPAE) from 2015 to 2016. He is a member of the Upsilon Sigma Phi Alumni Association. Professional Degree Award in Mechanical Engineering Louis Angelo M. Danao BSME 1999, MSME 2006 Dr. Louis Angelo M. Danao is a tenured Full Professor from the Department of Mechanical Engineering, University of the Philippines Diliman. His field of expertise is wind turbine aerodynamics. He finished his PhD at the University of Sheffield, Sheffield, United Kingdom last November 2012. Since then, he has continued studying blade aerodynamics, particularly blade design. Recently, he has pursued studies in tidal current turbine design and performance. He has expertise in techno-economic assessment of renewable energy systems specific to ocean related energy such as wave, tidal currents, and offshore wind. His main goal is to increase the adoption of renewable energy systems into mainstream electricity generation to increase renewable energy share in the overall energy mix. Louis has been teaching full time since 2006, mainly handling undergraduate subjects such as statics and dynamics of rigid bodies, mechanics and strength of deformable bodies, machine design, fundamental thermodynamics, fluid mechanics and thermodynamics of turbomachinery, computational fluid dynamics, and finite element analysis. His main contribution to the graduate programs of his home department and college is supervision of thesis students. Since 2013, he has successfully supervised more than 20 students to the completion of their MSc in Mechanical Engineering, MSc in Energy Engineering, and PhD in Energy Engineering degrees. Louis is currently a holder of the rank Scientist 3, the highest rank in the Scientific Productivity System of the University of the Philippines. This rank is bestowed upon Faculty members who have been prolific in their scientific publications and are also recognized experts in their fields. He has held the Scientist rank since 2018 when he was first conferred Scientist 1. His 5-year Google Scholar h-index is 12 while his Scopus h-index is 13. Last 2018, he was awarded the Gawad Tsanselor para sa Natatanging Guro, a recognition given to Faculty members with significant contribution to teaching, research, and extension service to the University of the Philippines. In the same year, he also received the Engineering Outstanding Professor Award. Louis has been active in research collaborations with the various units in UP Diliman and UP Manila. He has been engaged in research work that studied resource assessments of indigenous renewable energies, feasibility, suitability, and life-cycle analysis of renewable energy systems, water treatment technologies, black carbon and volatile organic compounds sensors, and the design of medical devices including external fixators, reusable epinephrine autoinjectors, gastroschisis silo bags, and assistive pillows. Dr. Danao is currently the Director of the National Graduate School of Engineering. Previously, he has held administrative positions including Program Coordinator for the Energy Engineering Graduate Program and Department Chair of the Department of Mechanical Engineering. 70 INGENIUM 2022
Professional Degree Award in Computer Science Professional Degree Award in Electronics and Communications Engineering Armando R. Codera Jr. BSCS 1989 Philip A. Martinez BSECE 2009; MSEE 2014 Mr. Armando Codera, Jr. is a visionary in the field of education and technology – his pursuits continue to form ripples in the Philippine education sector. He is one of the founders of TechFactors, Inc. (TFI), an e-Learning company that provides educational solutions. It aims to enhance the learning experiences of Filipino students by leveraging technology, allowing them to be equipped for 21st century demands. He is also one of the founders of Headstart Business Solutions, Inc. (HBSI), a technology company that simplifies the business experiences of schools and its stakeholders. With over three decades of experience in IT and Business Management, he has led the companies to industry leadership serving over 600 schools nationwide, while he continues to form breakthroughs in his specializations. Mr. Codera, in addition, engages in research endeavors as an industry expert and has recently published “Preparing Students For The Future Through Robotics Academy of Technology, Education and Development (IATED) Library”, as well as “Building RDF Models of multidisciplinary data sets under the One Health framework in the Philippine setting” in 2019 at the CRC Press. He also takes part in international conferences such as the National Educational Computing Conference, San Diego-USA in 2006, and the yearly International Society for Technology in Education (ISTE) EdTech Conference. Before founding the companies in the 2000s, Mr. Codera became part of one of the largest pharmaceutical and biotechnology companies worldwide. He has served the industry in many capacities since 1992, and eventually holding the position of E-Business Director at GlaxoSmithKline Philippines in 2001. In 1999, he accomplished a certificate in IT Services Management from the UK Information Science Board. He received his Master in Business Administration and Bachelor in Computer Science at the University of the Philippines. Aside from his professional undertakings, Mr. Codera enjoys writing music, reading books, and spending time with his family as a father of three. Engr. Philip “Flip” Martinez is actively involved in pioneering governmentfunded research projects that aim to develop and deploy context-appropriate wireless communication technologies to empower resilient Filipino communities and to expand digital communication and internet access to Geographically Isolated and Disadvantaged Areas (GIDAs) in the Philippines. As an affiliate of the Wireless Communications Engineering Laboratory of the UP Electrical and Electronics Engineering Institute from 2007 to 2020, he was a key participant in several DOST funded research projects that targeted to narrow the digital divide. In 2015, Engr. Martinez served as a Research Engineer for ‘Project ROGER: Robust and Rapidly Deployable GSM Base Station and Backhaul for Emergency Response’, a pilot proof-of-concept research for opportunistic spectrum access in the context of emergencies and disasters. He then continued as a Research Fellow in 2016 for ‘The Village Base Station Project (VBTS)’ – a collaborative research project between UP and the University of California, Berkeley, in helping establish the Philippines’ first community-owned and operated cellular network. The said network was set up in seven remote and rural barangays in the province of Aurora, providing basic mobile telephony to over 1500 subscribers since 2017 – through an alternative, bottom-up approach in connectivity. Engr. Martinez is currently a Senior Science Research Specialist at the DOST – Advanced Science and Technology Institute (DOST-ASTI), where he is the Technical Lead of the Resilient Education Information Infrastructure for the New Normal (REIINN), an initiative led by DOST-ASTI that focuses on developing application frameworks and infrastructures for remote learning. He is also a cofounder and Trainer of TEKhasa, an organization that creates the new wave of experts in technology, education, and community by conducting relevant technical workshops and lectures. He is also a co-founder of Kawing Innovations, Inc., a social enterprise with special focus on connecting the last mile through community networks. Engr. Martinez earned his BS in Electronics and Communications Engineering and MS Electrical Engineering at UP Diliman in 2009 and 2014, respectively. He is also a part-time faculty member of the AdMU Department of Electronics, Computer, and Communications Engineering and a Senior Lecturer at the UP Electrical and Electronics Engineering Institute. Ultimately, Engr. Martinez, along with his teams past and present, are working towards a shared vision of a better-connected Philippines, one remote barangay at a time, where every Filipino has an equitable access to opportunities brought about by reliable information infrastructure. Reinoso Jr. earned his Bachelor of Science in Civil Engineering from the University of the Philippines in 1976. Prior to his graduation, he worked at the National Economic and Development Authority (NEDA) as a researcher and ultimately joined NEDA upon his graduation where he rose from the ranks to Career Assistant Secretary (Assistant Director-General) for Infrastructure, Regulations and Contract Services, and Investments Programming until his retirement in 2017. Thereafter, he was appointed as Undersecretary at the Department Of Transportation (DOTr) co-terminus with the appointing authority. In addition, he also served as Vice President of the Power Sector Assets and Liabilities Management (PSALM) Corporation from 2003 to 2005 and Undersecretary of the Department of Transportation and Communications (DOTC) in 2010 to 2011. He likewise worked as Consultant in Asian Development Bank’s Third Road Improvement Project in 1983 to 1985. Benny’s area of responsibilities at NEDA covers, among others, water resources development, which includes water supply, sewerage and sanitation; road, rail, air and maritime transport; energy generation, transmission and distribution; postal and information and communications technology; social infrastructures such as health and education facilities; infrastructure utilities and procurement regulations; and review/evaluation of contracts and contract price escalations. At DOTr, he was in charge of policy, planning and project development. He has actively participated in the formulation of previous laws/ rules governing government procurement of civil works contracts - Presidential Decree (PD) 1594 and its Implementing Rules and Regulations (IRR) – and the Executive Order governing procurement of goods/equipment, and, the current law on procurement, Republic Act No. 9184 and its IRR. As NEDA representative, he also sat as a member of the Boards of the National Power Corporation (NPC), National Transmission Corporation (TRANSCO) Board Technical Committee, Power Sector Assets and Liabilities Management (PSALM) Corporation, Light Rail Transit Authority (LRTA), Philippine National Railways (PNR), Philippine Port Authority (PPA), Government Procurement Policy Board (GPPB), National Water Resources Board (NWRB) and the Toll Regulatory Board (TRB). He is also a founding member of the Transportation Science Society of the Philippines (TSSP) and the Philippine Water Partnerships (PWP). In the area of international collaboration in infrastructure development. He previously became the Philippine Government’s representative to international organizations such as: Asia-Pacific Economic Cooperation (APEC) Working Groups on Infrastructure and Government Procurement and a member of the Southeast Asia Technical Advisory Committee (SEATAC) of the Global Water Partnerships (GWP). Engr. Reinoso is currently a freelance independent Consultant/Advisor. Engr. Garcia or “Chippy” as what people would commonly call him immediately joined Unilever Philippines after graduation. During his 12 years with Unilever Philippines, he worked with the Technical Development group and was fortunate to be involved in the innovation work and commissioning of different facilities like sulphonation, continuous detergent bar manufacture and non-tower detergent powders production. Equipped with the above knowledge, he took a job with Unilever Arabia with the initial intention of commissioning the non-tower concentrated detergent facility there. However, when business in Unilever Arabia geared more to non-concentrated powders, the challenge shifted to producing regular detergents in the existing concentrated plant. This required re-engineering the factory and eventually led to a couple of patents on a new detergent non-tower process. After four years in Unilever Arabia and with eventual expanded responsibility on looking after the detergent technical side of the Gulf Cooperation Countries in the Middle East, he moved to take a job with Unilever Egypt to build and commission the detergent spray drying plant. Having completed the project in Egypt, a decision was taken to leave Unilever and go back to the Philippines in 1999 as life in the Middle East can be challenging. However, in the year 2000 a new opportunity came when a fragrance house, International Flavors and Fragrances contacted him for a possible job as technical category manager for detergents and home care for the Asia Pacific Region based in the newly opened facility in Singapore. Aside from the usual technical services required for projects, his worked also included setting up of the technical infrastructure for the operations of the new creative center and affiliate laboratories. In the latter part of his stay, he became the key in the roll out of a new encapsulation technology in the region. He stayed in Singapore until his retirement in 2019 holding various technical positions. Chippy is also one of the founding members of UPAA Singapore. He was a key member of the management committee that drew up the UPAA Singapore scholarship program; a program to select one scholar every year (the scholar should be from the lowest income bracket) and to fund their education till graduation. 72 INGENIUM 2022
Professional Degree Award in Geodetic Engineering Professional Degree Award in Metallurgical Engineering Czar Jakiri S. Sarmiento BSGE 2007; MSRS 2010 Dulce S. Romero BSMetE 2001 Dr. Czar Jakiri Soriano Sarmiento or simply “Jak” to his friends and colleagues is the 13th Chairman of the UP Department of Geodetic Engineering (DGE) and the 11th Director of the Training Center for Applied Geodesy and Photogrammetry (TCAGP). He is also the founder and managing director of the Research and Development Laboratory for Computational Geodesy. A rising star in the Geodetic Engineering community and one of the very few geodesists in the country, he led the Department through the difficult restrictions of the COVID-19 pandemic while maintaining a very high standard of faculty, staff, and student care. The Department also maintained its productivity in research and development through the challenging season. Under his administration, two new research laboratories were formed and a new one under development. Dr. Sarmiento expanded the Department’s local and international network and engagement, increased students’ learning exposures, expanded research tracks, instituted fiscal and academic accountability measures and streamlined administrative processes to cope up with the new normal. Together with the UP DGE and TCAGP Faculty and Staff, a strategic framework for the future, Plan 2035, was being formulated. This is to ensure that the UP DGE and TCAGP will continue to provide students, trainees, faculty members and staff with a constructive and conducive culture and environment for productive learning and experience. In his term, the DGE and TCAGP was selected as one of the 5 Best Educational Institutes in the Philippines in 2022 by The Knowledge Review. Jak led several high-impact research projects on Smart Cities, Space Applications, Archaeology, Disaster Risk Reduction and Management and Geodesy that produced multiple publications, products, partnerships, and policy changes. In addition to his academic career, he also consulted for the United Nations, Copernicus, and international and national aid organizations. He is actively working with national government agencies (DOST, DENR, NEDA, NAMRIA, PSA and LMB among others) in technical working capacities to provide geospatial and policy solutions for new and recurring national problems. Dr. Sarmiento is a licensed Geodetic Engineer and has also been an active member and fellow of professional organizations such as the Australian Surveying & Spatial Sciences Institute and the Geodetic Engineers of the Philippines, Inc. He was nominated for the Asia-Pacific Spatial Excellence Awards in 2020 and was awarded with multiple professorial chairs in his career. Jak completed his Ph.D. in Surveying and Spatial Information Systems (2020) from the University of New South Wales, where he trained in the Satellite Navigation and Positioning Laboratory under Dr. Chris Rizos, the former International Association of Geodesy president and the current International Union of Geodesy and Geophysics president-elect. He worked on the dynamics of International and Local Height Reference Systems and Frames. Dr. Sarmiento earned his Bachelor of Science in Geodetic Engineering (2007) and Master of Science in Remote Sensing (2010), both from the University of the Philippines. Engr. Dulce Romero is the Technical Study Metallurgical Engineer of Silangan Mindanao Mining Company, Inc., and has been with the project for seven years. She is the lead metallurgist for the inhouse study team and has overseen the sampling and metallurgical tests related to the Silangan Project and assisted in the finalization of Silangan’s process flowsheet. She worked in parallel with Metallurgical Consultants, the likes of Ausenco, Lycopodium, SNC-Lavalin, SRK, and KDE-Metcon. Dulce started her extractive metallurgy career at Philex Mining Corporation in 2006 as Process Plant Metallurgist. Her role expanded to become Mill Quality Control Superintendent and then later as Mill Metallurgy Department Manager where her responsibility includes maintaining the operational parameters of 25,000 tons per day copper flotation plant as well as research and development. She graduated from the University of the Philippines in 2001 with a Bachelor of Science degree in Metallurgical Engineering, an active member of the Society of Metallurgical Engineers of the Philippines (SMEP). Perez is currently the Managing Director of WATCON, Inc., an engineering consulting firm based in Quezon City, Philippines that specializes in water supply and water resources engineering that he co-founded in 1989. The firm offers consultancy services on water resources exploration, development and management. Since its foundation, WATCON, Inc. has responded to the needs of the society by contributing to the sustainable development and utilization of the country’s water resources. Engr. Perez initially worked for the Local Water Utilities Administration (LWUA) as Project Engineer and as Team Leader for preparation of water supply feasibility studies, groundwater resources investigations and well drilling projects for various water districts all over the country. He was also the Inter-Agency Coordinator for the UNDP-assisted project; “Strengthening the Water Resources Sector in Groundwater Data Banking and Dissemination of Information” that led to the establishment of Groundwater Data Banks in LWUA and National Water Resources Board (NWRB). As resource person to local water districts, property developers and local government unit seminars and workshops on water resources explorations, well drilling and rehabilitation, aquifer testing and water safety plans preparation, Engr. Perez has contributed to the implementation and provision of safe, adequate and reliable water supply. He is currently a Board of Director of the Philippine Groundwater Society, past President of the Well Drillers Association of the Philippines and a former Director of the Philippine Waterworks Association. Dr. Franz de Leon is the Director of the DOST Advanced Science and Technology Institute. He successfully led ASTI in pursuing R&D in emerging technologies such as artificial intelligence, Internet of Things, and quantum computing. He’s also an active member of PCIEERD’s AI Board and COMELEC’s Technical Evaluation Committee. Recently, Dr. Franz assumed leadership to convene a Governing Board for the Asia OpenRAN Academy. Franz main research interests are digital signal processing for audio and communications. He was the project leader of several DOST-funded projects that were focused for the creative industry. He also served as the Program Coordinator for the BS Electronics Engineering Program and EEEI Deputy Director for Students and Alumni. Dr. Franz is also a professor from the Electrical and Electronics Engineering Institute of the University of the Philippines Diliman. He earned his Bachelor of Science in Electronics and Communications Engineering in 2003 and Master of Science in Electrical Engineering in 2005, both from the University of the Philippines. National Achievement Award in Corporate Governance Raymund P. Ilustre BSIE 1978 Engr. Raymud “Emon” Ilustre has almost three and half decades of experience in handling various top management and Board of Director positions. In 1989, Benguet Corporation assigned Emon to its non-mining subsidiary Benguet Management Corporation as part of its top management and simultaneously member of the Board of Directors of various corporate businesses involved in agribusiness (ponkan , mango plantations & prawn raising business), forestry, lime production, freight forwarding, shipping, ship agency and real estate . Early 1990s, a new opportunity arose with Atlas Fertilizer Corporation. Emon started out handling logistics, marketing, operations & marketing and eventually as President & Chief Operating Officer in 2002. The Atlas sojourn rekindled Emon’s relationships with the farmers/agripreneurs and created technology-based fertilization programs that provided the farmer/agripreneur with new skills and mindset that facilitated on the improvement of their income generating capacity and assisted in the country’s food security program of always available affordable food. Emon voluntarily stepped down as President and Chief Operating Officer of Atlas Fertilizer Corporation in 2013 after suffering from stroke and depression. After his fully recovery, he was asked to help participate in providing strategic directions at the Board of Directors level to various corporate entities involved in inorganic fertilizer production and distribution, contract mining, real estate business ,aggregates business, nickel mining, engineering consultancy, shipping, airline industry, construction and many other more. Being a God good son, Emon always thank our Lord for allowing him to share his God given talents to help others in his own little way and making their lives better. Emon is happily married to Lois for the past 39 years and trying to retire and enjoy his blessings with the company of his son’s Javie, Jill (Javie’s wife), Lilo (unica apo) and son Dr. Martin. INGENIUM 2022 75 Global Achievement Award in Environmental Engineering Francis L. De Los Reyes III BSAE 1990 Dr. Francis L. de los Reyes III is the Glenn E. and Phyllis J. Futrell Distinguished Professor, Alumni Distinguished Undergraduate Professor, and University Faculty Scholar in the Department of Civil, Construction, and Environmental Engineering at NC State University. He is one of the leading academic researchers and pioneers in the field of integrated biological process engineering and molecular microbiological tools to improve the analysis, design, and operation of engineered and natural waste treatment and waste-to-energy/waste-to-resources systems. Dr. de los Reyes was one of the first environmental engineers who started working at the interface of molecular microbiology and engineered environmental processes. Over his career, he has developed and used leading-edge molecular (DNA- and RNAbased) techniques, mathematical modeling, and lab- and fieldscale experiments to elucidate several important environmental bioprocesses. His interdisciplinary research approach is reflected in his designation as Associate Faculty of Microbiology, Training Faculty of Biotechnology, and Faculty member of the Center for Integrated Fungal Research at NC State, and as Adjunct Professor of Microbiology at the University of the Philippines Los Baños. Dr. de los Reyes is also one of the leading academic researchers in the US on sanitation in less developed countries, a research topic that is seldom focused on by environmental engineering professors. During his career, his research has impacted both science and engineering, by providing a deeper microbial ecological understanding of important biological processes, as well as affecting how wastewater utilities worldwide are designed and operated. More recently and in response to the COVID19 pandemic, Dr. de los Reyes has led research on the emerging field of wastewater-based epidemiology (WBE), specifically on detecting and quantifying SARS-CoV-2 RNA in wastewater. He is also a Corresponding Member of the NAST-Philippines.
Global Achievement Award in Energy Engineering Rowena Torres-Ordonez BSChE 1978 Rowena “Winnie” Torres-Ordonez is a consultant currently serving as Ethanol Technical Consultant and Advisor for U.S. Grains Council, a non-profit organization in Washington DC that advocates for the exportation of U.S. grains and ethanol. She’s also a part-time professorial lecturer at University of the Philippines Department of Chemical Engineering (UP DChE) where she helped pilot a virtual mentoring program and a nontechnical elective focusing on communication, collaboration and self-advocacy skills for “The Modern Chemical Engineer”. Prior to her consultancy, Winnie had 32 years of experience in the energy industry where she worked for BP (in Naperville, Illinois) in the areas of petroleum fuels refining and marketing and in biofuels R&D. She is co-holder of a patent for using butanol in gasoline. Her key expertise areas are fuel specs and standards, new market deployment, quality assurance, strategic planning/ communication, project management and cultural competence. Her most recent project was the launch of BP fuels in Indonesia in 2019 where she coordinated technology support for fuels technology, procurement, supply, regulatory and legal teams. While at BP, she was also active with the Asian employee group where she developed mentoring and career development programs – a passion she continues with her involvement at UP DChE. Winnie’s degrees and training are in chemical engineering – PhD and MS from Massachusetts Institute of Technology (MIT) and BS from the University of the Philippines. She also did postdoctoral work at MIT and University of Delaware. Winnie is based in Aurora, Illinois where she enjoys her semi-retirement with her husband Caesar Ordonez (UP BS Physics 1976). Her three sons, two daughters-in-law and four grandchildren keep her busy traveling to see them in Chicago, Austin and Vancouver! In between, she and Caesar manage more traveling, which includes the Philippines as often as possible. Global Achievement Award in Tailings & Technology Emmanuel U. Pornillos BSMetE 1965 Engr. Pornillos has over 25 years of global experience in tailings management providing technical solutions for tailings processing, handling, and coupled and with over 15 years of experience in the engineering, commissioning, operations, maintenance in metallurgical plants, and maintenance in metal extraction by smelting of nickel laterite ores as well. Aside from sharing his expertise on tailings paste backfill technology for underground mines, he also provides technical input into the design and engineering of tailings dewatering processes, transport and disposal of the tailings to storage facilities. His expertise in tailings technology has led to engineering and implementation of mining related projects in Canada, Australia, Sweden, USA, Colombia, Peru, Brazil and Chile. Emmanuel has led various design and engineering projects for the application of dewatering or separation of tailings and concomitant rheology issues in the longdistance and transport of dewatered slurries to storage facilities on surface at high tonnages. It includes laboratory test-work and pilot plant to generate the process design data in state-of-the-art equipment for thickening, filtration or classification, pumping pipelining and deposition of tailings. He is currently involved in codisposal of waste rocks and tailings, which potentially increases the sustainability of waste storage in smaller footprints since 2004 to present. While associated with an international consulting company, Emmanuel was also instrumental in establishing a powerhouse team on the design and engineering of low and high tonnage tailings processing and transportation of low and high-density slurries. Highlights in his career are flagship projects: a capacity expansion in 2010 in Peru where he led the process engineering development of high tonnage gravity flow remote control, splitting the flow of slurry into multi-point discharge at the storage facility. Others were the engineering of paste backfill plant on the operation in Ontario from early 1994 to date; the first of its kind operating to design intent, in North America. Three backfill plants in Peru operating since 2006 to-date, has been acknowledged by the mining industry as an example of advanced tailings technology (not published due to confidentiality). From hands-on experience at EEI Steel Foundry in Mandaluyong to implementing process improvements, challenge at the huge steel casting foundry in Hawker Siddeley Canada (a landmark erased by Asian competitors). Practicing plant engineering and materials engineering disciplines at the electric smelter to produce ferro-nickel metal from laterite in the Dominican Republic to process engineering to reduce dust emission at nickel laterite smelter in Colombia. Engr. Pornillos is now an independent tailings technology consultant. He is also a lecturer on minerals processing at the technical university, UTEC Tec in Peru. He earned his Bachelor of Science in Metallurgical Engineering at the UP Diliman in 1965. Speaks English, Spanish, French Tagalog and Portuguese. His methodology of engineering is a basic “Successful tailings management solutions use a holistic approach, taking into account the entire project and work with nature – not against it”. 76 INGENIUM 2022
Posthumous Award Allan C. Nerves BSEE 1982 Engr. Allan C. Nerves, or Doc Allan to many of his fellow workers in the EEEI, spent his life serving various roles in the government, leader to research projects and a teacher in various fields of electrical engineering. Doc. Allan took an exceptional pride in his election to the grade of Senior Member by the officers and Board of Directors of the Institute of Electrical and Electronics Engineers (IEEE, USA) in 2009. Less than 10% of their memberships hold this grade since “it requires experience reflecting professional maturity and significant professional achievements”. Likewise, the Institute of Integrated Electrical Engineers (IIEE, Phils.) made him a Senior Member in 2013. For Doc Allan, sometimes there was no clear delineation of priorities in his duties and responsibilities both in the academe and outside. He was, over and above anything else, a teacher with government-appointed memberships in quite a few committees of some national agencies as well as the institutional projects he was involved in. He was not the type of teacher who rehashed the same instructional materials for the same course from one term to the next. He dutifully did his research and prepared the corresponding materials. As a committee member, he religiously did his assignments and made the necessary presentations. He did all those with equal zeal and dedication. At his last moment, Doc. Allan kept a busy daily work schedule. He possessed a work ethic which drove him to keep on even when he was well into the last stage of his illness. Classes, as well as committee meetings, were held in a hospital room without his students or his colleagues knowing any better. A few days before his death, he was still computing grades for his graduate students. But there was one class meeting and one emergency committee meeting he never made it to. Being a dedicated Engineer and teacher, it had always been his expressed intent to donate his engineering books to the Engineering Library. After his death, his boxes of books were hauled to the EEEI where they will hopefully prove to be of value to anyone who shares the same interests. His ThinkPad, along with his printer, were turned over as well. Now, only his table and chair remain. Doc Allan’s silent testimonies to the life of a man who made his responsibilities his life and lived it fully, unstinting and selfless. He is a man who once said in an interview that he didn’t want to retire from teaching and doing research work, because he truly never did. INGENIUM 2022 77 Posthumous Award LT GEN Romulo F. Yap PA (Ret) BSEM Gen. Yap took up Mining Engineering at UP Diliman where he was an active member of the UP Vanguard and the Tau Alpha Fraternity. However, before he could finish his engineering course, he was sent to the Officer Cadet School in Portsea, Australia to be one of the first two Filipino cadets in said royal military school. Needless to say, it was at this point where he traded his miner’s helmet and pickaxe for a rifle and a bush hat. His military career spanned 35 years. He is a Vietnam War veteran where he served with the second PHILCAGV. Later on, he held key positions in the AFP as Dean of Academics at the Command and General Staff College, a brigade commander in Bicol, a division commander in Samar, Commander of the Northern Luzon Command, Commander of the Visayas Command, and lastly, as the 36th Commanding General of the Philippine Army. During his career, he received numerous awards including five Distinguished Service Star medals, two Philippine Legion of Honor medals, Gold Cross medal, and Bronze Cross medal, to name a few. He is an alumnus of the US Army War College where he was inducted into its International Fellows Hall of Fame. Gen. Yap was an academician at heart. After retiring from the military service, he continued as a lecturer at the National Defense College of the Philippines, where he lectured on and wrote several papers on the subjects of insurgency, counterinsurgency and terrorism. General Yap hails from Camalig, Albay. Second of 6 children, two of his siblings also studied in U.P.: Roje Yap (Engineering) and Jesus Jr. (Medicine). Gen. Yap passed away on September 4, 2022. He left behind his wife Amelia, three children, and seven grandchildren.
