EDITORIAL
Welcome to the magazine of Army War College (AWC). It is with great pride and enthusiasm I invite
you to flip through ‘Wisdom 2021’ which is the first publication of the College following the transition from
Officer Career Development Centre (OCDC) to AWC. Wisdom 2021 resumes with the tradition of publishing
a magazine annually to highlight the achievements of the Institution, its Staff and above all the Student
Officers during the academic year. It had been the practice at OCDC to publish its magazine yearly; however,
it discontinued with the passage of time. With the revitalisation of OCDC to AWC, the present Commandant
initiated the move to resume the practice once again.
Wisdom 2021 is a platform that exhibits College functions and it is a great way to showcase the
progress that the College has made and the bright future ahead. This magazine depicts the journey of student
officers at AWC including their accomplishments and reminiscences in each trimester. It also serves as an
annual record of events that creates a bond between student officers and the College.
The magazine has been designed to take the readership on a colourful journey through the recollections
of the activities of the student officers of Senior Command Course, Junior Command Course and Junior Staff
Course. Majority of the contents is pictorial by design to develop the readership and to provide an opportunity
for the student officers and the staff to relive the wonderful memories later. This publication also provides
as a medium for student officers to publish Service Papers, and the best Service Papers of the trimesters are
included in this edition in recognition of their writing skills. It encourages them to write good Service Papers.
Compiling a magazine of this nature, is not an easy task; however, due to the dedication and commitment of
the members of the Editorial Board, this has become a reality. It is a reflection of the hard work put in by the
members of the board and therefore, I would like to pay my gratitude to the editorial team for the excellent
teamwork, commitment and the professional approach rendered towards publishing ‘Wisdom 2021’.
I appreciate the guidance and assistance given by the Commandant throughout our effort to publish
‘Wisdom 2021’. I sincerely thank the Commander of the Army and the Chief of Defence Staff for providing
the necessary funds for this publication, without which this publication would not have seen the light. I who
wish to thank the Commandant, Deputy Commandant, the College Staff and all others who contributed to
make this publication a success.
Years come and go, yet the year 2021 is a historic one to the AWC and the Sri Lanka Army, with the
inauguration of the apex officer training institute of the Defenders of the Nation. I hope that you will enjoy
recollecting the special moments of the year while glancing through the pages of this special edition of AWC
and I earnestly request you to contribute by suggesting improvements to make the next edition a better one.

AND COMMANDER OF THE ARMY
I take great pride to pen down this message to ‘Wisdom 2021’ magazine published by the Army
War College consequent to its re-designation. I believe that it will lay the foundation for a new journey of
excellence filled with the glimpses of success and expose the qualitative learning environment to the outside
world.
As the Chief of Staff and Commander of the Army, I am very much proud to see that this institution
being upgraded to ‘Army War College’ status and I am certainly glad that I was able to do the honours at the
official inauguration of the College. This reawakening has given birth to discover new horizons for recognition
and publishing a magazine of this magnitude will enable to increase the awareness about the College to the rest
of the military organisations of the region.
Particularly, I applaud the admirable efforts made by the Commandant and the Staff including the board
members of ‘Wisdom 2021’ for launching the first ever Magazine of Army War College in high standards
amidst the other commitments of the College. Equally, I expect this magazine that replicates the academic
achievements of the student officers to be published annually as a masterpiece of the ‘College’.
Finally, I take this opportunity to congratulate the Commandant and the Editorial Board for launching
‘Wisdom 2021’ and anticipate that Army War College will aspire to reach its pinnacle in future.

COMMANDER - ARMY TRAINING COMMAND
As the ARTRAC Commander, I am much delighted to hear the news of the resumption of ‘Wisdom
2021’ which is a timely executed decision made by the Army War College. This magazine would clearly
enable AWC to illustrate the academic achievements and reminiscences of the journey of the student officers
of each trimester of 2021. Being the leading military training establishment of the Sri Lanka Army, the effort
taken by AWC to echo its values to the outer world is commendable.
Army War College always stands as a profound military establishment that provides intellectual strength
to the Army officers to be well-equipped with knowledge and wisdom. As most of the officers interact with the
College in many ways, this magazine may definitely create an interest among Army officers on the institution,
and moreover, of its courses and I sincerely believe that the College will disseminate the achievements to the
other Army establishments through this publication.
I personally know the hardships that the panel of editors went through when preparing this kind of a
magazine. So, it is a reflection of the collective effort made by the staff, and further it will indicate a cross
section of the College standard as well. Hence, I make this an opportunity to bestow my sincere thanks for the
Editorial Board for achieving excellence in this regard.
Finally, I extend my warm wishes to AWC family and hope that this magazine will be a motivation for

I, as the Commandant of Army War College, consider it a distinct pleasure to be a part of this
collaborative effort of publishing the College magazine ‘Wisdom 2021’ which would be an evident asset for
this premier institution. Particularly, this College serves the nation as a leading military educational hub of
excellence on study whilst imparting intellectual knowledge to uplift the professional competencies of officers
of the Sri Lanka Army. Hence, ‘Wisdom 2021’ will be a masterpiece which portrays student officers’ overall
academic activities and reminiscences of the Army War College.
‘Wisdom 2021’ the well-designed magazine will lead to create a better image among the Army officers
on the institution as well as its well-formulated courses and this magazine will be a vivid replica of the year
2021 College events. I am certain that these types of publications will uplift the image of the College and that
will lead to recognise by many as a professional military educational institution.
I feel that it is my utmost obligation to extend my wholehearted gratitude to the Chief of Defence
Staff and Commander of the Army for his invaluable assistance provided to overcome financial constraints of
producing this printed publication. At the same time, I take this opportunity to thank the members of the Staff

THE LEGEND OF ARMY WAR COLLEGE
Army War College, the premier training establishment, formally known as OCDC, is renowned as a
world class knowledge hub that focuses on the career progression of the officers of Sri Lanka Army. It is at the
suburbs of Buttala located in a proud part of a rich heritage of the ancient bastion of King Dutugemunu.
In 1992, this land was chosen by late President Ranasinghe Premadasa for the 14th anniversary of ‘Gam
Udawa Village Re-awakening Programme’. Subsequent to Gam Udawa anniversary celebration, this land was
transferred to the University Grant Commission to start Buttala Affiliated University College (BAUC). It was
commissioned in this premises and commenced its functions on 21 June 1993. Then, with the elevation of the
affiliated university colleges (Sabaragamuwa, Uva and Buttala) to fully-fledged National Universities in early
1996, they were amalgamated to form the Sabaragamuwa University of Sri Lanka and BAUC became the
Applied Science Faculty of the new University.
In March 2008, this faculty was relocated in the main campus premises at Belihuloya and thereafter,
this land had been abandoned until the holding of Deyata Kirula national exhibition which was declared open
by his Excellency the President Mahinda Rajapakse on 4 February 2011. Subsequent to the exhibition, on
1 August 2011, His Excellency the President handed over this land to the Sri Lanka Army on its request to
establish a training centre for Army officers. Consequently, Officers’ Study Centre (OSC) of Sri Lanka Military
Academy was shifted to this location and the institutional capacities were developed to function this centre as
a new officers’ training institution. Thus, this envisioned institute was named as Officer Career Development
Centre (OCDC) with the motto, ‘Service through Wisdom’. Then, this premier institution was declared open by
the Secretary to His Excellency the President, Mr Lalith Weerathunga on 23 January 2012 upon the invitation
of the Commander of the Army, Lieutenant General J Jayasuriya VSV USP ndu psc and bestowed to the Sri
Lanka Army to conduct courses for the career progression of officers. Brig K P A Jayasekara WWV RSP psc
was the first Commandant of OCDC.
The prime objective of
inaugurating this institution was to
groom middle grade officers in staff/
command and management skills as
well as other skills needed by officers
to face emerging challenges of the Sri
Lanka Army. The OCDC continued
to conduct the JSC and JCC that had
been conducted at the OSC SLMA.
Thereafter, OCDC accelerated its
educational mission towards enhancing
professional competency among the
officers of the Sri Lanka Army by
developing both its curriculum and the
infrastructure facilities. Within a short
span of six years, Defence Studies
Wing was relocated to the newly
constructed three storied Nexus building.

This institution has conducted 12 Junior Staff Courses and 11 Junior Command Courses till April
2016. Then, in April 2016, both JSC and JCC were amalgamated and designated as Junior Command and
Staff Course (JC & SC). From April 2016 to December 2017, 5 JC & SC were conducted. Thereafter, JC & SC
was seperated into JSC and JCC from January 2018. Also, the UCC commenced in April 2018 for potential
battalion commanders who were not qualified in ‘psc’ or ‘Lsc.’At the end of 2020, UCC was discontinued and
Senior Command Course was introduced in January 2021. Up to now, a total number of 5 JC & SC, 21 JSC, 22
JCC, 7 UCC and 3 SCC have been conducted. From all these courses, a total number of 2245 student officers
including 46 student officers from friendly foreign nations and two officers from Sri Lanka Navy and Sri Lanka
Air Force have successfully been qualified. Presently, this training centre conducts three courses: Junior Staff
Course (JSC), Junior Command Course (JCC) and Senior Command Course (SCC) simultaneously thrice a
year.

a fully-fledged Army War College
and auspiciously inaugurated on 17
December 2021. This paved a way
forward for the professional capacity
building of the officers of the Sri Lanka

THE FLAG
The Army War College flag is tricolour with equal horizontal stripes and the College crest in the
center. The top and bottom stripes are blue and the center stripe is orange. These are the same colours
that are used in the Sri Lanka Army flag. Blue symbolises the connection between the sky and the ocean.
Similarly, it is embodied as something that lasts forever in our lives. In addition, it depicts the vast knowledge
acquired by the student officers at the AWC to expidete “Service through Wisdom” that goes beyond the
depths of the ocean as well as the heights of the sky. Orange is the combination of yellow and red that
represents the enhancement of enthusiasm; further it denotes the feeling of hope towards achieving a complete
victory. The original flag measures 4 feet (1.21m) by 6 feet and 1 inch (1.85 m) and each colour stripe of
the flag is 1 foot and 4 inches (0.40 m) high. The crest is 24 cm (0.24m) wide and 25 cm (0.25m) high.
The ultimate meaning of the flag emphasises that the wisdom acquired through knowledge leads to success.

THE CREST
SHIELD
Shield is the identity of a warrior. It is a defensive armour carried to protect the warrior from the
blows of the enemies and could be used to deflect from any unforseen threats. Beneath the shield the College
motto, ’m{% dfjka fiajh’ (Service through Wisdom) is inscribed in black letters.
SHEAVES OF PADDY
The glaring torch encircled by two sheaves of paddy grains runs back to the golden era, where
this pearl of Indian Ocean was once known as the Granary of the Orient which reflects self-sufficiency and
prosperity.
GLARING TORCH
The torch sumbolises wisdom which is gained through pursuit of knowledge.
SWORD
The sword in the right hand is said to be the emblem of military honour that incites the bearer to a
just and generous pursuit of honour and virtue. It symbolises the defending of justice and marching towards
victory as brave partriots.
PALM LEAF MANUSCRIPT
Our ancestors have used palm leaf manuscripts to store the acquired knowledge. Therefore, by
inscribing the name, ‘ARMY WAR COLLEGE’ at the center of the palm leaf indicates the continuation of the
vision and mission of the College.
BLACK METAL COLOUR
The black metal colour reminds us the weapons used by the worriors who fought in Uva Wellassa
battles.

The vision of the Army War College is to reach excellence in education and educate officers towards the
achievement of military professionalism and develop competent and skilful professional military leaders with
strategic insight to address security and defence challenges of the state.
MISSION
Develop knowledge and skills by inspiring officers to excel in military professionalism with strategic insight
to become competent and innovative leaders to address security and defence needs of the state.
OBJECTIVES
The endeavour of AWC is to achieve the following objectives:
a. Enhance learning experience by facilitating academic discourse to share knowledge and
experience of courses of study and instructions related to land power, security, defence, management
and strategic studies.
b. Encourage research and development on matters related to military history, contemporary and
future security, defence and strategic issues and challenges.
c. Develop awareness and understanding on contemporary challenges and issues related to
intelligence and surveillance.
d. Integrate and enhance the use of Information Technology to develop learning experience,
knowledge and skills.
e. Promote and share strategic knowledge, understanding and insight to prepare middle grade and
senior level officers to contribute to security and defence needs of the state.
f. Develop competent and skillful professional military leaders with strategic insight to hold
middle grade and senior level responsibilities.
g. Create a forum to conduct seminars, conferences and workshops on matters related to security,
defence and military development and strategic studies in collaboration with local and overseas
partners.
h. Be the leading institution in developing land power concepts, strategies and doctrines.

SI JCC at Officer Career Development Centre, Buttala on 28th of May 2021.
His intellectual capacity reflected through his dedication, creativity, perseverance, and collaborative
spirit. As the leading training institute of the Army, we extend our sincere gratitude for his devotion towards
duty, commitment to professional enhancement and many years of outstanding service rendered to the Sri
Lanka Army.
