Spring is in FULL swing and we are seeing a multitude of Tennessee Walking Horse foals
birthday photos all over the social media sites. It’s a good time to be a horse breeder.
Our contacts at the breeding farms say it is looking like a much bigger year in breeding
from early indications. Many of our established breeders have told me they are breeding more
mares this year than in previous. I ask them, “What makes now different than then?” Their
response is that they are able to sell their foals and yearlings earlier and at very good prices.
Many at weaning and many sales are occurring after the foals are a few hours old. These are the
indicators that drive our breed and brings the value of a good broodmare up.
With the weather finally breaking to normal temps recently, the trails will be full of our weekend
riders. There may be no better pastime than to be on your trusty Tennessee Walking Horse, with
your best friends and your favorite refreshments for the day and enjoy the beautiful countryside.
To all our recreational riders “Be safe and have a wonderful time!”
Our show season is well underway and we are seeing many new faces on different horses. We
are also seeing many beautiful faces from past show ring years that are now coming back to
showing the wonderful Tennessee Walking Horse. Our horse is “infectious”. When you catch the
Walking Horse “bug” it is hard to shake. There is no cure for loving a Tennessee Walking Horse.
I wish you all wonderful experiences at the breeding barn, On the trails, and In the show ring!

Spring is in full bloom as are mares and foals are coming like pollen from a pine tree. But
we don’t sneeze at new foals rather; we welcome them with open arms. In the past two
months, there have been several changes around our place, most of which go unseen as
they are computer program alterations, personnel decisions, marketing meetings and strategies
for revenue sourcing, but we still hold our customer in as high esteem as we ever did. Your
business means the world to us; so, keep it coming.
Since the last magazine, the industry has seen some excitement as well. The first ever
W.H.T.A. Penalty Structure, for one, that made quite a stir and resulted in a very successful show
season start, Equine Education Day hosted by FAST and TWHYA, 50th Annual Trainers’ Show,
FAST Gala and Show to name a few things that have captured our attention. But, all of that is
just the appetizer. The main course is coming and promises to be full of meat & potatoes. Let’s
go, Exhibitors; Fill the stands with people coming to see the horses!!
In TWHBEA news, registrations are holding above 2017 numbers and budget projections.
That’s wonderful news. We know that nothing happens here till a foal hits the ground out there
and more foals means more business for everyone. Transfers are below average for this time of
year, and we hope they’ll pick up in the months to come; to my point, TWHBEA needs some
85 additional transfers right now to get on track with 2017 and 1,108 to meet budget for the
second quarter of FY18.
Now, to address memberships – everyone that had not renewed as of mid-March was sent
another letter, some for the first time in the mail, but otherwise a repeat from January. TWHBEA
is moving into the 21st century of communications, with email, video-teleconference meetings,
and we want to bring the association membership with us. Here’s all you need to do; accept
and sign-up for notifications from TWHBEA (you don’t have to read the repeats) which is a
notification coming soon on Facebook and email; and, add twhbea.com to your safe senders list
on your Outlook or other email platform. Coming as fast as we can bring it together, single touch
membership renewal – online transfers between current members – upgrades to iPEDS for ease
of use and function, plus many more items in the gift shop.

The Tennessee Walking Horse Trainers’ Association Broccard riding for owner Amanda Odom. Blaise became
celebrated its 50th anniversary of the National Trainers’ the first woman to win the championship stake at the
Show March 22-24 at the Calsonic Arena in Shelbyville, Trainers’ Show. Reserve went to Led Zeppelin and Scott
Tennessee. And what a show it was, an increase in the number Beaty for Abby Fox. And finishing out the top three was

On Friday, March 9th
approximately 2000 youth
from Bedford, Rutherford
and Williamson counties came to
the Calsonic Arena in Shelbyville,
Tennessee for the first Equine
Education Day. The day was
organized by FAST and TWHBEA
Youth Association along with
numerous volunteers. This program
was offered free of charge to give
the youth of Tennessee a better
understanding of the Tennessee
Walking Horse and the many
opportunities offered in the equine
industry. Throughout the day,
youth were able to talk with Equine
Riding Instructors, Veterinarians,
Farriers and Trainers. Horses were
on hand for viewing and students
could also observe a horse being
groomed, ridden, checked on by
a veterinarian or shod by a farrier.
Pizza was served to all attending.
Bobby Richards explained the
different gaits of a horse and what
judges look for in each division.
Thanks to all the volunteers,
those bringing horses and everyone
involved to make this Equine
Education Day a huge success.

Omaha. The magnificent three-year-old stallion made his 2018 spring debut
at the trainers show with Scott Beatty in the irons. Scott and Omaha were
undefeated in their career, winning four blues including the Two Year Old
World Championship in Division A at the 2017 Celebration. Now Omaha has
joined the Callaway team and we are so excited to see what Bill Callaway
and this great Jose stallion can achieve together. Our sincere thanks to Scott

353 entries in 53 classes. Spencer

Hilley served as judges for the show.
FAST awarded $500 to the trainer
showing the most horses and Joe
Lester and his team claimed this prize
showing 20 horses.

American Horse Council, NTRA Analysis: What
New Tax Law Will Mean to Horse Industry

The Senate hustled early Wednesday morning, December 20 to pass the Tax Cuts and Jobs
Act of 2017 by a vote of 51-48. Although the House passed the bill Tuesday afternoon,
congressional budget rules required the Senate to return the bill to the House for a revote on
Wednesday to address technical changes. While details related to the 1,100-page conference
report on the final legislation continue to emerge, please see the below highlights from the
American Horse Council that will have the most direct impact on the horse industry:
Business Provisions
x Corporate Taxes: The new tax law reduces the corporate income tax rate from 35% to
21% and takes effect January 1. AHC members filing as “C corporations,” which are
generally identified by the suffix, “Inc.,” will see an immediate reduction in their official, or
statutory tax rate. AHC members filing as “C corporations” would include racetracks,
makers of pharmaceuticals and agricultural equipment, and large breeding operations
governed by officers and a board of directors, among others. While many policy experts
believe that the new tax code will be easier to navigate from a business perspective,
corporate taxpayers' effective liability will vary to the extent they are able to utilize the
new code's remaining deductions, some of which are outlined below.
x Small Business, “Pass-Through” Deduction: The Tax Cut and Jobs Act establishes a
20% deduction for the first $315,000 of joint income, or $157,500 for individual filers,
from “pass-through” entities such as partnerships, sole proprietorships and S
corporations. This new provision could benefit small businesses that generally report
incomes at or near the new threshold level. While various types of “pass-throughs”
constitute the fastest growing segment of AHC members, they also include ‘the majority
of U.S. farms.’ According to Department of Agriculture data, 85% of domestic agriculture
production comes from “pass-through” entities.
x Bonus Depreciation of Equipment: The House and Senate conference report includes
100% bonus depreciation – an increase from the current 50% rate – through December
31, 2022, for property placed in service after September 27, 2017. Beginning in 2023,
bonus depreciation is reduced from 100%, to 80% in 2024, then falls by 20% increments
each year through 2026. Farm equipment used in a business operation, breeding stock
and according to a preliminary review of the final language, race horses will benefit from
the robust deduction.
x Losses at the Racetracks: The final law preserves the deduction of losses “sustained …
on wagering transactions to the extent of the gains” realized “during the taxable
year.” However, the law clarifies that the “limitation on losses from wagering
transactions applies not only to the actual costs of the wages, but to other expenses
incurred by the individual in connection with the conduct of that individual's gambling
activity.” For example, the law subjects the deduction for travel expenses to and from a
racetrack to the cap established by the amount of the gains. Like many of the
deductions in the bill, the provision sunsets after 2025.
x Alternative Minimum Tax (AMT) – The new law repeals the corporate AMT, ending the
need to calculate tax liability twice for a single filing.

Individual Provisions
x Estate Tax: The final law ultimately preserves the estate tax, but doubles the current
exemptions of $5.49 million for individuals and $10.98 million for married
couples. Raising the statutory threshold will reduce the number of farms and family
businesses subject to the tax. It will also spare many family-run businesses from
jumping over accounting hurdles to avoid the tax altogether.
x State and Local Taxes (SALT) – The tax law includes a significantly downsized, itemized
deduction for up to $10,000 of state and local property taxes. This provision – which
eliminates the unlimited, longstanding deduction for state, sales and local property taxes
– may pose challenges for AHC members who file returns in high-tax states next year.
x Mortgage Interest: The new law reduces the current $1 million cap on mortgage interest
to $750,000, which the Internal Revenue Service (IRS) will apply to homes purchased
after January 1, 2018.
x Charitable Contributions: In cases of individual cash contributions, the final law
increases the percentage-limit deduction from the current rate of 50% of the donor's
adjusted gross income (AGI) to 60% of AGI.
Now the Real Work Begins
Tax policy experts predict that the [fast-moving] tax law will result in a lengthy bill in 2018 to
address technical corrections to clarify ambiguous provisions. The Internal Revenue Service
(IRS) will also begin a years-long process of promulgating regulations to implement the new
law. AHC recommends that members consult their accountants or other tax professionals to
begin assessing the new tax landscape for 2018 and beyond.

The National Thoroughbred Racing Association also released a statement on the new tax
law:
The Tax Bill cleared by Congress for President Trump's signature contains a number of
provisions beneficial to horse breeders and owners, according to an initial assessment by the
National Thoroughbred Racing Association (NTRA).
The tax reform package benefits the horse racing industry by slashing corporate tax rates,
reducing most individual tax rates, doubling the estate tax exemption from $5 million to $10
million (indexed for inflation occurring after 2011), and generally providing special tax treatment
for certain pass-through entities (sole proprietorships, partnerships, limited liability companies,
and S corporations).
The package also includes significant and positive changes to depreciation and expensing of
yearlings, breeding stock, farm equipment and other qualifying depreciable property. These
include:
x Bonus Depreciation. An increase in bonus depreciation from 50 percent to 100 percent
for both new and used property acquired and put into service after Sept. 27, 2017, and
before Jan. 1, 2023. Bonus depreciation permits first-year, full expensing for purchases

such as yearlings, breeding stock, and farm equipment. Current law provides for 50
percent depreciation on new property only. The new benefits will be effective at the 100
percent rate through 2022. Beginning with 2023, bonus depreciation will be phased out
at a rate of 20% each year until fully phased out after 2027.
x Sec. 179 Deduction. The maximum amount that may be expensed under this provision
has been increased from $500,000 to $1 million for new and used property. Additionally,
the phase-out threshold for the deduction has been increased from $2 million to $2.5
million. Both the maximum deduction and phase-out amount are permanently extended
and will be indexed for inflation.
x Farm Property. Machinery and equipment used in farming operations will be granted
accelerated depreciation with a useful life of only five years and depreciation using the
200 percent declining balance method. The current law provides for a useful life of seven
years and depreciation using the 150 percent declining balance method.
“At more than 700 pages, the tax reform bill and accompanying joint explanatory statement are
enormous in both size and complexity,” said NTRA President & CEO Alex Waldrop. “While the
overall impacts on ‘each individual’ will vary, in general many of the provisions should have a
positive impact on the economics of horse racing and breeding.”
For horseplayers – many of whom may benefit from the reduced corporate, individual, and
pass-through entity tax rates – the NTRA successfully worked to defeat a proposed amendment
that would have eliminated the itemized miscellaneous deduction for gambling losses entirely.
Consequently, horseplayers will continue to be allowed to deduct their losses from wagering
transactions (i.e., losing tickets) up to the amount of winnings. However, beginning January 1,
2018, through December 31, 2025, the limitation on losses from wagering transactions (up to
the amount of winnings) will apply not only to the actual costs of wagers incurred by an
individual, but also to other deductible expenses such as travel, and lodging incurred by the
individual in connection with the conduct of that individual's gambling activity.
Waldrop added: “The information presented in this release is not a comprehensive explanation
of the tax bill. The NTRA urges every industry participant with tax concerns to consult with your
tax advisor for information and planning advice applicable to your specific situation.”

TWHBEA NEWS Priscilla and Jason Horton of Morganton, North Carolina purchased a
Tennessee Walking Horse, approximately 10 years old, and did not have
VOICE • APRIL/MAY 2018 papers. Priscilla contacted TWHBEA headquarter and asked if we could test
to verify he was a Tennessee Walking Horse and who the parents were.
It was explained to Priscilla of the testing process and that we had not positively
matched any horses to their papers using the DNA testing. They decided to try
the testing even with these odds. On November 3, 2017 TWHBEA was notified
of a match and the Horton’s horse was confirmed to be Two Feathers Windwalker
20703268. We contacted the last recorded owners and they were happy to help
the Horton’s get their papers.
On December 5, 2017 TWHBEA had its first success story with matching papers
to a horse with DNA testing. We will do anything we can to help so if you have a
problem let us see if we can help you.

year of competition I rode him in the
Novice Division. After a rough start
Amos settled down to win top horse
in the Division. During the next four
years Amos grew in the champion
horse he has become. He is now
one of the top horses in Region 5,
winning top horse in the Open Heavy
weight Class this year. Amos has also
emerged as one of the top horses in
the nation. He finished second in the
Open Heavy weight Class nationally
and has won many other honors
along the way. Those include four
National Championships along with
accumulating nearly 4000 competitive
trail miles, 2 top Tennessee Walking
Horse awards, and finished second
twice in high percentage with a 99.3
% this year. This means that Amos was
the top horse in the 9 rides this year
99.3% of the time.
Amos and I have become a close
team that works together and takes
care of each other out on the trail. We
have been in some real bad situations
where he stayed calm and we worked
our way out of them.
As for myself I did not discover
horses until I was 63 starting out
with Quarter Horses. I soon learned
that they were not the horse for me.
I transitioned over to gaited horses
and riding became my passion. Since
that time I discovered NATRC which
allowed me to spend quality time with
my horse out on the trail and learn
that there was more to riding then
just sitting on a horse. I have since
recorded nearly 10,000 competitive
trail miles primarily riding two
outstanding TWH’s. Both horses have
won many of the highest honors in the
nation.
