FOREWORD ABOUT THE MANUAL Bicol Region, being home to four active volcanoes in the Philippines, has witnessed numerous volcanic eruptions that caused devastating and catastrophic effects to the lives and properties of the Bicolanos. Through the years, the past volcanic eruptions provided vital learnings and remarkable experiences to the Bicolanos that transformed them to become resilient and vigilant. However, the capacity on preparedness for volcanic eruptions remains to be one of the challenges in the present time. With the constant threats posed by the various environmental disasters such as volcanic eruptions, the government intensifies its actions in creating disaster resilient communities. In this context, one of the effective and efficient ways to reduce and alleviate the impacts of disasters, is to adopt a coherent and responsive action plan for a specific disaster. Hence, the formulation of a disaster preparedness manual for volcanic eruption is essential. In this light, the Department of the Interior and Local Government Region V thru the collaboration with various national government agencies and the Provincial Governments of Albay and Sorsogon, crafted the Operation Listo Manual for Volcanic Eruption in the Bicol Region. This comprehensive manual aims to institutionalize and strengthen the mechanisms for mitigation, preparedness, response and, recovery of the LGUs and the community in dealing with volcanic eruptions. Further, this manual will enable the LGUs to adeptly respond to the needs of the community in times of volcanic disasters. As a manifestation of the government’s steadfast commitment to protect and promote the welfare of the people, this manual is hereby presented. A. Aside from its unique volcanic activities, the Bicol Region is rich in marine life. Not to mention its shallow waters, particularly those in Bacacay in Albay, Sorsogon City, and Prieto Diaz, Sorsogon which constitute coral reef formations brought by the volcanic nature of the area. Indeed, the whole Region is shaped and sculpted by its natural resources. However, with this gift of beauty also lies the danger of catastrophic events causing the lives and properties of Bicolanos produced by its volcanoes. One may even.` say that resiliency and quick response seem to be admirable during the times of catastrophe. But preparedness is really the key in overcoming natural disasters. Just like this DISASTER PREPAREDNESS Manual which guides and teaches municipalities and cities on how to conceptualize effective and efficient responsive action plan for disasters. This also helps them in crafting and creating mechanisms for preparedness, response, alleviation, recovery and rehabilitation of Local Government Units (LGUs) in meeting the needs of their community. The Province of Albay, which in addition to its being vulnerable to weather disturbances, is also home to majestic Mayon Volcano that can also be very destructive when it releases her wrath. This significant work, therefore, would benefit much the Province of Albay in terms of enhancing its preparedness, response and recovery measures during the volcanic explosions. Ultimately, this will guide the province and other stakeholders to sustain the long – term objectives of public safety and resiliency. These inevitable events have pushed Filipinos to adapt to the toughest situations. With this, it has become imperative for us to prepare for the worst. Throughout the years, typhoons have proven to be our most frequent and destructive hazard – damaging billions worth of properties every year. But aside from typhoons, our country is also prone to the threat of volcanic eruptions. The occurrence of major volcanic eruptions are equally damaging as typhoons and is also as difficult to recover from. The archipelagic location of our country is situated in a zone where many of the world’s volcanic eruptions and earthquakes occur. This has made us ultimately susceptible to the aforementioned natural hazards. In turn, the constant threat of the eruption of active volcanoes in the country becomes a major concern for national and local governments. Whichis why the assessment and management of corresponding risks and its guide to action suit asa crucial requirement. With this, the Local Government Academy has pursued the development of a Regional Disaster Preparedness Manual for Volcanic Eruption taking into consideration the regional experiences and lessons learned from regions with active volcanoes like Region 3 (Pinatubo), Region 4A (Taal), Region 5 (Bulusan & Mayon) and Region 6 (Kanlaon). We let these regions share their respective long and rich record of historical data on volcanic activities to enhance the current understanding of volcanic eruptions and their impacts along with their proven set of policies and practices that can inform the planning of the needed response to Executive Director THELMA T. Along with the beauteous façade of these volcanoes, lies a dormant disastrous event. Volcanic eruptions can happen almost unpredictably. Without preparation and proactive strategies, this natural calamity can cause lot of casualties and damages to the community. The DILG, as the Vice-Chair for Disaster Preparedness, envisions disaster-resilient communities by providing the necessary interventions and initiatives to local government units to help them mitigate the impacts of disasters. As a region that is constantly confronted by various adversities, it is important and mperative that we formulate interventions to address the challenges whenever a volcanic eruption is imminent. With this, the Department of the Interior and Local Government Region V humbly presents its Operation Listo Manual for Volcanic Eruption as a result of its meaningful collaboration with the provincial governments of Albay & Sorsogon and our partner national government agencies. This manual aims to guide LGUs in taking actions before, during and after a volcanic eruption. It is hoped that this manual can contribute to the enhancement of the preparedness and response actions of local government units towards a Matino, Mahusay and Maaasahan na Pamamahala. Among these calamities, volcanic eruption is notably one of the most disastrous ordeals in the Bicol Region. With the presence of active volcanoes in the region, Bicolanos have been greatly affected by immense volcanic eruptions that caused severe damage to several lives and properties. This is particularly true to the Provinces of Albay and Sorsogon where Mayon and Bulusan Volcanoes are respectively situated. With these, Bicolanos have always strived to inculcate a culture of resiliency, pro-activeness and disaster preparedness amongst themselves. Consistent with the mandate of the DILG to sustain peaceful, progressive and resilient communities, the Department continues to implement timely, relevant and effective programs for local government units. In connection, the DILG Region V thru its Local Governance Regional Resource Center (LGRRC) spearheaded the formulation of the Operation Listo Manual for Volcanic Eruption. This manual was made possible thru the collaboration, knowledge sharing and management among partner agencies and stakeholders. I encourage our LGUs to transform this Manual into an effective vehicle of adequate information that will develop and capacitate the people in their communities to become disaster-resilient Bicolanos. MESSAGE MESSAGE OF THE PDRRMO This humble representation cordially greets the Local Chief Executives (LCEs) of the Province. This manual intends to guide/ assist the local government units in managing disaster-related concerns specifically allied to volcanic eruption and associated natural hazards. Since every municipality/city is unique, the pro forma herein are suggested forms to help them in the gathering of basic and essential data. The LGUs however, are not precluded from enriching or simplifying these templates for as long as the minimum essential info are captured. These gathered data should be made available to and be critical inputs in the decision-making especially by the Incident Management Team in deploying and pre-positioning of resources as well as in the evacuation processes and in camp management. MESSAGE MESSAGE OF THE PDRRMO Mayon Volcano is the most active volcano in the Philippines, its regular and frequent eruption displaces thousands of populations in three cities and six municipalities that surrounds it; its towering presence and eruptions has shaped the province’s landscape and influenced its economic and social vulnerabilities. At the same time, it afforded a rich and fertile soil and developed resiliency and adaptability to its inhabitants. While existing control measures are present such as warning system, evacuation procedures and communication protocols to name a few, enormous resources are needed to mobilize the thousands of populations, a feat that is possible through collaboration among local government units and all government instrumentalities, in partnership with non-government humanitarian organizations, both domestic and international; each playing a crucial role in saving lives and protection of critical resources. This Mayon Volcano Operation Manual is the best articulation and product of cooperation and partnership; it is a constant reminder of the continued effort by the government in reducing disaster risks thus, achieving “zero casualty”, the overarching guiding principle that has been adapted by the Province of Albay since the inception of its disaster risk reduction program and the creation of the Albay Public Safety and Emergency Management Office in 1994. This manual galvanizes the inter-operability of various agencies and cements its commitment in promoting the public welfare. As a living document, this operational manual reminds us to be reactive and responsive to the changing needs of time and incessantly advance risk reduction to promote sustainable growth across all sectors. B. INTRODUCTION A. PROFILE AND HISTORY MAYON VOLCANO A popular tourist spot and famous for its “perfect cone shape”, the stunning Mayon Volcano is the most active volcano in the Philippines. Rising 2,463 meters above sea level, it proudly overlooks the entire Province of Albay. Being an active volcano, Mayon has erupted numerous times throughout the history with the first recorded eruption in the year 1616, and with the most destructive eruption in the year 1814, which killed more than 1,200 people. These volcanic eruptions has greatly affected the lives, properties and livelihood in the surrounding towns and communities. A typical volcanic eruption of the Mayon Volcano includes powerful explosions accompanied with pyroclastic flows, mudflows and lava flows. Mayon is identified as beauty and beast for its amazingly symmetrical profile and its perilous eruptions. Mayon Volcano is a pride of Albayanos and the Bicol Region. A. PROFILE AND HISTORY BULUSAN VOLCANO Bulusan is one of the most active volcanoes in the Philippines. It is a Stratovolcano formed inside a caldera that has a unique geological features. Bulusan has a rock type of two-pyroxene andesite. The volcano lies at the southeast end of Bicol Volcanic Arc occupying the peninsula of the same name that forms the elongated southeast tip of Luzon Island. It has an elevation of 1.559 km and a base diameter of 15 km. It is famous for its springs such as San Benon Springs, Mapaso Springs, San Vicente Springs, and Masacrot Springs. Despite its beautiful scenery and relaxing hot springs, it has erupted 16 times thus making it an active volcano. A 4 km permanent danger zone is established and an extended danger zone of 2 km from the PDZ on the southeast sector. That is why despite the Bulusan’s natural beauty, lies the dormant dangers of its volcanic eruption. B.
