MANDANAS-GARCIA RULING IMPLEMENTATION To ensure the responsiveness and quality of the submitted Devolution Transition Plan of all local government units in Laguna Province, DILG Laguna, thru its Devolution Core Team, led the LGU DTP Rapid Quality Assessment from January 26, 2022 to February 9, 2022. LGU DTP RAPID QUALITY ASSESSMENT It was the first phase of the DTP Analytical Framework which served as guide to further analyze the LGU DTPs. The assessment focused on evaluating the quality and compliance of DTPs to DBM-DILG Joint Memorandum Circular (JMC) No. 2021-1. Members of the DILG Laguna Devolution Core Team -Cluster Team Leaders Quennie C. Malleon and Ma. Lorilyn V. Manrique and DTP Provincial Focal Persons Jinkee C. Advento and Hannah Krystel R. Castro, evaluated the city/municipal DTPs based on 3 parameters: form completeness, adherence to process and alignment, and DTP content consistency. Meanwhile, the City/Municipal Local Government Operations Officers assessed the submitted DTPs of barangays under their jurisdiction. Prescribed DTP assessment forms were utilized, supported by documents for the means of verification (MOV). Results of the assessment showed that a total of 694 out of 713 LGUs (province, cities, municipalities, barangays) in Laguna are fully compliant with the parameter 1 or form completeness, 667 are fully compliant with parameter 2 or process and alignment, and 610 in parameter 3 or content consistency.


RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) The RCSP is a convergence mechanism for local government units, particularly in the barangay for the identification of issues and needed government interventions. It is anchored on the empowerment framework that intends to develop people’s capability to organize themselves and their development by bringing about value-chain interventions to uplift their current condition. The RCSP adheres to the governance principles with the end in view of ensuring social justice and mainstreaming peace and development thrusts. For this year’s implementation, the identified priority target communities in the Province of Laguna are Barangay San Antonio, Kalayaan, and Barangay Galalan, Pangil. COORDINATION MEETING WITH THE DEPARTMENT OF AGRARIAN REFORM (DAR) AND UPLB LAND GRANT MANAGEMENT OFFICE


RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) One of the activities under RCSP is the conduct of Ugnayan sa Barangay. This activity aims to identify development gaps, and other issues present in the target barangays. One of the issues raised during the Ugnayan is the property of the University of the Philippines (UP) in the aforementioned barangays. The DILG Laguna initiated a coordination meeting with the Department of Agrarian Reform (DAR) and the UP-Los Banos Land Grant Office together with the Hon. Ramil Hernandez represented by Ms. Maricar Palacol, Officer-inCharge, Provincial Peace and Order Office, as the Head of the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC), 202nd Brigade-Philippine Army, andLaguna Provincial Police Office (PPO). The task force also invited the concerned Local Chief Executives (LCEs), a representative from Sanguniang Bayan, Punong Barangay of San Antonio, Kalayaan, and Barangay Galalan, Pangil. COORDINATION MEETING WITH DAR AND UPLB LAND GRANT MANAGEMENT OFFICE U.P. Land Grant Case Brief UP Land Grant Property coverage recommendation to craft a resolution requesting for the acquisition of the concerned land, and let the legislators pass a new law that can appeal to the Legislative Act No. 3608. The meeting was held last November 17, 2022, at Governor’s Executive Conference Room, Old Capitol Building, Provincial Capitol Compound, Santa Cruz, Laguna. During the meeting, the following agenda were discussed:


RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) On October 14, 2022, the Provincial Task Force on Ending Local Communist Armed Conflict (PTF-ELCAC), in coordination with the Regional Task Force on ELCAC, and in partnership with the Municipal Government of Kalayaan, Laguna facilitated the conduct of Serbisyo Caravan in Barangay San Antonio. During the activity, Engr. John M. Cerezo, Provincial Director, DILG Laguna gave the overview of the RCSP and Executive Order No. 70. He gave emphasis on the Whole-ofNation approach that aims to promote convergence among national government agencies, the local government units, civil society organizations, and other stakeholders for inclusive peace and development. SERBISYO CARAVAN IN BRGY. SAN ANTONIO, KALAYAAN, LAGUNA Peace-building messages were delivered by Mr. Jerick E. Arcega from Localized Executive Order 70 – Program Management Office, DILG Central Office, and Engr. Daniel Carlo Farenas of DILG Region IV-A. They put emphasis on the actions being undertaken by the national government in order to bring peace and development in every community. They also encouraged the community to support the national government in its fight to maintain peace and order in every community.

RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) On October 25, 2022, the Provincial Task Force on Ending Local Communist Armed Conflict (PTF-ELCAC), in coordination with the Regional Task Force on ELCAC, and in partnership with the Municipal Government of Pangil, Laguna facilitated the conduct of Serbisyo Caravan in Barangay Galalan. The activity started at around 08:30 in the morning. Hon. Josephine Taniegra, Punong Barangay, Barangay Galalan, gave the welcome message. She expressed her gratitude to all the national government agencies (NGAs) present at the caravan, and for the different services that they’ve committed to provide for the residents of Barangay Galalan. Aritao, Municipal Mayor, Pangil, Laguna expressed his gratitude, during his opening remarks, to the national government for including Barangay San Galalan as one of the priority target barangays under RCSP. He also thanked the residents of Barangay Galalan for attending the caravan despite the heavy rainfall. As part of the program, Engr. John M. Cerezo, Provincial Director, DILG Laguna gave the overview of the RCSP and Executive Order No. 70. Moreover, in behalf of Dir. Ariel O. Iglesia, CESO III, Regional Director, DILG Region IV-A (CALABARZON), LGOO IV Ethyl Mae Paredes, rendered a peace-building message. Dir. Rene V. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE, AND EFFECTIVE LOCAL GOVERNANCE From April 19 to May 12 of this year, DILG Laguna has successfully completed the CY 2022 SEAL OF GOOD LOCAL GOVERNANCE (SGLG) PROVINCIAL ASSESSMENT AND PROVINCIAL CALIBRATION. It aims to assess the 30 LGUs in Laguna on the ten (10) governance areas of the SGLG, to wit: SEAL OF GOOD LOCAL GOVERNANCE (SGLG) 10 SGLG GOVERNANCE AREAS Financial Administration; Disaster Preparedness; Social Protection and Sensitivity Program; Health Compliance and Responsiveness; Programs for Sustainable Education; Business Friendliness and Competitiveness; Safety, Peace, and Order; Environmental Management; Tourism, Heritage Development, Culture and Arts; and Youth Development. Two (2) Sub-Regional Assessment Teams (RATs) were formed to assess the LGUs in each DILG Laguna Clusters (A, and B). Each Sub-RATs were composed of ten (10) members composed of eight (8) DILG Field Officers, and two (2) Civil Society Organization (CSO) representatives, headed by the two (2) DILG Laguna Cluster Heads: LGOO VII Ma. Lorilyn V. Manrique, and LGOO VII Quennie C. Malleon.


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE, AND EFFECTIVE LOCAL GOVERNANCE After each LGU’s assessment, an exit conference was conducted in order to properly communicate the initial assessment result to the concerned LGU officials, and functionaries. On May 11-12, 2022, the finalization of assessment forms and provincial calibration took place at the DILG Laguna Provincial Office, Brgy. Gatid Santa Cruz, Laguna. SEAL OF GOOD LOCAL GOVERNANCE (SGLG)


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE, AND EFFECTIVE LOCAL GOVERNANCE SGLG, the flagship program of the Department, continues its search for LGUs that provide good local governance through the provision of basic services to their citizenry. SEAL OF GOOD LOCAL GOVERNANCE (SGLG) NATIONAL VALIDATION 10 SGLG POTENTIAL PASSERS City of Biñan City of Calamba San Pablo City City of Santa Rosa City of San Pedro, Province of Laguna, Municipality of Kalayaan, Municipality of Paete, Municipality of Luisiana, Municipality of Mabitac During its national validation, the documents of the 10 potential passers were revalidated, and reviewed from August 22-26, 2022. Concerned LGU officials, and functionaries were interviewed, and the national validators conducted an onsite inspection all throughout the activity. Despite the challenges brought about by Tropical Storm Florita, and the declaration of cancellation of government work on August 24, 2022, the scheduled SGLG national validation pushed through. To give assistance to the validators, each of them were assisted by one DILG Laguna personnel, and the concerned DILG Field Officers.


SGLG NATIONAL VALIDATION IN THE PROVINCE OF ISABELA As an SGLG Provincial Focal Person, LGOO III Joyce A. Saavedra served as the SGLG national validator for the Municipalities of San Manuel, Aurora, and San Mateo all of the Province of Isabela on September 11-16, 2022. She conducted document review, interview, and onsite inspection to the abovementioned local government units considered as potential passers for CY 2022 Seal of Good Local Governance (SGLG).


The DILG Laguna Provincial Office, in partnership with the Vice Mayor’s League of the Philippines- Laguna Chapter and Philippine Councilors League-Laguna Chapter, facilitated the conduct of the Newly Elected Officials (NEO) Orientation Course for the Province of Laguna held on September 22-24, 2022 at the Summit Ridge Hotel, Tagaytay City, Cavite. NEWLY-ELECTED OFFICIALS’ ORIENTATION COURSE


The 1st day of the activity started with the registration of the participants and distribution of their training kits. The program proper started at exactly 9:00 in the morning. After the invocation through an AVP, it was followed by the welcome remarks of Hon. Jonalina “Dada” R. Reyes, President, PCL. Followed immediately with the opening message of the DILG Laguna Provincial Director, Engr. John M. Cerezo. Dir. Ariel O. Iglesia, CESO III Regional Director, DILG Region IV-A (CALABARZON), Hon. Ramil L. Hernandez, Laguna Governor, and Atty. Katherine C. Agapay-Laguna Vice Governor, also graced the activity to deliver their inspirational message to impart valuable learnings and experiences in their journey to being an excellent and outstanding public servants. It was immediate followed with the presentation and discussion of the topic for the three day activity. NEO - DAY 1 LGOO V Jinkee C. Advento, LGCDS Section Chief discussed the overview of the training including the expectation setting, house rules, safety protocols and pre and post evaluations. NEWLY-ELECTED OFFICIALS’ ORIENTATION COURSE


Subsequently followed by the presentation of the DILG Way of Life delivered by LGOO VI Florabel M. Ingel DILG Laguna Program Manager and Concurrent MLGOO of Pakil. Afterwards, Cluster Head Maria Lorilyn V. Manrique, discussed the session on “The State of Local Governance Today: Advocating Excellence Performance in Local Governance”. After that, the whole afternoon was allotted in the discussion of Dir. Ronald Barcena on Session 1 with the following topics; Items of Legislation, Local Legislative Process, Procedural and Substantive Requirements of Session, Applied Parliamentary Rules of Procedure, and the Power of NEO - DAY 2 Review. The second day started with the recapitulation of the previous day’s learnings facilitated by the moderation. Afterwards, Mr. L.A Ruanto discussed Session 2, Foundational Values and Ethics of Public Servants. Subsequently, Mr. Hiro Tamashiro discussed Session 3: Local Fiscal Management with the following topics; Overview of Local Plans, Plan Budget Linkage, Local Budget Cycle, and Performance Audit SGLG Indicator. Shortly after his discussion, Mr. Hiro Tamashiro together with Dir. Ronald Barcena facilitated a question and answer and open forum, where the participants provided their questions and experiences in their respective localities while the two resource speakers provided their answers to all their queries. The three day activity wrapped up with the synthesis facilitated by the moderator, delivery of select participants impressions and the distribution of their Certificate of Completion. NEWLY-ELECTED OFFICIALS’ ORIENTATION COURSE


PEACEFUL, ORDERLY, AND SAFE LGUS Laguna Police Provincial Office (LPPO) on February 18, 2022, launched the S.A.F.E (Secure, Accurate, Free/Fair Elections) 2022 at Camp BGen Paciano Rizal, Santa Cruz, Laguna. Representatives from various national government agencies, religious organizations, civil society organizations, and other stakeholders gathered to promote safe National and Local Elections (NLE) on May 2022. The PNP’s campaign for safe NLE 2022 called “Kasimbayanan” – Kawani (national government agencies), Simbahan (Church/religious sector), at Pamayanan (community) became the highlight of the activity. PCOL Rogarth B Campo, Acting Provincial Director, Laguna Police Provincial Office, in his welcome remarks, assured that the men and women of LPPO will provide intensive security measures in ensuring a safe and successful 2022 elections. SAFE NLE 2022 LAUNCHING


PEACEFUL, ORDERLY, AND SAFE LGUS Meanwhile, Engr. John M. Cerezo, Provincial Director, DILG Laguna and Dr. Gigi Janairo, DOH Provincial Coordinator, both members of the Provincial COMELEC Campaign Committee (PCCC), reiterated the importance of adhering to the safety protocols established by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) while conducting various campaign-related activities. All guests and participants of the launching supported the signing of the manifesto for a safe election. SAFE NLE 2022 LAUNCHING


PEACEFUL, ORDERLY, AND SAFE LGUS On February 17, 2022, DILG Laguna, through the Local Government Monitoring and Evaluation Section (LGMES) conducted the Orientation on the Peace and Order Council (POC) Performance Audit for C/MLGOOs and LGU POC Focal Persons in the Province of Laguna via Zoom online platform. The activity’s objective was to orient all C/MLGOOs and LGU POC Focal Persons on the guidelines for the conduct CY 2019 and 2021 Peace and Order Council (POC) Performance Audit and present the tentative calendar of activities to the participants. DILG Laguna Provincial Director John M. Cerezo, in his welcome remarks, put emphasis on the important role of the Peace and Order Councils (POCs) in attaining lasting peace, order, and public safety in every community. He also reiterated the valuable role of the LGU focal persons in the conduct of the audit. ORIENTATION ON POC AUDIT


PEACEFUL, ORDERLY, AND SAFE LGUS OIC-Chief of DILG Laguna LGMES Joyce A. Saavedra presented the draft DILG Memorandum Circular re: Guidelines for CY 2019 and 2021 Peace and Order Council (POC) Performance Audit. Ms. Saavedra also informed the participants that the result of the 2019 and 2021 audit will be utilized as data in the Seal of Good Local Governance assessment. She also informed the body that signed issuance will be provided once available. LGOO II Wyeth L. Fernandez discussed the process of uploading documents or means of verification using the POC audit system. A hands-on training was also performed by the participants, and an open forum followed thereafter. ORIENTATION ON POC AUDIT


In order to assess the CY 2019 and 2021 performance of all City/Municipal Peace and Order Councils (C/MPOCs) and POC Secretariats, and finalize the 2019 and 2021 audit scores of the C/MPOCs, DILG Laguna conducted a two-part audit activity together with the members of the POC Provincial Audit Team (PAT). CY 2019 AND 2021 PEACE AND ORDER COUNCIL (POC) PERFORMANCE AUDIT The PAT, which consisted of representatives from DILG Laguna, Laguna Police Provincial Office (PPO), Philippine Drug Enforcement Agency (PDEA), Laguna Peace and Order Office, and two (2) Civil Society Organizations (CSOs) assessed the local POCs in terms of their organization; conduct of meetings; policies, plan, and budget, submission of reports, and general supervision over component POCs; and innovations. PEACEFUL, ORDERLY, AND SAFE LGUS On April 11-13, 2022, the CY 2021 POC Performance Audit was conducted on at the Laguna Police Provincial Office. This audit proper was prioritized in order to provide the POC Audit result needed in the CY 2022 Seal of Good Local Governance (SGLG) Provincial Assessment. Thirty (30) local POCs were assessed on the three-day activity.

CY 2019 AND 2021 PEACE AND ORDER COUNCIL (POC) PERFORMANCE AUDIT PEACEFUL, ORDERLY, AND SAFE LGUS In the same manner, the CY 2019 POC Performance Audit was conducted on April 17-19, 2022 at Max’s Restaurant, Sunstar Mall, Brgy. Gatid, Santa Cruz, Laguna. Both audit activities were conducted in accordance with DILG Memorandum Circular No. 2022-013. Overall, majority of the C/MPOCs within the Province of Laguna has received a “Moderate Functionality“ level of performance; thus, indicating the effectiveness of the local POCs in maintaining the peace and order situation within their localities.


As part of the National Government’s strategy to end Local Communist Armed Conflict (ELCAC), the Retooled Community Support Program (RCSP) was introduced. When it was first launched in the CALABARZON Region, only the Provinces of Quezon, Batangas, and Rizal had target barangays within their areas of responsibility. This year, the barangays of San Antonio, Kalayaan, and Galalan, Pangil, both of Laguna were targeted to be beneficiaries of the said program. ORIENTATION ON THE IMPLEMENTATION OF 2022 RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) IN THE PROVINCE OF LAGUNA With this, DILG Laguna conducted an orientation on the implementation of the RCSP in the Province of Laguna. This activity was attended by the representatives of the Provincial, concerned Municipal, and Barangay Task Force on ELCAC. Their roles and responsibilities in the implementation of RCSP in their respective areas of jurisdiction were discussed. An action planning activity was also done in order to identify the needed services of the target barangays.


ORIENTATION ON THE IMPLEMENTATION OF 2022 RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) IN THE PROVINCE OF LAGUNA


VIRTUAL COORDINATION MEETING FOR UGNAYAN SA BARANGAY (BRGY. GALALAN, PANGIL, LAGUNA) As a follow through activity of the RCSP orientation, a virtual coordination meeting was conducted on June 20, 2022 for the Ugnayan sa Barangay—a platform that bridges the gap between the target RCSP barangay and the national government agencies concerned. The action plan crafted during the RCSP Orientation was presented on the said virtual meeting to inform the RCSP Team of Laguna on the details of the gaps identified by Barangay Galalan, Pangil, and the services needed to fill these gaps. In return, the RCSP Team composed of representatives from concerned National Government Agencies, and Provincial Government Offices gave their commitment, as well as their respective actions to be taken in order to assist the said barangay.


VIRTUAL COORDINATION MEETING FOR UGNAYAN SA BARANGAY (BRGY. GALALAN, PANGIL, LAGUNA)


Every year, the DILG, in coordination with concerned agencies, and offices, conducts the Anti-Drug Abuse Council (ADAC) Performance Audit in order to assess the functionality and effectiveness of local ADACs, and recognize among them the best performing ones. For CY 2021, the City/Municipal ADAC Performance Audit was conducted on May 4-6, 2022 at Max’s Restaurant, Sunstar Mall, Brgy. Gatid, Santa Cruz, Laguna. Thirty (30) local ADACs were assessed by the ADAC Provincial Audit Team (APT) headed by Engr. John M. Cerezo, Provincial Director of DILG Laguna, with members from the PDEA, two (2) partner CSOs, Laguna PPO, and the Laguna Peace and Order Office. CY 2021 ANTI-DRUG ABUSE COUNCIL (ADAC) PERFORMANCE AUDIT


Just like the previous audit years, the said audit was made possible with the help of technology, using the ADAC-Functionality Monitoring System (FMS). This system is being used to facilitate the viewing of the submitted documents of ADACs, and easily assign scores for each indicator/criterion. Among the 30 City/Municipal ADACs within the Province of Laguna, 4 were found to have low functionality during the year 2021, 14 had moderate functionality, and only 12 or 40% of the LGUs got a rating equivalent to high functionality. CY 2021 ANTI-DRUG ABUSE COUNCIL (ADAC) PERFORMANCE AUDIT


SOCIALLY PROTECTIVE LGUS The whole implementation of the CY 2022 LCAT-VAWC Functionality Assessment took place from May 16, 2022 to September 5, 2022. Thirty (30) LGUs in the Province of Laguna underwent the assessment process to determine their LCATVAWC level of functionality. CY 2022 LOCAL COUNCIL FOR ANTI-TRAFFICKING AND PROTECTION OF WOMEN AND THEIR CHILDREN FUNCTIONALITY ASSESSMENT 30 LGUS Moderately, and Highly Functional Out of 28 2 Not able to submit their respective MOVs Out of the 30 LGUs, 28 were found to be moderately, and highly functional while 2 LGUs were not able to submit their respective MOVs. On September 8, 2022, an exit conference was conducted to communicate the initial results of the LCAT VAWC Functionality.


ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUS On August 15 and 16, 2022, the National Inter-Agency Committee (NIAC) Validators conducted the National Validation on for the Municipalities of Victoria, and Majayjay, Laguna. The said activity was also attended by the Manila Bay Program Officers of DILG IV-A and DILG Laguna, Cluster Head A, Field Officer of Municipality of Majayjay and Local Manila Bay Task Force. 2021 NATIONAL INTER-AGENCY COMMITTEE – NATIONAL VALIDATIONS Not able to submit their respective MOVs The main objective of this activity is to thoroughly assess the submitted documents of the said LGUs as proof of their compliance to the Manila Bay Clean-up, Rehabilitation and Preservation Program (MBCRPP) during the covered period through a table assessment, and to verify their actual compliance in their areas of jurisdiction through an Onsite Inspection.


ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUS As the result, the NIAC Validators recommended the fast tracking of the rehabilitation of the Sanitary Land Fill in Barangay Daniw, Victoria, Laguna. In addition, both the Municipalities of Majayjay, and Victoria, Laguna were advised to submit additional modes of verification (MOVs) to ensure their compliance in the MBCRPP. 2021 NATIONAL INTER-AGENCY COMMITTEE – NATIONAL VALIDATIONS


ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUS As a follow-through activity on the recently concluded eLCCAP Training of Trainers, an onsite visitation was initiated by the Laguna eLCCAP trainers from DILG Laguna, Provincial Disaster Risk Reduction and Management Office-Laguna, Local Climate Change Adaptation and Mitigation Office-Laguna, and Laguna State Polytechnic University on September 19, 2022. The model LGU for this activity is the Municipality of Kalayaan, Laguna—one of the few LGUs within the country who is fortunate to have a partnership with USAID in the accomplishment of their eLCCAP. After the visitation, the eLCCAP trainers conducted a short meeting to plan the steps to be undertaken in order to help the LGUs within the Province of Laguna come up with their respective eLCCAPs. ONSITE VISITATION IN THE MUNICIPALITY OF KALAYAAN, LAGUNA RE: THEIR ENHANCED LOCAL CLIMATE CHANGE ADAPTATION PLAN (ELCCAP)


ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUS The 2021 Manila Bayani Awards and Incentives National Validation was successfully conducted on July 21 and 22, 2022. It was attended by the National Inter-Agency Committee Validators, Manila Bay Program Officers of DILG IV-A and DILG Laguna, Cluster Heads, Field Officers of the City of Biñan, and Municipality of Kalayaan and their respective Local Manila Bay Task Forces. Both LGUs bagged the 1st Place in the 2020 Manila Bayani Awards and Incentives (MBAI). For this year, they represent our Region (IV-A) in the said validation together with City of Balanga, Bataan and Municipality of Baliuag, Bulacan for Region III and Makati City for National Capital Region. 2021 MANILA BAYANI AWARDS AND INCENTIVES NATIONAL VALIDATION


ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUS QUARTERLY CONDUCT OF NATIONAL SIMULTANEOUS EARTHQUAKE DRILL The participants were reoriented/reminded on the proper drill process 10 minutes before the actual drill As the Vice-Chair of Disaster Preparedness, the DILG initiates, and participates in the conduct of the quarterly NSED. The following were the observations made during the four (4) Quarterly NSED conducted, to wit: Participants were able to practice the Duck-CoverHold properly. Those who cannot go under their respective tables (due to their physique) covered their heads with hard materials, or hands for their protection.. The minimum public health standards were observed during the conduct of the NSED.

ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUS 2022 LGU - CA The DILG Laguna thru Local Government Monitoring and Evaluation Section conducted the 2022 LGU CA last October 25 to November 28, 2022. The Provincial Inter-Agency Committee (PIAC) - Laguna in the Province of Laguna was composed of different Provincial Agencies namely DILG – Laguna, Provincial Environment and Natural Resources Office (PENRO) – Laguna, Laguna Provincial Government Environment and Natural Resources Office (PG-ENRO), Laguna Provincial Urban Development and Housing Office (PUDHO), Laguna Provincial Health Office (PHO) and Laguna Provincial Planning and Development Office (PPDO).

The initial result of the PIAC-Laguna for the 30 LGUs in Laguna was submitted to the Regional Inter-Agency Committee (RIAC) – CALABARZON. The final deliberation for the result was conducted last December 6 and 7, 2022 at View Park Hotel. The said deliberation was attended by the mandamus agencies namely Department of the Interior and Local Government IV-A, Department of the Environment and Natural Resources (DENR) – Environmental Management Bureau (EMB) IV-A, DENR – Manila Bay Coordinating Office IV-A, Department of Human Settlement and Urban Development (DHSUD) IV-A and Laguna Lake Development Authority. The following LGUs are recognized as the top performer in the Province and Regional level. To strengthen the online presence and further enhance the communication efforts of DILG Laguna, the Provincial Communications and Information Team (PCIT) conducted its first quarter meeting, along with the members of The Catalyst Editorial Board, on January 11, 2022 via Zoom online application. In her opening message, Provincial Program Manager Florabel M. Ingel stressed the importance of the role of PCIT in providing relevant information to our stakeholders. LGOO II Hannah Krystel R. Castro presented the notable accomplishments of Laguna PCIT in year 2021, as well as the reorganization of The Catalyst Editorial Board. She also provided updates on the operations of PCIT and its communication plan for FY 2022. Afterwards, there had been a reorganization of the PCIT to outline how certain activities are directed and determine how information flows between levels within the team. Members of the PCIT are expected to discharge their roles and responsibilities to achieve meet their targets and achieve ultimate goal of sharing important information and maintaining regular contact with the clientele. HIGHLIGHTS The Department of the Interior and Local Government (DILG) is the primary institution that bridges the National Government Agencies (NGAs) and Local Government Units (LGUs). Through various statutes, the DILG is mandated to support the development of LGUs into self-reliant government entities that have local autonomy and accountability over its constituents and resources. Its programs and projects promote peace and order, ensure public safety, and strengthen the capacity of local government units to effectively deliver basic services to the citizenry. With support from the Canadian International Development Agency (CIDA), the Local Government Academy (LGA) spearheaded the establishment of the Local Governance Resource Centers (LGRCs) in 2005, paving the way for CITY OF CABUYAO SUB-LGRC ORIENTATION AND MSAC MOA SIGNING Pamantasan ng Cabuyao City of Cabuyao, Laguna December 16, 2022 the establishment of the national and regional LGRCs, initially as a program providing services and advancing the goal of the DILG to become KCOs. Over the years, the LGRCs have evolved and now serve as a platform for convergence in delivering capacity development for LGUs, and respond to the challenge of developing, brokering, managing, and facilitating the exchange of knowledge and information between and among local governance stakeholders.


To optimize the capacity of the DILG Field Offices in providing support and assistance to local government units especially in their transition to full devolution, the Local Government Academy (LGA), thru the Human Resource Development Division (HRDD) conducted an onlinesurvey on the status and readiness of the DILG Field Units to be established as Sub-LGRRC last June 17, 2022, resulting to the selection of the City of Cabuyao to be one of the few selected local government units to establish their own Sub-LGRRC. The Sub-LGRC shall develop products and services that promotes excellence in local governance and for policy direction, in partnership with Local Resource Institutes (State Universities and Colleges), CivilSociety Organizations, and the private sector whose primary mandate or mission concerns improving local governance is hereby enjoined. In line with the establishment of the City of Cabuyao, Sub-LGRC, DILG Laguna, in partnership with the local government of Cabuyao, DILG Cabuyao Field Office and the Pamantasan ng Cabuyao, conducted the City of Cabuyao Sub-LGRC Orientation and MSAC MOA Signing on December 16, 2022 at the Pamantasan ng Cabuyao Library, City of Cabuyao, Laguna. During the activity, LGOO IV April Joy Marquez discussed the Local Governance Resource Center and the Multi-Sectoral Advisory Committee, and was immediately followed by the MOA signing, and the turn-over of the LGRC Knowledge Products. Subsequently, Dr. Clarlemagne Lavina, PNC President, conveyed his acceptance speech and expressed the university’s commitment to be an active partner of the sub-LGRC and member of the MSAC. Lastly, discussions on Knowledge Management, KM Audit, and the Operations Manual were given by LGOO IV Marquez, and LGOO II Eunice Sales. To further strengthen the internal organizational capacity of the Department, the DILG-IV A Regional Office, through its Finance and Administrative Division, facilitated the Leadership Excellence At DILG (LEAD) Course. From its Kick-Off Ceremony on June 7, 2022, to its Graduation Ceremony on November 22, 2022, at Lima Park Hotel, Malvar, Batangas, the LEAD Course has produced fifteen (15) graduates from among the Career Executive Service (CES) Written Exam passers within the region. Among its graduates are two (2) DILG-Laguna personnel, namely: HIGHLIGHTS DILG IV-A LEAD COURSE LGOO VI Florabel M. Ingel, Senior Staff/MLGOO, DILG-Pakil; and LGOO VI Michiko R. Escalante, MLGOO, DILG-Los Baños. The 14-day training comprised of topics relative to the enhancement of core, and leadership competencies.


Before the year 2022 came to its end, the DILG-Laguna conducted its 4th Quarter Provincial Team Conference cum 2022 Year-End Assessment on December 12, 2022 at the Kamayan sa Palaisdaan Resto Resort, Bay, Laguna. During the activity, the reporting of accomplishments, and awarding of certificates were conducted by each DILG-Laguna Sections (LGCDS/PDMU, LGMES, Legal, and FAS). For the last part of its program, the DILG-Laguna personnel participated in exciting games, contests, raffle draws, and gift exchange in celebration of the upcoming holidays.
