DILG NE calibrates 2Q 2021 Performance Rating

The Department of the Interior and Local Government
Provincial Office of Nueva Ecija conducted a calibration of
the 2nd semester 2021 SPMS Performance Rating via
Zoom Application on January 21, 2022.
The said calibration was conducted to ensure correlation
of ratings with the standards in accomplishing the SPMS
forms under it's three (3) key points - Strategic Priorities,
Core and Support Functions.
The Videoconference was facilitated by LGOO II Angelyn B.
De Guzman starting off the meeting with a prayer and a
roll call of Field Officers by their respective Cluster Team
Leaders LGOO VII Danilo C. Rillera for Cluster I, and LGOO
VII Ariel G. Espinosa for Cluster II. The opening remarks
was delivered by the Program Manager Alfa Krista C. Reyes
in behalf of Provincial Director Renato G. Bernardino.
The Regional Memorandum for the Submission of 2nd
Semester (July to December) C.Y. 2021 SPMS Performance
Ratings in Manual Form and date of submissions were
presented, and all personnel were assigned to break out
rooms to further discuss the SPMS forms and identify their
relevant functions relative to their workload.
After the break out room discussions, announcements
and reminders were given before the meeting came to a
close.
DILG NE participates in the Provincial Joint Security
Control Center Meeting (PJSCC)

Provincial Director Renato G. Bernardino, attended the first
Provincial Joint Security Control Center (PJSCC) Meeting on
February 7, 2022 at the Nueva Ecija Provincial Police Office
together with the COMELEC, PNP, AFP and DOH.
The meeting aimed to unify the ongoing and future election-
related activities to ensure that the upcoming political activities
will lead to an orderly and peaceful election. All Election
Officers and Chiefs of Police of the province were also present
during the said meeting.

DILG NE conducts Provincial Orientation on the
Unified LCPC Policy for the Province of Nueva Ecija

In continuing response to the national strategy to promote and uplift the welfare and situation of the
Filipino children, the DILG Nueva Ecija spearheaded by PD Renato G. Bernardino led the conduct of
the Provincial Orientation on Memorandum Circular No. 2021-039 re: Comprehensive Guidelines for
the Establishment, Strengthening, and Monitoring of the Local Council for the Protection of Children
(LCPC) at all levels and for other purposes on January 26, 2022 via Zoom Meeting platform.
The activity was participated by LCPC Provincial Inter-Agency Monitoring Task Force (IMTF) members, Local
Social Welfare and Development Officers (LSWDOs), LCPC Focal Persons, City/Municipal Local
Government Operations (C/MLGOOs), Cluster Team Leaders, and DILG Nueva Ecija staff.
LCPC is a council organized at the provincial, city, municipal and barangay levels that serve as the
umbrella organization for all children’s concerns. It is a council fully harnessed to be an efficient and
effective advocate of child’s rights that implements all children’s programs at all levels.

The activity aims to test the participants on their
preparedness and enhance their awareness to respond
whenever a disaster occurred.
The National Simultaneous Earthquake Drill (NSED) is
conducted regularly every quarter in reference to the Rule 6,
Section 7 of the implementing Rules and Regulation of RA
10121 that public awareness shall also be undertaken
through the conduct of drills on a regular basis; and NDRRMC
Memorandum No. 21s 2022 dated February 3. 2022
regarding the 1st Quarter NSED CY 2022.

DILG NE joins Inter-Faith Prayer Rally and Covenant
Signing for NLE 2022

Nueva Ecija candidates vying for various local posts pledged their commitment for a peaceful election by
signing a peace covenant together with the Head of Government Agencies namely: NEPPO, 703RD,
COMELEC, PPCRV, DILG, NAMFREL, PDEA, BJMP, 84th IB, DEPED, DOH and Inter-Faith Group, on March
8, 2022 at Nueva Ecija Police Provincial Office (NEPPO), Cabanatuan City, Nueva Ecija.
During the opening of the activity, Atty. Fernando F. Cot-om, Provincial Election Supervisor of COMELEC,
Nueva Ecija, shared in his message the relevance of peace covenant signing. He mentioned that by
signing, the candidates shall commit to exercise clean and honest election. He also added that this will
serve as their manifestation that they shall do away on vote buying and violence and shall abide by the
rules stipulated in the Omnibus Election Code. Rev. Fr. Aldrin B. Domingo, Ph.L led the reading of the
2022 National and Local Election Integrity Pledge with all the candidates present and was followed by
the Covenant signing.
The activity concluded with the release of white balloons as a symbol of peace and unity. DILG Nueva Ecija
PD Renato G. Bernardino, LGOO VII Danilo C. Rillera, LGOO VII Ariel G. Espinosa, and Provincial technical
personnel also joined the activity.

Further, updates on COMELEC Resolutions are presented by
Atty. Julio Nicanor C. Guinto and Mr. Allan B. Aseron, Election
Officers of Cabanatuan City and Pantabangan respectively. The
AFP and PNP also discussed the Security Preparations for the
2022 Elections.
Dr. Edwin V. Santiago, Provincial DOH Officer, reminded the
attendees to strictly observe and follow the health protocols
during the campaign period and moreover on the day of
election to avoid or minimize the spread of COVID-19.
Towards the end of the meeting, each member of the PJSCC
gave their respective words of Guidance to attain the orderly,
safe and peaceful election in this time of pandemic.

The above-mentioned governance areas and their
corresponding indicators were presented and thoroughly
discussed by the DILG Nueva Ecija SGLG Team. Financial
Administration and Sustainability and Business-
Friendliness and Competitiveness was discussed by
Program Manager LGOO VI Alfa Krista C. Reyes.
On the other hand, Disaster Preparedness and Youth
Development was discussed by LGOO II Kristian Rob D.
Santiago. Social Protection and Sensitivity and Tourism,
Heritage Development, Culture and Arts was tasked to
LGOO III Donnabel E. Estipular. Health Compliance and
Responsiveness, Sustainable Education and Environmental
Management was explained by LGOO V Vivorey S. Lapitan.
Lastly, Safety, Peace and Order was discussed by Cluster I
Team Leader and LGOO VII Danilo C. Rillera. Concluding
the presentations was Program Manager Reyes who
explained how to accomplish the SGLG forms.
The SGLG, being a progressive assessment system that
gives distinction to remarkable local government
performance across several areas, highlights integrity and
good performance to institutionalize local governance
reforms in the continuing pursuit for meaningful local
autonomy and development.
DILG NE orients on 2019 and 2021 POC Audit

The DILG Nueva Ecija Provincial Office, led by Provincial
Director Renato G. Bernardino, facilitated an
orientation regarding the conduct of 2019 and 2021
Peace and Order Council (POC) Performance Audit last
February 23, 2022 thru ZOOM Online Teleconference.
The objective of the activity is to orient the C/MLGOOs
and LGU POC Focal Persons of the Province of Nueva
Ecija regarding the Policy Content and Guidelines of
DILG MC 2022 – 013. Likewise, it also aimed to walk-
through the participants in the POC Audit System
which will be the platform to be used for the
submission of the Means of Verifications and venue
for the conduct of the POC performance assessment.
Further, the results of the said audit will be used for the
crafting of future policies and issuance of the National
POC and as one of the basis for the identification of
Seal of Good and Local Governance (SGLG) Awardees.

Joint POC-PADAC-PTF-ELCAC 2022 1Q 2022 Meeting

The Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial
Task Force to End Local Communist Armed Conflict (PTF-ELCAC) successfully conducted its 1st Quarter
Joint Meeting of the Province of Nueva Ecija on March 30, 2021 via Zoom Platform.
Atty. Alejandro R. Abesamis, Provincial Administrator, presided over the meeting as authorized by
the chairperson of the various councils. The teleconference meeting was attended by regular
members of the councils, including the different provincial department heads, national government
agencies (NGAs), and the accredited civil society organizations (CSOs).
The agenda of the meeting includes the peace and order situation, election preparation, barangay drug
clearing updates, internal security operations update, retooled community support program (RCSP)
implementation status in Nueva Ecija, and as well as POC and ADAC Audit Overview.

Nueva Ecija LTIA-Provincial Assessment Committee
convenes for CY 2022

The selection of Provincial Winners for the CY 2022 LTIA was held on March 29, 2022 via Zoom Meeting
Application. The Provincial Assessment Committee (PAC) assessed and validated the documents
submitted by the LGUs. The PAC is composed of DILG (Chair), PROS. Efren Clint M. Mallare, Jr. of DOJ -
Office of the Provincial Prosecutor (Vice Chair), PLTCOL Norman C Cacho, DPDA, of NEPPO (member)
and Dir. Krizza Ria Y. Velasquez of Outreach Philippines, Inc. (member).
Before the assessment proper, LGOO II Kristian Rob D. Santiago oriented the PAC Members on LTIA
criteria and rating forms. This is to reiterate the importance of KP implementation in the
observance of justice in the barangay level.
After thorough deliberation, Brgy. San Cristobal, Licab gathered a total score of 99% while Brgy. Pesa,
Bongabon gathered 94% and shall served as the Provincial Lupong Tagapamayapa entry of the Province
of Nueva Ecija to the Regional Assessment for the 4th-6th class and 1st-3rd class municipality,
respectively.

In preparation for the deployment of rehired Contact Tracers in Nueva Ecija, the DILG Nueva Ecija,
through the leadership of Provincial Director Renato G. Bernardino, conducted separate briefing of the
Field Officers (virtual) and rehired Contact Tracers (face-to-face) on the latter’s LGU assignments and

LFP Team attends blessing and inauguration of
Potable Water System in Gabaldon

The Locally Funded Project (LFP) Team of DILG Nueva Ecija, on behalf of
Provincial Director Renato G. Bernardino, attended the blessing and
inauguration of the "Potable Water Supply Project" funded under the
FY 2020 Assistance to Municipalities (AM) Program at Barangay Cuyapa,
Gabaldon Nueva Ecija. The project will serve as an additional source of
potable water for the 463 households of Brgy. Cuyapa.
Municipal Mayor Jobby P. Emata, in his message, thanked the DILG for
the project that was provided to their Local Government Unit (LGU)
and expressed his aspirations on upgrading the said project into Level
III Potable Water System.

DILG Nueva Ecija celebrates 2022 National
Women's Month
With the nation still discombobulated from the Covid-19 pandemic while gradually reeling towards
normalcy, DILG Nueva Ecija as one of the partner agencies in promoting gender equality and women's
empowerment joins the celebration of the 2022 National Women's Month.
“We Make Change Work for Women” as its main theme on its 6th year observance, this year's celebration
focuses on the sub-theme: “Agenda ng Kababaihan, Tungo sa Kaunlaran”. A celebration of women exercising
their choices, pushing for their voices be heard, and benefitting from and pioneering changes. It is also a
celebration of Filipino women’s power to take the narrative, raise priority issues that matter to them, and call
for concrete actions and solutions. It also pivots in inclusion of women's concerns in the government
agenda and more women being able to implement at the same time, demand programs and services that
can move the country together in narrowing gender gaps and moving apropos sustainable and equitable
development. The celebration calls on stakeholders from both government and private sectors to inspire
actions in promoting a gender-responsive pandemic recovery.
Provincial Director Renato G. Bernardino expressed his support to the empowerment of every woman and
commended the contributions of women in the society. The DILG Nueva Ecija Provincial Office personnel
participated by wearing anything purple on the first Tuesday of the month of March signifying support and
celebrating National Women's Month. DILG NE Contact Tracers also took part in the celebration.

who welcomed the participants. Subsequently, LGOO
Santiago apprised the Field Officers and Contact Tracers
of the latter’s temporary LGU assignments. Afterwards,
he refreshed the participants on the Contact Tracers’
deliverables such as the daily Contact Tracing Report,
Weekly Accomplishment Report and Daily Active Cases
Report. Thereafter, ADA IV Nelcy V. Mendoza discussed
the Contact Tracers’ salaries, claims and other financial
and administrative concerns.
At the end of the activity, PD Bernardino expressed his
gratitude to the Contact Tracers for their invaluable
contribution in the previous year. He encouraged them
to raise the bar this year in support to the nation’s
COVID- 19 Contact Tracing operations.

The objective of the coaching was to determine the extent of compliance of all DILG R3’s operating units
to the QMS ISO 9001:2015 and applicable legal requirements. The activity also aimed to confirm the
readiness of the DILG NE QMS Process Owners for Stage 2 Audit.

DILG NE holds series of multimedia coaching

The Department of the Interior and Local Government Nueva Ecija conducted a series of Multimedia
coaching for its personnel via a hybrid session (Zoom application and Face-to-Face) last February 21-22,
2022.
As part of the initiative of the DILG NE, the series of coaching focused on News and Feature Writing, Photo
and Video Production, Canva and Social Media Management, and Adobe Photoshop.
On the first day of the coaching, LGOO II Sharlynn May M. Dimaliwat and LGOO II Kristian Rob Santiago
discussed the topics of basic rules on how to effectively write a News and Feature story, and Photo and
Video Production respectively.
Moreover, ADA IV Millicent Kaye I. Velasquez discussed Social Media Management while LGOO II Marie Chia
Roncesvalles shared the features of the Canva application.
The last day of the coaching focused on the tutorial of Adobe Photoshop which was discussed by LGOO II
William Philip Villena.
The two-day activity was conducted to fully equip its personnel with the use of various media for effective
and efficient service delivery.
It was participated in by the DILG NE Provincial Staff led by Provincial Director Renato G. Bernardino.

To cope up with the latest issuances and guidelines and to ensure the accomplishment of the
department’s deliverables, the DILG Nueva Ecija headed by Dir. Renato G. Benardino conducted the first
virtual Provincial Team Conference for CY 2022 on February 22, 2022 via Zoom Cloud Platform.
Program Manager Alfa Krista C. Reyes discussed the Department’s latest issuances relative to the
Capacity Building for Barangay Officials, Liga ng mga Barangay Congress, Convention, Seminar and similar
Activities at All Levels and updates on various PPAs.
The conference also served as a venue to present the Regional Memorandum Circular No. 2022-002
entitled “Guidelines on the Provision of Skeleton Workforce, Observation of Health and Safety
Protocols, and Reiteration of Office Policies” in realignment to the required on-site workforce as
prescribed in the Alert Level System Guidelines and Operations Plans and Budget for FY 2022,
presented by LGOO II Donnabel E. Estipular and LGOO III Maricar Janice C. Perez, respectively.

Provincial Awardee on Compliance and Excellence
On November 2021, Provincial Director Renato G. Bernardino signed
Provincial Memorandum Circular No. 2021-01 institutionalizing the
Provincial Awards System of DILG Nueva Ecija entitled Provincial
Awardee on Compliance and Excellence (PACE), which aims to recognize
top performing Provincial and Field Office Personnel using the PACE
Report Tracker, and encourage them to keep doing their best.
Provincial Said awards system was pilot-tested on December 2021 and became
ACEs of the fully operational this January 2022, with PD Bernardino as the
Committee Chair, and Cluster Leaders and Program Manager as
