Greetings from down south!
The PSAWM Chapter is growing and is more vibrant as that of last year. With more than 60 active members. We
started the fiscal year with the Biennial AOSRA Convention held at the PICC, Mla with a total of 18 delegates in
attendance. We distributed free PSAWM pins to attendees and later to all the members. With our new renewed
thrust towards member welfare, morale has been the highest in recent memory. The change observed by
enthusiastic member participation especially the new, dynamic and proactive young officers.
For the second time in twelve years the chapter felt honored to be chosen as the Most Outstandanding Chapter
for 2017. Our official Banner and Logo has also been modified as the PSA Inc was changed. Member welfare
has also been enhanced by increasing and updating the residents’ and members’ knowledge and skills thru
RTDs, Lectures, Case presentations.
Although it has been a fun and fulfilling year, it is not with grief, heartache and challenges. Three of our beloved,
energetic, mentor and personal friend fell ill and we lost 2 of them this year, succumbing to their respective
illnesses. The Chapter members have been by their side and helped in every capacity of moral and financial
support and direct involvement in management. May their souls rest in peace.
On another note, PSAWM has started what we call our “e”newsletter. This will be a quarterly report/news of
National and Chapter activities. This will be a quarterly servive for PSAWM Chapter members geographically
separated by distance, North and South of Zamboanga City. So that they are also updated of latest National
and Chapter activities.
Elections for PSAWM Chapter Officers was held last Aug 2018. Below are the incoming officers: PRES: Dr
Divine Grace Mendezabel, Vice Pres: Dr Zaida Aminulla, Sec: Dr Lanie Tanedo, Tres: Dr Monicca Mae Penaflor,
Auditor: Dr Charmaine Amin, PIO: Dr Eldon Lubguban, IIP: Dr Roberto V. Calupitan Jr. Induction of the new
officers is being scheduled and as incentive for their selfless service, my last act as Chapter President is to
authosize the distribution PSAWM Blasers for the out going officers. That’s All from Asia’s Latin City.
Vaya Con Dios.

one of the most active societies in the Region XII.
To name a few, the succeeding pictures depict the variety of activities as evidenced by documentaries collated by
the chapter. 2017 opened-up a whole new beginning for the Philippine Society of Anesthesiologists SOCSKSAR-
GEN Chapter as it revamps its organization and issues forth a new set of officers for the year 2017-2018 presided
by Dr. Jaybee Bazan, Regional Director for Mindanao PSA.
#Blood Transfusion Medicine for Anaesthesiologists, June 25, 2017
PSA Officers and members were able to do hand-springs and chatted with colleagues before the start of any
meeting. Furthermore, Post Graduate Interns and hospital clinical staff were invited by the chapter to attend
significant events. Sharing of inputs and research-based knowledge were laid for everyone’s benefit.
#Dexterity of Precedex: Practiceable Perioperative Use, August 13, 2017
Getting into a more exciting depth, there is nothing more difficult to undertake, nor more skeptic of success than
to initiate a new order of things. Indeed, PSA SOCSKSARGEN Chapter was able to consistently organize a
teamed-up discussion. This time, the chapter was successful in alluring GenSan’s OB-Gyne Consultants, OR
Staffs, PGI and visitors.
# Updates on Labor Analgesia, September 10, 2017
PSA SOCSKSARGEN Chapter works hand in hand with different societies with a hope to address today’s human-
itarian challenges by serving as a driving force in the spirit of continual professional education and development.
# ACUTE POST-OPERATIVE PAIN MANAGEMENT & ROLE OF PARECOXIB, March 2018
The PSA SOCSKSARGEN is now on its zest to work collaboratively with colleagues and other healthcare ad-
vocates to ensure that the existing knowledge is relevant and up to date by being cognizant of the changing
trends and directions in our field of profession. In line with this, the chapter organized for a seminar-workshop
participated by anesthesiologists and 2 representatives from each private hospital in the locality. The purpose of
the workshop is to promptly recognize and manage a malignant hyperthermia crisis and to further clarify the set
of reviewed guidelines.

better place to stay-with for conferences and possible trainings.
The patients are the customers and clients of the hospital. This should only mean that the employees together
with the doctors should make them feel comfortable for the services rendered to them. PSA SOCSKSARGEN
Chapter was able to gather nurses, PGI’s , IM Interns and other consultants as it vowed to provide updated
patient care thru learning and its committment to continuous quality improvement.
Relative to the discussion on Malignant Hyperthermia, the PSA SOCSKSARGENis how keen to labor collabo-
ratively with colleagues and other healthcare advocates to possibly facilitate procurement of Dantrolene for the
benefit of the whole chapter. A separate meeting shall be conducted to continue its thrust to convince hospital
administrators about such by presenting its vital importance to the community. “DANTROLENE-LIKE” samples
are being prepared for the presentation of the case. The preparation and administration of such are being care-
fully assessed and evaluated by the facilitators.
In its unrelenting thrust towards proficient patient care, PSA SOCSKSARGEN Chapter initiated plans to
continually uphold its commitment and overwhelm itself by cooperating with other organizations.
Firstly, the chapter still plan to push through with PROCUREMENT OF DANTROLENE as its legacy to the whole
community and to encourage both the public and private sector to realize its implications and possible results.

PHILIPPINE SOCIETY FOR
PEDIATRIC ANESTHESIA
I. THE MAJOR PROJECTS FOR 2018
The three major projects of the Philippine Society for Pediatric Anesthesia (PSPA) for 2018 were the holding of
the first Pediatric Perioperative Life Support (PPLS) and Training the Trainers (TTT) in the Philippines and the
PSPA 4th Postgraduate Course.
Although many members of the PSPA have actively been part of the PPLS as faculty, the first PPLS in the Phil-
ippines was sponsored by the PSPA together with the Asian Society of Paediatirc Anaesthesiologists (ASPA),
the proponent of the PPLS, and it was held at the Aesculap Academy 15th flr., Sun Life Building, Bonifacio
Global City, Taguig, Metro Manila on Feb. 22, 2018. The PPLS is a workshop regularly conducted by the ASPA
in member countries to train anesthesiologists caring for pediatric patients on how to deal with perioperative
critical events, such as perioperative pediatric cardiac arrest, sudden fall in end tidal CO2, desaturation in the
MRI suite or PACU, tight bag and other similar events. The PPLS is open to all anesthesiologists, but to ensure
optimum learning in interactive workshop sessions, PSPA and ASPA members are given priority in registration.
No less than the PPLS coordinator and founding president of the ASPA, Dr. Agnes Ng of Singapore, attended
the Philippine PPLS. There were 35 attendees from Luzon, Visayas and Mindanao.
The first TTT in the Philippines was also held at the same venue on Feb. 23, 2018. The TTT is designed to em-
power local pediatric anesthesiologists who have taken the PPLS become PPLS- faculty ready. This will allow
more PPLS workshops to be conducted in the country with local faculty. By sponsoring the TTT, PSPA aimed to
help prepare more anesthesiologists caring for pediatric patients deal with perioperative critical events and help
improve pediatric anesthesia care in the Philippines. Dr. Agnes Ng of ASPA led the faculty. This was attended
by 26 pediatric anesthesiologists.
Joining Dr. Agnes Ng as PPLS and TTT faculty were Dr. Teresita A. Batanes, Dr. Iluminada T. Camagay, Dr.
Angelina A. Gapay, Dr. Marichu D. Battad, Dr. Erlinda C. Oracion, Dr. Jose C. Alcantara, Dr. Eden D. Tan, Dr.
Joy Luat-Inciong, and Dr. Elsa G. Villagomeza.
The 4th PSPA Postgraduate Course, “Pain in the Child”, was held at the same venue as the PPLS and TTT on
February 24, 2018. From lectures on the topics of pain from the psache to the surgical and amputee children
to panel discussions were presented by very able speakers. It was well attended by 130 anesthesiologists.
Corresponding CPD units were provided to the attendees and speakers for this three-day activity of the PSPA.

PHILIPPINE SOCIETY FOR PEDIATRIC ANESTHESIA
II. PHILIPPINE ENTRY WINS THIRD PLACE IN THE ASIAN SOCIETY OF PAEDIATRIC
ANAESTHESIOLOGISTS 15th CONFERENCE IN BANGKOK
The research paper of Dr. Joanne Altamera-Remedios placed third in the poster presentation contest during the
15th Conference of the ASPA held at the Shangri-La Hotel in Bangkok, Thailand from August 17-19, 2018. The
poster presentation contest was the only research paper contest during this conference and it was participated
by several member countries of the ASPA. The paper of Dr. Remedios was entitled Immediate Rescue Reversal
of Rocuronium-Induced Intense Neuromuscular Blockade Using Sugammadex in Pediatric Surgical Patients. Dr.
Remedios is a graduate of the Pediatric Anesthesia training program of the Philippine Children’s Medical Center
and she is practicing in Davao City. The ASPA conference was held in conjunction with the 88th Annual Scientific
Meeting of the Royal College of Anesthesiologists of Thailand.
The ASPA conference was attended by several PSPA and ASPA members from the Philippines led by the PSPA
president, Dr. Batanes, who was one of the plenary speakers. During the general assembly of the ASPA, Dr. Ba-
tanes, has been appointed by ASPA president, Dr. Rebecca Jacob (India) to be the Philippine PPLS coordinator
to the ASPA.
A PPLS preconvention workshop was held at Mahidol University, Bangkok on August 16, 2018 and it was at-
tended, as faculty, by the following PSPA members: Dr. Teresita A. Batanes, Dr. Marichu D. Battad, Dr. Jose G.
Alcantara, Dr. Iluminada T. Camagay, Dr. Angelina A. Gapay, Dr. Erlinda C. Oracion, Dr. Joy Luat-Inciong. Another
preconvention workshop attended by several PSPA delegates was ultrasound-guided airway assessment and
blocks.
Earlier in 2018, a PSPA past president, Dr. Marichu D. Battad, and Dr. Batanes joined other ASPA PPLS faculty
in conducting a workshop during the Indian Society of Anesthesia (ISA), Assam Chapter in Tezpur City, India from
January 17-18, 2018. Another PPLS and TTT workshops were attended, as faculty, by Dr. Jose C. Alcantara, Dr.
Marichu D. Battad and Dr. Teresita A. Batanes, in Colombo and Kandy, Sri Lanka on July 5, 6 and 9, 10, 2018,
respectively.

III. PARTICIPATION IN THE PHILIPPINE SOCIETY OF ANESTHESIOLOGISTS (PSA) ACTIVITIES
For 2018, the PSPA will participate in the 50th Annual Convention of the PSA by holding a half-day session of
lecture and panel discussions with the topics of another look at paracetamol which has gained resurgent use
as analgesic, enhanced recovery after surgery and persistent postsurgical pain in children. This session will be
followed by the General Assembly of the society which will be particularly exciting and important this year, as it is
held every two years, because, not only will the president and treasurer deliver their reports, but the Comelec will
also hold the election of the new set of the executive board where the new president, vice-president, secretary,
treasurer and the directors will come from.
As my term as president of the PSPA comes to a close, I hope that the gains of the society which I tried to promote
from where they took off will continue to grow to new heights for the benefit of PSPA members in ensuring better
pediatric anesthesia care for newborns, infants and children. I wish the new set of officers the best and I assure
them of my continued, unending support and function as ex-officio next year.

It has been a progressive 2018 for Neuroanesthesia. In the early part of the year, the Asian Society
of Neuroanesthesia and Critical Care Society (ASNACC) Organizing Committee had conducted a forum in
Nara, Japan which highlighted the Neuroanesthesia training programs in every member country in Asia. The
aim was to evaluate how similar and how diverse our training methods are and see how we can complement
and enhance the respective neuroanesthesia fellowship programs through shared research and training.
Forward thinking leaders in the Society for Neuroanesthesia of the Philippines (Synaps) have collab-
orated with the Philippine Society of Cardiovascular Anesthesia (Philsca) in the preparation for a joint congress
which will be held in 2021. This meeting has been agreed upon by the respective Asian Society counterparts in
Neuroanesthesia and Cardiovascular Anesthesia this 2018. It will be a first in Asia to have such a collaboration
which may serve as a precedent in future scientific engagements. This will put the Philippines in the map as an
excellent venvue for learning the intricacies of these respective anesthesia subspecialties in Asia.

munity where the meeting is convened. Participants from different parts of the Philippines are also
enjoined to promote this advocacy throughout the country.
• Global Year Against Pain (GYAP)
GYAP is an IASP (International Association for the Study of Pain) initiative designed to raise international
awareness of pain. 2018 is the Global Year for Excellence in Pain Education with the theme “Bridging the Gap
Between Knowledge and Practice”. The primary goal is to make a difference in four (4) domains:
• Public and Government Education
• Patient Education
• Professional Education
• Pain Education Research
This year, the GYAP event was held at the UP-PGH on July 7, 2018. An EPM (LITE) workshop was
held with 48 participants. A full EPM workshop for UP-PGH nurses has been proposed for inclusion in the 2019
calendar, having received positive reviews.
• Essential Pain Management (EPM)
The EPM Workshop is a one day program of interactive lectures and group discussions. The work-
shop teaches a system for recognizing, assessing and treating pain (RAT approach). The course also address-
es pain management barriers in the local community or institution where the course is held.

PAIN SOCIETY OF THE PHILIPPINES
The Pain Society of the Philippines CPE committee worked side-by-side with
the AOSRA core group in formulating a scientific programme for the Pain
Management track of the congress.
This included several symposia with topics covering, but not limited to the
following: chronic pain management, cancer pain, pain in special populations,
the opioid epidemic, ethics in pain medicine, and postoperative pain.
A workshop on ultrasound-guided pain management intervention was also
offered to complement all the didactic learning provided in the congress.
Participation in Consultative Meetings with DOH on the Development of Guidelines on Using Opioids
for Palliative and Hospice Care.
The PSP has representation in the task force that developed a draft of the Guidelines on Using Opioids for Pal-
liative and Hospice Care. It is also a member of the National Advisory Board on the use of Opioids for Palliative
and Hospice Care (NABOPHC).
IASP Chapters Village at the World Congress on Pain
Theme: 17th World Congress on Pain
Dates: September 12-16, 2018
Venue: Boston Convention and Exhibition Center, Massachusetts
As part of the IASP Chapters Village, the Pain Society of the Philippines set up a booth at the Boston World
Congress. The activity provided opportunities to network with other Pain Societies. More than the exchange of
pleasantries, information about the Philippines and the PSP, as well as upcoming Conferences in the
country, were also distributed to visiting delegates from different countries.
Future Directions
CME will remain one of PSP’s priorities, as it paves the way towards the attainment of its vision-mis-
sion. The 2019 PSP Annual Convention “War on Pain” will be held in Davao on May 3-4, with a preconven-
tion Refresher Course on May 2.
To further engage members, CME activities like focused pain modules or topical pain
workshops on special interests can be developed, and made accessible to members in good standing. This
will be an added benefit of membership and will also help address the concern in sustaining active status. The
Pain and Palliative Nursing Association of the Philippines (PPNAP) will ensure access to basic knowledge
and skills in pain assessment for our frontliners, the Filipino nurses.
Local pain research will also be encouraged through a more robust PSP research program. As of
2017, the Annual convention has included poster exhibits in its programme.
National linkages will be strengthened by participation and representation in multi-sectoral dis-
cussions that affect local healthcare, with access to pain relief as a continuing advocacy. This includes PHIC
coverage of pain management, which still remains to be realized, as well as a National Pain Care Policy.
As a local chapter of the International Association for the Study of Pain (IASP), there is always
access to international networks and collaboration. In the region, the PSP remains an active member of the
Association of South East Asian Pain Societies (ASEAPS). The next biennial Congress in 2019 will be
hosted by Malaysia in Kuching. In the horizon, PSP is looking at potential partnerships and/or CME linkage with
Western counterparts.
New avenues for patient engagement will also be explored. The pain patient is core to the PSP’s
vision-mission. An “empowered” pain patient is the true representation of the PSP advocacy: Pain Relief as
a Basic Human Right.

REGIONAL ANESTHESIA SOCIETY OF THE
PHILIPPINES
“It’s important to have a compelling vision and a comprehensive plan.
Positive leadership - conveying the idea that there is always a way
forward - is so important because that is what you are here for -
to figure out how to move the organization forward.”
Alan Mulally (Former President and CEO of the Ford Motor Company)
The history of the Regional Anesthesia Society of the Philippines cannot be written without any
mention of the 14th Asian and Oceanic Society of Regional Anaesthesia and Pain Medicine (AOSRA-PM)
Biennial Congress held here at the landmark Philippine International Convention Center in Manila, Philippines,
last October 16-19, 2017.
AOSRA-PM, the official Congress of the Society, is held once every two years and it came back to
our shores after a hiatus of 22 years. The 3rd AOSRA-PM Biennial Congress was last held in Manila in 1995.
AOSRA-PM is one of the region’s most eminent medical congresses dedicated to regional anesthesia and
analgesia. The 14th Congress is hosted by the Philippine Society of Anesthesiologists and organized by the
AOSRA-PM 2017 Organizing Committee headed by Dr. Grace Anne Banson-Herbosa Chair of the Organizing
Committee. Grace and I went to Kuching, Malaysia in 2013 to bid the hosting of the Congress. All these are of
course happening under the watchful eye and wise guidance of our Chairman Emeritus Dr. Merle F. Dela Cruz-
Odi.
Fortuitously, we opened the Congress on World Anaesthesia Day which takes place every year,
on the 16th of October. Originally named ‘Ether Day’ it is held in order to commemorate William Morton’s first
successful demonstration of ether anaesthesia at the Massachusetts General Hospital on the 16th of October
1846. Moreover, the day also marked the start of the Anesthesia Week which happens annually during the third
week of October.
The three-day Congress aims to provide anesthesiologists and allied specialists dealing with pain,
an excellent platform for the exchange of clinical and scientific knowledge on the latest developments and
emerging challenges of regional anesthesia and analgesia.
The Congress featured an exciting line-up of expert speakers including top practitioners, opinion
leaders and researchers mostly from the Philippines, the Asian-Oceanic sector as well as from other parts of the
world.
The Congress theme was “Weaving the Tapestry of Regional Anesthesia: Themes, Threads and
Trends”. There were 20 Symposia where the major breakthroughs and developments in the field of regional
anesthesia and analgesia were discussed– from clinical practice to research and technology. In addition to a
top-rate scientific program crafted by our Scientific Committee headed by Dr. Connie Cruz
What’s else is NEW! The Congress was a Patients-Included Congress and patients joined us virtual-
ly via Twitter during Symposium 8 on “Patients’ perception and experiences of regional anesthesia in Asia and
Oceania” YES, we actively tweeted during the Congress…connect with each other and with Congress through
our #AOSRA2017 which was registered with the Symplur Healthcare Hashtag Project. On the last day we had a
forum dedicated to Women Leaders’ Advocacy…just our way of giving voice to women and our way of saying…
YES we can do it only if we are not afraid to try.
Amazingly, there were many opportunities for hands-on learning in 13 hands-on Workshops…ably
facilitated by the young and dynamic members of RASPHIL…with faculty experts in the field of Peripheral Nerve
Blocks, Interventional Pain Blocks and Musculoskeletal Blocks, from both here and abroad.

REGIONAL ANESTHESIA SOCIETY OF THE PHILIPPINES
AOSRA-PM 2017 was held in conjunction with the 49th Philippine Society of Anesthesiologists An-
nual Convention, the host of the Congress, under the leadership of PSA President, Dr. Zenaida Mariano and the
Officers and Members of the Board of Directors of the Philippine Society of Anesthesiologists.
In our midst were some of the Past Presidents, Officers and Members of the Board of Directors of the
AOSRA-PM. I am both truly humbled and privileged to lead such an esteemed group of fellow anesthesiologists.
And as we have woven all this intellectual piece of Tapestry, we have not forgotten our Filipino
Culture and woven that too into our Congress with the participation of HABI to inject our advocacy for the local
weaving industry.
Certainly, our foreign speakers, delegates and guests of over 2,500 who flocked to the PICC for the
AOSRA-PM 2017, experienced the eclectic blend of cultural activities and the unique brand of Filipino hospitality
that we offered.
During the organizational meeting of the Regional Anesthesia Society of the Philippines (RASPHIL)
on April 24, 2017, the following members of the Working Committee of the Asian and Oceanic Society of Re-
gional Anesthesia and Pain Medicine (AOSRA-PM) were elected as Members of the BOARD OF DIRECTORS.
The Launching and the Induction of the Officers and Founding Members of the Regional Anesthesia
Society of the Philippines (RASPHIL) took place on October 19, 2017 with Prof. Ramani Vidjayan of Malaysia, a
Past President of AOSRA-PM as Inducting Officer. RASPHIL is the newest Society to be affiliated with the PSA
with its Mission to build capacities for regional anesthesia and pain medicine through excellence in research,
education and advocacy towards improved patient outcomes.

(RASPHIL), the Board of Directors’ request for recognition as an Affiliate Society of the PSA was approved by
the PSA Officers and Board of Directors during its Board Meeting on October 15, 2017. Presently, we are un-
dergoing birthing pains as we seek SEC and PRC Accreditation. Nevertheless, our young advocates of regional
anesthesia are resolute and undaunted in their pursuit to promote the practice of safe regional anesthesia with
the affordances of technology, i.e., ultrasound and nerve stimulator...to colleagues in the specialty in their in-
stitutions, in local postgraduate courses and in national conventions. Let RASPHIL be our North Star and keep
moving forward. Kudos to all!
