THE ROLE OF GOVERNMENT BUREAUCRACY IN CREATING BLISSFUL PUBLIC
SERVICES

ABSTRACT
Government bureaucracy is the spearhead in realizing public services. Therefore, it has a very
vital role in providing the order of the Indonesian people. Bureaucracy is demanded to be able to
provide happy or “blissful” public services to the community. However, the competencies
possessed are still not by the expectations of the community. Also, the problem is the behavior of
government bureaucracy that is less responsive in providing services to the community. This
study aims to determine and explain the role of government bureaucracy in public services. The
research approach uses phenomenology. The location of the research carried out in the Luwu
Regency Government which became the informant in this study was the service bureaucracy and
the people receiving the service. Data collection techniques use observation and interviews while
data analysis techniques use interactive models such as: a) Data Collection, b) Display data, c)
Data Condensation, d) Conclusions: drawing / verifying. The results of the study explain that in
realizing a happy public service, it takes the role of professional government bureaucracy by their
respective fields. To realize the government bureaucracy, in terms of three basic things that must
be possessed, namely: a) Increasing the welfare of the government bureaucracy, b) Improving
the Ethics and Morals of Government Bureaucracy, and c) Professionalism of the Government
Bureaucracy. Furthermore, it is supported by internal and external supervisors to monitor
government bureaucratic activities so that they can be controlled.

ABSTRACT
Three regions/regencies of "Tempe Lake owners" in South Sulawesi Province – Wajo Regency,
Soppeng Regency and Sidenreng Rappang (Sidrap) Regency – are autonomous regions that are
always trying to spur development in various fields in a sustainable manner. The purpose of this
study are to analyze and explain the achievements of various sectors of development based on
Gross Regional Domestic Product (GRDP) indicators, using the evaluative survey method. The
analysis technique used is Shift Share. The results of the study found that mining and quarrying
is the most important sector for Wajo Regency; while agricultural, forestry and fisheries sectors
are the most crucial sectors for both Soppeng Regency and Sidenreng Rappang Regency. These
sectors of activity can make positive contributions to multi-dimensional development and increase
the advantage (comparative, competitive) of the "owner" area of Tempe Lake.
