Executive Summary
Overview of Accomplishments
The DENR-CAR made it BIG in CY 2019. The Region performed very
satisfactorily amid the overwhelming issues, problems and events that beset the natural
course of its over-all operations. Over-all management had collectively excelled in carrying
out its various tasks and responsibilities beyond the individual expectations from its
employees.
DENR-CAR started CY 2019 right with a clear vision as laid down by the Honorable
Secretary Roy A. Cimatu in his speech during the New Year’s call in January of last year.
During the year, some organizational changes and new innovative strategies were adopted
to efficiently and effectively discharge the functions of the department. This include the
operationalization of the provisions of DAO No. 2018-18 (Establishing a centralized
management and coordinating mechanism at the regional offices of DENR, MGB and EMB)
and DAO NO. 2019-1 (Functions of Regional Offices under the Rationalized Organizational
Structure of DENR). Also, RA No. 11032 or the Act Promoting Ease of doing Business and
Efficient Delivery of Government Services took an important role in the attainment of our
offices’ accomplishments.
DENR-CAR can claim with full confidence that the office went beyond its best
efforts in 2018. In terms of physical accomplishments, this annual report shows that almost
all of the physical targets on the various activities, including those of the Ten Priority
Programs of the Secretary, were 100% accomplished; some activities even exceeded the set
targets especially those that are demand-driven. Regarding its financial performance, the
region has a total budget under the regular funds of Php 848,842,000.00. However, the total
allotment received is only PhP 841,131,274.00. Total Obligations reported amounted to
Php 837,301,945.10 (99.54%). Financial reports also show that about 92.14% or Php
771,273,339.10 of the obligations made was disbursed.
ENR Stakeholders’ and Partners’ Responses
The proactive participation of DENR-CAR’s various stakeholders and partners - the
local communities, the Peoples Organizations, the Local Government Units, National
Government Agencies, individual and group volunteers - significantly contributed to the
effective implementation of various ENR programs/projects/activities this year. The
Peoples’ organizations where agreements were entered into were compliant to their
contracts. Police officers and other uniformed men actively participated in the joint
apprehensions/confiscations and investigation of ENR cases. Forums, consultations and
symposiums were conducted in close coordination with other government agencies, state
universities and colleges as well as with the local government units.
Factors Hindering / Facilitating the Achievement of Targets
It has been a challenging year for DENR-CAR to adjust and strategize on how to
accomplish the given physical and financial targets with the delayed enactment of the FY
2019 budget. Said budget was submitted by DBM on July 23, 2018, the day of the State of
the Nation Address (SONA) and underwent rigorous budget deliberations in both Houses

of Congress. However, it was not passed in December 2018, resulting in the reenactment of
the FY 2018 General Appropriations Act (GAA). These events had drastically affected the
implementation of the targets but the Office was able to confidently undertake the given
physical and financial targets based on the approved Work and Financial Plan (WFP) for
CY 2019.
The change/reversion of eNGP targets, particularly the establishment of plantations,
critically affected the implementation of the project. Series of dialogues with our partner
beneficiaries were conducted for them to understand the changes. As a result, the produced
seedlings for the supposed new plantations were utilized either in the maintenance and
protection of plantations previously established or in the restoration activities.
Other issues regarding the program implementation of the region include the
presence of force majeure like wildfire and inclement weather conditions. Continuous IEC
activities were done specially at the barangay levels, supported by training on forest fire
suppression and establishment of firelines.
DENR-CAR attaining a very satisfactory performance was not possible without the
commitment and dedication of all employees of the region through the leadership and
management of RED Ralph C. Pablo together with the two Assistant Regional Directors
(ARDs), ARD Augusto D. Lagon for Technical Services and OIC-ARD Cleo D. Sabado-
Andrada for Management Services, the six Provincial Environment and Natural Resources
Officers (PENROs), the 12 Community Environment and Natural Resources Officers
(CENROs) and the Division Chiefs at the regional and field offices.. All accomplishments
were made possible as a result of the strict observance of the department’s core values:
Discipline, Excellence, Nobility and Responsibility.
Other Programs/ Projects/ Activities Delivered
It is with great pride that with the concerted efforts of the DENR-CAR people, the
region brought home the FIRST PLACE, besting 15 other entries nationwide in the first
ever “Search for Recognizing Individuals/Institutions towards Vibrant and Enhance Rivers
(R.I.V.E.Rs) for Life Award” with the Lamut River of PENRO Ifugao as the official entry.
This national recognition is a testament to the team work that exists among the personnel
and the excellence that permeates in their performance.
On the Search for Environmental Awards For Governance and Leadership
Excellence (EAGLE) Award which aims to strengthen the culture of organizational and
leadership excellence in the DENR as it carries out its important role in ensuring the
conservation, management, development and proper use of the country’s environment and
natural resources, the search assess the efficiency and effectiveness of the field officials in
delivering their functions and recognizes and commends performance of field officials for
their exemplary and major accomplishments and contributions. DENR-CAR is among the
Top 5 awardees.
Another significant changes in 2019 was the adoption of the new mechanism in the
evaluation of performances of Regional Offices with focus on Means of Verification
(MOVs). Still, we remained on the top 5 performing regions.

DETAILED PHYSICAL ACCOMPLISHMENTS
A. PRIORITY PROGRAMS AND PROJECTS IMPLEMENTED
The combined efforts as one DENR-CAR family, with the support and assistance of
all stakeholders, other government agencies and non-government agencies we have worked
closely with, led to the attainment of all the targets of the priority programs of the DENR
Secretary for CY 2019:
Priority Program 1: Clean Air (Annex Map 1)
The compliance to the ECC terms and conditions of 700 firms/industries and issued
42 Notice of Violations to erring firms were effectively monitored. To improve our
machinery in ensuring objective examination of air quality, the 3 Air Quality monitoring
station located at Burnham Park, BSU Compound and at the Philippine Economic Zone
Authority (PEZA), Baguio City were maintained/calibrated.
Results of the samples collected from the sampling stations show that the values are

within the National Ambient Quality Guideline Value (NAAQGV) of 150 µg/m .
Comparing it with Air Quality Index shows that it is within the range of Good to Fair.

Priority Program 2: Clean Water ( Annex Map 1)
EMB-CAR has finally endorsed for approval to the Honorable Secretary the
classification of the Ikmin River in Abra as Class B River. The 3 WQMA Governing Boards
of Balili, Bued, Upper Amburayan River Systems that resulted to the crafting of primary
policies to address domestic and industrial wastewater discharges in Balili river system were
operationalized. Small scale mining activities were regulated. Effluents from piggeries and
wastewater from household in Bued River Systam were established. Policies on the
affirmation of members and roles of the stakeholders in the Amburayan WQMA were
crafted. And lastly, the ambient water quality monitoring of Abra River, Apayao-Abulog
River and Agno River were regularly monitored.
Results of water quality in terms of Dissolved Oxygen in the three priority rivers are
above the Water Quality Guidelines which means that the Oxygen Content of the water is
abundant. However, the Biological Oxygen Demand is below the Water Quality Guideline
which means that presence of organisms that require Oxygen to survive is low.

Priority Program 3: Solid Waste Management (Annex Map 1)
The region assisted in the preparation, review and endorsement of 27 LGU’s 10-year
SWM Plans in compliance to the provisions of RA 9003. The establishment of 35 Material
Recovery Facilities (MRF) , assessment and monitoring of the 69 EMB funded MRFs
established and 181 LGU initiated MRFs established in the region were fully supported.
Further, the office monitored 4 Sanitary Landfill and 45 Temporary Residual Containment
Area (TRCA). Regular monitoring of the implementation of 34 approved 10-Year SWM
plans and assessment of the 11 proposed Sanitary Landfill (SLF) areas in coordination with
MGB were also done during the year.
Several improvement activities were conducted along the closed Irisan dumpsite

Priority Program 4: Geohazard, Groundwater Assessment and Responsible Mining
(Annex Map 2 )
a. Mineral Resources Enforcement and Regulatory Program
Under Mineral Resources Enforcement and Regulatory Program, a total of 114
permit/contracts have been thoroughly reviewed and favorably granted. The
target on the issuance of mining permits/contracts and other related permits has
put the accomplishment rating to over 550% particularly in the Ore Transport
Permit/Certification. Accomplishment of targets under the Development of
Small-Scale Mining is highlighted with the endorsement of the two proposed
Minahang Bayan sites located in Sagada, Mt. Province and in Calanasan,
Apayao. Moreover, the MGB-CAR assisted the six Provincial Mining
Regulatory Boards and one City Mining Regulatory Board in conducting regular
meetings to address issues, problems and concerns mainly on the devolved
functions of the Board and recommended actions and resolutions.
b. Mining Industry Development Program
With the Mining Industry Development Program, Mining Rights/Permits/
Contracts/Leases/ Claims/JOAs (including those within Mineral Reservations)
were monitored and audited as to compliance with the terms and conditions and
implementation of approved Work Program and/or Safety, Health, Environment
and Social Development (SHES) Programs. Monitoring and audit activities have
also been regularly conducted with aggressive campaign for anti-illegal mining,
thereby registering 463% accomplishment for the Cease and Desist Order (CDO)
issued. The Bureau has conducted in-depth investigations with completed staff
work to complaints/cases/conflicts submitted for its action and resolved each one
without bias. It is also noteworthy to mention that the Bureau has filed
complaints to individuals who were charged of violation of Sec. 55 of R.A. 7942
or the Philippine Mining Act of 1995. Regular meetings were done to strengthen
the Multi-Partite Monitoring System as well as to discuss and resolve issues and
to satisfactorily implement their AEPEP for 2019.

c. Geological Assessment for Risk Reduction and Resiliency Program
Targets under Geological Assessment for Risk Reduction and Resiliency were
completed 100%. The Vulnerability Rise Assessment (VRA) was conducted in
12 municipalities of the region. The local community were engaged in locating
geo-hazard areas through key informant interviews. Results of the VRA together
with remote sensing equipment were used to update the corresponding geo-
hazard maps (1:10,000 scale) using geographic information system. KARST
sub-surface assessment was conducted in Lagawe, Ifugao where seven sinkholes
were identified. Four quadrangles were accomplished on time for the geologic
mapping target. Assessment of groundwater resources were also conducted in
five municipalities to address the issues on the decrease of water supply but
increasing demand of it.
Priority Program 5: Forest and Watershed Management : Enhanced National
Greening Program (Annex Map 3)
For this year, Only Maintenance and Protection of the planted NGP sites for the
2017 and 2018 which totals to 20,552 hectares was allotted with budget. It is remarkably
noted that starting this year the cost of maintenance and protection has increased. It is
therefore expected all NGP sites will be properly maintained and protected by the
concerned Peoples Organizations.
Maintenance and protection of established plantation in years 2017 and 2018 with
a total area of 20,552 hectares were done by conducting ring-weeding/cleaning, replanting,
fire line construction, foot patrolling application of fertilizers and conduct geo-tagging.
The continuing commitment of concern NGP personnel including hired Extension
Officers (EOs) and assisting professionals had contributed much in the attainment of the
targets. This is despite the challenges in NGP implementation like sites are becoming
farther away making regular field monitoring of activities more difficult, lack of vehicles
to facilitate mobility and, preparation and submission of required reports and documents.
Attainment of the set goals of the NGP was facilitated through the conduct of
frequent consultation meetings with partner POs at the community level by the NGP site
managers, coordination meetings with the PENROs and CENROs and closed supervision
by the Regional Office through the NGP-Regional Operation Center. This is also coupled
with capacity enhancement of field implementers by conducting hands-on training on GIS
mapping and geo-tagging.

Maintenance of Seed Production Areas
A total of six (6) Seed Production Areas (SPA) are being maintained by concerned
CENROs in the region. This are located in Casamata Hill in Bangued, Abra; Guina-ang in
Conner, Apayao; Yapas in Bobok-Bisal at Bokod, Benguet; Amduntog in Asipulo, Ifugao;
Pakawit in Pinukpuk, Kalinga; and Gueday in Besao, Mountain Province. The SPAs
serves as sources of genetically superior planting materials in support to NGP.

A 100% in-house validation of NGP plantations established in years 2016, 2017 and
2018 was conducted last September to November 2018 by the PENROs and CENROs
concern to determine the status of the seedlings planted. Based on the result, the average
survival rate of the planted seedlings from CY 2016 to 2018 is 86%, which broken down
into 84% average survival for year 2016 plantations, 886% average survival rate for year
2017 plantations and 87% average survival rate for year 2018 plantations. It is noteworthy
to note that as the years pass by, the average survival rate of the planted seedlings is
increasing.

Third Party Monitoring
The third party monitoring budget with a total amount of 1,082,000 was downloaded
by the Central Office mid-year of 2018. However, the bidding process for 2018 failed
since the budget for the conduct of 2013-2016 NGP sites monitoring was low for the
prospect bidders. Hence, the Office requested that the activity will be pushed through
for 2019. This year, 2 Non-Government Organizations bid for the project, the Center for
Environmental Law and Policy Advocacy, Inc. (CELPA) and the Cordillera Green
Network (CGN). Since the CELPA was compliant to the requirement as per RA 9184,
the Bids and Awards Committee (BAC) of the Office awarded the project to them.
The NGP sites validation started on August 9, 2019 at PENRO Abra and ended on
November 22, 2019 at PENRO Benguet. The following table shows the results of the
third party monitoring conducted for 4 months.

Technical equipment was procured such as 12 drone, 19 android GPS, 104 body
camera, 26 two0way handheld radio, 6 night vision binoculars and 14 motorcycles to fully
support the conduct of Law Enforcement activities. The purchased equipment was

support to investigation, filing of information and/or criminal complaints and
prosecution of forestry cases
To support the filing of criminal complaints and prosecution of forestry cases
relative to Enforcement of ENR Laws and Forest Protection, reported/referred
illegal activities in violation to ENR laws and policies were directly acted upon
through investigations with a total of Eighty-three (83) ENR violations and
complaints.
Parallel to the criminal aspect of the apprehended forest products, conveyances
and chainsaw, tools and equipment for violation of PD 705, a total number of thirty
one (31) cases were filed either at the Department of Justice (Prosecutor’s Office)
and/or the Regular Courts regionwide.

Out of the 31 cases filed, four (4) cases were dismissed for lack of probable
cause, twenty-four (24) cases still on-going as shown in Table 1. In CENRO
Pinukpuk, one (1) accused person were convicted for violation of PD 705 and in
CENRO Buguias three (3) person pleaded guilty.

Menu No. 3. Active involvement of forest communities and other stakeholders
in Forest Protection and Law Enforcement undertakings
On forest protection in support to LAWIN Biodiversity Protection System,
a total of 7,431.90 kilometers patrolled by Lawin Patrol teams composed of 4-
members. Lawin patrolling was also intended to immediately address threats
detected and refer to supervisors if it needs further actions.

To augment the inadequacy of forest protection and law enforcement
officers, a total of 81 DENROs were deputized/operationalized in the different
provinces of the region. Community participation was encourage during barangay
meetings conducted.
Hiring of Forest Guards
The PAMANA Program is now on its fourth year implementation in
DENR-CAR. For 2019, the total target of 508 Forest Guards only 501 were hired,
the difference was due to they opted not to renew their contract, resigned due to
sickness and they are hired as CAFGU and barangay official. The Forest Guards
has extended their services to the different communities where they are assigned
by initiating the improvements of established checkpoints.
The employment of the Forest Guards resulted in neutralizing and
minimizing illegal tree cutting and other forest destruction in the provinces of
Abra, Apayao, Benguet, Ifugao Kalinga and Mt. Province. The annual renewal of
their contracts of services are notable contributions to the program of the
Government Peace process as they revealed that their little contribution and
accomplishments made them became productive members of the society.
It is also noted that in most of the provinces the Forest Guards actively
participated in the implementation of the National Greening Program by assisting
in the collection of seeds, some nursery and restoration activities of NGP
plantations.

Conduct of Regional Midyear and Year-end Assessment and Strategic Planning
To update and evaluate the implementation of Environment and Natural Resources
enforcement activities, the Midyear Assessment and Strategic Planning was
conducted on June 17-18, 2019 held at Supreme Hotel, Magsaysay Ave., Baguio
City and Year-end Assessment was conducted on December 11-12, 2019 at Outlook
Ridge Residences, Outlook Drive, Baguio City.
Conduct of cascading/ roll-out/ capacity building and establishment of the
National Forest Stocks Monitoring System (Timber Tracking)
The National Forest Stock Monitoring System (NFSMS) is a system that will
help the government to plan, monitor and control the Philippine timbers in
accordance with internationally accepted standards. It covers activities from pre-
harvest inventory, tree marking, felling, bucking, scaling, log/lumber transport, and
postharvest inventory. It aims to develop a 100% “Back-to-Stump” traceability
system for wood production; develop a Verified Legal Origin (VLO) featuring
automated forest charges calculations based on CTO/CLO documentation; and
develop field data entry capabilities & online, configurable, multi-tiered access.
In order to capacitate DENR field personnel on the operation of National
Forest Stocks Monitoring System (Timber Tracking), the roll-out/ capacity building
was conducted on November 11-14, 2019 at Venus Parkview Hotel, Kisad Road,
Baguio City attended by 180 participants composed of Enforcement personnel from
the regional and PENR/CENR Office.

Menu 5. Sustained a well-planned Information, Education and
Communication (IEC) campaign throughout the region
IEC is continuously implemented by the CENR Offices in their
respectively areas of jurisdiction particularly at the barangay level. The IEC is
mostly concerning forest conservation and protection by discussing the importance
of the forest and its effect if not protected.
In coordination with Municipal and Barangay officials, most IECs are being
conducted simultaneously with scheduled meetings on the barangays and municipals
halls. Lectures during IEC focused mainly on PD 705, Executive Order 23, RA 9147
and other activities or programs being implemented by DENR.
The Education and Information campaign concentrated on the forest
conservation and protection and giving emphasis on the importance of protecting
our forest resources, the impact of our protection activities on our everyday living
as well as the adverse effects of these destruction of our forests as well as the whole
environment.

Menu No. 6. Consistent apprehension and mandatory administrative
adjudication and confiscation of undocumented forest products including
conveyances and other implements
The issuance of Executive Order (EO) No. 23 by President Benigno Aquino
on February 1, 2011 creating the Anti-Illegal Logging Task Force had strengthened
the inter-agency complementation of resources and efforts by the different
government agencies particularly the PNP, PA, DILG (LGUs) and the DENR as the
lead agency. A total of 5-resolutions were passed and approved by the Cordillera
Regional Task Force (CRTF) to improve operation against illegal ENR activities.
Anti-illegal logging operation activities resulted to the confiscation of
40,593.53 board feet of forest products. Similarly, 10 units of conveyances were also
confiscated in favor of the government out of the 28-conveyances apprehended. All
forest products and conveyances are covered with Confiscation Order issued by the
Regional Executive Director.

Priority Program 7: Enhanced Biodiversity Conservation (Annex Map 5)
Under the establishment of Protected Areas, the draft Legislation of the Marcos
Highway National Park in addition to the previously submitted Balbalasang – Balbalan
National Park and Upper Agno River Basin under the guidelines of the ENIPAS was
endorsed to the BMB. The other 4 Protected Areas are still under public hearing and
regional review. Also, PAMB meetings are regularly conducted.

Delineation of protected area with management zoning and preparation of
maps with technical description of boundaries and development was conducted in Mt.
Data National Park within the boundaries of Benguet and Mountain Province. With
a total of 77 kilometers target, 161.21 kilometers or 157% were accomplished.

The Protected Area Management Plan for Cassamata Hill National Park was
prepared by PENRO Abra and was consequently reviewed by the Conservation
and Development Division on November 2019. After the review, the plan was

It is the policy of the State to ensure that public lands are administered and managed
efficiently and effectively and are disposed of judiciously for the benefit of legal
beneficiaries and pursuant to DENR Administrative Order No. 2015-01, otherwise known
as “Guidelines for the processing and issuance of Special Patents for Public School sites
under Republic Act No. 10023” which provides the guidelines for the processing and
issuance of Special Patent for public school sites
under the Residential Free Patent Act.

In the City of Baguio, review of the prevailing guidelines was started to address
issues on landslide susceptible and hazard areas. The AO 504 Clearing Committee convened
twice for the year for the thorough study of DMC 2007-11 whereby a new sets of policies
is in the making. The region was able to issue 125% or 95 MSA/TSA patents out of 75
targets.

of approach made our Deputized Public Land Investigators more diligent, committed and
responsible in performing their given tasked. With the given annual target of 46 cases for
investigation for CY 2019, the region was able to investigate 55 cases and the Legal
Division (LD) was able to resolved One Hundred Seven (107) cases. This was made
possible with the commitment, cooperation and determination of our Deputized Public
Land Investigators.
Land Surveys
In support to the land titling program of the Department, survey of residential and
agricultural areas was conducted this year, region wide by the Field Offices with an
accomplishment of 122% and 105% respectively.

Reconstruction of old/missing/destroyed survey records
The Aggregate Surveys and Correction Section (ASCS) has many functions in which
this CY 2019, the Reconstruction of Missing and Destroyed Survey Records was the priority
activity with 7,500 lots as target. On the month of October, because of the joint effort of the
ASCS Team, the researchers and encoders of the missing survey data accomplished 113.91
percent equivalent to 8,543 lots.

LAMS Quality Assurance
With regard to the implementation of land records management through LAMS. The
region was able to validate encoded data of 698,15 or 215% of the 32,419 target of PLA
records, and validated 893,439 or 108% of the 829,707 target on scanned images. The office
was also able to maintain its records unit though hiring of support staff. The detailed

Under the Inspection, Verification, and Approval of Survey using LAMS, a total of
2,101 survey plans were approved from the targeted 1,200 survey plans translating to 175%

Preparation of Forest Land Use Plan (FLUP)
Eleven (11) municipalities were targeted for the year for the preparation of FLUPs.
This are the municipalities of Danglas, Tubo, Langiden, Villaviciosa, San Isidro, and Tineg
in Abra province; Banaue and Lagawe in Ifugao province; Balbalan and Tabuk in Kalinga
province; and Sabangan in Mountain Province.
The FLUPs were prepared in accordance with FMB Technical Bulletin No. 2 which
aims to provide a step by step description of the approaches in assisting LGUs, planners,
implementers and other stakeholders to systematically formulate their forest land use plans
(FLUP) within the context of sustainable forest Management (SFM).

The Regional Review Committee for FLUP convened on November 26-29, 2019
for the review of the prepared FLUPs.
Pictures taken during the presentation of FLUPs prepared for review by the Committee
Out of the 77-municipalities in CAR, only 74-municipalities have Forest and Forest
Lands (FFL) which are subjected for the preparation of FLUPs. To date, 52-municipalities
were already prepared with FLUPs and the remaining 22-municipalities will be targeted for
the succeeding years.
Legitimization of Forest Land Use Plan
For the 2019, 10 were targeted for the legitimization of Forest Land Use Plans. This
includes the municipalities of Luba, Manabo and San Juan in Abra province: Itogon,
Buguias and Kabayan (2017 target) of Benguet province: Aguinaldo in Ifugao and Bontoc,
Sadanga and Bauko in Mountain Province.
Water Resources Utilization
One hundred one (101) water users were inventoried in the municipalities and
cities of the region for the year. Also 77-water sources were identified and mapped.
A total of 40-water permit applications and domestic water use registrations were
accepted, verified and transmitted to the National Water Resources Board (NWRB).
IEC campaign was conducted to widely disseminate and inform the public about
PD 1067 or the Water Code of the Philippines during the year. A total of 285-individuals
participated in the IEC conducted surpassing the target of 150.

Watershed Instrumentation
Watershed instrumentation is the usage of particular instruments for the purpose of
collecting and providing data, mostly for monitoring purposes. The instruments installed
generates real time information relevant in the characterization of the watershed conditions
which is crucial in designing watershed management interventions, such as aiding
communities in disaster risk management, and conducting monitoring and evaluation.
The installation of science-based watershed monitoring and evaluation tools and
instruments is imperative in order to provide real time data in the on-going hydrologic
processes within the watershed. This is very important since the data that would be obtained
from the modernized and science-based tools and instruments could be used in the
establishment of a long-term watershed database that can aid in the formulation of science-
based policies and management decisions.
In 2018 the Automated Weather Station were installed in Sinto, Bauko, Mt.
Province; Poblacion, Tinglayan, Kalinga; and CENRO Pinukpuk, Kalinga which were
regularly monitored by the concerned personnel of the Regional Office and field offices.
For the year, Central Office downloaded funds for the fencing of the monitoring
stations within the Chico River Watershed. These monitoring stations are the Automatic
Water Level Sensor (AWLS) installed in Canao Bridge, Calanan, Tabuk CItyand the
Conductivity Temperatue and Depth-Ground Water Sensor (CTDGWS) was installed in
CENRO Compound od CENRO Pinukpuk with good reception of any internet providers.

Under the WWRRDEC, the continuous conduct of technical researches beneficial to
the organization has been sustained. Other activities include the maintenance of 1 regional
seed bank located at Loakan, Baguio City, conduct of phytoremediation of Balili River;
identification, assessment, documentation of phenologically observed 10 seed sources/
species. The maintained 1 clonal nursery situated at Pacdal, Baguio City and assessed100
plantation sites for bark beetle occurrences. The Center also supported the implementation
of the ENGP through the production and distribution of genetically superior seedlings raised
from the clonal nurseries regionwide. The office also assisted in the soil testing analysis of
various NGP sites.

B. Other Significant Accomplishments/ Innovations
LAND MANAGEMENT
MANAGEMENT OF PATRIMONIAL PROPERTIES
Re-appraisal of 10 patrimonial properties and other government assets and
properties were undertaken. In order to update records of permittees/occupants within
the patrimonial property of the National Government, specifically along the South Bus
Terminal at Governor Pack Road, Baguio City, portion of OCT No. 1, a composite team
had been created pursuant to S.O. 621, Series of 2017. The team was tasked to conduct
inventory, update of records, do verification survey and to properly delineate the
occupied areas of each permittees/occupants which also include the delineation of the
road right of way of the Governor Pack Road in coordination with the DPWH (City
Engineering Office, Baguio City) to determine the extent of the RROW. As a result, re-
computation/re-appraisal of occupancy fee on the 11 lots had been conducted to
conform it to actual ground situation.
Regular monitoring at the former BIBAK site is also regularly being undertaken
which prevented entry of speculators and resulted in removal of reinstalled
structures/shanties in coordination with the City Buildings and Architecture Office. A
Technical Working Group re: BIBAK Property has been created to formulate a site
development plan on the said area which resulted in the conduct of a series of meetings
to assess the best use of the lot.

Properties within the purview of R.A. 1361, as
amended by R.A. 5941 located at Engineer’s Hill and Salud
Mitra (formerly Jungletown) and patrimonial properties
under Act 3038 located at Governor Pack Road all in
Baguio City, under the administrative jurisdiction of the
DENR-CAR, Technical Services, were monitored. Six (6)
deeds/contracts/permits were processed wherein four (4)
parcels of land located at Engineer’s Hill, Baguio City and
two (2) parcels of land (portion OCT 1) located at Governor
Pack Road were endorsed/resubmitted through the Land
Management Bureau for signature and approval of the
Honorable Secretary, DENR, and One (1) parcel of land
(portion of OCT 1) was issued a Revocable Permit signed
and approved by the Regional Executive Director. This is
regularly being monitored to ensure occupant’s compliance to the conditions stipulated
in the permit.
Five (5) coordination/meetings with Local Government Units and some
business establishment within the area had been conducted for 2019 to discuss issues
and concerns pertaining to proper management/development of the area. Several
request from private and government entities to occupy or intent to occupy portion of
OCT No.1 had also been addressed.
COLLECTION OF REVENUES
A total of PhP 9,140,427.26 revenue was generated for CY 2019. These
collections were brought about by the collection of rentals/occupancy fees of
occupants/permittees/lessee along Governor Pack Road, Baguio City and the sale of
lots in Engineer’s Hill, Baguio City by direct sale.
The significant increase in revenue generation is due to the intensified
monitoring and dialogue conducted with the permittees including the regular issuance
of monthly statement of accounts and the issuance of demand letters for them to settle
their dues.
LAND RECORDS MAINTENANCE
The Land Records Section of the region has been maintaining records with an
approximate universe of 59,971 as of December 27, 2019, consisting of 8 personnel
serving as Records Custodians headed by the Chief of Section. Sub-activities under
this are the retrieval and filing of records; attendance to customers being the front line
section of the Surveys and Mapping Division; preparation of technical description in
V-37 form; and encoding of reference lots for IVAS transaction using LAMS.

PROTECTED AREAS AND BIODIVERSITY
MANAGEMENT
ECOTOURISM DEVELOPMENT AND MANAGEMENT
The Ecotourism Development and Management Plan of Marcos Highway
Watershed and Forest Reserve (MHWFR) was 100% accomplished and was endorsed
to Biodiversity Management Bureau (BMB) on September 30, 2019 for approval and
recommendation of the activities to be implemented. Program and impact monitoring
of Mt. Pulag National Park was also conducted and accomplished.
All Regional Ecotourism Committee (REC) Activities were also 100%
accomplished. These includes 4 REC operation meetings, 2 ecotourism development/
business plan review, 2 ecotourism development packages assessed and conduct of 2
community consultation.
REC Meeting for the MOA signing of all Magat-Maris Stakeholders for the Sustainable
Management of Upper and Lower Magat Reservoir conducted last June 26, 2019 at the
DENR-CAR grounds and Orientation Workshop for Carrying Capacity of some Ecotourism
Destinations Sagada Cum REC Meeting on July 31 to August 2, 2019 at the Sagada Homestay,
Mt. Province.
REC Meeting for the Assessment and Review of the Ecotourism Development Plan and
Business Plan Packages of Marcos Highway Watershed and Forest Reserve conducted last
September 17, 2019 at DENR-CAR Conference Hall, Baguio City.

WILDLIFE RESOURCES CONSERVATION
Implementation of Communication, Education, Participation and Awareness
Monitoring and survey of Philippine eagle population nesting site in Calanasan,
Apayao was 200% accomplished or 2 out of 1 target. A total of 89 or 124% reports of
wildlife conservation activities was accomplished out of 72 target for this year.
Agro-biodiversity Conservation Program of Wildlife
The target for the number of partnership agreements w/CSOs and business
sector for conservation of threatened species implemented through the Adopt-a-
Wildlife Program were 100% accomplished within Abra, Kalinga and Mt. Province.
For the wildlife risk management and emergency response, the Regional Office
conducted the Asian Water Bird count in Minanga Site and Magat Dam in Ifugao. Table
below are the list of observed species within the 2 sites.

For this year, a total of 20 individual wildlife have been turned-over to this
office, excluding those reported turned-over at the field offices, the highest turn-over
so far.
Wildlife Rescue Center (WRC) in Hotspot Areas Operation
The region hired an on-call Veterinarian in the name of Dr. Urchris Doyayag
who has been active in tending the wildlife being turned over to this office.
Inland Wetland Resiliency Assessment Program (IWRAP)
For the Wetland site management plan implementation, it was 100%
accomplished in Alfonso Lista, Ifugao. Together with the Regional Office staff,
conducted an actual ground survey delineation of conservation zones in Upper and
Lower Magat Reservoir. The management plan was endorsed to BMB on October 11,
2019.

Establishment and Management of Critical Habitats (CH)
For CY 2019, Mt. Binaratan-Maducayan was selected for assessment of propose
critical habitat. The site is located at Mountain Province with an area of 1,997.85
hectares. Mt. Binaratan-Maducayan is significant for roosting, nesting and foraging of
wildlife specially the Philippine deers, warty pig and other flora.
Mt. Napulawan in Ifugao and Cagandungan-Calabigan in Apayao were the
critical habitat management plan developed for this year and 100% accomplished. The
critical habitat management plan was reviewed and endorsed to BMB on September 30,
2019. For the monitoring of established critical habitat, the Regional Office conducted
monitoring in Nagan-Maton Wildlife CH, Cagandungan-Calabigan CH and Mt. Lipsuk
CH.
ISSUANCE OF PROTECTED AREA COMMUNITY-BASED RESOURCE
MANAGEMENT AGREEMENT
The issuance of 24 wildlife permits has exceeded the annual target of 10 or 240%
accomplishment for the year. The permits issued are 12 wildlife gratuitous permits
(GP) issued to individual from universities of UP Baguio, UP Manila, SLU and BSU
for thesis purposes, 4 Memorandum of Agreements (MOA) crafted for non-thesis, 6
Certificate of Wildlife Registration (CWR), 3 Wildlife Export Permits to Non-CITES
species, 1 Clearance to operate zoological park in Baguio Country Club, 1 Wildlife
Collector’s Permit and 1 Wildlife Farm Permit to Charnitz Butterfly Sanctuary in Camp
1, Tuba, Benguet.
Inspection conducted prior to the issuance of permit accomplished 16 out of 10
target. Organization of Regional Wildlife Management Committee (RWMC) meeting
was 100% accomplished and inspection of the wildlife facilities were monitored 13 out
of the 5 target. Conduct of Information, Education Campaign (IEC) were also
conducted.
Monitoring of existing wildlife permit holders were regularly done during the year
and reports were submitted to BMB. Ten (10) accomplishment out of 5 target of wildlife
permit holders monitored for the year.
MOBILIZATION OF WILDLIFE ENFORCEMENT OFFICERS (WEOs)
A total of 25 WEOs deputized and mobilized out of 14 target this year and 100%
accomplishment for the monthly WEOs reports submitted. The presence of WEOs in
the different barangays deterred the violations of the Wildlife Act such as illegal
hunting and trading of wildlife.

FOREST AND WATERSHED MANAGEMENT
RIVER BASIN CONTROL OFFICE (RBCO) ACTIVITIES
Popularization/presentation of Integrated River Basin Management and
Development Master Plan (IRBMDMP) to PDCs and MPDCs and other agencies
To further popularize the approved Integrated River Basin Management and
Development Plan of the four (4) major river basins in the Northern Luzon (CAR, R1.
R2, and R3) to the Local Government Units and National Government Agencies,
presentation of the said master Plan was included during Technical Working Group and
Committee Meetings and during Council Meetings. The said Master Plan was also
presented during the consultation of the DPWH consultants to their ongoing preparation
for the Flood Risk Management Master Plan (FRMMP) and Feasibility Study for
Apayao-Abulug River Basin and Abra River Basin under the Asian Development Bank
(ADB) Infrastructure Preparation and Innovation Facility (IPIF).

Strengthening of River Basin Organizations
Executive Council Meetings/BOD/Committee Meetings
The council created for each Major River Basin covering the six (6) provinces
in CAR serves as an element for the conservation and management of the River Basin.
Further, the DENR-RBCO oversees its functionality by means of giving support to be
able to strengthen the organization and also the convergence between stakeholders
involved such as the LGUs, NGAs, NGOs, private sector, schools, colleges and
universities, and the religious sector. DENR-CAR attended, facilitated and assisted nine
(9) Council Meetings in partnership with its neighboring regions of Region-1, Region-
2 and Region-3.

Training of River Basin Stakeholders/ Technical Working Group
One (1) training were conducted by DENR-CAR to capacitate stakeholders for
the management and conservation of the river basin. A training on the Concepts and
Application of Ecosystems Management thru Watershed Planning Focusing on
Watershed Characterization and Vulnerability Assessment was conducted which was
participated by forty-one (41) learners from the field offices and regional office. Most
of the participants are Rivers Basin Control Office Focal Persons of the field offices.
ASSESSMENT OF CERTIFICATE OF STEWARDSHIP CONTRACT
The purpose of the evaluation of CSC is to determine the extent of developments
introduced by the holders and assess their compliance to the Stewardship Agreement
(SA). The evaluation results will provide information and recommendations towards
better management of forestlands and resources. The tool used for the evaluation is the
one prescribed by the DENR MC No. 21, Series of 1993.
This year, a total of 2,901 CSC sites outside CBFMA was targeted for
assessment in the provinces of Abra (1,005), Ifugao (713), Kalinga (541) and Mt.
Province (642). A total of 2,961 CSC was evaluated wherein 1,745 are for renewal, 640
are for cancellation, 156 are for transfer and 420 are recommended fore-evaluation.
DELINEATION OF PRODUCTION AND PROTECTION FOREST
The delineation of production forests for investment based on FMB Technical
Bulletin No. 5-A. The region was able to accomplish a total of 640 kilometers from our
annual target of 626 kilometers or an equivalent of 102 %. The accomplishment was
made possible through the strong support of the higher management/supervisors
coupled with the collective efforts of the assigned staff from CENROs, PENROs and
Regional Office that despite the challenges and difficulties encountered did not hamper
its completion.

GENERAL ADMINISTRATION AND SUPPORT
With great passion and dedication, the General Administrative and Support
Services is instrumental in the smooth implementation and realization of its mandate to
ensure the timely and efficient delivery of services as well as the safety of all employees
and clients. This mandate includes personnel management and development,
procurement, provision of general services in terms of communications, records
management, maintenance of office properties, janitorial and security and cashiering.
Human Resource Management
Promotion of worthy and deserving employees paved the way to 146 vacant
positions in the region of which, 139 permanent positions were filled-up and issued
appointments and seven casuals under the Comprehensive Agrarian Reform Program
(CARP) were renewed. This resulted in 1,174 appointments issued and contracts of
service prepared in the entire region for Calendar Year 2019.

Procurement Services
Support to the different divisions, PENROs and CENROs in terms of
procurement of goods, infrastructure and consulting services as well as distribution of
supplies and equipment were continuously provided resulting to an accomplishment of
925 requisitions, 690 resolutions and 382 contracts awarded to various supplier/service
providers for the year. The Annual and Supplemental Procurement Plans for 2019 of
the Office were also completed and submitted to the Department of Budget and
Management in strict compliance and implementation of the provisions of RA 9184 or
the Government Procurement Act.
Highlights of the accomplishments were the procurement of 9 units pick-up
(4x4) trucks and 30 units motorcycles, procurement of various office equipment,
furniture and fixtures and delivery/installation of modular office cubicles at the
Licenses, Patents and Deeds Division (LPDD). The pick-up trucks, motorcycles and
equipment were distributed to the different PENROs and CENROs to improve their
performance in protecting the environment.

General Services
For a better and productive workforce in the region, employees were provided
road- worthy official vehicles. All offices are maintained and kept clean and orderly.
Improvement/expansion and beautification of office buildings and facilities, safety of
employees and the like were also done.
Accomplishments for the year are as follows:

Office in Kalinga and its 2 CENROs. As of December 2019, only the
CENRO Pinukpuk building and its fencing and the 3 generator house of
PENRO Kalinga and its 2 CENROs were completed. For the
