Ano ang mandato o legal na batayan ng BDRRMC?
Ang BDRRMC, sa ilalim ng Barangay Development Council ay may mga
tungkulin na kailangang gawin at ipatupad ayon sa nakasaad sa RA 10212.
Ito ay ang mga sumusunod:
1. Mag-apruba, magsubaybay at magtasa ng implementasyon ng barangay
disaster risk reduction management plan at siguraduhing ito ay sinusuri at
sinusubukan ng naaayon sa nasyonal at lokal na programa at plano;
2. Siguraduhin na nakasama at nakapasok ang disaster risk reduction
at climate change adaptation sa lokal na mga plano, gawain, programa
at pondo bilang istratehiya sa patuloy na pagpapaunlad at pagbawas ng
kahirapan sa komunidad;
3. Magrekomenda ng pagpapatupad ng sapilitan o boluntaryong paglikas
bago dumating ang bantang panganib sa mga taong nakatira sa komunidad

ACTIVITES
The RCSP Baranggayan is a great opportunity for both the recipient
communities and program implementers. For the communities, it is a
much awaited occasion for consultation, capacity building, and economic/
developmental intervention. For program implementers and National
Government Agencies (NGAs), it is an avenue to reach out and create
positive change.
While developing communities take time, the Baranggayan
immersion paves the way for development to finally take its course in the
Geographically Isolated and Disadvantaged Areas (GIDAs) and win back
these communities.
The Baranggayan has five (5) key components, namely: 1)
Enhanced Barangay Development Plan Formulation; 2) Strengthening of
Barangay-Based Institutions; 3) Serbisyo Caravan; 4) Solution Seeking
Dialogues; and 5) Citizen Movement for Sectoral Development. These
aim to engage community participation and allow prompt government
convergence and intervention in the priority areas. The Baranggayan is a
7-day immersion activity that allows its five components to take place.

Pre-
Immersion
LGU and stakeholders’ buy-in of the RCSP as a convergence tool
in ensuring peace and development beginning at the GIDAs is foremost
in planning for the RCSP implementation. Buy-in may vary initially, but
as plans and activities are discussed and stakeholders get engaged,
the RCSP implementation, particularly the immersion proper, becomes
interesting.
I CREATION/ REACTIVATION OF RCSP TEAM
The participation of the LCE and the sanggunian members in the
orientation on localizing EO 70 can be the breakthrough in discussing
the implementation of RCSP in the LGU. With the help of a few expected
RCSP team members, the C/MLGOO should be able to secure the LCE’s
approval on the RCSP implementation and the issuance of the needed
executive order for the creation or reactivation and convening of the RCSP
team and its Core team. The RCSP team is composed, in the minimum,
according to the DILG guidelines.
II ORIENTATION/BRIEFING ON RCSP
The LCE convenes the RCSP team where the C/MLGOO will
formally introduce the RCSP. It is important that all other RCSP team
members, especially the Core Team, are also oriented with the EO 70
and how it is being localized. The peace and development situation in
the target barangays could also shed light on why the RCSP should be
implemented at the most urgent time.

III PLANNING WITH THE RCSP TEAM
The 7-day Baranggayan (Bicol RCSP) activities template is
discussed with the RCSP team. It is expected thereafter that more
consultative meetings will be conducted to come up with a workable
RCSP Immersion Plan (ImPlan) for each priority barangay. The roles and
responsibilities of each RCSP team member are also delineated while the
needed resources and other stakeholders are identified. The RCSP Core
Team is activated for more preparatory meetings and engagements.
Iv COORDINATION MEETINGS
As inputs to the development of an RCSP ImPlan, the RCSP Core
Team members begin coordination meetings with identified stakeholders:
the ELCAC Provincial, City or Municipal Task Forces, down to the
Barangay Task Force of the priority barangays. The RCSP Core Team
may prioritize focused coordination meetings with Task Force members
whose role in the development of the priority barangay considering its
geography and potential is most needed, to ensure their engagement in
the RCSP implementation. The barangay officials of the priority barangays
are also engaged at this stage to firm up the RCSP ImPlan.
The DILG Provincial Office initiates the meeting of the Provincial
Task Force ELCAC prior to or parallel with the activation of the RCSP
Team of the component LGU. In this meeting, commitments of the
Provincial Government and the NGAs concerned are secured particularly
in the conduct of Serbisyo Caravan and Solution Seeking Dialogues in the
priority barangays. The RCSP Core Team concerned may present its plan
and resource requirements during this meeting. The PTF may also tap
the resources of the Civil Society Organizations and the Private Sector.
The PTF PLEDS Cluster is engaged to support the security arrangements
and preparations.

v SECURITY BRIEFING/CONFERENCE
To ensure that the draft RCSP ImPlan can be implemented, an
assessment by the security sector on the proposed schedule and activities
in the priority barangays must be conducted. The PLEDS Cluster of the
City/Municipal Task Force presents the CSP status and peace and order
situation of the priority barangay and provides the RCSP Core Team
guidance and arrangements concerning security. Planning and discussions
on contingencies should also be part of this activity. This security briefing,
under the lead of the AFP and PNP, is mandatory and conducted prior to
the RCSP immersion activities.
vI FINAL COORDINATION MEETING AND
PRESENTATION OF RCSP IMMERSION PLAN
The LCE convenes the RCSP Team together with the barangay
officials of priority barangays. At this stage, the RCSP Core Team presents
the RCSP ImPlan for more comments and recommendations, particularly
from the barangay officials concerned. The RCSP Core Team may further
request data from the barangay such as the Barangay Socio-Economic
Profile, barangay development plans and/or annual investment program
and barangay annual budget. Other existing data pertaining to barangay-
based institutions and CSOs may also be helpful in the preparation for the
immersion.
vII COORDINATION MEETINGS WITH THE
ASSIGNED BARANGGAYAN FACILITATORS
The RCSP Core Team meets with the Baranggayan Facilitators and
presents the RCSP ImPlan together with the existing data of the priority
barangay, i.e., barangay socio-economic profile, barangay development
plan and public investment program, annual budget, and other relevant
executive orders such as pertaining to the BBIs. The schedule of activities
and other details on execution are discussed and firmed up.

TIPS
• The DILG Provincial Office provides for the resources
requirements of the host C/MLGOOs and Baranggayan
Facilitators, including the templates and presentations
to be used in the immersion activities. The DILG Provincial Office
organizes its RCSP support team and plans for the final schedule of
the immersion.
• The DILG Regional Office also conducts prior or parallel commitment
settings and security briefing with the members of the RTF ELCAC and
the LGE, BS, and PLEDS clusters to support the RCSP implementation
in the priority barangays of the region, aside from the resources and
guidance it must provide for the DILG Provincial Office, host C/MLGOO
and the field officers to be deployed as Baranggayan Facilitators.

Immersion
Proper
The seven-day Baranggayan is a convergence mechanism
where the whole-of-nation identify the issues and needed government
interventions of a particular priority barangay. It is conducted on-site, at
the barangay, to personally engage the residents either in the formally
designed activities or in-betweens informally, on a message showing
government compassion and inclusivity. In several barangays, based on
the immersion experience, residents were thankful that the government
has lived and communed with them, albeit for a short time, and they were
hopeful that their personal conversations on their issues and plight are
finally addressed by the government. Therefore, the following outputs are
designed for the convenience of the residents and to personally engage
them and not only their barangay officials:

DAY 0
Arrival in Host Municipality

The briefing by the Provincial Director and Host C/MLGOOs to the
LGOO Baranggayan Facilitators should include security concerns in the
barangay covered by the immersion, prior coordinations made with the
Philippine Army and the PNP, the political situation affecting the barangay,
reporting mechanisms, outputs to be generated during the seven-day
immersion period and including contingencies on personal safety, power
and communication, and weather updates.
The Provincial Program Manager shall provide an orientation on
the administrative and other logistical requirements to be accomplished
before, during and after the Baranggayan. Logistical fund and supplies
intended for the Baranggayan should be released to the LGOO facilitators
on the day of the briefing.
Courtesy call with LCE and Core Team
The courtesy call with the LCE and the Core Team should consist
of the formal introduction of the Baranggayan by the Provincial Director
assisted by the Host C/MLGOO. The dialogue will give opportunity to the
Facilitators to establish some familiarity on the dynamics in the LGU.
It is also necessary for the host LGU to include the active participation
of the municipal functionaries who are deemed contributors to the success
of the Baranggayan. This includes the Local Planning and Development
Coordinator (LPDC), Local Social Welfare and Development Officer
(LSWDO), Local Health Officer(LHO), Local Disaster Risk Reduction and
Management Offices (LDRRMO) and LAO.

Dialogue and Final Meeting at Host LGU
The meeting includes expression of commitment by the members
of the Core Team. The dialogue and final briefing provides a venue for
the Core Team Members to give the Baranggayan Facilitator important
information that will facilitate the implementation of the Baranggayan.
Send off activity
A send-off ceremony may be organized by the LGU Host, led by
the LCE to fire up and invigorate the RCSP Team, Core Team and the
Baranggayan Facilitators.
DAY 1, 2 & 3
Entry Conference
Entry conference to be attended by the barangay officials of the
host barangay, DILG Team, Baranggayan Facilitators, LGU RCSP and
Core Teams must be conducted to come up with common understanding of
what will happen within the seven (7) days of immersion. A short program
will be prepared for the key officials to deliver messages, elicit and commit
support for the RCSP program.
Ugnayan sa Barangay
Ugnayan sa Barangay is an activity where
barangay officials and employees, sectoral groups
and Baranggayan facilitators interface and initially
discuss the socio-economic, peace and order status
of the barangay. CMBS data, RBI, BDP, NAS and

other barangay records maybe used as reference in this activity. It is also
an opportune time for the Baranggayan facilitators to be familiarized with
the place and the people they will be immersed with for the period of 7
days.
eBDP Formulation Workshops
The eBDP formulation workshops are among the most demanding
but rewarding activities during the Baranggayan. It is through these series of
workshops where the Baranggayan Facilitators spark citizen participation,
inclusivity and community empowerment. More than the output, the process
itself of arriving to an enhanced barangay development plan carries the
essence of the retooled community support program. The opportunity for
the community itself to look deep into the issues they are confronted with,
sort out the dynamics surrounding these issues, and identify the solutions
or interventions to their issues and needs, is a decisive moment for the
community.
What makes this planning process under the Baranggayan different
is that it is purposely done on-site, not only for the convenience of the
members of the community, but to generate maximum attendance as well.
The process requires the participation of as many sectors present in the
barangay and influencing them to now contribute in charting the future of
their community. It is unhurried, and in some cases, sessions are even
scheduled during night time to allow members of certain sectors (like those
working in the farm or fields at daytime) to participate.
In some barangays, the workshops and activities are broadcasted
in the barangay public address system, which meant more households and
barangay residents are able to listen in during the sessions. And in most of
the barangays, the workshop outputs are left posted in the session area,
open for anyone in the community to see, and giving them a glimpse of what
the Baranggayan is about. This is also an opportunity for the residents of
the barangay to observe and witness how their barangay officials perform
as their elected representatives and champion their interests, and work
alongside their leaders towards a plan to bring about development in their
barangay.

Encoding to the Baranggayan Consolidated
List of PPSAs
A summary of the identified primary and secondary issues with their
corresponding identified priority PPSAs or interventions in matrix or table
form can facilitate the discussion during the Solution Seeking Dialogue
activity. A template for encoding these information is provided, also for
ease in consolidation to be farmed out to the C/MTF, PTF and RTF levels
for their information and intervention.
BDC and Sangguniang Barangay Approval
The eBDP together with the list of priority PPAs (BDIP) is presented
to the BDC and the Sangguniang Barangay for adoption and approval,
after the same have been presented to the C/MPDC and C/MEO and to
the NGAs and LGUs (province and city/municipality) during the Solution
Seeking Dialogue.

activity materials as it may not be advisable to leave the
barangay everyday for security reasons.
• To better understand the community and the issues they confront,

more information are available outside the confines of the formal
activities. Casual and informal conversations with the residents and
physical observation during a morning walk will provide the facilitators
with more insights useful in the planning activities.
• In these engaging activities, the Philippine Information Agency and
local information office may document and record the community’s and
individual’s reactions for news and information purposes.
DAY 4
Serbisyo Caravan
A caravan director may be designated by the PLGU or C/MLGU
to organize the activity, including the transportation (usually car pooling
provided by DPWH or LGU) and meals of participants.
Sharing of snacks and meals for those in line for the services is
appreciated by the community, including entertainment and games for the
children. Thus, NGAs may bring extra snacks and meals for the community.
School campuses or large outdoor venues available in the barangay should
be used to manage the gathering of people.
All the basic services that can be made available in the barangay is
encouraged and led by the PLGU or C/MLGU. NGAs concerned and the
private sector may also contribute.
This activity may be advertised in the barangay in advance so that
more residents can avail the services offered. Hence, during the planning,
the caravan director should already be informed of the kind of services to
bring in the barangay.

and technical assistance on proposed projects may already be provided
to the barangay.
Solution Seeking Dialogue
This activity is undertaken simultaneously
with the Serbisyo Caravan, to take the opportunity
of having the presence of the representatives of
many NGAs. The identified barangay issues and
their corresponding interventions are presented
during this activity to bring out commitments from
NGAs, PLGU and C/MLGU. The participating
representatives must be authorized to “own” the issues relevant to their
mandate, able to provide necessary technical assistance and commit

the delivery of corresponding interventions or projects (priority PPAs
identified in the BDIP/eBDP).
The activity is participated by the members of the barangay
development council, while members of the barangay assembly are also
encouraged for their individual concerns and testimonials.
The facilitator starts the activity by enjoining the NGAs and LGUs
to briefly introduce their respective mandates, in the language and form
understandable to most of the barangay participants.
Documented primary and secondary issues (pictures and videos)
shared by the residents during the workshops, casual or informal interviews
or during physical observation or familiarization with the area may be
shared in the solution seeking table activity.
To become more than just a consultation/referral, the output of
the Solution Seeking Dialogue must be in the form of appropriate project,
program or service committed by the NGA/LGU; specific technical
assistance and advise to the barangay (ex. specific resolutions, letter
request or intent, guide to documentary
requirements, or an appointment/slot in
the availment of NGA/LGU assistance);
or other commitment/specific actions to
be taken by the NGA/LGU to address
the query or concern raised. The
participants from the barangay raising
queries or concerns are given time to
follow up or clarify with the NGA/LGU
any questions arising from the technical
assistance/advise or commitment given
by the NGA/LGU representative.

the matters raised such that the queries or concerns are responded
with the appropriate action/commitment or the technical assistance/
guidance by the concerned NGA or LGU official/functionary. The matrix
of issues, responses and commitments may be displayed in the venue
as they are being discussed and agreed upon and even printed right
after the activity for the reference of the NGA representatives and the
PLGU/MLGU.

BBI Strengthening Activities
A quick training needs assessment should be done by the Host C/MLGOO
in organizing the strengthening activities of the following BBIs:

BFP and PA should be tapped in this activities to ensure that community
security mechanisms are in place and strengthened. A separate information
drive on peace, security, and development can be conducted by the
PLEDS Team. IEC materials like flyers containing information on peace
and security such as on the ECLIP, CSOP and the like may be distributed.

TIPS
• Preparation for the activities should be made before the
immersion, particularly on the part of the facilitators, coaches
and trainors. The host C/MLGOO should inform the punong barangay
concerned on the expected participants to each BBI activity and its
schedule to ensure participation. Anticipate that some participants
may be reluctant to attend the activity as they will be leaving work and
may not be able to provide for the day’s meal of the family. In some
barangays, participants brought their children for free meal. Thus,
families of participants may be organized to cook meals for the activity.
• The topics must be delivered in their own language or dialect, if
possible. The facilitators, coaches and trainors should also inform
before the immersion the host C/MLGOO of the resources and materials
needed in the conduct of each activity. Contingencies like loss of or
no power must be considered, thus audio-visual presentations should
have back up.
• The conduct of actual drills, demonstrations and practical exercises
are highly appreciated by the members of the BBIs. Consider that the
BBI members of these barangays have never or are rarely able to
attend trainings and activities called or conducted in the poblacion or
other venues due to the remoteness of their barangay and the cost
and length of time and travel needed in order to participate in a one or
two-day training. Hand-outs and manuals for reference which can be
left with the barangay will also be appreciated.
• The PIA and LGU information offices should invite media to cover
the activities and help in documenting the whole-of-government and
whole-of-nation in action.

Barangay Assembly or Culminating Activity
The punong barangay along with the
members of the BDC convenes the barangay
assembly for the presentation of the refined or
vetted priority PPAs or BDIP and the commitments
collected from the NGAs, PLGU and C/MLGU. The
sectors tapped and the future beneficiaries of the
proposed projects and interventions may be asked
of their commitment and participation during their
implementation.
If the barangay assembly cannot be held,
the punong barangay may convene the barangay
officials and the purok, sitio, or sectoral leaders in
the barangay.
A culminating activity may be organized
to cap the Baranggayan which will build community camaraderie and
partnership with NGAs such as community cook out, palaro for the
children, family games, or friendly basketball match and the like.

Exit Conference and Ways Forward with the
Sangguniang Barangay
The facilitators, host C/MLGOO and
other remaining RCSP team present
meet with the barangay officials to wrap
up the seven-day Baranggayan activity.
To do list and ways forward are laid down
including the sorting out of important
administrative matters. A token for the
barangay officials concerned must be
prepared for their active participation in the Baranggayan and given in
a simple ceremony. Appreciation certificates may be given also to the
RCSP Team and NGAs by the host C/MLGU thru the C/MLGOO.

Preparation of Indorsement of eBDP, List of PPSAs and
Record of Agreements/Commitments During Solution
Seeking Activity to MTF and PTF
The Baranggayan facilitators prepare and submit the final report
of workshop outputs (to include the list of PPSAs) and documentation (to
include the record of agreements/commitments during the solution seeking
activity to MTF and PTF) to the host MLGOO for packaging of the eBDP.
The host MLGOO finalizes and packages the eBDP and indorse the
same to the barangay for their adoption thru a Resolution.

The Baranggayan facilitators may opt to indorse the eBDP to the
barangay if already finalized and packaged within the duration of the
Baranggayan.
Submission of Administrative
Requirements to Host MLGOO/
Provincial Office
The Baranggayan facilitators prepare all the
administrative documents such as terminal report,
documentation and receipts, RERs, etc needed for
liquidation of expenses incurred by the facilitators
during the Baranggayan.
Integration of eBDP PPAs Into the Plans
of Higher LGUs
The host C/MLGOO ensures the integration of the eBDP PPAs of
the priority barangay to the CDP/LDIP/AIP of the C/MLGU concerned for
funding. As RCSP Core Team head and member/secretariat head of the C/
MTF-ELCAC (DILG MC 2019-125, 06 August 2019) the C/MLGOO is in a
better position to advocate and influence the C/MDC to prioritize the PPAs
of the priority barangay.
The host Provincial Director also ensures that eBDP PPAs of the
priority barangay are also integrated into the CDP/LDIP/AIP of the PLGU
for funding, and for those big ticket projects, endorsed to the RDC by the
PLGU. The Provincial Director, also being member and lead secretariat to
the PTF-ELCAC, would be in a better position to advocate and influence
the PDC to prioritize the PPAs of the priority barangay.

Monitoring of Activities and Assistance to the
Implementation of Priority Barangay’s PPAs
The host Provincial Director and C/MLGOO will continue to monitor
and assist the priority barangays in the implementation of its PPAs, which
are either being addressed by an NGA concerned or by the PLGU or C/
MLGU. This activity will ensure that the PPAs are implemented or issues
relevant thereto are addressed properly by the government agency or LGU
concerned. Monitoring should also include the activities/interventions on
strengthening community security mechanisms and structures; and the
integration of eBDP PPAs into the plans of higher LGUs.
Submission of monitoring report
and assessment
The host C/MLGOO submits a quarterly monitoring report and
assessment of the RCSP program and its component activities.
TIPS
• If accomplishments are consolidated daily and per activity,
the facilitators’ task in preparing the accomplishment report
will be much easier, and the documentations and experience would
have been fresh in the memory. A daily journal would also help.
• It would help the Baranggayan facilitators if all the prescribed forms,
templates, including the forms to be used in complying with the
administrative/financial requirements were earlier distributed to them
before the immersion. A handy USB/flash drive containing these
forms may be given. (Baranggayan Facilitator’s Kit)

The National Task Force, in utilizing Whole-of-Nation Approach for
the attainment of inclusive and sustainable peace, must establish a National
Peace Framework which includes mechanism for local peace engagement or
negotiations and interventions that is consistent with constitutional integrity and

ground.
The National Government and Local Government Units through the
Local Task Forces, in line with the National Peace Framework, shall prioritize
and harmonize the delivery of basic services and social development in conflict

The Local Chief Executive
The local chief executive shall serve as the head of the task
team and shall champion the cause to be at the forefront of the
stride of bringing the needed government intervention to the people
through RCSP. The head shall also be in-charge with the deployment
of the RCSP team to the target barangay for immersion and ensure
that development initiatives are properly delivered, immediate needs
properly addressed, and that long-term needs are properly programmed
for funding and implementation.

The RCSP Core Team
The RCSP core team shall serve as the unit that directly
provides all necessary tactical, technical, logistical, and administrative
assistance to the LCE in the performance of its function as the
RCSP head. The C/MLGOO shall be the head of the CORE team
with the following members: LNB; SK federation president; C/MPDC
or Administrator as may be designated by the LCE; AFP battalion
commander; PNP chief of police in the city or municipality; BFP C/M
fire marshal; mandatory representative from NCIP, if necessary; former
rebel (cadre level) if available.
Basic Service Delivery Team (BSDT)
The BSDT is the team tasked to serve as the primary bridge
of the RCSP team to the national government. It shall compose of
two teams: BSDT team 1 representing the NGAs and BSDT team 2
representing NGAs in the regional and provincial level, to wit: DA;
DAR; DENR; DPWH; DOH; DEPED; CHED; TESDA; DSWD; NCIP;
Regional ELCAC technical working group (TWG) from needed lines of
efforts; and other agencies that may be identified in responding to the
issues identified.
The configuration and membership of the BSDT shall be
determined by the RCSP core team and shall depend upon the
issues identified by the community during the profiling and/or based
on the results of social investigation class analysis (SICA), data from
community based monitoring system (CBMS), governance audit
reports (GAR), geographically isolated and disadvantaged areas
(GIDA), information from previous CSP immersions, among others.

Citizenship and Community Participation Team (CCPT)
The CCPT is the team tasked to organize the citizenship
movement by mobilizing communities into sectoral groups and usher
them to participate in all sectoral dialogues/solution-seeking tables
aimed to validate the governance and development gaps of the
communities and identify the needed government interventions to
address them.
The membership of the team shall include the following:
Department head from the LGU to be designated by the LCE; punong
barangay of the target barangay; members of the sangguniang
barangay; principal/head teacher in the public school located in the
concerned barangay; sangguniang kabataan chairperson; a lupong
tagapamayapa; designated member from the RCSP core team;
representative from the BPSO; representative from local CSO or PO;
congressional representative or designated staff; representative from
an inter-faith groups; representative from the private sector and local
or national media.
Peace, Law Enforcement & Development Support
(PLEDS) Team
The PLEDS team is tasked to conduct clearing operations one
week prior to the actual send-off of the RCSP team, ensure perimeter
security of the target barangay during the entire duration of the
immersion, and continuous sanitation of the community from terrorist
threats during the implementation and provision of needed government
interventions.
The PLEDS team shall be composed of: representative from
AFP; two (2) uniformed personnel from the PNP, BJMP and BFP; and
former rebels (cadre level) available in the area as additional manpower
and information support.
