14 Sustainability For Socio -Economic Transformation: Consolidating The Gains NEC Company Profile 2024 OUR JOURNEY OF TRANSFORMATIVE INNOVATION IN INDUSTRIALIZATION, CONSTRUCTION SERVICES, AND AGRIBUSINESS FOR NATIONAL DEVELOPMENT. In the dynamic landscape of Uganda’s economic evolution stands the National Enterprise Corporation (NEC), a testament to resilience, innovation, and unwavering dedication. NEC celebrates a journey marked by transformative endeavors, ground-breaking achievements, and unwavering commitment to national development. NEC was established in 1989 by an Act of Parliament Cap 312 of the Laws of Uganda as a State Corporation to serve as the commercial arm of the Ministry of Defence and Veteran Affairs (MoDVA)/Uganda People's Defence Forces (UPDF) and to produce goods and services that are beneficial to the Defence Forces, Veterans and Civil Society. The Corporation activities are coordinated at the NEC Headquarters based in Bugolobi. It is supervised by a Board of Directors and managed on a daily basis by the Managing Director (MD) who is the Chief Executive officer and is responsible for the overall planning and implementation of Board policies. Each of the subsidiaries is headed by a General Manager who is responsible to the Board of Directors of the Subsidiary companies. The MD is a member of the Boards of all the subsidiary companies. NEC business is undertaken through its Subsidiaries and Joint ventures/Partnerships. NEC embarked on its journey with a vision to leverage Uganda’s potential for industrialization and economic growth. The above is in line with H.E Gen Yoweri K. Museveni’s strategic vision of building capacity for UPDF selfsustenance and also in line with Point No 5 of the 10 Point Programme of the National Resistance Movement on building an independent, integrated and self-sustaining national economy. NEC’s Vision is to be a sustainable commercial arm of the Uganda Defence Forces that generates goods and services for progressive socio - economic transformation and development among the Defence Forces, Veterans of UPDF and Civil Society with a mandate to produce and provide goods and services for the benefit of the Defence Forces, Veterans of UPDF and the general public. At its inception, NEC’s ambitious endeavor was evident as it established numerous subsidiaries across various sectors. However, this ambitious expansion also presented challenges, with some subsidiaries serving similar industries leading to duplication. Moreover, the sheer number of subsidiaries necessitated a significant commitment of resources making management a formidable task. These Subsidiaries and Joint Ventures included: 1. Rooted in a commitment to harnessing Uganda’s human capital, NEC’s formation aimed to absorb young National Resistance Army (NRA) officers who participated in the armed struggle. This strategic approach laid the foundation for NEC’s journey towards becoming a formidable force in Uganda’s industrial landscape. Over the years, NEC underwent significant transformations, navigating through various phases of growth and adaptation. The liberalization of Uganda’s economy in 1993 marked a pivotal moment in NEC’s history, prompting a restructuring that saw the dissolution of many Subsidiaries and Joint Ventures while retaining a few key entities within NEC with a leaner structure of five subsidiaries focused on the production of goods and services for the benefit of security forces and these included : 1. Luwero Industries Ltd 2. NEC Construction Works and Engineering Ltd 3. NEC Farm Katonga Ltd 4. NEC-Lime Dura Ltd 5. NEC Pharmaceuticals Ltd. Around 2008, NEC entered into a Joint Venture with Iran Tractor Manufacturing Company called Ugiran. The Joint Venture however did not take off and the business was continued under the control of NEC trading as NEC TRACTOR PROJECT in 2009. Efforts were also made to operationalize NEC Pharmaceuticals Ltd by formation of a Joint Venture with Health World Pharmaceuticals Ltd in 2005. This Joint Venture did not take off and the facility is now being revamped. In 2010, NEC Tractor Hire Services Ltd was established as a Subsidiary of NEC to provide tractor hire services and in 2021 NEC Tractor Project was merged with NEC Tractor Hire Services to create NEC Agro SMC Ltd. NEC’s journey of evolution and growth is best exemplified by its diverse portfolio of Subsidiaries and Joint ventures. Under new management, NEC embarked on a path of reinvigoration guided by a vision of excellence, transparency, and accountability. Sustainability For Socio -Economic Transformation: Consolidating The Gains 17 NEC Company Profile 2024 Luwero Industries Limited Luwero Industries Limited, an ordinance factory lies 135kms North of Kampala and mainly produces and assembles cartridges, hardened tools, carbide dies and spares for domestic consumption in addition to the AK-47 Upgrade. The subsidiary also carries out extensive metal fabrication for weapon mounting for the UPDF infantry fighting vehicles and Uganda Police Force (UPF) for Amisom missions/ATMIS. The company produces helmets and bulletproof vests with the highest modern technology. The Subsidiary manages waste that is both internally and externally generated especially medical waste which is disposed of using a modern incinerator and engineered landfills. Luwero Industries is currently managing oil waste that is accumulated from the drilling of crude oil from King Fisher Oil Fields run by CNOC in Kikube District. The Kingfisher Oil Waste Management Facility was commissioned by the President and Commander–In–Chief of Uganda People’s Defence Forces, H.E Gen (Rtd) Yoweri K. Museveni on 24th Jan 2023. The Subsidiary also manufactures modern furniture in all types of designs both for the government and private sector. Luwero Industries also operates an Oxygen and Nitrogen Plant. The plant greatly supports the Airforce, and the National Medical facilities and generates some revenue for the company. Luwero Industries through her Quality Control Department is involved in the manufacture and sale of Liquid soaps and sanitizers. Luwero Industries established a woodworking machines factory (VEBA) for the production of carpentry machinery. The modified parts include day and night sights, polymer hand grip, Picattinny rail for optics, LED flash lights and foldable butt stock among others.

Products include weapon mountings and stands, armoured gun cradles and general steel and structural fabrication. Luwero Industries has been carrying out weapon mounting on UPDF IFVs & UPF vehicles for AMISOM/ATMIS operations.

Luwero Industries carries out research and development in collaboration with Makerere University and Uganda Industrial Research Institute in some of the Research areas. The facility is being equipped and upgraded into a modern technology Research and Development Centre.

Luwero Industries Limited was nominated as a Centre of Excellence in weapons repair and ammunition production. ISO CERTIFICATION Luwero Industries Limited is ISO Certified in compliance with International Standards.

It deals in the manufacture, storage, blasting and sell of civil commercial explosives used in mining and infrastructure development i.e roads, dams, railway etc.

Sustainability For Socio -Economic Transformation: Consolidating The Gains 45 NEC Company Profile 2024 NEC Construction Works & Engineering Ltd This Company was incorporated on 18 Oct 91 to handle Construction and Engineering works of the Defence Forces, Government Departments and Private sector utilizing the extensive manpower resources available in the UPDF. NEC Construction Works & Engineering Ltd Mission is to provide quality construction services to her clients and contribute to the betterment of the housing needs of Ugandan Forces. NEC Construction, Works & Engineering Ltd was established to utilize the extensive manpower resources available in the UPDF to produce goods and services that contribute to national growth and development. It handles Construction and Engineering works of the Defence Forces, Government departments and the Private sector. Services offered include Construction Works, Architectural works, Civil engineering works, Structural engineering, and Renovation and Estate maintenance. The Company continues to execute works with Government Ministries, Departments, Agencies- (MDAs) like Ministry of Defence and Veteran Affairs- (MODVA), Ministry of Agriculture Animal Industry and Fisheries (MAAIF), Uganda Virus Research Institute (UVRI), Uganda Wildlife Authority (UWA) and Uganda Free Zones Authority (UFZA), among others. NEC Works utilising UPDF Engineers is also involved in railway construction and periodic maintenance of the railway line. In 2021, NEC Works completed bush clearing works of the 371-kilometer Tororo -Gulu Railway Line and is now involved in the revamping of the Kampala – Malaba Meter Gauge Railway (MGR) line. Some of the major Projects undertaken by NEC Works include the Construction of Kiira Motor Vehicle production Start Up Facilities in Jinja and the Free Economic Zone near Entebbe International Airport. 48 Sustainability For Socio -Economic Transformation: Consolidating The Gains NEC Company Profile 2024 NEC INVOLVEMENT IN ROAD CONSTRUCTION Completed Sections – Ballast Screening Concrete Culvert Installation REHABILITATION OF NAMANVE-TORORO RAILWAY SECTION Uganda Railways Corporation (URC) awarded a Contract to China Roads and Bridges as the main contractor for rehabilitation of the Namanve - Tororo Railway Section and NEC Works was given a subcontract for Ballast screening, concrete culvert and bush clearing. 128km of Bush Clearing, 74km Ballast Screening and 80Meters of Reinforced Concrete Pipe Culverts were completed and approved. REHABILITATION OF THE OLWIYO - PAKWACH ROAD (62KM). NEC in Joint Venture with China Railway Seventh Group is involved in the rehabilitation of Olwiyo-Pakwach road. Works are ongoing .


Sustainability For Socio -Economic Transformation: Consolidating The Gains 49 NEC Company Profile 2024 Luka - Kalangala (34km) And Kalangala – Mulabana (36km) ROAD CONSTRUCTION UNRA procured NEC for Mechanized Maintenance of Selected Unpaved Roads under a Framework Contract for 3 years and the contract was signed on the 25th Oct 2021. Mechanized Mtce of 124 km for four unpaved Roads. Ngoma – Kyankwazi (15 km); Ngoma – Kasozi – Kyamukanda (42 km); Luka – Kalangala (31 km) and Kalangala – Mbalabana (35km) is ongoing .
