In the heart of Bicol, where resilience and determination intertwine, our journey in 2023 has proven to be truly inspiring. This annual report showcases the endeavors and milestones that we have achieved throughout the year. It is a narrative of our commitment to public service, showcasing initiatives, challenges overcome, and the strides made in fulfilling the Department’s vision and mission. It highlights the efforts we have taken to promote good governance, enhance peace and order and public safety, and ensure sustainable development. Moreover, it reflects our engagement with the citizenry, our partnerships with local government units, and our collaborations with other stakeholders to deliver effective and efficient services to the people. Our Department plays a pivotal role in promoting peace and order, public safety, and good governance. Having the oversight function to local government units, our responsibilities encompass a wide spectrum, ranging from capacitating LGUs to ensuring the efficient delivery of public services. We serve as the linchpin that strengthens the foundation of local governance, fostering sustainable development and community empowerment. I extend my heartfelt appreciation to the men and women of the DILG Region 5 who demonstrated as Matino, Mahusay at Maasahang Kawani ng Gobyerno. Each member, from the regional office to field offices, has played an integral role in the success stories documented in this report. MESSAGE OF THE ASSISTANT REGIONAL DIRECTOR The Calendar Year 2023 presented its own hardships and limitations, however, it never became a hindrance to achieving our end goals successfully. The dedicated individuals at DILG R5 worked tirelessly, and I extend my gratitude to them for their collaborative efforts. With our shared goals, I am proud to say that this has been another productive and innovative year. I also want to thank our partner stakeholders for their substantial support, which greatly contributed to our success. Special appreciation goes to our Regional Director, Atty. Arnaldo E. Escober Jr., for the unending support and confidence openly given for indispensable tasks and for embracing new ideas and knowledge in providing Bicolanos with exceptional governance and quality of life. It is worthy to note that our collective actions and commitment to better performance have statistically shown progressive results, reflecting the success of the entire region. Notable achievements include the conferment of the GAD Seal Certification, memorializing our commitment to promoting inclusivity and gender equality among employees. Roll-out of the Knowledge Exchange Program, bringing pilot LGUs such as Camalig and Daraga to Cebu to witness and learn from innovations in local governance, inspiring our LGUs to aspire for more in creating better opportunities for our Bicolanos through efficiently utilizing deliverables and embodying the spirit of exceptional public service. Launching of Bicol1Link, in pursuit of sharing knowledge and achieving excellence and enhancing DILG R5 as a knowledgecentric organization for capacity development in local governance through integrating knowledge management into processes and systems. Moreover, we also launched a revitalized PRAISE Bicol Bida Awards, introducing a higher-level mechanism of rewards and recognition for our employees’ outstanding performance and innovations contributing to program and project implementation, and the impact on communities. This, as we commit to nurture skilled and competitive employees who actively uphold our dedication, embody a passion for surpassing expectations, and wholeheartedly embrace our shared values as Matino, Mahusay, at Maaasahang lingkod bayan. As we commemorate and cherish this year, let us also reflect on the valuable learnings we have gained. In a significant move towards intensifying the collective fight against illegal drugs, DILG 5 conducted a grand Regional and Provincial Launch of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program at the Camp General Simeon Ola Grounds in Legazpi City on January 27, 2023. The event sought to raise community awareness at the local level, foster citizen participation, and garner support for a comprehensive anti-illegal drug advocacy campaign in the Bicol Region. Despite heavy rains, this was attended by a diverse group of stakeholders and participants, such as officials and employees from Local Government Units (LGUs), National Government Agencies (NGAs), Barangay and Sangguniang Kabataan (SK) Officials, Anti-Drug Abuse Councils (ADACs), Civil Society Organizations (CSOs), State Universities and Colleges (SUCs), members of the Law Enforcement Sector, Private Sector representatives, and motorcycle riders. Three kick-off activities set the tone for the launch: a Unity Walk from Peñaranda Park, a Fun Bike from Legazpi City Boulevard, and a Fun Ride from Cagsawa Ruins, which all converged at the Camp Ola grounds for the culminating activity and program. BUHAY INGATAN, DROGA’Y AYAWAN REGIONAL AND PROVINCIAL GRAND LAUNCHING Secretary of the Interior and Local Government (SILG) Atty. Benjamin C. Abalos Jr. graced the occasion as guest of honor, who encouraged the functionality of local Anti-Drug Abuse Councils (ADACs), as well as the implementation of intervention programs, particularly for persons who used drugs (PWUDs). In his message, he emphasized the need for increased youth-focused activities and called for collective leadership in the communities in order to amplify the fight against drugs. He also urged cooperation and partnership among the agencies and organizations present to work together toward the common goal of creating drug-free communities. Likewise, SILG Abalos, together with DILG 5 Regional Director Atty. Arnaldo E. Escober Jr., CESO V, Philippine National Police Regional Office 5 Regional Director Police Brigadier General Rudolph B Dimas and Philippine Drug Enforcement Agency 5 Regional Director Atty. Gil T. The National ADAC Awardees, composed of three LGUs from the Province of Sorsogon (Barcelona, Bulusan and Sorsogon City), and one from the Province of Camarines Sur (Magarao), also received P100,000.00 cash incentive for garnering perfect scores in the ADAC Performance Audit and National Calibration. The grand launch in Legazpi marked the beginning of a series of Provincial BIDA Launches across the Region: Albay (January 27, 2023), Sorsogon (February 14, 2023), Catanduanes (March 3, 2023), Camarines Norte (March 4, 2023), Masbate (March 28, 2023), and Camarines Sur (August 11, 2023). With these launches, it underscored each province’s commitment to take the BIDA Program to the grassroots level, ensuring its impact is felt throughout the region. ACCOMPLISHED WITH ENHANCED 221 BARANGAY DEVELOPMENT PLAN 100% TARGET PRIORITY BARANGAYS In a fiery streak for its fifth year of implementation, the Baranggayan sa Bikol 2023 once again blazed a trail bannering the goal to attain lasting peace and sustainable development in Bicolandia. Following the previous year’s gains, DILG Region 5 has successfully engaged 100% of its target barangays for FY 2023 under the localized RETOOLED COMMUNITY SUPPORT PROGRAM DAYOries: RCSP Documentary Series As Baranggayan treads half a decade of reaching the most isolated barangays in the Bicol Region, DILG Region 5 in its enriching efforts to tell stories through the lens of vital stakeholders premiered the RCSP Dayories- a documentary series aimed to further popularize the successful results of the Retooled Community Support Program (RCSP). DILG R5’s Regional Communication and Information Team along with the Regional Program Management Office embarked on an enlightening journey to the secluded barangay of Libertad in Cawayan, Masbate. Bearing stories of hope and development, this cinematic product reflects the narratives behind the remarkable numbers reached in the years of implementation putting heart into the government’s initiative towards long lasting peace in our country. implementation of the Retooled Community Support Program (RCSP). RETOOLED COMMUNITY SUPPORT PROGRAM RECOGNITION OF DILG AND PARTNER IMPLEMENTERS In a culmination of the successes and accomplishments and to celebrate the amalgamation of efforts of all stakeholders, DILG 5 recognized its partners who have played a crucial role in driving development and upholding good governance in local communities through the Retooled Community Support Program Recognition of Partner Implementers last December 20, 2023 at The Pepperland Convention Center, Legazpi City. Through this activity, the Department was able to extend its appreciation to all stakeholders for their efforts, emphasizing how these collaborations have positively impacted the initiatives led by the community itself. 2023 REGIONAL PEACE AND DEVELOPMENT SUMMIT The 2023 Regional Peace and Development Summit with the theme, “Building on the Gains of Executive Order No. 70 Towards Institutionalizing LGU-led Peace and Development Initiatives’’ was conducted on October 12-13, 2023, at The Pepperland Hotel Convention Center, Legazpi City. The activity gathered Local Chief Executives (LCEs) from the Bicol Region and facilitated a common understanding of the government’s peace and development thrust. This two-day Summit provided a platform for leaders, experts, and members of national government agencies to give inputs by sharing knowledge on policies, strategies, and programs relating to exercising their powers and functions in advancing sustainable regional peace and development. On the first day, Usec. Ernesto V. Torres Jr., representative of National Security Adviser Eduardo M. Año. Usec. Torres Jr. highlighted the importance of proactive engagement to meet national security challenges. Representatives from the security sectors such as the National Police Commission (NAPOLCOM), PNP PRO 5, Philippine Drug Enforcement Agency (PDEA), 9th Infantry Division, Philippine Army (9ID, PA), National Intelligence Coordinating Agency (NICA) 5 were also present to discuss topics relating to the status or updates of peace and order as well as overall security in the region and their different advocacies or initiatives. Moreover, DILG 5 also emphasized the positive impacts of the collective commitments of the LGUs in the milestones of EO70 flagship initiatives– Retooled Community Support Program (RCSP) and Support to Barangay Development Program (SBDP). The second and last day of the Summit was filled with insightful sessions starting with retired Major General (MGen) Edgardo De Leon, Regional Adviser on Peace and Security, Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), who talked about the topic, Understanding the Dynamics of Communist Insurgency for a More Responsive and Holistic LGU and RLA Interventions. Undersecretary (USec) for Local Government Marlo L. A Knowledge Exchange steered by resource persons from selected LGUs also commenced. In this activity, LCEs were able to learn replicable LGU innovations such as Biñan City’s Business Permits and Licensing System, Singapore-Like Cebu City and the Public-Private Partnerships (PPP)/Joint Venture Agreements Experience Cebu-Cordova Link Expressway, and Ormoc City’s Super Barangays: Consolidation and Merger of Barangays. As a concluding discussion DILG 5 Regional Director (RD) Atty. Arnaldo E. Escober Jr, CESO 5 presented his Three-Year Seal of Good Local Governance Agenda. Watch how the Local Government Code molded the PH in ushering Good Local Governance 2023 LOCAL GOVERNMENT MONTH CELEBRATION In the heart of Bicol, the Department of the Interior and Local Government (DILG) Region 5 gears up for a month-long celebration dedicated to recognizing and appreciating the tireless efforts of local governments. Local Government Month serves as a poignant time for reflection on the remarkable achievements that have shaped the communities and citizens within the region. The essence of Local Government Month lies in acknowledging the impact that local governance has on communities. DILG Region 5 emphasizes the importance of understanding and appreciating the role local governments play in shaping the daily lives of citizens. The month was filled with a myriad of special activities and events that aim to engage the community, fostering a deeper connection between the local government and its constituents. BALANGIBOG: A 3-PART SERIES AND SPECIAL EPISODE As part of the celebration, DILG Region 5 has launched Balangibog: LGC Series, a threepart series highlighting the significance of local governance. Delving into the roots of decentralized decision-making and local autonomy, these episodes aim to educate the public on the crucial role played by local governments. Additionally, during the celebration of Local Government Day, a special episode of Pagtalubo Series is dedicated to the Local Government Code providing an insightful exploration of the legislative foundation that underpins local governance in the Philippines. The three-part special videos provided an in-depth discussion on how the Philippines has witnessed the strengthening of local democracy, improved service delivery, and a more nuanced approach to addressing the diverse needs of its citizens. INNOVATIVE OPEN OFFICE TOURS: BRIDGING THE GAP Breaking new ground, DILG Region 5 introduces yet another innovation during this Local Government Month – the Open Office Tours. This program invites students to step inside the workplace of the Department, offering them a firsthand experience of DILG work. Three academic institutions – St. Agnes’ Academy of Legazpi City, Divine Word College of Legazpi, and the University of Sto. TomasLegazpi – accepted the invitation for this engaging activity. By opening its doors to the youth, DILG Region 5 hopes to foster a better understanding of the vital role played by the Department in shaping the region. LARAWAN: DOCUMENTING LGU BEST PRACTICES The month of October 2023 commemorates the 32nd anniversary of the Local Government Code and the 2nd year of LARAWAN: Documentation of LGU Local Governance Models on LGU Service Delivery, launched in conjunction with the said celebration. LARAWAN serves as a platform capturing best practices and acts as a repository for locally created knowledge products. Its purpose is to showcase LGU best practices, providing recognition for exemplary public service while upholding the tenets of good governance to enhance the capacity of LGUs in local governance. For this year, three LGUs were highlighted on Larawan namely: Arangkada Banwa Mobile Laboratory & Clinic of Municipality of Daraga, Albay, TUCAD Program: Bridging Gaps and Transforming Communities in Municipality of Goa, Camarines Sur, and B.E.S.T Program: Empowering Barangay Leaders for Better Local Governance of Municipality of Paracale, Camarines Norte. GABI NG PARANGAL In pursuit of recognizing exceptional service and innovation within the thriving workforce of the region, the Bicol Bida Award for this year introduced a larger and more robust system, spanning six award levels: Diamond, Sapphire, Emerald, Ruby, Pearl, and Topaz. This aligns with the relaunch of guidelines and updated mechanisms, motivating individuals to surpass previous performance for increased Department efficiency. The event, held at The Pepperland Hotel on December 19, 2023, acknowledged 110 officials and employees across various positions, commending them for performance, loyalty, lifetime service, and innovative leadership. Specifically, 45 received PRAISE loyalty awards, 3 were honored for lifetime service, and 62 were recognized under PRAISE Bida. Notably, LGOO VI Coniefer B. Codia achieved the highest distinction, the sapphire, for her outstanding performance as a program manager. Also, the new award system owes its accuracy and efficiency to the diligent efforts of the Regional Information and Communication Technology Unit (RICTU), which has streamlined the automation of the rating process for the BICOL BIDA Awards. This involves utilizing Google platforms such as Sheets, Forms, and Sites, enabling ratees and raters to simultaneously meet expected outputs and evaluate performance. BICOL LOCAL GOVERNMENT REGIONAL RESOURCE CENTER HIGHLIGHTS Bicol LGRRC Knowledge Exchange Aimed to enhance the Bicol Local Government Units (LGUs) capacity-building efforts to its stakeholders, the DILG Region 5 conducted its pilot run of the Bicol Local Governance Regional Resource Center (LGRRC) Knowledge Exchange with the municipalities of Daraga and Camalig in Cebu’s Highly Urbanized Cities, Municipality of Cordova, and the Province of Cebu from May 30 to June 1, 2023. DILG 5 Regional Director Atty. Arnaldo E. Escober Jr., CESO V, initiated this activity to enhance the plan and initiative for Bicolano LGUs in seeking more ways to improve their delivery of good governance and quality service. DILG 5 and DILG Central Visayas signed a Memorandum of Agreement (MOA) before the benchmarking series. With this, it has provided access to each other’s LGRRC resources and knowledge pool, resulting in Daraga and Camalig’s knowledge exchange with select performing LGUs in Central Visayas. The presentation of best practices and flagship programs was led by Local Chief Executives of participating LGUs and their department heads, board members, and other functionaries concerned. DILG Region 5 join forces with two LGRRCs in another significant step towards enhancing knowledge sharing and capacity for excellent local governance. Staying true to the LGRRC’s core value of “Sharing Knowledge, Achieving Excellence,” a Memorandum of Understanding (MOU) was inked with DILG Region 7, DILG Region III, DILG Region IV-A, last May 30, 2023 at DILG 7 Regional Office, June 23, 2023 at Athlete’s Stadium, New Clark City Pampanga, and July 28, 2023 at Development Academy of the Philippines, Tagaytay City, respectively. These joint efforts aim to elevate the impact of DILG 5 LGRRC’s initiatives, foster a culture of continuous learning and knowledge utilization, and ensure sustained progress in promoting excellence in local governance. BALANGIBOG SERIES BARANGAY SANGGUNIANG KABATAAN SERIES Aimed to orient incoming elected officials on the basics of local governance and assist in complying with other agencies’ requirements before and after assuming office, Balangibog launched the Barangay and Sangguniang Kabataan (SK) Officials Series. DILG R5 has partnered with Commission on Election, Bureau of Treasury, and Commission on Audit. Through this Balangibog series, the new set of incoming officials was appraised on basic knowledge of barangay operations. Among those who attended are elected barangay officials, SK officials, barangay secretaries, and treasurers. The pilot episode of the Balangibog BSK Series premiered on November 15, 2023, and was streamed through Facebook Live. The Launching of the Local Initiative in Governance and Social Protection (LINGAP) Program with the theme, “LINGAP Forum: Strength in Diversity and Social Inclusion Towards Good Governance and Inclusive Development,” was held last 26 October 2023 via Zoom Online Teleconferencing and Facebook Live. Aimed to increase the awareness of the community on National Government new and current PPAs that address social issues and promote inclusive growth and development across all sectors, the LINGAP Launching was participated by C/M Mayors, C/M Health Officers, C/M Persons with Disability Affairs Officers, C/M Social Welfare and Development Officers, and members of the Local School Board from the LGUs of the Six Provinces of the Bicol Region. EMPOWERING YOUTH LEADERS: HIGHLIGHTS OF SKMT ORIENTATION Pursuant to Section 28 of RA No. 10742, which mandates all elected SK Officials to complete the SK Mandatory Training before assuming their positions, DILG R5 initiated a two-day Orientation on Sangguniang Kabataan and Local Youth Development Council Members mandatory training held on on October 26-27, 2023, from 2:00 to 5:30 in the afternoon. Conducted via online platforms such as Zoom and Facebook live stream and accommodated 939 participants across the region. This activity provided participants with a comprehensive understanding of the new guidelines and revised modules under the Mandatory Training for SK. The first day focused on discussing the modified guidelines for conducting SKMT, extending up to the assumption of office by the newly-elected SK Officials while session guides were presented to assist resource speakers in delivering content uniformly across all batches of SKMT in the region, on the last day. The highlight of this activity is the series of presentations on the Social Protection Policy Issuances and Programs of various NGAs in partnership with DILG, which was comprehensively discussed by the Resource Persons from Literacy Coordinating Council: Hon. 55BARANGAY REGIONAL PASSERS 14REGIONAL PASSERS IN ALL GOVERNANCE AREA With the aim of strengthening the Local Sanggunian’s knowledge of the scope of their quasi-judicial functions, the DILG 5 conducted a capacity development training entitled “Strengthening the Knowledge and Capacity of Local Sanggunians in their QuasiJudicial Functions” last October 20, 2023, at The Pepperland Hotel. Participants are the Local Legislative Bodies of the municipalities of Camalig and Sto. Domingo, Albay and Pilar, Sorsogon. The session covered the basic takeaways of Local Sanggunian, such as its powers and functions, composition, concepts and general principles of quasi-judicial powers, quasi-judicial function process, and action plan for exercising their function as quasi-judicial bodies. PEACEFUL, SAFE, AND ORDERLY LGUs ANTI-DRUG ABUSE COUNCIL PERFORMANCE AWARDS This year’s Performance Audit Awards bannered the theme, “Bayang may Pinag-isa ng Diwa Laban sa Illegal na Droga” (One Nation with the Spirit of Unity Against Illegal Drugs), held at the Crowne Plaza Manila Galleria, Ortigas Avenue, Quezon City last 22 November 2023. DILG Region 5 takes pride in the exceptional performance of its LGUs in the 2022 Anti-Drug Abuse Council (ADAC) Performance Audit. These LGUs have demonstrated commendable efforts in combatting the illicit trafficking of dangerous drugs and implementing impactful awareness and prevention education programs. As recognition for their achievements, they have been awarded cash incentives to further strengthen their initiatives towards a drug-free nation. 2022 PEACE AND ORDER (POC) PERFORMANCE AUDIT As a platform for evaluation, assessment, and sharing of best practices between and among Peace and Order Councils (POCs) and POC Secretariats, DILG 5 and Regional Peace and Order Council (RPOC) lauded the Local Peace and Order Councils (LPOCs) in Bicol Region, rated as “Functional” under the 2022 POC Performance Audit, on 14 June 2023. A POC is considered functional based on its scores on the following Audit Pillars: (1) Organization, (2) Meetings, (3) Policies, Plan, and Budget, (4) Reports, (5) General Supervision, and (6) Innovation/s as a bonus pillar. 2022 POC AUDIT RESULTS Regional and Provincial Results 95.54% ALBAY 89.25% CAM NORTE 92.67% CAM SUR 92.67% CATANDUANES 84.59% MASBATE 96.71% SORSOGON 96.29% RPOC 5 SICAP BADAC As a follow-through to the 2022 National Training of Trainers on SICAP-BADAC or Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Council, the DILG Region 5 through its Provincial Training Team and in collaboration with the Philippine Drug Enforcement Agency (PDEA), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Commission on Human Rights (CHR) and the National Youth Commission (NYC), conducted the Roll-Out Training on SICAP-BADACs via blended (online teleconferencing and face-to-face) platforms in the 4th Quarter of 2023. This activity is according to the Philippine AntiDrug Strategy (PADS) 2018-2022 wherein the Department shall be mainly responsible for providing the BADACs with the necessary knowledge, skills, and attitude to effectively perform their duties and functions about (a) Barangay Drug Clearing Program, (b) Drug Prevention Program, (c) Community-Based Drug Rehabilitation Program, and (d) Aftercare and Reintegration Program. The POC Performance Audit is conducted annually to determine compliance and functionality of subnational POCs and POC Secretariats. DILG 5, as the RPOC V Head Secretariat, led the POC Regional Audit Team, which assessed the six (6) Provincial Peace and Order Councils (PPOCs) in the region and Naga City POC. As the 2022 POC Performance Audit pursue a bottom-up method, the Provincial Audit Team (PAT) shall be the first to audit following the PreAudit, Audit Proper, Post-Audit, and Report Consolidation Phase. After the PAT, the Regional Audit Team (RAT) shall be the next to audit. Finally, the National Audit Team (NAT) shall be the last to audit when all the Provincial and Regional Audit Teams have already submitted their respective Consolidated Report Forms (Report Generated Forms). REGIONAL PEACE AND ORDER COUNCIL To keep abreast of the updates on the region’s peace and order and security and the implementation of programs and activities in pursuit of the EO70 objectives, the Regional Peace and Order Council (RPOC) 5 consistently conducted its quarterly meeting for 2023. 4 Meetings Conducted 14 Resolutions Passed As an inaugural meeting under new leadership, the RPOC 5 conducted its 1st Quarter Full Council Meeting on 30 March 2023 at The Pepperland Hotel, Legazpi City, Albay. Hon. Jose Edwin “Boboy” B. Hamor, Sorsogon Province Governor, as the new RPOC 5 Chairperson, together with Major General (MGen) Adonis R Bajao of the Armed Forces of the Philippines (AFP), and Police Brigadier General (PBGen) Westrimundo D Obinque, Philippine National Police (PNP), as the new RPOC 5 Vice Chairpersons, were inaugurated and have taken their oath. DILG 5, as the Head Secretariat of the RPOC 5, headed to Sorsogon City, Sorsogon, for the 2nd Quarter RPOC 5 Full Council Meeting on 30 June 2023. During the Meeting, resolutions, mostly regarding the organizational and operational arrangements or protocols set for RPOC 5, were proposed, seconded, and eventually approved by the RPOC 5 Chairperson Hamor. In anticipation for the upcoming Barangay and Sangguniang Kabataan Election (BSKE) 2023, the 3rd Quarter RPOC 5 Full Council Meeting focused on the updates on its preparations, policies and status from DILG 5, COMELEC 5, and PNP PRO 5, among other regular agenda, at the Albay Astrodome, Legazpi City, on 29 September 2023. At the 4th Quarter RPOC 5 Full Council Meeting on 7 December 2023 at the La Piazza Convention Center, Legazpi City, the Council recognized the 2022 POC Performance Audit’s Perfect and High Scorers Local Peace and Order Councils (LPOC) in the region for their exceptional accomplishments, diligent work, and collaborative endeavors. PREVENTING AND COUNTERING VIOLENT EXTREMISM Roll-Out Training on Localized National Action Plan on Preventing and Countering Violent Extremism (NAP-PCVE) Module In the pursuit of a comprehensive and peoplecentered approach to address the different drivers of radicalization, a Roll-Out Training on the Localized National Action Plan on Preventing and Countering Violent Extremism (NAP-PCVE) was conducted by the Department of the Interior and Local Government V Local Government Monitoring and Evaluation Division (DILG 5 LGMED), in partnership with the Philippine National Police Regional Office V (PNP PRO V) and National Intelligence Coordinating Agency V (NICA V), on May 26, 2023. To institutionalize PCVE strategies from the national level to the grassroots levels, the sessions in the training included (1) Local Security Situation Analysis, (2) Individuals, Associations, and Groups Prone to VEG Recruitment, (3) Community Security Management, (4) Filipino Values as Defense Against VEG, an (5) NAP PCVE Complementation and Harmonization of Local Efforts on PCVE. 313 Participants Capacitated INTER-AGENCY COMMITTEE ON ANTIILLEGAL DRUGS ADVOCACY CLUSTER Executive Order No. 15 series of 2016 created the Inter-Agency Committee on Anti-Illegal Drugs or ICAD which is Chaired by the Philippine Drug Enforcement Agency (PDEA) together with various government agencies, the ICAD ensures that each member agency implements and complies with all the policies, laws and issuances pertaining to the government’s anti-illegal drug campaign in an integrated and synchronized manner. One of the clusters of ICAD is the Advocacy Cluster, which is primarily responsible for the nationwide advocacy campaign for the government’s antiillegal drug policy and all implementing programs. Notable discussion during these meetings are the effective launch of Buhay Ingatan, Droga’y Ayawan (BIDA) Program along with other agencies’ programs and advocacies in countering illegal drug consumption rate. ENHANCED COMPREHENSIVE LOCAL INTEGRATION PROGRAM The Enhanced Comprehensive Localized Integration Program (E-CLIP) traces the “Whole-ofNation Approach,” which gives vitality to an inclusive and sustainable framework aiming toward peace. It is one facet of many government strategies that aims to obtain lasting peace and catalyze social transformation and inclusive development. The interventions cater to individuals who surfaced and wanted to return to the folds of the law and become productive citizens of society. ECLIP is an encouraging scheme that promotes reconciliation in a non-violent manner. FORMER REBELS 34REINTEGRATED This program aims to provide DILG-administered package of assistance to FRs and FVEs, such as Immediate Assistance; Livelihood Assistance; Reintegration Assistance; and Firearms Remuneration. The financial package covers immediate assistance, provision of a reintegration process, a starting capital for livelihood, and remunerating surrendered firearms. DILG 5 has steadfastly continued its efforts and monitoring to ensure that FRs are steered towards the right reintegration process beyond the immediate and financial assistance, they were also allowed to have skills-based workshops as well as ALS classes and learning sessions. SOCIALLY PROTECTIVE LGUs 2022 SEAL OF CHILD-FRIENDLY LOCAL GOVERNANCE AUDIT In assessing the delivery of essential social welfare services for children and youth by Local Government Units (LGUs), the performance audit system known as the Child-Friendly Local Governance Audit (CFLGA) was employed. The assessment of LGUs was based on indicators aligned with the four core rights of children: survival, development, protection, participation, and governance. The commitment of our cities and municipalities to this mandatory audit, overseen by the DILG in support of the country’s obligations to the United Nations Convention on the Rights of the Child (CRC), remains steadfast. Consequently, this milestone leads to anticipation for further increases in the number of passing LGUs across the region. To renew the commitment to a gender-inclusive society where every individual shares the same opportunities regardless of gender, the Regional Gender and Development Council (RGADC) V initiated the 1st GAD Convention in the Bicol Region, with a theme, “Advancing AlaGADs: Sharing of Best Practices,” on October 3-4, 2023 at the Legazpi City Convention Center, Legazpi City, with more than 250 GAD advocates. As a member of the GADCon Technical Working Group (TWG), the DILG Region 5 facilitated the invitation and attendance of the local government units (LGUs) in Bicol, and provided technical assistance in the pooling of relevant issues under the four entry 250 alaGADs joined G A D points of gender mainstreaming and harness best practices amongst the participants, including nongovernment agencies (NGAs), highly-urbanized cities (HUCs), and private sector organizations (PSOs). The first day included sessions and lectures from various resource persons, while the second day consisted of Assistant Regional Director Jhoaden G. Lucero, CESO V, acting as the Session Chair during the Sharing of Best Practices for LGUs and CSOs, enabling the participants to impart their respective best practices and further fostering collaboration amongst them. LGU GAD PLAN AND BUDGET DILG R5, being one of the oversight agencies, administered the review of the Gender and Development (GAD) Plan and Budget 2024 and Accomplishment Report 2022, providing technical assistance to the Local Government Unit of the region - comprising six provinces, one ICC, five cities, and 104 municipalities. This proactive approach is highly focused on guaranteeing the relevance and appropriateness of GAD PPAs, verifying entries for accuracy and alignment with prescribed amendments, and actively monitoring and evaluating the progress of gender mainstreaming efforts. Furthermore, the Department empowers and strengthens the LGU’s abidance to Republic Act No. 7192 or Women in Development and Nation Building Act, recognizing the role of women in nation-building and promoting fundamental equality before the law of women and men. GAD PB 2024 6 Provinces 1 ICC 5 Cities 104 Municipalities GAD AR 2022 6 Provinces 1 ICC 5 Cities 104 Municipalities REGIONAL ORIENTATION ON THE ENHANCED OPERATIONALIZATION OF LOCAL COMMITTEE ON ANTI-TRAFFICKING AND VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (LCAT-VAWC) AND THE BARANGAY VIOLENCE AGAINST WOMEN (BVAW) The conduct of the two-day Regional Orientation on the Enhanced Operationalization of Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCATVAWC) and the Barangay Violence Against Women (BVAW) Desk on December 5-6, 2023 was spearheaded by the Department of the Interior and Local Government 5 through Local Government Monitoring and Evaluation Division (LGMED), with the Regional Committee Against Trafficking and Violence Against Women and their Children (RCAT-VAWC), as the region’s focal body in anti-trafficking concerns and violence against women and their children, in pursuant to one of its objectives in strengthening the capacities of local committees and barangay desks in addressing the aforementioned campaigns. This seeks to empower the local bodies to become more responsive and proactive in safeguarding the rights and welfare of vulnerable individuals in their communities, and to ensure the availability and accessibility of programs and social protection services to the victims of violence. pagsalingoy: danay na oragon · 47


HAPAG REGIONAL LAUNCH: SUSTAINABLE AGRICULTURE INITIATIVE IN BICOL REGION The Department successfully conducted a regional simultaneous launch of the HAPAG (Halina’t Magtamin ng Prutas at Gulay) sa Barangay Project on June 23, 2023. The project aims to address hunger and ensure food security by promoting sustainable agriculture at the barangay level. The launch was broadcasted via Zoom and Facebook Live. DILG representatives, LGU, barangay officials, and residents participated in planting and harvesting in several community gardens across the region. These barangays showcased their commitment to sustainable agriculture, emphasizing community collaboration for long-term food security. The event featured messages of support from local officials, highlighting the importance of initiatives like HAPAG in eradicating hunger and malnutrition. The successful regional launch of HAPAG marked a significant step towards achieving its goals of ensuring access to affordable, nutritious food for all residents in the nation. KADIWA NG PANGULO (KNP) PROGRAM LAUNCH The Department, through its Local Government Monitoring and Evaluation Division (LGMED) and six provincial offices, joined the nationwide launch of the KADIWA ng Pangulo (KNP) Program on July 17, 2023. KADIWA, led by the Department of Agriculture, aims to empower communities, boost agriculture, enhance food security, and provide livelihoods, particularly in rural areas. The simultaneous launch across Bicol emphasized regional unity and determination to address foodrelated issues. DILG 5 Regional Director Atty. Arnaldo E. Escober Jr., CESO V graced the event. In his message, RD Escober emphasized how the program holds immense promise for Bicol – a region known for its agricultural richness. He highlighted that the initiative can stimulate economic growth, reduce poverty incidence, and bridge the gap between urban and rural development by empowering farmers and rural communities. FINANCIAL ASSISTANCE TO LOCAL GOVERNMENT UNIT 96.50% completed FY 2021 FY 2022 FALGU is one of the programs under the Local Government Support Fund (LGSF) that directly provides financial assistance to LGUs to support various priority programs and projects that are necessary for delivering basic services. The program serves as financial assistance to LGUs, for the construction, concreting, rehabilitation, repair, or improvement of the following: local roads and bridges, public markets, slaughterhouses, multi-purpose buildings/halls, multi-purpose pavements, drainage canals, sea walls or river wall, water system projects including Level 1 or stand-alone water points, evacuation centers, public parks, fish ports, and post-harvest facilities composed of ice plant and cold storage facilities.
