D ILG Aurora joined the Orientation on the Youth and Student Recruitment of the Communist Terrorist Groups and the NTF-ELCAC EO 70 Call to Action held in the Headquarters 91st Infantry Battalion, Camp Jaime Bitong, Barangay Calabuanan, Baler, Aurora, on Thursday, October 6, 2022. LGOO VII Ariel G. Espinosa, represented OIC PD Ener P. Cambronero and officially opened the youth forum. He reiterated that the youth are the hope of future and planting them with knowledge on the current insurgency system in the country will save them from being perpetrated by communist groups. This activity helped equip youth representatives that included Sangguniang Kabataan officials from the 8 municipalities and about 30 students along with teacher, Paul Alvin Facelo, from the Baler Stand Alone Senior High School, with knowledge that is essential for maintaining peace within their communities. Said activity was facilitated by the National Intelligence Coordinating Agency headed by Dir. Ma. Luisa F. De Guzman, MNSA (Lead, Situational Awareness and Knowledge Management-3 Cluster. MGEN Abraham Claro C. Casis (Ret), Consultant, Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) also served as one of the resource speakers. "Because insurgency has been in the country for more than 50 years, ending it is the top priority of this administration to ensure that inclusive development in the rural does not stagnate and that the potential agony that this armed group brings to people is avoided. W ith the end goal of enhancing the effectiveness of CSOs in Local Development, the Provincial Government of Aurora in collaboration with the DILG Aurora led the Capacity Development Program for Civil Society Organizations (CSOs) in Local Special Bodies (LSBs) on October 6, 2022 at the Aurora Trading Center, Baler, Aurora. Governor Christian M. Noveras opened the activity by inspiring CSOs in the Province of Aurora to participate and help fill the gaps of government: “Mas malalim ang inyong pagiisip at pagunawa. Kayo ang magiging tagapagtangol ng mga sektor.” The program included modules presented by the Department of Agriculture (DA) Region III Office, PPDC/CSO Desk Officer Armida Palispis, DILG Provincial Director Ener Cambronero, LGOO V Maricar Janice Perez, LGOO II Reyner Buenconsejo, and closed with final remarks from CTL Ariel Espinosa. As a result, the organizations learned about the DA’s CSO Accreditation process, the Local Development Councils, Local School Board, and Local Health Board in order to be active participants in their community’s development. Noveras, convened on Thursday, October 6, 2022, at the Sangguniang Panlalawigan Hall, Provincial Government of Aurora, to talk about the peace and order, drug situation, and insurgency in the province for the 4th Quarter 2022. LTC Julito Recto of the 91st Sinagtala Infantry Battalion and PCOL MYLES ANGEL S PASCUAL, Officer-in-Charge of the Police Provincial Office (APPO), presented the updates on terrorism threats, insurgency, and peace and order situation in the Aurora Province, respectively. IAV Blessie Talavero, Provincial Officer of the Philippine Drug Enforcement Agency (PDEA), provided an update on the status of anti-illegal drug programs and activities highlighting the Barangay Drug Clearing program in the Province. The meeting ended with OIC PD Ener P. Oviatt T he Provincial Government of Aurora in partnership with the DILG, its attached agencies, and all partner stakeholders conducted the launching of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program on November 26, 2022 at Provincial Capitol Compound, Brgy. Suclayin, Baler, Aurora. BIDA is a flagship program for the nationwide advocacy campaign against illegal drugs which aims to raise awareness on the ill effects of dangerous drugs and encourage community participation in drug demand reduction. In his opening remarks Ener P. Cambronero, OIC-PD of DILG Aurora, underscored that this is not merely a Department’s program but a shared responsibility of all local government units, partner government agencies, local stakeholders, and organizations. He then commended the participants as they have answered the call for this intensified and more holistic campaign. “Ang paglaban sa illegal na droga ay laban nating lahat…Ang inyong presensya sa umagang ito ay simbolo ng commitment at efforts sa ating laban against illegal drugs”, OIC-PD Cambronero stated. PCOL Myles Angel S. Pascual, APPO Provincial Director, also added: “Our presence here today serves as solution as we decide to work together, to fight the enemies of ambition and hope”. The E-CLIP is a program administered by the DILG and the Department of National Defense that aims to give a range of services to former rebels from the Communist Party of the Philippines (CPP), the New People's Army (NPA), the National Democratic Front (NDF), and the Militia ng Bayan. With the success of the DILG Aurora’s Barangayan sa Aurora from 2021 – 2022 and the successful launch of USAPANG DILG, the DILG Aurora Sub - LGRRC TAMBULI will continue to discover relevant and pertinent themes to address local governance's current challenges. In addition, the creation of useful and compelling material for online platforms as well as traditional media will be stepped up. Most importantly, capacity development interventions will increase the technical competency of DILG Aurora team in order to meet the Department's output and innovation needs. For the next years, the TAMBULI is expected to step up its efforts and improve its performance with a series of activities and projects, all of which will be anchored by a more aggressive and long-term restructured LGRRC with the help of MSAC and other potential networks, as well as stronger collaboration with private and public academic institutions.

As the new leader of DILG Central Luzon, he also voiced his thoughts on how, the DILG, as a team will carry our banners in providing excellent services to our stakeholders. RD Nuyda commended everyone for their ongoing devotion to their jobs and dedication, which helped make Region III the nation's top-performing region. During the interface, RD Nuyda also addressed the province's issues and urged everyone to continue working hard despite the difficulties. "I am now in the BEST REGION. And I hope na magtulungan tayo to be our better version. So just do your job, and we will provide our support.", RD Nuyda said, referring to the DILG Region 3 as the Best Performing Office for FY. 2020. THE LGRC AND TAMBULI The Local Governance Regional Resource Centre (LGRRC), based on the Department's role as the primary catalyst for excellence in local governance, supports the mandate and facilitates the integration of knowledge management into DILG processes and systems in order to transform the Department into a Knowledge Centric Organization (KCO). It also makes use of the assumption that the LGRRC is the DILG and vice versa, and that the LGRRC is responsible for all DILG activities. With the main purpose to develop a learning and knowledge-sharing culture in local government, the LGRRC’s fundamental principles are the following: Knowledge Management (KM), Multi-Stakeholdership, and Convergence. The Tambuli, along with the LGRRC-3 aims to ensure that the Department's value proposition of establishing communities that are businessfriendly, competitive, environmentally friendly, climate change-adaptive, socially protective and safe, with transparent and accountable local government units is realized. As the DILG Aurora moved forward to another year full of uncertainties, the team remains a competent, steadfast, and dedicated workforce to effectively deliver the demands of the programs towards attaining the B.E.S.T.
15 The Story of the Dingalan-Umiray Provincial Road D ingalan is one of the rapidly developing municipalities in the Province of Aurora. One of the ways it has been growing is in its infrastructure which allows its residents and visitors to travel throughout the area with more ease and convenience. One such project is the Improvement of the Dingalan-Umiray Provincial Road which was implemented by the Provincial Government of Aurora and funded under the Department of the Interior and Local Government’s Conditional Matching Grant to Provinces (CMGP) for F.Y. 2020. It connects several already present roads to literally fill the gaps and enable several barangays to access essential goods and services, where residents no longer have to resort to walking through dangerous paths. This project is not just a success due to its completion, but its sustained positive impact continues to support the community’s economy and social well-being. T he DILG Aurora in partnership with NAPOLCOM Region 3 conducted the Capacity Development Training for People's Law Enforcement Board (PLEB) on December 6, 2022 at Municipal Conference Hall, Baler, Aurora. The PLEB is a check and balance mechanism that promotes active people's participation and empowers the citizen against abusive and erring policemen, thereby instilling discipline in their ranks. It has the power to hear and adjudicate all citizen's complaints formally filed with, or referred to it, against any uniformed member of the PNP, and if warranted, impose the corresponding penalty. In his opening remarks, Ener P. Cambronero, OIC-PD of DILG Aurora highlighted that the purpose of the activity is to ensure that the newly established PLEB of the MLGUs of Aurora will be equipped with the knowledge on their functions, powers and duties, and how to effectively perform the same. Bautista; along with the 8 Municipal Mayors headed Mayors’ League of the Philippines (MLP) – Aurora Provincial Chapter President Rhett Ronan T. Angara signed the Memorandum of Agreement (MOA) for the full implementation of the CBMS in the entire Province of Aurora. The Province of Aurora is the only province in entire Central Luzon wherein all municipalities joined in the implementation of the RA 11315. CBMS, in accordance to the RA 11315 is an organized technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for local planning, program implementation, and impact monitoring while empowering communities to participate in the process. It aims to address existing data gaps in diagnosing the extent of poverty at the local level, to aid determination of the causes of poverty, formulation of appropriate policies and program, identification of eligible beneficiaries and assessing impact of policies and programs. It also supports the decentralization process by capacitating LGUs to collect, analyze and use data in local planning and program implementation. The main objective of this study is to examine if and how CBMS is used in the drafting the local Comprehensive Development Plan (CDP). By understanding the current planning process, areas for improvement could be identified to improve the quality of local development planning and lead to more efficient use of scarce public resources.
