About the Cover This year’s annual report cover showcases the upward progress of Bulacan's official Sub-LGRRC. DILG Bulacan rebranded itself as “ALAGWA”, an old Tagalog word meaning “to go beyond” conventional norms by introducing innovations and “to break free” from government-related prejudices. The four birds symbolize the colors and transcendence embodied in the ALAGWA logo, reflecting the department’s rich experiences throughout 2023 The color blue symbolizes stability and trust. It represents the commitment of the department to uphold its mandate of providing excellence in public service for citizens, together with its stakeholders. Orange symbolizes joy and optimism. This color represents the service that DILG Bulacan gives to its clientele, a service that speaks of warmth and endless possibilities as we desire to give the highest quality of technical and administrative services. Moreover, the color red symbolizes passion and purpose, igniting the flames of determination in capacitating the Local Government Units to give the best quality of public service to their constituents. Red pulsates with an urge to heighten our dreams with love and fervor for the Bulakenyos. Lastly, the color green, which shows growth and abundance, This color showcases the commitment of the Department to sustaining and protecting the environment, which includes promoting conservation efforts of the LGUs and advancing environmental programs, policies, and initiatives. The photos taken on the path of these birds show the beauty of the journey that DILG Bulacan had. Its path may be a bit difficult, but it shows that whatever challenges the department faces, it will always reach for greater heights in public service.

I am pleased to present the Annual Report of DILG Bulacan for the year 2023. It is with great pride and enthusiasm that I share the remarkable achievements and milestones we have collectively achieved in the past year. One of the cornerstones of our success has been our unwavering commitment to fostering collaboration, engagement, and knowledge- sharing mechanisms with our valued local government units (LGUs) in Bulacan. This strategic approach has strengthened our partnerships and significantly contributed significantly to the positive transformation of our communities. As we reflect on the accomplishments of 2023, let us also recognize the challenges that have shaped our journey. Together, we have demonstrated resilience, adaptability, and a steadfast commitment to our shared goals. Looking forward to the coming year, I am optimistic about the continued growth and progress we can achieve as a united team. Excellence in Local Governance Upheld Sustain Accountable, Transparent and People-Centric Local 1 Governments


10Mayor Jocell of the Municipality of Plaridel receives 7th Seal of Good Local Governance Award. The Province of Bulacan stands out as one (1) of four (4) only provinces nationwide and the only province in Region 3 to achieve consistent success, receiving the prestigious SGLG award for the seventh consecutive time. Meanwhile, the Municipality of Plaridel is not lagging behind in being an exceptional municipality in the province, as it is also a seventh (7th) time SGLG Passer. Additionally, Bulacan has shown remarkable progress, with the highest increase in SGLG passers among component cities and municipalities in Central Luzon. The number of LGU passers rose from eight (8) in 2022 to fourteen (14) in the latest assessment, marking a significant 75% increase from the previous year.

DILG Bulacan Annual Report 2023 13 Brgy. Pinagbarilan, Baliwag City: Chosen as Regional Showcase on Barangay Assembly for CY 2023 DILG Bulacan, LSWDO Team-up for SGLG, SCFLGA, LCPC and LCAT-VAWC On March 18, 2023, Brgy. Pinagbarilan in Baliwag was selected as the Barangay Assembly Regional Showcase in Central Luzon. The activity was attended by DILG Regional Director Anthony C. Nuyda, CESO III, DILG Bulacan Provincial Director Myrvi Apostol-Fabia, CESO V along with other representatives from various national government agencies. On January 26, 2023 DILG Bulacan, in its goal to strengthen its partnership and linkages towards the attainment of good governance, collaborated with the Local Social Welfare and Development Officers in the Province as part of the preparation for the SGLG, SCFLGA, LCPC, and LCAT-VAWC. Said collaboration resulted in a significant increase on the number of passers on all the said audits.

Furthermore, LFP Bulacan, was recognized as the 2nd best LFP team in Region III during Timpukan 2023. This acknowledgment underscores the dedication and effectiveness of DILG Bulacan in monitoring and supporting local government initiatives, ensuring that the region continues to thrive and develop. 1st Quarter PPOC-PADAC PTF-ELCAC Joint Meeting 2nd Quarter PPOC-PADAC PTF-ELCAC Joint Meeting 3rd Quarter PPOC-PADAC PTF-ELCAC Joint Meeting 4th Quarter PPOC-PADAC PTF-ELCAC Joint Meeting STRENGTHENED COORDINATION: PPOC, PADAC, AND PTF-ELCAC HOLD 4 QUARTERLY MEETINGS IN 2023 The Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) conducted four (4) quarterly meetings for the year 2023. These quarterly meetings are considered as one of the proactive steps of the Department in forging a stronger collaboration together with the Local Government Units and other agencies in order to combat criminality, violence and insurgency while ensuring peace and order in communities. The joint quarterly meetings also paved the way to give recognition for the exemplary performance of the Local Government Units as they continuously intensified their implementation of their Peace and Order programs and projects. The achievements and success of council members every quarter for the year 2023 were also being presented and the next steps and programs to further strengthen the capacity of each member in safeguarding safety, peace and order in the province. At present, the province of Bulacan is working with Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Armed Forces of the Philippines (AFP), together with Department of the Interior and Local Government (DILG) Provincial Office of Bulacan in maintaining peace and order, eradicating illegal drugs and addressing the threat of insurgency in the Province.


At present, the province is still in its relentless pursuit to completely disrupt the drug supply chains and dismantle the drug trafficking networks up to the grassroots level as DILG Bulacan keeps on making significant strides in combating drug abuse and creating healthier and safer communities for all. With all the dedication and collaboration of its stakeholders and partners, the entire province is on its path to building a future free from the devastating effects of drug abuse. Through the strategic collaboration of the Department together with the local government units and other national government agencies, the cases of illegal drug use in the province significantly dropped, along with a recorded increase in the number of drug-cleared barangays. In May 2023, 22 cities and municipalities in the province rated with high functionality in the Anti-Drug Abuse Council (ADAC) from 15 LGUs in the year 2022. Moreover, out of 569 barangays in the province, 264 barangays got moderate level of functionality and 305 were recorded with high level functionality in the Barangay Anti-Drug Abuse Council (BADAC).


POP-PCMS re-orientation at Balagtas Hall Convention Center, City of Malolos, Bulacan. DILG Bulacan, in coordination with the Provincial Peace and Order Council (PPOC), spearheaded the conduct of the provincial re-orientation on the Peace and Order Public Safety Plan Policy Compliance Monitoring System (POPSP-PCMS). The activity served as an avenue to provide technical assistance in the utilization of the system and to prepare the LGUs in the upcoming peace and order audits to be conducted by the Department. LGOO V Gerald Cabarles Jr. discussed the program which aims to bring the programs of the government closer to the people living in remote areas in the fight against insurgency and the important role of the AFP in the overall implementation of the program. DILG Bulacan Annual Report 2023 21 On May 19 and August 23, 2023, Serbisyo Caravan was launched with the theme “PROJECT PAGBANGON”, bringing smiles and joy to the residents of Brgy. Siling Bata, Pandi and Brgy. Kabayunan, DRT. This work is part of the Retooled Community Support Program (RCSP) which aims to combat the threat of insurgency by raising the level of awareness among residents about Government programs, projects and services. Some of the services that have been brought to the citizens through said work are the following: An estimated 800 beneficiaries received the free service, and this was accomplished through the collaboration of various Government agencies including the Department of Interior and Local Government. Beneficiaries of Project Pagbangon in Brgy. Siling Bata, Pandi, Bulacan. BRINGING THE GOVERNMENT CLOSER TO THE COMMUNITY Free orientation regarding the Livelihood Program, GovernmentInternship Program and Special Program for Employment; Free financial assistance from the Livelihood Program and; Free haircuts and massages for residents. Distribution of free slippers and feeding program; Free distribution of vegetable seeds; Free blood pressure test, health kit, vitamin A and vaccine for children and senior citizens against Measles, Polio and Pneumonia; A Serbisyo Caravan At Brgy. Siling Bata, Pandi and Brgy. Kabayunan, DRT, Bulacan Serbisyo Caravan at Brgy. Kabayunan, Doña Remedios Trinidad.


September 10, 2023 was a remarkable day in the Province of Bulacan for taking a significant milestone in the fight against illegal drugs through the BIDA BIKERS. In united effort of the Department of the Interior and Local Government (DILG), Provincial Government of Bulacan (PGB), together with the active participation of other National Government Agencies (NGAs) and Civil Society Organizations (CSOs) to combat drug abuse and promote a healthy, drug-free community, this campaign seeks to advocate and raise awareness to each communities about the devastating impact of drug abuse and inspire positive change in the province. The event paved way as participants and supporters gathered together driven by one goal and one purpose of fighting against illegal drugs. In addition to the bike and zumba activity, the province also took an initiative of providing free drug tests as one way of taking proactive steps towards a drug-free community. The activity was spearheaded by the Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos, Jr., together with DILG Undersecretary Margarita Gutierrez, Governor Daniel Fernando, Vice Governor Alexis Castro, and other Elective Officials in the province. In the event, Secretary Abalos expressed his message to the Bulakenyos, highlighting the significant role of each members in the community as key solution in addressing the root causes of the use of illegal drugs. On November 23, 2023, the students of the Polytechnic College City of Meycauayan (PCCM) starred in the Buhay Ingatan, Droga'y Ayawan (BIDA) Symposium that centered on the theme "Barkada Kontra Droga: Promoting Drug-Free Campus.” With the initiative of the PCCM and the City Anti-Drug Abuse Council of the City of Meycauayan, PDEA Region III and DILG Bulacan laid out the government's programs in increasing awareness on the effects of drugs and promoting drug-free campuses. Mr. Gerald Cabarles, DILG Program Manager, emphasized the government's strengthened advocacy under the BIDA Program, highlighting the cooperation of sectors like schools to keep youth away from illegal drugs. The said symposium is one of the activities of the Multi-Stakeholders Advisory Council (MSAC) of Bulacan, where it is included under the Local Governance Resource Center (LGRC), which aims to intensify the sharing of knowledge on government programs. In search of outstanding Lupons in Region III, Barangay Tungkong Mangga, CSJDM was hailed as the Regional First Runner-Up in the FY 2023 LTIA Assessment chaired by DILG Region III. Prior to this, said barangay tops the Provincial LTIA Assessment for Component City Category, together with Brgy. Tibag, Pulilan as Top Performer under the 1st-3rd Class Municipal Category. Both were awarded last June 8, 2023 in an activity spearheded by Governor Daniel R. Fernando, and Provincial Director Myrvi Apostol-Fabia, CESO V of DILG Bulacan. The winners received an award and incentive worth Php 50,000.00, recognition plaque and certificate. The recognition and incentive is part of the program under the Peace and Order program of the Province, at the initiative of the Provincial Peace and Order Council (PPOC). Resilient Communities Reinforced Intensify Adaptive Capacities ofLGUs and Communities 3toNatural andHuman-InducedHazards/Disasters


In light of the Supreme Court Mandamus to clean-up, rehabilitate, and preserve the waters of Manila Bay, the Department of the Interior and Local Government established various environmental programs. For the year 2023, DILG Bulacan conducted series of clean-up activities together with the cities and municipalities of the province. The Department through the Manila Bay Clean-up Rehabilitation and Preservation Program (MBCRPP), together with other agencies work to restore the ecological health of Manila Bay through various efforts such as conduct of clean-up activities of the LGUs, managing solid and liquid waste, restoring its habitat, and enforcing environmental regulations and policies to improve the overall quality and sustainability of the environmental aspect of Manila Bay. For the year 2023, more than just the REVIVING MANILA BAY: A RESURGENCE OF HOPE AND RESTORATION 1st Quarter Manila Bay Clean-up Drive at Brgy. Tarcan, Baliwag City. monitoring of the compliance of the LGUs when it comes with the MBCRPP, DILG Bulacan also maximized its effort in taking part for this green movement particularly for the Manila Bay. The officers and personnel of the Department also joined in the collective effort of the LGUs in the conduct of their clean-up. Other than the clean-up initiatives, the Department also further its advocacy for a cleaner and healthier environment through the conduct of various tree planting activities in the mountainous parts of the province. Baliwag City wins the 2022 Manila Bayani Awards and Incentives. For the third time, Baliwag City was hailed as the National Top Performing Local Government Unit in the Manila Bay Clean-Up, Rehabilitation and Preservation Program. Baliwag City surpassed approximately 141 LGUs which were included in the said program. This significant achievement is an indication of the local government's dedication and skill in maintaining a clean, safe and comfortable environment for its constituents. 31 DILG Bulacan Annual Report 2023 For the year 2023, 338 barangays in the province have already established their community gardens. Currently, the local government units (LGUs) are in continuous effort in the construction of their respective community gardens in order to help provide sufficient food supply through the planting of fruits and vegetables in their communities. The HAPAG, or Halina’t Magtanim ng Prutas at Gulay in the barangay, is an initiative of the Department that aims to capacitate the barangays towards sustainable agricultural aspects such as community gardening and improvement of their environmental landscape, which will greatly help in providing food resources for the families and households in their communities. 33 DILG Bulacan Annual Report 2023 BUILDING RESILIENCE: MILESTONES IN DISASTER RISK REDUCTION AND CLIMATE CHANGE ADAPTATION Quarterly National Simultaneous Earthquake Drill. Pursuant to Memorandum No. 006, S. of 2023 of the National Disaster Risk Reduction and Management Council (NDRRMC), the Provincial Office of the Department of the Interior and Local Government participated for the quarterly National Simultaneous Earthquake Drill (NSED). This activity is an initiative to prepare every personnel in their preparation and safety in the possible danger and disaster caused by the earthquake. The activity took a refresher about the practice of "duck, cover and hold" as a safe and correct way to respond during an earthquake. Training on Crisis Management at Subic Bay Freeport Zone, Subic. ENSURING PREPAREDNESS: DILG BULACAN JOINS QUARTERLY NATIONAL SIMULTANEOUS EARTHQUAKE DRILL (NSED) Local Government Capacity on DRRM-CCAM Program. Required compliance/ monitoring reports prepared and submitted. LGUs monitored on their compliance and enforcement of IATF directives and other national government policies.


Capacitating Youth Leaders Towards a Disaster Resilient Community In partnership with the Provincial Government of Bulacan through the Provincial Disaster Risk Reduction and Management Office (PDRRMO) headed by Felicisima L. Mungcal, DILG Bulacan conducted an activity entitled: 2023 WEmboree: Changing Mindset from Me to We. The said activity that was attended by approximately ninety (90) Sangguniang Kabataan officials and Leaders of various Youth Organizations was aimed to increase the awareness of the youth regarding disaster preparedness. In the second episode of ALAGWA Bulacan – Gabay Series, aired on May 29, 2023, DILG Bulacan led the Bulakenyos in preparation for the coming drought or El Niño. The said program was featured by The Roving Radio Station and was also shared through two different media platforms. The Department of the Interior and Local Government Bulacan Provincial Office in partnership with the League of Municipalities of Bulacan conducted the drafting of the GAD Plan and Budget attended by members of the GAD Focal Point System of Local Governments on February 15 to 17, 2023. The three-day activity entitled as “UPLIFT” or Upscale Learning and Inclusivity in the Multi-faceted Aspects of Transparent Governance is part of Linang, one of ALAGWA Bulacan's facilities aimed at strengthening the skills of barangay secretaries. The purpose of this training is to strengthen the capacity of the designated Information officers of each local government in the province and Local Government Mobilizers to address the current challenges caused by fake news and to provide guidance on the proper use of social media. One of the aims of the activity is to emphasize the important role of Information Officers as an instrument in conveying to the public and disseminating information about programs, projects and activities carried out and implemented by the Government. BRIDGING HORIZONS: STRENGTHENING LINKAGES FOR GROWTH On January 12, 2023, a coordination meeting was held between the DILG and Bulacan Environmental and Natural Resources Office. On January 13, 2023, the Department and the office of the Representative of the First District of Bulacan, Hon. Danny A. Domingo met in order to speed up the implementation of the department's programs and projects in the first district of the province. On January 17, 2023, DILG went to the office of the Representative of the Second District of Bulacan, Igg. Augustina Dominique Cruz Pancho in order to have a stronger relationship that will allow the rapid implementation of the programs and projects of the Department in the Second District of the province. NavaseroGascon, President of Bulacan State University in order to build a strong collaboration between the Department and the University. On September 4-7, 2023, the Philippine Councilors League Bulacan Chapter successfully conducted its annual congress in the province of Bohol. The event, themed " ," was a collaborative effort between PCL Bulacan and DILG Bulacan, with the aim of fostering unity and enhancing local legislation in the Province of Bulacan On July 11, 2023, the Lab for All: Laboratory, Consultation and Medicine for All was conducted in the City of San Jose Del Monte, Bulacan. On July 17, 2023, 39 small and local merchants participated in the President's Kadiwa program launched in the Province

| The Department of the Interior and Local Government (DILG) Bulacan together with the stakeholders from National Government Agencies (NGAs), Civil Society Organizations (CSOs), Local Resource Institutes (LRIs), and other partners successfully held its 3rd Quarter Multi-Stakeholder Advisory Council (MSAC) Meeting on September 21, 2023. These coherent and productive series of MSAC quarterly meetings are testament of the collective commitment of the members towards excellence and innovative approach of learning and knowledge sharing in local governance in order to ensure that the Local Government Units (LGUs) provides the efficient and highest quality of service to its citizenry. ADVOCATING PROGRESS AND DEVELOPMENT: DILG IN ACTION The City of Baliwag led by the City Mayor Ferdinand V. Estrella in collaboration with the DILG Office held the annual Barangay Summit on December 18, 2023 at the Baliwag Star Arena. All Punong Barangay and Barangay Kagawad of 27 barangays in the City of Baliwag attended the said seminar. Its main purpose is to inform the newly elected officials of their activities in the first 100 days of office as well as the alignment of the activities of the barangay with the priority project of the City Government. DILG DRT in collaboration with concerned departments of LGU DRT in its effort to strengthen youth participation and leadership and their initiatives for disaster resilience and environment protection and other activities for youth involvement launched LIYAB Kabataang DRTeño ("Lifting the Youth's proactive spirits towards Awareness and participation in Building a resilient DRT) on Feb. 8-10, 2023. On February 14, 2023, DILG San Rafael, led by LGOO VI Diana Jean Garcia, conducted a comprehensive capacity development training for all 34 barangays. Covering crucial aspects such as ordinance creation, audit preparation, and effective communication, the session aimed to enhance governance across the municipality, empowering local leaders with essential skills and knowledge. Cluster 2 organized and held its regular monthly cluster meeting, ensuring that all members were present and engaged in discussions. The meeting covered various topics relevant to the cluster's objectives and responsibilities, such as progress updates on ongoing reports, coordination of upcoming initiatives, problem-solving sessions, and any other pertinent matters.


DILG CSJDM initiates the conduct Assessing Barangays’ Readiness on Performance Audits (ABRPA) aiming to increase the understanding of barangay officials and personnel on the objective, tools, indicators, documentary requirement and timeline of various audits implemented on their level. They visited all fifty-nine (59) barangays in the City from December 2022 to March 2023 to discuss the audits. On January 10, 2023, the Department of the Interior and Local Government (DILG) Balagtas organized a pivotal event in Barangay Borol 2nd, Balagtas, Bulacan. The BPOPS and BADAC Writeshop for Barangay Secretaries was conducted with the aim of capacitating the Barangay Peace and Order Council (BPOC) Secretariat on the fundamentals of BPOPS and BADAC formulation, in accordance with DILG Memorandum Circulars Nos. 2017-64 and 2022-141. On December 18, 2023, a pivotal initiative spearheaded by the Department of the Interior and Local Government (DILG) Angat took place at the Conference Room of the Municipal Hall in Angat, Bulacan. This significant event was the Sangguniang Kabataan (SK) Mandatory Training tailored for the SK officials of the municipality. Led by DILG Angat, the training aimed to equip these young leaders with essential skills and knowledge to effectively fulfill their roles within the SK council. On December 27, 2023, the Department of the Interior and Local Government (DILG) in Bulakan organized a significant event aimed at enhancing local governance and community safety. The Katarungang Pambarangay and Barangay Peacekeeping Action Teams (BPATs)/Tanod Seminar took place from 8:00 am to 5:00 pm at the Bulakan Evacuation Center. This seminar served as a vital platform for barangay officials and volunteers to acquire essential skills and knowledge in conflict resolution, peacekeeping, and disaster management.

Celebrate: Keeping the Inner Child Alive.” The activity transformed the ordinary into the extraordinary as all DILG Bulacan personnel donned the attire of their favorite fictional and Disney characters, enabling them to keep their inner child alive. During the activity, the DILG Bulacan Alab Awards 2023 were also launched, wherein all best performing personnel were recognized and awarded for their outstanding performance in year 2023. In her message, PD Myrvi Apostol-Fabia, CESO V, extend appreciation for the trust, commitment, hard work, and dedication that manifest the overall performance of the team. She also placed emphasis on transforming imagination into reality, as this concept becomes the fundamental drive for progress, innovation, and positive change in public service.
