Human Resource Development

It has been the objective of the Human Resource Development to hone and
develop the capabilities of the employees to become effective and efficient public
servants with improved image to the public. This was realized through the conduct of
21 learning and development interventions for the DENR Personnel and other
stakeholders and 45 other learning and development interventions (HRD and non-
HRD). 68 programs/ conferences/workshops conducted by other
agencies/organizations/DENR Central Office were also attended. And to further
develop the skills and support the professional growth of the employees, 18 assistance
to short course/studies for employees were provided.

The e-profile/HRIS of all permanent employees is regularly updated and
maintained specially if there are changes in status, attainment of higher education and
other personnel-related data.

Other programs/activities related to Human Resource Development were also
undertaken for the CY 2019.

Physical fitness is always a part and parcel of the programs of
DENR-CAR primarily to promote a healthy lifestyle, address work-
related stress, increase productivity of every employee and strengthen
cooperation and camaraderie among them. In support to this, resource
speakers were invited to talk on prevention of lifestyle illnesses during
Monday convocations and conduct of Zumba/aerobics for an hour every
week. The regional sports fest is also held before the end of the year.

➢ Awards and Incentives for Service Excellence

Provision of rewards and recognition to outstanding employees
and best offices for the year through the PRAISE Committee is but
necessary to recognize the superior accomplishments of the employees
and the best practices of the offices. The top performing employees of
the Regional Office, the attached Bureaus and the PENROs were each
given a plaque and cash and so with the best division of the different
offices.

Gawad Gabay Kalikasan plaques of recognition were also
awarded to our partner agencies and People’s Organization in
recognition of their effort in the promotion, conservation and protection
of the environment.

➢ Assistance to Different Educational Institutions

As partner in enhancing the student’s knowledge, skills and
attitude, 67 students from different academic institutions in the
Cordilleras, Regions I, II and III and as far as South Korea (Chonbuk
National University) were accommodated to undergo on-the-job
training in the office. They were assigned to the different divisions in
accordance to their major courses.

While they gained knowledge and experience of the actual
situation as public servant during their stay, the office was also fortunate
to have them as they assist in the realization of the Office’s vision and
mission.

Cashiering Services

The timely and efficient delivery of cashiering services that include payment of
salaries, benefits and other monetary obligations to employees and payment due to
suppliers, service providers and other client were rendered. It exceeded the target on
the preparation, issuance and delivery of LDDAP-ADA/checks equivalent to 15,466
region wide as well as liquidation of cash advances and preparation of other financial
reports.

Of the total budget, a total amount of P837,301,945.10 which represents 99.54%
was obligated. While the total disbursement is P771,273,339.32 or 92.14% of the
amount obligated.
The succeeding graph summarizes the regular budget of the office for 2019.
PENRO Abra has the highest allocation specially for capital outlay due to its vast target
for the National Greening Program (NGP) and PENRO Ifugao has the least but it is
currently implementing the foreign funded Forest Management Project (FMP) to last
until 2022.

SUPPORT TO OPERATIONS


REGIONAL PUBLIC AFFAIRS OFFICE

The Regional Public Affairs Office (RPAO) did its mandate increasing public
participation with the Agency’s programs and projects including environment and
natural resources issues and concerns as well as strengthening media linkages and
partnership. With the reinvigorated and capable manpower, the Unit worked out to
inculcate into the public’s daily life the mission and vision of the Department using all
the available means of communications. These include the quad-media (print, radio,
television and social media) complemented by interpersonal communications thru
school meetings and dialogues, the Environmental Forum, the information caravan and
the Kapihan/Press Conference initiated by both the Regional and Field Offices.

an 8-page and full-colored official
publication of DENR-CAR had been
produced from January to December
2019. The Cordillera Gangza, the
official publication of the DENR-CAR
was produced to highlight policies,
developments, breakthroughs and
issues pertaining to the environment
and natural resources in the
Cordilleras. For the year, a total of
2,000 copies of the Newsletter and
1,000 copies of the Cordillera Gangza
were produced. Flyers and brochures
on various subjects were also produced to cater to specific subjects/topics.


With the need to inform and explain the policies, different programs and
accomplishment of the Department to the public, RPAO made full use of the print
media by issuing 90 press releases in terms of plain news, photo releases and some
feature articles while the designated Information Officers from the field offices also
prepared 90 press and photo releases which were published both in the regional and
provincial papers. In addition, 31 tarpaulins and display advertisements have been
produced and displayed, 1 environmental jingle was composed, 70 eco bags/cups with
reusable straws were distributed and 11 newspaper ads were prepared.

Also, an Environmental Forum was conducted last August 14 – 15, 2019
participated by the MENROs or Chairperson of the Environment Committee of the 13
municipalities of Mountain Province, the designated information officers of the 6
provinces of CAR, the attached bureaus/center and the Regional and field officials of
the DENR – CAR. The forum aimed to raise understanding on environmental laws and
use these laws as guide in the performance of their duties and responsibilities

As part of the activities during the Environment Month, an Exhibit cum
Talakayan sa Parke was conducted at Malcolm Square, Baguio City on July 3 – 6, 2019
as an extended service to the public with the goal “Bringing Service Closer to the
People”. The said event was launched alongside the first public appearance of Shanum,
the ERDB-WWRRDEC water mascot and Eloy, the DENR – CAR eel mascot.

With its continuous coordination with the local media, a Kapihan/press
conference was conducted and participated by the senior officials of DENR – CAR
Regional Office, the RDs of the attached bureaus/center and the PENROs/CENROs.
The Honorable Mayor of Baguio City, Mayor Benjamin Magalong joined the Kapihan
to inform the DENR – CAR family and the media of his environmental programs.
Similarly, a total of 8 radio guesting were accomplished in coordination with ZRadio
98.7 of the ECarta Media Production and Promotion to discusss on Biodiversity and
Land Management and Disposition.

In addition, a total of 29 campus lectures in the various municipalities were
conducted pursuant to RA 9512 or the Environmental Awareness and Education Act.
Other accomplishments for the year were the AVPs featuring the 2019 Best Offices,
the Sports Fest, the Environmental Partners, Mount Kalawitan and Biodiversity.

LEGAL DIVISION

The Legal Division efficiently accomplished its activities, programs and
projects through the active and continuous coordination of the agency with the different
field offices and stakeholders. Although additional activities were added to their heavy
work load due to pressing environmental issues which require an in depth physical
investigation and technical expertise, the office excellently accomplished their targets
set in the Work and Financial Plan.

Aside from the legal services rendered to support the operations of the agency,
it also actively participated in the current programs and projects of the DENR Secretary
such as the conduct of information and education campaign (IEC) to occupants of Mt.
Santo Tomas Forest Reserve. It likewise complied with the order of the court in
demolishing the shanties/houses subject of the Temporary Environmental Protection
Order (TEPO) in Forbes park, issued show-cause memorandum to occupants of the
Busol Watershed and Forest Reserve and monitoring the Mt. Santo Tomas Forest
Reserve to see to it that no new structure or improvement will be built in the area.

For the year, the accomplishments of the Division include 30
ENR/administrative/land cases investigated, 16 cases resolved/decided, 169 legal
opinions/resolutions/decisions/court pleadings prepared and drafted, 125
confiscation/forfeiture cases reviewed or order drafted, 25 MOAs/MOUs and contracts
reviewed, 343 court hearings attended, 16 aging cases inventoried and disposition
monitored, 17 cases filed with the Office of the Prosecutor/Regular Courts/Office of
the Solicitor General and 105 Land Claims and Conflicts cases resolved/decided.

To cap a well-served and productive year, members of this office acted as
resource persons to update personnel in the field offices particularly on the new law on
the Ease of Doing Business under RA 11032, 2017 Rules on the Administrative Cases
in the Civil Service (RACCS) and other new laws.

PLANNING AND MANAGEMENT DIVISION


The year 2019 proved to be fruitful and successful for the Planning and
Management Division (PMD). Such feat was attained through continuous coordination
with the different divisions of the Regional Office, PENROs and CENROs, DENR
Central Office and other government agencies resulting to the satisfactory performance
in the planning and monitoring of the implementation and management of the various
projects, programs and activities of DENR-CAR. Activities undertaken were the
preparation and submission of the annual Work and Financial Plan (WFP), budget
proposals, monthly and annual accomplishment reports; monitoring of major plans and
programs; technical assistance on information technology (IT) related concerns and
attendance to various inter-agency activities.

One of the interagency concern that directly relates to ENR management is the
Sectoral Committee (SeCom) on Watershed and Environment of the Regional
Development Council (RDC) under NEDA – CAR. The committee has a critical role
in providing directions on the management of watersheds and its resources in the region
dubbed as the Watershed Cradle of the North.

The SeCom is chaired by the Regional Executive Director of DENR – CAR
with the members from the private sector and other government agencies like DA, NIA,
DAR, DILG, etc. The committee meets on a quarterly basis to continuously tackle
concerns in the management of the watersheds in the region.

For 2019, various activities were accomplished which include the conduct of
the Training-Workshop on the Preparation of the Medium Term ENR Development
Plan on June 19 – 21, 2019 at the Outlook Ridge Residences, Outlook Drive, Baguio
City. This was participated by the Planning Officers and One Control Focal Persons of
the PENROs. Resource persons were from NEDA – CAR and from PENRO Benguet,
being the pilot province for the said plan.

During the last quarter of the year, successfully conducted was a 3-day Regional
Pre-programming Workshop in the preparation of the 2020 Work and Financial Plan at
the Venus Parkview Hotel, Kisad Road, Baguio City on October 15 – 18, 2019. The
workshop resulted to the preparation of the 2020 Draft Regional WFP which was
presented, finalized and submitted during the National Reprogramming Workshop at
Clark, Pampanga on October 21 – 25, 2019.

Accomplishments related to Information and Communication Technology, in
coordination with the DENR Central Office, include the installation/upgrade of the
Paessler Router Traffic Grapher (PRTG) – a tool for network monitoring in the different
offices of DENR – CAR resulting in the fast communication and submission of reports
using the internet with an average uptime of 96.63% throughout the year; the purchase
and distribution of 129 units of desktops and 71 laptops to improve the services and
capacitate the employees and the conduct of a workshop in the implementation of the
Enhanced Forestry Information System (e-FIS) on October 22 – 25, 2019. In addition,
12 statistical trainings were conducted in coordination with the Philippine Statistical
Training Institute of the Philippines.

Monitoring activities under the Division during the year became more
challenging due to THE additional reports being required to be submitted by DENR-
Central Office like the Means of Verification (MOVs) for the EAGLE Award and the
Annual Report. This is aside from the other status reports on Community-Based
Employment Program (CBEP); revenue generation; and illegal logging, mining and the
like.

COMMUNITY-BASED FOREST MANAGEMENT-COMPREHENSIVE
AGRARIAN REFORM PROGRAM (CBFM-CARP)


There are twelve (12) approved Hunger Mitigation Projects implemented under
CBFM-CARP for 2019 with a total funding support of Php 8,621,000.00. The project
aims to develop an area of 313-hectares within CBFM areas in the region through
reforestation (108 hectares) and agroforestry (186 hectares).


• Seedling Production

As of the end of the year, all of the 12-POs were able to accomplish their targets
on seedling production, with a total of production of 71,590 forest trees and 99,199 fruit
tree seedlings.

For the year, the POs were able to establish a total of 314-hectares planted with

• Capacity Building

Capacity building was done to strengthen and develop the capacity of the POs
in the implementation of the projects under CBFM-CARP. Two (2) trainings were
conducted for the year that include “Workshop for the analysis of Benchmarking
Results Using Statistical Package for Social Sciences (SPSS)” which was participated
by newly hired Monitoring and Evaluation Officers (MEOs) and Extension Officers
under CBFM-CARP. The regional CBFM staff also facilitated training in selected
CBFM-CARP for the POs on community based business management, leadership and
entrepreneurship.

Gender and Development (GAD) – Related Activities

The GAD Focal Point System in the region was reconstituted and strengthened as
early as January 2019, in pursuant to Republic Act NO. 9710, otherwise known as the
Magna Carta of Women. Atty. Cleo D. Sabado-Andrada, the Assistant Regional Director-
Management Services was installed as the Focal Person, being the highest ranking female
officer in the DENR-CAR. With her very abled leadership, the following were the
accomplishments for CY 2019:



Strengthening of the GAD Focal Point System (GFPS) in the Region
Policies/Special Orders were prepared, disseminated and implemented to strengthen all the
GFPS in the regional and field offices.




























Active Participation of the DENR-CAR during the Women’s Month celebration

Proclamation No. 227 provides for the observance of the month of March as
“Women’s Role in History Month”. With this guide, appropriate ceremonies and activities
were conducted. The Regional Office, including the PENROs/CENROs hanged the official
streamer to support this women’s advocacy.

In observance and in support to eliminate VAWC, Atty. Staphanie Rachel P.
Tenefrancia-Castro was invited to discuss about this Republic Act 6725 and RA 7877 on
November 9. 2019. Almost all participant wore the color ORANGE to support this
advocacy.

FORESTLAND MANAGEMENT PROJECT

The seventh (7 ) year of implementation of the Forestland Management Project
in the Cordillera Administrative Region (CAR) is highlighted by the full
accomplishment of site development – plantation establishment targets of the region
which is equivalent to 18,762 hectares. Nonetheless, there were new activities initiated
this year gearing towards the project phase out period such as the updating of the
watershed management plans, creation of the watershed management council, conduct
of the study of valuation of ecosystem services, and review and approval at the regional
level as well as implementation of the agroforestry support facilities (ASF) subprojects.

Site Development

The region’s site development – plantation establishment activities were finally
completed this year. A total of 9,771.79 hectares was the backlog of the region at the
start of the year, a portion of which was owed to the accomplishment reported in
advance by the field implementing units (FIUs). With the aid of a catch-up plan which
was consistently monitored, the region was able to assess which sub-watersheds are in
need of assistance relative to completing their corresponding targets. Said backlogs
were 100% accomplished by November 2019. Although with observed delays,
maintenance and protection activities were also pursued this year with reference to the
respective work and financial plans of each site development contract.

Community-Based Enterprise Development

CY 2019 also marks the full implementation of the Enterprise Development
activities as all partner POs in the Region were already provided with seed money for
their enterprise development activities. There was a delay in the downloading of seed
money for the remaining 5 POs without enterprise development projects yet at the
second quarter of the year as an updated financial statement was required by the project
before the release of the seed money. Through the assistance of the respective
Community Development Officers, the POs were able to update their financial
statements and became eligible to receive the seed money.

Agroforestry Support Facilities (ASF)

There were 3 ASF subprojects under construction in CY 2019. The
Improvement of Olilicon-Buyabuyan Access Road took delays in construction due to
the abandonment of the contractor the subproject and consequently termination of
contract of the contractor. Nevertheless, the subproject was rebidded and was awarded
to a new contractor PHRANARET Construction. The Concreting of the Pullaan Core
Local Road also experienced delays in construction due to the extreme weather
conditions which transpired during the construction phase. Currently, the contractor,
Ambaguio Builders, requested for final inspection on January 9 to 10, 2020. The
Improvement of Namal-Nampaling Access Road subproject on the other hand also
undertook construction in the year and was finally completed and turned-over to the
LGU on October 30, 2019. This event was participated by JICA, FASPS, CPMO and
RPMO personnel.

Capacity Building of Project Staff

The capacity building of project staff was a target of the PENRO Ifugao. On
February 28, 2019 to March 1, 2019 a “Capacity Building and Strategic Planning of
Forestland Management Project” for both Technical and Administrative Staff was
conducted. On September 24-25, 2019 a “Property Plant and Equipment Inventory
Workshop” was held participated by the Administrative Staff. All in all, 2 workshops
relative to this target were conducted.



Documentation of GAD Activities

A workshop on Gender and Development (GAD) was conducted on December
9 to 11, 2019 participated by selected project personnel. The workshop aimed to orient
project staff on basic gender and development concepts and the importance of
documenting or collecting sex-disaggregated data in every project activity. There was
also a preliminary discussion on gender analysis in order to identify gender issues which
may be present in covered project areas and may hinder attainment of project goals.

Integrated Natural Resources and Environmental
Management Project (INREMP)


The INREMP – Chico River Basin performed well as of December, 2019. The
project has attained 84.47% of its total target with a time elapsed of 72 months out of the 83
months’ project life. Slippages were on the implementation of rural infrastructure
subprojects, Livelihood Enhancement Support both for DENR LES-1 and DTI LES-2
attributed to the delayed issuance of No Objection Letter, failure of bidding of some RI
subprojects and unfavorable weather construction.

Specifically, for 2019, accomplishment is 98.62% with a slippage of 1.38% brought
about by the non-attainment of most of the targets on capability building under the DA-
INREMP and backlog of 199 hectares under the 100% NRM validation. The non-
accomplishment of some of the targets of DA-INREMP was due to the delayed issuance of
No Objection Letter (NOL) that serve as the legal basis in implementing the rural
infrastructure sub-projects including the support activities. On the other hand, the 119
hectares’ balance under the 100% validation was due to the still unresolved issue in Dalican,
Bontoc, Mt. Province brought about by the petition of some community members to stop
the implementation of NRM subprojects in the area despite the series of consultation
meetings conducted by CENRO/PENRO/WMC/LGU.

Under Component 1, a total of 109 community validations spearheaded by the NCIP
were conducted that led to the issuance of 55 Certification Pre-Condition making the total
CPs issued to various INREMP subprojects to 112 CPs from 2017-2019

On financial utilization of CY 2019 budget, 95% obligation rate and 76%
disbursement rate were attained at year-end.



Component 1: River Basin and Watershed Management Planning

NCIP Community Validation

Pursuant to the Memorandum of Agreement (MOA) between DENR and
National Commission on Indigenous People (NCIP) on the design and
operationalization of region-specific validation process of the various INREMP
Subprojects in IP areas for the issuance of Certification Pre-Condition, the NCIP in
2019 spearheaded the conduct of one hundred nine (109) Community Validation
out of the target of 96 were spearheaded by the NCIP that led to the issuance of 55
CPs covering NRM, CBPM and Livelihood Enhancement Support subprojects of
DENR and DTI for this year making a total of 112 CPs since 2017. For the Rural
Infrastructure subprojects, all were issued with Certification precondition with a
total of 21.

Component 2: Smallholder and Institutional Investments and Improvement of
Infrastructure

Community-Based Protection and Monitoring

Following the CBPM guidelines, the 64,497.5 hectares forest areas awarded to 27
Indigenous Peoples Organizations were duly protected and conserved through patrolling
led by the PO Forest Protection Committees composed of men and women with
assistance from CENRO Organic Lawin Patrollers using the Lawin System. Major
threats observed during the conduct of patrolling were kaingin, burning/forest fires,
logging, encroachment of farmers, to the forested areas and others. Results/findings were
submitted to the concerned CENRO for checking and recording of PO data to the CENRO
Data Center as well as address the findings needing immediate action particularly the
detected threats in the CBPM area.

NRM Maintenance and Protection

The direct beneficiaries of the partner POs with the closed monitoring and
assistance of Site Management Officers (SMOs) were able to maintain a total of 16,155.4
hectares NRM established plantations from CY 2016-2018. Maintenance and protection
activities being conducted include the restoration of burned plantations, ring weeding, strip
brushing, replanting, fertilizer application, fuel reduction, and fire line establishment, with
the supervision of the Site Management Officers.

Livelihood Enhancement Support

As of year-end, equipment support for the 100 LES-1 were partially procured,
delivered and installed. Construction of some of the facilities are on-going
alongside the delivery of machines, equipment and other needed materials
embodied in the Project Procurement Plan for LES.

For the two (2) unaccomplished target for LES 1 in Dalican, Bontoc, Mt.
Province, processing of procurement ended on the bid evaluation report due to
the latest Resolution of Dalican POs dated December 16, 2019, to waived the
NRM implemented subprojects because of the still unresolved
complaint/petition of some community members causing misunderstanding
and disunity of some men and women IPs in Dalican, Bontoc, Mt. Province.
For the ongoing delivery and construction of facilities, some POs of Apayao
and Kalinga requested a time extension for the construction of Processing
Facilities, due to continuous heavy rain made by typhoon Quiel, Ramon, Sarah,
and Tisoy.

As to the LES 2 subprojects being implemented by DTI, the regional INREMP-Investment
Plan developed for Chico was submitted to the DTI-Resource Generation and Management
Service (Central Office). Twenty-seven (27) POs were targeted from the five (5) provinces
of Chico and became partners for the implementation, however, only 26 sub-project proposals
were approved and were issued with No Objection Letter on November 4, 2019, and
November 11, 2019, respectively, while the remaining one (1) subproject proposal of Baang
Women’s Organization and Rural Improvement Club of Ifugao is still on the process of
revising the SPP with Financial statements and market demand analysis incorporating the
proposed processing center.

Rural Infrastructure Subprojects

As of December 31, 2019, DA-INREMP has accomplished 50.33% of its cumulative
target and 43.47% of its annual target. Of the 21 rural infrastructure subprojects, two (2) were
already completed and turned-over to the respective Local Govenrment Units. These are the
Tapapan-Lebao-Kwabeng FMR in Tpapan, Bauko, Mt. Province and the Improvement of Ap-
apac Footpath in Sadanga, Mt. Province. For the remaining 19 subprojects, eight (8) are on-
going construction, six (6) subprojects are still waiting for the 1st NOLs and one (1) subproject
ready for implementation.

To facilitate and ensure accurate revisions in accordance with comments of ADB on
the submitted Sub-project documents, capacity-building activities for the Rural Infrastructure
subproject were mostly conducted in the Field Offices. Several meetings and validations with
LGU together with the Barangay Project Monitoring and Evaluation Team (BPMET) were
done to monitor the progress of procurement and ensure smooth implementation of the
projects especially in compliance with Social and Environmental Safeguards. Also, the
revision and facilitation of the needed documents for the 21 subprojects for 2019 by CESM
and ADB were prominently conducted.

Gender-based On-Site PO/IPO Extension Services, Mentoring, and Strengthening

Of the two hundred forty (240) target for the year, two hundred seventy-seven (277)
extension services and assistance were provided to the various partner implementors. Most
activities conducted were assistance to the maintenance and protection activities of the PO
for NRM; Solid Waste Management cum Forest Protection and Forest Fire Prevention;
Review of PO Work and Financial Plan; In order to strengthen POs' capacity in
documenting their financial resources, coaching on bookkeeping and financial
management and liquidation was rendered to partner POs. Organization strengthening
activities also were conducted through meetings and consultations with PO and
community members. Discussion includes; awarding and release of payment, physical and
financial status of the PO, re-structuring of the PO Organizational structure and
assessment of PO members, 100% validation of 2015 and 2016 NRM awarded
subprojects, General Assembly Meeting on PO Accreditation Report and CBPM, CF and

Livelihood Enhancement Support implementation. A total of 8,920 attendees participated
in the activity of which 48% are women.












































Other Off-site Trainings

In order for the Peoples Organization to broaden their concepts towards upland
farming practices, one (1) offsite training was conducted in Baler, Aurora visiting
the Livelihood Enterprise of one of the successful farmers in the said community.
Training design were forwarded to FMB for approval for the offsite training of Mt.
Province.

Levelling-Off in the Implementation of CBPM and LES on May 7-9, 2019

A Leveling-Off Training on Community-Based Protection and Monitoring
(CBPM) and Livelihood Enhancement Support (LES) was conducted on last May 7-
9, 2019 attended by 150 participants of which 75 are males and 75 females. The
participants were oriented on the People’s Organization procurement process and
requirements and various guidelines in the implementation of both subproejcts.

PO Accreditation


As a product of the assessment made in all the POs of the different watershed
management units, a total of two hundred forty-two (242) assessment reports were
submitted following the prescribed criteria and eventual issuance of Accreditation
Certificates. For those with Major Non-compliance, the WMPCOs conducted
corrective action validation in order for the PO to keep track of the release of
payments for NRM, CBPM and LES fund. To date, a total of 212 Accreditation
certificates were issued to the corresponding compliant POs. some POs who do not
comply with the Major NCRs within this year, however, was not recommended for
the issuance of PO Accreditation Certificate, especially those who will finish their
contract this year.

PROSPECTS FOR CY 2020



Year 2020 jumpstarts with a clear vision for the DENR-Cordillera
Administrative Region – an agency geared by an innovative organizational
development leading towards excellent service delivery thru transformational
leadership, client satisfaction advocacy and passionate professional employees. This
well-defined vision for DENR-CAR was laid one-by-one by Regional Executive
Director Ralph C. Pablo in his speech in the recently conducted New Year’s Call 2020
attended by the key officials and division chiefs of the regional office and the field
offices.

RED Pablo advised and challenged the key officials and division chiefs to be
transformational leaders. As such, they must encourage, inspire and influence
employees to innovate and create change that will help grow and shape the future
success of the agency.

Specifically, RED Pablo laid his marching orders per office giving emphasis to
good governance practice through strict implementation of government policies on
work ethics and proper office decorum and through diligent observance of Civil Service
Commission Rules and Regulations, Anti-Red Tape Act and the Ease of Doing
Business Policy. Employee competency of both Technical and Management Services
is also encouraged through compliance to DENR Administrative Order No. 2018-18 to
ensure all employees are up-to-date and knowledgeable with the DENR policies, plans,
programs and projects for the effective coordination and carrying out of the same
particularly to the 10-Point Priority Programs of the Honorable Secretary.

Familiarity to our environmental laws is of paramount concern and devout
diligence in implementing them is of primary concern for our Regional Office,
PENROs, CENROs and Bureau Offices. In keeping with the faith of implementation is
the aspect of being a transformational leader, which includes behavior that inspires
change for the better. Professionalism is the key to transformation. Acceleration and
improvement of current projects comes with the utmost discipline in implementation,
from physical cleanliness of offices to strict adherence to public service models. We
are all envisioned to carry forth change, from the larger scope of policy improvement
thru completion of all expected outputs, thru timely and sincere service, and to the
everyday task of maintaining public dignity, by cleaning up and being a model public
servant. Each and every employee of the DENR-CAR, no matter the position, comes
