INTRODUCTION

This is fourth edition of Newtown Neighbourhood Centre’s Homelessness Services Directory. The Directory was first published in 2008.
Homelessness services change at a fast pace, with new services emerging and others evolving and adapting. We have made every effort to
ensure this information is as up to date as possible. Much of the information can be found on NNC’s website as individual factsheets that are
updated at least six monthly.

This Directory provides information about the housing options and services available to homeless people within and around the Local
Government Areas of Marrickville, the City of Sydney and beyond. It is intended as a resource for agencies to assist homeless people with
finding appropriate accommodation and services suited to their individual needs.

Newtown Neighbourhood Centre is committed to protecting and promoting the local community, with a particular emphasis on its most
vulnerable and marginalised members. We have published this Directory as one of a range of initiatives responding to the housing crisis
affecting large sections of our community.

1. HOUSING NSW

Housing Pathways was launched in 2010, aimed at making it simpler, fairer and easier for people to apply for and be matched with housing
assistance. Housing NSW, Community Housing providers and the Aboriginal Housing Office all have one application system under Housing
Pathways, using a single application form to apply. Households are able to choose who they would like to provide housing assistance to
them and, depending on who is selected, you may get an offer of housing from Housing NSW, a Community Housing provider or the
Aboriginal Housing Office. For more information, see the Eligibility for Social Housing Policy on the Housing NSW website.

Emergency Temporary Accommodation

People experiencing an immediate housing crisis may apply for Emergency Temporary Accommodation from Housing NSW. If approved, the
Department will provide temporary accommodation for a limited period, and no more than 28 days in any twelve month period. This type of
assistance is only given to people in extreme situations.

Support in securing private rental accommodation

Housing NSW has developed a number of ways to try and help people access private rental accommodation. These include:

I. Statements of Satisfactory Tenancy
II. Private Rental Brokerage Service
III. Tenancy Facilitation
IV. Tenancy Guarantee
V. Private Rental Subsidies

I. Statements of Satisfactory Tenancy

Where a tenant or former tenant of Housing NSW has a satisfactory tenancy history, Housing NSW will provide a statement of satisfactory
tenancy to assist the client to secure private rental housing when they are leaving, or have left, public housing. Community housing tenants
cannot apply for statements of satisfactory tenancy, but may be eligible for a similar product, if offered by their community housing
provider.

II. Private Rental Brokerage Service

A client may access the Private rental Brokerage Service (PRBS) in one of three ways:

- A social housing provider receives a client referral from a support provider
- Where the client presents at a Housing NSW or community housing provider’s office and requests the service. Where the client

presents to a community housing provider, they will facilitate access to the service through Housing NSW
- The client seeks assistance for another housing assistance product and the provider considers them a potential candidate for the

PRBS.

III. Tenancy Facilitation

Housing NSW provides tenancy facilitation, which aims to provide people with information about searching and applying for housing in the
private rental market. Housing NSW offers this service to people who require limited assistance and who have the capacity to sustain a
tenancy, but require additional help and information to navigate the private rental system.

IV. Tenancy Guarantee

Tenancy Guarantees are available in all Housing NSW offices. A social housing provider may offer a Tenancy Guarantee of up to $1500 to
assist a client with a limited or poor tenancy history to establish a private rental tenancy. The Tenancy Guarantee can supplement the
rental bond if the tenant incurs rental arrears and/or damages the property over and above the value of the rental bond.

In most cases, social housing providers expect that tenancies will be successful. A successful tenancy enables the client to build a positive
tenancy history, thereby reducing or eliminating the disadvantages they previously experienced when trying to access the private rental
market.

The Tenancy Guarantee is valid for the fixed term period of the tenancy agreement, up to 12 months from the start of the tenancy, or
until the tenancy ends, whichever occurs sooner. This means that, up to a maximum of 12 months, the Tenancy Guarantee will last for
the length of the residential tenancy agreement. The Tenancy Guarantee ends if the landlord/agent terminates the residential tenancy
agreement.

V. Private Rental Subsidies

Private Rental Subsidy is a medium-term solution to assist the client accessing affordable accommodation in the private market while
waiting for a suitable social housing property to become available. This product aims to assist clients in the greatest need who have a
disability and are at risk in their current accommodation. A Private Rental Subsidy makes up the difference between the amount the client
pays in rent, and the benchmark rent for a property in an approved area that is comparable to a Housing NSW property. Benchmark rent
means a rent based on the average rent data provided by NSW Fair Trading for specific sizes and types of accommodation in an area.

To be eligible for the Private Rental Subsidy clients must:

- be approved for priority status on the NSW Housing Register, and
- have a recognised disability or medical condition, and
- be able to demonstrate they are also at risk in their current housing which is not suitable for them to live in while they are waiting

for social housing.

Rentstart

Rentstart provides financial assistance for eligible clients to help them set up or maintain a tenancy in the private rental market.
Rentstart assistance includes:

- Rentstart Bond Loan – an interest-free loan to help clients start a private rental tenancy
- Advance Rent – extra financial support for clients in crisis to establish a private rental tenancy Rentstart Move – help for tenants

who need to move if they become ineligible for public housing
- Tenancy Assistance – short-term financial support for clients in rental arrears facing eviction

Private Rental Subsidy - Disability

The Private Rental Subsidy Disability is a short-term solution to assist the client while waiting for a suitable social housing property to
become available. To be eligible for a Private Rental Subsidy disability, clients must:

- be eligible for social housing, and 6
- have a disability, and
- be approved for priority assistance, and
- have reached their turn on the public housing list.

If a client receiving a Private Rental Subsidy - Disability refuses two reasonable offers of social housing, they will no longer be entitled to
receive the subsidy and Housing NSW will remove them from the NSW Housing Register. For more information, go to the Eligibility for

Private Rental Subsidy - Special

The Private Rental Subsidy Special is a longer-term housing solution that does not require a client to move into social housing. To be
eligible for a Private Rental Subsidy Special, clients must:

- be eligible for social housing, and
- Meet the criteria for priority assistance, and
- Be diagnosed as HIV/AIDS positive, as documented by a medical practitioner, and
- Provide evidence from a health or community expert as to how the person’s HIV status impacts on their housing and needs,

including carer and support services needed, and
- Provide evidence as to how the Private Rental Subsidy Special or social housing allocation would help resolve that need.

Private Rental Subsidy – Start Safely

Private Rental Subsidy - Start Safely is time limited. It assists women escaping domestic or family violence to maintain or move into
affordable private rental accommodation. To be eligible for Start Safely, clients must:

- be eligible for social housing, and
- be escaping domestic or family violence, and
- be homeless or at risk of homelessness, and
- be able to demonstrate an ability to afford and sustain the tenancy at the end of the subsidy period, and
- be willing to receive support services where relevant.

2. ABORIGINAL HOUSING SERVICES

The Aboriginal and Torres Strait people are overrepresented in the welfare system, health system, criminal justice system, child
protection system and in unemployment. In the past, government policy has contributed to dispossession of their land, family
fragmentation, abuse and racism which caused them to be disbanded, disenfranchised and marginalized by the community at large.
Consequently, indigenous peoples are overrepresented in homelessness and require services which respond in a way which is to their
sensitive unique culture and traditions.

Intoxicated Persons’ Units

Intoxicated Persons' Units (IPU) are places where intoxicated men and women, aged 18 and over, can stay overnight. The Centres
provide immediate, basic needs, such as: a safe place to stay, food, clothing and showering facilities. Most services prefer referrals from
agencies such as Missionbeat, the police, or a referral from other agencies or government departments.

5. SUPPORTED ACCOMMODATION

Supported Accommodation aims to provide transitional accommodation and related support services, to assist people who are homeless
or in a crisis situation.

Supported accommodation is available to a range of people including homeless families, singles, young people, those identifying as gay,
lesbian, or transgender and those with a disability or illness. It assists people to develop skills and independence and find long-term
housing.

Some support services that may accompany the accommodation are: case management, counselling, employment assistance, alcohol
and other drug programs, living skills, educational programs, job training, transport assistance and recreational activities.

With many supported accommodation services, there are waiting lists. In most cases, there is a cost for accommodation – sometimes as
a percentage of the client’s income – sometimes a fixed charge. The service provider will give full details.
