RATIONALE
Nurses play critical roles in caring for individuals across population groups in the society. They devoted
their lives in promoting and restoring the optimal health of individuals by applying their expertise within
their domains of practice and maximizing the available health services in the ever-changing healthcare
delivery system. As such, the World Health Organization (WHO) designated year 2020 as the “International
Year of the Nurse and the Midwife” as a tribute to the 200th anniversary of Florence Nightingale’s birth, the
mother and founder of modern nursing. The WHO acknowledged that the nurses and midwives’ vital roles
in providing healthcare globally have expanded across many healthcare systems and have evolved to
highly specialized roles. The WHO also highlighted the challenging conditions nurses and midwives often
encounter in their day-to-day practice and put forward the need to advocate for increased investments in
the nursing and midwifery workforce.
In this Year of the Nurse, where the world is currently enduring the immense suffering brought about by
the COVID-19 pandemic, nurses are confronted with a herculean challenge in responding to the call in
caring for the wounded world. This global pandemic placed nurses in the best position to care for the
afflicted individuals and to come up with sound policies needed to expedite the delivery of healthcare
services. However, it also put them in the position to experience severe distress that threatens their safety,
health, and overall well-being in their workplaces. Of great significance, this global pandemic reminded us
of the basic lessons which Florence Nightingale wrote in her Notes on Nursing more than a hundred years
ago. Her ideas on cleanliness, her research works on infections and mortality of soldiers during Crimean
War, her advocacies for healthcare reform, including access to healthcare for all, and the inclusion and
implementation of nursing as a profession all matter in today’s distressed and challenging world.
On September 14, 2020, the International Council of Nurses (ICN) released the results of the survey entitled
“Protecting Nurses from COVID-19 a Top Priority: A Survey of ICN’s National Nursing Associations” stating
that millions of healthcare professionals were infected with the COVID-19 virus with more than 1,000
nurses who died due to COVID-19 infections in 44 countries. Nurses also experienced mental health
distress and endured shortages of personal protective equipment (PPE). They were not routinely tested
and were even subjected to violence and discrimination. Thus, the ICN has been campaigning for the
safety of nurses and other healthcare workers as a government priority in order to guarantee patient
safety. Most of the ICN recommendations were included in the WHO Health Worker Safety Charter which
includes zero tolerance to violence and abuse, safe staffing levels, reducing work-related stress, improving
work-life balance, having all the equipment needed to do their jobs safely, including PPE, and open
communication in their workplaces.
Nurses’ roles in making healthcare reforms in this time of pandemic should not dwindle as the world is
currently experiencing severe shortage of nurses. Further loss in the lives of nurses can be detrimental to
the struggling healthcare systems. Nurses in their workplaces should be supported to fulfill their calling in
the profession. Hence, nurses all across the globe, should work hand in hand in raising their voices in order
for their workplace issues to be heard. They should be empowered in advocating realistic changes in their
workplaces to improve their working conditions and to optimize the delivery of healthcare to their
patients.
This PNA Zone 1 Convention will highlight the important roles of Filipino nurses in healthcare delivery and
healthcare reform especially in this time of COVID-19 pandemic. The Filipino nurses’ ways of responding to
COVID-19 pandemic will also be discussed. It will also serve as an avenue to honor the heroic acts the
Filipino nurses have demonstrated during COVID-19 pandemic, a response to the call of caring for
mankind and the world which Florence Nightingale exhibited during her time.

At the end of the 8-hour scientific conference, the
participants will be able to:
- develop appropriate strategies in promoting and
restoring the health of the people in their respective
workplaces.
OBJECTIVES
Specifically, the participants will be able to:
- distinguish the expanding roles of nurses in responding
to the health needs of the people across the globe;
- analyze the critical role of nurses in responding to
health crisis and in initiating healthcare reforms; and
- propose timely and relevant approaches in promoting
the welfare and positive work environments for nurses
amidst and beyond the pandemic.

Chapter) as it holds its 40th Annual Convention and Scientific Meeting.
Nurses play an indispensable role in upholding the dignity of human life as they carry
out quality, prompt and compassionate healthcare services to their patients. The
government - in acknowledging their dedication as medical frontliners - further strives
to improve nursing education and practice, as well as ensure humane working
conditions and better career prospects for our nurses.
As your organization marks 2020 as the Year of the Nurse and Midwife, may this

Message
The Covid-19 pandemic has created havoc in our lives. However, despite this it is
praiseworthy of you to continue the tradition of celebrating nursing milestones, albeit
virtually. Relative to this, please allow me, in behalf of the Professional Regulatory
Board of Nursing, to extend my warmest congratulations to all the officers and
members of the Philippine Nurses Association, NCR, Zone 1, Manila Chapter with the
theme Filipino Nurses Working Together in Nursing the World to Health.
The World Health Organization (WHO) has designated 2020 as the Year of the Nurse
and the Midwife. Nothing is more appropriate especially in the light of what these two
healthcare professions have contributed to health. The declaration definitely helps to
raise the morale and profile of nurses considering the effort, dedication, and courage
the nurses have manifested while providing care to patients infected with Covid-19. A
silver lining brought about by the pandemic is the recognition by the public of our
centrality in the delivery of safe and quality patient care.

Binabati po natin ang Philippine Nurses Association para sa kanilang 40th Annual
Convention and Scientific Meeting.
Ngayong may kinakaharap tayong pandemya, lalo pa po nating nakita ang
kahalagahan at importansya na ibinibigay na sakripisyo ng ating mga kasamahan sa
medical force.
Malaki ang papel ng ating mga nurses sa paraang sila po ang tumutulong upang
masalba po ang buhay ng bawat indibidwal hindi lang dito sa Lungsod ng Maynila,
kung hindi saan mang panig ng mundo. Sa ating mga midwife naman po, sila po ang
nagsilbing gabay upang ligtas na mailuwal sa mundo ang mga bagong silang na
sanggol.
Umasa po kayo na kasama niyo ang buong Pamahalaang Lungsod ng Maynila upang
masugpo po natin ang sakit na COVID-19. Taas noo po ang aming pagsaludo sa lahat
ng sakripisyo na inyong binibigay para sa mga Batang Maynila upang matiyak ang
aming mga kaligtasan.

Worldwide Filipino Nurses are recognized in every field of Nursing practice this may it
be on Hospital, Public Health and Research. Filipino Nurses are trained, knowledgeable
and skilled and have the Filipino character as “Maalaga” or with Tender Loving Care
(TLC), this is our weapon in nursing the world to health.

My warmest congratulations to our Philippine Nurses Association NCR Zone 1 Manila Chapter on its 40th
Annual Convention and Scientific Meeting with a theme “ Working Together in Nursing the World to
Health” .
2020 is declared by World Health Organization and supported by the International Council of Nurses as
the International Year of Nurse and Midwife which coincides with the 200th birthday of Florence
Nightingale. The declaration raises the position of nurses being recognized for all the efforts they do.
Nurses are the backbone of all healthcare systems, working tirelessly to provide the care and attention
people need whenever and wherever they need it. They make invaluable contribution to the health of
people all over the world.
This is also the year of International Crisis. The global and national challenges brought about by COVID 19
tested the capability, the resilience of nurses that as the backbone to health and safety, made them
always ready and competent to respond to the call of serving people and that no patient is left behind.
We nurses even how tired and exhausted, keep our promise and oath to our profession to selflessly
perform our duty 24/7 to affected hospitalized patients with competence and compassion. We have
been assuming essential roles in response to the challenges brought about by any situation with the
goals in mind to take care of the patient the best way we can, prevent complications and save lives.
Considered as the unsung heroes nurses in any workplace, show true commitment in providing care.
Nurses are crucial to the achievement of national objectives in ensuring patient safety, health, disaster
preparedness with flexibility and adaptability and in management of all types of illness in all levels of
development.
Health facilities should provide vital protective equipment, give the needed support and provide
conducive working conditions so that nurses can discharge their duties effectively and efficiently . With
this we can ensure stronger nursing workforce so that we will continue to nurse the world. Thank you to all
dedicated, hardworking and committed NCR Zone 1 officers, I am proud to be your governor for four years.

Greetings to the modern day heroes of our time!
It is with great pleasure that I welcome everyone on the 40th Annual Convention and
Scientific Meeting of the Philippine Nurses Association NCR Zone 1 Manila chapter with
the theme: Filipino Nurses Working Together in Nursing the World to Health. The year
2020 indeed made the world realize the true essence and value of nurses in shaping
the landscape of healthcare and responding to the demands of the pandemic.
Humanity bore witness to the selfless commitment to serve, ceaseless compassion and
incomparable competence of all nurses.
As we commemorate the 400th birth anniversary of the mother of modern nursing,
may we follow her example of making a difference in the lives of our patients through
application of science. The methods and rational processes that define nursing as a
scientific profession anchored on empirical data will guide us in
our relentless journey for social value and relevance.
It is my fervent wish that our accredited professional organization will continue grow in
the spirit of unity, collegiality, integrity, and excellence. May the lessons learned in

Warm greetings to the members and officers of PNA NCR Zone 1!
As we come near the end of 2020, we look back with grateful hearts that we still enjoy
health even in the midst of the ongoing pandemic. The difficulties we have
encountered showcased not only our resilience but our genuine concern for one
another. Indeed, the spirit of ‘Bayanihan” is very much alive in us. I am honored and
humbled to lead our team in organizing this year’s annual convention for our chapter.
Our theme “Filipino Nurses Working Together in Nursing the World to Health” is a
resounding call for all of us to carry on the ideals of Florence Nightingale today more

Keynote Speaker
PETER-REUBEN CALIXTO, RN, BSN, CNN
Has been a nephrology nurse throughout his nursing career and currently holds
two nephrology certifications. Currently a kidney transplant coordinator with the
San Francisco Veterans Affairs Medical Center. He worked as a kidney transplant
coordinator at the University of California, San Francisco and retired as a clinical
nurse leader at the UCSF Transplant Unit (kidney, liver and pancreas) in 2017 where
he worked for 35 years.
Active member of the American Nephrology Nurses Association (ANNA) where he
has held various roles in the organization that including chapter president, regional
chapters coordinator, transplant special interest group representative and most
currently as a member of the Continuing Education Approval Board. He has
multiple publications including several chapters of the PNAA Tapestry. Currently
serves on the Executive Advisory of the publication Nurse.com., as an Advisor of the
PNAA Newsletter, Inside PNAA.
He was the first male President of the Philippine Nurses Association of America
being the 11th to hold the position. During his term as president, the Philippine
Nurses Association of America Foundation was established. He is also past
president of the UST Nurses Association International.
A graduate of the University of Santo Tomas College of Nursing and a member of
the Sigma Theta Tau International, the Honor Society in Nursing.

HON. MERLE L. SALVANI PHD, RN
Hon. Merle Lobres Salvani is a newly appointed member of the Board of Nursing of
the Philippine Regulatory Commission. Hon. Salvani graduated from CL
Montelibano Memorial School of Nursing for her Graduate Nursing degree and
then she finished her Bachelor of Science in Nursing in Riverside College. She
obtained her Masters of Nursing in the University of St. La Salle, Bacolod City
wherein she also completed her Doctorate in Educational Management.
Hon. Salvani started her nursing career as a faculty member in the CL Montelibano
Memorial School of Nursing. After three years, she worked as a staff nurse in St.
Mary’s Hospital in New Jersey, USA. She became a unit manager in Greenville

Salle, Bacolod City for twenty five years.
She received numerous awards and recognition from the University of St. La Salle,
Bacolod namely The Most Outstanding Mentor and Staff Award in 2007-2014 and
the Medrano Award in 2015 for her 25 years of teaching. She was also recognized as
an Outstanding faculty in the College Category by the Negros Occidental Private
Schools, Sports, Cultural and Educational Association in 2016.
Hon. Salvani is actively involved in the Philippine Nurses Association since 2009.
She was a former PNA National President in 2018 wherein she was recognized for
her invaluable contribution to the organization.

MARY JOY GARCIA-DIA, DNP, RN, FAAN
Dr. Mary Joy Garcia-Dia is the Program Director, Nursing Informatics, Information
Technology Department at New York-Presbyterian and Board Member of the
Health Information Management Systems Society New York State Chapter. Mary
Joy received her Bachelor of Science from the University of St. La Salle, College of
Nursing graduating Cum Laude. She has a Master’s Degree in Nursing Informatics
from New York University Rory Meyers College of Nursing receiving the
Distinguished Graduate Award. She completed her Doctorate in Nursing Practice
with a Leadership Track from Case Western Reserve University Frances Payne
Bolton School of Nursing and was the recipient of the Director’s Award. She
published a book Project Management in Nursing Informatics released on January
2019 and contributed to book chapters on Nursing Informatics Curriculum
Development, Nursing Practice Implications and Human-Centered Design Thinking
and Clinical Workflow in Nursing Informatics.
She is active in the community as the Immediate Chair of Kalusugan (Health)
Coalition and National Advisory Committee Member for Research on Asian
American, Native Hawaiian and Pacific Islander Health. Her community
engagement and scholarly work led to her Fellowship in the New York Academy of
Medicine and the American Academy of Nursing. As the President-elect of the
Philippine Nurses Association of America, Mary Joy launched the Heal our Nurses
Campaign as part of the COVID-19 Task Force’s initiatives on April 3, 2020. She was
recently inducted as the 21st President of PNAA in July 4, 2020.

RODOLFO C. BORROMEO, ED.D, RN
Dr. Rodolfo C. Borromeo is the Vice President for Nursing Service Directorate of
Manila Doctors Hospital. He graduated his Bachelor of Science in Nursing degree
from the Olivarez College in Paranaque City. He finished his Master of Arts in
Nursing and Doctorate in Education in the Philippine Women’s University wherein
his dissertation was recognized as excellent. He took his Masters in Management
Major in Hospital Administration in the Philippine Christian University and
garnered excellent in his thesis. He specializes in Nursing Service Administration
and Research.
He was a former Nursing Service Director of the San Juan de Dios Educational
Foundation, Inc.-Hospital for 25 years. He was also a Freelance Consultant in
Organizational Development and Research Program Development in Our Lady of
Caysasay, Batangas, Our Lady of Pillar, Cavite, Fabella Hospital, Rizal Medical
Center and Amang Rodriguez Hospital from 2015-2019.
He is actively involved in professional organizations such as the Association of
Nursing Service Administrators of the Philippines wherein he is currently the
President. He is also a member of the Philippine Nurses Association, American
Organization of Nurse Leaders (AONL), Infusion Nurses Society (INS) and Sigma
Theta Tau.
He is a well sought after resource speaker in conferences locally and abroad such
as in PNA convention, ANSAP conferences, PSQUA, and International conferences
in Thailand and Japan to name a few.

IRIS CHUA SO, PHD, RN
Iris Chua So is the Dean of the College of Nursing and concurrent Officer in Charge
for Academic Affairs at the Chinese General Hospital Colleges. Prior to joining the
academe, she worked as a pediatric cardiology nurse at the Philippine Heart
Center. She obtained her Bachelor of Science in Nursing degree, magna cum
laude, at the University of Santo Tomas. She pursued her graduate studies at the
University of the Philippines Manila where she earned her degrees on Master of
Arts in Nursing and Doctor of Philosophy in Nursing. She is a member of the
Philippine Nurses Association and an officer of the Association of Deans of
Philippine Colleges of Nursing.
She is a recipient of special recognition awards for nursing education given by the
Chinese General Hospital Nursing Alumni Association, Philippine Heart Center,
University of Santo Tomas College of Nursing, and University of Santo Tomas
Alumni Association. Her areas of interest include adult health nursing and nursing
research. Her publications include perioperative teaching for patients undergoing
coronary artery bypass surgery and relational practice in the nursing academe.

RONALDO G. VERIAN, MOH, BSN, RN, PHN
Ronaldo G. Verian, MOH, BSN, RN, PHN earned his Bachelor of Science in Nursing
Magna cum laude from the University of Santo Tomas College of Nursing in the
Philippines and finished his Master in Occupational Health from the University of
the Philippines, Manila, Philippines.
He presently holds a position as Nurse Evaluator II at the Audits and Investigations,
Medical Review Branch of the California Department of Health Care Services. He
has held various nursing administrative and staff positions since 1993. He has also
taught in different nursing programs and served as Director of Nursing in at least
three nursing schools in Southern California.
In 2009, he was selected by the National Council State Boards of Nursing (NCSBN)
to be an item review panel member for the NCLEX-PN. His research interests are in
the areas of global and public health nursing on nursing migration, occupational
health, and health program integrity. He has presented his research works in a
number of international nursing and health conferences including the 23rd STTI
International Nursing Research Conference in Brisbane Australia in 2012 and at the
2011 World Academy of Nursing Science Conference in Cancun, Mexico.
In 2014, he was the recipient of the Paula Herberg International Award given by
the Upsilon Beta Chapter of STTI for his relief work for victims of typhoon Haiyan in
the Philippines.
He enjoys playing tennis with his wife and traveling across the world to learn food
and culture on his leisure time.

Ms. Jane Nunez Neri is the Executive Director Cardiology, CV Surgery and
Perioperative Services at Providence Little Company of Mary Medical Center
Torrance and San Pedro. She is an adjunct faculty in in Southern New Hampshire
University and Grantham University Nursing and Allied Health. She is a
contributing faculty of the College of Nursing of Walden University.
She finished her Bachelor of Science in Nursing in the University of Santo Tomas
College of Nursing. She graduated her Master of Science in Nursing in the
University of Phoenix with a GPA of 3.59. She took her Doctor of Nursing Practice in
the American Sentinel University.
She is actively involved in the Professional Nurses Association in America in the
South-Central Region and San Antonio. She is multi awarded for her dynamic
leadership and excellence in nursing administration. She is the immediate past
president and current advisor of PNAA in San Antonio. She is the current Vice
President of the Central Region of the UST Nurses Alumni Association

DR. SHEILA R. BONITO

NURSE OF THE YEAR BY THE

Sheila R. Bonito is a Professor at the University of the Philippines Open University and University
of the Philippines Manila. She is the current Dean of the University of the Philippines Manila
College of Nursing and serves as Head of the World Health Organization Collaborating Center
for Leadership in Nursing Development. She obtained her Bachelor’s and Master’s degrees in
nursing from the same institution. Her doctoral degree is Doctor of Public Health, major in
Epidemiology from the College of Public Health of UP Manila. She had a post-doctoral
fellowship in Johns Hopkins School of Nursing in the United States of America, and another
post-doctoral fellowship in Vienna University of Technology in Austria.
She is awarded the 2020 Outstanding Professional of the Year in the field of Nursing by the
Professional Regulation Commission for her exemplar service in the profession, such as: (1)
developing graduate and continuing education programs in nursing, particularly in geriatric
nursing and disaster management, (2) designing online courses and flexible learning in nursing
and international health, (3) setting up a national training program and mobilization of nurses
in emergency/ disaster response, (4) establishing institutional linkages with national and
international agencies, and for her research presentations and publications in nursing that
shows her commitment and contribution in nursing.
Her competence, excellence, and commendable track record have earned her various awards
and recognition such as: (1) the Bernd Rode Award (2015) given by the ASEAN European
Academic University Network (ASEA-UNINET) for her research on “Data mining in Twitter
during typhoon events in the Philippines,” (2) Long Service Award (2018) from the Asia Pacific
Emergency and Disaster Nursing Network (APEDNN), (3) UP Scientist Award (2015-2020) for her
scientific productivity, and (4) International Nurse Award (2020) given by the University of the
Philippines International Nursing and Healthcare Forum.
She has shown commitment as a member of the Philippine Nurses Association (PNA), having
served as the Chair of the Disaster Preparedness Committee from 2010-2016, Chair of Technical
and Policy Decision from 2015-2017 and Chair of Department of Nursing Research from 2018-
2019. She was also Editor-in-Chief of the Philippine Journal of Nursing from 2004-2006 and
worked on re-establishing the status of the journal to be Scopus-indexed in 2006. As Chair of
the Disaster Preparedness Committee, her team worked conducting training and mobilizing
nurses during emergencies and disasters from 2010-2016 including in that of Typhoon Yolanda
where PNA was recognized by the Department of Health – Health Emergency Management
Staff for its contribution to the response efforts. As Chair of Technical and Policy Decision of the
Department of Nursing Research, she led and contributed to the research studies on Nurses
Work Environment (2016), Short Survey on Nurses’ Salary (2017), and Nursing Workforce Data
and Issues (2019).

PRESIDENT'S REPORT

With humility and gratitude, please allow me to share my report for the Philippine
Nurses Association NCR Zone 1 Manila's activities for the year 2020. We welcomed
2020, knowing this year as the "Year of the Nurse and Midwife" and the
commemoration of the 200th birth anniversary of Florence Nightingale. We
jumpstarted the year with a strategic planning workshop conducted among the
officers. Together we set a common vision for our chapter and we hope to achieve:
Pagkaka-ISA. I to build a positive IMAGE of nursing, foster S for SOLIDARITY among the
members of our chapter, and spearhead meaningful ADVOCACIES that will promote
the welfare of all our fellow nurses.
This strategic planning was also done to align the various programs of the chapter with
the national headquarters of Philippine Nurses Association (National). Four Vital target
areas were identified, namely: (1) Social Impact, (2) Resource Management, (3) Service
Excellence, and (4) Organizational.
Various plans have been set out as early as March 2020, but when we were about to
take off, then came the COVID-19 pandemic. This public health emergency brought us
fears, anxieties, and uncertainties. Our nurses faced an enemy that we cannot see,
researchers have yet to discover a cure, and healthcare providers resorted to a trial and
error approach just to find the most efficient and responsive way in treating COVID-19.
The events of 2020 shattered our plans for a sports fest, face-to-face seminars, and
socialization events for our members. But as the saying goes, "when life gives you
lemons, make lemonade," thus may I humbly present the fruit of the commitment and
dedication of the officers of the Philippine Nurses Association NCR Zone 1 Manila. Allow
me to further recognize that most officers are frontline nurse professionals who have
served their fellowmen with utmost commitment, competence, and compassion.

PNA Thrust: Promote the holistic welfare of nurses:
As the accredited professional organization, The Philippine Nurses Association NCR Zone 1 remained
vigilant and proactive in addressing various issues and concerns that affected our nurses in Manila.
"Show your love to our Nurses campaign" and COVID-19 relief response
At the start of the COVID-19 pandemic, various concerns were raised about the lack of supplies; our nurses
faced PPE's and unhealthy working conditions. Through the welfare committee's efforts, we initiated our
"Show your love to our nurses" campaign, which initially aimed to seek donations to provide our nurses'
multivitamins to help maintain their health as they battle the COVID-19 pandemic. Through this
campaign, the PNA Zone 1 raised funds and goods given to the different partner hospitals in Manila.
Linkages have been established with different organizations, including the Office of the Vice-President
which facilitated shuttle services to include the routes for Manila Hospital, Bangko Sentral ng Pilipinas
Employees Association who donated goods in kind, Craft-It-Forward for the face shields, UST College of
Nursing and Alumni Association through Dean Rowena Escolar-Chua provided various supplies like
vitamins, food, and alcohol. Generous donors also extended cash donations like Dr. Teresita Barcelo, Dr.
Carmencita Abaquin, Dr. Remedios Fernandez, PNA Cordillera Administrative Region (CAR), UST College of

PNA Thrust: Generate programs and activities that would prepare nurses to be globally competitive.
Due to the region-wide lockdown, people's mobility has been limited, including our ability to conduct
face-to-face events. One of the issues identified by the officers is the need to address the psychological
well being of our fellow nurses who are fighting the pandemic as frontliners. Thus PNA NCR Zone 1 was the
first chapter of the PNA to have organized a webinar entitled: "Promoting Mental Health and Wellness
During the COVID-19 For the Health Care Workers" conducted last May 9, 2020, with our speaker Ms. Phebe
Pendon RN, MA Psych. The project was spearheaded by our Vice President Ms. Cherry Tanodra and Dr.
Lester Naval (Chair, Committee on Nursing Practice). After organizing this webinar, PNA NCR Zone 1 also
conducted a series of webinars that catered to different topics depending on our nurses' needs. Listed are
the various webinars organized by PNA NCR Zone 1.

PNA Thrust: Establish national and international networking/linkages
The challenge of the COVID-19 pandemic brought many opportunities for different organizations and
showed their appreciation and gratitude to our nurses who are serving their various institutions with
commitment and dedication. During the "Show your love to our nurses " campaign, several individuals and
organizations shared their love for our nurses in Manila. The Bangko Sentral ng Pilipinas Employees
Association headed by its President Atty. Dennis Gamaya gave support to our nurses by providing various
goods that can help the nurses during the start of the pandemic. Pocari Sweat generously offered their
hydration products to nourish our nurses' electrolyte needs. The Office of the Vice President of the
Philippines accommodated our request to include shuttle routes that will cover our nurses in Manila.
Furthermore, almost 1000 face shields were delivered to different hospitals through our partners from
Craft-It-Forward.
In the 3rd quarter of the year, Mundipharma Academy, Pocari Sweat and Shelter for Mankind partnered
with PNA NCR Zone 1 to provide psychological support and ensure our nurses' well-being. They also
collaborated with us in organizing different seminars.

PNA Thrust: Guarantee transparent, policy-based, and responsible utilization of resources
The Philippine Nurses Association NCR Zone 1 Manila ensures transparency and accountability is observed
at all times in its operations, a commitment we owe to our members. The Secretary, Ms. Aleli Cabaneros,
religiously maintains our records and documents while our treasurer Dr. Lester Naval ably handles the
financial documents. The Board and House of Delegates regularly reviews the financial status in board
meetings to ensure transparency in the documentation and reporting. Likewise, financial statements are
reviewed by the auditor Dr. Gilmore Solidum and reviewed by an external auditor.

Participation in Oath Taking Ceremonies
Last January 2020, The Philippine Nurses Association NCR Zone 1 Manila Chapter has been invited to
participate in the different oath-taking ceremonies of schools in Manila. As the accredited professional
organization, we were given the opportunity to share the mission of the Philippine Nurses Association to
the newly registered nurses. During this event, we encouraged them to participate in the Association's
activities and oriented them to their benefits and privileges as members of the Association. The following

PNA Thrust: Contribute to nation-building through institutionalized social responsibility initiatives
The Philippine Nurses Association participated in an organized medical mission by the ABS-CBN through
the Salamat Dok program. The volunteers helped around 100 patients and conducted physical assessment
and health education sessions.
The Philippine Nurses Association NCR Zone 1 Manila also released a position statement regarding the
Declaration of the CODE Red level 1 by the DOH urging immediate and prompt actions to contain the
spread of the virus.
During the start of the pandemic, various needs of the community as a whole were addressed through
effective information dissemination through the different social media platforms of the Association. We
shared learning resources about understanding corona virus, available telehealth consultation services for
both nurses and patients. We also disseminated information activities of the city government of Manila to

PNA Thrust: Intensify membership campaign:
Despite the challenge of the COVID-19 pandemic, PNA NCR Zone 1 successfully renewed membership
among our colleagues assigned in both public and private hospitals of Manila. Around 2700 membership
cards have been distributed to our members, and life membership has been encouraged among
members with three consecutive years of membership. As of writing, three life memberships have been
activated and have remitted around 60% of the distributed membership cards. As of November 25, the
updated membership for 2020 is as follows:

PNA Thrust: Promote the Positive Practice environment (PPE) for nurses:
Creating a positive practice environment is a critical advocacy that the Philippine Nurses Association
commits to wholeheartedly. Cognizant of this, we continue to clamor for nurses' retention, safe working
environment, and nurture appreciation for all our nurses.
Addressing various issues and concerns that can affect nurses' positive practice environment and
welfare concerns.
PNA NCR Zone 1 shared, last March 21, 2020, a memorandum order of the Department of Health about
the possible need to mobilize health care professionals. We shared the post via our FB page. We were
able to tap several nurses who are willing to be enlisted to provided appropriate working conditions
are met. This post on our social media account elicited both positive and negative reactions from our
nurses. A total 368.318 people were reached, with approximately 1,600 comments and 1300 likes. As an
organization that advocates for nurses' welfare, the opinions, reactions, and suggestions were collated
by the chapter and was forwarded to the Philippine Nurses Association National Headquarters for their
appropriate action. Through the assistance of our national President Dr. Rosie De Leon and Philhealth
Board member who is a fellow nurse B/Gen. Marlene Padua the comments from our nurses was
collated and endorsed to the Department of Health (DOH).This led to the formulation guidelines for
the emergency hiring of health professionals' during this pandemic. Indeed, when we are united, our
voices are heard, and we can make things happen.
The House of Delegates lead by Past President. HOD Secretary Asuncion Balisado conducted series of
meetings with different members of the HOD and drafted a resolution for the PNA Board of Governors
to Review the Mutual Aid Fund Benefits for the Provision of Emergency Assistance Fund and/or any
other assistance to our nurses during pandemics and/or Disaster situations.
Last July 28, 2020, PNA NCR Zone 1 sent a letter to the Hon. Francisco Domagoso of the City of Manila
to encourage the enactment of the Salary grade 15 for the entry-level nurses of the City of Manila.

PNA NCR Zone 1 Manila chapter ensures effective coordination among its officers and members through
the active utilization of group chats and zoom conference platforms regularly. Members can send their
concerns through the Facebook page of the Association (Philippine Nurses Association Zone 1), Instagram
(@pnazone1), Twitter (@PNAZone1) or send an email to the official PNA Zone 1 email:
[email protected].
For 2020 PNA NCR Zone1 has promptly assisted some fallen colleagues' family members to avail of their
mutual aid benefits. Endorsement requests were promptly forwarded to the Philippine Nurses Association
National office.
Although movement and face-to-face coordination was been restricted during this pandemic, our chapter
is blessed to have people proactively working with us to ensure that we are able to fulfill our mandate. I

CLOSING MESSAGE:
2020 has been a tough year for PNA NCR Zone 1; we were like seeds thrown in dry, unfertile soil, an area
not conducive for growth. However, these challenges, the kicks and hurdles nurtured that seed to grow
and bloom. We were able to withstand these stumbling blocks and turned them into stepping stones.
PNA NCR Zone 1 Chapter to this very day remains responsive and committed to its mandate of
representing our nurses and sharing the best of nursing to society.
I am grateful to all who in many ways, helped me in leading our chapter. Allow me To Thank Dr. Rosie De
Leon, our governor, and PNA National President, who gave her full trust and support to the zone 1
leadership. Maam Nelda Escueta for opening the doors for me to serve Zone 1, My past presidents Dr.
Gloria Yang and Analyn Salivio for the support. To Vice President Maria Cherry Tanodra for always being
there to support our causes and to all our Board of Directors (Maam Aleli, Sir Lester, Dr. Gilmore, Maam TM
and Maam Angie), The House of Delegates, and Nomelec of Zone 1, who responded to the call to lead
during these trying times. You have all inspired me to do more for our profession. Finally, I wish to thank

I would like to take this opportunity to express my heartfelt thanks to all the officers and members of PNA
Zone 1 for their unwavering support on me as I took the helm of leadership in carrying out the vision and
mission of PNA in promoting welfare of my fellow nurses. This year 2020 was supposed to be a year of
jubilation as the Nursing community celebrates the Year of the Nurse and Midwife. The celebration to
recognize the value of nurses was cut short when the whole world was shocked because of health crisis
due to COVID-19 Pandemic. Nurses were called upon to serve as frontliners in the care of patients with
COVID-19. Together with my ever-dynamic officers we extended our support and help to nurses especially
those working in hospitals.

1. Promote the holistic welfare of nurses:
Nurses are health providers and carers and their holistic welfare shall be promoted. The organization
continuously believes that each member can make a difference and that all must be given an equal
opportunity. This is the core of the thrust laid out for the organization. The PNA NCR Zone 1 has provided
and supported the various programs regarding health and welfare of Filipino nurses.
Promoting holistic welfare and positive practice environment comes to light every time the PNA Zone 1,
participated in the discussion of the revised Nursing Law. At present the association together with other
nursing organizations are working closely with the members of the PRBON for the passage on the
amendment of the nursing law. This support has a big impact in creating a positive change for our nurses.
By promoting excellence and decent work, we can provide for nurses' welfare, with an end in mind,
improvement of patient satisfaction, safety and outcomes in a cost-effective way.
Attended the different meetings in Senate and PRC to discuss the Health and Demography on the
different House Bills related to CoVid-19 Pandemic. Likewise, we attended to the call of the DOH to look
into the plight of Filipino Nurses.
One of the most effective strategies used by the organization is the hospital visit. This maintain
connections and linkages by showing support and delivering the services provided by the organization.
The hospitals consulted were Manila Doctors Hospital, UP-Philippine General Hospital, UST Hospital, Mary
Johnston Hospital, Jose Reyes Memorial Hospital, San Lazaro Hospital, Ospital ng Manila, Ospital ng
Sampaloc, Tondo Medical Center, Ospital ng Tondo, St. Jude Hospital, Sta. Ana Hospital, Infant Jesus, Gat
Andres Bonifacio Medical Center, Jose Abad Santos Medical Center, Manila Medical Center, and Seamen's
Hospital. Different Colleges of Nursing in NCR Zone 1 were also visited. The results of each visit were
consolidated to further strengthen and respond to the specific needs of each member.

2. Generate programs and activities that would prepare nurses to be globally-competitive:
Seminar workshops were provided to the members on the following major topics:
- Research
- Clinical
- Education
- Community Health
3. Intensify membership campaign:
The organization has actively made efforts to encourage membership, both regular and lifetime. In the
recent oathtaking ceremonies of various colleges of nursing, the PNA Zone 1 officers took turns in
informing the newly-licensed nurses about PNA as the Accredited Professional Organization or APO by the
Professional Regulation Commission (PRC). However, this was only done prior to the lockdown as directed
by the government.
4. Engage nurses to actively participate in the programs, projects, and activities of the association:
There were several occasions wherein delegates or representatives has been sent to the various activities
offered by the association. Not only does it maintain good relationship with the association, it provides the
updates, information and important details in the daily function of the PNA NCR Zone 1.
Monthly meetings were done to plan what programs and activities can be done to the members and
disseminate information on what activities of the
National office can we participate. After March, meetings were done virtually. Programs and activities by
PNA participated and chaired:
COMELEC Orientation Seminar.
Officers were part of the working committee members of PNA activities.
Mental Health Virtual Seminar.
Basic Research Virtual Seminar
Participated in the 98th Foundation Anniversary, 63th Nurses' Week Celebration and the 2020 Annual
Convention preparation.

The celebration of the 41st Annual Convention and Scientific Meeting of PNA NCR Zone 1-Manila Chapter
was re-scheduled on November 2020 because
of the pandemic.
5. Establish national and international networking/ linkages:
PNA NCR Zone 1 linked and participated in the activities and program of various government and non-
government agencies such as the Department of Health, Department of Labor and Employment, City
Health Agencies, Philippine Red Cross and ABS CBN.
As a commitment to social responsibility, the primary health care committee conducted a community
service activity to the residents of different Barangays in Manila. This activity provided barangay workers
and its members enough knowledge regarding the effects of drugs, types of drugs, symptoms of abuse
and dependence since drug use and abuse is a pressing concern of the barangay. Likewise, health
information on the predisposing factors, signs and symptoms and what to do to various illnesses
especially dengue, leptospirosis and acute gastroenteritis.

6. Promote the professional image of the nurses and nursing
a. Participated and supported in the celebration of International Council of Nurses, International Nurses
Week and the Declaration by the World Health Organization that 2020 is the year of the nurse and
midwife and the 200th birthday of Florence Nightingale founder of modern nursing.
b. Initiatives and programs through virtual platform by PNA National Executive Committee and Board of
Governors 2020.
7. Guarantee transparent, policy-based and responsible utilization of resources:
Since the PNA NCR Zone 1 is a non-profit organization, we made sure that we maintain a state of openness
and accountability in policy making. The organization stands in a state of governance that entail full
disclosure of activities, roles and responsibilities of each officer, agreements, dealings, practices and
transaction. As such, these documents are presented to the body during the yearly convention and
scientific meeting as stipulated in the bylaws or anyone may inquire at the PNA NCR Zone 1 office located
at the 2nd floor PNA Head office.
8. Contribute to nation-building through institutionalized social responsibility initiatives:
a. Attended the different meetings of Senate and PRC on House Bills regarding health and demography.
b. Attended the call of Department of Health to look into plight of nurses.
9. Promote the Positive Practice Environment (PPE) for nurses:
The association supports positive practice environment because it has a real and lasting impact on
patients and health professional. Since the organization has the same views, representatives were sent
during the Positive Practice Environment Seminars offered by the national office.
Nurses serve a critical role in the emergency and preparedness in local and national levels. The association
encourages nurses to actively participate in all the phases of disaster preparedness through capacity
building and education in order to lead people in time of need.
