Instruction
Purpose:- This work instruction sets out the requirements for persons working on or near
3rd rail Dc electrified lines.
Change:-
NR/L3/ELP/3091 is now a modularised Work Instruction with 19 modules:
•Standard (NR/L3/ELP/3091)
•Followed by 11 main modules, (identified from 1 - 11); and
•8 supporting modules (identified from A to H).
It is important to note that this update of the Work Instruction has not encompassed any
technical changes to the content and essentially it is the original instructions separated out
into the relevant modules. There are a number of minor changes to the text to aid clarity
and understanding.
The modules mimic the isolation process from planning an isolation through the
implementation and restoration after an isolation. As such, Procedure A and Procedure B
are now split across a number of modules, associated with the processes of each module.
Two Modules (Module 5 & Module B) are intentionally blank at this time since the current
instructions do not cater for the required content. These two modules will be updated in the
near future.

Manual
Purpose:- Lineside vegetation management is a process that uses risk assessment to
contribute to the safe running of the railway infrastructure.
Change:-
This update is provided to;
1.strengthening the messages of responsible management lineside habitats
2.align timeframes for rectification of vegetation encroachment on to OLE with those
published by E&P.
3.align the requirements when undertaking work within risk zones of OLE with those
published by E&P.
4.clarify requirements following post implementation review feedback.
Vegetation Management Manual has been updated to include requirements for the
responsible management of the lineside estate and its habitats in line with government
lineside policy.
Module 1 Vegetation inspection and risk assessment has been updated to align
immediate action and corrective action timeframes for vegetation encroaching on OLE with
those published within E&P standards.
Module 02 Vegetation management requirements has been updated to take cognisance
of responsible lineside management when undertaking work in line with government
lineside policy and to reflect safety requirements when undertaking work in proximity to
OLE as detailed within E&P standards.

Purpose:-This Code of Practice provides guidance on the competency requirements for
operators of On Track Plant (OTP) on railway infrastructures other than where the
Infrastructure Manager has a mandated competency management scheme. This guidance
is in addition to competencies required to operate the machine in a non-rail environment.

Title: Line Blockage Irregularity – Wallington Viaduct
Date: 28/10/19

Overview
When handing back a planned Line Blockage where the protecting signal was
an automatic signal, the Signaller was not informed until after the signal had
been returned back to normal working.
Action Required
Upon completion of the work, the Coss/SWL or Competent Person must
contact the Signaller before operating an Automatic Signal, you must:
• Confirm the line is clear and safe, all group members are aware
that the line is to be open.
• Only remove the Additional Protection if agreed with the signaller
or permissible within the rule book.
• Get the Signaller’s permission to place the key in the switch and
operate it.
• Operate the key and then check that the signal has returned back
to a ‘Proceed’ aspect.
• Confirm with the signaller the signal is at a ‘Proceed’ aspect.
• Unless a Local Instruction exists, the Signaller will cancel the
Authority Number.

aspect, you must:
• Get the Signaller’s permission to place the key in
the switch and operate it.
• Operate the key and then check that the signal has

• Tell the signaller the signal is at danger.
• Remove the key.
• If the signal is displaying a red aspect when you
arrive, you must tell the Signaller and ask for further
instructions.

• In some areas of the UK the Signaller will have
the ability to operate an Automatic signal directly
from the signal box, this is where the SPRS is
located if not at the signal.
