COMMISSIONER’S
PRIORITIES*
Teaching is one of the most important jobs in the country, and it is
one of the toughest. It should also be financially rewarding. In 2019,
the Texas Legislature overhauled the state’s school finance system,
including a massive increase in teacher pay and a major infusion
into the teacher retirement system. Teachers are critical for student
success. And while we expect all students to achieve at high levels,
in some places, this requires even more from our teachers.
All children can learn how to read, write, and do math. Ensuring we
have taught all children these foundational skills is difficult. 61% of
students from middle- and upper-income households are reading
on grade level in 3rd grade, but only 35% of their low income peers
meet grade level. Our strategic plan calls for an integrated set of
actions to improve these foundational skills at scale.
Being prepared for life after high school means being ready
for both college and career. Career readiness is re-emerging in
Texas, with almost double the number of graduates obtaining
an industry credential compared to the prior year. Our strategic
plan calls for an integrated set of actions to ensure every student
in Texas has a high school experience that successfully launches
them into what comes next, be it college, a career, or the military.
Since the 2016-17 school year, Texas has transitioned to an
A-F rating system to provide clear, fair, and differentiated
performance information for all our schools. The results are not
strongly correlated to student poverty. Our strategic plan calls for
an integrated set of actions to rapidly improve low-performing
schools.
*Information collected from Texas Education Agency’s Annual Report.

TEA’S EFFECTIVE
SCHOOLS FRAMEWORK*
At the core of effective schools is effective instruction: interactions between students, teachers, and
content determine learning outcomes. This instructional core is strengthened and supported by
effective, well-supported teachers, high-quality curriculum, and positive school culture. Strong
school leadership and careful planning encompass and ensure each of these levers.
The Effective Schools Framework consists of a set of district commitments and, for schools, essential
actions. District Commitments describe what local education agencies do to ensure that schools
are set up for success. The Essential Actions describe what the most effective schools do to support
powerful teaching and learning.
*Information collected from the Texas Education Agency website.
LEVER ONE STRONG SCHOOL LEADERSHIP & PLANNING
LEVER TWO
LEVER THREE Effective campus instructional leaders with clear roles and responsibilities develop, implement, and monitor
LEVER FOUR focused improvement plans that address the causes of low performance.
LEVER FIVE
STRATEGIC STAFFING
Campus leadership retains effective, well-supported teachers by strategically recruiting, selecting,
evaluating, and assigning teachers so that all students have access to high-quality educators.
POSITIVE SCHOOL CULTURE
Positive school culture requires compelling and aligned vision, mission, goals and values, explicit
behavioral expectations and management system, proactive and responsive student support services,
and involved families and community.
HIGH-QUALITY INSTRUCTIONAL MATERIALS & ASSESSMENTS
All students engage daily with TEKS-aligned, high-quality instructional materials, and assessments that
support learning at appropriate levels of rigor.
EFFECTIVE INSTRUCTION
Campus leaders provide teachers with job-embedded professional development and access to time and
data needed to reflect, adjust, and deliver instruction that meets the needs of all students.

CTE PROGRAMS OF STUDY GUIDEBOOKS
In 2020, CTE partnered closely with the
Region 7 ESC Marketing & Communications
department to create Programs of Study
Guidebooks for participating cooperative
schools as a great way to educate parents and
recruit students in the programs offered at
their schools. Districts communicate directly
with the service center to personalize these
guidebooks, and the CTE cooperative covers
the cost in design and printing fees.
Region 7’s CTE team has been extremely responsive and supportive of our
work in Nacogdoches. CTE is constantly evolving at the secondary level.
They are quick to respond to my questions regarding federal Perkins
requirements and accountability indicators, industry certifications, and
general CTE programming and funding. I definitely feel that I am a stronger
CTE administrator because of Region 7’s CTE training and services.
The CTE Guidebooks, provided through Region 7, have been a game changer
for us in terms of program recruitment and promotion.

Did you know that teens who receive
mostly As are almost twice as likely
to get the CDC recommended daily 60
minutes of physical activity than teens
who receive mostly Ds and Fs?
Kids who perform better in school are more
likely to be physically active on a regular basis.
Adding physical activity to the school day can
not only keep kids healthy, but also increase
attention, behavior, and positive attitudes
leading to improved academic performance.
Coordinated School Health commonly
consists of eight components that
encompass all aspects of the school
environment.
The components interact to function as a
unified system and can become a theme
for the entire school. In 2016, two more
components were added: family engagement
and community involvement. These
components incorporate:
• Development of cognitive skills
• Development of policies that support a positive
psycho-social and hazard-free environment
• Families and communities in promoting the

• Opportunities for staff members to foster their
