ABSTRACT
This paper provides a review on the investigation of relationship between self-regulatory
strategies and thinking styles with academic achievement among high-school students
particularly in Ahvaz, Iran. The research is worth discussing as results obtained had
demonstrated that the psychology factors commonly considered in researches are closely related
in influencing students’ academic thinking and achievement. The thinking style variables included
are legislative, executive, oligarchic, monocratic, anarchic, hierarchic, and judiciary. This study is
discrete and correlated. The results show that there is a marked relationship between the
indicators, and worth discussing as results obtained had demonstrated that the psychology factors
commonly considered in researches are closely related in influencing students’ academic thinking
and achievement. Heedlessly, there are some repetitive results being mentioned with the
absence of comprehensive explanation, while further evaluations are not accompanied with more
defined discussions. However, the authors need to cogitate more explicit considerations in future
studies and require detailed evaluation of how self-regulatory thinking styles affect academic
performance.

ABSTRACT
Kolej Universiti Poly-Tech MARA has been facing the problem of identifying the demographic
patterns of enrolled students for marketing purposes. It has been found that the use of data
analytics for marketing strategy may help in analyzing the demographic pattern. The objective of
this paper is to analyse the demographic patterns of Kolej Universiti Poly-Tech MARA students.
Sampling data were taken from Campus Management System (CMS) of Kolej Universiti Poly-
Tech MARA. Statistical Package for Social Sciences version 23.0 (SPSS) and Microsoft Power
BI were used for analysing data and visual reporting such as tabulating graphs and diagrams. It
was found that the pattern of student admission can be categorized into different categories. The
categories are States, Parents Income and School Alumni. From the States perspective, most of
the students at Kolej Universiti Poly-Tech MARA came from Selangor and Wilayah Persekutuan
Kuala Lumpur. Most students come from B40 group whose parents’ income were below RM3000
and majority of the students came from SMK Pandan Jaya and SMK Pandan Indah school alumni.
Therefore, the use of SPSS and Microsoft Power BI in analysing the data and identifying the
pattern of student admission in Kolej Universiti Poly-Tech has been successfully carried out and
recognised as an assisting tool in marketing strategy.

SPREADSHEET MODELING FOR FORWARD AND BACKWARD PROPAGATION OF AN
ARTIFICIAL NEURAL NETWORKS

ABSTRACT
An artificial neuron network (ANN) is a computational model based on the structure and functions
of biological neural networks. Information that flows through the network affects the structure of
the ANN because a neural network changes - or learns, in a sense - based on that input and
output. It consists of three layers: the input layer, the hidden, and output layers. The learning and
memory properties of the neural network resemble the properties of human learning and memory.
The learning occurs by adjusting the weights on the arcs in the network so that for a given set of
inputs, the network’s estimated output value will closely approximate the actual output associated
with inputs. The technique known as the backpropagation algorithm is often used during the
training process to adjust the weights in a neural network. In this paper we present the
spreadsheet backpropagation algorithm to search for the minimum of error function using the
method of gradient descent.

ABSTRACT
Self-efficacy plays a fundamental role in a students’ academic performance and
achievement. In English language learning setting, a students’ self-efficacy will determine his or
her motivation and attitude towards the language. In other words, students with high level of
English self-efficacy will perform better because they perceived learning English task as a
challenge that will enhance their English skill and ability than those with a low level of English
self-efficacy. Therefore, this case study was conducted to identify diploma students’ English self-
efficacy level. The findings of this study indicated that the students’ English level of self-efficacy
was moderate.

ABSTRACT
This study was undertaken to explore the perspectives of indigenous students and their non-
indigenous teachers in Malaysia regarding the methods used in teaching and learning of English
language. The respondents of the study consist of 8 non-indigenous teachers and 160 form two
indigenous students who are studying in a number of selected K-9 peripheral schools located at
various states in this country. The research instruments used to collect the data were guided
questionnaire, semi-structured interview and observation. The findings of the study revealed that
the current methods used to teach English language to Orang Asli are unsuitable thus, causing
them to be unable to learn the language. Thus, the findings of this study imply that the methods
of teaching be revamped and replaced with methods that take into consideration the Orang Asli
students’ value of vernacular literacies experiences or knowledges or their attitudes that are
shaped by their mother tongue environments. Besides that, more researches should be
undertaken to help determine suitable methods of teaching while similar information in the present
body of knowledge regarding the matter be examined and used. In conclusion, the developers
and implementers of any English programs or syllabuses for Orang Asli must not only come up
with practical but also propitious solutions to meet their needs.

ENGLISH BEYOND THE CLASSROOM WALLS: HOW AUTONOMOUS ARE OUR
LANGUAGE LEARNERS?

Nurulhayati Ilias

ABSTRACT
In order for a leaners to master a language, they must be exposed to as much as possible
comprehensible input of the target language. There are many forms of input which are
available in the language classroom and this may be enough to learn a language; however,
the availability of input can be greater for the ESL learner outside of the classroom. This
input can take the form of books, native speakers, movies, TV, the Internet, and countless
other forms. Good and autonomous language learners will optimally make every effort to use
whatever opportunities they have from the outside of the classroom to learn the language
even without the presence of their teachers. This study plans to look at learner’s perceptions
of out-of-classroom language learning (OCLL) and the extent of their involvement in its
activities in their effort to improve their English language proficiency. A set of questionnaire
was distributed to 80 students from a higher learning institution and the data gathered were
studied and tabulated. It was found that although majority respondents do not master the
language well, their language behavior reflects their characteristics of less autonomous
learners. The incapability of the respondents in this study to actively practice OOCL indicates
that they are also less autonomous and do not possess the characteristics of good language
learners.

ABSTRACT
The study aims to develop a model explicating the role of student personality traits and motivation
towards learning Mandarin as a foreign language. Data were collected using 50 undergraduates
taking Mandarin language at Universiti Malaysia Sabah. We performed structural equation
modelling (SEM) using SmartPLS 3.0 to test the research hypotheses. The path analysis revealed
that the big five personality traits significantly influence and explained 52% of the variance in
students’ motivation. Further, the analysis indicated that extraversion and conscientiousness
produce the strongest correlation with students’ motivation. The results inferred that students who
enjoy social visibility and self-discipline are also who will be motivated to learn Mandarin
language. Findings also demonstrated that agreeableness positively influences motivation, and
neuroticism produces negative direct relations with motivation towards learning Mandarin as a
foreign language. On the contrary, the present study did not find any correlation between
openness and motivation. The implications of this study are also discussed and interpreted within
the context of what educators could do to encourage students’ motivation.

ABSTRACT
Internet language or internet slang is an artificial or invented language used generally in digital
network as witnessed in Social Media (SM) like Facebook, Twitter, Instagram, Watsapp,
Research gate or even LinkedIn. SM are prevalent standard communication platforms which allow
people to connect with other people worldwide in a blink of an eye. This paper pursues to ascertain
from SM participants if their usage of the Internet language has any influences towards their
Standard English language writing skills. For the purpose of this study, we approach a specific
group of SM users who use ‘Discord’. ‘Discord’ is an application mainly used by computer gamers
– people who are avid video games players. Gamers log into ‘Discord’ to share their gaming
experiences and chat with other gamers while playing a video game. They can log into ‘Discord’
by using their email and entering the password. The majority of users who log in and chat at the
same time are international participants who are compelled to use English language as a
communication medium. Since there is a common interest among these gamers, the use of
Internet language is unavoidable. Internet language is simplified; partly with abbreviation,
acronyms, and gamers’ jargon expressions, employing deviated word order, and sloppy
grammatical structure. Communication process through ‘Discord’ is much more spontaneous and
immediate compared to other SM platforms. Participants are harried through the communication
process to receive and supply feedbacks as well as information. English language academic
writing, on the other hand, is a well-thought activity that demands writers to be articulated in their
language structure and lexical choice, reflective and deliberate to produce a coherent text. For
this contrasting reason, users of ‘Discord’ are the ideal candidates for this study. Their perception
on the influence of internet language towards their academic writing skills provides a portal for
many language researchers, instructors, and society in general for discussions regarding the
relationship between two contrasting communicating competence.

ABSTRACT

The possibility to work with people from different backgrounds and places is greater with the
increase of international trade and immigration. Therefore, the need of learning global languages
is crucial in order to compete in this challenging global society and economy. This qualitative
study measured the level of intrinsic and extrinsic motivation among Kolej Universiti Poly-Tech
MARA (KUPTM) students who enrolled in foreign language courses. To collect the data, a set of
questionnaire was distributed to 321 students who took either Arabic, French or Mandarin course
as it is regards as compulsory subjects. The selection of students to participate in this study were
those who took the second level of their respective language course. The overall results found
out that students were intrinsically and extrinsically motivated to learn foreign language. The
finding have shown that students who enrolled in Mandarin course were more motivated
compared to those who enrolled in French and Arabic courses. The emphasis on learning foreign
languages among Malaysians should start from the college or university level and should continue
even after the graduates secure the employment.

ABSTRACT
Modern instructional aids help to communicate information and support the teaching/
learning process as suggested by many. However, there is limited research on the availability of
these instructional aids and their uses by instructors in enhancing English language teaching.
This study investigates the usage of instructional aids/ devices and issues related to them at
private higher institutions (IPTS). Selected respondents were English language educators from
8 IPTS. The study is a single cross-sectional survey design. The questionnaire consists of open-
ended and close-ended items which were distributed online. The data collected were further
analysed using the descriptive statistics. Findings indicate a significant usage of instructional
aids/devices especially for computer assisted language learning (CALL), learning apps/ software,
mechanical aids, printed materials and non-mechanical tools. In addition, these devices were
also accessible by the educators. Although most of the learning apps/software were not provided
by the institutions; some educators made the effort in using the interactive, animation, screen
casting and eLearning software. The results of the study suggest that instructors need to be
supplied with the instructional aids and devices using technology to enable them to enhance their
teaching and learning among ESL learners.

ABSTRACT

Tawarruq is the most popular product in the Islamic Banking and finance sector and was
introduced in Malaysia to replace bai ai-inah concept. The idea of tawarruq came from the
classical perspectives of jurists that aimed to assist the development of Islamic economics,
banking and finance and replacing the old concept which is clearly prohibited in Islam. Therefore,
to overcome these issues and to facilitate the implementation of tawarruq, Bursa Suq al-Sila’
(BSAS) was introduced in the Islamic financial system. However, many scholars have discussed
the implementation of tawarruq and BSAS from different perspectives. This research
fundamentally refers to BSAS as a case study. The objectives of this study are to understand the
framework of BSAS, explain the types of commodities and specification of commodity authorizing
by Bursa Malaysia Islamic Services (BMIS), participants in the BSAS platform and analyze issues
that exist on the BSAS platform. In this research, both secondary data and primary data are
collected. The secondary data collected such as data from the library sources, data from the
internet and primary data was gathered by interviewing Vice President BMIS. This paper will
explain in more detail the BSAS transaction flow and present the Shariah issues involved. The
results of this study found that there are several aspects of the implementation of the BSAS
platform that raise some Shariah issues. Therefore, this paper is expected to improve the BSAS
platform and tawarruq principles.

ABSTRACT

Managing people at work is found significant for the survival of enterprises. Researchers and
academicians around the globe have established that motivational management "Theory Z" by
Dr. William G. Ouchi (1981) is an excellent tool for increasing productivity and managing people
at work. Of late Bangladeshi business, entrepreneurs are facing tremendous pressure to control
and manage workers in their organization. A focal concern of this study is to understand how best
entrepreneurs of textile industries can utilize the assumptions of Theory Z to manage people at
work. The finding suggests that there is a strong correlation between the assumption of Theory Z
(organizational culture, consensus decision-making process, and mutual trust – three core
dimensions of The Theory Z) and human resource management concept in Bangladeshi textile
Industries.

The limitation of the research has only three independent variables. Findings may provide
business leaders in these contexts with an understanding of the possible adaptation of the
concept of William Ouchi's Theory Z assumptions to increase productivity and organizational
goals. The results of the study supported the predisposition of enterprise managers’ proclivity to
accept and denial to implement Theory Z assumptions are significant to manage people at work.
The research recommends management of Bangladeshi Textile Industries to seek to improve
their propensity to implement the assumptions of Theory Z to manage people and increase
productivity.

ABSTRACT
Although previous studies have addressed the impact of leadership on the performance of Small
and Medium-sized Enterprises (SME), minor attention were given by researchers in observing the
effect of servant leadership in enhancing SME performance. Thus, this study aimed to examine
a theoretical model of servant leadership on the performance of SMEs. The model was grounded
by revised servant leadership theory and path-goal theory. A quantitative approach-based survey
was conducted to collect data from the employees of SME companies. A total of 200 companies
were surveyed via convenience sampling technique and only 104 usable data were used in the
analysis. Partial least squares structural equation modelling (PLS-SEM) approach was used to
test the hypotheses. The results of the study indicate that servant leadership is an important
predictor to enhance SME performance. Path analysis confirms that emotional healing, wisdom,
and organizational stewardship have significant relationship with SME performance. On the
contrary, altruistic calling and persuasive mapping were not significantly related to SME
performance. Conclusively, this study provides a basis for further improvements in the model
application while companies may focus on stewardship aspect to ensure that employees are not
left behind in achieving success. Theoretical and practical contributions of the study were also
discussed, and suggestion for future research were given.

ABSTRACT
This study to aim the relationship of discrimination and organizational justice on

organizational politics in Islamic financial based organizational in Malaysia. A sample of 291 non-
executive employees working at Islamic financial based organization selected for further analysis.
This study using factor analysis, correlation and regression analysis to indicate the relationship
between variables. The analysis result showed that the discrimination and organizational justice
has negative and positive relationship on organizational politics. Then, only 3 variables
(distribution justice, procedural justice, alienation) has significant relationship on self-interest
politics and 2 variables (procedural justice, alienation) has significant relationship on employee-
employer cooperation politics. Discrimination and organizational justice clearly show that they
influence the politics of an organization. The effects of both variables also have a positive and
negative effect on employees. Also, the direct impact between the variables has been discussed.
Hence this paper is expected to fill the research gap and contribute to the body of knowledge in
this area of research.

ABSTRACT
Due to the dynamic corporate environment, an effective working capital management has brought
to light since the manifestation of global financial crisis wherein the eventuality of the unforeseen
plight is immensely affecting firms’ liquidity. The purpose of this study is to examine the influence
between working capital management and firm performance, likewise furnishing insight on the
pertinence of the theories that are applicable to exemplify the management of short-term
resources in a firm. This study adopts dynamic panel data methodology, one-step system
generalised method of moments (GMM) to capture for the endogeneity issues arising from the
unobserved time-invariant firm-specific elements as well to enhance the data efficiency. Adopting
a sample of 156 Malaysian public companies listed on bursa Malaysia in industrial products
economy sector with the time period of 10 years (i.e. from 2007 through 2016), the researcher
discovers evidence as follows: the coefficient results implying significant negative linkage

ABSTRACT

Message strategy is the backbone of a communication process especially when it involves
disseminating information to the audience. Based on the Model of Six-Segment Message Strategy
Wheel by Taylor (1999) it is found that message strategies had been applied to deliver any
messages to the audience. Message strategies needed by the audience, as it is allocated to the
audience in making decisions whether to receive the information presented or vice versa.
Distribution strategy refers to the opportunity taken during the behavioral change among the
audience by providing an opportunity for resources to deliver information more quickly and
effectively. This is also true in the aspect of development where message strategy plays a
fundamental role in encouraging the society to participate in the development programs executed
by the government. Past research on message strategy mostly focused on the heads or leaders’
role in inspiring the employees’ participation in the organizations. Nevertheless, in the
development program context, it still revolves around a restrictive area and narrow scope. This
study intends to identify the relationship between the message strategy of a development agent
and the participation of the society in the context of entrepreneurs’ development. Besides, this
study employed a quantitative research design via the distribution of questionnaires to the
respondents involved. There were 373 respondents selected to represent the sample of this
study. The respondents were the participants of entrepreneurial seminars and workshops
organized by a development agent. The results indicated that there was a positive, moderate and
significant relationship between the message strategy and the participation of the society in
MARA’s entrepreneurial development programs. Recommendations for further studies are also
presented in this paper.

Abstract
The aim of this paper is to present an empirical insight over the potential impact of the good
governance principle which includes Leadership, Stakeholder relationship, Risk Management,
Accountability, Monitoring, Information/ decision support and Review/ evaluation of governance
arrangements; on the organization performance. Based on the gaps and survey of relevant
literature, a research framework is then proposed. Good governance practices that consist of the
aforementioned principles above is proposed as independent variables. Organization
performance is the dependent variable of the study. The collection of the empirical data is done
through structured questionnaires. All staffs consist of 95 personnel from a Malaysian Public
Sector organization and make up the sample size to answer the distributed questionnaires. The
finding of this study shows that all variables items used in this study are well above the acceptable
level of construct reliability requirement which is determined by the Cronbach’s Alpha value. The
descriptive analysis also shows that respondents were in a high agreement towards the
measurement used in the independent and dependent variables that form the framework of this
study. Furthermore, the principles of leadership and risk management were found to be the
significant factors on organization performance of the chosen organization. Interestingly,
monitoring practice was found to be negatively significant with the organization performance.
Thus, these findings may indicate that using close monitoring alone as medium of control might
discourage the organization performance.

ABSTRACT
Financial Reporting Scandal has become a growing trend among companies, in times of global
economic crisis. There is a growing need for better control measures to detect signs that show a
firm's tendency towards FFR and FFR's indicators in firms that have carefully adopted it. It was
difficult to detect, and when it was discovered, it was too late and stakeholders had lost a lot of
money. In fact, firms involved will lose confidence in investors, especially foreign investors. In
view of the growing need and to look for preventive measures, this study aimed to clarify the use
of financial ratios as a tool for identifying red flags to detect FFRs. This study examines companies
that have been reprimanded by the Securities Commission from 2000-2009 for submitting false
or misleading information. During the five years the financial statements of these companies have
been audited before the FFR year using nine identified ratios. Ratio-analysis was performed to
see if FFRs were predictable or not. The nine ratios are Sales to total assets ratio, Revenue to
total sales ratio, net profit margin, net profit to total asset ratio, gross profit to total asset ratio,
inventory to sales volume ratio, Working capital to total asset ratio, percentage ratio Debt and
Debt to debt ratio. As there is no scientific method available for detecting financial fraud in trend
analysis, interviews were conducted with three professionals with extensive experience in
financial statement analysis. This study using a change in the ratio of more than 10% annually
can be seen as a sign of financial mismanagement. In conclusion, the findings show that signs of
FFR can be detected much earlier.

ABSTRACT
The students’ performance in the higher learning institution is an important factor to be considered
especially for the educationist, and the future employer. Academic performance is an indicator of
showing how successful a student or an institution is. The main objective of this study is to explore
the relationship of the students’ demographic factors towards their academic performance during
their studies in private higher learning institutions. Demographic factors such as age, gender,
family income, and work experiences were studied as potential determinants of academic
performance. A sample of 490 students from the Private Higher Learning Institutions were
examined using the Statistical Package for Social Sciences. The study uses descriptive statistics
and multiple regressions to analyze the relationship among variables. The findings revealed that
only the students’ gender is significantly related to students’ academic performance. This study
contributes to the literature of the students in private higher institutions and useful for the
education sector, educators, private higher institution’s management and future researchers.

ABSTRACT
Little evidence has been found associating social media with co-creation for value capture. This
paper offers an exploratory study of social co-creation and value capture strategy within UK
Information Technology and Service organizations to instigate these studies. The research draws
extensively from preliminary studies and analysis of data collected through semi-structured
personal interviews with relevant senior managers in the organization. Theoretically, the study
used an absorptive capacity theory, which is argued to be useful for understanding value capture
strategy to acquire new knowledge from social co-creation (external factor). The literature review
is selected by 'value capture' and ‘social co-creation’ keywords around technology and service
themes to determine the theoretical factors involved. Thematic and interpretive content analysis
is used to analyze the data gathered through the interviews. This study was exploratory and
interpretative in nature. The findings reveal that four valuations were determined. There are
collaborative relationship, organizational strategy, customer engagement, and social media roles.
With this understanding, the study is intended to make a contribution to this growing research
area of value co-creation, value capture, and social media. The opportunity of the organization
implementing a social co-creation strategy as a window for capturing consumer value of
experience can shed a light for competitive drivers.

ABSTRACT
The general environment including political, economic, social and technological makes the ‘barrier
to become’ online entrepreneur low, and thus increases the competition in the online business.
As online entrepreneurs are physically working away from other people and operate on a small
scale, they need to armor themselves with resources and capabilities in the competitive arena.
This article is written to present the finding of a research that examines the influence of human
capital, network, entrepreneurial capability, and marketing capability toward the performance
satisfaction of Bumiputera online entrepreneurs in Malaysia. Data was collected through a
questionnaire, where 162 responses were analyzed through regression analysis. It was found
that the network had a positive and significant relationship with sales; entrepreneurial capability
affected profit, and sales; and marketing capability had a significant relationship with profit growth
only. On the other hand, human capital had no significant relationship with performance
satisfaction. In conclusion, online entrepreneurs should aware of the contributing factors to
business performance to ensure business sustainability.

ABSTRACT
This paper attempts to study the effects of military expenditure on stock market for 24 selected
countries for the period 1982 - 2013. We employ the Pool Mean Group (PMG) estimator proposed
by Pesaran et.al (1999) that allows the short run parameters to vary across countries but the long-
run parameter to be equal across countries. This estimator is utilised to test the long-run
relationship between the share price and military expenditure. Before analysing using PMG, we
apply the panel unit root tests suggested by Levin et al. (2002), Im et al. (2003) and Maddala and
Wu (1999). The results of the panel unit root tests show that all variables are stationary after first-
differences. Our cointegration test using PMG suggests that there is long-run relationships
between military expenditure and stock prices and that military expenditure has a negative and
significant impact on stock price.

ABSTRACT

Teaching quality is an important criterion to be assessed in higher education to identify
improvement or any requirement needs related to teaching and learning activities. In Kolej
Universiti Poly-tech MARA (KUPTM), teaching quality of lecturers is being measured using a tool
named Student-Instructor Evaluation (SIE). The result of SIE is a part of the lecturers’ Key
Performance Index (KPI). However, no further analysis was carried out on lecturers’ performance.
As a result, lecturers could not know the level of their teaching quality and may continue using
the same approaches to teach their students. Therefore, further analysis should be carried out to
ensure continuous improvement in the quality of teaching. The objectives of this research are to
test the reliability of SIE and to examine the factors that influence the quality of teaching and
learning in KUPTM based on three academic sessions. Data were collected using a self-
administered questionnaire from all KUPTM students for three consecutive academic sessions,
which include September 2017, January 2018 and May 2018. Data analysis encompasses
descriptive statistics, reliability analysis and Analysis of Variance (ANOVA) using Statistical
Package for Social Sciences (SPSS) version 23.0. The results of the study show that all the items
in the SIE are highly reliable, based on the value of Cronbach's alpha ranging from 0.976 to 0.980
for the three academic sessions. The ANOVA was used to test the factors that influence the
quality of teaching and learning in KUPTM. Based on the result, it was found that the factors that
influence the quality of teaching and learning in KUPTM are Presentation, Method and
Approaches, Class Management and Personal Conduct and Discipline.

ABSTRACT
People and organizations get connected through the internet. Information communication
technologies are no longer tools but instead enabler to ensure effective activities implementation.
Resulting from this, online shopping is increasingly becoming a popular trend. Since online
shopping is different from traditional shopping, problems associated with it are unlikely the same.
Therefore, this study was to determine several issues regarding online shopping and it was
undertaken by a group of undergraduate students in Kolej Universiti Poly-Tech MARA
(KUPTMKL). Data were collected among 50 students and working people in Cheras through
survey, where questions were asked about their products purchased, advantages of the online
shop, payment method preference, problems faced, and action taken for problems faced. Data
were analyzed using descriptive statistics. Findings revealed four common online shopping
problems including misrepresentation, product damage, extra cost, and delivery problem. Actions
taken to solve the problems were also presented. For future research, it was recommended that
larger samples from working people and other variables related to online shopping were to be
included in order to minimize sampling bias.

ABSTRACT
The government has one role, namely as an actor in the licensing mechanism. Through
licensing, the government regulates everything from directing, implementing and even controlling.
Regular requirements are needed to control the billboards so as not to damage the city's
aesthetics and sign bill security. The rapid economic growth is proportional to the growth of
billboards in Makassar City. Therefore, it is necessary to implement a licensing policy to manage
billboards needed to control this function so that it runs optimally. In connection with the Makassar
City government advertisement license, it has been regulated in Makassar Mayor Regulation
Number 18 of 2013 concerning advertisement regulation. This research uses a qualitative
approach to the type of case study. Data collection techniques through in-depth interviews and
documentation studies. The results showed that the majority of policy implementor apparatus
lacked understanding of policy objectives and lack of firmness in implementing policies. The
benchmarks for the implementation of licensing policies for the implementation of billboards in
order to optimize the regulerend function in the city of Makassar, namely; a) Characteristics of the
problem, that the nature of the problem will affect whether or not a program is implemented easily;
b) The characteristics of the policy, can be seen from the clarity and consistency of the existing
rules in the implementing agency and the level of commitment of the apparatus to the policy
objectives; c) The policy environment, namely entrepreneurs who use the services of holding a
billboard; d) The role of the operating license in fulfilling the regulerend function, this can be seen
on the basis of the taxation itself which is reflected in the value of the billboard rental (NSR).

ABSTRACT
Empowerment of Human Resources is a very important aspect of management, and strategic
key, because where the Human Resources should be able to play a role in translating power to
other resources in the management environment is the goal of the Organization. If a man cannot
serve for the betterment of the organization, it can be ascertained that the management of the
organization will be inefficient, ineffective and uneconomical. Employee empowerment is focused
on employees, the lowest level in any organization. If the traditional organization, employees are

Implementation of the Trash Bank Program in the City of Makassar (case study of City of
Makassar Central Trash Bank). This study aims to find out how to implement the Trash Bank
program in Makassar City. Type of qualitative research. Descriptive qualitative research
design. Interview, observation, literature study and documentation data collection
techniques. Data analysis techniques used consisted of data reduction, data presentation, and
drawing conclusions. The results of the research show that the implementation of the Garbage
Bank policy in Makassar is seen from the Edward III theory, that the factors that influence
implementation are communication, resources, disposition and bureaucratic structure. For
effective communication, this is seen from the socialization carried out by the UPTD regarding
the Trash Bank program and the clarity of information obtained by the community. The available
resources have also been sufficient. The attitude of the implementers of the garbage bank
program policies has also been good, because they are committed to carrying out this program
seriously. The structure of the bureaucracy in this case the SOP applied has also been
implemented.

ABSTRACT
Poor student-teacher relationship is recognized to be one of the factors that contribute to truancy
issue. Students are motivated to attend school when teachers are responsive and caring. This
paper is meant to examine the effects of the lecturer’s nonverbal immediacy behavior on student’s
motivation to study. The sample for this study was 100 students from a private university college
in Kuala Lumpur. The data were collected using a questionnaire and processed using Statistical
Package for the Social Science (SPSS). The results of the Pearson Correlation found that the
lecturer’s nonverbal immediacy behaviors were correlated positively with student’s motivation to
study. Findings of this study suggest that student’s motivation to study is likely increased when
the teacher display nonverbal behaviors which perceived by the student as friendly and
enthusiastic. It is also concluded that the lecturer needs to be aware of what kind of nonverbal
behavior is perceived as immediate. Perhaps, training can help to enhance the lecturer’s
nonverbal immediacy as the student-teacher relationships can be improved if the lecturer
demonstrates immediate behaviors.

ABSTRACT
Implementation of Regional Regulation Number 4 of 2013 concerning the Child Protection System
(Study at the Office of Women's Empowerment and Child Protection of South Sulawesi Province).
This study aims to determine the effectiveness of Implementation of Regional Regulation No. 4
of 2103 concerning the Child Protection System, especially in eliminating violence against
children. By applying content and descriptive analysis, this study showed that the implementation
of Regional Regulation No. 4 of 2013 concerning the Child Protection System is considered to
have run well. However, further optimization of the socialization to the community level is still
needed. From the policy characteristics, the coordination of the Regional Regulation is considered
to be less effective because the socialization has not yet been carried out massively to the related
elements, based on the policy environment of the Perda related to the response by the
community. The community responded positively to the policy program. Implementation of
Regional Regulation Number 4 of 2013 concerning the Child Protection System is a regulation
governing the forms of coaching conducted by the Office of Women's Empowerment and Child
Protection of the province of South Sulawesi in tackling social problems concerning violence,
exploitation, mistreatment, and neglect.
