30 Philippine Fisheries Profile 2021 OVERVIEW • Ten-year trend showed a decreasing trend in terms of production volume, with an average annual growth rate of -1.43%. • In 2021, aquaculture shared 52.88% of the total fisheries production volume, and 42.50% of the total fisheries production value. • For the last 10 years, BARMM was the top producing region in terms of volume while Region III was the top contributor in terms of value. • Seaweed was the top producing species among aquaculture species in 2021, contributing 31.63% share to the total fisheries production. • Out of the 2.25 million MT production of aquaculture in 2021, 2.20 million MT came from the production of the five (5) Priority commodities. Moreso, 62.69% of the total production was produced in A Mariculture Parks. QUA C U LTURE FISHERIES


Philippine Fisheries Profile 2021 31 AQUA C U LTURE FISHERIES A. 2012-2021 Aquaculture Volume and Value of Production The ten-year trend showed a continuous decline in the volume of production in aquaculture with slight recovery in 2018 and 2019. In 2021, a 3.30% decline in volume of production was observed compared to its level in 2020. On the other hand, at current prices, the value of production was generally increasing, wherein the 2021 value of fisheries produced was 12.40% higher than the 2020 record. This was followed by Region III and MIMAROPA with 13.31% and 10.09% of share, respectively. In terms of value, Region III contributed the most with 32.59% share to the total value generated in aquaculture. Region I and Region IV-A came next with 15.29% and 11.61% share, respectively. Majority of the catch from brackish water came from fishpond with 99.12% share to the total brackish water production, while majority of the catch from marine waters came from fish cages with 99.40% of its total production. As for fresh water, tilapia is the top commodity being cultured, contributing 87.28% share to total freshwater aquaculture production. By culture environment, aquaculture production from brackish water shared 54.10% of the total aquaculture value of production, majority of which came from the production of milkfish and tilapia. The share of milkfish production to total value of production was 53.01% came from fishponds, while 44.81% was sourced from fish cages. Most of the milkfish produced were grown in fishponds and fish cages, with 69.02% and 24.21% of the total value of production, respectively. Additionally, it can be noted that the highest shares to the PhP 24.26 billion total value of production were recorded in Region III (49.84%) , Region IV-A (20.77%), and Region V (4.77%). 52 Philippine Fisheries Profile 2021 OVERVIEW • Capture fisheries includes both municipal (marine and inland) and commercial. In 2021, capture fisheries contributed 47.1% share of the total fisheries production volume, and 57.1% share of the total fisheries production value. • For the past 10 years, Region IX was the highest contributor among the regions in terms of production volume, with annual average contribution of 345,750.34 MT. Meanwhile, in terms of production value, Region XII had the biggest contribution with 15.17% share annually to the total capture fisheries production value. • Tuna (Bigeye tuna, Eastern little tuna, Frigate tune, Skipjack, and Yellowfin tuna) was the top producing species for capture fisheries, contributing 23.10% of the total capture fisheries production volume. • Bali sardinella was the top producing species among small pelagic species; Slipmouth among demersal species; and Skipjack among oceanic tuna. Philippine Fisheries Profile 2021 53 CAPTU R E F I S HERIES PRODUCTION A. 2012-2021 Capture Fisheries Volume and Value of Production During the ten-year period, under the capture fisheries, volume of production decreased from 2.32 million MT in 2012 to 2.05 million MT in 2018. In 2019 and 2020, the volume of production posted a small increase, with respective value of 2.06 million MT and 2.08 million MT. In 2021, volume of production settled at 2.00 million MT. Accordingly, the graph showed that the value of production at current prices posted a decline beginning in the year 2014-2016 and displayed a yearly increase starting 2017. The sub-sector’s production volume was lower by 3.64% as compared to the previous year with 2.08 million MT volume of production. Among the regions, Region IX posted the biggest production volume with 366.41 thousand MT, indicating a 16.31% share to the total sub-sector’s production. BARMM and Region XII were also included in the top producing regions with 273.16 thousand MT and 259.51 thousand MT, respectively. As for the value of production at current prices, Capture Fisheries obtained PhP 173.88 billion in total. It increased by 9.29% from the previous year with PhP 159.10 billion. Region XII recorded the highest production value at PhP 22.65 million. It is followed by Region VI and Region IX with PhP 19.94 million and PhP 18.75 million, respectively. Figure 31. 62 Philippine Fisheries Profile 2021 • Ten-year production data showed a decreasing trend in terms of production volume, with an average growth rate of -1.59%. • In 2021, municipal fisheries shared 26.6% to the total fisheries production, 81.84% of which came from marine fisheries and the remaining 18.16% came from inland fisheries. • BARMM was the top producing region for municipal fisheries in 2021 in terms of volume and value of production. • Tuna, comprised of Bigeye tuna (Tambakol/ Bariles), Eastern little tuna (Bonito), Frigate tuna (Tulingan), Skipjack (Gulyasan), and Yellowfin tuna (Tambakol/Bariles), was the top producing commodity in terms of volume and value in municipal fisheries. • The top producing regions in terms of volume for municipal fisheries were Region IX for marine municipal, and BARMM for inland municipal fisheries. • There were 209,126 recorded fishing vessels as of 2021. Philippine Fisheries Profile 2021 63 MUNICIPAL CAPTURE FISHERIES As presented in the graph, the municipal fisheries sub-sector experienced consistent decline in the volume of production from 2012 to 2018. There was a slight recovery during 2019 as the production volume registered 1.13 million MT. In 2021, the sub-sector’s volume of production recorded 1.13 million MT. The volume was 2.69% higher than the 2020 production with 1.10 million MT. Of all the regions, BARMM was the leading producer as it reached 177.19 thousand MT. This was followed by Region IX with 132.64 thousand MT and MIMAROPA with 121 thousand MT. Meanwhile, the value of production at current prices amounted to PhP 112.06 million which displayed a 14.33% increase from last year’s production value of PhP 98.01 billion. BARMM also posted the highest regional production in terms of value with PhP 14.33 million. Other species with big shares in the municipal production were Sardines (10.85%), Big-eyed Scad (6.47%), Mackerel (5.93%), and Tilapia (5.21%). In terms of value at current prices, marine municipal was able to share an average of 31.35% annually to the total fisheries value, on average. • In 2021, Region IX was the top producing region in terms of volume in marine municipal fisheries, while Region VI was the top producing region in terms of value. • Tuna, which includes big eye tuna, eastern little tuna, frigate tuna, skipjack, and yellowfin tuna, was the top producing commodity in marine municipal fisheries, followed by sardines (bali sardinella, fimbriated sardines, and round herring). Contributing to this figure was the production from BARMM, with 165.20% increase in production compared to its production in 2020. The increase in production of other regions also contributed to the increase of total inland municipal production like Region III and MIMAROPA with 130.96% and 66.67% increase in production, respectively. The increase in value of production from this sector can be explained by the increase of value of production in BARMM, with 268.12% increase from its usual value of production for the past years. In terms of volume of production, this was followed by Region IV-A and III, having 22.5% and 16.2% share of the total municipal production, respectively. In terms of value, even though Region IV-A generated a high volume next to BARMM, it is only valued at PhP 1.1 million, much lower to the value generated by Regions III and XII, with PhP 3.7 million and PhP 1.2 million, respectively.
