she’d need to give her horse in the ring.
When asked how she felt during that period, Ally
Jo’s emphatic response was “All I knew is that a broken
arm wasn’t about to stop me from winning a World

Not only was she right about winning that Youth
6-11 Equitation World Championship, but she went
ahead and followed it up with a second World Cham-

win both an Equitation World Championship and a

So, to the casual observer, the 2021 show season
may have seemed like a fairytale for Ally Jo Jacobs,
but the truth is that behind her beaming smile is the
determination of a warrior princess.
and had to be euthanized, dealing Ally Jo another
emotional blow.
One might wonder how much loss and heartbreak
in a short period is “too much” for a child so young
to process and still be able to devote adequate energy
to a discipline as rigorous as equitation, but Ally Jo,
who’d just celebrated her sixth birthday on July 3rd,
wasn’t given the nickname “little firecracker” by her
mother for nothing. Once again, she exhibited the
mental toughness of someone decades older, opting
to keep her back straight, her head high and her focus
on preparing for the upcoming Celebration.
Nothing was going to stand in her way -- not even
that broken arm she suffered in a playground tum-
ble just two weeks before she was set to compete in
the Big Oval, or the doctors’ strict orders to abstain
from all horse-related activities as it healed. Another
incident that could have brought her dream to a halt
had done nothing but steel Ally Jo’s resolve. But it did
make things a lot more difficult.
“Ally Jo only weighed 52 pounds at the time,” said
Leigh. “So that cast was terribly heavy on her and we
worried about whether she’d be able to maintain her
form with it pulling her arm forward.”
Right away, Ally Jo stepped up her riding schedule
to spend as much time strengthening the arm as pos-
sible, and she spent every evening until Celebration
sitting on a saddle stand in her bedroom, practicing

Do You Have Your
Walking Horse License Plate?
Tennessee Walking Horse license plates can be seen on thousands of
vehicles across Tennessee. As these vehicles travel across the country, can
you imagine how many people have seen our great breed? Not only are
the license plates promoting our horse on the roadways, but a portion of
every sale goes directly to the promotion of the Tennessee Walking Horse.
If you are registering a vehicle in Tennessee, this is an easy way to sup-
port the promotion of the Tennessee Walking Horse. If you wish to pur-
chase one, just go to your county clerk’s office or wherever you get your
tags renewed.

The Tennessee Walking Horse Breeders’ and Exhibitors’ Association, is proud to encourage youth
riders learning and becoming proficient at the canter. It is a great way for our industry to regain the
canter, and to reward our youth for achieving excellence at this level.
Youth Medallion classes will be offered at various horse shows throughout the year. There will be
two divisions, performance and pleasure, each division with its own end-of-year award. Riders will
receive points determined by their placings in these two divisions, with the rider accumulating the
most points in each division receiving an educational scholarship valued at $500.00. Payout for Me-
dallion classes are a medallion and money as follows $100, $75, $50, $40, $30.
Guidelines for the Youth Medallion Classes:
• Open to all youth riders, age 17 and under (age as of January 1).
• Ownership of the horse is not required. Stallions are not allowed.
• Classes are for Flat-Shod and padded Performance Show Horses, performing all three gaits - flat
walk, running walk, and canter.
• The rider, not the horse, accumulates points awarded for placing and participating in the class.
Therefore, riders are not required to show the same horse throughout the season.
Any horse show interested in offering medallion classes should contact TWHBEA at
(931) 359-0592. Affiliation forms are available at twhbea.com under Youth Forms.

NOTE FROM THE EXECUTIVE COMMITTEE
Bylaws Amendments Proposed
Each year, our Bylaws present the opportunity for revisions. The process starts with suggested changes, which
are to be submitted by April; they are reviewed by the bylaws committee; the Executive Committee provides
further review; they are published in the July Voice magazine and appear below. They are then submitted,
along with the election of directors later in the year, for an up or down vote by the membership. The suggest-
ed revisions appear below with proposed additions highlighted in yellow. While amendments are sometimes
semantic or technical, these are neither; they go to the heart of the affairs of this great association and how it is
run. TWHBEA members will vote on the individual proposed amendments this Fall when they vote for new
directors.
The TWHBEA Bylaws committee will host an online forum at 5 PM (central) on Monday, September 19 to
give members the opportunity to ask questions and learn more about the proposed amendments. For more
information and to register for the online forum, visit www.twhbea.com/bylaws.
1. Change in the date of the fiscal year to conform to the calendar year.
Section 3. AUDITING OF ACCOUNTS: This Association shall conduct its affairs on the fiscal year end basis,
effective January 1, 2023, same to begin January 1 thru December 31, inclusive. (Article VIII, sec.3)
Commentary: While it’s not obvious why the fiscal year deviated from the calendar year in the first place, this
proposal conforms both, for convenience and clarity. EC recommends without reservation.
2. Changes in the annual meeting date for directors and members.
Section 7. TIMING OF MEETINGS. The regular annual meeting of the Board of Directors shall be held on
the first Saturday in December of each year, unless extenuating circumstances make it advisable for the Exec-
utive Committee to change the date, but in no case shall the meeting be set later than December 31. At least
45 days’ advance notice of the meeting date shall be given to the Directors and the membership. The Board of
Directors shall meet at least twice annually, one, on the December date, and again, on the fourth weekend in
May. Provided, however, that the second meeting may be at such other time as fixed by the Board of Directors.
The Board, by rule, may provide for other regular meetings at stated times and places. (Article II, section 7)
Section 2. ANNUAL MEETING OF MEMBERS. The regular annual meeting of the members shall be held
on the Friday immediately preceding the date of the annual meeting of the Directors, at a time and place as
designated by the Board of Directors, for the purpose of transacting such business as may be brought before
the meeting. Members shall not be required to be present to vote but may vote by mail or email ballot in accor-
dance with the provisions hereof. Voting by proxy shall not be allowed. (Article II, section 2)
