101 IUPAC Distinguished Woman in Chemistry The 2nd of August 2011: The award from the International Union of Pure and Applied Chemistry (IUPAC) for her outstanding academic achievements in terms of chemical research as well as scientific and educational development. Her Royal Highness is one of those female scientists around the world who have been selected to receive this honorary prize. The event took place at the 43rd IUPAC International Conference in San Juan, the Commonwealth of Puerto Rico during the International Year of Chemistry in 2011 and the 100th anniversary of the Nobel Prize in Chemistry awarded to Marie Curie. At this event, she gave a keynote speech on “The Role of Women in the Scientist Circle”. IUPAC is an international federation of National Adhering Organizations that represents chemists in individual countries. It is a member of the International Science Council. It is registered in Zurich, the Swiss Confederation. IUPAC members may be national chemical associations, scientific institutes, or organizations representing chemists. It is best known for standardizing the formal nomenclature of organic and inorganic compounds. The nomenclature was developed so that any compound could be named under the same standard and rules to avoid repetitions. รางวัลสตร ีผู้ทรงเกียรติที่มีบทบาทโดดเด่น สาขาว ิชาเคมีของโลก วันที่ ๒ สิงหาคม พ.ศ. ๒๕๕๔ สมเด็จเจ้าฟ้าฯ กรมพระศร ีสวางควัฒน วรขัตติยราชนาร ี ทรงรับการถวายรางวัลจากสมาพันธ์นานาชาติเคมีบร ิสุทธิ์ และเคมีประยุกต์ (International Union of Pure and Applied Chemistry: IUPAC) ในการประชุมว ิชาการระดับโลกของสมาพันธ์ฯ ครั้งที่ ๔๓ ณ เมืองซานฮวน เคร ือรัฐเปอร์โตร ิโก โดยทรงได้รับการถวายพระเกียรติ เป็นหนึ่งในสตร ีผู้ทรงเกียรติที่มีบทบาทดีเด่น สาขาว ิชาเคมี ประจําปี พ.ศ. ๒๕๕๔ จากการที่ทรงมีผลงานดีเด่นด้านงานว ิจัยเคมี การพัฒนา ว ิทยาศาสตร์ และการศึกษา อันเป็นส่วนหนึ่งในโอกาสครบรอบ การเฉลิมฉลองปีเคมีสากล และในโอกาสครบรอบ ๑๐๐ ปี ของการได้รับ รางวัลโนเบลสาขาเคมีของมาดามมาร ี คูร ี ในโอกาสนี้ ทรงบรรยายหัวข้อ “บทบาทของสุภาพสตรีในวงการวิทยาศาสตร์” อีกด้วย สมาพันธ์นานาชาติเคมีบร ิสุทธิ์ และเคมีประยุกต์ ประกอบด้วย องค์กรที่เป็นตัวแทนของนักเคมีในแต่ละประเทศ โดยสมาพันธ์ฯ เป็นสมาชิก ของสภาสหภาพว ิทยาศาสตร์ระหว่างประเทศ (ICSU) ซึ่งมีสํานักงานใหญ่ ตั้งอยู่ที่เมืองซูร ิก สมาพันธรัฐสว ิส โดยสมาชิกของสมาพันธ์ฯ อาจเป็น สมาคมเคมีประจําประเทศ สถาบันว ิทยาศาสตร์ประจําประเทศ หร ือองค์การ อื่นใดที่เป็นตัวแทนของนักเคมี สําหรับผลงานของสมาพันธ์ฯ ซึ่งเป็นที่รู้จัก กันดีที่สุด ได้แก่ การวางมาตรฐานระบบการตั้งชื่ออย่างเป็นทางการของ สารประกอบอินทร ีย์และอนินทร ีย์ โดยระบบการตั้งชื่อได้รับการพัฒนา เพื่อที่ว่าสารประกอบใด ๆ จะสามารถเร ียกชื่อได้ภายใต้กฎมาตรฐาน เดียวกัน เพื่อหลีกเลี่ยงชื่อซíากัน

The event took place at the Seoul International Invention Fair 2011 (SIIF2011) at the Coex Convention & Exhibition Center, Seoul, the Republic of Korea. KIPA is the Republic of Korea’s national organization for promoting the protection of intellectual property rights and the commercial application of patented technologies in collaboration with various foreign agencies. It has acknowledged inventors, both local and foreign, for outstanding achievements, and presented special awards to people who play an important role in promoting inventions, innovations, and the development of science and technology in different countries. In addition, KIPA has welcomed Thai inventors, especially students, to display their knowledge and capacity by exhibiting their inventions at the Seoul International Invention Fair (SIIF) in the Republic of Korea. The event has not only globally publicized Thailand’s research results and inventions but also allowed Thai researchers/inventors to exchange experience with foreign inventors and businessmen as well as investors who are interested in purchasing products from inventions.

104 Trophy and Gold Cross Medal, International Order of Merit of the Inventors (IOMI) and Gold Cross of Merit with Blue Neck Ribbon The 1st of December 2011: Trophy and Gold Cross Medal, International Order of Merit of the Inventors and Gold Cross of Merit with Blue Neck Ribbon from the International Federation of Inventors’ Associations (IFIA) for her outstanding research achievements and efforts to enhance quality of life at all levels and promote national development, as well as her contributions to the global science circle. The awards were presented at the Seoul International Invention Fair 2011 at the Coex Convention & Exhibition Center, Seoul, the Republic of Korea. IFIA is a global organization of inventor associations and organizations. It was founded in 1968 with the main goal of supporting inventors, protecting their rights, developing equitable relations in the international inventing community, and disseminating the invention and innovation culture to the global community to raise awareness of the importance of inventions and innovations for social welfare. She was presented with the award at the opening ceremony of the 13th International Congress of Toxicology (ICTXIII) at the Coex Convention & Exhibition Center, Seoul, the Republic of Korea. IUTOX is the voice of toxicology on the global stage; the organization which seeks to increase the knowledge base of toxicological issues facing humankind and to extend this knowledge to developing societies and nations. Founded in 1980, IUTOX now has 63 affiliated societies representing all six continents and over 25,000 toxicologists from industry, academia and government as members; offering a diverse and challenging perspective on every issue and development relating to the profession.

109 รางวัลกฎบัตรแห่งกรุงปาร ีส (Grand Prix de la Charte de Paris) วันที่ ๓ กุมภาพันธ์ พ.ศ. ๒๕๖๓ สมเด็จเจ้าฟ้าฯ กรมพระศร ีสวางควัฒน วรขัตติยราชนาร ี ทรงรับการถวายรางวัลกฎบัตรแห่งกรุงปาร ีส (Grand Prix de la Charte de Paris) ประจําปี พ.ศ. ๒๕๖๓ ของสถาบัน มะเร็งนานาชาติแห่งกรุงปาร ีส (Institut International de Cancérologie de Paris) ซึ่งเป็นรางวัลที่ประกาศเกียรติคุณและยกย่องบุคคลที่อุทิศตน เพื่อต่อต้านมะเร็ง ในงานเฉลิมฉลองโอกาสครบ ๒๐ ปี การลงนามกฎบัตร กรุงปาร ีสว่าด้วยการต่อต้านมะเร็ง ณ โบสถ์ Chapelle Royale พระราชวัง แวร์ซายส์ กรุงปาร ีส สาธารณรัฐฝรังเศส่ สําหรับกฎบัตรแห่งกรุงปาร ีสว่าด้วยการต่อต้านมะเร็ง มีวัตถุประสงค์ เพื่อยกระดับการรักษาและการให้บร ิการแก่ผู้ป่วยบนพื้นฐานของสิทธิ มนุษยชน รวมทั้งส่งเสร ิมการว ิจัยเพื่อการรักษาและป้องกันโรคมะเร็งและ การรณรงค์เพื่อการสร้างความตระหนักรู้แก่ประชาชนเกี่ยวกับโรคมะเร็ง และพัฒนาการคัดกรองโรคให้สามารถเข้าถึงได้แก่ทุกกลุ่มบุคคล ทั้งนี้ กฎบัตรแห่งกรุงปาร ีสว่าด้วยการต่อต้านมะเร็งเป็นผลจากการ ผลักดันของ Dr. David Khayat เพื่อเร ียกร้องให้รัฐบาลและสาธารณชน ให้ความสําคัญกับการต่อต้านโรคมะเร็ง โดยนายฌาคส์ ชีรัค (Jacques Chirac ประธานาธิบดีแห่งสาธารณรัฐฝรังเศสในขณะนั ่ น) และนายโคอิชิโร ้ มัตสึอุระ (Koichiro Matsuura ผู้อํานวยการใหญ่องค์การยูเนสโก ในขณะนั้น) ให้การสนับสนุนและร่วมลงนามพร้อมกับตัวแทนรัฐบาล ผู้แทนจากองค์กรว ิจัยโรคมะเร็ง และองค์กรอิสระต่าง ๆ กว่า ๑๐๐ ราย โดยการลงนามในครังนั้ ้นสมเด็จพระเจ้าน้องนางเธอ เจ้าฟ้าจุฬาภรณ วลัยลักษณ์ อัครราชกุมาร ี กรมพระศร ีสวางควัฒน วรขัตติยราชนาร ี ทรงร่วมลงพระนามในกฎบัตรดังกล่าวด้วย โดยพิธีลงนามจัดขึ้นเมื่อวันที่ ๔ กุมภาพันธ์ พ.ศ. ๒๕๔๓ ณ ทําเนียบประธานาธิบดี กรุงปาร ีส ในโอกาส การประชุม World Summit Against Cancer ครังแรก และต่อมา ้ มีหลายประเทศร่วมลงนามในกฎบัตรดังกล่าว Grand Prix de la Charte de Paris The 3rd of February 2020: The award under the Charter of Paris Against Cancer from the Institut International de Cancérologie de Paris for her dedication towards cancer prevention on the occasion of the 20th anniversary of the Charter of Paris Against Cancer. The event took place at the Chapelle Royale of Versailles, Paris, the French Republic. The Charter of Paris Against Cancer aims to enhance cancer treatment and service standards for patients based on human rights. It also promotes research for cancer treatment and prevention as well as campaigns for raising public awareness about cancer and advances in disease screening for greater access by all groups of people. The Charter is the result of Dr. David Khayat’s push to urge governments and the public to focus on anti-cancer measures. It was supported and signed by Mr. Jacques Chirac, the then President of the French Republic and Mr. Koichiro Matsuura, the then UNESCO’s Director-General as well as more than 100 representatives from governments, cancer research organizations, and independent organizations. In this context, Her Royal Highness also signed the Charter. The signing ceremony was held on the 4th of February 2000 at the Paris Presidential Palace on the occasion of the 1st World Summit Against Cancer. Later, many countries co-signed the aforesaid Charter.

Her scientific devotion and achievements have been recognized both naionally and internationally, resulting in many other honorary professional accolades that are described hereunder: 1982: A member of the American Chemical Society (ACS). This was founded in 1876 under the supervision of the U.S. Congress. It is regarded as the largest scientific organization in the world with the main mission to develop the chemistry sector and chemists for the benefit of the world and humanity. Its vision is to improve people’s well-being at all levels through the power of chemical knowledge. 1986: The Chartered Chemist (CChem) status by the Royal Society of Chemistry. This was established in the United Kingdom in 1980 to advance chemical science. 1987: A member of the Gesellschaft Deutscher Chemiker (GDCh), the Federal Republic of Germany. 1990: An honorary member of the International Union for Conservation of Nature (IUCN). This is an international organization for nature conservation and sustainable use of natural resources. The organization has participated in data collection and analysis and field project implementation to promote and manage education under the missions of encouraging world society to conserve nature as well as ensuring equal and ecologically sustainable use of natural resources.

She has also kindly performed numerous duties in terms of medical research, public health care, and improving environmental health for many decades to enhance the well-being of the underprivileged as well as to promote national advances in medical science on par with international standards. In particular, she has striven to research environmental toxicology to clarify the relations between cancer and the environment as well as various pollutants in the environment that cause toxic accumulation in the human body. As a result, she has become a specialist in toxicology and cancer treatment as well as a scientific and technological researcher for improving cancer treatment standards, specifically for the underprivileged. This has led to great gratitude among the general public for her royal kindness. On the occasion of Her Royal Highness’s 4th cycle birthday in 2005, the Science Society of Thailand Under the Patronage of His Majesty the King, the Foundation for the Promotion of Science and Technology Under the Patronage of His Majesty the King, the Thai Academy of Science and Technology Foundation, and the Council of Scientific and Technological Association of Thailand in cooperation with the Ministry of Science and Technology presented her a gold medal designating her as the Princess of Scientific and Technological Research in recognition of her grace and skills.

126 ๔ กรกฎาคม “วันอนามัยสงแวดล้อมไทย” ิ่ นับเป็นที่ประจักษ์อย่างแพร่หลายแล้วว่า การทรงงานด้วยพระว ิร ิย อุตสาหะอย่างเต็มพระกําลังของสมเด็จเจ้าฟ้าฯ กรมพระศร ีสวางควัฒน วรขัตติยราชนาร ี อันกอปรด้วยพระปร ีชาสามารถ พระว ิสัยทัศน์อันกว้างไกล และพระปณิธานด้วยพระทัยอันมุ่งมั่น ล้วนก่อเกิดเป็นผลแห่งความสําเร็จ ที่นํามาซึ่งคุณภาพชีว ิตที่ดีของประชาชนในทุกท้องถิ่ นอย่างแท้จร ิง ด้วยเหตุนี้ คณะรัฐมนตร ีจึงมีมติเมื่อวันที่ ๗ พฤษภาคม พ.ศ. ๒๕๕๘ เห็นชอบตามที่กระทรวงสาธารณสุขเสนอให้กราบทูลขอพระราชทาน พระอนุญาตให้วันคล้ายวันประสูติ วันที่ ๔ กรกฎาคมของทุกปีเป็น “วันอนามัยสงแวดล้อมไทย” ิ่ เพื่อเฉลิมพระเกียรติ โดยสมเด็จเจ้าฟ้าฯ กรมพระศร ีสวางควัฒน วรขัตติยราชนาร ี ทรงพระกรุณาพระราชทาน พระอนุญาต ทั้งนี้ รัฐบาลมีความมุ่งหมายให้วันอนามัยสิ่ งแวดล้อมไทยเป็นโอกาส สําคัญในการสร้างเสร ิมความตระหนักรู้ของสังคม และให้ทุกหน่วยงาน มีส่วนร่วมในการดําเนินงานด้านอนามัยสิ่ งแวดล้อมเพื่อคุณภาพชีว ิตที่ดี ของประชาชน และการพัฒนาที่ยังยืนของประเทศ โดยกระทรวงสาธารณสุข ่ กําหนดนโยบายเพื่อส่งเสร ิมและรณรงค์ให้ประชาชนและหน่วยงาน ที่เกี่ยวข้องทุกระดับ ตระหนักถึงความสําคัญของวันอนามัยสิ่ งแวดล้อมไทย และมีส่วนร่วมดําเนินงานอย่างต่อเนื่องเป็นประจําทุกปี ทั้งประสาน ความร่วมมือกับองค์กรภาครัฐ ภาคเอกชน และภาคท้องถิ่นในการจัด กิจกรรมรณรงค์ส่งเสร ิมงานอนามัยสิ่งแวดล้อม เพื่อสร้างสิ่งแวดล้อม ที่เอื้อต่อสุขภาพอย่างยังยืน และร่วมแก้ไขหร ือลดปัญหาอนามัยสิ ่ ่ งแวดล้อม ของชุมชนและประเทศชาติอย่างสอดคล้องกับสถานการณ์ปัญหาของ แต่ละปี ให้การส่งเสร ิมและสนับสนุนการจัดกิจกรรมรณรงค์ด้านอนามัย สิ่งแวดล้อมของภาคีเคร ือข่าย ตลอดจนชุมชนในการพัฒนาอนามัย สิ่ งแวดล้อม การจัดการมลพิษ และการจัดสภาพแวดล้อม ดูแลชุมชนและ ที่อยู่อาศัยให้สะอาดถูกสุขลักษณะ รวมทังส่งเสร ิมความรู้ ปลูกจิตสํ้านึก และ ความตระหนักให้แก่เด็ก เยาวชน และประชาชนในการร่วมดูแลอนามัย สิ่ งแวดล้อม รวมถึงร่วมกันเฝ้าระวัง แก้ไขปัญหา และพัฒนาชุมชนให้น่าอยู่ อย่างยั่งยืน The 4th of July: Thai Environmental Health Day It is widely recognized that Her Royal Highness’s talents, longstanding vision, and determination have successfully contributed to Thai people’s better quality of life nationwide. For this reason, on the 7th of May 2015 the Cabinet agreed with the Ministry of Public Health to designate Her Royal Highness’s birthday, the 4th of July, as Thai Environmental Health Day on an annual basis. Her Royal Highness kindly granted her royal permission in this context. The government intended to make Thai Environmental Health Day an important opportunity to showcase social awareness and encourage agencies in all sectors to participate in environmental health activities for enhanced quality of life and sustainable national development. In this context, the Ministry of Public Health decided to create public awareness of the day’s importance and encourage related agencies to participate in operations on an ongoing basis every year. Collaboration among public, private, and local organizations has also been encouraged to implement campaigns for environmental health promotion on a sustainable basis. They will collaborate to mitigate environmental problems at community and national levels annually. Furthermore, they will support network partners and communities to organize campaigns for environmental health promotion, pollution management, environmental management, community sanitation management, as well as enhancement of knowledge and awareness among children, youth, and the general public. The aim is to encourage them to participate in environmental health care, problem-solving and monitoring, and develop sustainable living communities.
