qualified and competent faculty members.
Faculty members, to be effective should, however, be
properly compensated and enjoy the security of tenure.
A policy of fair and equitable distribution of teaching
assignments, together with clear incentives for promotion
should be present in the institution.
A. ACADEMIC
QUALIFICATIONS
The educational background of faculty
members should be adequate for teaching in
the college level; it should include graduate
studies or their equivalent, e.g. outstanding
achievement or years of experience in the
field of specialization, special studies or
clinical specialties.
The normal qualification for a college teacher
is the possession of a master’s degree. The
preference, however, is for an earned and
appropriate doctoral degree or outstanding
achievement in the profession or in the arts,
letters, and the sciences or special fields.
The percentage of faculty members with
master's degree complies with the minimum
standard of PACUCOA (see the minimum
standards in PACUCOA Manual.)
A. Academic Qualifications
A.1. The school has clear and comprehensive policies and procedures for the recruitment of faculty members.
Provided hereinunder is the Requisition, Recruitment, Selection, and Placement Policy of Letran Calamba stipulated in Chapter I of the Faculty
Handbook, Revised Edition for the Academic Year 2019-2022:
REQUISITION, RECRUITMENT, SELECTION, AND PLACEMENT

One of the most critical determinants of an organization’s effectiveness is its selection and placement of the right person for the right job. To
continually support the thrust of the Colegio in its pursuit of a Culture of Excellence, a rigid recruitment, selection, and placement process shall be
observed. This policy intends to present a clear and standard process to assist the requesting department in selecting the best candidate for the
job and ensure equity of opportunity for all applicants. To continually support its mission and vision, Letran Calamba shall keep the highest
standards of excellence in the recruitment and hiring of personnel. These processes shall be based on qualifications, skills, ability, and fitness to
perform the job requirements as indicated in the job description.
Section 1. DEFINITION OF TERMS
1.1 Absorbing Department refers to the department from which a personnel will be transferred to.
1.2 Applicant Assessment Report Form (27:02-00-FO-25) is a report submitted by the Talent Acquisition and Retention Officer to the HRD Director
and requesting Department Head, which constitutes the following:
1.2.1 Minimum requirement of the position;
1.2.2 Qualifications of the applicant; and
1.2.3 Initial recommendation (for interview/teaching demonstration).
1.3 Background Information (BI) (27:02-00-FO-26) refers to Information or reference checking sheet of recommendation from previous
employment or school of the applicant to ensure quality placement.
1.3.1 Initial BI refers to the information or reference checking that can be conducted prior to teaching demonstration and panel interview
1.3.2 Random BI refers to the information or reference checking that can be conducted prior to issuance of official appointment or at any time
during the employment period of the personnel in the Colegio.
1.4 Interview Summary (27:00-00-FO-27) refers to the summary form used for the interviews (initial interview, department head interview, and final
interview) of the applicant, which rates among others the education and experiences related to the job, employment pattern, communication skill,
enthusiasm and initiative, and career goals.
1.5 Personnel Requisition Form (27:00-00-FO-23) is an official form which is to be accomplished in four copies by the requesting department for
request of personnel.
1.6 Releasing Department refers to the department from which a personnel will originate
1.7 Staffing pattern refers to the approved staffing requirement of the Colegio based on the need of every department as laid down in the
approved organizational structure/chart
1.8 Teaching Demonstration (27:00-00-FO-28) refers to the summary form used for the teaching demonstration of the applicant which rates among
others the teaching strategy, classroom management skills, presentation skill, and mastery of the subject matter
1.9 Vacancy is an employment status that occurs as a result of the following:
1.9.1 Creation of new position
1.9.2 Death
1.9.3 End of contract
1.9.4 Leave of absence
1.9.5 Non-renewal
1.9.6 Promotion
1.9.7 Resignation
1.9.8 Retirement
1.9.9 Termination
1.9.10 Transfer
Section 2. General Policies
2.1 In all areas of the recruitment process, the Human Resource Department (HRD) thru its Human Resource (HR) Officer is tasked to help and
support the requesting department through the recruitment, selection, and placement process.
2.2 When a vacancy occurs (for example, when a member of staff resigns or a new post has been created), heads of the requesting department
shall embark on the standard recruitment and selection process.
2.3 Any department/unit in need of personnel shall fill out the personnel requisition form. Only an approved request for personnel can serve as
the authority to hire a personnel.
2.4 All vacancies will be advertised on the Colegio’s website and bulletin boards. This ensures all internal staff are provided with opportunities for
consideration for career development or movement.
2.5 No hiring will be effected unless the following pre-conditions are met:
2.5.1 The position to be filled is within the approved organizational structure/chart and/or an exigency case.
2.5.2 The applicant passes pre-employment requirements and is qualified and acceptable to the Colegio.
2.6 An applicant who has been convicted of an administrative or criminal offense involving moral turpitude shall not be employed in the Colegio.
2.7 Personnel who have a previous disciplinary record in the Colegio shall not be considered for re-employment.
2.8 Only an approved request for personnel can authorize the hiring of personnel.
Section 3. Specific Policies
3.1 Personnel Requisition
3.1.1 Department Heads in need of personnel shall fill out the Personnel Requisition Form in four (4) copies, which requires the following
information:
3.1.1.1 Nature of Request (to fill up a vacant position; new position)
3.1.1.2 Position to be filled up
3.1.1.3 Status
3.1.1.4 Date Needed
3.1.1.5 Requesting Department
3.1.1.6 Requirements/Qualifications of the position/ Other Preferences
3.1.1.7 Reasons for hiring
3.1.1.8 Subject to be taught, if any
3.1.1.9 Signature of the Department Head duly noted by the Division Head
3.1.2 The said form shall be submitted to the HRD, which, in turn, shall forward it to the Office of the Vice President for Finance for budgeting
purposes.
3.1.3 Upon recommendation of the Vice President for Finance, the form shall be forwarded to the Office of the Rector and President for
approval.
3.2 Recruitment
3.2.1 The HRD shall post job notice/s in conspicuous places in Letran’s premises to inform current personnel about the job requirement/s.
3.2.2 An internal applicant shall submit a letter of intent duly noted by his/her Department Head with the updated resume
3.2.3 External applicants shall submit the following documents:
3.2.3.1 Application letter;
3.2.3.2 Resume;
3.2.3.3 Transcript of Records (TOR);
3.2.3.4 (1) 2x2 picture; and
3.2.3.5 Accomplished Application for Employment [(27:00- 00-FO-24) (for shortlisted applicants)].
3.2.4 The HRD shall employ but not limit itself to the following sourcing strategies:
3.2.4.1 Internal Job posting;
3.2.4.2 On line posting ( e.g. Letran Calamba website)
3.2.4.3 Advertisements in widely circulated newspapers, if necessary
3.2.4.4 Direct Mail, if necessary
3.2.4.5 Networking, if necessary
3.2.5 The HR Officer shall relay vacancy details and application requirements to applicants via the Colegio’s website and HRD’s email to speed-
up processing and reduce costs. Walk-in applicants and applicants who applied through email will also be entertained.
3.2.6 Shortlisted applicants shall be advised to visit the HRD.
3.3 Selection
3.3.1 The HRD in coordination with the requesting department shall be in charge of the overall selection of applicant for both academic and
nonacademic positions.
3.3.2 The submitted requirements of applicants shall be recorded in the Resume Logbook (27:00-00-LB-08) for future vacancies.
3.3.3 The HRD shall evaluate the documents submitted by the applicants vis-à-vis the pre-qualification requirements. Should the result of the
evaluation be favorable to applicant, the reviewed documents shall be forwarded to the requesting department head for review prior to the
scheduling of teaching demonstration and/or (panel) interview.
3.3.3.1 Only the applicants who will qualify in the assessment or initial screening of the HRD shall undergo pre-employment procedure
[exam, interview, and teaching demonstration and panel interview (for faculty)].
3.3.3.2 Shortlisted external applicants shall fill out the Application for Employment (27:00-00-FO-24) to identify pertinent information
relative to their applications
3.3.4 Returnee Applicants
3.3.4.1 Faculty members, who availed of either optional or compulsory retirement, may not undergo pre-employment procedure but have
to submit required documents such as application letter, updated resume, and 2x2 picture.
3.3.4.2 They also have to secure all the employment requirements for payroll and ranking purposes.
3.3.4.3 On the other hand, resigned faculty members, who are applying for any vacant position, shall undergo pre-employment
procedure.
3.3.5 External applicants (teaching or non-teaching) shall undergo the pre-employment test.
3.3.5.1 If necessary, the requesting department may conduct a separate battery of tests and make recommendations before the applicant
is scheduled for final interview with the Department Head and HRD Director.
3.3.6 Internal applicants for lateral transfer/promotion shall undergo interview of absorbing Department Head only after submission of the
required documents, such as letter of intent duly noted by his/her releasing Department Head and the updated resume.
3.3.6.1 Internal applicants for part-time teaching position shall take the exam for teacher applicants and teaching demonstration/panel
interview after submission of the required documents such as application letter and updated resume.
3.3.7 The HR Officer shall prepare the applicant’s assessment report prior to applicant’s schedule for final interview and/ or teaching
demonstration.
3.3.8 Initial Background information (BI) may be conducted prior to teaching demonstration and panel interview. However, random BI may
also be done prior to issuance of official appointment.
3.3.8.1 The HRD reserves the right to conduct BI at any time during the employment period of personnel in the Colegio.
3.3.9 Applicants for a teaching position shall undergo teaching demonstration and panel interview attended by the following:
3.3.9.1 VP, Academics and/or Academics Officer, and/or HR Officer;
3.3.9.2 Academic Head and/or Chair/s and/or Co-Chair/s; and
3.3.9.3 Other School’s Academic Head and/or Chair/s and/ or Co-Chair/s, if necessary
3.3.10 The head of the requesting department shall evaluate the application using the interview summary, teaching demonstration (for
teaching personnel), and applicant’s assessment report as bases of recommendation.
3.3.11 Once the requesting department has selected an applicant, s/he shall forward a formal endorsement letter noted by the
division head to the HRD for immediate hiring.
3.3.12 The HRD shall conduct orientation of new personnel regarding policies, rules, and regulations of the Colegio and pertinent
information.
3.3.12.1 In exigency cases, a bridging module will be included in the orientation activities (learning on-board training) to narrow the
gap between the existing qualification and the required competency level of the newly hired personnel.
3.3.13 Successful applicants shall undergo complete Physical Examination by accredited clinics/hospitals of the Colegio. Those with
clean bills of health shall accomplish/submit the requirements as contained in the Requirements for Employment (27:00-00-FO-31)
3.3.14 The HR Officer shall inform the recommended applicant of the salary and other pertinent information related to his/ her hiring.
3.3.15 The HR Officer shall prepare the employment contract with pertinent documents attached for final approval of the Rector and
President

3.5 Faculty Load. The faculty member shall be given loads as follows:
3.5.1 Permanent and probationary full-time faculty member shall be given a regular load of 18 hours or their unit

3.5.2 External Part-time faculty members are to be given a maximum of 12 teaching hours or their equivalent in units.
