EXPLANATORY NOTES
This finding aids books is prepared to facilitate the retrieving and use of records and archival
material related to the “Sukma Games”. Various of information can be obtained from both electronic and
non electronic sources. The list of available materials include records that related to a collection of types of
images, articles and many more.
This finding aids book aims to help researchers to find and obtain the desired material easily. All the
materials are listed according to the type of collection that document simple inventory and description of
selected materials. The content of this finding aids based on the materials available in the National Archives
of Malaysia.

INTRODUCTION
SUKMA is an acronym for SUKAN MALAYSIA (Malaysian Games) which can be regarded as a mini olympic, so to speak.
This prestigious event is organized by correspondences comprising of Majlis Sukan Negara Malaysia (MSNM), Majlis-Majlis Sukan
Negeri (MMSN), Majlis Sukan Sekolah-Sekolah Malaysia (MSSM), Majlis Sukan Universiti (MASUM) and Majlis Sukan Polis
Diraja Malaysia. The SUKMA Games (Sukan Malaysia, literally Malaysian Games) is a biannual national multi-sport event involving
young athletes from the country’s 13 member states and Federal Territory. The tournament is held alternately with the SEA Games for
the purpose of unearthing new talents of athletes with high potential to represent the country. The first SUKMA Games was held in
Kuala Lumpur from April 19 to 26, 1986. Some 3850 athletes from Kuala Lumpur Federal Territory, Malaysian Universities Sports
Council, Royal Malaysian Police, Malaysian Armed Forces and the 13 states taking part.

CHAPTER 1
Background and History
Sukma Games

Malaysian Games (SUKMA) was proposed by the Minister of Culture, Youth and Sport, YB Anwar
Ibrahim in 1983. For a start, 6 sports, which include athletics, tennis, PingPong, Cycling, Sports and
Volleyball. The number of sports increased due to popularity. Surprisingly, this suggestion
somehow captures many attention from interested parties. Hence new proposal were made to add
more sports by involving private sector as sponsor to generate a source of funds. A final agreement
was reached on 5 February 1986 by the board of directors to organized the first event in 1986. A
concept called “Malaysia Incorporated” was used and the amateur sports rules were also being
used. On 6th July 1965, the board of directors established a high-powered committee and the
organizing committee to manage the event. All aspects of the event including infrastructure, venue
selection, sports rules and promotion are within the committee concern. Promotion is a crucial
factor in SUKMA Games because it will deliver information regarding the date, venue and event
schedule.

Malaysian Games (SUKMA) is the largest national level sports and national youth games in the
country. Malaysian Games (SUKMA) is a sport festival organized by the National Sports Council
of Malaysia in collaboration with Malaysian Council Olympic Council, the National Sports
Association and the State Government involved in organizing this biennial youth sports event. The
Malaysian Games (SUKMA) started in 1986 with Kuala Lumpur as the first host of this event. The
SUKMA Games are held every two years by state until 2010. The sports development Committee
(JKPS) meeting in 2010 has decided for the Games to be organized every year starting from 2011
with the National Sports Council as the host every odd year in an effort to develop all sports in
Malaysia especially sports of choice. However, the Malaysian Games (SUKMA) in the odd year
was stopped in 2015 due to high cost for the State Sport Council to fund a contingent of the
Malaysian Games (SUKMA) every year and also due to tight state sports agenda. SUKMA gets the
attention of all sports people, including athletes, technical officers, sports administration, sports
lovers, the media and also sponsors.

MALAYSIAN GAMES OBJECTIVE:
1. Improving the quality of sports youth athletes at the state level
2. Encourage and enhance the performance of officials expertise such as coaches, technical
officers and sports administration
3. Encourage the construction of new sports facilities as well as the refurbishment of existing
facilities at state level

APPOINTMENT OF HOST:
● The appointment as the host of SUKMA Games is organized by zone by rotation
● All states have hosted the SUKMA Games except for 2 states, which is Kelantan and
Federal Territory.
● The first SUKMA Games was competed in 1986 and Kuala Lumpur as the host.

SUKMA GAMES MASCOT
According to definition, a mascot is a person or famous celebrity, inanimate object and
animal. It is often associated with good luck. The most frequently appearing mascots on
public media we see do far are brand mascots. According to Lentini (2007) brand mascots
are useful for bringing a brand to life in tangible form,spreading their messages across a
variety of media. There is another kind of mascot, which often associated with sporting
events. The one that we are referring to is Anthropomorphic Mascot. The word
Anthropomorphic refers to “the endowment of animals, objects and environments with
human characteristics” (Paul Wells, 1998). In context of Malaysia, Anthropomorphic
Mascot is often used in the promotion of multi-sport event namely Sukan Malaysia or
SUKMA. The mascot will be used for promotion before actual event, during the event and
after the event. It will take the role as the ambassador of goodwill representing the city, state
and country.

General Rules Sukma
Games
Rules in a sport should be emphasized because if a team does not pass the
qualification it will be eliminated without competing. The Sukma Games,
(Malaysian Games) is a biennial national multi-sport event involving young
athletes from Malaysian 13 member states and the Federal territory. The
games is regulated by the National Sports Council of Malaysia, the state
sports council of the respective member states, the Olympic Council of
Malaysia and the National Sports association of the games respective sporting
event.

The list below shows the sports that are played at all the Sukma Games since
1986. It is divided into two categories which is core sports and optional
sports. In core sports it have 14 types of sports followed by optional sports
are 28 types. The age limit for SUKMA participation is 21 years and below,
however there are sports events such as gymnastics that set an age limit of 15
years and below. Every contestant and athletes must abide by those key rules
to avoid early disqualifications.

The next rules in SUKMA GAMES are conditions of participation. Participation is limited to state
teams and contingent agreed by the Malaysian Sports Council as invited contingent. Entries must be
made through the Sport Council state. Each contingent can only register one men’s team and one
women’s team. Next, each contingent must appoint at least one coach of the opposite sex of the 4
person allowed. For contestant, one athlete can only be registered to participate in 3 events singles
and 2 team events. Meanwhile, each team is allowed to send 2 participants for each individual
events and one team for team event.

All teams must submit the form registration along with the 2 copies of the card identification either
civil, police or military and 3 photographs passport size for each participant. Only participants are
registered with a registration fee RM 150 per person according to general rule article 6.2 only who
are eligible to participate in this competition. After Mesyuarat Pendaftaran Delegasi (DRM) stated
no replacement again allowed. For injury cases, replacement is a must accompanied by a medical
report from the government hospital for consideration by the special technical committee. Athlete
replacements must be from the list of athletes who have been registered in the long registration list.

Subject to General Rule Article 21.9, Athletes who serving with PDRM cannot represent any
contingent / state unless written permission is obtained from PDRM Sports Council. While for the
athletes who serve with the Malaysian Armed Forces (ATM) is subject to the Circular of the Armed
Forces Sports Council where members shall still represent the state of duty and the members
conscription represents their state of origin unless obtained written consent.

However, emissions represent state of origin for permanent members is allowed in the event of an
offer SPORTS - MALAYSIAN SPORTS XX, JOHOR 2020 4/19 positions are accepted after the
closing date of list registration long (longlist).
Athletes studying at Institutions of Higher Learning who had a state government scholarship or
scholarship sponsorship shall allowed to represent the state that sponsored them. The resident status
of the participant is subject to the General Rules Article 21.5.

In addition, in every match, the head of of technical delegates and competition manager will be
appointed to launch each competition ceremony. The special technical committee will appoint the
chief technical delegate after consultation with KOM subject to General Rules Article 14.1. decision
of technical based on Regulations SUKMA and KOM Sports Competitions that can be linked in
each competition is final.

The next rule is ethics of appeal and discipline. The sukma games has set that this ethics need to be
emphasized so that not caused any negative impact.
All teams are free to appeal. Only team managers only allowed to appeal. Appeals must be made in
accordance with in writing and accompanied by a protest money of RM200.00. If the appeal granted
is unreasonable, the protest money may lapse immediately. Each appeal must be sent to the
tournament manager within thirty minutes after the announcement of the results officially made.
However all appeal procedures shall follow the practices used by the KOM below Regulation 146.

Also moreover, the appeals and disciplinary juries has been gazette in the sport system (SUKMA).
All appointments of the Appeals Jury Panel and the Disciplinary Committee and meeting procedures
are in accordance with those used by Malaysian Athletics Union (KOM).
The Jury of Appeal reserves the right to obtain any information from any party related to the matter
under discussion to make a decision. All decisions made by the SPORTS Athletic Appeal Jury
MALAYSIA is final. The final general rules for SUKMA games are competition venues, sport
villages, foods, transportation and competition equipment. This matter is compulsory to ensure the
welfare and smooth running of the program well. The competition area that has been selected will
undergo a test to ensure that the venue passes so that no harm occurs in the future. Only technical
officers are on duty and participants competing in an event only allowed to be in the competition
area for the event concerned.

The sport village and venue accommodation is ensure to ensuring every athlete is comfortable to live
in. In addition, the surrounding safety must also be taken into account so that no accidents or crimes
occur such as fire, robbery and entry of poisonous animals.
While in terms of athlete's diet, it is very important that the athlete's health is at the maximum level
before the athlete starts the competition. This should not be taken lightly because it can affect the
health and performance of athletes to compete later. Meals and menus should be appropriate to the
type of sport and diet of an athlete. This is because every athlete has a different diet and needs to get
advice from their respective nutritionists.

In terms of transportation, the authorities have provided 100 buses as the main transportation for the
athletes. The bus provided can take athletes on a bus from the accommodation location to the
competition location.
The end of our discussion is with respect to the sports equipment worn by athletes. Equipment must
be provided by the host and will be arranged and maintained by an appointed technical officer. Some
equipment such as long material for example a pole vault event, the pole itself will be carried by the
athlete himself and cannot be shared by other athletes due to certain reasons. But the other
equipment can be borrowed from SUKMA.

● Diving (is the sport of jumping or falling into water from a platform or
springboard, usually while performing acrobatics)
● Swimming (is an individual or team racing sport that requires the use
of one’s entire body to move through water)
❖ Archery (is the sport , practice or skill using of using a bow to shoot
arrows)
❖ Athletics (is a group of sporting events that involves competitive
running, jumping , throwing and walking)
❖ Badminton (is a racquet sport played using racquets to hit a
shuttlecock across a net. Although it may be played with larger team,
the common forms of the game are “singles” and “doubles”)
❖ Bowling (is a target sport and recreational activity in which player
rolls a ball towards pin or another target)

several categories of bicycle racing including road bicycle racing,

each, using hooked sticks with which the players try to drive a small
hard ball towards goals opposite ends of a field)
❖ Golf (is a club and ball sport in which players use various clubs to hit
balls into a series of holes on a course in as few strokes as possible)
❖ Gymnastics (is a sport that includes physical exercices requiring
balance, strength, flexibility, agility, coordination, dedication and
endurance)
❖ Sailing (the sport of sailing involves a variety of competitive sailing
formats that are sanctioned through various sailing federations and
yatch clubs)

❖ Sepak takraw (also called kick volleyball, is a team sport played with
a ball made of rattan or synthetic plastic between two teams of two to
four players on a court resembling a badminton court)
❖ Shooting (is a group of competitive and recreational sporting
activities involving proficiency tests of accuracy,precision and speed
in shooting)
❖ Squash (is a racket and ball sport played by two or four players in a
four walled court with a small hollow rubber ball. The players
alternate in striking the ball with their rackets onto the playable
surfaces on the four walls of the court)
❖ Weightlifting (is a sport in which athletes compete in lifting a barbell
loaded with weight plates from the ground to overhead)

❖ Judo (“gentle way” is a system of unarmed combat, modern Japanese
martial art and Olymphic sport)
❖ Kabaddi (is a contact team sport. Played between two teams of seven
players, the objective of the game is for a single plyer on offence,
referred to as a “raider”, to run into the opposing team’s half of court,
touch out as many of their defenders as possible and return to their
own half of the court)

now predominantly a striking art using punching, kicking, knee
strikes, elbow strikes and open hand techniques such as knife hands,

❖ Lawn balls (is a sport in which the objective is to roll biased balls, so
that they stop close to a smallerr ball called a “jack” or “kitty”)
❖ Muay Thai (sometimes referred to as Thai boxing, is a combat sport
that uses stand up striking along with various clinching techniques)
❖ Netball (is a ball sport played by two teams of seven players, usually
on an indoor court, and is predominantly played by women)
❖ Pencak Silat (is an umbrella term for a class of related Indonesian
martial arts)

with raffa, bocce, boule lyonnaise, lawn balls andcrown green
bowling)
❖ Rugby sevens (is an variant of rugby union in which teams are made
up of seven players playing seven minute halves, instead of the usual
15 players plaing 40 minute halves)
❖ Silambam (is an Indian martial art originating in South India in the
Indian subcontinent)
❖ Softball (is a game similar to baseball played with a larger ball on a
field that has base lengths of 60 feet, a pitcher’s mound that ranges
from 35 to 43 feet away from home plate, and a home run fence that is
220-300 feet away from home plate, depending on te type of softball
being played)
❖ Table tennis (also known as ping-pong is a sport in which two or four
players git a lightweight ball, also known as the ping-pong ball, back
and forth across a table using small solid rackets)

❖ Taekwondo (is a Korean form or martial arts characterized by
punching and kicking techniques,with emphasis on head-height kicks,
spinning jump kicks and fast kicking techniques)

❖ Volleyball (is a team sport which two teams of six players are
separated by a net)
