University of Sialkot is committed to Academic Integrity, which involves upholding ethical standards in all aspects of academic work,
including learning, teaching and research. It involves acting with the principles of honesty, fairness, trust and responsibility and requires
respect for knowledge and its development.
University supports the promotion of these values in all academic endeavors in teaching, learning and research. Students and staff of
University of Sialkot are expected to conduct themselves in a manner that reflects these values. The rules, standards, codes, policies,
guidelines, procedures and other requirements specified by University, its constituent faculties and academic units have been
developed in accordance with these values to provide direction on putting these values into action.
Every student shall observe the following Codes of Conduct:-
Faithfulness in his/her religious duties and respect for convictions of others in matters of religion, conscience and custom.
Loyalty to Pakistan and refraining from doing anything which might lower its honor and prestige in any way.

Action against Misconduct
Every member of the teaching staff shall have the power to check any disorderly or improper conduct, or any breach of the regulations
by students in any part of the University or concerned institute, hostel, playground or sports complex, residential area, market-place
and their premises and to immediately report the matter to the concerned authority/authorities. All actions taken or penalties imposed
against the student shall be recorded and conveyed in writing to the concerned officials/offices.
If such misconduct occurs in the class-room, the teacher may instantly impose a fine not exceeding Rs. 1000 (one thousand), may
report the matter at once to the concerned authority or may require the student to leave the classroom.
The Librarian or library in-charge shall be responsible for the maintenance of order in the library. In case of any disorderly conduct or
any breach of regulations, he may require the offender to withdraw from the library for the remainder of the day or if the later deserves a
severe punishment, he/she may be fined maximum to Rs. 1000 (one thousand) or reported to the Discipline Committee.
The Senior Wardens, Wardens and Assistant Wardens shall be responsible for the maintenance of order in the hostels. The Director
Administration or Administrative Officer and Security Officer shall assist the hostel administration in handling law and order situation
whenever they are called for help.
The Director of Sports/Director of Physical Education shall be responsible for the maintenance of order among the students on or near
playground or while otherwise under his charge. They shall also render their assistance in sport events organized by the University
Student Societies and Clubs.
The Chief Proctor, Staff Proctors and Students Proctors shall assist the University officials in maintaining order among the students on
the Campus and to check the behavior likely to damage the sanctity, prestige and honor of the institute or its staff.

Prohibited Acts
Full or partial breach of the following prohibited acts would result into one or more minor and/or major penalties and may end up in
cancellation of admission or expulsion from the institute/university:
Smoking in the class-room, corridor, laboratory, workshop, library, examination hall, convocation hall, during study, functions
and/or within all public buildings or places.
The consumption of alcoholic drinks or other intoxicating drugs within the institute, hostel, during instructions, sports or surveys,
entering such places or attending any such tours/camps while under the influence of such intoxication.
Except prescribed under the rules and regulations, organizing or taking part in any functions or gatherings within the institute, hostel
and their premises and organizing any club or society of student under any name on political, regional ethnic, sectarian and religious
basis or helping, supporting and harboring such elements, groups or parties in any part of the institute or hostel.
Indulgence in politics of any type or to be a member of any political party or wing of regional, ethnic or sectarian organization.
Participation or supporting any student federation and/or holding a gathering, meeting or taking out procession in any part of the
Campus.
Displaying/carrying/putting any badge, insignia, sticker, handout, poster, placard, banner, signboard, or waving flag/emblem of any
political party or a sect, tribe or regional group or person, wall chalking on any part of buildings, notice boards vehicles, roads or
anywhere on campus.
Collecting any money or receiving funds or pecuniary assistance for or on behalf of the institution except with the written permission
of the competent authority.
Staging, inciting or participating in; or abetting any walk-out, strike, or other form of agitation against the institute or its teachers or
officers; inciting any one to violence, disruption of the peaceful atmosphere of the institute in any way; making inflammatory
speeches or gestures which may cause resentment; issuing of pamphlets or cartoons casting aspersions on the teachers, staff of
the institute or its bodies; or doing anything in any way like to promote rift and hatred among the various groups of classes of
students community; issuing statements in the press; making false accusations or lowering the prestige of the institute.
Possession of weapons of any kind on the campus including fire-arms, crackers clubs, road, sharp or blunt tools in the institute,
library or hostel and their premises.
Interference in the official matters and threatening the authorities or duty staff.
Living in hostels without payment; hanging on the dining hall/canteen, sponging on an individual or shops on the campus.
Subletting hostel accommodation.

Act of Indiscipline
Anyone who:
Disobeys the lawful order of teacher or other person in authority in the institute;
Habitually neglects his/her work or habitually absents himself/herself from classes without valid reason;
Willfully damages public property or the property of a fellow student, teacher or employee of the university;
Does not pay the fees, fines, or other dues payable under the rules and regulations;
Does not comply with the rules relating to residence in hostels; uses indecent language, wears immodest dress, makes indecent
remarks or gestures, behaves in a disorderly manner and commits any criminal immoral, dishonorable act (whether committed
within the Campus or outside) or any act which is prejudicial to the interest of the institute shall be guilty of an act of indiscipline and
shall be liable for each such act to one or more of the penalties mentioned below in regulation.

Major Penalties
Rustication by the Head of Department
Expulsion from an institute by the Discipline Committee with the approval of the Vice-Chancellor.
Rustication
The head of an institute may rusticate a student for misconduct or gross breach of discipline. Rustication whenever imposed on a
student shall always mean the loss of one academic year. The period of absence from the institute/classes will, however, depend
upon the time of the year when the penalty is imposed. The student under rustication will have the option of rejoining the class at the
beginning of the next academic year, and it shall be obligatory on the part of the institute to re-admit him if he wishes so. Tuition fees
shall not be charged during the rustication-period, nor the name of the rusticated student be mentioned on the roll of the institution
concerned.

No fee will be charged from a rusticated student for the period, when exceeds a month, during which his name remains struck off
the rolls.
A rusticated student if re-admitted or if he is otherwise eligible may take up the examinations provided that he is permitted by the
concerned head to do so. The student will himself be responsible for the shortage of attendance if any.
Expulsion
If a student has committed such an offence which in the opinion of the head of an Institute demands his expulsion, his name will be
reported to the Vice-Chancellor. The Vice-Chancellor will have powers to sanction expulsion for a period not exceeding 24 months.
If the recommended expulsion exceeds 24 (twenty-four) months, approval of the Syndicate will be necessary in such cases.
The Vice-Chancellor may expel a student for misconduct or gross breach of discipline either himself or on the report and
recommendations of the 'Discipline Committee' or any officer of the University for a period not exceeding two years.
The period of expulsion will be counted from the date of issuance of such notice by the concerned head, who shall have powers to
enforce his orders subject to the confirmation of the Vice-Chancellor/Syndicate, as the case may be. An order of expulsion shall
involve the loss of one academic session or more to the student concerned.
The name of the expelled student will immediately be removed from the rolls, and no fee will be charged from him for the period of
expulsion, if it exceeds one month.
A student expelled may be re-admitted into the same institute or another affiliated institution after the expiry of the period of
expulsion if permitted by the Vice-Chancellor.
The cases of expulsion will be registered in the University and announced to all other institutions and Universities.
General
The Vice-Chancellor may revise the penalty notification on the recommendations of the concerned head or authority as the case
may be.
The authority, which had the power to rusticate, could also withdraw the same order before the expiry of the period.
No student shall be rusticated or expelled from the institute unless he/she has been allowed a reasonable chance of replying (in
writing or personal appearance) to the accusation against him/her before the concerned authority.
When in the opinion of the 'Discipline Committee' the penalty of rustication expulsion is not called for in a case referred to it, it may
impose any other penalty or penalties mentioned above.

STUDENTS’ CODE OF CONDUCT
Appeals
An appeal against the punishment of rustication or expulsion shall lie to an appellate Committee comprising the Vice-Chancellor,
concerned Dean, concerned head of department and the Chairman of the Department/Principal of the College concerned and the
Provost.
Written appeal against the decision of an authority imposing a minor penalty must be filed within seven days of the issuance of the
notice, imposed on any legal/ technical ground, to the Discipline Committee.
An appeal on the grounds that an authority has imposed a penalty which was not competent to impose shall lie with the Vice-
Chancellor.
Unless the Vice-Chancellor may, for valid reasons, extend this period, no appeal by a student shall be entertained if it is not
presented within fifteen days from the date on which the decision is communicated to him/her.
Compensation for Loss or damage of property
The Vice-Chancellor or Dean or HOD or officer to whom the Vice-chancellor may delegate his powers may direct a student to pay
compensation for any loss of or damage to a property belonging to the university, public authority or to a fellow student or employee
of the university, caused by a willful act or gross negligence of the student. If the concerned student(s) does not pay such
compensation within stipulated time, the Vice-Chancellor may expel him/her from the University.
General
The Vice-Chancellor, while dealing with a case of indiscipline, may refer it to the Discipline Committee' for opinion/advice.
Vice-Chancellor's Emergency Powers
The Vice-Chancellor may, in case of an emergency, take any action against a student or student(s) pending Discipline Committee'
decision of rustication or expulsion and order the removal of a student from the University or restrict his entry into whole or any part
of the Campus.

Introduction
These rules and regulations of University of Sialkot are formed upon the guidelines of HEC (Higher Education Commission) and its
policy regarding Semester System Examination.
The stated rules and regulations are generalized for 4 years program of BS (Hons) and 2 years programs of MA/ M.Sc. The mentioned
data provide guidelines of semester system by highlighting rules related to courses, credit hours, assignments and conduct regarding
examinations and result process and procedures. The document will serve the purpose of a guide. It is should not be considered as an
alternative to the periodic notification issued by University of Sialkot. The offices of student services center, registrar and controller may
be contacted for further clarity and any query.
1. Schedule of Semesters
An academic year shall comprise of two semesters Fall and Spring. The duration of each semester shall be 16 working weeks, which
are further sub divided as
(a) 15 weeks for teaching (b) 1 week to conduct examination.
Summer school may be offered to those students (a) who have failed to pass the semester (b) who have withdrawn the course (c) who
aim to improve their CGPA. Summer semester will be comprised total 8 weeks during summer vacations. Maximum 8 – 9 credit hours
can be offered by each department by its choice.
2. Course Credit
BS (Hons.) 4 year degree program shall comprise minimum 130 credit hours mandatory. These 130 credit hours are earned normally in
designed 8 semester's scheme. MA/ M.Sc 2 year degree program shall comprise minimum 66 credit hours mandatory. These 66
credit hours are earned normally in designed 4 semester's scheme. Weekly one hour class contact per semester is equal to one credit
hour. In case of practical/ laboratory work two hours are equal to one credit hour.
3. Course Workload
A student is required to take 15 to 18 credit hour work load. In case a student has CGPA in range between 2.50 or above, he/she may
be allowed to take workload of 18 credit hours.

In case a student has CGPA in range between 2.00 to 2.49, he/she may be allowed to take workload of 15 credit hours. In case a
student has CGPA in range of 1.50 to 1.99, he/she may be allowed to take workload of 12 credit hours. In an exception case, the
student is graduating the very same semester, he/she may be allowed to take 18 to 21 credit hours if the CGPA is in range of 2.00 or
above.
4. Repeating Courses
With the permission of the concerned teacher and HOD, a student with “F” grade is required to repeat the course when it is offered in
the next semesters. Such student will need to register in the first week of semester for that course.
The student will repeat the course and take classes as well when offered next time if he/she is dropped due to short attendance in any
particular course. The student is only required to retake the midterm and final term examination along with new sessional work in case
he/she has failed the course due to short of marks. In case of grade “D” or “C” scored by a student, he/she may be allowed to repeat
the course for grade improvement.
5. Incomplete Grades on Medical Grounds
If a student does not appeared in the final examination of the semester due medical grounds or unavoidable circumstances, he/she
may repeat the course under the following rules when offered next time:
The number of lectured attended requirement is fulfilled by the student.
The student must have cleared the midterm examination and sessional work required in the semester.
Upon the recommendation of the concerned committee such students shall be given (I Grade) incomplete grade.
Whenever the course is offered again, students will only take the final examination at the end of the semester in such case.
6. Class Attendance
Attendance in all classes, laboratories, tutorials or other class meetings officially planned for a course are mandatory to be attend by
the students. It is also mandatory that students will complete all assignments of the particular course. Each three credit hour courses
comprise of 48 contact hours (3 hours/ week x 16 teaching weeks = 48) in a semester.

The students are allowed to sit in final examination only if minimum 75% attendance requirement is met. If student remains absent in
seven consecutive lectures his/her name will be dropped from the particular course.
7. Migration/Transfer of Credits
A student may be allowed to migrate upon fulfillment of Migration Regulation of university of Sialkot.
Transfer of credits earned from previous institution is subject to similarity and equivalence condition with the university courses.
In case of less than 70% marks are scored there shall be no credit hour transfer.
In first semester of the program migration will not be allowed.
In case the CGPA is less than 2.00 migration of the student will not be allowed.
Migration is subject to the availability of the seats plus the requirement of the merit.
There is an exemption upon merit criteria in case the CGPA is equal or more than 2.50.
8. Examination/Evaluation System (Midterm and Sessional)
The final evaluation of every student in each course is subject to the assessment made upon the midterms, sessional work
(presentations, assignments, quizzes and practical) and end of semester examinations.
Midterm: 25 Marks
Final Term examination: 50 Marks
Sessional : 25 Marks
9. End of Semester Examination for Undergraduate Programmes
Final Term Examination of each semester will be conducted by the office of Controller of Examination. Time period of end of semester
examination during examination week(s) will be 2-3 hours. Entire syllabus will be the part of final examination.
Each question paper will consist of two sections - Objective and Subjective. Objective section will contain 20 to 25 marks and
subjective section will contain 25 to 30 marks. Student must obtain at least 50% marks in aggregate of Midterm, sessional and End of
Semester Examination to pass any course.

Maximum possible Grade Point Average (GPA) assigned to any student for any course will be 4.00. Minimum 2.00 CGPA (Cumulative
Grade Point Average) is required for obtaining the 4 years undergraduate and 2 years M.A/M.Sc (after 14 years education) degree.

11. Rules for Promotion for Undergraduate Programmes
To be promoted in next semester, a student must score a minimum Grade Point Average (GPA) of 1.50 at the end of every semester. In
case a student is not able to score GPA of 1.50, shall stand dropped from the roll number he/she is registered automatically. A student
is required to repeat all the courses in which he/she had failed in the previous semester during the degree programme. If a student gets
F, D or C grade in any semester, he/she can improve his/her grade by repeating whenever offered.
12. Semester Freeze
Due to any valid reason, a student may freeze his/her studies maximum for one year (two semesters) 'With the permission of the
Director/Dean concerned on the recommendation of the HOD/Coordinator. The case, after permission, will be forwarded to the
Registrar office for compliance and registrar office will notify the semester freeze status for the applicant.
Students are not allowed to freeze his/her 1st semester.
The student will lose his studentship status during the "freezing period" and shall not be permitted to use any facility like
hostel/medical/transport, which University of Sialkot extends to its regular students.
The student will join university in the same semester for which he/she applied for freeze in next year with the next session after
paying semester dues.
13. Unfair Means/Cheating Cases
In achieving skillfulness and moral uprightness, it is expected that all the students will be sincere and dedicated during examinations
activity. USKT gives equal opportunities and constructive environment for learning and determining the goals and objectives. A
credible examination system is the core of excellence in academic pursuits. USKT will observe a strict code of conduct in examination.
Following actions will be regarded as Unfair Means and are accountable to strict penalties by the Unfair Means Committee, after
proper proceedings and giving the candidates fair chance of showing cause.
Possession of Helping Material
Any applicant who, after declaration made by the Invigilator/Superintendents, neglects to part with or is found to have in his/her
ownership or access, books or notes, papers, packs, pencil cases, pagers, cell phones, adding machines, palmtop PCs, recording

Impersonation
Any individual who mimics a legitimate hopeful by falsification of reports i.e. move number slip or the enlistment record or masks
him/herself or some other means.
Physical Assault and Intimidation or Misbehaving
Any individual who mimics a legitimate hopeful by falsification of reports i.e. move number slip or the enlistment record or masks
him/herself or some other means.
Possession of Weapons
Any competitor discovered blameworthy of having guns, blades, blades and different weapons, which may cause damage.

Instigation for a Walkout/Pen-Down strike
Any hopeful discovered blameworthy of inducing others to arrange a walkout or fall back on a pen-down strike.
False statement/Forgery
Any competitor discovered liable of fashioning someone else's marks on his/her Attendance Sheet.
Identity/Appeal
Revealing his/her personality or making an interest in his/her Answer Book to the Assessor.
Influencing
Any hopeful discovered liable of impacting or endeavoring to impact the Assessor, Examiners, Supervisory Staff or University
Employees straightforwardly or through his/her relatives or gatekeepers or companions with the goal of picking up advantage in the
Examination/Paper Assessing.
Disobedience/Disturbance
Any applicant who declines to comply with the Center Superintendent or changes his/her seat with another hopeful, or changes
his/her move number or make unsettling influence in smooth working of Examination Center.
Substituting the Answer Book
Any hopeful substituting the entire or part of an Answer Book or a Continuation Sheet in the Examination Center which isn't properly
issued to him/her for the Examination.

Taking out/Tearing off Answer Sheet
Any hopeful taking out from the Examination Center the entire or a piece of an Answer Book or Tear off an Answer Book or Pages or

UNFAIR MEANS MAY LEAD TO ONE OR MORE FOLLOWING PENALTIES;
The UMC committee may assign grade "F" in the relevant paper
The UMC committee may impose maximum fine up to Rs. 10,000 per paper;
The UMC committee may suspend guilty student from the Program;
The UMC committee may expel guilty student from the University.
14. Cancellation of Admission
If a student fails to attend any lecture during the first four weeks after the commencement of the semester as per announced schedule,
his/her admission shall stand cancelled.
15. Vice Chancellor's Authority in Special Cases
Notwithstanding anything contrary to these Regulations, The Vice Chancellor shall have the power to issue orders, directions or
instructions for the smooth working of semester system, where the regulations are silent and in cases of ambiguity or discrepancy
regarding the interpretation of these regulations, the decision of the Vice Chancellor shall be final.

ACCOMMODATION RULES AND POLICIES (HOSTEL)
OBJECTIVES
To operate and manage the University hostels on professional grounds.
To maintain remarkable discipline and to allot rooms to eligible students.
To have a proper reporting mechanism in place to inform the management of the progress of the hostels on daily basis.
RULES AND REGULATIONS
1. Only enrolled students studying at The University of Sialkot and the faculty members will be eligible to apply for hostel rooms.
2. To take a hostel room, the students will fill out a requisite application form for the reservation of room-before start of semester.
3. For the de-allocation application, a month prior notice should be submitted.
4. All the occupants of hostel rooms will be bound to follow the code of conduct and hostel rules and regulations in place at all times.
Any material breach thereof will render disciplinary action.
5. Mess facilities are available on self-finance basis for all students.
6. Prior to allocation of room, it will be necessary for the student to pay the due tuition fee to the university and evidence of the payment
is sourced and attached to the application form.
7. Hostel management will decide for the application in terms of acceptance or refusal and the applicant will be informed accordingly of
the decision, whatever it may be.
8. On acceptance of application, room allocation, will be made to the applicant/student and relevant dues such as registration fee and
room rent will be charged on auto basis by the system and it will be necessary to deposit fee by the due date notified on the relevant
document.
9. No allocation of room will be processed unless all the desired and complete information is provided by the applicant including details
of family, guardian and visitor's info, their CNIC numbers, contact details and emergency contact numbers.
10. All hostel occupants will be liable to pay for the damages caused by them to the property of University hostel.
11. On breach of any hostel accommodation rules and after obtaining an opportunity of being heard, name of boarder may be struck
off, fine will be charged, hostel room will be de-allocated and guardian will be notified in writing.
12. On subsequent reallocation of hostel room, a re-activation fee will have to be charged
13. A student admission card will be issued on room allocation and the card will be the property of the University of Sialkot which the
student will have to return when vacating the accommodation.

14. Student's outstanding dues will be monitored by the accounts office and the fee recovery section. Hostel management will help
the system when required
15. Accounts department will prepare the notices for the fee defaulters and issue warning letters. The management reserves the right
to de-allocate the student accommodation.
16. Students will be responsible to take care of their valuables/belongings and in case of theft management will not be responsible.
17. Students’ parents and visitors will not be allowed to meet them outside the visiting hours.
18. A student, once de-allocated from the hostels, cannot be re-allocated for six months from the time of de-allocation.
19. Any violation of rules and regulations will result in strict disciplinary action.
STUDENTS ENTRY AND EXIT PASSES
To ensure safety and security of the students, University has designed an entry and exit pass which has three copies; a copy which
remains in the warden's office, a copy which the students leave at the security office and a copy which she hands into security office
upon return to the University at the stated time.
The pass will contain the student's name, registration number, hostel name, the student's contact number and CNIC number.
Out pass slips are issued to students who may find it difficult to report at the standard time (7:00pm). The out pass can only be
issued with the consent of the parents. If the student fails to return by the time indicated on the out-pass slip, she and the family are
immediately contacted to locate the student. The student is also charged a fine of Rs 4000.
