LAkas: Capacity Development As the month of November commences, the newly-elected Sangguniang Kabataan Officials in the province undergo the SK Mandatory Training. Spearheaded by the Local Youth Development Officers (LYDOs) and DILG Bulacan, the SK Officials learned about Decentralization and Local Governance, SK History and Salient Features, Minutes and Resolutions, Planning and Budgeting, and Code of Conduct and Ethical Standards in the said training. The SKMT is being conducted in accordance with Republic Act 10742 or also known as the Sangguniang Kabataan Reform Act of 2015. SANGGUNIANG KABATAAN Mandatory Training


On November 23, 2023, the DILG Provincial Office of Bulacan conducted an activity aimed at strengthening the capacity of the GAD Focal Point System (GFPS) members in the province. The activity was conducted in view of the upcoming submission of the Local Government Units (LGUs) GAD Accomplishment Report every month of January, as mandated under DILG-DBMPCW-NEDA JMC 2013-1. The Department continuously works hand-in-hand with its mandate to strengthen the GFPS members as they fulfill their duties and responsibilities in promoting inclusivity and gender equality in the society. DILG BULACAN STRENGTHENS INTERNAL CAPACITY OF THE GFPS MEMBERS DILG BULACAN REVIEWS AND STRATEGIES INTERVENTION FOR 2023 SUBAYBAYAN AND RSSA IMPLEMENTATION DILG Bulacan conducted a capacity development training for local government units (LGUs) on the Knowledge and Skills on Subaybayan and Rapid Subproject Sustainability Assessment (RSSA) portal on December 04, 2023 at the Hiyas ng Bulacan Convention Center, Capitol Compound, City of Malolos, Bulacan. The activity served as an avenue to review the milestones and strategize interventions to further speed up and efficiently implement LFPs in the year 2023. It was attended by representatives from the Provincial Government and all 24 component cities and municipalities of the Province of Bulacan. The activity forms part of the Department’s commitment to continuously enhance the capacity of LGUs in the monitoring and evaluation of Locally-Funded Projects (LFPs).

To support our country's efforts in strengthening its disaster preparedness and promoting disaster resilience among Filipinos, the DILG Bulacan Provincial Office joins the 4th Quarter Nationwide Simultaneous Earthquake Drill on November 9, 2023 at the Hiyas ng Bulacan Convention Center, Capitol Compound, Malolos City, Bulacan. The earthquake drill was led by MES Chief, LGOO V Juan Karlo Punzalan.


Wahi: Linkages To strengthen collaboration and convergence with the Vice Mayors of the province through productive discussions about strategies and initiatives in local governance, and sustainable development practices, The Vice Mayors’ League of the Philippines - Bulacan Chapter held its monthly meeting on October 05, 2023. The activity was graced by Meycauayan City Mayor Henry Villarica. DILG Bulacan remains committed to its mission of empowering local leaders and advocating programs and projects ensuring that the province is on an upward trajectory towards success and effective delivery of public services. DILG BULACAN STRENGTHENS COLLABORATION WITH VMLP-BULACAN DILG BULACAN STRENGTHENS PARTNERSHIP In an effort to strengthen the linkages between the DILG Bulacan and Bulacan State University (BulSu), PD Myrvi Apostol-Fabia, CESO V, paid a visit to Dr. Teody C. San Andres, BulSu President. In their meeting, PD Fabia thanked BulSu for its partnership and support in spearheading activities that aim to share knowledge and develop best practices for the improvement of the delivery of public services.


As part of the preparation for the 2023 Barangay and Sangguniang Kabataan Elections, DILG Bulacan joins the Sangguniang Kabataan Mandatory Training (SKMT) Orientation and Accreditation of Local Youth Development Officers (LYDOs) of Bulacan held on October 5–6, 2023, at Caribbean Resort, DRT, Bulacan. The activity was organized by the Provincial Youth, Sports, and Public Employment Service Office (PYSPESO) of the Provincial Government of Bulacan in partnership with the National Youth Commission. The activity aims to train and accredit LYDOs of Bulacan who will handle the SK Mandatory Training. Likewise, DILG Bulacan expressed its support and provided guidance on handling the mandatory training in relation to the previous issues and concerns encountered. The SK Mandatory Training is implemented in accordance with Republic Act No. 10742, otherwise known as the “Sangguniang Kabataan Reform Act of 2015." It aims to equip newly elected SK officials and members with knowledge and skills in order to effectively carry out their duties and responsibilities in accordance with the law. DANGAL NG KAGAWARAN PD FABIA BAGS THE 2023 REGIONAL AWARD DECEMBER 19, 2023: DILG Bulacan Provincial Director Myrvi Apostol-Fabia, CESO V, was hailed as the 2023 Dangal ng Kagawaran Regional Awardee during the 2023 Gawad Timpukan Awarding of DILG Central Luzon. This award serves as a testament to her exceptional leadership in leading DILG Bulacan towards excellence. In addition, LGOO VI Benedict Pangan, City Local Government Operations Officer (CLGOO) of the City of San Jose Del Monte, was nominated under the Singsing ng Tanikala Category, and ADAS II Julie Galicia under the Dagitab ng Paglilingkod Category. Likewise, LGOO VI Myrna P. Reyes, CLGOO of Baliwag City, was also recognized for being the Regional Nominee for the Singsing ng Tanikala of the National CapDev Ace and Best Implementer of Locally Funded Project (LFP) in Bulacan. LOCALLY FUNDED PROJECTS EMPOWERING LGUS: PROVINCE-WIDE DISCUSSION ON MUNICIPAL WATER SUPPLY AND SANITATION MASTER PLAN (MWSSMP) On October 10, 2023, DILG Bulacan successfully concluded the provision of technical assistance to the cities and municipalities within the province of Bulacan regarding the Municipal Water Supply and Sanitation Master Plan (MWSSMP). This activity began on September 13, 2023 and was attended by local government units across the province, including: CALUMPIT SAN ILDEFONSO PLARIDEL BUSTOS SAN MIGUEL NORZAGARAY SANTA MARIA HAGONOY BALAGTAS OBANDO As part of the said undertaking, representatives from the Department led a comprehensive discussion on Locally Funded Projects (LFP) regarding the overall implementation of the program, as well as the collection of data to be utilized in formulating the MWSSMP. The MWSSMP serves as a tool for local governments to achieve the 6th Sustainable Development Goal, ensuring universal access to clean water and sanitation.


COMMUNITIES IN THE MUNICIPALITY OF DRT, SUPPORTED BY GOVERNMENT PROGRAMS On October 12, 2023, personnel from the Provincial Office of the Department, led by LGOO VII Judith Romero, MLGOO Maria Christine De Leon, Barangay Chairperson Edwin Bernabe, and the Philippine National Police (PNP) under the leadership of Capt. Karl Vincent Centinaje, along with Municipal Engineers in Barangay Kabayunan, DRT, personally visited the locations earmarked for three projects in the said barangay. Among the proposed projects are the construction of a farm-to-market road in Sitio Asan, which will enable more efficient transportation of agricultural products to markets; a school facility with two classrooms; a school facility with two classrooms; and renewable energybased electrification in Sitio Pinag-anakan, Brgy. Kabayunan, providing improved facilities for both teacher and students; and electrification to illuminate the path towards a brighter future for the residents of DRT. During this activity, the beneficiaries couldn't hide their smiles and joy, expressing their gratitude for these government-initiated projects. The site validation conducted by the Department, in collaboration with other agencies and local government, is a crucial aspect of infrastructure project planning to ensure its smooth implementation. Through this undertaking, adherence to standards and regulations is guaranteed, ensuring the quality of the projects alongside the safety of the citizens. The Local Government Support Fund – Support to Barangay Development Program (LGSFSBDP) is a government program which aims to provide help and basic services through different initiatives and projects


MONITORING AND DOCUMENTATION OF LOCALLY-FUNDED PROJECTS IN MARILAO, BULACAN The monitoring and documentation of the Locally-Funded Projects (LFP) team, led by the DILG Bulacan, were undertaken as part of the oversight for the Financial Assistance to Local Government Unit (FALGU) for the fiscal year 2021. This initiative focused on the project implementation in Brgy. Sta. Rosa II and Brgy. Prenza I, Marilao, conducted on October 17, 2023. Upon the successful completion of the road project in the specified barangays, the beneficiaries expressed a sense of relief and satisfaction. The positive impact of this infrastructure project extends to the local commuters, with an increase in passenger capacity and a notable reduction in incidents of vehicle congestion. Apart from the monitoring activities, discussions were held concerning recommendations for Mayor Henry Lutao and Marilao's Municipal Engineer, Engr. Magtanggol San Miguel. Key participants in this comprehensive activity included MLGOO Elaine D. Pagdanganan, alongside personnel from the Municipal Planning Development Office (MPDO) and Municipal Engineering Office (MEO). The Financial Assistance to Local Government Unit (FALGU) is a government program designed to provide financial support to local governments for infrastructure projects and other resources. The ultimate goal is to enable the delivery of high-quality public services, aligning with broader developmental objectives


With the continued commitment of the government to enhance transportation conditions and elevate the quality of education in each community, the Locally-Funded Projects (LFP) of DILG Bulacan visited two barangays in the Municipality of Hagonoy on the 23rd day of October 2023. The purpose of the visit was to condicy a thorough inspection of the road improvement project in Barangay Sto. Niño under the FY 2022 Local Government Support Fund – Financial Assistance to Local Government Units (LGSFFALGU_ and the school improvement project in Barangay Santo Rosario under the FY 2023 LGSF-Support to Barangay Development Program (SBDP). The activity was attended by the MLGOO, Maria Clarissa Dimatulac, as well as the Municipal Engineer Eugene Miguel and personnel from the Municipal Engineer’s Office. In addition to the inspection, findings and recommendations regarding the said projects were discussed among the personnel of the Municipal Engineering Office. This project was carried out to constantly achieve the government’s objective of ensuring the quality and safety of the residents in the area. The SBDP and FALGU are government programs aimed at providing financial assistance to local governments, which can be utilized for the improvement, construction, and rehabilitation of various types of infrastructure. These projects play a significant role in fostering economic development and enhancing the day-to-day lives of every citizen. THOROUGH ASSESSMENT AND INSPECTION ON THE QUALITY OF THE PROJECTS IN HAGONOY, SPEARHEADED BY THE DILG BULACAN


Dark streets no more, as 50 new solar streetlight units were installed in Brgy. Poblacion, Brgy. Tuktukan and Brgy. Tabe in Guiguinto, Bulacan. The inauguration ceremony, which was held on October 23, 2023, was led by Mayor Atty. Agatha “Agay” Cruz and Vice Mayor Banjo Estrella, together with DILG Regional Director Atty. Anthony C. Nuyda, CESO III, and Provincial Director Myrvi Apostol-Fabia, CESO V. The said project, amounting to Php 5 million, is through the FY 2022 Seal of Good Local Governance Incentive Fund (SGLGF) received by the Municipality as one of the passers of SGLG last year. BRIGHTER NIGHTS AHEAD: UNVEILING SOLAR STREETLIGHTS PROJECT IN THE MUNICIPALITY OF GUIGUINTO


Conduct of inspection on the Fabrication and Streetlight Installation Project under the Seal of Good Local Governance Incentive Fund (SGLGIF) F.Y. 2022 amounting to PHP 5,000,000.00 in Barangays Poblacion and Tabe, Municipality of Guiguinto, Bulacan. INACTION Project Inspection of the Construction of Drainage System at Balagtas - Pandi Provincial Road, Santol, Balagtas, Bulacan on November 21, 2023, under the Provincial Government FY 2022 Seal of Good Local Governance Incentive Fund (SGLGIF) Project Inspection of Constructed Elevated Water Tank under 2019 Assistance to Municipalities and Purchase of Two (2) Mini Dump Trucks under FY 2022 Seal of Good Local Governance Incentive Fund (SGLGIF) at Barangay Peñabatan, Pulilan on November 22, 2023. The activity geared towards strengthening the Project Monitoring Committees at the Provincial Level was successfully conducted on the 20th day of November 2023. The said activity was spearheaded by Provincial Director Myrvi Apostol-Fabia, CESO V, and was attended by DILG Bulacan personnel and members of the Local Project Monitoring Committee (LMPC).


During the 4th Regional Management Conference, DILG Bulacan received the following recognitions for being one of the outstanding field operating units in the delivery of DILG PPAs for the 3rd quarter of the year, to wit: These awards bear witness to the excellence and unparalleled dedication of the team and our stakeholders in delivering the best possible public service to all Bulakenyos.


On October 18, 2023, DILG Bulacan led the conduct of the provincial assessment for the 2023 Seal of Good Local Governance for Barangays (SGLG). 53 barangays throughout the province underwent the evaluation of the Provincial Assessment Team (PAT), composed of representatives from the Provincial Planning and Development Office (PPDO), Liga ng mga Barangay-Bulacan Chapter, Sangguniang Kabataan Provincial Federation, and members of civil society organizations (CSOs). The SGLGB is an annual, comprehensive assessment conducted in all barangays across the country. It consists of the following governance areas: financial administration and sustainability; disaster preparedness; safety, peace, and order; social protection and sensitivity; business friendliness and competitiveness; and environmental management. 53 BARANGAYS UNDERGO THE 2023 SGLGB PROVINCIAL ASSESSMENT


On November 23, 2023, the students of the Polytechnic College City of Meycauayan (PCCM) starred in the Buhay Ingatan, Droga'y Ayawan (BIDA) Symposium that centered on the theme "Barkada Kontra Droga: Promoting Drug-Free Campus.” With the initiative of the PCCM and the City Anti-Drug Abuse Council of the City of Meycauayan, PDEA Region III and DILG Bulacan laid out the government's programs in increasing awareness on the effects of drugs and promoting drug-free campuses. Mr. Gerald Cabarles, DILG Program Manager, emphasized the strengthened advocacy of the government under the BIDA Program through the cooperation of every sector, such as schools, to completely keep the youth away from illegal drugs. The said symposium is one of the activities of the Multi-Stakeholders Advisory Council (MSAC) of Bulacan, where it is included under the Local Governance Resource Center (LGRC), which aims to intensify the sharing of knowledge on government programs. OUTSTANDING IMPLEMENTATION OF PEACE AND ORDER PROGRAMS IN LGUS LAUDED DURING 4TH QUARTER PPOC, PADAC, AND PTF-ELCAC JOINT MEETING CITY OF MALOLOS- on December 5, 2023, Provincial Governor Daniel R. Fernando, DILG Bulacan Provincial Director Myrvi ApostolFabia, CESO V and members of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC) and Provincial Task Force- End Local Communist Armed Conflict (PTF-ELCAC), led the last joint meeting for the year 2023 held at the Hiyas ng Bulacan Pavilion, Capitol Compound, Malolos City, Bulacan, Alongside with the meeting, recognition was given to local governments that achieved "high functionality" in the Anti-Drug Abuse Council (ADAC) Audit and various assessments by the Department which include the Peace and Order Council (POC) Audit, Local Council for the Protection of Children (LCPC) Audit, and Local Council Against Trafficking- Violence Against Women and Children (LCAT-VAWC) Audit. Also presented in the said activity were the achievements and success of council members for the year 2023 and the next steps and programs to further strengthen the capacity of each member in maintaining safety, peace and order in the province.


On November 27, 2023, all SK Federation Presidents from the 24 cities and municipalities of the province gathered to elect the new set of SK Provincial Federation officers who will serve as the voice of the youth in the provincial government. Mona Aldana-Campos, and Panels of Observers that include PLTCOL Laurente Acquiot (PNP Bulacan), Rowell Castro (Bulacan State University), and Rev. Poblacion, Municipality of Angat. During the activity, the summary of accomplishments for the last 11 months was presented. PD Fabia emphasized the importance of sustaining the department’s gains and continuing to influence local government units towards the achievement of excellence in local governance. The conference was also graced by Municipal Mayor Reynante Bautista, Municipal Vice Mayor Arvin Agustin, Sangguniang Bayan Members, and Department Heads of the Municipality of Angat, wherein the office conducted an interfacing with the local officials and shared best practices for replication in other LGUs. The activity forms part of the offices’ strengthening of linkages, collaboration, and partnership with the local government units of the Province of Bulacan. THE BATTLE FOR MANILA BAY CONTINUES! Angat, Bulacan - As with most things, cleaning the environment takes a village! Today, November 30, 2023, DILG Bulacan and the Municipality of Angat collaborated on November 30, 2023, in a joint effort for the Manila Bay Clean-Up, Rehabilitation and Preservation Project (MBCRPP) 4th Quarter Clean-Up Drive in Brgy. Santa Lucia.Municipal Mayor Reynante S. Bautista was in the activity with the other LGU Officials, the Bureau of Fire Protection (BFP)- Angat, and the Philippine National Police (PNP)- Bulacan.


PD FABIA TO TEAM: DILG BULACAN SHARES SPIRIT OF LOVE AND GIVING THROUGH A CHILDREN’S OUTREACH PROGRAM SUSTAINING OUR GAINS AND CONTINUE INFLUENCING LGUS TOWARD EXCELLENCE December is the season of love and giving. With desire and compassion to extend a helping arm to the children, a program entitled “Lingap Handog: A Children’s Outreach Program of ALAGWA” of the DILG Bulacan personnel was conducted, on December 13, 2023 at Bahay at Yaman ni San Martin De Porres in Bonga Menor, Municipality of Bustos Bulacan. The place was filled with smiles as the children showcased their talents in dancing and singing — as they went in harmony through the melody of their sweet voices and violins. The activity also featured interactive games, engaging activities and gift-giving to emphasize the importance that small acts of kindness can make a big difference in the lives of the children. The activity did not just make an impact on the children but it also filled the hearts of every DILG Bulacan personnel with love and thanksgiving for all the blessings that they have and received over the past months of the year.


Ten days before the year 2023 ends, DILG Bulacan headed by Provincial Myrvi Apostol-Fabia, CESO V spearheaded the Peace and Order Council Secretariat with the DILG Bulacan personnel. This activity was conducted in order to capacitate the officers and personnel about POC programs including a comprehensive review and calibration of DILG PPAs and a refresher about media engagement and technical writing. The said activity was pushed through as the Department acknowledges its pivotal role in coordinating efforts and strategies for a more effective and efficient peacekeeping mechanism in the Province. DECEMBER 21, 2023: DILG Bulacan celebrates the year-end with the theme, “Imagine. Create. Celebrate: Keeping the Inner Child Alive.” The activity transformed the ordinary into the extraordinary as all DILG Bulacan personnel donned the attire of their favorite fictional and Disney characters, enabling them to keep their inner child alive. During the activity, the DILG Bulacan Alab Awards 2023 were also launched, wherein all outstanding personnel were recognized and awarded for their invaluable support and dedication as public servants. In her message, PD Myrvi Apostol-Fabia, CESO V, appreciated personnel for their unwavering commitment, hard work, and dedication, which allowed the office to increase its overall performance for the year 2023. She also placed emphasis on transforming imagination into reality, as this concept becomes the fundamental drive for progress, innovation, and positive change in the office.
