Message of the
Regional Director

Looking beyond the output.
The year 2020 has been challenging for many of us. The COVID19 pandemic

prevented us from doing our usual business and even leisure. The quarantine protocols
that were implemented to mitigate spread of the virus adversely affected basically our daily
life and ultimately the economy.

The pandemic is an opportunity to rediscover our purpose in this Department. As
servants of the people, this is the time to rise above the challenges and accomplish all tasks
by looking beyond the output.

This 2020 made us more adaptive and flexible as we had implemented our PPAs.
Individual initiative and best effort have been the important ingredients to exhibit excellence
in public service.

The goal is for us to deliver output of mandated tasks. However, this pandemic
brought along with it a realization that our work here should have meaningful impact to
improve the life of the people by being committed to our sworn duty.

I would like to express my gratitude and congratulations to all officers and personnel
of DILG Region V. You have been vigorous and innovative in accomplishing the task and
delivering outputs in the manner most advantageous to our clients.

Finally, as we move towards healing and recovery, let us not forget that people are
always counting on us. Let us be the light to guide and the servant to lead towards good
governance in the hope to end this pandemic.

Message of the
Assistant Regional
Director

I would like to congratulate all DILG officers and personnel for their courage and
determination to excellently accomplish their tasks despite the risk of COVID19. The risk is very
real, in fact, a number of officers tested positive and sadly we lost one hard working DILG officer
in this fight against COVID19. But we remain strong and hopeful that all shall be well.

Innovation and creativity are needed in accomplishing the outputs for 2020. Trainings,
meetings and even the Competency-based assessment (CBA) and selection process for the
hiring and promotion of personnel were conducted online through virtual meeting. Alternative work
arrangement or work from home became operational in government service to reduce spread of
the virus.

Excellent public service was still exhibited by all notwithstanding risks to health and life.
This is the true meaning of the DILG branding of Matino, Mahusay at Maasahan. In times of
turbulence, we unwaveringly stand for service and commitment to the call of duty in this time of
pandemic.

Evidently, the ISO certification confirms our continued quality service to our clients. This
proves that even during this time of pandemic, quality service and strengthened interal governance
are the concern of this office.

We will continue to progress this 2021 and make our best better to make room for
improvement in our service. Although the directive for learning and development, individual study
is important to learn set of knowledge and skills to be used in the discharge of functions.

With all our vulnerabilities and imperfections, we strive to accomplish and deliver despite

ACTIVATION OF EOC
AGAINST COVID-19

D ILG Regional Director Atty. Anthony C. Nuyda activated
the Emergency Operations Center (EOC) on 16 March
2020 to monitor COVID-19 mitigation and response interventions
and to ensure the compliance of Local Government Units (LGUs)
to the national guidelines and directives during the course of the
global pandemic.

The EOC played a vital role in facilitating the gathering,
validation and submission of COVID-19 related-data for policy-
making and monitoring purposes. As such, the following reports
were consistently submitted: daily situational reports (SitRep),
Report on PUMs and PUIs, Isolation Facilities, Regional Task
Force SitRep for Governance Cluster and Management of
the Dead Cluster, Expanded Testing Procedure Daily Action
Report, Contact Tracing Daily Report and other relevant data as
requested.

DILG V RD Anthony C. Nuyda, presided the
Bicol Interagency Task Force Meeting (BIATF) as the
BIATF Chairperson with DOH RD Ernie V. Vera as co-
chairperson. Composed of various national government
agencies, the BIATF regularly convenes on Tuesdays
every week to deliberate pressing issues and concerns
in the Region and the strategic points of the Government’s
preparedness and response amidst the COVID-19 pandemic.

DILG Regional Director Atty. Anthony C. Nuyda, CESO III, directed the distribution of free
masks and vitamins as well as Free-Flu Vaccination for the welfare of employees in this time
of pandemic. DILG officers, all rank and file employees, drivers, COS personnel, and security
guards were each given 4 boxes of disposable masks and 3 variety of vitamins. In coordination
with the Department of Health (DOH) a free-flu vaccination was administered to Regional and
Provincial office employees. Medical profile of recipient personnel was prepared to determine
if they have allergies to such vaccine. These activities were timely measures to improve the
health condition of employees and to fight illnesses like flu, colds, etc., which are symptoms of
COVID-19.

HIRING AND DEPLOYMENT

Hiring contact tracers have been the
strategy of the government to control spread of
COVID19. Of the significant accomplishments
of the contact tracing teams (CTTs) notable
are: (1) CTTs have conducted public health
risk assessment of COVID19 cases and their
identified close contacts; (2) CTTs conducted
daily monitoring of close and general contacts
for at least 14 days; (3) Collected laboratory
sample*; (4) CTTs reported surveillance
activities on violation of the minimum health
standards; and (5) CTTs collaborated with other
NGAs and private sector for enhanced contact
tracing.
