Session Proceedings 01:00-01:30 On the afternoon of September 4, 2023 at the Multipurpose Hall 4 th floor of Municipal Annex Bldg, the Municipal Development Council (MDC) of Rosario, Batangas convened its 3 rd quarterly meeting attended by all the members. The meeting is presided by the Honorable Mayor Leovigildo K. Morpe, chairman of the MDC. The Head secretariat in the person of Ms. Myralyn Almero-Luistro, OIC-MPDC, upon the instruction of the presiding officer, conducted a roll call of all present and learned that of the Seventy___(7_) members fifty-six (56) are present thereby the chairman declared a quorum to proceed with the meeting. The first order of business is presentation of the proposed FY 2024 Annual Investment Plan (AIP). The AIP contains all the programs, projects and activities that the current administration planned to provide and execute come year 2024. Upon deliberation of all the content of the proposed AIP a member of the council motioned for the approval and is immediately seconded in unison by the whole members present. Since there was no objection heard from any of the members, the chairman in his authority declared the 2024 AIP approved and to be submitted through a resolution by the MDC to the Sangguniang Bayan for proper legislative action. The second order of business presented outlines of proposed programs, projects and activities under the twenty (20) percent development fund of the LGU intended for the year 2024. As explained, all PPA’s were aimed at providing for the upliftment of the lives of the constituents of Rosario, Batangas. It ranges from the construction of new government buildings that will help ease the delivery of basic services. Construction of more new roads to the already elaborate road network of the municipality providing access even to upland barangays easing the futility of travel of residents going to urban areas as well as in bringing the farmers agricultural yields to market place. Scholarship and educational assistance also have a part in the programs of the current administration making sure that indigent students had its share of sustenance for their educational needs. Many more were discussed that in general are for the welfare of the constituents. All proposals from the 20% development fund were motioned for approval and are readily seconded by the bodies majority, thus the chairman deemed it approved. The chairman then gave way to the Human Resource and Management Office (HRMO) a time to discuss the proposed LGU wide activity for the whole month in relation to the on-going 123 rd Civil Service Celebration and after the HRMO finished with her presentation the session proceeds with the third order of business for the day. The third order of business is given to the SFW apprentices for the presentation of the Policy Brief which concern’s the MDC. In the introduction of LGOO VI Brian B. Ballon, MLGOO DILG-Rosario, explained the purpose of the apprentices undergoing training at Rosario, Batangas, the chosen Local Government Unit (LGU) to accommodate the three apprentices on the requirements for the Supervised Field Work (SFW). The expected output the apprentices need to produce as an actual application of learning from the recent center training. The need of apprentices to have first-hand experience on the how and why of the LGU operation. 01:30- 02:00 AM Session 1: Contextual Analysis The apprentices upon introduction by the SFW supervisor immediately proceeded to present the Policy Brief with a working title- Catalyzing Lasting Change: Enhancing Local Governance for Sustainable Development. The presentation commenced with the discussion on the five (5) areas of concern of Local government operations providing insight for each areas based on the careful evaluation of data and information gathered which helped the apprentices to culminate to this very moment with findings pointing all in a single direction “Lack of Locally Mandated Plan” particularly the Comprehensive Development Plan or CDP which is supposed to be fruit of labor of the Municipal Development Council but sadly the latest is 2016-2020 already outdated. LGOO II Neil R. de Ocampo is first to take the floor and presented the context of the problem. He discussed references used, data gathering conducted, data validation, and strategies and tools employed. 02:00- 02:15 AM Session 2: Context of the Core Problem After presentation of the context of the problem, the identified problems were outlined and explained how they arise and based on the observation the “why are we having these problems” were outlined and discussed identifying further possible reasons that contribute for the LGUs non-compliance. Next, the implications for non-compliance are also explained to which the gravest is non-compliance to the provisions of the Local Government Code (LGC), the very statute that creates a Local Government Unit making it a mere creature of creation which cannot rise higher than the creator but rather heed under its shadow. Sources of information are from Government Assessment Report (GAR) of 2022 SGLG Assessment, Annual COA Audit Report, Local Legislative Award (LLA) pre-assessment result, latest CFLGA Report and other from recent yearly assessment results. 02:16 - 02:46 AM Session 3: Critique of Policy Options Followed closely after presentation of the context of the problem is the discussion on the policy option. The policy options outline the proposed solutions which will address the identified problems. LGOO II Beverly V. Villaruel presented to the MDC the proposed Three (3) Policy Options by the apprentices, among the presented Policy Options are : 1) Formulation of sectoral Plans; 2) Improving Local Legislation in the context of Local Development; and 3) Creation of Local Development Road Map through the updating of the Comprehensive Development Plan (CDP). Each policy option is defined by outcome advantages opposite to what the LGU will entail in the process. This is presented in a way the audience will have a clear understanding of the three options. To further provide the MDC a better understanding of the proposed policy option and help them choose which among policy options needs to be prioritized most, it is subjected to the Impact ,Urgency, Priority Matrix. LGOO II Beverly V. Villaruel presented the result after each policy option was subjected to the matrix. 02:47 – 03:01 AM Session 4: Policy Recommendation LGOO II Joseph Gabriel L. Ariate provided the discussion on the identified policy recommendation of their Team. The Creation of a Local Development Roadmap through the updating of the LGU’s Comprehensive Development Plan is the identified recommendation. LGOO Ariate provided the advantages of implementing the recommendation and how the LGU would benefit in its implementation. He also emphasized its impact on sustainable development and progress continuum of the municipality. 03:01 – 03:31 AM Session 5: Overview of the Comprehensive Development Planning Process LGOO II Beverly Villaruel discussed the Overview of the Comprehensive Development Planning. She highlighted the impact of CDP on LGUs is profound. Firstly, it provides a roadmap for local authorities, enabling them to allocate resources efficiently and prioritize projects that address the most pressing needs. This leads to improved service delivery and a better quality of life for residents. Secondly, CDPs encourage transparency and accountability in local governance by defining clear goals and monitoring progress towards them. This helps build trust between the government and the community. Furthermore, CDPs facilitate sustainable development by considering environmental, social, and economic factors holistically. This approach can lead to responsible land use, reduced environmental degradation, and more inclusive economic growth. Lastly, CDPs can attract investments and funding from national and international sources, as they demonstrate a commitment to long-term planning and development. Page 128 of 131


In conclusion, she reiterated that Comprehensive Development Planning is a vital tool for local government units to chart their course for sustainable, inclusive growth. It empowers communities to shape their future and ensures that their development is well-coordinated, accountable, and responsive to their unique needs. Ultimately, CDPs play a pivotal role in fostering vibrant, resilient, and thriving localities. 03:32 – 04:00 AM Session 6: CDP Implementation Action Plan LGOO II Joseph gabriel L. Ariate provided the calendar of activities that the LGU will need to undertake through the assistance of the LGOO Apprentices in order to complete the updating of their Comprehensive Development Plan. He provided the current status of the Updating Process and the necessary steps to be undertaken moving forward should the Municipal Development Council and LGU of Rosario accept and implement their the policy recommendation. 04:01 – 04:30 AM Open Forum and Closing Program The floor has been opened for raising of concerns, queries and/or recomemdnations after the discussion. No issues were raised from the participants after the Oral Presentation, but rather they expressed that they have been enlightened on the data presented by the SFW Apprentices with regards to the analysis of the LGU operations, the performance gaps identified and the policy options provided. Further, Hon. Leovigildo K. Morpe, upon being informed of the various local plans that were lacking in the LGU, instantly expressed his concerns to the Municipal Administrator and instructed him to ensure that what had been presented will be complied. The participants were very intent and keen on the policy recommendation of the SFW Team to update the Comprehensive Development Plan of the Municipality of Rosario, Batangas. Afterwards, Hon. Rowel S. Gamab, Punong Barangay of Barangay Putingkahoy, Rosario, motioned to adopt the policy recommendation of the SFW Apprentices which was duly seconded by Mrs. Elizabeth Marquez Morpe, President of the Women Empowerment in Rosario for Inclusivity, Solidarity and Equality (WE RISE) Inc. Hence, the policy brief was accepted by the Municipal Development Council and was endorsed for implementation. Page 129 of 131
