房地产合作开发的8种常见模式

合作开发的形式多种多样,每家房企都根据自身的需求选择其中一种
或几种;不同的房企自身的优劣势不同,合作开发对它们各自的作用
自然有所差异。房地产合作开发的8种常见模式如下:
一、土地入股合作开发 四、股权收购模式
以土地入股合作开发。该模式是A企出地,B企出资的合作模式。该模 股权收购模式是指土地方将土地使用权变更到项目公司名下,开发

A new department was formed in October 2021, integrating both the ‘Workplace Safety, Health & Environment’ and ‘Quality Assurance &
Quality Check’ Departments, and was officially named the MCC SQ Department.
CEO Mr. Tan Zhiyong demonstrated his commitment to prioritise safety and quality as the two most important foundations of the company
as well as all projects and would like to see all stakeholders excel beyond expectations.
Work Safely & Deliver The Best Quality is the slogan for 2021 with numerous campaigns, promotional events and innovative initiatives to
raise the bar for the performance of every project team and individuals alike.
MCC SQ Team for Project Sites
The members of the SQ team deployed in every project site play a crucial role to assist the team in the conformance of WSHE and QAQC
related issues together with the newly introduced Safe Management Measures (SMM) plan to battle the COVID-19 pandemic since 2020.
The appointed SQ Manager will be a valuable support to the Project Manager and is responsible for the WSHE and QAQC systems and
implementation.
The SQ Team shall be further supported by two SQ Engineers in the overseeing of daily operations as well as the monitoring of site compli-
ance.

今年六月以来,新加坡政府调整了防疫政策,以至于确诊病例增多,有些今年年初才来新加坡工作的新工人,还没有来得及融入中冶的大家
庭,就被来势汹汹的病毒吓怕了,递交了辞职信申请回国。好在有一大部分人在经过工长、同事的耐心说服及讲解当前的形势之后,极大地
增加了抗击病毒的信心,撤回辞职信并重新回到岗位继续工作。一些坚持要回国的人,来新工作最长6个月,最短的不足一个月,有的连工作
准证都还没有申请到,但是劳务部还是按部就班的结算工资、买机票、安排行前核酸检测、申请绿码,先后在10月下旬顺利安排回国,确保
工友们只等时间一到,就可以回到心心念念的祖国,与家人团聚。然而,等来的不是意想中的明天,而是突如其来的意外…
为确保回国的工友彻底远离病毒,大使馆要求行前须隔离21天,并增加一次血清检测。10月27日,刚刚接任劳务部的郭鼎经理和我的同事陈
伟一同跟17位工友召开了视频会议,传达大使馆和公司的要求,协商改签机票。为了方便沟通,专门组建了回国微信群,17个回国人员,群
组人数达到27人,这么多人忙前忙后,就连他们要求的水果,也会不定期的送过去,就是希望解除他们在隔离期间的后顾之忧…
曲折回国路

10月29日,又接到大使馆的指示,要求不能在原宿舍隔离。公司马上租了2间带卫生间的宿舍,并在入住当天做了ART检测,全部阴性。我
们也在当天将入住情况及航班信息通报给大使馆。本以为就可以这样躺平,静静的等待11月14号的到来…第二天一上班,领导就召集我们开
会,之前很少有这样的情况,一定是很严肃的事情。果然不出所料,领导给我们传达大使馆的新要求:每个房间只能安排4个人,每个航班也
只能安排4个人,而且是同一房间的4个人。这样的安排我们都能理解,但是工人能理解吗?
现在的首要任务就是要在短时间内找到带独立卫生间的宿舍,着实很难,再难也要上。经过2天的地毯式的搜寻,终于在不同的地方又找到3
间符合条件的宿舍。公司不计代价地为他们创造条件,就是希望他们能顺顺利利的回国。 同时令人头痛的机票又不得不重新改签了,彼时有
些航班已经熔断了,我们权衡再三,去广州的航班保留4张14号的机票,改签4张21号机票(每周一班),其他的9张机票只能重新购买。这
样的安排,希望能让每个飞往中国的航班不被熔断,不会影响接下来的人回国。
任何事情都有两面性,我们虽然忙得水深火热,但是能让我们的中国工人充分认识到公司的实力和处理问题的积极态度,进入11月,竟然没
有一位中国工人提出辞职。这给了我们莫大的鼓舞和信心:只要真诚的对待,就有真心的回报!呼吁各位同胞尽早打疫苗保护自己及家人。
现在至明年春夏,能不回国的尽量不要回国,不要给国家的疫情防控增加负担,更不要让仅剩的航班都被熔断,导致迫切需要的人无机可
乘。

疫情下办公场所的第一道安全线

根据新加坡的防疫动态和现状,在政府宣布尝试迈向解封,与冠
状病毒共处的同时,中冶新加坡也紧跟政府的疫情指南,制定安
排员工的工作方式,由之前的全部居家办公改为员工分批轮流回
到办公场所工作, 因此保障工作场所是一个没有冠状病毒感染
的场所至关重要。鉴于冠状病毒传播的特殊性,保障回到办公场
所的员工能在一个安全没有冠状病毒的环境下工作,人事部发布
公告,告知员工必须在返回办公室工作之前,按要求做好冠状病
毒抗原快速检测(Antigen Rapid Test (ART))的自检,并在规
定的时间段上报检测结果, 人事部也不定期去各办公室核查上
报人数和结果, 杜绝一切的疏失而引发的不良后果。
人事部于2021年9月12日开始,组织部门人手,把政府发放的冠状病毒
抗原快速检测自检盒(ART-KIT),按每人一周用一个自检盒的用量进
行分装,然后按月需量分发到办公室工作的每一个员工手上, 并拍照
片指导员工正确使用该检测盒的方法,并要求员工每周一次在公司内
网上上报自检结果。目前人事部已发放了三批自检盒给办公室工作的
员工, 保障有足量的自检盒满足返回办公场所的员工需求。
人事部也随时关注员工对使用冠状病毒抗原快速检测自检盒(ART-
KIT)的反馈。不同批次的自检盒来自不同的品牌,遇到检测不明的结
果, 人事部会特别关注,并让员工换不同的自检盒重新测试,厘清真
伪结果。如果检测结果为阳性,人事部会通知他不能来办公场所, 并
启动人事部的员工关怀小组密切关怀他的就医和休息情况。
公司人事部经理和公司安全官每周会不定期核查返回办公室工作
人员的自检盒使用上报结果。核查中一旦发现有员工未上报自检
结果而出现在办公场所者, 他们会严厉警告这类对集体不负责
任的行为,并勒令他们立即改正。
安全工作,工作安全, 中冶新加坡人事部为返回办公场所的员
工建起了第一道安全线。

Managing COVID-Positive Workers in Sungei
Tengah Lodge Dormitory

The Ministry of Manpower (MOM) and the Assurance, Care & Engagement (ACE) Group appointed Sungei Tengah Lodge (STL) as one of the
Centralised Recovery Facilities (CRF) for COVID-positive (C+) and ART-Antigen positive (Ag+) migrant workers (MW). The services provided
by STL would include the following:
1. Triage workers to go into CRF (assess if they are suitable for
CRF based on a simple checklist)
2. Monitor vital signs and symptoms for MW recovering in CRF with
appropriate medical escalations
3. Health and welfare support for MW medical needs e.g. medical
consultation and attendance
4. Check on the proper use of oximeter and oral thermometer
5. Security for MWs to remain within the CRF zone
6. Packing and distributing items (e.g. food and care-packs) to MW
7. Recording of MW
8. Coordinating with authorities on in-pro and out-pro of MW
9. Provision of food (e.g. Indian, Bangla, Chinese and vegetarian) for MW
10. Supervising and managing ART of MW
11. Managing the Safe Distancing Measures (SDM) and Safe
Management Measures (SMM) of the MW
12. Provision of Wi-Fi for MW
13. Disinfecting and turn-over of the rooms
STL is putting up a dedicated team for the above services.

Cluster 5 Block 520 has been designated as one of the Dormitory Recovery Facilities (DRF) with 625 bed spaces set aside for residents who
are tested COVID-positive, C+/Ag+ in our dormitory. The number of cases soon increased, and we had to immediately station extra security
to control and ring-fence these DRF residents. The DRF residents will follow the regime of ART test on the 4th and 7th day, and if tested
negative, they would exit DRF to resume work.
Currently, we have about 485 workers of our company residing in the Sungei Tengah Lodge Dormitory located at 500, Old Chua Chu Kang
Road. A total of four levels was reserved for our workers at Block 506, Cluster 2, which is situated from Level 10 to Level 13. There are 20
units in each respective level with shared common toilets and safe distancing measures in place. There are also amenities and facilities like
the food court, mobile shop, medical clinic, and POSB ATM for easy access to monetary needs.

Living with COVID-19: MCC Singapore’s
Management Procedures

In March 2020, the World Health Organisation (WHO) declared COVID-19 a pandemic. Our world was taken over by a completely new dis-
ease, one that we have no prior knowledge of. Without experience or knowledge, our only hope during that crucial period was the vaccine.
In the current situation, the majority of people 18-years and above have completed their vaccinations and many of them have also taken their
booster dose which helps to improve the immunity system and thereby protects them from being infected with the disease.
However, we are also faced with bad news. COVID-19 may never go away. This means that COVID-19 will very likely become endemic. On
the bright side, though, it is possible to live normally with it in our midst, just like how we are now used to living with COVID-19.
In fact, we are able to live a safe and normal life with continued good hygiene, regular testing, and fulfilling our social responsibility.

随着公司的业务发展和人员扩充,现有的克兰芝食
堂已经满足不了每日的需求。为了能让工友们继续
能吃到美味的家乡饭菜,公司管理层决定增设一个
新的华人食堂。新食堂坐落在双溪登加宿舍一楼,
有1500平方尺。
厨师每天要煮300公斤的米饭,为约600名工友们提
供良好的伙食,一天要准备的餐饮就超过1800份,
这项不简单的“工程”都是厨师们日复一日从凌晨
3点开始准备的。过程中虽然充满挑战,但是为了
确保辛苦的工友能尽情享用每一餐,大家都全力以
赴,希望能做到最好。

厦大东门外的福鼎肉片

前阵子看了个视频 “厦大 我用虚高的分数先买了四年浪漫”,勾起挺多的回忆,突然有点想念东门外的福鼎肉片了。视频场景是我们学校的
本部思明校区,画面均是本部的热闹生活,而我们专业,或者可以说是大部分的理工科专业,都在远在离本部近四十公里的翔安校区,大概
就是城里和村里的区别,所以我们校区也经常被戏称为翔安皇家理工。
虽然我们校区外面很荒芜,但因为校区比较新,很多建筑可以称得上是豪华,特别是图书馆,而且校区非常大,我读书的时候学生还不多,
可以算得上是人均三亩地。缺点就是从东边到西边要走好久,就算骑自行车也不是很容易的事情,因为地势起起伏伏,有些地方还是石板
路,特别是教学楼、图书馆那边的博学路,骑过的人绝对可以颠得你永生难忘,这或许就是寓意路漫漫其修远兮,吾将上下而求索吧。
也正如视频的作者所说的,在这里的大学生活,并没有激烈的内卷、竞争,学校会尽心地在方方面面爱护、关心学生,我们会在实验室埋头
做实验,在图书馆自习到闭馆,但我们也可以散漫而浪漫,流连于这里得风景,几乎每天都有蓝天白云,有绚丽的晚霞,也可以在夜幕降临
的时候,约上两三好友到学校东门吃饭。
东门外有小吃摊,也有小饭馆,但最难忘之一就是福鼎肉片。福鼎肉片是福建福鼎的小吃,大概是把猪肉剁碎,搅碎之后,与小苏打,木薯
淀粉搅匀后,类似虾滑,用勺子把肉糜一点点撇到沸腾的水里。碗中先放入虾米,紫菜,香菜等调料(但根据我福鼎同学说,正宗的肉片不
会放紫菜),把肉片放里,舀一勺热汤叫上,灵魂是要在加上一些醋,印象中福鼎肉片的醋不似白醋,貌似有一些像加了泡椒的醋。看着清
淡的福鼎肉片,加了特别的醋后,酸酸辣辣的。秋风正起的时候,看着天上零星的微光,来上一碗肉片汤,正是恰好的暖意。
彼时我的好友们,正从别的摊上买来烤冷面,臭豆腐,关东煮,铁板炒饭等等,坐下一起分享,也分享着近来的一些隐秘心事。也许我想念
的不是福鼎肉片,却是那一起生活学习吃饭的好友,大学里烂漫的晚霞,夜晚照亮书桌的灯。

A Project Engineer’s Experience
in MCC Singapore

I joined MCC in August 2021 as a project engineer under the Mechanical, Electrical & Plumbing (MEP) department. I specialise in electrical
and have been working in the construction field for six years.
My ultimate career goal would be to see myself as a leader for the younger generation. However, before I can achieve this, I will need to
constantly improve myself in every aspect, be it in engineering or management. Soon after I joined the company, I was assigned as the engi-
neer-in-charge for the Dairy Farm residence project.
As this is my first residential project in Singapore, I was exposed to many new experiences and knowledge, and the most significant exposure
would be the Prefabricated Prefinished Volumetric Construction (PPVC) aspect as this is my first time working with a PPVC project.
Unlike typical construction work, PPVC structure is fabricated off-site before it is delivered and installed on-site. Thus, the design of electrical
services is not as flexible as there are more constraints for installation and maintenance that must be addressed early to avoid implications
on pre-finished works in the later stages.
The electrical installation in PPVC includes concealed cable conduits that serve the respective room area power points and lighting points.
There are critical items for unit installation that we have to complete so that the functionality is correct, these include lighting switches arrange-
ment, kitchen connection units, and double pole switches. The coordination between other services is also crucial to prevent services from
clashing with each other.
In addition, we must also comply with SP and CP5 standards. For example, concealed PVC conduit installed on wall, column, ceiling, and
cabinet must have a depth of more than 50mm from the surface. It is thus necessary to look into all the design and installation details in the
starting stages to avoid abortive work. On the one hand, this is a challenge in itself, but on the other hand, the subsequent installation in the
future will be easy and smooth once the approved drawings are cleared and taken into full consideration.

It has become clear to me that communication and management are paramount in the construction field. Dealing with multiple stakeholders
such as the main contractor, consultants, supervisors, and managers is never an easy task. As a site-based engineer, it is crucial that I am
able to manage people and emotions effectively. I strongly believe that all these hardships will pave the way for my career and instill character
in myself, which aligns with my career goal.
In fact, I am always offered ample learning opportunities at MCC Singapore. It has been a fulfilling three months in the company as I gain
new technical knowledge as well as management and communication skills every single day. I am also amazed by the synergy in our team
as we complement each other well. We always have discussions among our project team for different projects. Moreover, there is an open
culture and we are encouraged to share about issues we faced in our own projects while also contributing our ideas for technical, site, and
management issues. As a result, I can see myself growing tremendously during my time in this department as everyone in the team practises
humility in learning.
Since joining MCC Singapore, I have experienced overwhelming warmth and comfort in the workplace. All my colleagues are friendly and
helpful, and I feel welcomed on my very first day at work. We always make time for bonding during lunch and sometimes, we even celebrate
each other’s success in life. I can truly say that my colleagues have been a great support for me throughout these three months.
To conclude, I am looking forward to shining at work and making more contributions to MCC Singapore in the coming years. There will, of
course, be many challenges ahead, but as the saying goes, there is no gain without pain. A leader always embraces the pain. I hope my career
development at MCC Singapore would be a transformative and inspiring one, and I have tremendous faith in MCC Singapore to be a global
leading urbanisation enterprise.
