REPORT BULACAN ANNUAL 2022


For this year’s annual report, we opted to use the color yellow, which often symbolizes optimism, friendship, and intellect which reflect our mantra: to work smart and guarantee excellence without sacrificing the relationship we have built. Yellow is also considered to be warm and inviting, we want this color to represent the kind of service we offer to our clientele, we want them to feel the warmth of our desire to render technical and administrative assistance towards pursuing our mandate and achieving our client’s satisfaction. The inverted triangle at the upper part of the cover page signifies our commitment to uplift the lives of the Bulakenyos. We aim nothing but to capacitate local government units so that the progress brought about by good governance may be felt at the grassroots level. These commitments and visions were evidenced by all the accomplishments presented in this volume and were immortalized by the photographs strategically placed on its cover. And as part of this journey, the DILG Bulacan will continue to champion eminence in good governance. Warren Bennis once said, "Leadership is the capacity to translate vision into reality." True to this quotation, DILG Bulacan has been at the forefront in helping local government units (LGUs) in the province to translate their vision into reality by working hand-in-hand towards the achievement of good local governance. The year 2022 has been a year of change and new beginnings for our office. It has been both an opportunity and a challenge to continuously improve the implementation of our Department’s programs, projects, and activities and to bring good governance closer to Bulakenyos. Despite the challenges, our office remained true to our DILG brand of being a "Matino, Mahusay at Maaasahang Lingkod-Bayan." Thus, I would like to take this opportunity to extend my sincere gratitude to the lingkod-bayans of DILG Bulacan for a job well done! In the coming years, our office vows to continuously and unceasingly support LGUs in their journey towards good local governance through the provision of technical assistance and capacity development interventions. And as part of this commitment, our office aims to soar higher, be stronger, and be bolder as we embark on the year 2023. And now, our office proudly presents our 2022 Annual Report, which shows this year’s accomplishments and milestones. MBCRRP is one of the main environmental programs of the Department which aims to bring back Manila Bay’s former glory. This is in compliance with the Supreme Court’s Continuing Mandamus issued on December 18, 2008. Biodiversity Management Unabated pollution leads to serious threats to the ecosystems and species in the Manila Bay. Ecosystem and biodiversity conservation, together with the improvement of water quality, are viewed to have strong linkage for the successful rehabilitation of the Bay. 2022 ANNUALREPORT LGUs monitored in compliance with all the Outcome Areas The Compliance of LGUs on the inspection of commercial establishments (CEs), factories (Fs), and private homes (PHs), on having adequate wastewater treatment facilities and septic tanks are constantly being monitored by the MBCRPP-PMT, with focus on LGUs with low compliance. Outcome Areas Solid Waste Management LGUs’ performance and compliance to their mandates on proper solid waste management is monitored by the MBCRPP as part of the holistic approach in improving environmental management strategies for the rehabilitation of Manila Bay. Informal Settler Families Houses, structures, and other encroachments along the easement areas of waterways and other danger zones shall be permanently removed, to ensure the safety of informal settler families (ISFs), and to provide access to decent and affordable housing. Institutional Arrangements and IEC The information, education, and communication (IEC) activities, conduct of compliance assessments, institutialization of a rewards system, data and reports submission, and other technical assistance provided to the LGUs related to the Manila Bay rehabilitation program, are all geared towards ensuring that the objectives of the MBCRPP are achieved. It was followed by the FishCA Final Table Assessment last May 13, 2022, where the Regional Validation Team determined the LGUs who passed the audit. NEO FULL DEVOLUTION DILG Bulacan participated the Preparatory Meeting for Regional NGA-LGU Forum on Devolution held last November 3-4, 2022 via Zoom Meetings Application and the Regional NGA-LGU Forum on Devolution on November 24, 2022. It also ensured the participation of all concerned LGUs in the Province of Bulacan to the said activity. SK Last July 13, 2022, DILG Bulacan provided technical assistance during the conduct of the monthly meeting of the Local Youth Development Officers in Bulacan entitled “TATAK Monthly Meeting & Capacity Enhancement Training Workshop which was held at the Balagtas Hall, Hiyas ng Bulacan, Convention Center. DILG Bulacan also provided technical assistance during the SK Summit of San Ildefonso last July 14-15, 2022 at the Plaza Lodge Hotel, Baguio City. As part of the Celebration of Linggo ng Kabataan, DILG Bulacan provided technical assistance during the orientation, election and Oath Taking of Boy Girl/Officials held last August 5-12, 2022. On September 6, 2022, DILG Bulacan conducted an SK Mandatory Training attended by 39 Sangguniang Kabataan officials held at the Balagtas Hall, Hiyas ng Bulacan, Convention Center. On September 9-11, 2022, DILG Bulacan provided technical Assistance during the Conduct of SK Congress held at Thunderbird Resort and Casino, La Union. ADAC DILG Memorandum Circular No. 2022-034, otherwise known as the "2021 Anti-Drug Abuse Council (ADAC) Performance Audit," provides for the guidelines on the conduct of ADAC Performance Audit, which will: (1) assess the functionality and effectiveness of local ADACs based on the existing issuances and policies; (2) determine the ADACinitiated and/or endorsed innovations, and best practices at all levels; (3) create an evaluation, and assessment platform; and (4) recognize effective and performing ADACs.
