Minutes of the General Assembly Meeting
October 17, 2017/ 5:00 pm | Summit Hall C, PICC
I. Call to Order
The meeting was called to order at 4:56 pm with President Zenaida M. Mariano, MD presiding.
II. Quorum
Dr. Baria certified the presence of a quorum. A total of 102 members attended the General Assembly Meeting.
III. The Officers presented the proposed amendments of the Constitution and By Laws.
The following are the comments and suggestion of the members:
1. Question: Emeritus classification requirement was not clear.
Answer: Application procedure and requirements are indicated in the Administrative Code
2. Question: Life Member Classification was not in the amended Constitution and By Laws. Does it mean it is already
abolished?
Answer: Those who are classified as Life member will continue to have the privilege as Life Member. It will be indicated
in the Administrative Code.
3. Questions: How do they get the approval to become a Fellow, is it from recommendation in writing by a Fellow? Does
the approval comes from the Board alone or by the consensus of fellows? How is the approval sustained? Do you put it
in writing from everyone that they are the candidates so that if they have ethical issues in the other areas they can write
the Board?
Answers: The title FPSA means that a member have been a diplomate of the PBA for at least five years. There are two
classification of Fellow (1) Grandfather’s Clause- diplomate of the PBA for 5 years or more, (2) Regular FPSA-Year 2011
diplomate of the PBA. Regular FPSA must be nominated and the nomination is subject for the approval of the Commission
on Ethics and Malpractice while the Grandfather’s Clause need not to be nominated. There is no such procedure yet.
Members are represented by the Regional Directors at large.
4. Question: To be a member of the PSA you have to be a member in Good Standing of the PMA. Do you think it’s about time
to get rid of this requirement? The Annual fee is becoming costly.
Answer: Always remember that PSA is an umbrella society of the PMA therefore the PSA is under the PMA’s Constitution
and By Laws. Questions pertaining to the PMA component society should be addressed to the concern component society.
5. Question: “Why has the society removed the category Life Member?” What was the historical perspective why it was
removed?
Answer: It was removed in the Constitution and By Laws, however it is indicated in the Administrative Code under the
classification Regular Member, Regular Life Member and Non-Life Member. At present those who are classified under the
Life Member category shall enjoy the same privileges with the new Constitution and By Laws.
6. Question: Why Life membership is not offered anymore?
Answer: The Board will study offering Life membership again.
7. Question: How will you determine whether a trainee member is already a regular member? After completion of training, is
he required to submit a certificate that he is already eligible to become a regular member?
Answer: Once a trainee member finish his training there will be a change in his membership status. But if a member is still
undergoing fellowship training during a convention the member will pay registration fee as trainee member.
During the previous Constitution the classification Trainee pertains only to residents. In the new Constitution, members
currently undergoing training in an accredited residency training institution or Subspecialty program in the Philippines
and has not yet been conferred the title Diplomate of the PBA are Trainee members. The classification trainee has been
expanded to include those undergoing fellowship training. Dr. Asiño suggested to include in the Administrative Code that
the Society require all trainee member to provide a certificate of completion of training before changing his membership
status into Regular Member.
8. Question: Is it only considered a privilege to engage in various scientific activities of the Society?
Shouldn’t it be a must?
Answer: Paying the dues is one of the requirement to be classified as an active member. It is also required to attend
at least 1 General Assembly in 3 years. Details of being an active member will be indicated in the Administrative Code.
Dr. Baria emphasized the following amendments to be made by the Committee on Administrative Code:
a. More positive phrasing of Article II Objectives No. 5
b. Delete in Article III Section 6.3.4
c. Make the procedures for FPSA nomination more definite
d. Clearer education of members about the PMA benefits, why should make it a requirement for PSA membership.
e. Procedures for trainee membership to regular membership

f. Definition of Active Membership more aligned with the WFSA
g. Second counting of the attendance of the General Assembly Meeting was done
9. Question: As for the previous years “The Officers and Members of the Board shall be elected by a plurality of vote of the
general membership at the annual meeting designated for this purpose”. For this year the member cannot vote after
12:00nn of October 17, 2017. Is the Society is changing the policy?
Some of the members pay their Annual Membership Dues on the day of the Convention. Can it be amended that those
people paying on the first day of convention be included as voters?
Answer: This is a different occasion. The Annual Convention is usually held November but since there is AOSRA the
Board thought that it would be better if will also have the Annual Convention. Changes made was coordinated with the
Commission on Election.
Members are constantly reminded to pay ahead of time. (That’s the reason why members are advised to pay ahead, for
example member paid dues during the current convention you pay also up to fiscal year 2018, in that way also you will be
protected just in case, wag naman sana legal case then you are protected with the Legal Aid Fund)
10. Question: Impeachment, should it not be for strong and sufficient reason. Maybe for specific reasons enumerated in the
Admin Code. The reasons for impeachment should be stated in the Admin Code.
Answer: Noted
11. Question: What do you mean by Affiliate Societies? (Article IX Section 4) Does it include Nurse Anesthetist?
Answer: For example: PAIN Society of the Philippines, they are composed of Medical Practitioners, majority
Anesthesiologists
12. Question: Does the Chapter comply with the reportorial duties?
Answer: The Society is exercising maximum tolerance to the chapters, but if they need assistance, the Society will give
them maximum support.
13. Question: Fiscal year of the Society. How will the fiscal year start if the election is on the 3rd quarter. Will the next batch
of officers hold its office after the convention? To correlate with the term of office it should start January 1.
Answer: The officers agreed.
14. Question: General Authority is very broad (The Treasurer shall act as official custodian of the funds of the Society and
shall supervise the deposit of such funds into banking institutions) and shall do such act as approved by the executive
board.
Answer: noted
15. Question: How can the Treasurer make a Financial Report if the year will end in December.
Answer: The Financial report will be based on the fiscal year Oct to Sept. Annual budget will be based on the calendar
year since the term of office is calendar year.
16. Question: Regarding election, in our society the power of the member is only interaction. what happen if they are paying
dues and attend conventions, can we still vote?
Answer: Dr. Mariano agreed that members should be given a right to vote but members should also be responsible in
paying their dues.
Dr. Baria pointed out that under Section 12 Society Income and Assets, The Society is a non-stock, non-profit corporation;
This statement is a requirement to be able to be SEC Registered. This constitutive statement is proof that PSA is a non-
stock, non-profit corporation.
17. Question: Section X. Audit. The Society should have an external auditor
Answer: There is an external auditor
18. Question: Commission on Ethics and Malpractice. Is recommendation for appropriate disciplinary sanctions in the
Administrative Code?

REPORT OF THE PRESIDENT

Dear Colleagues,
Allow me to share with you some noteworthy activities for this year:
Strategic Planning Workshop: We started the year with a Strategic Planning Workshop held on January 28,
2018 at the Crowne Plaza Galleria. This was well attended by both existing and incoming PSA officers, Presidents
of the different subspecialty societies, as well as Chairs and members of the various PSA Committees. The par-
ticipants were grouped accordingly to analyze and discuss Continuing Professional Development, Membership
Benefits/ Chapter Concerns, PSA Constitution & By-Laws, and Office Matters & Finance.
PSA Foundation Day: In lieu the traditional gala dinner, the board decided instead to the donate the funds to
various cause-oriented groups in Luzon, Visayas and Mindanao. On February 24, the Bataan-Olongapo-Zambales
Chapter, Eastern Visayas Chapter and the Western Mindanao Chapter were each given Php 30,000 for their duly

Midyear Convention: This year’s Midyear Convention was held at the Asturias City State Hotel, Puerto Princesa,
Palawan last April 20-22, and was ably hosted by the PSA Southern Tagalog Chapter under the leadership of Dr.
Tisha Salazar. The 3-day event was big success, providing 17 CPD units to our delegates, plus an additional 5
units per workshop attended. There were 956 registrants in total, and the net income exceeded 1.7Million pesos.
First PSA Chapter Presidents’ Leadership Conference: This conference, the first of its kind, was held from
September 22-23, 2018 at Crowne Plaza Manila, and was attended by chapter presidents from Luzon, Visayas
and Mindanao. The goal was to strengthen the foundation of existing chapters by fostering fraternity among peers,
as well encourage the emergence of new micro-chapters. Common issues were openly discussed, and proposed
solutions shared, all in an atmosphere of collegial competition.
Anesthesiology week: October 14-20, 2018. To celebrate Anesthesiology week, the PSA held the
following activities: Interesting Case Presentation contest held at the Aesculap Academy and the Tagisan ng Talino
Finals held at Citadines Ortigas Center. The following were declared winners:

The 15th Asian Australasian Congress of Anesthesiology was co-hosted during the 26th Annual Meeting
of the Chinese Society of Anesthesiology from November 1-5 at the China National Convention Center in
Bejing, China. The PSA was officially represented by myself together with Drs. Zenaida Mariano, Benjamin Daniel
Valera, Francis Mayuga and Peñafrancia Cano. We actively participated in the scientific program while Dr. Mariano
was inducted to the board of the AACA and will serve as director from 2018 to 2022.

Philippine College of Surgeons (PCS): The PCS invited a representative from the PSA to speak during their 44th
Midyear Convention held at the Vigan Convention Center, Vigan City, Ilocos Sur from May 4-5. The theme of their
convention was “Enhancing the Culture of Safety in Surgery”, and reporting on the Surgical Safety Checklist was
Dr. Amelia S. Calderon, past director of PSA.
Philippine Health Insurance Corporation (PhilHealth) : Following several meetings with PhilHealth officials, it
was agreed that non-PNDF drugs may be now prescribed without invalidating the benefits for those drugs included
in the Philippine National Drug Formulary. Furthermore, hospitals may also request for exemption of specific non-
PNDF drugs from PhilHealth on a case-to-case basis.
Philippine Society of General Surgery: On August 3rd, I served a panelist during their 16th Surgical Forum
at the EDSA Shangri-La on the topic “EVALUATING THE CP EVALUATION –CLEARANCE or RISK EVALUA-
TION”. It was agreed that the term cardio-pulmonary clearance is considered obsolete and that the proper term
is preoperative risk assessment. I also clarified that a cardiologist cannot clear a patient for anesthesia as only an
anesthesiologist can do this.

Department of Health: Medical Residency Rotation Strategy: On August 2nd, I represented the PSA during the
DOH-MRRS MOA signing at the Manila Hotel. A product of the joint European Union – Philippine Health Sector
Reform Contract, its objective is to send selected residents to various level 2 hospitals to render service while
exposing them to challenging realities. The PSA was tasked to identify suitable teaching hospitals, and through
the PBA’s “Train the Trainers” workshop, ensure the quality of supervision.

Videoconferencing: Our monthly clinical case conferences are now being regularly streamed to selected end
points, allowing otherwise disenfranchised members the opportunity to participate in the discussions and obtain
CPD credits. With the aim of gradually expanding coverage to the Visayas and Mindanao, this technology prom-
ises to overcome the limitations of time and distance for a truly inclusive experience.
The following clinical case videoconferences were hosted at the Lung Center of the Philippines in 2018:
August 28: Ospital ng Makati presented a case of Pierre Robin Sequence with the Region 1 Medical Center
reacting from the Dagupan Doctors Hospital.
September 25: University of Santo Tomas Hospital discussed the anesthetic management of a pregnant
trauma patient using a peripheral nerve block, with participants from Tarlac and R1MC at the Dagupan
Doctors Hospital, and attendees from La Union joining in from Baguio General Hospital.
October 30: Batangas Medical Center presented the anesthetic management of a suspected MH suscep-
tible pediatric patient. Despite the entry of typhoon Rosita, the connection with Baguio was sustained, and I
was even able to join in from Beijing!
PSA Foundation for the Advancement of Anesthesiology: A meeting was held to discuss plans of reinstating
its dormant SEC registration as well as elect a new set of officers.
Fellow of the Philippine Society of Anesthesiology: A total of 69 new fellows were conferred last year,
yielding a total of 961. An additional 81 candidates will be conferred this title during our 50th Annual Convention,
raising the aggregate to 1042.
Rest assured, the PSA leadership will continue to nurture the society and its members through various activities
and undertakings guided by our mission and vision.

As of September 30, 2018 which is the end of the Fiscal Year 2018, there was a positive growth in our finances.
The increase in revenue was due to the income that we are able to obtain from the joint PSA-AOSRA meeting held
last October 2017 including the Mid-year convention in Palawan last April. There was also a financial gain in the
collection of membership dues from our members. In addition, there was a remarkable increase in the number of
trainee members which further augment the income of our Society.

Biennial Congress of the 49th PSA Annual Convention and the 14th Asian Oceanic Society of Regional
Anesthesia-Pain Medicine (AOSRA-PM)
The Biennial Congress of the 49th PSAAnnual Convention and the 14th Asian Oceanic Society of Regional Anes-
thesia-Pain Medicine (AOSRA-PM) was held on October 17-19, 2017 at the Philippine International Convention
Center in Manila. The theme, “Weaving the Tapestry of Regional Anesthesia: Themes, Threads, and Trends,”
conveyed the changing landscape in regional anesthesia and pain management. It was about the best practices
that had been polished further through the advent of time in terms of novel drugs, state-of-the-art equipment, and
modern technology.
There have been various improvement in the practice of anesthesia and analgesia consisting of conformational
and molecular changes in the parent drugs resulting to better safety profile, patient compliance, and patient sat-
isfaction. The use of surface anatomy guided technique in the performance of peripheral nerve block has evolved
to allow actual visualization of the target nerves and point-by-point administration of local anesthetics using the
portable ultrasound machines. Improvement in the surgical procedures with the Enhanced Recovery after Sur-
gery (ERAS) and the Minimally Invasive Surgery (MIS) have dramatically reduced the intensity of pain leading to
shorter hospital stay and faster recovery.
The dynamism in the spectrum of care of patients calls for routine updating of knowledge and skill to be abreast
with what is current, safe and effective. The Organizing Committee of the PSA-AOSRA-PM Congress has pre-
pared meticulously for this event. The team has worked hand-in-hand to come up with a balanced educational
activity that nurtures the mind and at the same provides a venue to meet friends.

The 20th ASEAN Congress of Anesthesiologist (ACA) was held in November 23-24, 2017 at Sokha Siem Reap
Resort and Convention Center, Siem Reap City, Kingdom of Cambodia. The Congress theme was “Towards
Safer Anesthesia.” It consisted of a pre-congress workshop and various symposium that cover the different
areas in patient care.

Annual Report of the Chairs 2018
Board of Trustees
The Philippine Board of Anesthesiology (PBA) held its 50th Conferment Ceremonies this year. The registration
with the Securities and Exchange Commission is due for renewal, and the process is underway.
In 2017, all practical examinations of the PBA were conducted after the training program of all graduate res-
idents. The practicals were also administered to all who qualified in the special written board examinations
conducted by the PBA the same year.
In 2008, the Practical Examination Part 1 (PEP1) pilot study was approved by the Boards of Examiners and
Trustees at a meeting enbanc to prepare the eventual discontinuation of the practical examinations ot the
three-part PBA certifying examinations. The pilot of the PEP 1 was started in 2012, and was completed in 2015.
Chairs of departments included in the PEP1 pilot chose the residents who were prepared to take the practical
examination conducted by the Board of Examiners (BOE) and most likely pass it during their third year in
training. If these chosen residents pass the practicals for three consecutive years, (2012-2015) the Chair of that
department earned the privilege to choose the resident who will be exempt from the PBA practicals thereafter.
Consequently, the Chairs of seven Departments qualified to receive the privilege to determine who among their
third year training residents will become exempt to the practical examinations conducted by the PBA BOE after
their residency for the years 2019 and 2020. The other graduate residents not recommended for exemption will
still take the practical examinations after their training program. During the conduct of this privilege, however,
the BOE of the PBA can make a random check of the competencies/skills of the third year residents of the
departments whose Chairs were granted this privilege.
The PEP1 pilot did not produce the expected result, and was therefore discontinued. This is the reason why
qualifying Chairs of departments will only enjoy the privilege of choosing the resident exempt from practical
examinations for two years (2019 and 2020).
Beginning 2019, the BOE will initiate the Direct Observation of Procedural Skills (DOPS), Clinical Evaluation Ex-
ercise (MiniCEX), and Case Based Discussions with first to third year residents. These processes are workplace
based assessment tools conducted several times in real-life settings by faculty of a training program and report-
ed to the PBA. These evaluation tools are geared towards improvement of clinical skills through structured feed
backs from an assessor. This is another innovation of the BOE to eventually replace the practical examinations
in three years from initiation of the program, but only if the program is deemed successful.
Sometime during the year the PBA was called to a meeting to discuss the Medical Residency Rotation Strategy
(MRRS) program of the Department of Health. Essentially, it is a European Union-funded program to initiate a
twinning program between regional training hospitals with identified LGU hospitals to supply standard specialty
services to the poor and underserved areas in the big four specialties, Medicine, Surgery, Pediatrics and Ob-
stetric. Anesthesia was belatedly considered after realization that the cutting specialties cannot function without
anesthesia. After an initial meeting with Mr Colin Pearson, Senior Human Resource Expert; representatives of
the three PBA Boards; the President of the PSA; Dr. Alberto Roxas, Postgraduate Dean MRRS; and Dr. Max
Simbulan, Associate Dean MRRS, Anesthesiology was subsequently represented ably by Drs. Corazon Arcan-
gel, Chair, and Tygran Odi, Secretary of the Board of Accreditors. Initial agreement is for third year residents in
their second half of the year of residency, from an accredited DOH anesthesia training program, to be sent out
of the mother unit, to serve smaller twinned LGU hospital. These trainees will be accompanied by a trainor who
is a Diplomate of the PBA.

Changes are happening annually and are inevitable. To quote the Greek philosopher Heraclitus: “No man ever
steps in the same river twice, for it’s not the same river, and he’s not the same man.” The trainers and trainees
must not be afraid to step into the river because it will flow, and will change if some changes do not work.
Board of Accreditors
The Board of Accreditors of the PBA have visited 19 hospitals for accreditation of their Anesthesiology Training
program. Eight (8) were granted three-year full accreditation, six (6) two years accreditation to complete the
three years from one year probationary accreditation and five (5) new applicants were given probationary ac-
creditation of one year.
One hospital, Corazon Locsin Montelibano Memorial Regional Hospital, was granted a Center of Excellence
(COE) Award for having fulfilled the criteria for COE as stipulated in the Policy Manual.
A Board of Accreditors Manual on Policies, Standards and Guidelines was developed and due for distribution to
the different hospitals accredited anesthesia training program.
Board of Examiners
At the start of the year, the members of the Board were assigned to the different committees for the year and the
dates and venues of the different exams were tentatively set as well. The Chairperson for the Conferment and
the head of the Aendicus were also appointed.
The Oral Examinations were administered on January 27 and 28 and February 3 and 4 at the Aesculap Acad-
emy of BBraun at the BGC. The BOE augmented by former examiners of the PBA used the new evaluation
tool which will provide a more precise evaluation of the knowledge of the examinees. Just like in previous oral
exams, an examinee had to have a passing grade from 4 of the 6 examiners, to successfully hurdle this phase
of the Specialty Boards. Those who had passing marks from only 3 out of the 6 examiners will be given a retest
within the oral examination period. Of the 105 who took the exam, 97 passed giving a 92% passing rate.
The written exams were held at the Medicine Auditorium, University of Santo Tomas last March 25. On hundred
fourteen (114) passed out of 201 who took the examination. Passing rate was 56.7%. The test was designed
so that more of the Higher Order Thinking (HOTs) questions were included and less of the pure recall and other
lower order thinking types of questions. This was to align with the regionally mandated change in the curriculum
to an Outcome Based Education (OBE). It is admittedly a more difficult exam for those not used to it, and the
Minimum Pass Levels (MPLs) reflected this and therefore were pre-adjusted. To help with the adjustment to the
HOTs examination, a Test Construction Workshop, hosted by Dr. Olivia Flores, will be held during this years’
Philippine Society of Anesthesiologists (PSA) Annual Convention. Faculties of training programs are enjoined
to attend this workshop.
The Practical Exams were given to those who had passed the written and oral phases of the Specialty Board
Exam, preferentially in the examinees’ home hospital. A total of 72 took the exams, one did not complete it, for
a passing rate of 98.6%.
For the whole month of July, the online Continuing Demonstration of Qualification in Anesthesiology (CDQ)
exam was held, given to diplomates whose certifications were 10 years or more ago. One hundred took the
exams and 69 passed (69%). Passing the CDQ has been increasingly added as a requirement for acceptance
and retention to top hospitals’ anesthesiology staffs, especially those with accredited training programs.
A Special PBA Forum was held at the Menarini main office in BGC on the 26th of May, The heads of the different
committees gave feedbacks regarding the results of their respective exams. Dr. Corazon Arcangel presented
the revised Residency Curriculum as well as the accreditation experience of the Board of Accreditors (BOA).

Drs. Arnold Bautista and Ma. Concepcion Cruz gave an update on the Aendicus and Privacy Law and its impact.
The Forum ended on a high note with a lecture on Adult Education by Dr. Flores. The aim of this activity was to
ensure that the PBA and the heads and training officers of the training programs were working within the same
educational framework. Definitely, a lot of issues were brought up and addressed adequately.
Corollary to the above, a workshop on the new Aendicus was held on October 25 at the Aesculap Academy of
BBraun in BGC, headed by Dr. C. Cruz.
The Residency In Training Exams (RITE) originally scheduled for September 16, was given on September 30
instead. The postponement was due to the prediction of a super typhoon making landfall on the date of the RITE.
A total of 656 took the exam; 234 on their first year, 202 on their second year and 183 on or after their third year.
A feed back on the performance of the trainees has been delivered to the respective training facilities.
The conferment of the new Diplomates took place at the Grand Hyatt Hotel, BGC on October 24, 2018. There
were a total of 97 candidates of which 2 qualified last year but were unable to attend last year’s conferment and
24 were previous passers of the Practical Examinations Phase I (PEP1) program.
The Phase I program will be phased out (pun unintended). It had been initially crafted to ultimately lead to the
phase out of the practical exams, but the conduct of the program did not achieve that desired result. There were
7 institutions that qualified, giving their Chair the privilege to choose which of their residents could be exempted
from taking the practical exams. (See Report of Chair Board of Trustees)
Lastly, a congratulations to the current Examiners for a job well done is in order. A heartfelt thanks to the past
examiners who greatly helped during the year is due. Special thanks to Dr. Flores for guiding the transition to the
HOTs, Drs. Cruz, Bautista Catalan and Odi for shepherding the upgrade of the Aendicus as well as the chairs of
the different BOE committees. All of these efforts are very much appreciated.
Thank you to the Accreditors, for taking on a big chunk of what used to be the function of the BOE and finally to the
Trustees, for the faith and confidence they bestowed the examiners that allowed the integration of newer ideas
and procedures that should work for the betterment of the examinations’ processes.
Last but not least, appreciation from the PBA goes to Gigi and Roxane, both repositories of many years PBA
information, and reliable sources of work and assistance in the ever increasing responsibilities of the PBA.
To the next Board, satisfaction comes from knowing that great efforts make the results of the Specialty Board
Examinations accurately reflective of the competences of the graduates.

FIRST TELEMEDICINE OF PSA
The Philippine Society of Anesthesiologists-Pangasinan North Luzon Chapter for hosted the very First National
Telemedicine Session in the Department of Anesthesia. The session was organized and held at the Dagupan Doc-
tors Villaflor Memorial Hospital with Dr. Vivencio Jose P. Villaflor - Chairman for DDVMH Telemedicine, Dr. Milben
Malbog - Telemedicine Coordinator and our moderators Dr. Karlo Marco Orduña and Dr. Frederick Enrile. The
session focused on the topic understanding of anesthesia machines and best practices for anesthesia lectured
by Dr. Angel Gomez-President of the PSA assisted by our Past President Dr. Resty De Ocampo. It was remotely
participated in by Baguio General Hospital, De La Salle Health Sciences Institute, Philippine General Hospital,
and Davao Doctors Hospital.

CLINICAL CASE VIDEO CONFERENCE
The Philippine Society of Anesthesiologist (PSA) has always been active in conducting delivering updates to
institutions within their reach. As a collaborative effort, the DDVMH sought to reach institutions with the aid of
modern day technology.
On August 28, 2018 from 02:00pm-05:00pm, the Dagupan Doctors Villaflor Memorial Hospital, in cooperation
with the PSA North Luzon Chapter and Region 1 Medical Center (R1MC), showcased a Lecture on the topic of
“Local Anesthetics in Anesthesiology” as presented by Dr. Zenaida M. Mariano. Said lecture was followed by a
Clinical Case Video Conference from the Ospital ng Makati with the topic: “Airway Management in a Neonate
with Pierre-Robin Syndrome”.

BRIEF HISTORY
The year was 1968 when the Cebu Chapter of the Philippine Society of Anesthesiologists was organized by
8 pioneering members headed by Dr.Teodolo San Juan. The first PSA Annual Convention outside Manila was
held in Cebu during their time. From its humble beginnings, the Local Chapter has grown significantly through
the years, and even added Bohol, Siquijor and Negros Oriental as members to become the PSA Cebu-Central
Visayas.

There are 187 practicing anesthesiologists spread over Cebu-Central Visayas Chapter which comprises Cebu,

September 1, The PSA NOC with CLMMRH Dept of Anesthesia Held its 6th Post Graduate Course
2018 in Regional Anesthesia at Metro Inn, Bacolod City.
It was a well attended Post Grad, with delegates coming from Iloilo city and Cebu City,
and anesthesiologists practicing all over the province of Negros Occ. The Faculty, of
which our PSA President Dr. Angel Joaquin Gomez was one, comprised of distin-
guished specialists in Regional Anesthesia here in the Philippines and abroad.
September 2, The post grad also held a contest on Interesting Case Poster Presentation, and was
2018 judged by the highly regarded faculty on Regional Anesthesia.
October 13, 2018 The PSA NOC joined the POGS NOC on their annual surgical mission at Valladolid
District Hospital, Valladolid Negros Occ, a town 35 kms south of Bacolod city.
As a pre Anesthesia week activity. The PSA NOC in cooperation with POGS NOC,
PCS NOC, PCP NOC, and RMC ALUMNI with hold a 1st MULTI SPECIALTY CON-
FERENCE with the topic ‘Working Through the Challenges of a Surgical Patient”
To start the celebrations for Anesthesia Week, the Society will have a Mass at 7am at
RMC Chapel. This will be followed by a FELLOWSHIP BREAKFAST. On October 19,
2018, the
chapter will hold a WORKSHOP ON “MALIGNANT HYPERTHERMIA” . This aims to
invite Anesthesiologists and their teams of OR nurses from different Hospitals in the
province. To cap this activity, there will be FELLOWSHIP DINNER to follow. A general
Assembly meeting is likewise in order. On October 22-26, 2018, the PSA NOC will
assist a surgical team from Florida , USA, in a surgical Mission, at Cadiz District Hos-
pital, a city 65 kms north of Bacolod city. This mission is aiming to operate on 75 Major
Cases and unlimited minor cases at Cadiz District Hospital, while Optha cases will be
done at CLMMRH in Bacolod.

Family Summer Getaway
What better way to enjoy summer, than to satisfy our eyes with what nature can offer. Lush green cool trees and
crisp scent of grass, wide place for kids to wander about with the sight of colorful avians and mammals, and of
course the majestic lake to boost. The place is also equipped with swimming pool. Surely, a breather from the
hectic life of the city.
The PSA NOC, led by the President Dr. Rycel Hinolan undertook a 40-minute journey to Bantug Lake Ranch,
as the venue for the society’s family day/summer getaway on May 20, 2018. Around 30 attendees graced the
event, including family members. The event started around 11am wth a short meeting led by the president her-
self, regarding the future events. Sumptuous lunch was then served, followed by funfilled surprises for the kids.
Institutional Post-Operative Pain Workshop
In its quest of continuous learning, PSA NOC in partnership with Mundipharma, held a Pain Workshop, Institution-
al Post-Operative Pain Workshop (IPOP) last June 8, 2018 at Seda Hotel, Bacolod City.
The workshop was headed by Dr. Frank Nacario, a Pain Specialist from Manila.
Post-operative pain management was revisited, giving emphasis on opiod use and its adjuvants with the goal of
achieving post-operative patient satisfaction.
The Incredibles II Movie-Fundraiser
June 14, 2018, the PSA-NOC lead by the president, Dr. Rycel D. Hinolan, braved the society’s first-ever Movie
Fundraiser with The Incredibles II. The income for the event is earmarked to augment the society’s funds. This will
be the first of the many proposed fundraising events the society aims to accomplish for the year 2018.
Bacolod City, Negros Occidental’s capital is the home to around 100 members of Philippine Society of Anesthesi-
ologists (PSA) who provide safe anesthesia service for the region.
On it’s 67th year of being a society and spearheaded by the outgoing president Dr. Rhona Balinas, PSA- Negros
Occidental Chapter held an election of new set of officers was in conjunction with the General Assembly held last
January 18 and 31, 2018 at Dr. Pablo O. Torre Memorial Hospital, Medical Arts Building Conference Room. Dr. Ry-
cela Hinolan emerged as the new president, Dr. Shelyn Ezpeleta- Vice President, Dr. Riza Mimosa Parcon-Secre-
tary, Dr. Mary Faith Villarosa- Treasurer, and Dr. Rane Montinola as Assistant Treasurer. Previous presidents who
served as Board of Directors are: Dr. Carolyn Yu, Dr. Rose Soldevilla, Dr. Wilfredo Banlaoi,

As part of the tradition, the newly elected officers were formally
inducted by Dr. Angel Joaquin Gomez-PSA National President as the
Guest and Inducting Officer. The induction of officers was held at Italia
Restaurant, Paceo Building, Bacolod City on February 24, 2018. A total of

business meeting lead by Dr. Angel Gomez. One of the important agenda
takled was the BIR-registration of the Philippine Society of Anesthesiolo-
gists- Negros Occidental Chapter (PSA-NOC).

To jumpstart the year, both the outgoing and incoming presidents,
Dr. Rhona Balinas and Dr. Rycela Hinolan respectively lead a formal
endorsement of the duties and responsibilities of the society on
March 5, 2018 at the O Hotel, Bacolod City. Financial Report was also
included, which ended with a decision to open a bank account for the
society; and that Dr. Riza Mimosa Parcon, being the duly elected secretary was assigned to furnish a board
resolution secretary certificate. Application for the new Bank Account was quick .
In Unity We Rise
In collaboration with the Department of Anesthesiology from Dr. Pablo O. Torre Memorial Hospital and Corazon
Locsin Montelibano Memorial Regional Hospital, Conferences and Round Table Discussions were held, which
offered an arena to share expertise and promote camaraderie.

SHORT HISTORY OF THE CHAPTER
PSA Iloilo-Panay Chapter .... A Noble Journey

The PSA Iloilo-Panay Chapter has gone a very long way since its inception in 1972. Its membership has
significantly grown in number and the scope of its involvement in the affairs of the medical profession and the
community has reached a pinnacle side-by-side with other specialties.
The chapter had its beginning together with its twin across the Iloilo Strait – the Negros Occidental Chapter.
Then known as the PSA Western Visayas Chapter, it was initiated by members from Iloilo, Capiz, Antique and
Aklan, together with the anesthesiologists from Negros Occidental and even from as far as Negros Oriental.
With the increasing number of anesthesiologists in the region, the PSA Western Visayas chapter was split in
1989.The members from Iloilo, Capiz, Antique and Aklan formed the Iloilo chapter, while those from Negros
Occidental formed the Negros Occidental chapter. Due to its geographic proximity, the Negros Oriental group
joined with the Cebu – Central Visayas chapter. Dr. Jose Mari Fermin became the chapter president of the PSA
Iloilo Chapter.
The turn of the century marked major milestones for the Iloilo chapter. It received its first “Most Outstanding
Chapter” award in 2000 during the presidency of Dr. Ma. Julia Mabunay and hosted the first “Visayas Congress
of Anesthesia” held in Boracay Island, Malay, Aklan in April 2001.
In 2005, Dr. Marcos Bito-onon, held the reins of leadership of the chapter. The chapter was reorganized, plans
were laid down and dialogues were held with the members from other provinces. To give face to the chapter
members from other provinces and to be geographically & politically correct about them, on February 17, 2006,
in the presence of then PSA President, Dr. Romulo Buzon, Jr., the Iloilo Chapter officially became the PSA
ILOILO-PANAY CHAPTER. The 3 other provinces in Panay were represented in the board by their respective
provincial directors. Dr. Bito-onon became the founding president and became incumbent until 2008.
The Anesthesia Week celebration of 2006 was the banner story of “The News Today,” a local newspaper in
Iloilo City. For the second time, the chapter won the most coveted “Most Outstanding Chapter Award” in 2007,
in recognition of the chapter’s efforts in the development and recognition of the specialty in the community. The
chapter was also a recipient of the “Pasidungog sa Kapamilya” award by ABS-CBN Iloilo for the support for the
projects and programs of the TV network for 2008.
For fostering camaraderie, and advocating various surgical and humanitarian outreach activities, the third “Most
Outstanding Chapter Award” was garnered by the chapter in 2010 under the leadership of Dr. Pepe Sullano. In
2015, the chapter was bestowed the “Hall of Fame” award for its remarkable efforts towards the development
of the Anesthesia specialty in this side of the Philippines.

From a simple dream of founding the Iloilo Chapter, the anesthesiologists from Iloilo and Panay have established
themselves not only within the four walls of the operating room giving safe anesthesia. The anaesthesiologists
of yore have metamorphosed into a socially-conscious, actively-involved, and informed health professional.
The remarkable strides were meant for a noble journey - towards the development of the chapter society and
recognition of Anesthesiology as a distinct specialty in the health community.
In 2016, the chapter has again proven that it continues to uphold the ideals of the society and its unwavering
efforts to promote Anesthesia specialty in the region by being awarded as the Most Outstanding Chapter in the
country.
ASPIRATIONS
• To continue to uphold the mission and vision of the society in promoting safe, vigilant and excellent Anes-
thesia practice in Region 6 Western Visayas
• Encourage more members to regularly attend the monthly interhospital activities and be involved in the
activities of the PSA Iloilo-Panay Chapter Inc.
• Strengthen the camaraderie among members

February 4-8, 2018
World Anesthesia Day. PSA-EV has participated in the WFSA “Count me In”
February 16, 2018 campaign and posted the group pictures in the WFSA Facebook page.
March 10, 2018 Our anesthesiologists have always been active in extending our services to the
Bulig Kablas medical Mission in Borongan Eastern Samar. Dr. Emmanuel Garfin
March 18, 2018 has always been a part of this mission since it started years ago. In this year’s
March 26, 2018 event we had additional anesthesiologists namely Dr.Criss Ann Mendoza and
Dr. Ma. Theresa Tabungar who rendered their services in several surgeries such
July 2, 2018 as gyne surgeries, cheiloplasty and herniorrhaphies.

Sept 24-20, 2018 Anesthesiologist all over the region attended the 12th post graduate course in
Internal Medicine with a theme; “In the right time, with the right person and the
right reason.Dealing with Perioperative Problems” at Ocho Grill and Restaurant
Tacloban City.
PSA-EV donated the amount of thirty five thousand pesos to the Home for the
Aged by the Ladies of Charity in Calbayog Samar a three hours ride by land
from Tacloban City. The funds came from PSA national office (30k) and from a
donor member of PSA-EV (5k).
PSA-EV has joined the PMA-Eastern Visayas Regional Assembly in the Oriental
Hotel Palo Leyte which was also attended by other specialty and component
societies Dr. Irenio Bernardo PMA president at that time was the guest of honor.
PSA-EV served the Holy Cross Alumni Association Medical/Surgical Mission in
the Carigara District Hospital. Four anesthesiologist: Drs. Julius Cera ,Robert
Andillo, Vanessa Felicano and Donna Duallo rendered their services to this
mission.

PSA -EV is also supportive of the government programs such as the
Fourmula One Plus.Boosting Universal Health Care by DOH.
Our anesthesiologists have served in the service delivery network to several
hospitals in region 8. This year we has Drs. Ma. Ivy Lozada,Ma. Theresa Tabun-
gar, Cristina Labastida and Kirsten Ilagan.

September 2018 PSA-EV participated in the PMA medical week celebration. Activities:Wreath laying
at the foot of Rizal’s Monument. Sports fest at the Leyte Medical Society Club
House.
The local society is engaged to hold a post graduate course and workshop on
“Basic Airway Management for Non Anesthesiologist”on Nov. 16, of this year. This
activity is in collaboration with the Department of Anesthesia of Eastern Visayas
Medical Center. Our target audience and participants are the primary health care
physicians who are the frontline in patients care. This is a way of fulfilling the advo-
cacy of WFSA which is “PATIENT SAFETY” through education.
